They were the junior officers of the New Deal. Thomas G. Corcoran, Benjamin V. Cohen, William O.     Abstract: Algerian migration to France began at the end of the 19th century, but in recent years France's Algerian community has been the focus of a shifting public debate encompassing issues of unemployment, multiculturalism, Islam, and terrorism. In this finely crafted historical and anthropological study, Paul A. Silverstein examines a wide range of social and cultural forms -- from immigration policy, colonial governance, and urban planning to corporate advertising, sports, literary narratives, and songs -- for what they reveal about postcolonial Algerian subjectivities. Investigating the connection between anti-immigrant racism and the rise of Islamist and Berberist ideologies among the "second generation" ("Beurs"), he argues that the appropriation of these cultural-political projects by Algerians in France represents a critique of notions of European or Mediterranean unity and elucidates the mechanisms by which the Algerian civil war has been transferred onto French soil.

    Abstract: Regulatory reform efforts in a broad range of industries have resulted in increased importance of competitive forces as a means to allocate resources and improve economic efficiency. A number of indicators suggest that such forces have been stronger in the United States than in most other OECD countries for some time. This has contributed to sizeable productivity gains and good economic performance over the past decade or so. Nonetheless, despite the generally pro-competitive thrust of policies, a number of challenges remain. Although there are few sectors of the economy from which competition policy and law are completely excluded, given the high risk of sanctions and damages for violation, many anomalous exemptions and special regimes have found their way into US legislation. Contrary to other OECD countries, government related firms are exempted from competition enforcement. Intellectual property rights create special challenges for competition policy and some problems have followed their strengthening over the past two decades, such as the soaring cost of patent litigation. The generally favourable experience with deregulation created pressures for liberalisation in network industries, where the United States has rather been a laggard, at least in the electricity sector. Reforms in the 1990s have entailed some positive results but also some setbacks, reflecting both the difficulties in ensuring competition in such industries and policy mistakes.

    Abstract: In this paper the OECD’s interlink model is used to explore several possible channels through which a narrowing of the US current account deficit could occur. The shocks considered include dollar depreciation, fiscal consolidation, and an improvement in the non-price competitiveness of US producers. A key conclusion is that shocks would have to be very large in order to materially reduce the US external deficit. In part, this is because second-round effects, including domestic policy responses, tend to offset the shocks’ initial impact. In addition, it is clear that each of the channels for narrowing the deficit involves risks to growth in the rest of the world, particularly in Japan where the authorities have limited room to use monetary or fiscal policy to offset any contractionary pressures.     Abstract: Les États-Unis ont été le premier pays à mettre hors la loi les actes de corruption d’agents publics étrangers dans les transactions commerciales commis par leurs ressortissants et par les sociétés relevant de leur droit grâce à l’adoption du Foreign Corrupt Practices Act (FCPA) de 1977. Vingt ans plus tard, les États-Unis ont signé, en compagnie de trente-quatre autres pays, la Convention sur la lutte contre la corruption d’agents publics étrangers dans les transactions commerciales internationales (la Convention de l’OCDE sur la lutte contre la corruption). Le Congrès des États-Unis a réagi à la signature de la Convention en amendant le FCPA en octobre 1998. Par la suite, les États-Unis ont ratifié la Convention de l’OCDE et déposé leur instrument de ratification auprès de l’OCDE à la fin de 1998. Sont étudiées dans ce rapport les dispositions juridiques et les institutions en place aux États-Unis pour combattre la corruption d'agents publics étrangers et mesurer l'efficacité de ce dispositif. On y examine les mécanismes introduits tant au sein des administrations publiques que dans le secteur privé pour prévenir et détecter des faits de corruption d'agents publics étrangers. Ce rapport traite aussi de l'efficacité des mécanismes d’enquête et de poursuite de l’infraction de corruption étrangère et des infractions connexes notamment en matière de fraude et de blanchiment d'argent. Le rapport se termine avec des recommandations spécifiques, aussi bien en ce qui concerne la prévention et la détection que les poursuites et les sanctions appliquées en pratique. On y trouvera également les prescriptions juridiques essentielles destinées à dissuader, prévenir et combattre la corruption telles qu’elles ont été communiquées par les États-Unis lors du processus d’examen. L’examen de la mise en œuvre par les États-Unis des dispositions anti-corruption de l’OCDE entre dans le cadre d’un mandat plus large du Groupe de travail de l’OCDE sur la corruption dans le cadre de transactions commerciales internationales. Ce groupe est chargé d’une surveillance et d’un suivi systématiques et détaillés de l’ensemble des pays signataires de la Convention de l’OCDE sur la lutte contre la corruption étrangère. Jusqu’ici, le Groupe de travail a examiné l’application et la mise en œuvre de la Convention en Bulgarie, en Finlande, en Allemagne, en Islande et aux États-Unis.     Abstract: This paper is concerned with how stylised differences in monetary policy transmission mechanisms and product and labour market rigidities between the US and euro-area economies affect their resilience to temporary shocks. To address this issue, a small general equilibrium model with long-run neoclassical and short-run neo-Keynesian features is calibrated to replicate the key properties of the US economy (as in the US Fed’s FRB-US model). To this model, features of the euro area’s financial and then product and labour markets are added sequentially with a view to replicating what is generally agreed are aspects of the functioning of the euro-area economy (as captured by the ECB’s Area-Wide Model).     Abstract: The ability to predict future health care costs reasonably accurately is critical to planning for the Centers for Medicare and Medicaid Services (CMS). The models used for such projections to date, however, are limited in terms of their capacity to take into account the complex array of factors likely to affect future spending. To improve CMS's ability to map the effects on spending of such factors as medical breakthroughs and demographic trends, RAND Health developed the Future Elderly Model (FEM), a demographic-economic model framework of health spending projections that enables the user to answer "what-if" questions about the effects of changes in health status and disease treatment on future health care costs. What distinguishes the FEM from other models is its inclusion of a multidimensional characterization of health status, which allows the user to include a richer set of demographic controls as well as comorbid conditions and functional status. This report describes the development of the FEM and its application in four clinical areas: cardiovascular disease, the biology of aging and cancer, neurological disease, and changes in health care services. Beside those involved in planning at the Centers for Medicare and Medicaid Services, it should be of interest to health policy planners and health economists

    Abstract: This is American history told through the stories of an atypical, for Utah, region. Castle Valley is roughly conterminous with two counties, Carbon and Emery, which together formed a rural, industrial enclave in a mostly desert environment behind the mountain range that borders Utah's principal corridor of settlement. In Castle Valley, coal mining and the railroad attracted diverse, multiethnic communities and a fair share of historic characters, from Butch Cassidy, who stole its largest payroll, to Mother Jones, who helped organize its workers against its mining companies. Among the last major segments of the state to be settled, it was also a generally poor region that stretched the capabilities of people to scratch a living from a harsh landscape. The people of Castle Valley experienced complex, unusual combinations of both social cohesion and conflict, but they struggled through poverty, labor disputes, major mining disasters, and other challenges to build communities whose stories reflected the historical course of the nation as a whole. In order to convey her subject's both unique and representative qualities, Nancy Taniguchi has written an epic history that is not just local history, but American history written locally. Nancy J. Taniguchi, who lived for thirteen years in Castle Valley and was previously on the faculty of the College of Eastern Utah in Price, is professor of history at California State University, Stanislaus. She is the author of numerous published articles in mining, legal, women's, western, and Utah history and of one book, Necessary Fraud: Progressive Reform and Utah Coal

    Abstract: "Elizabeth B. Pinson shares with us her memories of Alaska's emergence into a new and modern era, bearing witness to history in the early twentieth century as she recalls it. She draws us into her world as a young girl of mixed ethnicity, with a mother whose Eskimo family had resided on the Seward Peninsula for generations and a father of German heritage. Growing up in and near the tiny village of Teller on the Bering Strait, Elizabeth at the age of six, despite a harrowing, long midwinter sled ride to rescue her, lost both her legs to frostbite when her grandparents, with whom she was spending the winter in their traditional Eskimo home, died in the 1918 influenza epidemic. Fitted with artificial legs financed by an eastern benefactor, Elizabeth kept journals of her struggles, triumphs, and adventures, recording her impressions of the changing world around her and experiences with the motley characters she met. His previous books include Democracy at Dawn, Notes From Poland and Points East, a TLS International Book of the Year, and African Saints, Martyrs, and Holy People, a Black Catholic Congress Book of the Month. A former chaplain at Washington National Cathedral, he holds a doctorate in history from the University of California at Los Angeles

    Abstract: In de zeventiende eeuw ging vrijwel iedere toneelvoorstelling gepaard met muziek. Er werd niet alleen gemusiceerd tussen de bedrijven, maar ook in het toneelstuk zelf. Muziek diende als achtergrond en versiering en was functioneel geïntegreerd in de handeling van het drama. Uit de rekeningen van de Amsterdamse Schouwburg blijkt dat men professionele musici in dienst had; daarnaast werd er gezongen en gedanst door de acteurs. In navolging van buitenlandse toneelmuziekstudies wordt in dit boek voor het eerst uitvoerig aandacht besteed aan de zeventiende-eeuwse theatermuziek in de Nederlanden. Centraal staat de toneeldichter Jan Harmensz Krul, die de muziek op vakkundige manier in zijn toneelstukken verweefde en die in 1634 de Amsterdamse Musyck-kamer oprichtte - een stichting die geheel gewijd was aan het samengaan van poëzie en muziek op het toneel. Aan de hand van vijf karakteristieke muzikale scènes uit zijn werk (de wachterscène, gevangenisscène, serenade, offerscène en slaapscène) wordt een beeld geschetst van de toenmalige Amsterdamse toneelmuziekpraktijk. Zulke muzikale scènes waren ook geliefd bij andere toneeldichters, in binnen- en buitenland. Zij hadden voor het publiek een signaalfunctie: het waren direct herkenbare situaties, ijkpunten in het drama, die standaard met muziek werden geassocieerd. Dichters varieerden hierop naar hartelust.     Abstract: Prince Eugene of Savoy, contemporary and companion in arms of the first Duke of Marlborough, was the architectural patron of two of the most important buildings of the Viennese baroque, viz. the Stadtpalais (city mansion) and the Belvedere, a suburban garden palace. In spite of the common patron, so far the two buildings were considered quite separately by the research on the Viennese baroque, presumably because of the emphasis on the two different, very prominent architects, Johann Bernhard Fischer von Erlach and Johann Lucas von Hildebrandt. In the unified view presented in the present work, attention is focussed not only on the architecture but also on the sequences of rooms, on their interior decoration, and - in the case of the Belvedere - on the conceptual relationship between garden and buildings. Starting point is the question: "What was the self-representation intended by the Prince, who had not been raised in the Habsburg monarchy but at the French court?" The investigation of the origins of the various elements of the interior decoration and of the messages going with their provenance was helped by the fortunate circumstance that not only are the buildings well preserved but that, through the contemporary engravings and drawings of Salomon Kleiner, we are well informed on the original interiors of the buildings. Together with newly discovered written sources, this has allowed the complicated plannings, construction and decoration history of the two palaces to be clarified. The main results may be summarized as follows. Prince Eugene of Savoy wished to conform, on a high level, to the traditions and the style of the Viennese nobility but without foregoing the French achievements in living comfort and elegance he was acquainted with from his time at the French court. As his carrier progressed, this 'French component' was enhanced and made increasingly visible. Little prominence was given to the relationship of the Prince to the ruling house of Savoy, presumably because he wanted to leave no doubt that he owed his position as one of the leading military and political leaders of the time not to family connections but to his own achievements
    Abstract: Die beiden Wiener Bauten des Prinzen Eugen von Savoyen, das Stadtpalais in der Himmelpfortgasse und die Vorstadtanlage Belvedere, wurden bislang, ungeachtet des gemeinsamen Auftraggebers, nicht als Einheit behandelt. Dies dürfte an der künstlermonographisch dominierten Wahrnehmung dieser für den Wiener Barock sehr bedeutsamen Bauten als Werke der beiden prominenten Architekten, Johann Bernhard Fischer von Erlach und Johann Lukas von Hildebrandt, gelegen haben. Ausgangspunkt der gemeinsamen Betrachtung im vorliegenden Werk ist die Frage nach der vom Prinzen Eugen, der ja nicht in der Habsburger Monarchie aufgewachsen war, intendierten Selbstdarstellung. Zu ihrer Beantwortung werden die Raumfolgen, die Ausstattung der Räume und - für das Belvedere - der konzeptionelle Zusammenhang von Wohngebäuden und Garten gleichberechtigt mit der Architektur herangezogen. Dabei erwies es sich als Glücksfall, daß beide Anlagen sehr gut erhalten und insbesondere die zeitgenössisch überaus wichtige Innenausstattungen durch die Stiche und Stichvorzeichnungen des Augsburger Vedutenzeichners Salomon Kleiner gut dokumentiert sind. Die architekturikonologische Vorgehensweise, bei der die Herkunft der einzelnen Ausstattungselemente erforscht und die mit der Herkunft seinerzeit möglicherweise einhergehende Bedeutung untersucht wird, hat zu einer Fülle von neuen Erkenntnissen vor allem zur zeitgenössischen Wahrnehmung der Räume geführt und, zum Teil mit Hilfe bisher unbekannter Schriftquellen, die komplizierte und bislang nur unvollständig verstandene Bau- und Ausstattungsgeschichte der beiden Anlagen erhellt. H." verwaltet. Dies erfolgt aufgrund des von allen Parteien beschlossenen Bundesgesetztes vom 1. Oktober 1992, dessen erster Punkt lautet: "Erhaltung der Substanz, Bewahrung, Förderung und Pflege des Kulturdenkmals Schloß Schönbrunn als Gesamtanlage, Baudenkmal, Kulturgut, historische Gartenanlage und Stätte wissenschaftlicher Betätigung unter besonderer Bedachtnahme auf die geschichtliche Bedeutung des Schlosses."Innerhalb der letzten zehn Jahre, von 1992-2002, wurde der Schloßbau, seine Nebengebäude und die in seinem Park befindlichen Bauwerke mit einem Gesamtkostenaufwand von einer Milliarde Schilling (ca. 73 Millionen Euro) restauriert. Diese Arbeiten wurden auf Initiative des technischen Direktors der Schloß Schönbrunn Kultur- und Betriebsgesellschaft, DI Dr. Wolfgang Kippes, durch eine Vielzahl von wissenschaftlichen Untersuchungen begleitet. Dazu zählt auch die vorliegende Arbeit, die im Zuge zweier FWF-Forschungsprojekten (P-12208-HIS und P-14326-ARS) entstand. Deren Leitung hatte Univ.-Prof. Dr. Artur Rosenauer, Ordinarius für Österreichische Kunstgeschichte an der Universität Wien, inne.Anlaß für die beiden Forschungsprojekte waren die völlig überraschenden Bodenfunde, die bei Bauarbeiten 1994 im Mittelbereich des Hauptbaues entdeckt und anschließend von der Abteilung Bodendenkmale des Bundesdenkmalamt freigelegt wurden.     Abstract: In 1996, the Palace and Gardens of Schönbrunn were inscribed on the World Heritage List. In inscribing Schönbrunn, the World Heritage Committee of UNESCO recognised that "the Palace and Gardens of Schönbrunn in Vienna - as a symbol of great heritage and one of the most important corner-stones in the history of Austria - are of outstanding universal value", according to Mounir Bouchenaki, director of the UNESCO World Heritage Centre.With this honour, the commitment to preserve the complex, which of necessity is connected with the research into it, was not created for the first time, but greater public interest and consciousness were focused on it.Since the dissolution in 1992 of the Schlosshauptmannschaft Schönbrunn, the monument has been administered by the Schloss Schönbrunn Kultur- and Betriebsgesellschaft. This occurred as a result of the Federal Law of 1 October 1992, supported by all parliamentary parties. Its first point is: "Preservation of the fabric of the buildings, protection, improvement and care of the cultural monument of Schönbrunn Palace as a total complex, architectural monument, cultural treasure, historical garden and place of scholarly activity, giving particular consideration to the historical importance of the palace."Over the course of the past ten years, from 1992 to 2002, the palace building, its adjacent buildings and the structures found in its gardens have been restored at a total cost of one billion schillings (c. 73 million euros). At the initiative of the technical managing director of the Schloss Schönbrunn Kultur- and Betriebsgesellschaft, Dr. Wolfgang Kippes, this work was accompanied by a large number of scientific studies. These include the present work, which arose in the course of two Austrian Science Fund research projects (P-12208-HIS and P-14326-ARS). Prince Eugene of Savoy wished to conform, on a high level, to the traditions and the style of the Viennese nobility but without foregoing the French achievements in living comfort and elegance he was acquainted with from his time at the French court. As his carrier progressed, this 'French component' was enhanced and made increasingly visible. Little prominence was given to the relationship of the Prince to the ruling house of Savoy, presumably because he wanted to leave no doubt that he owed his position as one of the leading military and political leaders of the time not to family connections but to his own achievements

    Abstract: Niger's political history has lacked a synthesis on the army's involvement in politics since independence. The country is a fertile ground for such analysis. Between 1964 and 1999, the country witnessed three successful military coups during the democratisation process (April 1974, January 1996, and April 1999) and at least four military coup attempts (1964, 1975, 1976, 1983). In its forty years of independence, Niger has been under military rule for twenty-one years. It has also experienced seven different institutional regimes while four out of the six presidents who headed the country were soldiers. Niger evolved from the Second to the Fifth Republic in less than ten years - from the national conference (November 1991) to the last military coup (April 1999). In statistical terms, Niger has been witnessing a military coup or a military coup attempt every five-years since 1974. In addition to that, the country recorded seven mutinies and various other forms of troop rebellion between December 1963 and August 2000. In terms of institutional instability, Niger's record is unparalleled in Africa. A study on the army is therefore more needed than ever before. The recurrence with which the military appears on the political scene imposes another way of looking at Niger's army. A critical analysis of the military phenomenon, if not an assessment, would help envisage new prospects for Niger's future. This work, which was undertaken by a multi disciplinary team, suggests an analysis, from a historical and sociological perspective, of the long-standing involvement of the army in politics (the apparition of war leaders in the 19th century, the transition from colonial army to national army, the politicisation of the army and the emergence of 'military-politicians', the army sociology.). This book incorporates those essays and goes well beyond them to include many other topices, offering a thorough history of folklore studies and a guide to resources for those pursuing research in Utah now and in the future. The essays survey the development and contributions of folklore studies in Utah from 1892 to 2004 but also represent developments in both academic and public-sector folklore throughout the United States. Following a thorough historical introduction, part I profiles the first folklorists working in the state, including Hector Lee, Thomas Cheney, Austin and Alta Fife, Wayland Hand, and Lester Hubbard. Part II looks at the careers of prominent Utah folklorists Jan Harold Brunvand, Barre Toelken, and William B. Wilson, as well as the works of the next, current generation of folklorists. Part III covers studies in major folklore genres, with essays on the study of material culture, vernacular architecture, and Mormon, ethnic, Native American, and Latino folklore. Part IV examines public folklore programs including organizations, conferences, and tourism. Back matter describes academic programs at Utah institutions of higher education, summarizes the holdings of the various folklore archives in the state, and provides a complete cross-indexed bibliography of articles, books, and recordings of Utah folklore.

    Abstract: Als "einen der interessantesten katholischen Missionare im Südlichen Afrika" bezeichnet die Historikerin Joy Brain den Tiroler Priester Franz Mayr in ihrem Vorwort zu dieser umfangreichen Quellenedition. Die gesammelten, aus zahlreichen Archiven im In- und Ausland stammenden Schriften Mayrs, umfassen Briefe, Tagebucheinträge, Auszüge aus Chroniken, seine in Missions- und ethnologischen Zeitschriften und Tageszeitungen erschienenen Artikel sowie zahlreiche zeitgenössische Photographien. Obwohl unser Land bzw. die Habsburger-Monarchie selbst keine Kolonien auf diesem Kontinent besaß, wirkte doch eine beträchtliche Anzahl von ihnen u. a. in katholischen Stationen. Ihre Rolle in der Interaktion mit der einheimischen Bevölkerung und die Wirkung ihrer Missionsartikel auf das Afrikabild ist bisher nahezu unerforscht geblieben. Mayr war nur einer jener Österreicher und Österreicherinnen, die im Zuge der katholischen Missionseuphorie des 19. und beginnenden 20. Jahrhunderts ausreisten, um Afrikaner und Afrikanerinnen zum Christentum zu "bekehren". Er wurde 1865 in der Osttiroler Gemeinde Nussdorf geboren und verbrachte seine Gymnasialzeit in Brixen, wo er auch das Priesterseminar absolvierte. Ab 1890 wirkte er in der ehemaligen britischen Kolonie Natal (Südafrika), in Südrhodesien (heutiges Zimbabwe) und in Swaziland, wo er 1914 einem Mordanschlag zum Opfer fiel. Unter seiner Leitung entstanden mehrere Missionsstationen u. a. das Projekt "Maryvale", ein Dorf für die einheimischen katholischen Zulus, heute ein Stadtteil von Pietermaritzburg. Über die vorhandenen Quellen erhält man Einblick in den Alltag des Missionars, Informationen über Hemmnisse seiner Arbeit und über Erfolgserlebnisse, seine Einstellung zur afrikanischen Bevölkerung, zur jeweiligen Kolonialregierung, zu anderen Religionsgemeinschaften oder über seinen persönlichen Gemütszustand. F. Mayr schrieb mehrere Bücher in afrikanischen Sprachen, hatte ein Faible für Musik und Photographie und sammelte leidenschaftlich ethnologische Gegenstände, die er teilweise afrikanischen Museen überließ, teilweise für Ausstellungen nach Europa sandte. Erst kürzlich entdeckte man im Herbarium der "Universität von Natal" eine Pflanzensammlung, die er angelegt hatte.     Abstract: Franz Mayr was "one of the most interesting of catholic missionaries in Southern Africa" states Professor Joy Brain ("University of Durban") in the foreword she wrote for this first edition of his writings. Mayr was born in the Austrian province of Tyrol in 1865, educated as a priest in the diocese of Brixen and arrived in Natal (South Africa) at the beginning of May 1890, inspired by the work being done there by the Trappist-Monks led by Abbot Franz Pfanner. Mayr was physically handicapped and soon left the trappists but just to offer his services to the vicar apostolic of Natal, Bishop Charles Jolivet, who accepted him for work among the African population. He was sent to Pietermaritzburg then capital of the British colony to take over the care of the African parishioners to bring the "good news" to those who had never heard it. He founded several new mission-stations in Natal, Southern Rhodesia (present day Zimbabwe) and Swaziland where he was killed by a native robber in 1914. Mayr - a man of many talents - was a gifted linguist, studied and published books in several African languages. He was interested in cultural anthropology and collected information about African customs. It is now more than a hundred years since Franz Mayr began his work of evangelisation and scholarship in Southern Africa. Publishing his letters and articles - kept by several archives in Europe - should help to remember a man of the Habsburg-Monarchy who went to preach the gospel to the so called heathen of Africa. Although Austria or Austria-Hungary never owned colonies in Africa many of its inhabitants left their homes to work in catholic mission-stations around the continent. Several introductory chapters in this book explain the particular historical context which has to be put into consideration when reading Mayrs' writings. From there we learn about his life, his work, how he treated the native population, what he thought about other religious congregations around him, the colonialists and about troubles when trying to convince people to believe in the only - the "European God". The missionary deserves to be better known. The present edition of historical sources is to be seen as a most relevant step allowing us to interpret his personality adequately

    Abstract: Das Unbehagen an der Moderne hatte um 1900 einen Namen: Neurasthenie. Dieses Buch führt in die unruhigen mentalen Landschaften Kakaniens und thematisiert als zentrale Fragen: Wie wurde die Neurasthenie in den österreichischen Ärztemilieus debattiert? Was hieß es für Patienten, mit dieser Diagnose konfrontiert zu sein? Neurasthenie stand für die Erschöpfung der modernen städtischen Gesellschaft, die sich durch eine rastlose Lebensführung überfordert sah, und machte ihre emotionalen Sensibilitäten und Sicherheitsbedürfnisse transparent. Insbesondere Männer des Bürgertums griffen auf das neue psychiatrische Deutungsangebot zurück. Die Diagnose der Neurasthenie konnte "unmännliche" Verhaltensweisen sinnstiftend erklären. Zugleich ließ sie aber auch Bedürfnisse nach deren Überwindung entstehen. Im Spiegel dieser Nervendiskurse lässt sich besser verstehen, warum 1914 der Krieg als "therapeutisches Erlebnis" und männliches Erneuerungsprojekt angepriesen wurde. Die Realitäten des modernen Maschinenkrieges setzten diesen Vorstellungen ein rasches Ende: Der Zitterer wurde zu einer massenhaft auftretenden Erscheinung, zum umstrittenen Patienten und zur Krisenfigur der Abhärtungsutopisten, die aus dem Krieg den "neuen Menschen" hervorgehen sahen. Da die Militärs in den Kriegsneurosen eine gefährliche Schwächung der Schlagkraft der Armee sahen, wurden wissenschaftliche Experten gebraucht, die rasch und effizient mit diesem Problem umgehen konnten. Die Psychiatrie befand sich dadurch in einer völlig neuen Situation, da sie nicht nur Kritik an einer gesellschaftlichen Krisensituation formulieren konnte, sondern auch Ressourcen und Instrumentarien zu deren Bewältigung bereitzustellen hatte. Welche Akzentverschiebungen ergaben sich in der psychiatrischen Wahrnehmung und Deutung sowie im Umgang mit Nervenkrankheiten? Wie lässt sich die österreichische Psychiatrie des Ersten Weltkriegs in historischer Perspektive charakterisieren? Mit Bezug auf die neuere medizinhistorische und kulturwissenschaftliche Forschung wird die Kriegspsychiatrie auf der Folie der Herausbildung der Medizin als Schlüsselwissenschaft des modernen Krieges analysiert.     Abstract: Since the 1880s neurasthenia - a term popularised by New York-physician George Beard - was discussed an a phenomenon of modernity, but over a long period of debate, psychiatry were not able to define what this "modern malady" exactly meant nor was it able to find any discernible causes for the epidemic disease. Neurasthenia was not simply a diagnostic term, which was often applied by fin de siècle-physicians to their workaday routine, but a kind of lifestyle, a sign of a certain emotional sensitivity in modern times. In the last decade historical research on neurasthenia has focused on Britain, Germany and the Netherlands. But what happened in Austria-Hungary, especially in Vienna? Focusing on Viennese psychiatry, part one of the book analyses the "invention" of Neurasthenia and the adoption of Beards thesis in Austrian medicine, bringing out various figures and alternative methods of explanations of the disease that was identified as a central, yet unwanted feature of modern manliness. Based on this the outcome of war could be seen as an instance of 'nerve-corrections'. Like many medical professionals in Austria-Hungary, psychiatrists had reacted to the war with nearly unanimous support: patriotic habits went hand in hand with high psychiatric expectations of the powerful mental effects of war. These hopes were badly disappointed. In the more recent literature on the medical and cultural history of the Great War, the phenomenon of the epidemic mental breakdowns of soldiers has been given a prominent place. 'Shellshock' and 'war neurosis' are now key words and frequent metaphors for the shattering effects of an industrialized war. In a sense these psychiatric labels symbolically represent the destructive impact of mechanized weapons on body and soul, the loss of narrative structures and the traumatic after-effects of modern warfare. How can Viennese-centred Austrian psychiatry in the First World War be characterized? With regard to new studies on the history of trauma, war and psychiatry I intend to emphasize two interpretations. Firstly, as in German and other European psychiatric war communities, models of rationalisation and modernisation are of significance when focusing on this topic. Viennese psychiatrists were neither particularly brutal nor especially tolerant in the way they dealt with the situation.     Abstract: Le monde artistique, en perpétuelle évolution, pose sans cesse de nouveaux défis, encore nombreux en ce début de XXIe siècle : statut des artistes, protection du patrimoine, développement des musées, accès et formation du public, évolution de l'enseignement et essor des expositions. Ces défis incitent à chercher de nouvelles formules en vue de trouver la meilleure adéquation entre les composantes du monde artistique et notre société. La perspective historique devrait pouvoir éclairer cette quête constante. Christophe Loir analyse une des étapes majeures de cette évolution : l'émergence et l'encouragement des beaux-arts en Belgique, au tournant des temps modernes et de l'époque contemporaine. Durant cette période fascinante, on assiste à une reconfiguration profonde du monde artistique, touchant à la fois le cadre institutionnel, le statut de l'artiste, le rapport aux œuvres d'art et les pratiques du public ; soit les institutions, les hommes et les œuvres. Ce sont les grandes composantes du monde artistique actuel qui se mettent en place : développement des académies, naissance des musées et des salons, apparition de l'artiste et des beaux-arts, formation du public, prise de conscience du patrimoine et intervention des pouvoirs publics. L'auteur étudie donc l'évolution et l'apport de quatre régimes politiques successifs : l'innovation à la fin du régime autrichien (1773-1794), l'expansion sous le régime français (1794-1814), l'administration sous le régime hollandais (1814-1830) et la consécration au cours des premières années qui suivent l'indépendance de la Belgique (1830-1835)

    Abstract: The nineteenth century, a time of far-reaching cultural, political, and socio-economic transformation in Europe, brought about fundamental changes in the role of women. Women achieved this by fighting for their rights in the legal, economic, and political spheres. In the various parts of Europe, this process went forward at different paces and followed different patterns. Most historical research up to now has ignored this diversity, preferring to focus on women's emancipation movements in major western European countries such as Britain and France. The present volume provides a broader context to the movement by including countries, both large and small, from all regions of Europe. Fourteen historians, all of them specialists in women's history, examine the origins and development of women's emancipation movements in their respective areas of expertise. By exploring the cultural and political diversity of nineteenth-century Europe and at the same time pointing out connections to questions explored by conventional scholarship, the essays shed new light on common developments and problems
