Dennoch ist der deutschen Prozessordnung bislang eine Regelung fremd, welche die Reichweite parteilicher Mitwirkung für den deutschen Zivilprozess einheitlich vorgibt. Alisa Lenk befasst sich mit der entscheidenden Frage, ob die Anerkennung einer allgemeinen prozessualen Aufklärungspflicht mit den Grundsätzen eines liberal verstandenen Verfahrensmodells zu vereinbaren ist. Die Autorin entkräftet den oft behaupteten Konflikt zwischen Parteiherrschaft und Aufklärungspflicht im deutschen Zivilprozess und nimmt die Thematik hierzu auch aus einer rechtsvergleichenden Perspektive mit einer Untersuchung des französischen und U.S.-amerikanischen Zivilverfahrens in den Blick.     Abstract: The Future of Rural Manufacturing provides insights on the transformations that have occurred in manufacturing across rural regions in recent decades. It describes opportunities and challenges in this context, highlighting those relating to climate and demographic change and digitalisation, as well as shifting patterns in globalisation. With support from the European Commission, the project combines a wide range of both quantitative and qualitative analysis. The former examines broad trends in manufacturing performance across OECD rural (TL3) regions between 2000 and 2019, with deeper dives that draw on more granular microdata in 14 OECD countries. Case studies were conducted across 12 regions in Slovenia, Germany, Italy, and France. They comprised interviews with over 300 local, regional, and national actors across government, private sector, universities, research institutes, NGOs and non-profit community organisations. The project also benefited from foresight and futures workshops conducted in January and July 2022 with experts and policymakers across OECD countries.

Finally, it considers the potential opportunities and challenges for mobilising sustainable finance – green, social and sustainable bonds and loans, sustainability-linked bonds and catastrophe bonds – for infrastructure investment by City Governments. The report also includes 17 short case studies from 12 countries that demonstrate innovative practices for creating the Cities of Tomorrow.

The Pilbara's mining sector is a top supplier of iron ore in the world, which has fuelled the economic growth of both the state and the country. While Pilbara's industrialisation is relatively recent, dating back to the 1960s, First Nations peoples have inhabited the region for approximately 50 000 years. Despite the wealth generated by mining and extractive industries, the Pilbara faces important challenges to improve its attractiveness and well-being standards, especially for First Nations and non-mining workers. Well-being challenges also stifle growth opportunities and responsible mining investments in the region. The green transition presents the Pilbara with an opportunity to diversify its economy and improve well-being conditions of its communities, while becoming a strategic player in the global shift towards more sustainable mining. This study offers guidance on how the Pilbara can shape a more inclusive and sustainable development model that supports economic diversification and prioritises improving the living conditions of its communities, particularly First Nations.

    Abstract: Antofagasta is a world leader in copper and lithium production, with strategic importance for the global energy transition and for the economic development of Chile. Located in north Chile, Antofagasta is carved by the natural contours of the Atacama Desert and home to diverse Indigenous communities. Despite the wealth brought by mining, communities in Antofagasta lag on a number of well-being dimensions. At the same time, Antofagasta's mining industry is entering a new phase of development, driven by the expected surge in global demand for its minerals and the imperative to adapt to the green and digital transitions. Against this backdrop, a new development vision with a long-term strategy is warranted in the region to leverage mining benefits to improve well-being standards and take advantage of the opportunities brought by the digital and green transition in mining. This study presents the diagnosis, rationale and building blocks for a new mining strategy in the region of Antofagasta, Chile that prioritises well-being standards and opportunities for local communities. This medium and long-term strategy aims to create a new pact amongst different societal stakeholders to build trust and unite efforts for more inclusive and sustainable growth in the region.

    Abstract: With tightening public finances, land value capture (LVC) can be an attractive fiscal tool to finance ever-increasing demands for transport infrastructure. This paper begins by discussing the principles of LVC and individual LVC instruments in the context of infrastructure provision, with a focus on the opportunities and challenges for LVC implementation. It then presents unique case studies of LVC use in France, Japan, Korea and the United Kingdom, highlighting how it was used to fund the construction of major subways and railways. Based on these case studies, the paper discusses some key insights, including how to use LVC together with expropriation, enacting enabling legal frameworks, and diversifying revenue streams. It also highlights some common considerations for successful implementation, most notably for eliciting public support, promoting transit-oriented development, and establishing fair and transparent rules for LVC.

    Abstract: At a time when many cities and countries are including a smart recovery component in their strategies to rebound from the COVID-19 crisis, the simple presence of digital technologies does not mean that benefits automatically reach everyone. Measuring smart city performance is therefore critical in order to deliver policies with greater efficiency and effectiveness, identify cost-effective solutions to deliver public services, improve government accountability vis-à-vis citizens and track progress and impact. The proposed OECD Smart City Measurement Framework encompasses not only the uptake of digitalisation in cities but also how digital innovation can improve well-being outcomes, inclusion, sustainability and resilience. Furthermore, it focuses on urban residents both as recipients or users and as designers of smart cities. Building on the 2nd OECD Roundtable on Smart Cities and Inclusive Growth, the OECD will now begin to operationalise and further develop the OECD Smart City Measurement Framework.

    Abstract: National Urban Policy (NUP) is a key instrument to achieve sustainable urban development in a shared responsibility across countries, regions and cities. The scale and urgency of the current urban challenges has given prominence to NUPs. The COVID-19 crisis has amplified the potential of NUPs in shaping more resilient, green and inclusive cities as part of countries recovery packages. This report reviews NUPs of 162 countries across the globe. Building on the first edition launched in 2018, the report serves as a critical source of information and analysis for policymakers and urban professionals, as it establishes the foundation for understanding how and in what forms NUPs have been developed, implemented and monitored globally. The overarching objective of the report is to assist national governments in advancing their NUP processes, especially in creating a stronger link between NUPs and urban-related global agendas, such as the Agenda 2030 for Sustainable Development and the New Urban Agenda, and in mainstreaming climate action into NUPs. The report is a co-creation of the OECD, UN-Habitat and Cities Alliance, as a key outcome of the National Urban Policy Programme, a global partnership launched in 2016 at the Habitat III Conference.

    Abstract: The International Energy Agency (IEA) regularly conducts in-depth peer reviews of the energy policies of its member countries. This process supports energy policy development and encourages the exchange of international best practices and experiences. In 2019, France put its target to reach net zero emissions by 2050 into law and updated its energy transition framework the following year with a new National Low-Carbon Strategy and 10-year energy plan. However, France’s energy transition has experienced significant delays, and implementation remains challenging despite the many reforms underway. Moreover, new European Union climate goals will compel the French government to upgrade its 2030 targets and track progress more stringently. For decades, French power generation has produced a relatively low level of carbon dioxide emissions compared with similar economies, owing to the significant share of nuclear energy. However, the country’s nuclear fleet is ageing, and overall emissions are rising because energy consumption across the economy as a whole remains dominated by fossil fuels, notably in transport. Maintaining low-carbon power generation as a base for further decarbonisation and electrification requires timely decisions on the future electricity mix and accelerated investments. France’s economic recovery plan from the Covid-19 crisis and its 2030 investment plan will help accelerate its energy transition by driving progress in sustainable mobility, building retrofits and hydrogen. This report includes a series of recommendations to support France’s efforts to tackle these challenges and to meet its energy and climate goals.

The region benefits from two distinct mining subsectors, each with a rich network of suppliers that are relevant for local development: the metallic mining sector (e.g. copper and zinc), which accounts for most of the regional mining production, and the non-metallic sector (ornamental rocks, aggregates and industrial minerals), which is highly dispersed across the territory. The regional mining value chain has the potential to leverage the increasing global and EU demand for sustainable raw materials and thus become a frontrunner in leading technologies and circular processes for environmentally sustainable mining. This study identifies how Andalusia can build on its strengths and address current and future challenges to improve regional productivity and well-being while accelerating the transition to a low-carbon economy and assisting EU climate goals.

It offers analysis on the different ways local governments build capacity at the strategic and technical level, from organisational structure and strategy, to resource allocation and outcome evaluation. It shows that cities with higher public-sector innovation capacity and data use practices have higher levels of city and life satisfaction. Furthermore, when looking across key well-being dimensions from housing to environment, health and walkability, cities with higher innovation capacity and data use practices outperformed cities with lower capacity. The lessons in the report have been distilled into 10 recommendations to help local leaders boost their data use and innovation capacity to improve resident well-being.

A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people’s lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

    Abstract: A common urban mobility plan for Prague and its metropolitan region as well as the creation of an integrated transport system coordinated by a central transport body are the main assets Prague can leverage to enhance accessibility. However, weak links to land use plans, the lack of enforceability of the mobility strategy, the absence of a transport component in the urban renewal strategy, and the high level of administrative fragmentation of the metro area limit the impact of the transport network in facilitating access to jobs and services. This paper aims at drawing policy lessons from Prague’s mobility strategy and suggesting recommendations that could improve its effectiveness in enhancing accessibility.

Given their size and assets, Core Cities have the potential to boost national growth. With the right policies and sufficient investment in public transport, housing, skills and other key policy areas, Core Cities could become centres of economic activity that pull their regions and the entire UK to higher productivity levels.     Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by France.

It presents the results for different scenarios for the future development of the French vehicle fleet and projections for related CO2 emissions to 2050. The model distinguishes conventional, plug-in hybrid, battery-electric and fuel cell cars. It looks at the privately-owned as well as company car fleets and considers non-monetary factors for vehicle choice. Among these are personal preferences, the availability of recharging infrastructure for electric vehicles, and policy incentives such as subsidies or preferential vehicle use rights. The methodology and the data used for this new passenger car fleet model are described in detail.

This report argues that involving citizens in land-use planning and urban regeneration is essential to collect better quality information as a basis for plans, decisions and outcomes. This report is of relevant to urban planners, land use especialists, and city managers who work on urban regeneration projects and citizens’ participation.

    Abstract: France’s health-care system offers high-quality care. Average health outcomes are good, public satisfaction with the health-care system is high, and average household out-of-pocket expenditures are low. As in other OECD countries, technology is expanding possibilities for life extension and quality, and spending is rising steadily, while an ageing population requires substantially more and different services. The main challenges are to promote prevention and cost-efficient behaviour by care providers, tackle the high spending on pharmaceuticals, strengthen the role of health insurers as purchasing agents and secure cost containment. Good-quality information and appropriate financing schemes would ensure stronger efficiency incentives. Disparities of coverage across social groups and health services suggest paying greater attention to co-ordination between statutory and complementary insurance provision. Ongoing reforms to improve prevention and co-ordination among care providers are steps in the right direction. However, progress in the development of capitation-based payment schemes, which can reduce the incentives to increase the number of medical acts and encourage health professionals to spend more time with their patients, and performance-based payment schemes in primary care need to be stepped up to respond to the increasing prevalence of chronic diseases and curb supplier-induced demand and social disparities in access to care.

    Abstract: Thanks to a highly developed welfare state, poverty is moderate on average in France, but – as in other countries – highly concentrated in some neighbourhoods. Their residents face many social disadvantages, including high unemployment and inactivity, schools with many struggling children, often run-down housing and urban infrastructure, and a lack of local enterprises, services and amenities. The government focuses a wide array of policies on these areas to promote better schooling outcomes, employment and local economic activity. Urban renewal and public housing policies aim explicitly at promoting social mixing, often presented as an anti-ghetto policy. Evidence suggests that targeted investment in transport and housing infrastructure as well as education and training could go a long way to improving economic opportunities and well-being in poor areas. In contrast, special economic zones with tax breaks to attract business to these areas have a mixed track record at best. Greater social mixing is difficult to engineer, and it is far from clear if this by itself would improve the lives of the poor. There is a need to better link urban, social and judicial policies favouring alternative sentencing and support for offenders to integrate into society to avoid vicious circles of social disadvantage and crime.

    Abstract: Most developed countries now pursue policies that implicitly or explicitly aim at promoting compact urban form. This report analyses more than 300 academic papers that study the effects of compact urban form, and finds that 69% of the papers reviewed find positive effects associated with compact urban form. Over 70% of studies find positive effects of economic density (the number of people living or working in an area). A smaller majority of studies attribute positive effects to mixed land use (58%) and the density of the built environment (56%). These averages hide significant variation across specific dimensions of urban development. In order to understand the effects of compact urban form, the report estimates the monetary per capita value of the change in 15 outcomes in response to a 10% change in economic density. The major benefits of economic density arise from improved productivity and better access to jobs and services. Further benefits are generated through the preservation of urban green space, greater energy efficiency, pollution reduction and safer urban environments. The major costs of higher economic density are related to congestion, health and well-being. Increasing compactness can also contribute to higher land values and housing costs, which are borne disproportionately by renters and first-time buyers. Increasing economic density therefore requires accompanying policy interventions to maximise the benefits and minimise the costs associated with compactness. In particular, policymakers need to facilitate large-scale investment in housing supply and public transport networks to ensure efficient and equitable access to housing, services and jobs in compact cities.

    Abstract: This paper describes the results of an international initiative on trust (Trustlab) run in six OECD countries between November 2016 and November 2017 (France, Germany, Italy, Korea, Slovenia and the United States). Trustlab combines cutting-edge techniques drawn from behavioural science and experimental economics with an extensive survey on the policy and contextual determinants of trust in others and trust in institutions, administered to representative samples of participants. The main results are as follows: 1) Self-reported measures of trust in institutions are validated experimentally, 2) Self-reported measures of trust in others capture a belief about trustworthiness (as well as altruistic preferences), whereas experimental measures rather capture willingness to cooperate and one’s own trustworthiness. Therefore, both measures are loosely related, and should be considered complementary rather than substitutes; 3) Perceptions of institutional performance strongly correlate with both trust in government and trust in others; 4) Perceived government integrity is the strongest determinant of trust in government; 5) In addition to indicators associated with social capital, such as neighbourhood connectedness and attitudes towards immigration, perceived satisfaction with public services, social preferences and expectations matter for trust in others; 6) There is a large scope for policy action, as an increase in all significant determinants of trust in government by one standard deviation may be conducive to an increase in trust by 30 to 60%.

    Abstract: The last decade has seen major advances in the measurement of well-being in national statistics – but what are governments doing to incorporate these metrics and frameworks into policy decision making? This paper describes the progress made in many countries on measuring well-being at a national level, and the mechanisms being developed to mainstream both concepts and evidence on well-being into policy settings. In all cases, countries are adopting a multidimensional approach to the measurement of well-being, and several initiatives have been informed by extensive public consultation processes. For seven countries, detailed case studies in the Annex describe the development and implementation of policy mechanisms for integrating well-being evidence: Ecuador, France, Italy, New Zealand, Scotland, Sweden, and the United Kingdom. The paper finds that well-being evidence is applied at several different stages of the policy cycle, from strategic analysis and prioritization to evaluations of policy interventions. In most cases these initiatives are only a few years old, and institutional support will be vital for the durability of these mechanisms over time and through different political cycles.

    Abstract: Social protection systems are often still designed for the archetypical full-time dependent employee. Work patterns deviating from this model – be it self-employment or online "gig work" – can lead to gaps in social protection coverage. Globalisation and digitalisation are likely to exacerbate this discrepancy as new technologies make it easier and cheaper to offer and find work online, and online work platforms have experienced spectacular growth in recent years. While new technologies and the new forms of work they create bring the incomplete social protection of non-standard workers to the forefront of the international policy debate, non-standard work and policies to address such workers’ situation are not new: across the OECD on average, one in six workers is self-employed, and a further one in eight employees is on a temporary contract. Thus, there are lessons to be learned from country experiences of providing social protection to non-standard workers. This report presents seven policy examples from OECD countries, including the "artists’ insurance system" in Germany or voluntary unemployment insurance for self-employed workers in Sweden. It draws on these studies to suggest policy options for providing social protection for non-standard workers, and for increasing the income security of on-call workers and those on flexible hours contracts.

Subnational governments – cities and regions – play a vital role in the infrastructure landscape. Infrastructure needs in energy, transport, water and telecommunications are substantial, estimated at USD 6.3 trillion per year between 2016 and 2030. In a tight fiscal environment, it is critical to diversify sources of financing for infrastructure investment and PPPs represent an alternative to traditional government procurement with the potential to improve value for money. However, PPPs are complex and sometimes risky arrangements that require capacity that is not always readily available in government, in particular at the subnational level. This report examines the challenges of using PPPs at the subnational level and ways to address them. It does so by focusing on three case studies: subnational PPPs in France, local Private Finance Initiative (PFI) projects in the United Kingdom, and PPPs in Virginia (United States).

    Abstract: Asian cities are particularly vulnerable to risks associated with natural disasters. While they are exposed to various types of natural hazards, flooding and other water-related disasters pose particularly significant risks and undermine long-term economic growth, especially in coastal cities. Managing such natural disaster risks is an essential component of urban policies in fast-growing Southeast Asian cities, especially as the impacts of climate change worsen. In addition to providing a framework for assessing disaster risk management policies in cities, this report also presents the results of assessment and locally tailored policy recommendations in five cities of different institutional, geographic, socio-economic and environmental contexts in Southeast Asia. They include Bandung (Indonesia), Bangkok (Thailand), Cebu (Philippines), Hai Phong (Viet Nam) and Iskandar (Malaysia). The study highlights that Southeast Asian cities are largely underprepared for natural disaster risks. Through an assessment of disaster risk management (DRM) policies at national and subnational levels, the study aims to enhance urban resilience by: i) identifying policy challenges related to DRM ; ii) assessing the impacts of current DRM policy practices; and iii) proposing more efficient and effective policy options to enhance urban resilience.

    Abstract: The OECD's Development Assistance Committee (DAC) conducts periodic reviews of the individual development co-operation efforts of DAC members. The policies and programmes of each DAC member are critically examined approximately once every five years. DAC peer reviews assess the performance of a given member, not just that of its development co-operation agency, and examine both policy and implementation. They take an integrated, system-wide perspective on the development co-operation and humanitarian assistance activities of the member under review. This review analyses the performance of France, including its efforts towards international stability and climate financing, as well as the impact of the grant-loan composition and the cross-government management of its aid programme.

    Abstract: The last decade has seen a sustained surge of interest in measures of subjective well-being on the part of economists and other social scientists. The vast majority of the academic literature on subjective well-being focuses on measures of life evaluation, as does most discussion of how measures of subjective well-being can be applied to policy. However, measures of life evaluation have well-known limitations, and other measures of subjective well-being, including experienced well-being (i.e. people’s time use and emotional state over time), can be an important complement to measures of life evaluation. As of 2016, however, few countries have included experienced well-being in their official time use surveys, and there is relatively little understanding of how different methodological approaches to measuring experienced well-being affect the results obtained. This paper presents results using data from the US and the French time use surveys, showing that the different approaches adopted by these two countries have quite different implications for the data collected. Results highlight the sensitivity of experienced well-being measures – particularly the U-index – to the choice of affective states included, and shed light on the differing results found in the literature on how unemployment impacts upon experienced well-being.

    Abstract: Hospitals are the most expensive component of OECD health care systems, accounting for around one third of total health care expenditure. Given growing pressures on government budgets, this is an area of expenditure that has already been, and will continue to be, thoroughly scrutinised for potential increases in efficiency. One way to assess hospital efficiency is to measure the amount of resources each hospital uses to treat specific conditions. A care delivery process may be seen as more efficient – after accounting for broader health system and market factors that may constrain the hospital from operating at an efficient level – if it consumes fewer resources while delivering adequate care for the same condition, the dimension of efficiency under review here. In this light, measuring hospital length of stay and costs for a given condition helps the understanding of how efficient (better performing) hospitals are relative to each other. Through international comparative work, this paper helps policy makers understand the scope and nature of length of stay/costs variation across hospitals in OECD countries. It also explores whether characteristic of hospitals or of countries' regulatory and operating environments can explain differences in efficiency. Data on length of stay and costs to treat patients admitted to hospitals for nine tracing conditions/treatments were collected and analysed for Canada (Alberta province), France, Ireland and Israel for 2012-2014. Our analysis shows that hospitals with a number of beds ranging between 200 and 600, and not-for-profit hospitals report shorter length of stay and lower costs for several conditions/treatments. It also shows that variations in efficiency are more likely to exist at the hospital level for cardiac surgery (acute myocardial infarction with percutaneous transluminal coronary angioplasty and coronary artery bypass graft), and at country level for hysterectomy, caesarean section and normal delivery. These results shed some light on the importance of hospital payment system in fostering efficiency in care delivery for standard/high volume treatments such as normal delivery, whereas hospital management and organisation seem to drive efficiency for more complex/technology driven treatments such as bypass surgery.

    Abstract: This report examines how land is governed in France. It describes the laws, policies and practices that shape spatial and land-use planning in the country as a whole, and provides a detailed assessment of specific governance arrangements and practices in two metropolitan areas: Clermont-Ferrand, a mid-range urban agglomeration in south-central France; and Nantes Saint-Nazaire, the 6th largest urban agglomeration in the country, located in the north-west. These case studies highlight the trends and challenges faced in each regionsuch as the need to protect fragile environments from growing peri-urbanisationand the unique approaches that have been adopted to manage land-use issues across a large number of communes. The report offers recommendations on how to strengthen the capacity and effectiveness of the spatial planning system in order to ensure that land is used in an effective and sustainable way.

    Abstract: Under Action 14, jurisdictions have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The peer review process is conducted in two stages. Stage 1 assesses jurisdictions against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by France.

    Abstract: This report provides insights on the political economy of biodiversity related policy reforms. It draws on existing literature and four new case studies covering the French tax on pesticides, agricultural subsidy reform in Switzerland, EU payments to Mauritania and Guinea-Bissau to finance marine protected areas via conservation trust funds, and individually transferable quotas for fisheries in Iceland. Each case study focusses on the drivers of reform, the types of obstacles encountered, key features of the policy reform, and the lessons learned from the reform experience.

    Abstract: This report examines spatial planning and policies in Israel. It describes the laws, policies and practices in the country as a whole, and provides a detailed assessment of arrangements and practices in two cities: Netanya, a fast-growing city on the Mediterranean coast; and Umm al-Fahm, the country’s third-largest city with a predominantly Arab population. Israel recently carried out a major reform of its land-use planning system, largely to address a housing shortage that has become critical. Detailed case studies highlight the trends and challenges faced in both cities and describe how policies designed at the national level affect local land-use issues. The report offers recommendations on how to strengthen the effectiveness of the spatial planning system and related policies to ensure that land is used in an effective and sustainable way.

    Abstract: In 2014 the OECD carried out work to take stock of OECD countries' achievements in building resilience to major natural and man-made disasters. The report suggested that albeit significant achievements were made through effective risk prevention and mitigation management, past disasters have revealed persistent vulnerabilities and gaps in risk prevention management across OECD. Based on the findings of this OECD-wide report a cross-country comparative study was undertaken in Austria, France and Switzerland to test the recommendations put forward in specific country contexts. This report summarises the individual and comparative country case study findings. It highlights that the risk prevention policy mix has shifted in favor of organisational measures such as hazard informed land use planning or strengthening the enforcement of risk sensitive regulations. In the meantime, the great need for maintaining the large stock of structural protection measures has been overlooked and vulnerability might increase because of that. The report highlights the need for better policy evaluation to increase the effectiveness of risk prevention measures in the future. The report highlights practices where countries succeeded to make risk prevention a responsibility of the whole of government and the whole of society, by analysing supporting governance and financing arrangements.

    Abstract: Combining the longitudinal dimension and the retrospective calendar of the French Labour Force Survey (2003-2011), we analyse the labour market transitions and outcomes of workers who were dismissed for economic reasons. This study analyses the re-employment patterns of displaced workers and their earnings losses, as is common in the literature, as well as the consequences of displacement for other aspects of job quality. Results suggest that the cost of involuntary job loss is important and goes beyond the fall in earnings. Workers who are made redundant face relatively long spells of non-employment before getting back to work and their new jobs tend to be of lower quality than their pre-displacement jobs along a number dimensions. Re-employed displaced workers suffer a monthly wage penalty of 15-20% and are, on average, nine times as likely to lose their job again as are workers who have not been made redundant. In addition, displaced workers are more likely to work part-time once re-employed, and to have fewer paid holidays and lower job authority than had they not been dismissed, though these differences tend to fall over time.

    Abstract: This paper analyses the role of cities in energy policies to build resilience and assesses related energy policy practices in cities.     Abstract: This study provides an empirical analysis of the effects of environmental zoning on urban development. It focuses on the case of Natural Regional Parks (NRPs) in France. Of the environmental zoning instruments used in France, NRPs extend over the widest physical area. The analysis uses a quasi-experimental empirical approach (difference-in-differences) to evaluate the effects of NRPs on urban development at the municipality level. Three potential side-effects of NRPs on urban development in the regulated area are investigated. First, the long-term effects of environmental zoning on housing and population flows are analysed using French National Census data in the period from 1968-2011. Second, annual data on building permits granted in the period from 2003-2012 are used to estimate the short-term effects of NRPs on housing supply. Finally, the effects of NRPs on land-use in the regulated area using high-resolution geospatial data are evaluated. The results of the empirical analysis reveal that NRPs have had heterogeneous effects on urban development in regulated areas. Compared to development in neighbouring areas, some NRPs have discouraged urban development in the regulated area, in line with their intended objectives. However, in other cases NRPs have actually favoured urban development. In most cases, however, the policy had no significant effect on urban development within the regulated area.

    Abstract: This report examines the Netherland’s new Metropolitan Region of Rotterdam-The Hague (MRDH), drawing on lessons from governance reforms in other OECD countries and identifying how the MRDH experience could benefit policy makers beyond Dutch borders. Long in search of ways to strengthen urban areas, the Dutch government has recently undertaken the development of a National Urban Agenda known as Agenda Stad, in parallel to a series of broad institutional reforms. This included abolishing the country’s traditional eight city-regions, which led Rotterdam, The Hague and 21 smaller neighbouring cities to form the Metropolitan Region of Rotterdam-The Hague (Metropoolregio Rotterdam Den Haag, or MRDH). This report analyses the emergence of the MRDH both as a geographical area that spans 23 municipalities in the southern Randstad region and as a new metropolitan authority with transport and economic development responsibilities. One of the challenges the MRDH faces is how to bring the economies of Rotterdam and The Hague closer together while generating growth and well-being.
