    Kurzfassung: This paper summarises key points of the recent extensive discussion of the factors behind the volatility of cross-border capital flows in emerging market countries and possible corrective measures. The root cause of the recent volatility of capital flows seems to have been excessive credit and currency risk-taking by banks, which in turn was related to moral hazard problems, failure of prudential regulations and bank supervision, and weak effective standards of financial disclosure. Macroeconomic factors also played a role, with a widening deficit on the balance of payments and fixed (or predictable) exchange rates gradually undermining confidence of creditors and investors. Liquidity problems may have amplified the reaction to adverse news, and herd behaviour and contagion may also have exaggerated reaction to changing fundamentals and transmitted crises from one country to another. Voluntary efforts to ensure that firms adhere to appropriate standards of business conduct have been an important recent development in international business. These efforts have included the publication of codes of conduct describing the nature of a firm’s commitments in such areas as environment, labour, product safety and bribery as well as implementation of specialised management systems designed to help firms honour these commitments. Yet, some NGOs and labour unions question the credibility of these efforts and wonder whether initiatives that do not have the force of law can ever be effective.     Kurzfassung: Les puissantes forces de changement qui convergent en cette fin de XXe siècle pourraient jeter les bases d'un essor économique durable pour les décennies à venir. La transition vers une société fondée sur le savoir pourrait générer de prodigieux gains de productivité. L'intégration des marchés mondiaux des biens, des services, du capital et de la technologie s'approfondit constamment. Et l'affirmation croissante d'une véritable conscience environnementale pourrait accélérer le passage à des modes de production et de consommation ménageant davantage les ressources. Il pourrait en résulter plusieurs décennies de croissance économique plus soutenue, des gains substantiels de revenus et de richesse, ainsi qu'une amélioration significative du bien-être à travers le monde.Mais comment libérer toute la dynamique de ces forces ? Toute une série d'initiatives sera nécessaire pour établir les règles et les cadres permettant de passer à une économie du savoir mondiale et durable. Mais par dessus tout les décideurs, que ce soit au niveau des gouvernements, des entreprises ou de la société en général, devront faire des efforts extraordinaires pour encourager l'innovation permanente, la créativité et des niveaux élevés d'investissement, tout en donnant l'impulsion à des approches novatrices qui accroissent la coopération internationale et favorisent la mise en place d'institutions efficaces.     Kurzfassung: This study examines the dynamics of poverty for four OECD countries (Canada, Germany, the United Kingdom and the United States). It provides information on patterns of poverty, which groups stay in poverty the longest, and household/individual characteristics and life-course events which appear to be most closely associated with transitions into and out of poverty and the length of time individuals stay in poverty. The analysis finds that the number of people touched by poverty over a six year period is significantly larger that the poverty rate might suggest, but the share of those staying poor for a long time is much smaller. The data suggest that longer-term poor are concentrated among women, lone parents and older single individuals. The study finds that employment status is the main factor affecting transitions into and out of poverty and the duration of poverty ...

    Kurzfassung: On 11 March 1990, the Supreme Council adopted the Provisional Basic Law of the Republic of Lithuania, which was viewed as the constitution, thereby suspending the former constitution of 12 May 1938. However, the Provisional Basic Law was only a constitutional Act of a transitional character; it did not change the structure of state power, and not all of the institutions characteristic of a democratic state were re-established. The Provisional Basic Law remained in force until the autumn of 1992. On 25 October 1992 citizens voted in a referendum to approve the constitution of the Republic of Lithuania, which re-established all the traditional state institutions, i.e. the Seimas, the presidency, the government, and the judiciary. In addition, the constitution introduced some new institutions to support the democratic functioning of the state, including the constitutional court, the ombudsman, and the state control department. The constitutional court’s status and procedures for executing its powers are established by the Law on the Constitutional Court of Lithuania, which the parliament adopted on 3 February 1993. The constitution also introduced the principle of independence for local governments.

    Kurzfassung: This paper examines the main determinants of the decision to retire from the labour market in OECD countries, and in particular the role of social security systems in driving down the labour-force participation rate of older people in recent decades. It demonstrates that old-age pension systems in virtually all OECD countries in the mid-1990s made it financially unattractive to work after the age of 55, and the implicit tax on continued work has risen strongly since the 1960s in most countries. Financial disincentives to continued work have been amplified by various de facto early-retirement programmes, including unemployment-related and disability schemes. Pooled cross-country time-series regressions show that increased disincentives to work at older ages have contributed significantly to the drop in labour-force participation rates of older males, but also demonstrate that the deterioration of labourmarket conditions in many countries has played a significant role as well ...

Les premières élections à partis multiples ont eu lieu au printemps 1990. Le 23 décembre 1991 une nouvelle constitution a été adoptée. Elle a instauré un ordre moderne de type démocratique et constitutionnel, et elle a jeté les bases d’un système de gouvernement parlementaire. Les premières élections législatives après l’indépendance se sont déroulées en décembre 1992. Les élections présidentielles les plus récentes ont eu lieu en novembre 1997. Milan Kucan a été réélu président au premier tour avec plus de 55 pour cent des voix. Les prochaines élections présidentielles sont prévues pour novembre 2001. Les élections législatives les plus récentes remontent à novembre 1996. Une trentaine de partis politiques présentèrent des candidats. Après les élections les Libéraux-Démocrates ont formé une coalition avec le Parti du Peuple Slovène et le Parti DeSUS. Le chef des Libéraux-Démocrates, Janez Drnovsek, a été réélu comme premier ministre.

    Kurzfassung: In Germany fiscal relations between the various levels of government have come to the fore of the policy debate. In practice the federal fiscal set-up has evolved towards consensus and co-operation, where equalisation of living standards takes precedence over public choice and economic incentives. Shared taxes and the low reliance on own taxes make for a relatively inefficient control over public spending. At the same time, the system may be criticised for not achieving economic convergence among the states. The difference in regional living standards is smaller than in some other economies, but the revenue equalisation system offers no incentives to expand the tax base and may even promote tax avoidance. Greater dynamism could be achieved with a less confiscatory equalisation system and a higher degree of tax autonomy and both of these should form part of any balanced tax and expenditure reform ...

    Kurzfassung: The most highly internationalised industries are thought to be more competitive than the rest, since their high exposure to international competition forces them to strive constantly to become more efficient and they are in a position to take advantage of all the opportunities that arise in world markets. But to determine whether this is in fact the case, each country’s industries must first be classified in terms of their degree of globalisation. This report proposes a method for classifying each country’s manufacturing industries by their extent of globalisation, using a set of indicators. The results obtained show that the degree of globalisation is more closely linked to the characteristics of industrial sectors than to the country’s specialisation.     Kurzfassung: Problems of unemployment and low pay amongst the low-skilled and those with little work experience are severe in many OECD countries. Employment-conditional schemes are policy instruments designed to increase the employment prospects of the low-skilled as well as to support their living standard. In this paper a simple CGE model is developed to simulate the impact of the introduction of an employmentconditional scheme in four OECD countries. The simulated policy package is graduated on gross earnings with both “phase-in” and “phase-out” regions. The advantage of the CGE approach is to allow assessing the direct and indirect effects of the financing of the policy scheme on both labour demand and supply. The simulations suggest that employment effects on targeted households are significant while the impact on aggregate employment is modest. On unchanged policies, this will increase government outlays for public pensions and health care, causing a deterioration in budget balances, and reduce economic growth (mainly by lowering growth in the labour force). Nevertheless, the prospective deterioration in Australia’s budget finances is much less than in most other OECD countries because the government only provides the first pillar of retirement income arrangements and means tests this age pension. Moreover, superannuation (private pension fund) benefits are growing, reducing entitlements to the age pension. Even so, the budget costs of population ageing could be lowered by reducing the scope for early retirees to draw on superannuation savings and by requiring individuals to prefund part of the costs of long-term aged care. The first multiparty elections in Slovenia took place in the spring of 1990. On 23 December 1991, a new constitution was adopted. It created a modern democratic constitutional order and established the basis for a parliamentary system of government. The first parliamentary elections following independence took place in December 1992. The most recent presidential elections took place in November 1997. Milan Kucan was re-elected as president in the first round with more than 55 per cent of the vote. The next presidential elections are scheduled for November 2001. The most recent parliamentary elections took place in November 1996. Approximately thirty political parties fielded candidates in the elections. Following the elections, the Liberal Democrats entered into a coalition with the Slovenian People’s Party and the DeSUS Party. The leader of the Liberal Democrats, Janez Drnovšek, was re-elected as prime minister.

    Kurzfassung: A basic feature of development dynamics is the reallocation of labour from low– productivity to higher–productivity activities (generally more capital–intensive and also often more skill–intensive). The expansion of skilled labour supply that accompanies rising per capita incomes is both cause and effect of this shift in skills demand. Over long periods, if skills supply and demand grow apace, skill premia would show little secular change; over shorter periods, however, inevitable lags may show up as growing or shrinking premia. A policy reform like trade liberalisation can accelerate structural change in an economy, causing an exogenous shift in relative factor demands. For some developing countries, the result may be an increase in skills demand associated with the adoption of newly available foreign technology and lower cost imported capital goods.     Kurzfassung: In this paper, a structural VAR model is estimated for 11 EU countries in order to assess the effect on the government deficit ratio of four independent economic disturbances: supply, fiscal, real private demand and monetary shocks. Based on the estimated distribution of these shocks, stochastic simulations are performed to derive estimates of cyclically-adjusted budget balances that would have to be maintained to avoid breaching the Stability and Growth Pact’s 3 per cent of GDP deficit limit over different time horizons and with varying degrees of confidence. In order to capture the movement in the deficit stemming from automatic stabilisation, fiscal policy shocks are turned off during the simulations. The results suggest that, for the majority of countries, if governments were to aim for a cyclically-adjusted budget deficit between 1.0 and 1.5 per cent of GDP, the actual deficit would, with a 90 per cent likelihood, remain within the 3 per cent limit over a three-year horizon ...

It examines the patterns and determinants of rapidly rising educational attainment in six Latin American countries — Argentina, Chile, Colombia, Costa Rica, Mexico and Uruguay — all of which illustrate the sweeping transformations in growth, demographics and education now occurring in much of the world. It finds that rising per capita output, through a mechanism which induces women to join the labour force and interacts with falling family size, acts as the key factor leading to mounting educational achievement.     Kurzfassung: This study presents the main developments in the manufacturing industry in Cameroon, based on firm-level data covering the 1980-95 period. The emphasis is on structural factors of competitiveness. A production function and an export function are estimated in order to study the determinants of total factor productivity (TFP) and export performance. The results provide evidence indicating that openness to trade, development of skilled labour and adequate management of the real exchange rate are crucial factors for the enhancement of productivity and exports. Moreover, a mutually reinforcing relationship between productivity and export performance is demonstrated. The performance of the manufacturing sector in Cameroon has deteriorated considerably since the mid-1980s.     Kurzfassung: L’Estonie est une démocratie constitutionnelle disposant d’une constitution écrite. La Constitution de la République de l’Estonie et la loi portant son application ont été adoptées par voie de référendum le 28 juin 1992 et sont entrées en vigueur le lendemain. Depuis son adoption la Constitution n’a fait l’objet d’aucun amendement. Des versions en anglais de la Constitution et de bien d’autres lois et décrets sont disponibles à l’adresse suivante : http://www.legaltext.ee (Centre estonien de traduction et de soutien législatif). La Constitution pose le principe de la continuité juridique de la République de l’Estonie, dont l’indépendance a été proclamée le 24 février 1918, qui fut ensuite occupée par l’Union soviétique le 17 juin 1940 pour être annexée ensuite à cette dernière le 6 août 1940. La Constitution reflète l’idée de restauration juridique, qui a servi de base au retour à l’indépendance et à la libération vis-à-vis de l’Union soviétique le 21 août 1991. Le Riigikogu a récemment entamé l’examen des résultats d’une étude effectuée par la Commission gouvernementale d’experts sur la révision constitutionnelle. Si les propositions de la Commission sont adoptées, elles ne changeraient pas les principes de base de la Constitution mais renforceraient le système de gouvernement parlementaire et constitutionnel. Les propositions les plus importantes concernent la création d’un conseil constitutionnel distinct, le renforcement du contrôle civil exercé sur les forces de défense, et l’attribution des compétences d’un médiateur au Chancelier législatif. Il est en outre possible que des amendements soient nécessaires du fait de l’adhésion de l’Estonie à l’Union européenne ; ces amendements ont trait à un principe de base de la Constitution, le principe de souveraineté.

    Kurzfassung: The 1990s have witnessed pronounced boom-bust cycles in emerging-markets lending, culminating in the Asian financial and currency crisis of 1997-98. By examining the links between sovereign credit ratings and dollar bond yield spreads over 1989-97, this paper aims at broad empirical content for judging whether the three leading rating agencies — Moody’s, Standard ' Poor’s and Fitch IBCA — can intensify or attenuate boom-bust cycles in emerging-market lending. First, an event study exploring the market response for 30 trading days before and after rating announcements finds a significant impact of imminent upgrades and implemented downgrades for a combination of ratings by the three leading agencies, despite strong anticipation of rating events. Second, a Granger causality test, by correcting for joint determinants of ratings and yield spreads, finds that changes in sovereign ratings are mutually interdependent with changes in bond yields.     Kurzfassung: The European Community (EC) is the world's second largest multilateral channel for development assistance (after the World Bank). Its combined programmes are the fifth-largest among the 22 Members of the OECD Development Assistance Committee (DAC), and EC programmes have grown an average 3.3 per cent annually over the past five years, while the combined effort of DAC countries declined by 4.7 per cent annually. The Community's allocation of resources to lower income countries has not kept pace, however, with the overall growth of the ODA budget over recent years. EC programmes operate within a complex organisation and management structure, and Brussels faces serious challenges of implementation in adapting its operations to achieve agreed development objectives. There have been important steps in the evolution of the European Commission structures: a Common Service has been created to implement co-operation activities for the four Directorates General. But there is still a need to strengthen the capacity of delegations in the field to work fully with partners in advancing local ownership and co-ordination. The EC has a strong role to play in improving the coherence of policies affecting developing countries. The report analyses this question in fields such as agriculture, trade, fisheries agreements and Community fishing fleet subsidies. Co-ordination with other donors also seems to be improving, which bodes well for better overall partnerships between donors and partner countries. In 1998, the development co-operation policy of the following DAC Member countries will be reviewed: Canada, Finland, Germany, Luxembourg, Spain, and the United States.

    Kurzfassung: La réforme de la réglementation menée aux Pays-Bas est riche d'enseignements tant pour la modernisation de l'État-providence en Europe que pour l'intégration au marché unique européen. La réforme de la réglementation est la composante la plus récente de la rénovation du modèle néerlandais. Aux réformes apportées aux marchés du travail et au système de protection sociale dans les années 80 a succédé, dans les années 90, la recherche d'un « nouvel équilibre entre la protection et le dynamisme », fondé sur la politique de la concurrence, la réforme de la réglementation et l'ouverture des marchés. Les Pays-Bas font aujourd'hui partie des pays de l'OCDE les plus performants au regard de nombreux critères économiques, notamment pour la croissance de l'emploi. Bien qu'encore à ses débuts, la réforme de la réglementation a déjà apporté des avantages considérables aux Pays-Bas, en termes de compétitivité, de flexibilité, ou de bénéfices pour les consommateurs. Des défis majeurs restent cependant à relever. La lenteur de certaines réformes importantes indique que le modèle néerlandais est encore en train de chercher l'équilibre entre l'établissement d'un consensus et l'ajustement des politiques. De l'application de la réforme à de nombreux nouveaux domaines découleront des gains aussi importants qu'un net progrès du taux d'emploi, une amélioration des performances sectorielles, et une réduction des coûts de la protection sociale. Les Pays-Bas sont un des premiers pays à avoir demander à l'OCDE de procéder à un examen général de ses pratiques réglementaires et des réformes de la réglementation menées à l'échelon national. Cet ouvrage est le fruit de l'évaluation approfondie menée par l'OCDE et d'un examen par ses pays Membres. Il présente une évaluation intégrée sans équivalent de la réforme de la réglementation dans des domaines aussi essentiels que le contexte macro-économique, la qualité du secteur public, la politique de la concurrence et sa mise en oeuvre, ainsi que l'intégration des principes d'ouverture du marché dans les processus réglementaires et dans des secteurs tels que l'électricité et les télécommunications.     Kurzfassung: The OECD Development Assistance Committee's 1999 review of Finlands development aid programmes and policies. It finds that following a steep decline in its development co-operation programme in the early 1990s Finland is engaged in redesigning and building up its aid programme. The Cabinet Decision-in-principle of September 1996 is now the main point of reference for Finnish development co-operation. It includes a firm target of 0.4 per cent by the year 2000 for the ratio of Finland's official development assistance to the gross national product (the ODA/GNP ratio), the integration of development co-operation into a coherent foreign policy framework and the reorganisation of the aid administration within the Ministry for Foreign Affairs. At the DAC review of Finland's aid policies and programmes on 16 October 1998 the Committee commended both the partnership orientation of Finland's policies, as set out in the Decision-in-principle, and the growing volume of Finnish aid, a welcome reversal of the situation at the time of the last DAC Peer Review of Finland in 1995, when aid volume was in a deep decline. This Review addresses several other key issues: Finland's long-term partnerships with primary orientation countries; the flexibility concept, included in the Decision-in-principle; the need for clear sectoral and cross-cutting policy guidance; field management and delegation to the field; and the revised screening process for project and policy proposals that is part of the quality control system of Finnish aid.
