    Abstract: "Governing Police Stops Across Europe should be essential reading for all those involved in police governance, scrutiny, and practice.” --Gill Imery, former Her Majesty's Chief Inspector of Constabulary Scotland This book takes a critical and comparative approach to the analysis of the governance of police stops across Europe. It draws on an EU COST Action research network on Police Stops which engaged academics and practitioners from 29 countries to better understand the practice of police stops. It begins by examining how police stops are defined and the various legal rules and levels of accountability afforded. The chapters are arranged by theme to focus on a core aspect of the governance of police stops. These include: legal frameworks and police discretion; internal governance; external accountability and civilian oversight; possibilities for legal recourse; and the different roles of data and technology. Each compares the distinct approaches evident across Europe, often employing case studies. The book adopts a critical approach, acknowledging governance as contested and involving diverse (state, non-state and supranational) actors. It considers implications for policing in a rapidly changing environment globally. Elizabeth Aston is Professor of Criminology at Edinburgh Napier University, UK, and the Director of the Scottish Institute for Policing Research. Sofie De Kimpe is full time Professor of Criminology at the Department of Criminology at the Vrije Universiteit Brussel (VUB), Belgium and was Chair of the EU COST Action on Police Stops. János Fazekas is Associate Professor at ELTE University, Budapest, Hungary. He was co-leader of the Governance Working Group of the EU COST Action on Police Stops. Genevieve Lennon is Senior Lecturer in Law at the University of Strathclyde, UK. She was co-leader of the Governance Working Group of the EU COST Action Police Stops.     Abstract: This book analyzes conflicting notions of identity and belonging in contemporary Europe. Addressing the creation, negotiation, and (re)use of diverse spaces and places of belonging, the book examines their fascinating complexities in the context of a changing Europe. Taking an innovative interdisciplinary approach, the volume examines renegotiations of belonging played out through cultural encounters with difference and change, in diverse public spaces and contested places.     Abstract: This book discusses the emerging threats to European stability in different borderland regions, from the Greater Middle East to the Eastern Mediterranean, the Balkans and the Black Sea. It highlights the specific geopolitical risks that could, left unchecked, have global repercussions. The book shows how recent events have exasperated underlying problems that have been slowly destabilizing each of these regions for years. It also looks at the geopolitical constraints and objectives of the countries within these regions to build a basis for understanding their current and future security challenges. While doing so, the book discusses the European borderlands in a non-traditional way, proposing a specific framework to study them, going beyond historical analysis and employing a heuristic process and in-depth socio-economic analysis to understand regional power relations and trends. It develops the key concepts of "core borderland" and "geopolitical node" to understand the future challenges that Europe in particular and Eurasia, in general, will face, discussing specific features shaping current affairs and identifying the main drivers - countries and specific regional elements - for the future stability of the borderlands.     Abstract: This book deals with the economic impact of technological changes and the rise of passenger shipping on social relations on board and ashore in European shipping industries between c.1850 and 2000. The changes in motive power, communication techniques and positioning technologies and the rise of passenger shipping went together with the creation of new tasks and functions and the marginalization or disappearance of traditional jobs and skills. This book presents case-studies on changes in different maritime professions between the middle of the nineteenth century and the end of the twentieth century, covering the shipping industries of a variety of seafaring countries in Europe. The subjects include changes in maritime labour at large, changes in specific groups of deck, catering or engine room personnel, such as captains, cooks, catering personnel, engineers, or radio-operators. A number of chapters employ a prosopographical or micro-historical approach, while others apply a spatial perspective, analyze business records, materials from professional associations or distil information from large sets of quantitative data. This book will be of interest to academics and students of economic history, maritime and labour history. Karel Davids is Professor Emeritus of Economic and Social History at the Vrije Universiteit Amsterdam, the Netherlands. He has published and taught on economic and social history, maritime history, the history of technology and global history. Joost Schokkenbroek has been Executive Director of the Vancouver Maritime Museum since July 2017.     Abstract: This book examines similarities and differences in 31 European governments’ responses to the COVID-19 pandemic. The COVID-19 pandemic hit Europe in early 2020. It spread across the continent during the Spring while anxious electorates were treated to news reports about health systems under duress and frustrated attempts by public procurement officials to obtain adequate supplies of medical and protective equipment. Through analysis of a range of discourses, it focuses on the roles played by intellectuals in formulating, communicating, and contesting ideas about work and its ethical value. The book moves away from the idea of a singular Weberian work ethic as fundamental to modern notions of work and instead emphasises how different languages of work were harnessed for a variety of social, intellectual, religious, economic, political, and ideological objectives. Rather than a singular work ethic that left a decisive mark on the development of Western culture and economy, the volume stresses plurality. The essays draw on approaches from intellectual, social, and cultural history. They explore how, why, and in what contexts labour became an important and openly promoted value; who promoted or opposed hard work and for what reasons; and whether there was an early modern break with ancient and medieval discourses on work. These historicized visions of work ethics help enrich our understanding of present-day changing attitudes to work.     Abstract: The book is an edited collection of contributions by a distinguished international panel of academics on the main scientific, juridical, and economic aspects involved in the mitigation and adaptation processes imposed by climate change. Explicitly interdisciplinary, the book transversally cuts through different disciplines offering an outline of a phenomenon that is too often left to specific and sectorial insights. The volume is divided into four parts. The first part introduces the main concepts of the book: climate change and sustainability, wellbeing, and mitigation and adaptation. The second part presents the scientific understanding of climate change and explores some of the more pressing issues driving policy development, such as the melting of the glaciers and the impact on coastal areas. The third part discusses significant experiences in the environmental policies both in the European Union and in the United States of America. The last section explains possible approaches to climate change, by exploring the legal and economic aspects of both adversarial and more lenient approaches towards a more sustainable world. It faces four main issues in the economic and juridical context: consumer behaviors, climate litigations, environmental litigations and the alternative forms of dispute resolution on environmental matters, with particular regard to environmental mediation.     Abstract: This book focuses on the recovery and new normal in a post-Covid scenario, drawing important lessons from the pandemic and proposing new ideas for sustainable development, endogenous dynamism, and inclusive growth. The discussion about European memory is far from being a “merely” symbolic issue with no political consequences. Imagining Europe and its past in different ways will lead to different real political outcomes. For instance, thinking about European integration as an embodiment of the values of the Enlightenment (such as human rights, liberal democracy, and reason), as a guarantor of peace on the continent, as a guarantor of prosperity, or as a guarantor that massive human rights violations like genocide will “never again” be committed on its soil, all entail different political objectives. Similarly, conflicting understandings of European memory as either a thing or a social construct, as either one memory or a plurality of memories, as either the end point of deliberation or a dialogical process, represent not merely inconsequential cultural “froth on the tides of society,” but crucially important issues with real political consequences. The book is intended to contribute to this discussion about the common European approach to the past (and thus to the future).     Abstract: This book offers critical insights into the China-led Belt and Road Initiative (BRI) from an EU perspective.     Abstract: This two-volume book examines the most important global problem—the recovery of the social-economic crises due to the COVID-19 pandemic. This economic crisis has its own basis and differs from others by the lockdown of most businesses on the decision of authorities. The uncertainty of the future economic revival obliges scientists around the world to unite in search of effective solutions that will become the basis for prosperity and human wellbeing. The death of millions of people around the world, several waves of coronavirus, and a global pandemic have forced most states to seek extraordinary measures to save people and revive economic activity. The world economy experienced a global shock, probably never experienced before due to lockdowns. The disruptions and gaps in the value chains were primarily caused by the lockdowns of enterprises. The change in the essence of the economic crisis has raised the question of how to overcome it and revive economic activity. The crisis caused a sharp decline in incomes of the population around the world, which led to social upheavals. Post-COVID economic revival in a globalized world has become the most important problem of our time. This book offers contributions of authors from different countries and explores problem solving in the fields of public administration (Volume I, Part I), financial services (Volume I, Part II), different branches (Volume II, Part III) and the social sector (Volume II, Part IV). The second volume of the book is devoted problems in sectors of the economy, such as agriculture, tourism, aircraft, the automotive industry, electricity, culture, etc. The second part of the second volume examines trends in the revival in the social sector—medicine, pharmaceuticals, the labor market and social insurance.     Abstract: This book explores how Europe is seeking to enlarge its launching capacities by building additional spaceports on the European continent. Various national initiatives are envisaged resulting in a “space race” in the field of constructing spaceports and building micro launchers. However, right from the beginning when choosing the launch site (land or sea based-rocket launches) there are various factors relating to international space law, European regulations and national rules that must be considered, as spaceports are rarely explicitly addressed in current legal and policy frameworks. While launching sites used to be operated by governments, private commercial initiatives are increasingly entering the field. This paradigm shift must be reflected within regulations relating to various aspects of space liability by enlarging the long-established terms of the United Nations space treaties to accommodate commercial space flights. Questions of permission, supervision and control require special liability regulations to avoid detrimental consequences stemming from the concept of “launching states” in view of the rise of private driven commercial space activities on a global level. Furthermore, not only do environmental aspects need to be thoroughly examined but also the concept of critical infrastructure requires special attention from a security perspective to anticipate, inter alia, cyber-attacks. For these reasons, several European and national regulations may need to be enlarged to apply to the entire space sector, using a harmonized approach that has direct implications for the regulations, programmes, and missions of the European Union and the European Space Agency, bearing in mind that the upcoming spaceports in Europe are an essential asset to substantially boost the European New Space.

    Abstract: Heritage and Festivals in Europe critically investigates the purpose, reach and effects of heritage festivals. Providing a comprehensive and detailed analysis of comparatively selected aspects of intangible cultural heritage, the volume demonstrates how such heritage is mobilised within events that have specific agency, particularly in the production and consumption of intrinsic and instrumental benefits for tourists, local communities and performers. Bringing together experts from a wide range of disciplines, the volume presents case studies from across Europe that consider many different varieties of heritage festivals. Focusing primarily on the popular and institutional practices of heritage making, the book addresses the gap between discourses of heritage at an official level and cultural practice at the local and regional level. Contributors to the volume also study the different factors influencing the sustainable development of tradition as part of intangible cultural heritage at the micro- and meso-levels, and examine underlying structures that are common across different countries.     Abstract: This book provides an insightful analysis of the looming refugee and mixed migration crisis in the context of four major, contemporary flows: two in west and east Europe, and one each in the Americas and Asia. The analysis, in each case, is followed by a judicious identification of the key issues involved and the presentation of a set of proposed policy responses to them.     Abstract: Women have been important contributors to and readers of magazines since the development of the periodical press in the nineteenth century. By the mid-twentieth century, millions of women read the weeklies and monthlies that focused on supposedly 'feminine concerns' of the home, family and appearance. In the decades that followed, feminist scholars criticised such publications as at best conservative and at worst regressive in their treatment of gender norms and ideals. However, this perspective obscures the heterogeneity of the magazine industry itself and women's experiences of it, both as readers and as journalists. This collection explores such diversity, highlighting the differing and at times contradictory images and understandings of women in a range of magazines and women's contributions to magazines in a number of contexts from late nineteenth century publications to twenty-first century titles in Britain, North America, continental Europe and Australia.

    Abstract: This book examines the use of image and text juxtapositions in conceptual art as a strategy for challenging several ideological and institutional demands placed on art. While conceptual art is generally identified by its use of language, this book makes clear exactly how language was used. In particular, it asks: How has the presence of language in a visual art context changed the ways art is talked about, theorised and produced? Image and Text in Conceptual Art demonstrates how artworks communicate in context and evaluates their critical potential. It discusses international case studies and draws resources from art history and theory, philosophy, discourse analysis, literary criticism and social semiotics. Engaging the critical and social dimensions of art, it proposes three methods of analysis that consider the work's performative gesture, its logico-semantic relations and the rhetorical operations in the discursive creation of meaning. This book offers a comprehensive method of analysis that can be applied beyond conceptual art.

    Abstract: This anthology provides an in-depth analysis and discusses the issues surrounding nudging and its use in legislation, regulation, and policy making more generally. The 17 essays in this anthology provide startling insights into the multifaceted debate surrounding the use of nudges in European Law and Economics. Nudging is a tool aimed at altering people’s behaviour in a predictable way without forbidding any option or significantly changing economic incentives. It can be used to help people make better decisions to influence human behaviour without forcing them because they can opt out. Its use has sparked lively debates in academia as well as in the public sphere. This book explores who decides which behaviour is desired. It looks at whether or not the state has sufficient information for debiasing, and if there are clear-cut boundaries between paternalism, manipulation and indoctrination. The first part of this anthology discusses the foundations of nudging theory and the problems associated, as well as outlining possible solutions to the problems raised. The second part is devoted to the wide scope of applications of nudges from contract law, tax law and health claim regulations, among others. This volume is a result of the flourishing annual Law and Economics Conference held at the law faculty of the University of Lucerne. The conferences have been instrumental in establishing a strong and ever-growing Law and Economics movement in Europe, providing unique insights in the challenges faced by Law and Economics when applied in European legal traditions.

    Abstract: This book discusses the role of the prison in Europe across a divide of over 200 years. Inspired by the travels of the prison reformer John Howard (1726-1790), who visited prisons across Europe in the eighteenth century, it fundamentally reflects on centuries of the practice of locking people up as punishment. Howard travelled across Europe to visit prisons, with a simple method: he travelled and knocked on prison doors on his journey and entered the premises. He then observed the situation in the prison, took notes and left to visit other locations. Howard's influential book The State of the Prisons resulted from his experiences, provoking debate among prison reformers and academics worldwide. Adopting the contemporary methods of prison tourism research, the author follows in Howard's footsteps. He draws on extensive research conducted in prisons across six countries: England, Norway, the Netherlands, France, Italy and Azerbaijan. Howard's reflections are used as a frame to assess contemporary prisons, particularly revolving around the questions of what prisons are for today, and what they should (or should not) be. It will be of great interest to criminologists researching prisons and penology, as well as historians interested in the histories of punishment.

    Abstract: This book takes stock of the lessons to be learned from the experiences of different countries on their way to a transition into a unified Europe. It demonstrates how the project of a unified Europe is a social pilot project that is unique in human history, both with respect to the sheer number of people involved and with respect to the cultural diversity it aims to turn into a progressive advantage. With no historical experience at hand, the transition into a unified Europe is an exploratory process, often risky but sometimes also surprisingly successful. To improve the chances of establishing a successful unification it is particularly important that we learn from the mistakes made so far; and that we learn rapidly, since the forces working against the pilot project of Europe will gain power very fast if the unification success slows down. And as the recent developments in Greece show, the vision of the final goal itself can well change during this exciting quest. Apart from providing the pieces of a mosaic on which a more general theory can be built, this book can be read as a collection of experiences – mistakes as well as triumphs – which should help the European learning process. The structure of the book mirrors Europe’s diversity: specific country studies are combined with more general chapters, and quantitatively oriented econometric work is combined with qualitatively oriented sociological studies.

    Abstract: This is the first monograph providing a comprehensive legal analysis of the criminalisation of migration in Europe. The book puts forward a definition of the criminalisation of migration as the three-fold process whereby migration management takes place via the adoption of substantive criminal law, via recourse to traditional criminal law enforcement mechanisms including surveillance and detention, and via the development of mechanisms of prevention and pre-emption. The book provides a typology of criminalisation of migration, structured on the basis of the three stages of the migrant experience: criminalisation before entry (examining criminalisation in the context of extraterritorial immigration control, delegation and privatisation in immigration control and the securitisation of migration); criminalisation during stay (examining how substantive criminal law is used to regulate migration in the territory); and criminalisation after entry and towards removal (examining efforts to exclude and remove migrants from the territory and jurisdiction of EU Member States and criminalisation through detention). The analysis focuses on the impact of the criminalisation of migration on human rights and the rule of law, and it highlights how European Union law (through the application of both the EU Charter of Fundamental Rights and general principles of EU law) and ECHR law may contribute towards achieving decriminalisation of migration in Europe

    Abstract: English in Europe is not one language but many, and substantial differences in the way people from different countries communicate using it may cause misunderstandings. This book shows that, through research into the pragmatic behavior of non-native speakers of English from across Europe, it is possible to uncover the core shared strategies, which are proposed as the basis of a reference guide for learners who wish to successfully communicate in English in Europe. The content is based on the analysis of the speech act of apologizing as realized by 466 respondents from 8 European countries, all proficient users of English involved in teacher-training programs.     Abstract: This research examines the role of prosecutors within the United States and in Switzerland and is completed by an overview of the prosecution institutions in France and Germany. The research recognizes that despite seemingly very different legal traditions and structures, prosecutors in these systems are similar enough that each system might learn from the others.     Abstract: This book examines in detail both historical and current legal concepts of ‘religious cultural heritage’ within the context of the European continent. The latter group is primarily based on the variety of sacred cultural elements emanating from the different religious traditions of the peoples of Europe, which are deemed worthy of protection and preservation due to their outstanding value, in terms of their social, cultural and religious significance. In view of this, the study provides evidence of the European States’ active involvement with their sacred/cultural treasures, on the basis of the political and legal foundations of neutrality and pluralism. Furthermore, the book analyzes all relevant international legislative instruments (i.e. the plethora of EU, CoE and UNESCO norms), as well as all major European legislative patterns, in light of their significance for the aforementioned aspects of pluralism and neutrality. The interdisciplinary references listed at the end of each chapter provide an additional incentive for further reading on the subject matter. The most important finding to emerge from the study is that there is a shared legal ethos in Europe that imposes a duty of appropriate care concerning the vast variety of sacred cultural goods, and the religious cultural heritage in general, as an invaluable repository of European cultural capital. It also considers the sui generis nature of this capital: like any other type of asset, it may deteriorate or fade over time, necessitating investment in its preservation or refurbishment; nevertheless, like no other, this particular capital maintains a distinct cultural value, as it contains an additional characteristic of ‘sacredness’ expressed in the form of its ‘religious character,’ the latter being analyzed as a triptych of religious memory, religious aesthetics and religious beliefs

    Abstract: Popularizing National Pasts is the first truly cross-national and comparative study of popular national histories, their representations, the meanings given to them and their uses, which expands outside the confines of Western Europe and the US. It draws a picture of popular histories which is European in the full sense of this term. One of its fortes is the inclusion of Eastern Europe. The cross-national angle of Popularizing National Pasts is apparent in the scope of its comparative project, as well as that of the longue durée it covers. Apart from essays on Britain, France, and Germany, the collection includes studies of popular histories in Scandinavia, Eastern and Southern Europe, notably Romania, Bulgaria, Croatia, Armenia, Russia and the Ukraine, as well as considering the US and Argentina. Cross-national comparison is also a central concern of the thirteen case studies in the volume, which are, each, devoted to comparing between two, or more, national historical cultures. Thus temporality -both continuities and breaks- in popular notions of the past, its interpretations and consumption, is examined in the long continuum. The volume makes available to English readers, probably for the first time, the cutting edge of Eastern European scholarship on popular histories, nationalism and culture.

    Abstract: This book presents a comprehensive reassessment of Europe in the Cold War period, 1945-91. Contrary to popular belief, it shows that relations between East and West were based not only on confrontation and mutual distrust, but also on collaboration. The authors reveal that - despite opposing ideologies - there was in fact considerable interaction and exchange between different Eastern and Western actors (such states, enterprises, associations, organisations and individuals) irrespective of the Iron Curtain. This book challenges both the traditional understanding of the East-West juxtaposition and the relevancy of the Iron Curtain. Covering the full period, and taking into account a range of spheres including trade, scientific-technical co-operation, and cultural and social exchanges, it reveals how smaller countries and smaller actors in Europe were able to forge and implement their agendas within their own blocs. The books suggests that given these lower-level actors engaged in mutually beneficial cooperation, often running counter to the ambitions of the bloc-leaders, the rules of Cold War interaction were not, in fact, exclusively dictated by the superpowers.

    Abstract: Why, from the eighteenth century onwards, did some countries embark on a path of sustained economic growth, while others stagnated? This text looks at the kind of institutions that are required in order for change to take place, and Ringmar concludes that for sustained development to be possible, change must be institutionalized.
