    Abstract: [Dt.:] In dem Projekt hat die HAB Wolfenbüttel gemeinsam mit der University of Warwick/British Library frühneuzeitliche Drucke zur Festkultur vollständig digitalisiert und auf Seitenebene inhaltlich erschlossen. So können über die Datenbank insgesamt 567 Drucke recherchiert werden, für die auf Titel- und Seitenebene über 40.000 Schlag- und Stichworte vergeben wurden. Bei den Druckschriften handelt es sich um barocke Festliteratur: Beschreibunge von Festen, Reden, Predigten, Theaterstücken, Hochzeiten, Begräbnisse etc. Neben der einfachen und der erweiterten Suche können die Wolfenbütteler Bestände auch über einen Iconclass-Browser recherchiert werden. Die digitalisierten Bücher selbst können in hoher Geschwindigkeit geblättert werden; die digitalen Bilder sind trotz geringer Ladezeit von sehr guter Qualität. Außerdem enthält die Website einen deutsch-englischen Thesaurus zur barocken Festkultur. - [Engl.:] In its project "Festival Culture Online - 17th-Century German Imprints of Baroque Festival Culture" the Herzog August Bibliothek has digitized 314 imprints and indexed them at page level. The project was carried out in close co-operation with the project of the University of Warwick/British library, which was itself originally inspired by the Wolfenbuettel example. Metadata of 253 imprints from the Warwick/BL project could be added to the database to the effect that now 567 imprints can be searched online.

    Abstract: "Governing Police Stops Across Europe should be essential reading for all those involved in police governance, scrutiny, and practice.” --Gill Imery, former Her Majesty's Chief Inspector of Constabulary Scotland This book takes a critical and comparative approach to the analysis of the governance of police stops across Europe. It draws on an EU COST Action research network on Police Stops which engaged academics and practitioners from 29 countries to better understand the practice of police stops. It begins by examining how police stops are defined and the various legal rules and levels of accountability afforded. The chapters are arranged by theme to focus on a core aspect of the governance of police stops. These include: legal frameworks and police discretion; internal governance; external accountability and civilian oversight; possibilities for legal recourse; and the different roles of data and technology. Each compares the distinct approaches evident across Europe, often employing case studies. The book adopts a critical approach, acknowledging governance as contested and involving diverse (state, non-state and supranational) actors. It considers implications for policing in a rapidly changing environment globally. Elizabeth Aston is Professor of Criminology at Edinburgh Napier University, UK, and the Director of the Scottish Institute for Policing Research. Sofie De Kimpe is full time Professor of Criminology at the Department of Criminology at the Vrije Universiteit Brussel (VUB), Belgium and was Chair of the EU COST Action on Police Stops. János Fazekas is Associate Professor at ELTE University, Budapest, Hungary. He was co-leader of the Governance Working Group of the EU COST Action on Police Stops. Genevieve Lennon is Senior Lecturer in Law at the University of Strathclyde, UK. She was co-leader of the Governance Working Group of the EU COST Action Police Stops. Mike Rowe is Lecturer in Public Sector Management at the University of Liverpool, UK, and was Vice Chair of the EU COST Action on Police Stops.

    Abstract: This report assesses the use of online dispute resolution (ODR) in Latvia. It looks at the country’s efforts to modernise its justice system and develop dispute resolution mechanisms, identifies areas for improvement in line with the OECD ODR Framework, and provides examples of the application of ODR in other countries. The assessment is enriched by the application of the OECD ODR Framework to three specific types of claims – simplified and warning procedures, and consumer claims. It provides recommendations for successfully implementing ODR in Latvia and broadly modernising the justice sector to ensure better access to justice for all.

    Abstract: This volume examines some of the major challenges and opportunities for Europe in the light of the intensifying US-China global strategic rivalry. In doing so, the book investigates European roles and behavior in the contemporary US-China-Europe triangular relationship. While the book's focus is on Europe, the contributors originate from, or are based in, the US and China, thus presenting a unique outside-in perspective to the analysis of European conduct in the areas of security, geo-politics, geo-economics, global governance, development, and climate change.     Abstract: Over a million Kurdish-Yezidi refugees are dispersed across European cities and towns. However, they are neither recognized as a distinct community of stateless immigrants nor as a distinct European ethnic or religious minority. They are frequently utilized as data sources without having a voice to address their challenges. This oral testimony project, moving beyond, but contributing to, conventional academic research, provides these communities with a space to tackle multiple questions in their own languages and with their own voices. The book seeks to answer what drives their departures from their home countries, how they escape, what shapes their lives in receiving cities, and finally, how homeland affairs influence their lives in new environments. By addressing all these themes, this book presents refugee-centric knowledge by and with refugees as objects and subjects of their narratives and transcends neoliberal humanitarian, state-centric, and colonial hegemonic epistemes that limit refugees' epistemic capabilities and viewpoints. Veysi Dag is a research fellow of the Minerva Foundation at the Department of International Relations at the Hebrew University of Jerusalem. He is also a research associate at SOAS, University of London. His research interests focus on studies of migration and diaspora, governance, social movements and transnationalism, comparative politics with a focus on refugee and migration policies in Europe, peacebuilding and conflict transformation, and regional policy analysis with a focus on Middle Eastern politics and the Kurdish-Turkish conflict.

    Abstract: This book offers a critical analysis of global mobilities across China and Italy in history. In three periods in the twentieth century, new patterns of physical mobilities and cultural contact were established between the two countries which were either novel at the time of their emergence or impactful on subsequent periods. The first two chapters provide overviews of writings by Italians in China and by Chinese in Italy in the twentieth century. The remaining chapters cover: Republican Chinas relationships with Italy and Italian Fascist colonialism in China during the 1920s1930s; Italian travelers to China during the Cold War from the 1950s to the 1970s; migrations between China and Italy during the 2000s2010s. In analyzing these cultural mobilities, this book opens a new line of inquiry in Chinese-Italian Cultural Studies, which has been dominated by historical study, and contributes a significant case study to the scholarship on global cultural mobilities

While museums have long focused on building digital object databases, the existing data can now become a field of application for machine learning, deep learning and foundation model approaches. This goes hand in hand with new artistic practices, curation tools, visitor analytics, chatbots, automatic translations and tailor-made text generation. With a decidedly interdisciplinary approach, the volume brings together a wide range of critical reflections, practical perspectives and concrete applications of artificial intelligence in museums and offers an overview of the current state of the debate.

    Abstract: Die digitale Transformation stellt wissenschaftliche Bibliothekar:innen vor neue Herausforderungen, die nicht nur den praktischen Umgang mit neuen Technologien betreffen, sondern die eine neue Art des Handelns, Kommunizierens, Kooperierens sowie ein neues professionelles Rollenverständnis hervorgebracht haben. Dies entspricht längst nicht mehr dem klassischen Selbstverständnis des „höheren Dienstes", in dessen Mittelpunkt eine auf den Bestand fokussierte Fachreferatsarbeit stand und dessen Aufgabengebiete durch eine streng hierarchische Organisationsstruktur der Bibliothek geprägt und begrenzt waren. Die Digitalisierung hat diese Ordnung in Bewegung gebracht und zahlreiche neue Aufgabenbereiche sowie Service- und Funktionsstellen entstehen lassen. Heute arbeiten Bibliothekar:innen mit den Wissenschaftler:innen in Forschung und Lehre zusammen, unterstützen Forschende im Umgang mit Forschungsdaten, entwickeln digitale Lernangebote für heterogene Zielgruppen und übernehmen Aufgaben in der Datenprozessierung. Markus Unternährer analysiert, wie aus datengenerierenden Beziehungen beziehungsgenerierende Daten werden.     Abstract: Digital government is essential to transform government processes and services in ways that improve the responsiveness and reliability of the public sector. During the COVID-19 pandemic it also proved crucial to governments' ability to continue operating in times of crisis and provide timely services to citizens and businesses. Yet, for the digital transformation to be sustainable in the long term, it needs solid foundations, including adaptable governance arrangements, reliable and resilient digital public infrastructure, and a prospective approach to governing with emerging technologies such as artificial intelligence. This paper presents the main findings of the 2023 edition of the OECD Digital Government Index (DGI), which benchmarks the efforts made by governments to establish the foundations necessary for a coherent, human-centred digital transformation of the public sector. It comprises 155 data points from 33 member countries, 4 accession countries and 1 partner country collected in 2022, covering the period between 01 January 2020 and 31 October 2022.

    Abstract: The Croatian government views digitalisation as a way to improve access to higher education and increase its attractiveness. The report suggests three sets of actions: (1) addressing the remaining Internet quality and connectivity gaps, notably by mobilising the regional public sector to improve the quality and density of networks, and by expanding the inclusion of the private sector in the policy-making process; (2) improving competition in, and the investment attractiveness of, the telecom sector by setting-up an independent national telecom regulator, and by developing a targeted investment attraction strategy to prepare for deployment of next-generation communication networks; and (3) adapting the regulatory and policy framework for firms adapting to new digital challenges and raising their awareness of digital security.

    Abstract: Digitalisation is transforming education as well as social and economic life, with implications for childhood. Early Childhood Education and Care (ECEC), with its immense potential to shape children’s early development, learning and well-being, can play a major role in addressing the opportunities and risks that digitalisation brings to young children. Digitalisation also creates new ways of working that have the potential to lead to quality improvement in the ECEC sector. This report provides a 360-degree view of the challenges of digitalisation in ECEC and possible policy responses.

    Abstract: Lithuania is digitalising its economy with visible success, but much scope remains for the integration of advanced technologies. The COVID-19 crisis confirmed the importance of digitalisation to sustain activity. Increased private investment in innovation is essential to speed up digitalisation. The take-up of R&D tax incentives is low, however, despite relatively generous provisions, and many smaller firms have not been inclined to innovate. More effective public support for business R&D and stronger research-business collaboration on innovation are important. There is also a need to promote digital uptake, especially among smaller firms that lag behind. Improving access to equity finance for young innovative firms, reducing remaining gaps in digital infrastructure, along with better information on digital tools and how to use them, can help smaller firms digitalise. The public sector too has to become more digitalised. Addressing weaknesses in foundational skills through education reforms and responding more effectively to labour market needs for digital skills would enable a wider adoption of advanced technologies and higher productivity growth, while ensuring that the digitalisation dividends are distributed fairly. Increased participation in adult learning, especially among the less educated, is the way forward to adapt to increased job automation in the digital era.

    Abstract: This paper provides an overview of the evolving nature of digital trade and digital trade policies. It shows that digital trade has been growing faster than “non-digital” trade. By 2018, 24% of global trade (USD 5.1 trillion) could be considered digital trade. In parallel, countries have embraced digital trade provisions in trade agreements and new digital economy agreements have emerged. The empirical analysis shows that growing digital connectivity delivers a double dividend, increasing both domestic and international trade. It also shows that digital trade chapters have the potential to double the effect of trade agreements, while reductions in domestic barriers affecting digital trade have a strong export-enhancing effect, particularly in digitally-deliverable services. Overall, the results suggest that digital connectivity and digital trade policies play a significant and growing role in reducing trade costs and increasing trade across countries at all levels of development. The paper calls for wider participation and ambition in discussions at the WTO.

    Abstract: A key part of the OECD/G20 BEPS Project is addressing the tax challenges arising from the digitalisation of the economy. In October 2021, over 135 jurisdictions joined a ground-breaking plan – the Two-Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy – to update key elements of the international tax system which is no longer fit for purpose in a globalised and digitalised economy. The Global anti-Base Erosion Rules and the Subject to Tax Rule (STTR) are key components of Pillar Two of this plan and ensure multinational enterprises pay a minimum level of tax on the income arising in each of the jurisdictions where they operate. More specifically, the STTR is a treaty-based rule that protects the right of developing Inclusive Framework members to tax certain intra-group payments, where these are subject to a nominal corporate income tax that is below the minimum rate. This report contains the model treaty provision to give effect to the STTR, together with an accompanying commentary explaining the purpose and operation of the STTR.

    Abstract: In the era of bourgeois modernity (1750-1900), the family is as valued as it is vulnerable. It constitutes a community of care, conflict, and emotion. Time and again, it is evoked as a bond of love as well as a moral institution. Yet both love and morality are fragile. A more detailed exploration reveals that domestic life during this period was much more colorful, open, and dynamic - and also more prone to crisis - than one might expect given the vaunted view of the family that characterized the heyday of the bourgeoisie. This book rewrites the history of the modern family. Self-narratives - primarily diaries - written by members of eight families from Germany, Switzerland, and Austria serve as sources for this research. The focus extends far beyond the bourgeoisie. With a micro-historical eye, the author reconstructs family histories from the peasant milieu to the patrician elite, from the parsonage to the educated bourgeoisie; he considers the domestic life of a journeyman craftsman, a couple's descent from the ranks of the petite bourgeoisie, the effects of an itinerant childhood among the proletariat, and the strain of being caught between a bourgeois family and artistic individuality. Many of these aspects point beyond bourgeois modernity to the family in our time

    Abstract: "This book is the first to explore the rich festival culture of late sixteenth- and early seventeenth-century France as a tool for diplomacy. Bram van Leuveren examines how the late Valois and early Bourbon rulers of the kingdom made conscious use of festivals to advance their diplomatic interests in a war-torn Europe and how diplomatic stakeholders from across the continent participated in and responded to the theatrical and ceremonial events that featured at these festivals. Analysing a large body of multi-lingual eyewitness and commemorative accounts, as well as visual and material objects, Van Leuveren argues that French festival culture operated as a contested site where the diplomatic concerns of stakeholders from various national, religious, and social backgrounds fought for recognition"--

    Abstract: The emergence of fully online, hybrid and blended forms of higher education has led governments, quality assurance agencies and higher education institutions (HEIs) across the OECD to reflect on how to ensure that digital education provides learners with opportunities to reach learning and employment outcomes similar to those achieved through traditional in person instruction. Building on stakeholder engagement and comparative analysis, this report offers an assessment of Hungary’s quality assurance system for higher education and, more specifically, its strengths and weaknesses for assuring the quality of digital higher education. It offers recommendations and policy options to support the ongoing reform of Hungary’s higher education accreditation system as well as a list of potential digital education indicators to be integrated in the assessment frameworks used by the Hungarian Accreditation Committee (MAB) for the accreditation of higher education institutions.

Im Oktober 2021 einigten sich über 135 Staaten und Gebiete auf ein bahnbrechendes Konzept zur Überarbeitung wesentlicher Elemente des internationalen Steuersystems, da dieses System den Anforderungen einer globalisierten und digitalisierten Wirtschaft nicht mehr gerecht wurde. Die Global Anti-Base Erosion Rules bzw. GloBE-Vorschriften spielen dabei eine zentrale Rolle. Sie gewährleisten eine Mindestbesteuerung der Gewinne großer multinationaler Unternehmen – ganz gleich, wo diese Unternehmen tätig sind und ihre Gewinne erwirtschaften. Die GloBE-Vorschriften ermöglichen konkret die Schaffung eines koordinierten Steuersystems, das die Erhebung einer Ergänzungssteuer vorsieht. Diese Ergänzungssteuer ist auf die in einem Steuerhoheitsgebiet erzielten Gewinne zu entrichten, wenn der (auf Gebietsebene ermittelte) effektive Steuersatz in diesem Steuerhoheitsgebiet unter dem Mindestsatz liegt. Dieser Bericht klärt den Anwendungsbereich und enthält die verfügenden Bestimmungen und Definitionen der GloBE-Vorschriften. Diese Vorschriften sollen im Rahmen eines gemeinsamen Ansatzes umgesetzt und ab 2022 in nationales Recht überführt werden.

    Abstract: Some manufacturing activities are among the most difficult human activities to make climate neutral and they are typically regionally concentrated. Across Europe these regions are often socioeconomically relatively weak. Yet these sectors provide relatively well-paid jobs in many of these regions. Some of these regions may also have more difficult access to infrastructure to provide the hydrogen, carbon capture and storage and zero-emission freight, which can be important to some of these activities. Industrial transitions to climate neutrality therefore have regional development implications. Since regions differ in their socio-economic conditions, understanding these regional development implications will help policy makers prepare a just transition. This publication identifies manufacturing activities that are particularly difficult to decarbonise and the transformations they require. It shows how these activities are distributed across European regions, focusing on employment at emission-intensive production locations. It identifies conditions for getting access to needed infrastructure and how access conditions differ across regions. It investigates the socio-economic vulnerabilities of affected regions, their manufacturing businesses and workers. In some regions, workers and firms may be particularly vulnerable, for example, because of low-skill jobs, type of employment contract or low productivity.

    Abstract: The volume "Schule und Unterricht im digitalen Wandel" (School and Teaching in the Digital Transformation) explores perspectives of reconstructive-sensual research for the study of school and teaching in the digital transformation.     Abstract: Der Band „Schule und Unterricht im digitalen Wandel“ lotet Perspektiven einer rekonstruktiv-sinnverstehenden Forschung für die Untersuchung von Schule und Unterricht im digitalen Wandel aus. Es werden vier empirische Studien vorgestellt und ihre Befunde theoretisch und methodisch eingeordnet. Any good metrologist or scientist in engineering knows that no measurement makes sense without an associated uncertainty value: without an uncertainty value, no decision can be taken; no comparisons can be made; no conformity can be assessed. Any decision, comparison or conformity assessment made without considering the measurement uncertainty affecting the measurement value is completely useless and meaningless. Stated that, it becomes very clear that uncertainty in measurement plays indeed a very important rule in our everyday life. This is the reason why there is a great need to have a fruitful academic and scientific discussion on this topic. We have been speaking about measurement uncertainty for less than 30 years, since the concept of “measurement uncertainty” has been introduced in 1995 by the “Guide to the expression of uncertainty in measurement” (GUM). Thirty years seems to be many, but still the concept of measurement uncertainty has not been spread worldwide and the GUM is a document that is not known everywhere. On the other hand, this document should be considered not only in academic scenario, but also in any technical and industrial scenario, where it is pivotal to know the meaning of measurement uncertainty, identify the uncertainty contributions and know how these contributions affect the final measurement result

Through analysis of a range of discourses, it focuses on the roles played by intellectuals in formulating, communicating, and contesting ideas about work and its ethical value. The book moves away from the idea of a singular Weberian work ethic as fundamental to modern notions of work and instead emphasises how different languages of work were harnessed for a variety of social, intellectual, religious, economic, political, and ideological objectives. Rather than a singular work ethic that left a decisive mark on the development of Western culture and economy, the volume stresses plurality. The essays draw on approaches from intellectual, social, and cultural history. They explore how, why, and in what contexts labour became an important and openly promoted value; who promoted or opposed hard work and for what reasons; and whether there was an early modern break with ancient and medieval discourses on work. These historicized visions of work ethics help enrich our understanding of present-day changing attitudes to work.
