Based on the results from the 39 countries and regions that participated in the 1st cycle of the Survey of Adult Skills (PIAAC), it places special emphasis on the results from the 3rd round of this cycle, with 6 new countries collecting data in 2018-19. This report describes adults' proficiency in information-processing skills and examines how proficiency is related to education, labour-market and social outcomes.

    Abstract: This paper presents a range of policies to enhance adoption of digital technologies and firm productivity. It quantifies illustratively the effect of policy changes by combining the results of two recent OECD analyses on the drivers of adoption and their productivity benefits. Increasing access to high-speed internet, upgrading technical and managerial skills and implementing product and labour market reforms to facilitate the reallocation of resources in the economy are found to be the main factors supporting the efficient adoption of a selection of digital technologies. The most productive firms have benefitted relatively more from digitalisation in the past, contributing to a widening productivity gap with less productive firms. Policies should create the conditions for efficient adoption by less productive firms, which would help them to catch up, achieving a double dividend in terms of growth and inclusiveness. Enhancing skills has a key role to play in this area since less productive firms suffer relatively more from skill shortages.

    Abstract: How are new opportunities to create and share information shaping the digital transformation of the agriculture and food system, and thus potentially fostering its reorganisation? This report focuses on cross-border trade aspects along the global agriculture and food value chain, and looks at how changes brought about by digital technologies can influence who participates in the value chain, where value added is created, and how value is distributed between actors in the chain. However, it is not only changes in the agriculture and food sector from digital technologies that matters, but also the digital transformation of other actors in the global value chain (GVC) such as support services, logistics and governments. Digital technologies present a potential to reduce trade and transaction costs, including those related to identifying and negotiating a deal, proving compliance with standards and to delivering products across borders quickly and efficiently.

    Abstract: Agricultural sectors are increasingly integrated into international markets as global value chains (GVCs) expand. This integration is helping to drive value added growth in the sector, including the returns that flow to labour. This report explores the impact that trade and agro-food GVC participation has on labour returns and thereby employment not only within the agricultural sectors, but across other sectors of the economy. At the global level, trade and agro-food GVCs generated an average of between 20-26% of total agricultural workforce returns between 2004 and 2014, and labour returns were generated from both direct participation in trade and from indirect participation through other downstream sectors. This report finds that the impact on economy-wide labour returns is on average greater for countries specialising in direct exports of primary products as compared to those specialising in indirect agricultural exports. Evidence also shows that agricultural subsidies have a negative impact both on labour returns from primary sector exports and the returns generated indirectly from processing-sector exports.

    Abstract: The ubiquitous exchange of data across borders has given rise to a range of concerns by governments and citizens about some of the effects of so much information being collected and used, often without the knowledge of data subjects. This has led countries to condition or prohibit the transfer of data abroad, affecting trade in the process. This paper develops an indicative taxonomy of domestic approaches to cross-border data flow regulation and local storage requirements; it then surveys international instruments that address the question of international data transfers. The paper then examines the issues that data flow restrictions might raise for consumers and businesses. Against this backdrop, the paper highlights the challenge of finding balance between ensuring that important objectives, such as consumer privacy and security, are met while maintaining the benefits from free flows of data, including the benefits from increased and more inclusive digital trade.

    Abstract: The rapid acceleration of digital transformation has had profound implications for services trade but the benefits of digitalisation risk being derailed by existing and emerging trade barriers. The OECD Digital Services Trade Restrictiveness Index (Digital STRI) is a new tool that identifies, catalogues, and quantifies cross-cutting barriers that affect services traded digitally. It consists of two components, the regulatory database and indices, which bring together comparable information from 44 countries. The Digital STRI shows a diverse and complex global regulatory environment affecting trade in digitally enabled services. Moreover, over the past years, the indices show an increasingly tightening regulatory environment highlighting that further international cooperation and dialogue is needed to maximise the benefits of digitalisation.

    Abstract: The relationship between agricultural support policies (adapted from the OECD Producer Support Estimate (PSE) classification) and a selection of environmental impacts are analysed in a range of country settings, using a farm-level and a market-level model. Based on the methods and environmental indicators used, market price support and payments based on unconstrained variable input use were the most environmentally harmful among the various PSE measures. Decoupled support payments based on non-current crop area were the least harmful, even when considering their impacts on the behaviour of risk averse farmers. The impacts of support policies that clearly change the competitiveness of one production activity in relation to another, such as payments based on current crop area or on animal numbers, were more equivocal. Support payments subject to environmental constraints can improve environmental outcomes compared to coupled support without restrictions, however, they can also have unintended environmental impacts.

    Abstract: Integrating gender dimensions into early warning systems is critical to support equitable crisis prevention and response. This paper investigates the extent to which food and nutrition security early warning systems (FNS EWS) in the Sahel and West Africa are gender-responsive and highlights existing gaps at national and regional levels. Progress has been made by key partners and stakeholders towards strengthening the gender analysis of FNS EWS, however, these efforts have not led to a unified reconfiguration of joint FNS EWS mechanisms to be more gender-responsive. More concerted efforts are required to assess and track the gender dimensions of FNS EWS to inform more equitable emergency prevention and response. This paper provides timely policy directions to support stakeholders’ efforts in strengthening the gender-responsiveness of early warning systems in the Sahel and West Africa.

    Abstract: Following the 2013 French military intervention in Mali, significant attention has been paid to issues of security and development in the Sahel. The stability of Sahelian countries and the capacity of their governments to manage social change and resulting tensions have major security implications for migration flows, economic development, and health concerns both for local people and for the broader international community. The rise of violent religious extremism in the region and the varied efforts to curtail its spread have raised international alarm and prompted important resources to be invested by both domestic governments and foreign partners. This paper offers a broad overview of the current situation in the Sahel paying attention to the intersecting and overlapping issues of security and development. The paper then interrogates three central themes—poverty, migration, and conflict—adopting a historical perspective to examine long-term trends in the region. In doing so, it aims to contribute to contemporary policy discussions by offering evidence of how these dynamics have either changed or persisted across this centrally important region during the last several decades.

    Abstract: Although global value chain (GVCs) participation in Southeast Asia has been growing, little is known about whether the benefits from participation are accruing to larger firms or if small and medium sized enterprises (SMEs), which make up the majority of companies and employ the bulk of the domestic workforce, are also able to take advantage of the new opportunities on offer. This paper uses detailed firm level data from Southeast Asian countries to split the OECD Trade in Value Added database and map how SMEs have been participating in GVCs. It then identifies the benefits associated with this participation and looks into the policy levers that can help make GVC participation in the region more inclusive. It suggest that policy makers focus on: i) reducing trade costs that hit SMEs hardest; including tariffs, trade agreements and trade facilitation; ii) creating an enabling environment to promote domestic linkages so that SMEs can create partnerships with larger firms and multinationals to export indirectly; and iii) reducing non-tariff measures that are especially onerous for SMEs through wider ASEAN regulatory harmonisation and adopting more flexible rules of origin.

    Abstract: Productivity growth has declined in most advanced economies in the past two decades and there are signs that the pace of global value chain (GVC) integration has slowed in the post-crisis period. This paper explores the role of GVCs - international trade in intermediate inputs - for multi-factor productivity growth using a range of cross-country industry-level data sources. We find that greater participation in GVCs is associated with faster domestic productivity growth at the industry level. We estimate that if GVCs had continued to grow at their pre-crisis trend, productivity growth would have been around 1 percentage point faster over the subsequent five years in both manufacturing and services. We also find that the productivity-enhancing direction of trade differs between sectors. For manufacturing sectors, greater use of intermediate inputs from foreign sources (backward participation) is linked with faster productivity growth, reflecting the beneficial effects of having access to better quality or cheaper inputs. For services sectors, it is more the sales of intermediates (forward participation) that is associated with productivity gains, in line with the traditional role of services in foreign trade as providing inputs to other activities. Looking by partner country, GVC participation with higher productivity countries is particularly productivity enhancing. We also find that GVC integration spurs greater domestic innovation activity.

This review analyses both the indicators available for Argentina and the main agricultural policy areas, such as trade, innovation, sustainability, risk management and value chains. It also provides a series of policy recommendations. Argentina’s agricultural sector has undergone a considerable innovation process over the last two decades. This transformation was mostly led by a dynamic and pro-active private sector often subject to policies providing negative support via export restrictions and taxes. The rapid adoption of technologies, such as improved varieties and no-till farming, and organisational innovations have contributed to increasing the Total Factor Productivity of crops. Government focus on providing such general services as research, extension, and animal and plant health has facilitated innovation as has the proactive management of risks by farmers. Nevertheless, environmental pressures are increasing with deforestation and the use of pesticides.

This report uses the OECD Performance Assessment Framework for Economic Regulators (PAFER) to assess both the internal and external governance of Peru's Supervisory Agency for Private Investment in Telecommunications (OSIPTEL). The review acknowledges OSIPTEL's achievements and good practices, analyses the key drivers of its performance, and proposes an integrated reform package to help the regulator prepare for the future.

    Abstract: The SME Policy Index is a benchmarking tool that assists emerging economies in monitoring and evaluating progress in policies that support small and medium-sized enterprises. This first application of the Index methodology in the Latin American and Caribbean region covers the four Pacific Alliance member countries (Chile, Colombia, Mexico, Peru) and three participating South American countries (Argentina, Ecuador, Uruguay). Divided into seven policy dimensions, this report assesses the strengths and weaknesses that exist in different areas of SME policy design, implementation, and monitoring and evaluation, and provides guidance to policy makers in identifying policy areas for future reform according to international good practices. This report is a joint effort between the Development Bank of Latin America (CAF) and the OECD through its Latin America and the Caribbean Regional Programme (LACRP), in co-operation with the Latin American and Caribbean Economic System (SELA) and the “Foundation for the Strategic Analysis and Development of the SME” (FAEDPYME).

    Abstract: This report on Italy is the sixth country study published in a series of reports looking into how policies connect people with jobs. It discusses how active labour market policies in Italy are performing both on the national and the regional level, focussing particularly on the reform process in the system of public employment services initiated by the Jobs Act. The ongoing reform has good potential to improve the performance of employment services in Italy, particularly if the stakeholders of the system cooperate to establish a binding performance management framework and develop national IT infrastructure supporting the tasks of the local offices to serve jobseekers and employers. The National Agency for Active Labour Market Policies has a key role in encouraging the cooperation between the stakeholders, leading the development of new tools and methodologies and thus supporting the local employment offices to implement the new service model. Besides the general reform process, the review looks at some specific approaches regarding providing employment services in Italy – using jobseeker profiling tools to target active labour market policies; increasing quality and capacity of employment services by contracting out employment services to private service providers; and reaching out to employers and advancing demand-side services.

    Abstract: This report aims to support the development of a sound economic regulatory system for the water supply and sanitation (WSS) sector in the Republic of Moldova (hereafter “Moldova”). The prevailing policy framework calls for drastic developments in WSS to modernise and optimise WSS systems and improve operational efficiency (non-revenue water, staff-output ratios etc.) – in line with domestic and international commitments (including the Association Agreement with the European Union, the Sustainable Development Goals, the Paris Agreement and the national WSS strategy). This report outlines ways and means for strengthening the capacity of the Moldovan government to provide sound regulation and that of WSS operators to deliver higher standards of service while ensuring the affordability of WSS services. Such a transition cannot happen overnight. It requires a sound economic regulatory system conducive to affordability, cost recovery and debt servicing, and a realistic performance improvement path for water utilities.

    Abstract: Under the Action 13 Minimum Standard, jurisdictions have committed to foster tax transparency by requesting the largest multinational enterprise groups (MNE Groups) to provide the global allocation of their income, taxes and other indicators of the location of economic activity. This unprecedented information on MNE Groups’ operations across the world will boost tax authorities’ risk-assessment capabilities. The Action 13 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review process. The peer review of the Action 13 Minimum Standard is proceeding in stages with three annual reviews in 2017, 2018 and 2019. The phased review process follows the phased implementation of CbC Reporting. Each annual peer review process will therefore focus on different aspects of the three key areas under review: the domestic legal and administrative framework, the exchange of information framework, and the confidentiality and appropriate use of CbC reports. This second annual peer review report reflects the outcome of the second review which considered all aspects of implementation. It contains the review of 116 jurisdictions which provided legislation or information pertaining to the implementation of CbC Reporting.

Pour accélérer la transition vers une économie bas carbone et circulaire, le pays devra investir massivement dans les infrastructures durables, faire progresser la prévention et le recyclage des déchets et renforcer les instruments économiques. Ceci est le premier Examen environnemental de la Lettonie, dont il évalue les progrès sur la voie du développement durable et de la croissance verte, en accordant une attention plus particulière aux déchets et à l’économie circulaire, ainsi qu’à la conservation et à l’utilisation durable de la biodiversité. The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Bulgaria.

Large amounts of investment have helped increase the use of renewables, improve energy efficiency of homes, reduce greenhouse gas emissions and extend access to water and waste services. However, convergence with more advanced OECD economies is far from being accomplished. Forestry and agriculture play a key economic role, but exert increasing pressures on biodiversity. Mainstreaming biodiversity considerations into economic development policies should be a priority. Accelerating the transition towards a low-carbon and circular economy will require major investment in sustainable infrastructure, more waste prevention and recycling and stronger economic instruments. This is the first Environmental Performance Review of Latvia. It evaluates progress towards sustainable development and green growth, with special features on waste and circular economy, and biodiversity conservation and sustainable use.

    Abstract: In the wake of the technological revolution that began in the last decades of the 20th century, labour-market demand for information-processing and other high-level cognitive and interpersonal skills have been growing substantially. Based on the results from the 33 countries and regions that participated in the 1st and 2nd round of the Survey of Adult Skills in 2011-12 and in 2014-15, this report describes adults’ proficiency in three information-processing skills, and examines how proficiency is related to labour-market and social outcomes. It also places special emphasis on the results from the 3rd and final round of the first cycle of PIAAC in 2017-18, which included 6 countries (Ecuador, Hungary, Kazakhstan, Mexico, Peru and the United States). The Survey of Adult Skills, a product of the OECD Programme for the International Assessment of Adult Competencies (PIAAC), was designed to provide insights into the availability of some of these key skills in society and how they are used at work and at home. The first survey of its kind, it directly measures proficiency in three information-processing skills: literacy, numeracy and problem-solving in technology-rich environments.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Belgium, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website.

This sector represents an opportunity for Moldova to address key objectives in its environmental and climate-related policies as part of the country’s ambitions to transition to a green economic path of development. The investment programme is also designed to support the modernisation of the urban transport fleet in the country and stimulate the domestic market to shift to modern buses powered by clean fuels. The programme is foreseen to be implemented in two phases: the first covers the cities of Chisinau and Balti and the second extends to areas outside of the initial pilot city centres (pilot city suburbs as well as inter-city transport). These investments are expected to result in significant environmental, public service and socio-economic benefits.

    Abstract: The Vitrigel-Eye Irritancy Test (EIT) method is an in vitro test method that allows the identification of test chemicals not requiring classification and labelling for eye irritation or serious eye damage. This test measures the eye irritation potential of a test chemical based on its ability to induce damage to the barrier function of the human corneal epithelium (hCE) models used in the Vitrigel-EIT method. It is known that chemicals that are irritating to the eye first destroy tear film and epithelial barrier function of the eye, subsequently induce epithelial cell death, and finally produce stromal degeneration and endothelial cell death, resulting in corneal opacity. Therefore, the change of the epithelial barrier function is a relevant endpoint for detecting eye irritation. In the Vitrigel Eye Irritancy test method , time-dependent changes in the Transepithelial Electrical Resistance (TEER) values are indicative of damage to the barrier function of the corneal epithelium following exposure to a test chemical; this situation is similar to the observed damage of the rabbit cornea following exposure to a test chemical, which is an important mode of action leading to damage of the corneal epithelium and eye irritation. The Vitrigel-Eye Irritancy Test (EIT) method can be used within the limited applicability domain of test chemicals having pH 〉 5.0 (based on 2.5% weight/volume (w/v) preparation).

Ce rapport, qui s’appuie sur les voix des enseignants et des chefs d’établissement, offre une série d’orientations stratégiques visant à renforcer les connaissances et les compétences du corps enseignant à l’appui de sa professionnalisation. L’Enquête internationale sur l’enseignement et l’apprentissage de l’OCDE (TALIS) est la seule enquête de cette envergure qui interroge les enseignants et les chefs d’établissement sur leurs conditions de travail et leurs environnements d’apprentissage, et agit comme un baromètre de la profession tous les cinq ans. The provision of digital identity (DI) is critical to government ambitions for transforming the quality of public services. This study discusses Chile's experience of DI alongside a comparison of 13 OECD countries, and aims to support the Government of Chile in developing and enhancing their approach to the development of DI as a piece of core digital government infrastructure and an enabler of seamless service delivery. The study uses a framework that covers the foundations for identity in terms of existing national identity infrastructure, policies and governance, the technical solutions that have been explored, the factors which impact adoption, and the ways in which DI can empower citizens through greater control of their data, transparency and measurement of impact.

    Abstract: Governments and providers of development co-operation increasingly use Sustainable Development Goal indicators to guide their policies and practices. The close examination of three large recipients of development co-operation: Ethiopia, Kenya and Myanmar across the sectors of Education, Sanitation and Energy reveals four inter-related challenges in using SDG indicators at country level. First, the cost of using specific SDG indicators varies in relation to indicator complexity – complementary investments in country statistical systems may be necessary. Second, providers synchronising their country-level results planning with partner countries find it easier to align to and measure SDG indicators together with the partner country and other providers. Third, reliance on joint monitoring approaches is helping providers reduce the cost of SDG monitoring. Finally, while disaggregating SDG data by gender and by urban-rural dimensions is common, other data disaggregation relevant to ensure that no one is left behind are rare.

Visto que la reasignación de puestos de trabajo puede causar pérdidas de ingresos a corto plazo, las políticas deberían facilitar la transición impulsando programas de formación y fortaleciendo la protección social. Las políticas sociales son efectivas para reducir la desigualdad. La pobreza continuó su descenso durante 2016 y 2017, hasta que una crisis severa empujó a la economía a una profunda recesión en 2018. In areas such as social protection and active labour market policies, national-level approaches have been positively influenced by ASEAN Declarations on these subjects. Despite extensive progress in many areas, significant policy gaps still remain. Workers who are more vulnerable to exploitation, such as migrants, minorities or informal workers, were the focus of only a small proportion of these policies during the period under review. This report highlights the need for continued dedication by policymakers to the improvement of labour market institutions and programmes. This commitment to the advancement of the Decent Work Agenda in the region could also benefit from further ASEAN-level actions focusing on labour and social issues.

L’absence de mobilité sociale a des répercussions aussi bien économiques que politiques, sans compter les effets qu’elle engendre à l’échelle de la société. Le rapport montre que les pouvoirs publics peuvent agir pour améliorer la mobilité dans nos sociétés et pour protéger les ménages des effets négatifs provoqués par les chocs enregistrés au niveau des revenus.     Abstract: With almost 70% of the operating nuclear power reactors over 30 years of age, countries around the world are assessing whether to allow reactor operation past the 50 60 year mark and potentially up to 80 years. Ensuring a proper legal framework for the long term operation (LTO) of nuclear power reactors is a key component of such considerations. The aim of this report is to provide insights into the various laws, regulations and policies that contribute to different countries' approaches to LTO. By collecting information from more than 20 NEA member and non member countries, this report highlights both commonalities among approaches as well as possible reasons for variations. Ultimately, the information gathered can serve as a vital resource for future exchanges respecting the legal aspects of LTO, with a view to further development and strengthening of the collective understanding of these issues.

    Abstract: Middle-class households feel left behind and have questioned the benefits of economic globalisation. In many OECD countries, middle incomes have grown less than the average and in some they have not grown at all. Technology has automated several middle-skilled jobs that used to be carried out by middle-class workers a few decades ago. The costs of some goods and services such as housing, which are essential for a middle-class lifestyle, have risen faster than earnings and overall inflation. Faced with this, middle classes have reduced their ability to save and in some cases have fallen into debt. This report sheds light on the multiple pressures on the middle class. It analyses the trends of middle-income households through dimensions such as labour occupation, consumption, wealth and debt, as well as perceptions and social attitudes. It also discusses policy initiatives to address the concerns raised by the middle class, by protecting middle-class living standards and financial security in the face of economic challenges.

    Abstract: In May 2016, the World Humanitarian Summit represented a turning point for humanitarian policies. The Summit gave the impetus to seriously reflect on how to operate in environments where people’s needs don’t coincide anymore with existing mandates and sectors. The OECD believes that an effective humanitarian response is the one that addresses affected people’s needs in a timely and efficient manner. One way to measure effectiveness is to ask aid beneficiaries what they think about the aid they get. With this is mind, the OECD initiated a first round of surveys during the cycle 2016-2017 in six countries affected by different type of crisis : Lebanon, Afghanistan, Haiti, Iraq, Somalia and Uganda. Two years after the World humanitarian Summit, the OECD and Ground Truth Solutions took another round of surveys in the same countries, plus Bangladesh. The purpose of this second round of surveys is to assess whether the commitments made at the World Humanitarian Summit, including the Grand Bargain, are having a tangible impact on people’s lives in the most difficult contexts in the world. This paper provides some answers to this question.

    Abstract: This report discusses challenges and opportunities in assessing the impacts of science-industry knowledge exchange on innovation. The report provides new evidence on joint industry-science patenting activity and academic start-ups, as well as on the impact of geographical proximity between research institutions and industry on local innovation. The report explores the complex set of knowledge-transfer channels, such as collaborative research, co-patenting, academic spinoffs, and their relative importance across science fields and industry sectors. It also experiments with using labour force survey data to assess the contributions of graduates in social sciences to different industries. Different policy mixes are used in OECD countries to stimulate science-industry knowledge transfer. This report presents a taxonomy of 21 policy instruments, which include grants for collaborative university-industry research and financial support to university spin-offs, and discusses their possible positive and negative interactions. Based on a number of country case studies, the report also sheds light on new policy approaches to support spin-off creation. The report also explores recent trends on the governance of public research of high relevance to science-industry knowledge transfer using newly developed policy indicators for 35 OECD countries.

    Abstract: Korean families are changing fast. While birth rates remain low, Koreans are marrying and starting a family later than ever before, if at all. Couple-with-children households, the dominant household type in Korea until recently, will soon make up fewer than one quarter of all households. These changes will have a profound effect on Korea’s future. Among other things, the Korean labour force is set to decline by about 2.5 million workers by 2040, with potential major implications for economic performance and the sustainability of public finances. Since the early 2000s, public policy has changed to help parents reconcile work and family commitments: Korea has developed a comprehensive formal day-care and kindergarten system with enrolment rates that are now on par with the Nordic countries. Korea also has one year of paid parental leave for both parents, but only about 25% of mothers and 5% of fathers use it, as workplace cultures are often not conducive to parents, especially fathers, taking leave. Cultural change will take time, but this review suggests there also is a need for additional labour market, education and social policy reform to help Koreans achieve both work and family aspirations, and contribute to the rejuvenation of Korean society.

    Abstract: Profiling tools help to deliver employment services more efficiently. They can ensure that more costly, intensive services are targeted at jobseekers most at risk of becoming long term unemployed. Moreover, the detailed information on the employment barriers facing jobseekers obtained through the profiling process can be used to tailor services more closely to their individual needs. While other forms of profiling exist, the focus is on statistical profiling, which makes use of statistical models to predict jobseekers’ likelihood of becoming long-term unemployed. An overview on profiling tools currently used throughout the OECD is presented, considerations for the development of such tools, and some insights into the latest developments such as using “click data” on job searches and advanced machine learning techniques. Also discussed are the limitations of statistical profiling tools and options for policymakers on how to address those in the development and implementation of statistical profiling tools.
