    Abstract: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

    Abstract: Higher education worldwide, including the university and other related academic programs, is currently undergoing intensive change and transformation perhaps as no other time in its long history. One factor contributing to this rapid transformation is the global expansion of higher education at unprecedented rates. More of the world's population is continuing to higher education (and other forms of tertiary education) now than ever before. In fact, enrollment in institutions of higher education around the world is growing at a rapid rate. Some scholars have suggested that one reason for this rapid expansion is that the role of higher education has shifted over the last 50 years from an elite to a mass institution. That day, Eric Harris and Dylan Klebold killed twelve fellow students and a teacher, as well as wounding twenty-four other people, before they killed themselves. Although there have been other books written about the tragedy, this is the first serious, impartial investigation into the cultural, environmental, and psychological causes of the massacre.     Abstract: Since the 1950s when most African countries gained political independence, schooling has presented very difficult challenges. In the discussion of these challenges, however, the issue of diversity has received relatively little attention. Schooling and Difference in Africa aims to understand how differences such as ethnicity, class, gender, language, religion, and disability play out in African schools systems, and more specifically in Ghana. Together, George J. Sefa Dei, Alireza Asgharzadeh, Sharon Eblaghie Bahador, and Riyad Ahmed Shahjahan promote 'educational inclusion' in the context of African schooling. The aspects of diversity explored in this study include: minority / majority relations, race, ethnicity, gender, language, class, religion, and physical (dis)ability. The authors build their analyses of these issues around a series of interviews, which project a perspective that policy makers and administrators rarely seek out. By studying the challenges of inclusive education in Ghana and, further, by making comparisons with the Canadian context, this volume seeks to shed light on the ongoing struggle for an empowering school system in Africa and elsewhere

Yet, relatively little comparative research on schooling has dealt in a serious way with links between schooling and the other major contexts of childhood: families and communities. This edition of "Research in the Sociology of Education" speaks to the diverse contexts in which children function around the world, and to how these contexts shape school experiences and outcomes. The edition's authors are international and interdisciplinary. They offer a pastiche of perspectives on a single topic: how the non-school contexts of childhood interact with the school institution to advance modern and not-so-modern forms of virtue, merit, and attainment, in cultural context.     Abstract: This study features a collection of eight case studies of exemplary cases from secondary schools as well as international literature reviews and policy analysis related to formative assessment – the frequent assessments of student progress to identify learning needs and shape teaching. It examines such issues as benefits and barriers for using formative assessment, policy frameworks and implications, and formative assessment in practice. Achievement gains attributed to formative assessment are reported as being quite high, but it is not yet practiced systematically. This book makes the case for use of formative assessment and shows how it can be put into practice.

    Abstract: There is increased interest in California and other states in providing universal access to publicly funded high-quality preschool education for one or two years prior to kindergarten entry. In considering such a program, policymakers and the public focus on the potential benefits from a universal preschool program, as well as the estimated costs. This study aims to inform such deliberations by conducting an analysis of the economic returns from investing in preschool education in the state of California. The benefit-cost analysis undertaken in this study indicates that there can be positive returns for California society from investing in a one-year high-quality universal preschool program. The authors' baseline estimate, which is arguably conservative, is that every dollar invested by the public sector beyond current spending will generate $2.62 in returns. And this estimate does not account for an array of other benefits not captured in their analysis because of data limitations. Those other potential benefits include lower intangible losses from crime and child abuse and neglect averted, reduced reliance on public welfare programs, improved labor market outcomes for parents of preschoolers, improved health and well-being of preschool participants, and the intergenerational transmission of favorable benefits. Broader economic and noneconomic benefits may accrue in other areas as well, including labor force recruitment and participation rates, workforce performance, economic growth, international competitiveness, and the distribution of economic and social well-being
