    Abstract: In 1893, a group of colonial officials from thirteen countries abandoned their imperial rivalry and established the International Colonial Institute (ICI), which became the world's most important colonial think tank of the twentieth century. Through the lens of the ICI, Florian Wagner argues that this international cooperation reshaped colonialism as a transimperial and governmental policy. The book demonstrates that the ICI's strategy of using indigenous institutions and customary laws to encourage colonial development served to maintain colonial rule even beyond the official end of empires. By selectively choosing loyalists among the colonized to participate in the ICI, it increased their autonomy while equally delegitimizing more radical claims for independence. The book presents a detailed study of the ICI's creation, the transcolonial activities of its prominent members, its interactions with the League of Nations and fascist governments, and its role in laying the groundwork for the structural and discursive dependence of the Global South after 1945

    Abstract: By their social and material context as markers of graves, dedications and public signs of honour, inscriptions offer a distinct perspective on the social lives, occupations, family belonging, mobility, ethnicity, religious affiliations, public honour and legal status of Roman women ranging from slaves and freedwomen to women of the elite and the imperial family, both in Rome and in Italian and provincial towns. They thus shed light on women who are largely overlooked by the literary sources. The wide range of inscriptions and graffiti included in this book show women participating not only in their families and households but also in the social and professional life of their cities. Moreover, they offer us a glimpse of women's own voices. Marital ideals and problems, love and hate, friendship, birth and bereavement, joy and hardship all figure in inscriptions, revealing some of the richness and variety of life in the ancient world.

She demonstrates that there were in fact two wars being waged during the Revolutionary Era: a political revolution for independence from Great Britain and a social revolution for emancipation and equality in which Black women played an active role. Running from Bondage broadens and complicates how we study and teach this momentous event, one that emphasizes the chances taken by these 'Black founding mothers' and the important contributions they made to the cause of liberty

    Abstract: One of the greatest challenges in the twenty-first century is to address large, deep, and historic deficits in human development. Democracy at Work explores a crucial question: how does democracy, with all of its messy, contested, and, time-consuming features, advance well-being and improve citizens' lives? Professors Brian Wampler, Natasha Borges Sugiyama, and Michael Touchton argue that differences in the local robustness of three democratic pathways - participatory institutions, rights-based social programs, and inclusive state capacity - best explain the variation in how democratic governments improve well-being. Using novel data from Brazil and innovative analytic techniques, the authors show that participatory institutions permit citizens to express voice and exercise vote, inclusive social programs promote citizenship rights and access to public resources, and more capable local states use public resources according to democratic principles of rights protections and equal access. The analysis uncovers how democracy works to advance capabilities related to poverty, health, women's empowerment, and education.

    Abstract: From the French Revolution onwards, constituent power has been a key concept for thinking about the principle of popular power, and how it should be realised through the state and its institutions. Tracing the history of constituent power across five key moments - the French Revolution, nineteenth-century French politics, the Weimar Republic, post-WWII constitutionalism, and political philosophy in the 1960s - Lucia Rubinelli reconstructs and examines the history of the principle. She argues that, at any given time, constituent power offered an alternative understanding of the power of the people to those offered by ideas of sovereignty. Constituent Power: A History also examines how, in turn, these competing understandings of popular power resulted in different institutional structures and reflects on why contemporary political thought is so prone to conflating constituent power with sovereignty.

    Abstract: The first study to explore the lives of female slaves of the Ottoman imperial court, including the period following their manumission and transfer from the imperial palace. Through an analysis of a wide range of hitherto unexplored primary sources, Betül İpşirli Argıt demonstrates that the manumission of female palace slaves and their departure from the palace did not mean the severing of their ties with the imperial court; rather, it signaled the beginning of a new kind of relationship that would continue until their death. Demonstrating the diversity of experiences in non-dynastic female-agency in the early-modern Ottoman world, Life After the Harem shows how these evolving relationships had widespread implications for multiple parties, from the manumitted female palace slaves, to the imperial court, and broader urban society. In so doing, İpşirli Argıt offers not just a new way of understanding the internal politics and dynamics of the Ottoman imperial court, but also a new way of understanding the lives of the actors within it.

    Abstract: Elizabeth Thornberry uses historical evidence to shed light on South Africa's contemporary epidemic of sexual violence. Drawing on over a thousand cases from a diverse set of courts, Thornberry reconstructs the history of rape in South Africa's Eastern Cape, from the precolonial era to the triumph of legal and sexual segregation, and digs deep into questions of conceptions of sexual consent. Through this process, Thornberry also demonstrates the political stakes of disputes over sexual consent, and the ways in which debates over the regulation of sexuality shaped both white and black politics in this period. From customary authority to missionary Christianity and humanitarian liberalism to segregationism, political claims implied theories of sexual consent, and enabled distinctive claims to control female sexuality. The political history of rape illuminates not only South Africa's contemporary crisis of sexual violence, but the entangled histories of law, sexuality, and politics across the globe.

The literature on Chinese protest has intensively studied the 1989 democracy movement while largely ignoring opposition by Falun Gong, even though the latter has been more enduring. This comparative study explains why the Falun Gong protest took off in diaspora and the democracy movement did not. Using multiple methods, Becoming Activists in Global China explains how Falun Gong's roots in proselytizing and its ethic of volunteerism provided the launch pad for its political mobilization. Simultaneously, diaspora democracy activists adopted practices that effectively discouraged grassroots participation. The study also shows how the policy goal of eliminating Falun Gong helped shape today's security-focused Chinese state. Explaining Falun Gong's two decades of protest illuminates a suppressed piece of Chinese contemporary history and advances our knowledge of how religious and political movements intersect

What entitles such 'self-appointed representatives' to speak and act for the poor? As The Economist asked, 'Who elected Oxfam?'. Montanaro claims that such actors can, and should, be conceptualized as representatives, and that they can - though do not always - represent others in a manner that we can recognize as democratic.     Abstract: Rwanda and Bosnia both experienced mass violence in the early 1990s. Less than ten years later, Rwandans surprisingly elected the world's highest level of women to parliament. In Bosnia, women launched thousands of community organizations that became spaces for informal political participation. The political mobilization of women in both countries complicates the popular image of women as merely the victims and spoils of war. Through a close examination of these cases, Marie E. Berry unpacks the puzzling relationship between war and women's political mobilization. Drawing from over 260 interviews with women in both countries, she argues that war can reconfigure gendered power relations by precipitating demographic, economic, and cultural shifts. In the aftermath, however, many of the gains women made were set back. This book offers an entirely new view of women and war and includes concrete suggestions for policy makers, development organizations, and activists supporting women's rights

    Abstract: Over the past decade, DR Congo and South Africa have attracted global attention for high rates of sexual and gender-based violence. Why is it that courts in eastern DR Congo have offered a robust judicial response, prioritizing gender crimes despite considerable logistical challenges, whilst courts in South Africa, home to a far stronger legal infrastructure and human rights record, have failed to provide justice to victims of similar crimes? Lake shows that state fragility in DR Congo has created openings for human rights NGOs to influence legal processes in ways that have proved impossible in countries like South Africa, where the state is stronger. Yet exploiting opportunities presented by state fragility to pursue narrow human rights goals invites a host of new challenges. Strong NGOs and Weak States documents the promises and pitfalls of human rights and rule of law advocacy undertaken by NGOs in strong and weak states alike

    Abstract: The Syrian crisis has confounded political leaders and experts who forecast a rapid fall of the regime. This monumental error of interpretation has had tragic consequences for the unfolding of the crisis and its slide into a frightful civil war with regional and international ramifications. This book looks at Syrian reality in a new light. By analysing twenty-five constitutions and constitutional texts and proposing an innovative classification of the different political regimes that have shaped Syria over the last one hundred years, the author retraces the country's intense history and the persistence of a Syrian model defined by the Founding Fathers.     Abstract: Since the US-led invasion and occupation of Iraq in 2003, the challenges of sectarianism and militarism have weighed heavily on the women of Iraq. In this book, Zahra Ali foregrounds a wide-range of interviews with a variety of women involved in women's rights activism, showing how everyday life and intellectual life has developed since the US-led invasion. In addition to this, Ali offers detailed historical research of social, economic and political contexts since the formation of the Iraqi state in the 1920s. As urban print culture exploded and revolutionary ideas of 'equality' fuelled women's claims for emancipation, this question resonated throughout francophone Europe and, ultimately, across the seas.

    Abstract: A persistent tradition existed in antiquity linking Caria with the island of Crete. This central theme of regional history is mirrored in the civic mythologies, cults and toponyms of southwestern Anatolia. This book explains why by approaching this diverse body of material with a broad chronological view, taking into account both the origins of this regional narrative and its endurance. It considers the mythologies in the light of archaeologically attested contacts during the Bronze Age, exploring whether such interaction could have left a residuum in later traditions. The continued relevance of this aspect of Carian history is then considered in the light of contacts during the Classical and Hellenistic periods, with analysis of how, and in which contexts, traditions survived. The Carians were an Anatolian people; however, their integration into the mythological framework of the Greek world reveals that interaction with the Aegean was a fundamental aspect of their history

    Abstract: The Atlantic Slave Trade from West Central Africa, 1780–1867, traces the inland origins of slaves leaving West Central Africa at the peak period of the transatlantic slave trade. Drawing on archival sources from Angola, Brazil, England, and Portugal, Daniel B. Domingues da Silva explores not only the origins of the slaves forced into the trade but also the commodities for which they were exchanged and their methods of enslavement. Further, the book examines the evolution of the trade over time, its organization, the demographic profile of the population transported, the enslavers' motivations to participate in this activity, and the Africans' experience of enslavement and transportation across the Atlantic. Domingues da Silva also offers a detailed 'geography of enslavement', including information on the homelands of the enslaved Africans and their destination in the Americas

    Abstract: Based on the chance survival of a remarkable cache of documents, India and the Islamic Heartlands recaptures a vanished and forgotten world from the eighteenth century spanning much of today's Middle East and South Asia. Gagan Sood focuses on ordinary people - traders, pilgrims, bankers, clerics, brokers, scribes, among others - who were engaged in activities marked by large distances and long silences. By elucidating their everyday lives in a range of settings, from the family household to the polity at large, Sood pieces together the connective tissue of a world that lay beyond the sovereign purview.     Abstract: During a turbulent colonial and postcolonial century, African women struggled to control their own marital, sexual and economic lives and to gain a significant voice in local and national politics. This book introduces students to many remarkable women, who organized religious and political movements, fought in anti-colonial wars, ran away to escape arranged marriages, and during the 1990s began successful campaigns for gender parity in national legislatures. The book also explores the apparent paradox in the conflicting images of African women - as singularly oppressed and dominated by men, but also as strong, resourceful, and willing to challenge governments and local traditions to protect themselves and their families. Understanding the tension between women's power and their oppression, between their strength and their vulnerability, offers a new lens for understanding the relationship between the state and society in the twentieth century.

    Abstract: Meaningful Resistance explores the origins and dynamics of resistance to markets through an examination of two social movements that emerged to voice and channel opposition to market reforms. Protests against water privatization in Cochabamba, Bolivia, and rising corn prices in Mexico City, Mexico, offer a lens to analyze the mechanisms by which perceived, market-driven threats to material livelihood can prompt resistance. By exploring connections among marketization, local practices, and political protest, the book shows how the material and the ideational are inextricably linked in resistance to subsistence threats. When people perceive that markets have put subsistence at risk, material and symbolic worlds are both at stake; citizens take to the streets not only to defend their pocketbooks, but also their conceptions of community. The book advances contemporary scholarship by showing how attention to grievances in general, and subsistence resources in particular, can add explanatory leverage to analyses of contentious politics

    Abstract: This book utilizes cuisine to understand the construction of the colonial middle class in Bengal who indigenized new culinary experiences as a result of colonial modernity. This process of indigenization developed certain social practices, including imagination of the act of cooking as a classic feminine act and the domestic kitchen as a sacred space. The process of indigenization was an aesthetic choice that was imbricated in the upper caste and patriarchal agenda of the middle-class social reform. However, in these acts of imagination, there were important elements of continuity from the pre-colonial times. The book establishes the fact that Bengali cuisine cannot be labeled as indigenist although it never became widely commercialized. The point was to cosmopolitanize the domestic and yet keep its tag of 'Bengaliness'. The resultant cuisine was hybrid, in many senses like its makers.

    Abstract: "After the abolition of slavery in 1897, Islamic courts in Zanzibar (East Africa) became central institutions where former slaves negotiated socio-economic participation. By using difficult-to-read Islamic court records in Arabic, Elke Stockreiter reassesses the workings of these courts as well as gender and social relations in Zanzibar Town during British colonial rule (1890-1963). She shows how Muslim judges maintained their autonomy within the sphere of family law and describes how these judges helped advance the rights of women, ex-slaves and other marginalised groups. As was common in other parts of the Muslim world, women usually had to buy their divorce. Thus, Muslim judges played important roles as litigants, moving up the social hierarchy, with ethnicisation increasingly influencing all factors. Drawing upon these previously unexplored sources, this study investigates how Muslim judges both mediated and generated discourses of inclusion and exclusion based on social status rather than gender"--

    Abstract: This book analyzes why and how fifteen Latin American countries modified their political institutions to promote the inclusion of women, Afrodescendants, and indigenous peoples. Through analysis and comparison of experiences in Argentina, Bolivia, Brazil, Chile, Colombia, and Mexico, the book accounts for the origins of quotas and reserved seats in international norms and civic mobilization. It shows how the configuration of political institutions and the structure of excluded groups set the terms and processes of inclusion. Arguing that the new mechanisms have delivered inclusion but not representation, the book demonstrates that quotas and reserved seats increased the presence in power of excluded groups but did not create constituencies or generate civic movements able to authorize or hold accountable their representatives

    Abstract: After spending a year in Tokyo, American teacher Alice Mabel Bacon (1858–1918) became the first author to usher Western readers into the graceful, paper-walled realm of the Japanese woman. An intimate friend of several Japanese ladies, Bacon was privy to a domestic world which remained closed to male visitors. This 1891 work begins with birth and childhood, including the colourful, kimono-like dress of infants, their ornate dolls, and their education in handwriting, flower painting and etiquette. Trained for a lifetime of service to her husband and his parents, the Japanese woman was praised for her loyalty and obedience. But new Western influences, especially on education, were challenging the old ways. Bacon evocatively depicts Japanese women unsettled by their modern education, yet saddled with traditional cultural expectations.     Abstract: Between 1955 and 1956 the Government of India passed four Hindu Law Acts to reform and codify Hindu family law. Scholars have understood these acts as a response to growing concern about women's rights but, in a powerful re-reading of their history, this book traces the origins of the Hindu law reform project to changes in the political-economy of late colonial rule. The Hindu Family and the Emergence of Modern India considers how questions regarding family structure, property rights and gender relations contributed to the development of representative politics, and how, in solving these questions, India's secular and state power structures were consequently drawn into a complex and unique relationship with Hindu law. In this comprehensive and illuminating resource for scholars and students, Newbigin demonstrates the significance of gender and economy to the history of twentieth-century democratic government, as it emerged in India and beyond

    Abstract: Women in Saudi Arabia are often described as either victims of patriarchal religion and society or successful survivors of discrimination imposed on them by others. Madawi Al-Rasheed's new book goes beyond these conventional tropes to probe the historical, political and religious forces that have, across the years, delayed and thwarted their emancipation. The book demonstrates how, under the patronage of the state and its religious nationalism, women have become hostage to contradictory political projects that on the one hand demand female piety, and on the other hand encourage modernity. Drawing on state documents, media sources and interviews with women from across Saudi society, the book examines the intersection between gender, religion and politics to explain these contradictions and to show that, despite these restraints, vibrant debates on the question of women are opening up as the struggle for recognition and equality finally gets under way.

Die Arbeit befasst sich zunächst mit der Frage, wie "Veda Slovena" durch Forscher und Interpreten als eine kulturpolitische und nationale Identitätsfolie instrumentalisiert bzw. mystifiziert wurde: Dies geschah sowohl am Ende des 19. Jahrhunderts als auch in postsozialistischer Zeit, zugleich in Bulgarien, Mazedonien und Russland.     Abstract: Interest in Shi'a Islam has increased greatly in recent years, although Shi'ism in the Indian subcontinent has remained largely underexplored. Focusing on the influential Shi'a minority of Lucknow and the United Provinces, a region that was largely under Shi'a rule until 1856, this book traces the history of Indian Shi'ism through the colonial period toward independence in 1947. Drawing on a range of new sources, including religious writing, polemical literature and clerical biography, it assesses seminal developments including the growth of Shi'a religious activism, madrasa education, missionary activity, ritual innovation and the politicization of the Shi'a community. As a consequence of these significant religious and social transformations, a Shi'a sectarian identity developed that existed in separation from rather than in interaction with its Sunni counterparts. In this way the painful birth of modern sectarianism was initiated, the consequences of which are very much alive in South Asia today

    Abstract: Momentous changes in the relation between women and the state have advanced women's status around the globe. Women were barred from public affairs a century ago, yet almost every state now recognizes equal voting rights and exhibits a national policy bureau for the advancement of women. Sex quotas for national legislatures are increasingly common. Ann E. Towns explains these changes by providing a novel account of how norms work in international society. She argues that norms don't just provide standards for states, they rank them, providing comparative judgments which place states in hierarchical social orders. This focus on the link between norms and ranking hierarchies helps to account better for how a new policy, such as equality for women in public life, is spread around the world. Women and States thus offers a new view of the relationship between women and the state, and of the influence of norms in international politics

    Abstract: With the unrelenting unrest in places such as Iraq, Afghanistan and the Sudan, the plight of refugees has become an increasingly discussed topic in international relations. Why do we have refugees? When did the refugee 'problem' emerge? How can the refugee ever be reconciled with an international system that rests on sovereignty? Looking at three key periods - the inter-war period, the Cold War and the present day - Emma Haddad demonstrates how a specific image has defined the refugee since the international states system arose in its modern form and that refugees have thus been qualitatively the same over the course of history. This historical and normative approach suggests new ways to understand refugees and to formulate responses to them. By examining the issue from an international society perspective, this book highlights how refugees are an inevitable, if unanticipated, result of erecting political borders

    Abstract: Women entered the political scene in Africa after the 1990s, claiming more than one third of the parliamentary seats in countries like Mozambique, South Africa, Tanzania, Uganda, and Burundi. Women in Rwanda hold the highest percentage of legislative seats in the world. Women's movements lobbied for constitutional reforms and new legislation to expand women's rights. This book examines the convergence of factors behind these dramatic developments, including the emergence of autonomous women's movements, changes in international and regional norms regarding women's rights and representation, the availability of new resources to advance women's status, and the end of civil conflict. The book focuses on the cases of Cameroon, Uganda, and Mozambique, situating these countries in the broader African context. The authors provide a fascinating analysis of the way in which women are transforming the political landscape in Africa

    Abstract: This book recounts the story of how a diverse social movement placed sexual harassment on the public agenda in the 1970s and 1980s. The collaboration of women from varying racial, economic, and geographic backgrounds strengthened the movement by representing the experiences and perspectives of a broad range of women, and incorporating their resources and strategies for social change. Black women; middle-class feminists; women breaking into construction, coal mining, and other non-traditional occupations; and women in pink-collar and working-class white-collar jobs all helped to convince governments to adopt public policies against sexual harassment in the United States. Based on interviews and original research, this book shows how the movement against sexual harassment fundamentally changed American life in ways that continue to advance women's opportunities today.

    Abstract: Early American Women Critics demonstrates that performances of various kinds - religious, political and cultural - enabled women to enter the human rights debates that roiled the American colonies and young republic. Black and white women staked their claims on American citizenship through disparate performances of spirit possession, patriotism, poetic and theatrical production. They protected themselves within various shields which allowed them to speak openly while keeping the individual basis of their identities invisible. Cima shows that between the First and Second Great Religious Awakenings (1730s–1830s), women from West Africa, Europe, and various corners of the American colonies self-consciously adopted performance strategies that enabled them to critique American culture and establish their own diverse and contradictory claims on the body politic. This book restores the primacy of religious performances - Christian, Yoruban, Bantu and Muslim - to the study of early American cultural and political histories, revealing that religion and race are inseparable.

    Abstract: The Peasants of Ottobeuren offers an interesting perspective on one of the enduring problems of early modern European history: the possibilities for economic growth and social change in rural society. Based on the voluminous records of the Swabian Benedictine monastery of Ottobeuren, this study underscores the limitations of the traditional narrative of a sixteenth-century boom which foundered on the productive rigidities of the peasant economy and then degenerated into social crisis in the seventeenth century. Population growth did strain resources at Ottobeuren, but the peasantry continued to produce substantial agricultural surplus. More importantly, peasants reacted to demographic pressure by deepening their involvement in land and credit markets, and more widely and aggressively marketing the fruits of their labour. Marriage and inheritance underwent a similar process of commercialization which made heavy demands on the peasantry, but which maintained a degree of social stability through the devastations of war, plague and famine

    Abstract: This 2003 book is an important full-length study of the Portuguese royal court in the fourteenth and fifteenth centuries. It describes the fundamental importance of the court in defining the social position of kings, and shows how kings and nobles redefined one another, despite many celebrated political rivalries within the broader Iberian context. The book contains a detailed comparative analysis of the way royal courts were organized, and of the status, professional and gender groups inside the Portuguese court. The characteristics of the court society as a whole, however, were rooted mostly in the dynamics of hierarchy and interdependence - in the specific ways the different parts and the individuals were bonded to each other. These bonds are discussed in light of later medieval concepts and theories. The book also describes the constant displacement of this complex community within Portugal, and how life at court was shaped by ceremonial duties and common activities.

    Abstract: Laughter in Interaction is an illuminating and lively account of how and why people laugh during conversation. Bringing together twenty-five years of research on the sequential organisation of laughter in everyday talk, Glenn analyses recordings and transcripts to show the finely detailed co-ordination of human laughter. He demonstrates that its production and placement, relative to talk and other activities, reveal much about its emergent meaning and accomplishments. The book shows how the participants in a conversation move from a single laugh to laughing together, how the matter of 'who laughs first' implicates orientation to social activities and how interactants work out whether laughs are more affiliative or hostile. The final chapter examines the contribution of laughter to sequences of conversational intimacy and play and to the invocation of gender. Engaging and original, the book shows how this seemingly insignificant part of human communication turns out to play a highly significant role in how people display, respond to and revise identities and relationships.

    Abstract: The efforts of fascism to form a 'culture of consent,' or shape depoliticized activities, in Italy between the world wars, make a unique portrait of fascist political tactics. Professor de Grazia focuses on the dopolavoro or fascist leisure-time organization, the largest of the regime's mass institutions. She traces its gradual rise in importance for the consolidation of fascist rule; its spread in the form of thousands of local clubs into every domain of urban and rural life; and its overwhelming impact on the distribution, consumption, and character of all kinds of recreational pursuits - from sports and adult education to movies, traveling theaters, radio, and tourism. The author shows how fascism was able, between 1926 and 1939, to build a new definition of the public sphere. Recasting the public sphere entailed dispensing with traditional class and politically defined modes of organizing those social roles and desires existing outside the workplace
