    Abstract: From Josephine Baker's performances in the 1920s to the 1970s solidarity campaigns for Angela Davis, from Audre Lorde as »mother« of the Afro-German movement in the 1980s to the literary stardom of 1993 Nobel Laureate Toni Morrison, Germans have actively engaged with African American women's art and activism throughout the 20th century. The discursive strategies that have shaped the (West) German reactions to African American women's social activism and cultural work are examined in this study, which proposes not only a nuanced understanding of »African Americanizations« as a form of cultural exchange but also sheds new light on the role of African American culture for (West) German society, culture, and national identity.

    Abstract: How to stimulate growth and support job creation are two critical challenges that countries confront following the global financial crisis. The Local Economic and Employment Development (LEED) Programme of the OECD has developed international cross-comparative reviews on local job creation policies to examine the contribution of local labour market policy to boosting quality employment. Each country review examines the capacity of employment services and training providers to contribute to a long-term strategy which strengthens the resiliency of the local economy, increases skills levels and job quality. This report looks at the range of institutions and bodies involved in workforce and skills development in two states – California and Michigan. In-depth fieldwork focused on two local Workforce Investment Boards in each state: the Sacramento Employment and Training Agency (SETA); the Northern Rural and Training and Employment Consortium (NoRTEC); the Southeast Michigan Community Alliance (SEMCA); and the Great Lakes Bay Michigan Works. The report concludes with a number of recommendations and actions to promote job creation at the federal, state and local levels.

    Abstract: "As increasing global economic disparities, violence, and climate change provoke a rising tide of forced migration, many countries and local communities are responding by building walls--literal and metaphorical--between citizens and newcomers. Up Against the Wall: Re-imagining the U.S.-Mexico Border examines the temptation to construct such walls through a penetrating analysis of the U.S. wall at the U.S.-Mexico border, as well as investigating the walling out of Mexicans in local communities. Calling into question the building of a wall against a friendly neighboring nation, Up Against the Wall offers an analysis of the differences between borders and boundaries. This analysis opens the way to envisioning alternatives to the stark and policed divisions that are imposed by walls of all kinds. Tracing the consequences of imperialism and colonization as citizens grapple with new migrant neighbors, the book paints compelling examples from key locales affected by the wall--Nogales, Arizona vs. Nogales, Sonora; Tijuana/San Diego; and the lower Rio Grande Valley of Texas. An extended case study of Santa Barbara describes the creation of an internal colony in the aftermath of the U.S. conquest of Mexican land, a history that is relevant to many U.S. cities and towns. Ranging from human rights issues in the wake of massive global migration to the role of national restorative shame in the United States for the treatment of Mexicans since 1848, the authors delve into the broad repercussions of the unjust and often tragic consequences of excluding others through walled structures along with the withholding of citizenship and full societal inclusion.     Abstract: The question of whether migration can be an equilibrating force in the labour market is an important criterion for an optimal currency area. It is of particular interest currently in the context of high and rising levels of labour market disparities, in particular within the Eurozone where there is no exchange-rate mechanism available to play this role. We shed some new light on this question by comparing pre- and post-crisis migration movements at the regional level in both Europe and the United States, and their association with asymmetric labour market shocks. We find that recent migration flows have reacted quite significantly to the EU enlargements in 2004 and 2007 and to changes in labour market conditions, particularly in Europe. Indeed, in contrast to the pre-crisis situation and the findings of previous empirical studies, there is tentative evidence that the migration response to the crisis has been considerable in Europe, in contrast to the United States where the crisis and subsequent sluggish recovery were not accompanied by greater interregional labour mobility in reaction to labour market shocks. Our estimates suggest that, if all measured population changes in Europe were due to migration for employment purposes – i.e. an upper-bound estimate – up to about a quarter of the asymmetric labour market shock would be absorbed by migration within a year. However, in the Eurozone the reaction mainly stems from migration of third-country nationals. Even within the group of Eurozone nationals, a significant part of the free mobility stems from immigrants from third countries who have taken on the nationality of their Eurozone host country.

    Abstract: Life is quite good in the United States compared to other OECD countries, thanks to strong economic growth and technological progress having lifted average income to high levels. Nonetheless, there is evidence that the benefits from growth have not been sufficiently broad based. Self-reported happiness increases with income, an issue particularly resonant in a country with among the highest levels of income inequality in the OECD and a pattern of inequality that appears to be moving toward even more concentration at the very top at the expense of the middle class and the poor. Working hours that remain among the longest in the OECD are also creating challenges for work-life balances, child education, personal care and leisure. These pressures are contributing to higher job strain and work-related stress with unhealthy consequences, including for mental health, and a detrimental impact on employability and medical costs. While these trends cannot be easily reversed, a number of policy options are being usefully rolled out and other initiatives are being considered: federal-level policies improving access to health care and early-childhood education, state-level initiatives favouring workplace flexibility, firm-level investments in job quality and greater attention to the health consequences of job-stress. If successfully adopted, they would go a long way toward improving the well-being of American working families.     Abstract: Despite relative affluence, workplace stress is a prominent feature of the US labour market. To the extent that job stress causes poor health outcomes – either directly through increased blood pressure, fatigue, muscle pain, etc. or indirectly through increased rates of cigarette smoking – policy to lessen job stress may be appropriate. Focusing predominantly on the United States, this report reviews the literature on a variety of economic concerns related to job stress and health. Areas in which economists may provide valuable insights regarding job stress include empirical selection concerns in identifying the effect of stress on health; measurement error with respect to stress; the existence and magnitude of compensating differentials for stress; and the unique “job lock” effect in the United States created by a system of employer-provided health insurance. This report concludes with a brief discussion of US policies related to job stress.     Abstract: Since around 2007, the country has been enjoying an “energy renaissance” thanks to its abundant stocks of shale oil and gas. The resurgence in oil and gas production is beginning to create discernible economic impacts and has changed the landscape for natural gas prices in the United States, boosting competitiveness. In order to reap the benefits fully, significant investment is needed. Federal and state governments capture some of the resource rents, but there are potential opportunities to increase taxation and use the revenues to support future well-being. Taxing natural resource rents with profit taxes can be less distortionary than other forms of taxation, though only one state uses this form of tax. Production of shale resources, like other forms of resource extraction, poses a number of challenges for the environment. Respecting demands on water resources requires adequate water rights are in place while state and federal regulators need to monitor the environmental impact of hydraulic fracturing closely and strengthen regulations as needed. Natural gas is a potential “bridge fuel” towards a lower carbon economy, helping to reduce emissions by leading to a substitution away from coal. Flanking measures are desirable to counter natural gas hindering renewables and low prices stymieing innovation.     Abstract: Economists have traditionally been very cautious when studying the interaction between employment and health because of the two-way causal relationship between these two variables: health status influences the probability of being employed and, at the same time, working affects the health status. Because these two variables are determined simultaneously, researchers control endogeneity bias (e.g., reverse causality, omitted variables) when conducting empirical analysis. With these caveats in mind, the literature finds that a favourable work environment and high job security lead to better health conditions. Being employed with appropriate working conditions plays a protective role on physical health and psychiatric disorders. By contrast, non-employment and retirement are generally worse for mental health than employment, and overemployment has a negative effect on health. These findings stress the importance of employment and of adequate working conditions for the health of workers. In this context, it is a concern that a significant proportion of European workers (29%) would like to work fewer hours because unwanted long hours are likely to signal a poor level of job satisfaction and inadequate working conditions, with detrimental effects on health. Thus, in Europe, labour-market policy has increasingly paid attention to job sustainability and job satisfaction. The literature clearly invites employers to take better account of the worker preferences when setting the number of hours worked. Overall, a specific “flexicurity” (combination of high employment protection, job satisfaction and active labour-market policies) is likely to have a positive effect on health.     Abstract: This paper uses data from the American Life Panel to understand the determinants of well-being in the United States during the Great Recession. It investigates how various dimensions of subjective wellbeing reflected in the OECD Better Life Framework impact subjective well-being. The results show that income is an important determinant of subjective well-being. The unemployed and the disabled are significantly less satisfied with their lives than the working population, while the retired and the homemakers are more satisfied. The paper expands the existing evidence by showing that homeowners, registered voters and those with access to health insurance have higher levels of subjective well-being. Time spent walking or exercising is positively correlated with happiness, while working more than 50 hours per week or spending time on health-related activities is negatively correlated with subjective well-being, and higher levels of anxiety.     Abstract: This paper estimates agglomeration benefits based on city productivity differentials across five OECD countries (Germany, Mexico, Spain, United Kingdom, and United States). It highlights the relationship between cities’ governmental fragmentation and productivity, and represents the first empirical analysis of how metropolitan governance structures affect this relationship. The comparability of results in a multi-country setting is supported through the use of Functional Urban Areas – an internationally harmonised definition of cities based on economic linkages rather than administrative boundaries. In line with the previous literature, the analysis confirms that city productivity tends to increase with city size; doubling city size is found to be associated with an increase in productivity of between two and five percent. What is more, city productivity is positively associated with the population size of nearby cities. On the governance side, the paper finds that cities with fragmented governance structures tend to have lower levels of productivity. For a given population size, a metropolitan area with twice the number of municipalities is associated with around six percent lower productivity; an effect that is mitigated by almost half by the existence of a governance body at the metropolitan level.

    Abstract: Historically, discussions of income inequality have emphasised cross-sectional comparisons of levels of inequality of income. These comparisons have been used to argue that countries with more inequality are less healthy, less democratic, more crime-infested, less happy, less mobile and less equal in economic opportunity, but such comparisons implicitly presume that current levels of inequality are steady state outcomes. However, the income distribution can only remain stable if the growth rate of income is equal at all percentiles of the distribution. This paper compares long-run levels of real income growth at the very top, and for the bottom 90% and bottom 99% in the United States, Canada and Australia to illustrate the uniqueness of the post-WWII period of balanced growth (and consequent stability in the income distribution). The ‘new normal’ of the United States, Canada and Australia is ‘unbalanced’ growth – specifically, over the last thirty years the incomes of the top 1% have grown significantly more rapidly than those of everyone else. The paper asks if auto-equilibrating market mechanisms will spontaneously equalise income growth rates and stabilise inequality. It concludes that the more likely scenario is continued unbalanced income growth. This, in turn, implies, on the economic side, consumption and savings flows which accumulate to changed stocks of indebtedness, financial fragility, and periodic macroeconomic crises; and, on the social side, to increasing inequality of opportunity and political influence. Greater economic and socio-political instabilities are therefore the most likely consequence of increasing income inequality over time.

    Abstract: Following Chairman Ben Bernanke’s comments before Congress that the FOMC may ‘take a step down in the pace of asset purchases if economic improvement appears to be sustained’, US 10-year interest rates picked up sharply and gross capital flows to emerging market economies (EMEs) reversed. These events raised concerns that further increases in US interest rates could trigger sharp changes of capital flows that would be followed by financial crises in EMEs. To assess this possibility, this paper studies the association between US long term interest rates and cycles of capital flows to EMEs. It finds that, indeed, cycles in capital flows to EMEs are linked to global conditions, including global risk aversion and long term interest rates in the United States. In particular, higher US long term interest rates are associated with lower levels of gross capital flows to EMEs, and to a higher probability of observing sharp reversals in those flows. Episodes of net capital inflows, on the other hand, are mostly associated with domestic macroeconomic conditions. In particular, economies with relatively low levels of gross outflows, with a high ratio of short-term debt to international reserves or with weak domestic fundamentals are more vulnerable to the risk of a classic sudden stop à la Calvo.     Description / Table of Contents: In the 1950s and 1960s, images of children appeared everywhere, from movies to milk cartons, their smiling faces used to sell everything, including war. In this provocative book, Margaret Peacock offers an original account of how Soviet and American leaders used emotionally charged images of children in an attempt to create popular support for their policies at home and abroad. Groups on either side of the Iron Curtain pushed visions of endangered, abandoned, and segregated children to indict the enemy's state and its policies. Though the Cold War is often characterized as an ideological divide between the capitalist West and the communist East, Peacock demonstrates a deep symmetry in how Soviet and American propagandists mobilized similar images to similar ends, despite their differences. Based on extensive research spanning fourteen archives and three countries, Peacock tells a new story of the Cold War, seeing the conflict not simply as a divide between East and West, but as a struggle between the producers of culture and their target audiences.--

Though he ended up canceling the stunt in the face of widespread public backlash, his threat sparked violent protests across the Muslim world that left at least twenty people dead. In Terrified, Christopher Bail demonstrates how the beliefs of fanatics like Jones are inspired by a rapidly expanding network of anti-Muslim organizations that exert profound influence on American understanding of Islam. Bail traces how the anti-Muslim narrative of the political fringe has captivated large segments of the American media, government, and general public, validating the views of extremists who argue that the United States is at war with Islam and marginalizing mainstream Muslim-Americans who are uniquely positioned to discredit such claims. Drawing on cultural sociology, social network theory, and social psychology, he shows how anti-Muslim organizations gained visibility in the public sphere, commandeered a sense of legitimacy, and redefined the contours of contemporary debate, shifting it ever outward toward the fringe. Bail illustrates his pioneering theoretical argument through a big-data analysis of more than one hundred organizations struggling to shape public discourse about Islam, tracing their impact on hundreds of thousands of newspaper articles, television transcripts, legislative debates, and social media messages produced since the September 11 attacks. Centered on the sexuality of racialized queer female subjects, the book's varied archive--which includes burlesque border crossings, daddy play, pornography, sodomy laws, and sovereignty claims--seeks to bring to the fore alternative sexual practices and machinations that exist outside the sightlines of mainstream cosmopolitan gay male culture. Situating articulations of sexual subjectivity between the interpretive poles of law and performance, Rodriguez argues that forms of agency continually mediate among these various structures of legibility--the rigid confines of the law and the imaginative possibilities of the performative. She reads the strategies of Puerto Rican activists working toward self-determination alongside sexual performances on stage, in commercial pornography, in multi-media installations, on the dance floor, and in the bedroom. Rodriguez examines not only how projections of racialized sex erupt onto various discursive mediums but also how the confluence of racial and gendered anxieties seeps into the gestures and utterances of sexual acts, kinship structures, and activist practices.     Abstract: Bell has added considerable depth and detailed analysis on the development of Black professional associations by filling a research gap in the existing literature concerning the institutionalization of the Black liberation movement during the age of Black Power. Aldon Morris, Northwestern University:Joyce M. Bell has written an important book. The Black Power movement of the 1960s and 1970s is often viewed as a disastrous social movement that fractured the constructive change achieved by Martin Luther King Jr. and the nonviolent Southern civil rights movement. Bell's book shatters this myth by revealing the pivotal role Black Power politics played in reshaping the social work profession. She shows how both white and black social workers were forced to reexamine their fundamental assumptions regarding how they should attend to the needs of their clients, especially poor people of color. The story of how the Black Power movement changed social work is not widely known or understood. The Black Power Movement and American Social Work erases this ignorance, enabling both professional social workers and the larger public to reach a sophisticated understanding of an important moment in our history.     Abstract: The Black Power movement has often been portrayed in history and popular culture as the quintessential "bad boy" of modern black movement-making in America. Yet this impression misses the full extent of Black Power's contributions to U.S. society, especially in regard to black professionals in social work. Relying on extensive archival research and oral history interviews, Joyce M. Bell follows two groups of black social workers in the 1960s and 1970s as they mobilized Black Power ideas, strategies, and tactics to change their national professional associations. Comparing black dissenters within the National Federation of Settlements (NFS), who fought for concessions from within their organization, and those within the National Conference on Social Welfare (NCSW), who ultimately adopted a separatist strategy, she shows how the Black Power influence was central to the creation and rise of black professional associations. She also provides a nuanced approach to studying race-based movements and offers a framework for understanding the role of social movements in shaping the non-state organizations of civil society

    Abstract: The events surrounding the Trayvon Martin murder, trial and acquittal bring to public and private discourse the violent, brutal murders of Emmett Till, Medgar Evers, Malcolm X, and Dr. King, while bringing back to memory the racially provoked murders of Black American and Black immigrant men such as Amadou Diallo, Oscar Grant and more recently, Michael Brown in Ferguson and Eric Garner in New York. The name of Trayvon Martin has become trope in the 21st century, which crystallizes US racial politics regarding Blackness, specifically the Black male: a metaphoric symbol of this history of America’s regard for Black bodies, as well as a metonym, a name that has become a contemporary substitute for terrorist attacks targeting Black bodies. The works included here imply that Trayvon Martin, as trope, reverberates in the most conscientious of ‘US’; and, this epic tragedy is one that has plagued ‘US’ since Africans and people of African descent first arrived to the Americas.
