Abstract: In general, the history of virtue theory is well-documented (Sherman, 1997; O’Neill, 1996). Its relationship to medicine is also recorded in our work and in that of others (Pellegrino and Thomasma, 1993b; 1996; Drane, 1994; Ellos, 1990). General publications stress the importance of training the young in virtuous practices. Still, the popularity of education in virtue is widely viewed as part of a conservative backlash to modern liberal society. Given the authorship of some of these works by professional conservatives like William Bennett (1993; 1995), this concern is authentic. One might correspondingly fear that greater adoption of virtue theory in medicine will be accompanied by a corresponding backward-looking social agenda. Worse yet, does reaffirmation of virtue theory lacquer over the many challenges of the postmodern world view as if these were not serious concerns? After all, recreating the past is the “retro” temptation of our times. Searching for greater certitude than we can now obtain preoccupies most thinkers today. One wishes for the old clarity and certitudes (Engelhardt, 1991). On the other hand, the same thinkers who yearn for the past, like Engelhardt sometimes seems to do, might stress the unyielding gulf between past and present that creates the postmodern reaction to all systems of Enlightenment thought (1996).

Abstract: Environmental change in general, and climatic change in particular, are likely to impact significantly upon resources such as water and soils, transforming present day landscapes and their ecological characteristics. As a consequence, disruptions of socio-economic activities in sensitive regions of the globe can be expected in coming decades. Agriculture is at particular risk, especially in areas where prolonged droughts, sea level rise, enhanced natural hazards, or extreme meteorological events such as floods or mudslides threaten marginal existence. Disruptions and risks may have large effects on population migration. Conversely, large-scale movements of people, goods or capital may also disrupt local environments and further contribute to social problems. This volume provides an ample overview of state-of-the-art understanding of the multi-dimensional phenomenon of migration, in the characterisation of migration drivers, in environmental and agro-economic case studies and modelling issues as well as socio-political analyses

Abstract: This book is a collection of papers from the OECD meeting on Agri-biodiversity Indicators held jointly with the EU and international organisations in November 2001, in Zurich-Rechkenhols, Switzerland. A key outcome was to establish a common agri-biodiversity framework that helps understand the complexity of agri-biodiversity linkages. Papers cover the following topics; agricultural genetic resources, wild species, ecosytems, linking habitats to species and an overview of agri-biodiversity indicators. It includes a set of recommendations to OECD with respect to agri-biodiversity.

Abstract: This book provides a comprehensive analysis of household consumption patterns in five key areas: food, tourism-related travel, energy, water and waste generation. It brings together the various elements of household consumption that are necessary to better understand consumption trends and to identify the best policy options towards sustainable consumption. These include data on household consumption trends and drivers, environmental impacts, policy responses and policy recommendations. The analysis shows that environmental impacts from household activities have worsened over the last three decades and are expected to intensify even more over the next twenty years, particularly in the areas of energy, transport and waste if strong and comprehensive policies are not implemented. The book provides a framework and outlines the objectives of policies to promote sustainable consumption. It analyses the effectiveness of different types of policy instruments (regulatory, economic, social) in influencing consumer decision-making, and identifies combinations of instruments for promoting more sustainable consumption.

Abstract: All societies depend on biodiversity and biological resources, and policy-makers are increasingly aware that development pressures are today generating unprecedented rates of biodiversity loss. The fact that biodiversity issues often receive low priority in policy decisions is at least in part due to problems involved in assessing its contribution to society -- these values defy easy description and quantification. What cannot be quantified, or is difficult to monitor and evaluate, is easy to disregard. The result is that biodiversity fails to compete on a level playing field in policy decisions with the forces driving their decline. This Handbook describes the types of values usually associated with biodiversity. While there are exceptions to the need to prioritise economic values over other cultural, traditional and spiritual values, economic valuation has a sound theoretical foundation that can help clarify the tradeoffs implicit in public policy decisions. On the other hand, the Handbook recognises the limitations of the economic approach, and considers how economic and non-economic values can eventually be reconciled. The Handbook also reviews the various methodological approaches often used to quantify these values. Data requirements and limitations are discussed. These methodologies are then applied to a series of concrete policy contexts, ranging from land use planning to the determination of legal damages for environmental degradation.

Abstract: The Environment Ministers of OECD member countries endorsed the Guidelines for moving towards Environmentally Sustainable Transport (EST) at their meeting in May 2001. These Guidelines are based on the results and conclusions of the EST project involving many OECD and non-OECD countries and provide a solution to making transport policy more sustainable and enhancing quality of life. They have been developed to enable economic development and individual welfare without causing undue health and environmental impacts and depletion of finite resources. The EST Guidelines will assist governments at all levels in the development and implementation of strategies towards EST. Effective implementation of the EST Guidelines requires strategies that accommodate the particular geographic and socio-economic conditions of countries or regions. These guidelines guidelines represent a desirable and feasible approach for the transport sector that may also be of value in the sustainable development of other sectors.

Abstract: While Man conquered outer space in the 20th century, surface transportation congestion remains a vexing challenge for OECD metropolitan cities in the new Millennium. What strategies, programmes and services have recently been implemented to reduce travel demand and improve traffic conditions? This report provides case studies and examples that demonstrate successful approaches to grappling with gridlock around the globe.

Abstract: Moving people and freight in an environmentally sustainable manner will be one of the biggest challenges of the 21st century. Overall, insufficient progress has been made so far towards achieving environmental sustainability for the transport sector. A new target-oriented approach is needed that places environment and health at the top of the policy agenda for transport and related sectors, at international, national and local levels. The OECD’s Working Group on Transport recently concluded a five-year work programme with the development of Guidelines for Environmentally Sustainable Transport (EST) and supporting analytical reports, endorsed by OECD Environment Ministers at their meeting in Paris on 16 May 2001.

Abstract: This urban renaissance review of Glasgow looks back over the 1990s, when a succession of strategic initiatives and major events brought regeneration to several key parts of the city, including along the banks of the Clyde, and helped lift investment and activity. This book provides a policy tool kit for Glasgow, with the aim of improving the distressed urban areas that are holding the city back.

Abstract: In OECD countries, metropolitan areas often enjoy above-average rates of growth; they compete for foreign direct investment, have a leading position in the knowledge-based economy, and attract a disproportionately large share of immigrants. Yet they also are burdened with many problems including congestion, and the renewal of infrastructure, the spread of distressed urban areas. Better strategies for the development of metropolitan areas are vital if their rate of economic growth is to remain strong, but the governance structures currently in place are often outdated and ill-adapted to the tas

Abstract: The book addresses critically the question: "What is the societal impact of urban and regional planning?". It begins with a theoretical discussion and then analyses, through a series of case studies, the intentions, contents, struggles and consequences of urban and regional planning. It shows that plans and policies often defy the commonly perceived role of advancing equality, justice, development and amenity, by causing social problems, marginalisation and inequalities. The book looks at planning from a critical distance, without a priori belief in its necessity or usefulness. The 12 chapters, written by renowned international scholars, demonstrate the multiplicity of social and political struggles over the contested terrain of spatial policies. The book focuses on four key areas where the impact of planning is explored: the community power, gender relations, ethnic tensions, and social polarisation, while comparing three societies: Australia, Israel and England. Audience: This volume is mainly intended for faculty and students of academia, but also for urban professionals and policy-makers. The book is relevant to fields such as urban and regional planning, geography, political science, urban studies, urban sociology, urban anthropology, ethnic and gender relations

Abstract: There is an emerging consensus concerning a new strategic mode for spatial policy. In the past, planning resulted in zoned land uses characterised by a rigid separation of housing from leisure and workplaces. This strongly sectoral approach is breaking down under the pressure of environmental problems, technological innovations, and a societal demand for a higher quality of life. Spatial planning will increasingly involve broad framework policies at the national level, and strong partnerships at the local and regional level. This volume is based on two international seminars oranised by the OECD and the National Land Agency, Japan.
