    Abstract: Taiwan has been excluded from the United Nations and other organizations for which statehood is required and its presence in IGOs is mainly limited to functional and regional organizations that allow flexible models of participation, having a specific name, status and activity space in each organization. Taiwans exclusion from major IGOs derives from its unique international status as well as the political controversy over the representation of China in the international arena. (Björn Alexander) br〉Lindemann provides a substantial analysis of the relationship between Taiwan and China in and with regard to IGOs in the time period between 2002 and 2011. Based on a neoclassical realist approach, he takes a look at the case studies of the WTO, APEC, WHO and UN, and explains Taiwans new IGO strategy under President Ma Ying-jeou after 2008 and its impact on Taiwans international space.

    Abstract: Corruption is usually understood as hampering political development, economic growth and democratic participation of citizens, but comparing the effects of corruption for different political regimes presents astonishingly complex findings. The ongoing persistence of corruption underlines that it is not only dysfunctional, but can be highly functional as well. This special issue brings together contributions from comparative politics, political science and economics which precisely focus on these (dys)functionalities of corruption in political regimes across various world regions. The question of methodological pluralism is especially important for studying corruption comparatively. While on an international level a trend towards an increased use of quantitative methods in political science as well as in economics can be observed, the special issue underlines the importance of having a pluralistic approach for grasping the complex and multi-layered effects of the phenomenon. Of similar importance is the adoption of a comparative perspective that includes different world regions in order to understand the different roles of corruption in developing, transforming and developed countries alike. Dr. Tobias Debiel is Director of the Centre for Global Cooperation Research and of the Institute for Development and Peace (INEF). Since 2006, he is also Professor in International Relations and Development Policy, Institute of Political Science, University of Duisburg-Essen.     Abstract: This book re-evaluates Almond, Verba, and Pye's original ideas about the shape of a civic culture that supports democracy. Marshaling a massive amount of cross-national, longitudinal public opinion data from the World Values Survey Association, the authors demonstrate multiple manifestations of a deep shift in the mass attitudes and behaviors that undergird democracy. The chapters in this book show that in dozens of countries around the world, citizens have turned away from allegiance toward a decidedly 'assertive' posture to politics: they have become more distrustful of electoral politics, institutions, and representatives and are more ready to confront elites with demands from below. Most importantly, societies that have advanced the most in the transition from an allegiant to an assertive model of citizenship are better-performing democracies - in terms of both accountable and effective governance.

    Abstract: The civil rights movement and immigration reform transformed American politics in the mid-1960s. Demographic diversity and identity politics raised the challenge of e pluribus unum anew, and multiculturalism emerged as a new ideological response to this dilemma. This book uses national public opinion data and public opinion data from Los Angeles to compare ethnic differences in patriotism and ethnic identity and ethnic differences in support for multicultural norms and group-conscious policies. The authors find evidence of strong patriotism among all groups and the classic pattern of assimilation among the new wave of immigrants. They argue that there is a consensus in rejecting harder forms of multiculturalism that insist on group rights but also a widespread acceptance of softer forms that are tolerant of cultural differences and do not challenge norms, such as by insisting on the primacy of English.

    Abstract: Toby Matthiesen traces the politics of the Shia in the Eastern Province of Saudi Arabia from the nineteenth century until the present day. This book outlines the difficult experiences of being Shia in a Wahhabi state, and casts new light on how the Shia have mobilised politically to change their position. Shia petitioned the rulers, joined secular opposition parties and founded Islamist movements. Most Saudi Shia opposition activists profited from an amnesty in 1993 and subsequently found a place in civil society and the public sphere. However, since 2011 a new Shia protest movement has again challenged the state. The Other Saudis shows how exclusionary state practices created an internal Other and how sectarian discrimination has strengthened Shia communal identities. The book is based on little-known Arabic sources, extensive fieldwork in Saudi Arabia and interviews with key activists. Of immense geopolitical importance, the oil-rich Eastern Province is a crucial but little known factor in regional politics and Gulf security.

    Abstract: For a century and a half, Abraham Lincoln's signing of the Emancipation Proclamation has been the dominant narrative of African American freedom in the Civil War era. However, David Williams suggests that this portrayal marginalizes the role that African American slaves played in freeing themselves. At the Civil War's outset, Lincoln made clear his intent was to save the Union rather than free slaves - despite his personal distaste for slavery, he claimed no authority to interfere with the institution. By the second year of the war, though, when the Union army was in desperate need of black support, former slaves who escaped to Union lines struck a bargain: they would fight for the Union only if they were granted their freedom. Williams importantly demonstrates that freedom was not simply the absence of slavery but rather a dynamic process enacted by self-emancipated African American refugees, which compelled Lincoln to modify his war aims and place black freedom at the center of his wartime policies.

    Abstract: This book responds to the often loud debates about the place of Muslims in Western Europe by proposing an analysis based in institutions, including schools, courts, hospitals, the military, electoral politics, the labor market, and civic education courses. The contributors consider the way people draw on practical schemas regarding others in their midst who are often categorized as Muslims. Chapters based on fieldwork and policy analysis across several countries examine how people interact in their everyday work lives, where they construct moral boundaries, and how they formulate policies concerning tolerable diversity, immigration, discrimination, and political representation. Rather than assuming that each country has its own national ideology that explains such interactions, contributors trace diverse pathways along which institutions complicate or disrupt allegedly consistent national ideologies.     Abstract: Family policy variation in Europe is still enormous and there is very limited knowledge about the publics´ attitudes toward family-policy measures in a comparative perspective. Monika Mischke addresses this research gap by combining a profound analysis of existing family-policy measures with a thorough analysis of public attitudes. Based on institutional theory, which argues that institutions structure the process of orientation, the empirical analysis sheds light on the relationship between the current family-policy setup, the social context, and public attitudes toward particular family-policy measures in 12 countries of the European Union. The results demonstrate that the social context needs to be taken into account in order to improve our understanding of attitudinal variation among different countries and family-policy contexts. Moreover, the author points out that only a few patterns of social polarization are quasi universal, whereas many others are specific to individual countries or certain groups of countries. Why is it acceptable for parties to try to win elections by promising to make certain groups of people better off, but unacceptable - and illegal - to pay people for their votes? Why do parties often lavish benefits on loyal voters, whose support they can count on anyway, rather than on responsive swing voters? Why is vote buying and machine politics common in today's developing democracies but a thing of the past in most of today's advanced democracies? This book develops a theory of broker-mediated distribution to answer these questions, testing the theory with research from four developing democracies, and reviews a rich secondary literature on countries in all world regions. The authors deploy normative theory to evaluate whether clientelism, pork-barrel politics, and other non-programmatic distributive strategies can be justified on the grounds that they promote efficiency, redistribution, or voter participation

    Abstract: The concept of toleration plays a central role in pluralistic societies. It designates a stance which permits conflicts over beliefs and practices to persist while at the same time defusing them, because it is based on reasons for coexistence in conflict - that is, in continuing dissension. A critical examination of the concept makes clear, however, that its content and evaluation are profoundly contested matters and thus that the concept itself stands in conflict. For some, toleration was and is an expression of mutual respect in spite of far-reaching differences, for others, a condescending, potentially repressive attitude and practice. Rainer Forst analyses these conflicts by reconstructing the philosophical and political discourse of toleration since antiquity. He demonstrates the diversity of the justifications and practices of toleration from the Stoics and early Christians to the present day and develops a systematic theory which he tests in discussions of contemporary conflicts over toleration.

In this book, Raffaele Laudani offers a systematic review of how disobedience has been conceptualised, supported, and criticised throughout history. Laudani documents the appearance of 'disobedience' in the political lexicon from ancient times to the present, and explains the word's manifestations, showing how its semantic wealth transcended its liberal interpretations in the 1960s and 1970s. Disobedience, Laudani finds, is not merely an alternative to revolution and rebellion, but a different way of conceiving radical politics, one based on withdrawal of consent and defection in relation to the established order.

    Abstract: This book argues that political and economic inequalities following group lines generate grievances that in turn can motivate civil war. Lars-Erik Cederman, Kristian Skrede Gleditsch, and Halvard Buhaug offer a theoretical approach that highlights ethnonationalism and how the relationship between group identities and inequalities are fundamental for successful mobilization to resort to violence. Although previous research highlighted grievances as a key motivation for political violence, contemporary research on civil war has largely dismissed grievances as irrelevant, emphasizing instead the role of opportunities. This book shows that the alleged non-results for grievances in previous research stemmed primarily from atheoretical measures, typically based on individual data. The authors develop new indicators of political and economic exclusion at the group level, and show that these exert strong effects on the risk of civil war. They provide new analyses of the effects of transnational ethnic links and the duration of civil wars, and extended case discussions illustrating causal mechanisms.

    Abstract: The former Soviet empire spanned eleven time zones and contained half the world's forests; vast deposits of oil, gas and coal; various ores; major rivers such as the Volga, Don and Angara; and extensive biodiversity. These resources and animals, as well as the people who lived in the former Soviet Union - Slavs, Armenians, Georgians, Azeris, Kazakhs and Tajiks, indigenous Nenets and Chukchi - were threatened by environmental degradation and extensive pollution. This environmental history of the former Soviet Union explores the impact that state economic development programs had on the environment. The authors consider the impact of Bolshevik ideology on the establishment of an extensive system of nature preserves, the effect of Stalinist practices of industrialization and collectivization on nature, and the rise of public involvement under Khrushchev and Brezhnev, and changes to policies and practices with the rise of Gorbachev and the break-up of the USSR.

    Abstract: „Religion und Politik“ wurde spätestens mit den jüngsten Revolutionen im arabischen Raum ein zentrales Thema für die Demokratisierungsforschung. Wie beeinflussen religiöse Akteure Demokratisierung? Welche Faktoren bedingen ihre Einflussnahme? Der vorliegende Band bietet erste Antworten auf diese Fragen. Hierfür wird ein theoretisch-konzeptionelles Analyseraster zur Untersuchung der Rolle religiöser Akteure im Regimewandel entwickelt. In keiner der behandelten jungen mehrheitlich christlichen, christlich-orthodoxen oder muslimischen Demokratien haben religiöse Akteure das Ergebnis des jeweiligen Transformationsprozesses bestimmt. Sie haben durch ihre politische und gesellschaftliche Einflussnahme aber zu Prozessen der Erosion autoritärer Herrschaft und zur Demokratisierung beigetragen. Die Möglichkeiten religiöser Akteure auf Demokratisierung einzuwirken, hängen vor allem von ihrer Organisationsform und der formalrechtlichen sowie de facto Stellung gegenüber dem politischen Regime ab. Ihre Ziele, Mittel und die politische Tragweite ihrer vertretenen Theologien sind vornehmlich davon bedingt, wie viel Unabhängigkeit sie vom Staat genießen. The study demonstrates multiple trends toward human empowerment, which converge to give people control over their lives.     Abstract: Globale Phänomene wie politische Gewalt oder Terrorismus zu verstehen, ist eine große Herausforderung. Dieses Buch leistet hierzu einen Beitrag, indem die Problematik der Legitimität und Legitimation von Gewalt in den Mittelpunkt gestellt wird. Die Frage, unter welchen Bedingungen Gewalt legitim ist, wird aus der Perspektive der Gewaltakteure gestellt. Denn Legitimität ist keine für immer garantierte Eigenschaft, sondern sie muss stets aufs Neue geschaffen werden. Deshalb müssen sich „Terroristen“ permanent der legitimitätssuchenden Selbstverständigung stellen: die Rechtfertigung des eigenen Gewalthandelns in den Augen der Gemeinschaft. Die Analyse möchte dazu beitragen, politische Gewalt anders sehen zu lernen.     Abstract: Why are hopes fading for a single European identity? Economic integration has advanced faster and further than predicted, yet the European sense of 'who we are' is fragmenting. Exploiting decades of permissive consensus, Europe's elites designed and completed the single market, the euro, the Schengen passport-free zone, and, most recently, crafted an extraordinarily successful policy of enlargement.     Abstract: In this collection of essays, Theda Skocpol, author of the award-winning book States and Social Revolutions (1979), updates her arguments about social revolutions. How are we to understand recent revolutionary upheavals in countries across the globe? Why have social revolutions happened in some countries, but not in others that seem similar? Skocpol shows how she and other scholars have used ideas about states and societies to identify the particular types of regimes that are susceptible to the growth of revolutionary movements and vulnerable to transfers of state power to revolutionary challengers. Skocpol engages in thoughtful dialogue with critics, and she suggests how culture and ideology can properly be incorporated into historical and comparative studies.
