    Abstract: "In television shows such as Queer Eye for the Straight Guy, and movies like Brokeback Mountain, as well as gay young adult novels and other media coverage of queer people - including the outing of several prominent Republicans - queer lives are becoming more visible in the media and in U.S. culture more generally. How does the increasing visibility of queer subjects within mainstream culture affect possibilities for radical and transformative queer activism?" "Provocative and challenging, W.C. Harris argues that rather than simply being a cause for celebration, this "mainstreaming" of queer lives may have as many negative effects as positive ones for contemporary gay, lesbian, bisexual, and transgender people. Harris builds on the work of queer and political theorists such as Eve Sedgwick, David Halperin, Michael Warner, and Wendy Brown to examine the side effects that can be generated when queers assimilate, and argues for a reinvigorated queer essentialism in order to claim a separate and visible political and activist space within U.S. culture."--Jacket

    Abstract: "In the aftermath of World War II, Paulette Nardal, the Martinican woman most famously associated with the Negritude movement and its founders Aimé Césaire, Léopold Senghor, and Léon Damas during Paris's interwar years, founded the journal Woman in the City. This annotated translation, with an introduction and essay summaries by T. Denean Sharpley-Whiting, collects work from that journal, and presents it in both the original French and in English. Never before translated, these essays represent a lens through which to view the evolution of Nardal's intellectual thought on race, gender, politics, globalization, war, religion, and philosophy. The journal's arrival announced Martinican women entering the public sphere--the city--and from its internationalist perspectives, the world stage where they would take up their responsibilities as citizens of their little island and the greater French Republic.     Abstract: Flood prevention, food safety, the transport of hazardous substances, infectious diseases, the risk of new technologies and many other threats to public health and the environment call for ongoing public alertness. However, the ways in which these safety risks are currently assessed and managed fall short in addressing the uncertainties of future threats. The Scientific Council for Government Policy, the official think-tank for the Dutch government, argues that in order to ensure future-proof safety policies, a new paradigm should be adopted. This paradigm is based on the precautionary principle, i.e. the notion that the vulnerability of humans, society and the natural environment requires a proactive approach to uncertainties. In this report, the Council suggests ways to embody this principle in both private and public law and in various institutional arrangements

    Abstract: Maurice Duverger is arguably the most distinguished French political scientist of the last century, but his major impact has, strangely enough, been largely in the English-speaking world. His book, Political Parties, first translated into English in 1954, has been very influential in both the party politics literature (which continues to make use of his typology of party organization) and in the electoral systems literature. His chief contributions there deal with what have come to be called in his honor Duvergers Law and Duvergers Hypothesis. The first argues that countries with plurality-based electoral methods will tend to become two-party systems, the second argues that countries using proportional representation (PR) methods will tend to become multi-party systems. Duverger also identifies specific mechanisms that will produce these effects, conventionally referred to as mechanical effects, and psychological effects. However, while Duvergers Hypothesis concerning the link between PR and multipartism is now widely accepted, the empirical evidence that plurality voting results in two-party systems is remarkably weakwith the U.S. the most notable exception. The chapters in this volume consider national-level evidence for the operation of Duvergers law in the worlds largest, longest-lived and most successful democracies of Britain, Canada, India and the United States. One set of papers involves looking at the overall evidence for Duvergers Law in these countries, the other set deals with evidence for the mechanical and incentive effects predicted by Duverger. The result is an incisive analysis of electoral and party dynamics.

    Abstract: People, livestock and wildlife have lived together on the savannas of East Africa for millennia. Their coexistence has declined as conservation policies increasingly exclude people and livestock from national wildlife parks, and fast-growing human populations and development push wildlife and pastoralists onto ever more marginal lands. The result has been less wildlife, and more pastoral people struggling to diversify their livelihoods as access to pasture and water becomes harder to find. This book examines those livelihood and land use strategies in detail. In an integrated research effort that involved researchers, local communities and policy analysts, surveys were carried out across a wide range of Maasai communities providing contrasting land tenure and national policies and varying degrees of intensification of agriculture, tourism and other activities. The aim was to create a better understanding of current livelihood patterns and the decisions facing Maasai at the start of the 21st Century in the context of ongoing environmental, political, and societal change. With a research design that linked quantitative and qualitative methods and research teams across multiple pastoral sites for the first time, a comparison of livelihood strategies and returns to livestock, crops, wildlife tourism, and other activities across Kenyan and Tanzanian Maasailand was possible. While livestock remains the critical anchor for most Maasai households, many are obtaining income from a variety of alternative sources. Unfortunately, income from wildlife/tourism, an option seen as most desirable by many because of its potential to provide economically and environmentally ‘win-win’ situations, still benefits relatively few Maasai. Similarly, although governments favor agricultural intensification, significant crop income or enhanced food security from subsistence cropping elude most. This book provides a rich source of new data from across Maasailand and its unparallelled multi-site comparative analyses give valuable lessons of broader applicability. It is a valuable resource for anyone, researchers, development workers and policy makers, who is concerned with improving environmental as well as economic security on the wildlife-rich Maasai pastoral lands in Kenya and Tanzania

    Abstract: There are numerous conflicts ensuing in the Middle East, but not all are being fought with rockets and rifles. While the Internet has proven invaluable to those who wish to uphold a patriarchal society and spread the message of Islamic fundamentalism, Muslim women have used the Web to build a transnational community intent on growing women's rights in the Middle East. There is a large disparity between a Muslim woman's role according to the Qur'an and her role as some corners of Muslim society have interpreted it. In this work the author reveals the creative strategies Muslim women have adopted to quietly fight against those who would limit their growing rights. She examines issues that are important to all women, from routine matters such as daily hygiene and clothing to controversial subjects like abortion, birth control, and virginity.     Abstract: The first U.S. charter school opened in 1992, and the scale of the charter movement has since grown to 4,000 schools and more than a million students in 40 states plus the District of Columbia. With this growth has also come a contentious debate about the effects of the schools on their own students and on students in nearby traditional public schools (TPSs). In recent years, research has begun to inform this debate, but many of the key outcomes have not been adequately examined, or have been examined in only a few states. Do the conflicting conclusions of different studies reflect real differences in effects driven by variation in charter laws and policies? Or do they reflect differences in research approaches --some of which may be biased? This book examines four primary research questions: (1) What are the characteristics of students transferring to charter schools? (2) What effect do charter schools have on test-score gains for students who transfer between TPSs and charter schools? (3) What is the effect of attending a charter high school on the probability of graduating and of entering college? (4) What effect does the introduction of charter schools have on test scores of students in nearby TPSs?

    Abstract: A key, intensifying change affecting rural areas in the last few decades has been a decline in the proportion of national populations whose principal livelihood is farming. The corresponding re-distribution of population has typically resulted in a net population loss to rural areas, and diversification of rural activity. The corporatization and technological modification of food production has prompted new policy challenges, and has bound rural and urban populations together in new relationships articulated in moral discourses of custodianship, food safety, and sustainability. Contributors to this volume came together in the attempt to stimulate collective insight into trends of rural change in Australia, New Zealand and Europe. The first two countries have been characterised by avowedly `neoliberal' rural policy - with considerable departures from it in practice; Europe, on the other hand, by a mix of policy measures which attempt to integrate land management and sustainability, diversification and maintenance of a competitive farming sector within an overarching policy framework more overtly, though only partially, oriented towards sustaining rural society. Aiming to build on research relating to the character of rural transitions, this volume offers substantive and critical contributions to the understanding of the sources of unpredictability, instability, and continuity, that underpin rural transition. The papers explore changes and continuities in policy, the governance of rural spaces, technological developments relating to rural areas and populations, and social forms of subjectivation and participation in increasingly diverse rural settings

    Abstract: "Research over the past decade in health, employment, life expectancy, child mortality, and household income has confirmed that Indigenous Australians are still Australia's most disadvantaged group. Those residing in communities in regional and remote Australia are further disadvantaged because of the limited formal economic opportunities there. In these areas mining developments may be the major--and sometimes the only--contributors to regional economic development. However Indigenous communities have gained only relatively limited long-term economic development benefits from mining activity on land that they own or over which they have property rights of varying significance. Furthermore, while Indigenous people may place high value on realising particular non-economic benefits from mining agreements, there may be only limited capacity to deliver such benefits. This collection of papers focuses on three large, ongoing mining operations in Queensland, Western Australia and the Northern Territory under two statutory regimes--the Aboriginal Land Rights (Northern Territory) Act 1976 and the Native Title Act 1993. First, investments in education benefit taxpayers because the investments produce more highly educated individuals, who tend to earn more income than those with lower levels of education and pay more in taxes, thus contributing more to programs such as Social Security. Second, more highly educated individuals are less likely to draw on social support programs, such as Medicare. And finally, more highly educated individuals are less likely to commit crimes, so increases in educational attainment reduce public spending on incarceration. Carroll and Erkut estimate the monetary value of these benefits over an individual's lifetime and how they vary as a result of education level

    Abstract: "Research over the past decade in health, employment, life expectancy, child mortality, and household income has confirmed that Indigenous Australians are still Australia's most disadvantaged group. Those residing in communities in regional and remote Australia are further disadvantaged because of the limited formal economic opportunities there. In these areas mining developments may be the major--and sometimes the only--contributors to regional economic development. However Indigenous communities have gained only relatively limited long-term economic development benefits from mining activity on land that they own or over which they have property rights of varying significance. Furthermore, while Indigenous people may place high value on realising particular non-economic benefits from mining agreements, there may be only limited capacity to deliver such benefits. This collection of papers focuses on three large, ongoing mining operations in Queensland, Western Australia and the Northern Territory under two statutory regimes--the Aboriginal Land Rights (Northern Territory) Act 1976 and the Native Title Act 1993. The authors outline the institutional basis to greater industry involvement while describing and analysing the best practice principles that can be utilised both by companies and Indigenous community organisations"--Publisher's description.

    Abstract: "Research over the past decade in health, employment, life expectancy, child mortality, and household income has confirmed that Indigenous Australians are still Australia's most disadvantaged group. Those residing in communities in regional and remote Australia are further disadvantaged because of the limited formal economic opportunities there. In these areas mining developments may be the major--and sometimes the only--contributors to regional economic development. However Indigenous communities have gained only relatively limited long-term economic development benefits from mining activity on land that they own or over which they have property rights of varying significance. Furthermore, while Indigenous people may place high value on realising particular non-economic benefits from mining agreements, there may be only limited capacity to deliver such benefits. This collection of papers focuses on three large, ongoing mining operations in Queensland, Western Australia and the Northern Territory under two statutory regimes--the Aboriginal Land Rights (Northern Territory) Act 1976 and the Native Title Act 1993. The authors outline the institutional basis to greater industry involvement while describing and analysing the best practice principles that can be utilised both by companies and Indigenous community organisations"--Publisher's description.

    Abstract: This book deals with the early history of agriculture in a defined part of Western Europe: the loess belt west of the river Rhine. It is a well-illustrated book that integrates existing and new information starting with the first farmers and ending when food production was no longer the chief source of livelihood for the entire population. The long period, 5300 BC – AD 1000, is divided into six stages. Each stage has its own chapter with subchapters devoted to crops, crop cultivation, livestock and livestock handling, the farm and its yard, and the farm in connection with other farms and the outside world. Every chapter starts with a short outline of the cultural context. The crop plants and animals are described, together with their origin. The subchapters on crop cultivation deal with the operational chain from staking out fields to storage. The introduction of tools such as the plough, the wheel and wagon, and the scythe is discussed. Farm buildings, or at least their groundplans, are presented. The clustering of farms into hamlets or the absence of such aggregations is described. Two chapters deal with the impact of farming on the landscape. The eight chapters on farming and landscape are preceded by an introduction and a chapter on the sources of information. The book ends with a chapter ‘summarizing six millennia of agriculture’, a list of glossary terms and an index. Audience: This book will be of interest to researchers in archaeology, history and agriculture, and to landscape engineers.

    Abstract: Hispanic Families at Risk: The New Economy, Work, and the Welfare State by Ronald Angel, The University of Texas at Austin, Austin, TX, USA and Jacqueline Angel, The University of Texas at Austin, Austin, TX, USA In the United States, work is the key to economic success, as well as the major source of health care coverage and retirement security. While Europeans look to the State for these benefits, Americans for the most part do not. This system of employment-based benefits means that those disadvantaged in the labor market are also disadvantaged in terms of health care coverage and retirement security. The authors of this work examine the overrepresentation of Mexican Americans in low wage or service sector jobs, which rarely come with health insurance or retirement coverage. At all ages, Mexican Americans have lower rates of health insurance and retirement coverage than do other minority groups, such as African Americans or other Hispanic groups. Although employment in jobs that do not provide benefits is one major source of this disparity, other factors, including immigration history, citizenship status, and language proficiency, contribute to the blocked opportunities for upward mobility that the Hispanic population faces. In their analysis, the authors work to deemphasize cultural or individual failure explanations of the persistent economic and benefit disparities between Hispanics and other groups, and focus on the role of institutionalized structural factors. In each chapter, the authors identify and critique the factors that affect the economic security and health care access of individuals throughout the life course, suggesting policies for reform. This work will be of interest to anyone working in the fields of cultural studies, public health and the sociology of work. In The Mazzel Ritual: Culture, Customs and Crime in the Diamond Trade, Russian-Israeli cultural anthropologist and criminologist Dina Siegel follows the route of a diamond from the mines of Africa to the shops of Europe and the United States, as it passes through countless hands and places and is smuggled, stolen, cut, polished, sold, exchanged and, finally, worn as jewelry. In the course of this long and exciting journey, a wide range of people face all sorts of risks and criminality, as well as various moral and ethical judgments. Siegel describes the range of ethnic groups that are active in the diamond trade and the culture and customs that are specific to this business. She analyses the dangers and threats to the industry and aims to uncover the strategies and tactics to deal with them. Finally, this story of risk, trust and crime examines the vulnerability of diamond production and distribution to illicit and criminal activities.     Abstract: Stifling Political Competition examines the history and array of laws, regulations, subsidies and programs that benefit the two major parties and discourage even the possibility of a serious challenge to the Democrat-Republican duopoly. The analysis synthesizes political science, economics and American history to demonstrate how the two-party system is the artificial creation of a network of laws, restrictions and subsidies that favor the Democrats and Republicans and cripple potential challenges. The American Founders, as it has been generally forgotten, distrusted political parties. Nowhere in the U.S. Constitution are parties mentioned, much less given legal protection or privilege. This provocative book traces how by the end of the Civil War the Republicans and Democrats had guaranteed their dominance and subsequently influenced a range of policies developed to protect the duopoly. For example, Bennett examines how the Federal Election Campaign Act of 1971 (as amended in 1974 and 1976), which was sold to the public as a nonpartisan act of good government reformism actually reinforced the dominance of the two parties. While focused primarily on the American experience, the book does consider the prevalence of two-party systems around the world (especially in emerging democracies) and the widespread contempt with which they are often viewed. The concluding chapter considers the potential of truly radical reform toward opening the field to vigorous, lively, contentious third-party candidacies that might finally offer alienated voters a choice, not an echo.

    Abstract: Dieser zweite Band zu alten heiligen Orten in Ägypten liefert Untersuchungen zum islamischen Umgang mit Relikten aus vorislamischer Zeit: Moscheebauten und Heiligengräber in Fuwa und im Qûm von Sa al-Hagar, im alten Sais und am westlichen Nilarm. Das herkömmliche Vorurteil von der ausschließlichen Feindschaft des Islams gegenüber der pharaonischen Kultur ist nicht zu bestätigen. Zwar finden sich im dörflich geprägten Sa al-Hagar auf Grund eines weit zurückreichenden Kontakts mit Reisenden und Equipen westlicher Archäologen deutliche Spuren fundamentalistischer Zurückweisung, doch im städtischen Fuwa zeigt sich, dass selbst in den Moscheen ein durchaus toleranter und kulturell gesteigerter Umgang mit eingebauten alten Säulen und Steinen, pharaonischen Spolien, möglich ist. In einer von der Nähe zum Nil geprägten Landschaft werden neue Züge des lebendigen Ringens um eine moderne islamische Lokalkultur umrissen. Ein zweiter Teil des Bandes präsentiert Silvia Prells ergänzende und vertiefende ägyptologische Studien zur Geschichte der Nilverehrung sowie zur Ausgrabungsgeschichte in Sa al-Hagar (Sais) und dokumentiert die in den Moscheebauten um Fuwa gefundenen Spolien. Axel Krause stattet den Band mit einer überaus reichen, dokumentarischen Bebilderung aus.
