    Abstract: This report examines how policy co-ordination between the environment and health fields could be improved in order to better address environmental health issues. To this end, three cases studies were implemented in the United Kingdom, France and Canada, with particular focus on air pollution.The report synthesises the main findings arising out from these case studies as well as from a review of the governance literature as well. It identifies the main means and obstacles to improved policy coordination of cross-cutting issues, such as environmental health. Recommendations are then suggested, intending to improve co-ordination between environmental and health policies.

    Abstract: The OECD's Working Group on Harmonisation of Regulatory Oversight in Biotechnology decided at its first session, in June 1995, to focus its work on the development of consensus documents that are mutually acceptable among Member countries. These consensus documents contain information for use during the regulatory assessment of a particular product. In the area of plant biosafety, consensus documents are being developed on the biology of certain plants species, on specific genes and resulting proteins that when introduced into a plant result in the expression of specific traits and on issues arising from the use of general trait types in plants. This document addresses the general information concerning the ä-endotoxin genes and their protein toxin products that confer insect protection to plants.

    Abstract: Consumer sentiment surveys are regularly conducted in at least forty-five countries. The surveys are based on the premise that data on consumer expectations represent a leading indicator of future changes in the macro economy. A series of Granger causality tests indicated that measures of consumer sentiment both predict and are predicted by a wide range of economic variables, although the data exhibit substantial differences across countries and across variables. The predictive performance was not found to be directly related to differences in sampling, question wording, or index construction. Several recommendations are given to enhance the predictive performance of consumer sentiment. First, a new conceptualization of consumer sentiment is now warranted based on changes in the knowledge and sophistication of consumers, the increased availability of economic information, shifts in the composition of demand, and changes due to an aging population. New survey measurement techniques are needed as well. Preliminary data on numeric probability scales indicate that there are advantages and disadvantages to a shift away from the now commonly used verbal likelihood scales. Second, new analysis models are proposed that would disaggregate consumer spending into its components as well as disaggregate the consumer data into separate demographic and economic subgroups. Third, changes in the survey administration are proposed. The shift away from telephone surveys will be due to falling response rates, especially among younger adults; the shift toward internet surveys will be due to their greater capacity to handle much more complex measurement strategies. Finally, the very notion of worldwide harmonization must also evolve; shifting its main focus from the input questions to the output indices so as to encompass a greater range of diversity in measurement methodologies. The basic premise of the consumer sentiment surveys has been affirmed by past measurements, and with appropriate developments, the consumer sentiment surveys can provide even more robust and timely forecasts of trends in the macro economy in the future.

    Abstract: In 2003, by endorsing the Guiding Principles for Reform of Environmental Enforcement Authorities in Transition Economies, the countries of Eastern Europe, Caucasus, and Central Asia (EECCA) agreed on a reference model to guide the modernisation of their systems for environmental regulation and compliance assurance. This report reviews their progress in implementing the Guiding Principles. The main conclusion is that countries took action to comply with the Guiding Principles, mostly to elevate the status of environmental enforcement authorities, clarify responsibilities, and provide training and a better infrastructure. While such improvements are an important basis for further reform, continued lack of progress in modernising strategies and instruments of work will inhibit institutional and environmental performance.

    Abstract: There is growing recognition throughout the OECD of the need to link economic development and employment policies at the level of the individual city if the twin objectives of raising competitiveness and reducing worklessness are to be met. The challenge is particularly clear in the UK, where the employment rate of the working age population in the major cities has lagged consistently behind the relatively strong performance of the nation as a whole (HM Treasury, 2007). The Government has recognised that raising the UK employment rate towards its ambitious 80%national target will require special efforts to tackle unemployment and economic inactivity in the cities (Department of Work and Pensions, 2006). This is an important departure from the traditional emphasis on national labour market policies and standardised welfare to work programmes that pay little regard to geographical variations in socio-economic conditions. One of the issues arising is the appropriate balance between measures to stimulate labour demand and create jobs, on the one hand, and measures to strengthen labour supply by improving people’s skills, employability and motivation, on the other. There is also an issue about how to connect employment opportunities to people in need of work but who face multiple disadvantages and barriers to employment, such as poor transport access and lack of childcare. Another issue relates to the amount of decentralisation and local control of the policy levers that government should encourage, and what form this should take. The purpose of this paper is to address these important questions by focusing on the labour market context and policy situation in Glasgow.

    Abstract: This paper was prepared by Sigma, upon the request of the Ministry of the Interior of the Czech Republic, to serve as a basic comparative working document for the preparation of a new policy and regulation on conflict of interest in the Czech public sector. Given its generalist orientation, the paper could also be useful for other countries carrying out specific reforms in the area of conflict of interest and general reforms related to anti-corruption policies and instruments.This paper provides descriptive data and an analytical overview of approaches to managing conflicts of interest in the public sector of nine European countries - six "old" EU members (France, Germany, Italy, Portugal, Spain and the United Kingdom) and three "new" EU members (Hungary, Latvia and Poland). The paper also provides some conclusions that are worth taking into account when reforming policies and instruments to improve regulations and practices on conflict of interest.

    Abstract: Post-public employment is one of several variations of the broad concept of conflict of interest, that is, the use of public office for private gain.1 Most post-employment offences occur when public officials use, or appear to use, information or contacts acquired while in government to benefit themselves, or others, after they leave government. However, despite use of the term post-public employment, these offences can actually occur before officials leave government. For example, a serving public official can give preferential treatment to a business firm with a view to obtaining employment with that firm after leaving government. If the official is successful in obtaining that employment and leaves government, he or she can then commit post-employment offences. For example, the official can use confidential information obtained while in government to the benefit of his or her new employer. Thus, a post-employment offence can arise both from the use of one’s current public office for private gain and from the wrongful exploitation of one’s previous public office. For the most part, however, the focus of this paper is on the behaviour of former public officials in their relations with government.     Abstract: How important are differences in corporate taxation for the investment decisions of multinational enterprises (MNEs)? Over the past decade, interest in this issue has been growing in parallel with the increasing mobility of capital and internationalisation of businesses. Standard models of the MNEs predict that corporate taxation can influence foreign direct investment (FDI) by creating a wedge between the pre- and post-tax returns on investment.     Abstract: This paper has been prepared by the Sigma Programme following a request of the Government Office of the Czech Republic. The OECD has worked extensively during the last few years on issues relating to the organisational dimension of the national administration and, in particular, on the phenomenon of "agencification" and its impact on governance structures. It has already produced a significant number of analyses1, including a comprehensive comparative publication on Distributed Public Governance (2002)2. Sigma has also published on the topic in the framework of public expenditure management and with reference to transition countries.This OECD work was prompted by the problems caused by the increasing administrative-functional deconcentration within its member countries. The main questions posed were along the lines of: Does departmentalisation (keeping the whole responsibility within a ministry) ensure better control and efficient management of administrative and other public services or, on the contrary, does agencification (in the sense of setting up separate bodies) result in better management and de-politicisation?

    Abstract: The market for Clean Development Mechanism (CDM) projects is continuing to grow rapidly, with the current portfolio expecting to deliver 2 billion tons of CO2-eq greenhouse gas (GHG) emission reductions by 2012, equivalent to 17% of Annex I Parties’ base year GHG emissions. In total, governments and companies have earmarked over USD11 billion for CDM funding to 2012. This study analyses the various barriers to CDM market expansion in developing countries, and makes recommendations on how some of them can be removed or reduced. It also examines the distribution of CDM projects amongst regions and sectors.

    Abstract: Global deforestation is occurring at a fast rate, around 13 million ha/yr (FAO, 2006) and is a major contributor to climate change. Emissions from deforestation in the 1990s are estimated at 5.8Gt/CO2/yr, and account for one-fifth of global anthropogenic greenhouse gases (GHG). Moreover, deforestation is the major source of GHG emissions from the land use, land-use change and forestry sector, it constitutes the main source of GHG emissions from many developing countries, and, at a global scale, GHG emissions from deforestation are higher than the total amount produced by the transport sector annually.

    Abstract: OECD countries invest significant resources in evaluating agricultural pesticides before they are marketed (or re-evaluating pesticides that have been in use for many years) to ensure that they do not pose unacceptable risks to human health and the environment. Since many pesticides used in OECD countries are the same, governments have recognised the substantial benefits that can be gained if the task of pesticide evaluations for registration and re-registration is shared, rather than duplicating each others' work. The OECD Pesticides Programme is working to establish the infrastructure that will facilitate such work sharing. The recent adoption of an OECD-wide future "vision", with specific deadlines for work sharing, should lead to additional (and more routine) work sharing arrangements between governments and industry.This document provides responses to questions that are frequently asked by governments and industry about the concept of work sharing, and how it would operate in practice. Many of the questions were raised at an OECD seminar on work sharing, held on 31 May, 2006, at the Pesticide Control Service in Ireland. The answers were prepared by a panel of OECD government representatives at that seminar.

    Abstract: This paper argues that the sustained provision of adequate financial resources for the environment is a prerequisite for addressing environmental challenges in Eastern Europe, the Caucasus and Central Asia (EECCA) and South-Eastern Europe (SEE). It sets out options for how optimal use could be made of the various available sources of environmental finance, including domestic public expenditure, private sector participation and official development assistance. Recommendations are provided for Ministers on priority actions for ensuring that financial resources are made available for the environment. EECCA and SEE governments need to continue to prioritise the environment in policy and public expenditure frameworks, and make better use of incentive-based instruments. They also need to create a suitable climate for the private sector to participate in environmental financing. The international community must ensure that IFI loans for environmental investments are more accessible, especially for low-income countries, including by providing adequate grant co-financing. Finally, EECCA and SEE countries should strengthen their capacity to prepare environmental investment projects, with effective support from IFIs and donors.

In such an effort OECD possesses significant resources: a generation’s worth of anti-corruption expertise; unparalleled networks, information and data resources; and strong credibility based both on anti-corruption and integrity instruments (such as the OECD Convention on Bribery of Foreign Public Officials in International Business Transactions, 1998 OECD Recommendation on Improving Ethical Conduct in the Public Service and the 2003 Recommendation on Guidelines For Managing Conflict Of Interest in the Public Service) and a half-century of effective dealings with the world’s major economies.     Abstract: This study deals with "instruments used to address mercury emissions to air", by which is meant all legislation, regulation and other measures intended to control or reduce anthropogenic, atmospheric mercury emissions. As the links are complex between actual inputs of mercury to society (consumption for intended use and mobilisation of mercury-impurities via industrial processes) and the final release sources, all types of measures addressing any phase in the life-cycle of mercury which may ultimately lead to atmospheric mercury emissions are included here. Due to its volatility, most forms of mercury released or discarded as waste - as vapour, as liquid elemental mercury, as compounds, as integrated in products, consumer waste or flue-gas cleaning residues - may lead to emissions to air.

    Abstract: The deviation cycles in the manufacturing industry of nine OECD-countries are identified by applying the Christiano-Fitzgerald band-pass filter. Turning points, low- and high-growth phases and other descriptive statistics are derived from these deviation cycles. A regression based test statistic is applied to test for duration dependence. Moreover, the international linkage between the cyclical motions in the manufacturing industry of two countries is investigated by measuring the degree of synchronisation. In addition to measuring the cyclical fluctuation, a composite leading indicator is constructed which replicates and predicts the deviation cycle in the manufacturing industry. This composite leading indicator is a single index composed of economic, financial and expectation variables possessing leading properties.

    Abstract: The seminar considered opportunities for risk reduction through better pesticide application technologies. It considered a variety of technology options with such opportunities (e.g. equipment and techniques for reducing spray drift, technical requirements for spraying, establishing buffer zones, etc). While pesticide application technologies for agricultural use was the primary focus, the seminar also addressed municipal (e.g. for bio-security, mosquito control) and other non-agricultural sectors as they are also important in some OECD countries.The seminar considered the role of government and others in promoting innovations in modern, lower risk technologies and their adoption. Issues of safe handling closely related to application technology such as filling and cleaning of sprayers were also addressed. The seminar discussed areas such as minimum technical requirements, standards and certification for performance, maintenance and control of application equipment and technologies, and training and certification of workers and applicators. Regulatory requirements that address these areas, such as inspections of application equipment, were presented during the seminar. Also, voluntary measures such as guidelines addressing these technical requirements were reviewed.

    Abstract: Public expenditures on health and long-term care (hereafter, LTC) are a matter of concern for governments in most OECD countries. These expenditures have recently accelerated and are putting pressure on public budgets, adding to that arising from insufficiently reformed retirement schemes and other forms of social spending. The growth of public spending on health and long-term care in OECD countries has been limited for some time via the implementation of cost-containment policies. These policies acted essentially through wage moderation, price controls and postponement of investment in the case of health care. A large share of long-term care has been informally provided by families. However, the scope for containing health and LTC expenditures along these lines is narrowing.

    Abstract: We evaluate techniques for comparing the ability of Markov regime switching (MRS) models to fit underlying regimes of a series of interest. This is particularly important in the business cycle literature where one may be interested in determining whether using leading indicators to allow transition probabilities to vary improves the ability of MRS models to fit the NBER business cycle chronology. This is typically done using the quadratic probability score, or QPS (Diebold and Rudebusch, 1989). Although it is possible to statistically compare the QPS statistics for two MRS models using the Diebold and Mariano (1995) (DM) test statistic for comparing forecasts, we find using a Monte Carlo experiment that the DM statistic tends to under-reject (the null of "no difference in forecast accuracy") when comparing MRS models. This we believe is because of the strong non-normality of the forecast errors of such models. Furthermore, using simulation-based inference we demonstrate that leading indicators improve the fit of an MRS model of the US business cycle chronology by 24 percent, such improvement having a p-value of 0.001.

    Abstract: Effective business cycle analysis, and indeed the monitoring of a countries economic performance from a policy perspective, requires access to timely high quality short-term economic statistics (STES). Consequently in recent years there has been a lot of pressure on national statistics organisations (NSOs) to better serve their users by improving the timeliness of release for their short-term economic indicators. In response to this demand, NSOs have focused on improving the efficiency and methodology of their statistical production processes. So this begs the question: where would one look to find comprehensive documentation on good practices used by NSOs to improve the timeliness of their short-term economic statistics? The answer is the STES Timeliness Framework, a structured collection of documentation on a range of good practices currently used by NSOs for improving timeliness, reducing costs or improving accuracy for short-term economic statistics. This report outlines the principles behind the development of this framework, explains its structure and reviews its current usage by statisticians.

    Abstract: At the OECD Symposium and Global Forum on Integrity in Public Procurement in November 2006, participants called for an instrument for policy makers at the international level to reform public procurement systems and reinforce integrity and public trust in how public funds are managed. They also expressed interest in developing a practical toolkit that could be applied, adapted and developed indifferent legal, political and administrative contexts. To respond to these requests, the OECD has developed a draft "Checklist for Enhancing Integrity in Public Procurement". The Checklist will help guide policy makers at central government level in instilling a culture of integrity throughout the entire public procurement cycle:• The first part of the Checklist provides guidance on developing an adequate policy framework for enhancing integrity in public procurement;• The second part focuses on how to implement this framework, from needs assessment to contract management and payment. The Checklist is based on applying good governance elements, in particular transparency, good management, corruption resistance, accountability and control to enhance integrity in public procurement.

    Abstract: State and local governments in OECD countries have access to various fiscal resources. Discretion over them varies considerably, and so does sub-central governments’ power to shape their budget and to determine outcomes like public sector efficiency, equity in access to public services or the long term fiscal stance. Data on the revenue structure of sub-central governments (SCG) would therefore be helpful. But indicators have long insufficiently reflected the way state and local budgets are funded. The most frequently used indicator is the ratio of SCG to total tax revenue, which is a poor measure for assessing the true autonomy SCGs enjoy. Since the power over fiscal revenue is a critical determinant for government finance, a set of more refined indicators for assessing fiscal autonomy should be established.

    Abstract: This paper documents a number of stylized facts of quarterly frequency cyclical fluctuations in a specific group of developing economies, previously belonging to the same country organization, the former Soviet Union. We find that in these countries (1) fluctuations are in general less persistent than elsewhere; (2) private consumption is extremely volatile; (3) net exports are procyclical and persistent in commodity exporter countries; (4) government consumption is a very important, dominantly procyclical determinant of output; (5) Belarus, Russia, Ukraine, and to a smaller degree, Kazakhstan and Moldova are surprisingly similar in the behavior of their GDP components, industrial production and certain nominal variables; (6) there is mixed evidence regarding the dominance of supply versus demand shocks.

    Abstract: This paper reviewed current discounting practice in the OECD. It found a wide variance in guidance across countries (which may or may not be justifiable by different economic conditions), and significant differences in guidance within countries. Furthermore, even when discounting guidance is specified, it is not always followed in practice.A clear conclusion from this study is the allocation of public funds would be substantially improved if OECD countries provided departments with a consistent set of guidance on discounting. This guidance should provide for the analysis of long-term projects, programmes and policies, which are increasingly important, particularly with respect to environmental concerns. Finally, guidance should incorporate advances in theory of discounting under long-term uncertainty. A recipe for determining the appropriate rate of decline in the discount rate is included in this paper.

    Abstract: Die Publikation handelt von der Pionierzeit der "elektrischen Instrumente" im deutschsprachigen Raum. Sie beruht im Wesentlichen auf einem Forschungsauftrag des Jubiläumsfonds der Österreichischen Nationalbank (Projekt Nr. 9382), bei dem vor allem die Popularisierung dieser Instrumente im Vordergrund stand. Von den ersten Versuchen ausgehend, wird anhand von sorgfältig recherchierten Originaldokumenten die Entwicklung im untersuchten geographischen Raum vorzugsweise im Zeitintervall von 1920 bis 1945 behandelt. Nach einer kurzen Darstellung der ins 19. Jh. zurückreichenden Wurzeln beginnt die Untersuchung mit einer kritischen Wertung der Konstruktionen und deren Präsentation in den 1920er Jahren (insbesondere Jörg Mager, Lev Termen und den Reaktionen der Fachwelt und der Öffentlichkeit). Dazu kommen Konstruktionen, die zwar in dieser Zeit entstanden, jedoch erst später in Erscheinung traten: die elektro-optische und elektromagnetische Tonerzeugung. Für beide Prinzipien gibt es Beispiele in Österreich und Deutschland, die in die 1920er Jahre zurückreichen. Eine repräsentative Presseschau zeigt die unterschiedliche Auffassung der Verwertbarkeit der elektrischen Instrumente vom Standpunkt der Techniker, der Musiker und der Öffentlichkeit.     Abstract: The publication deals with the time of pioneers in building "electrical musical instruments" in German speaking countries. It is based on a research project funded by the Austrian National Bank's "Jubilaeumsfonds" (project number 9382), where the popularisation of these instruments was in focus. Starting with the first attempts the development in the respective region is examined for the time between 1920 and 1945 using carefully investigated documents. After a short description of the roots going back to the 19th century the documentation continues with a critical evaluation of the constructions and their presentation in the 1920ties (especially Joerg Mager and Lev Termen and the reaction of experts and the public). Electro-optic and electromagnetic sound generation was invented in that time as well but appeared later on. There are examples for both principles in Austria and Germany reaching back to the 1920ties. A representative survey of press reports show the different estimations of the usability of electrical musical instruments by technicians, musicians and the public. The following decade is treated in several parts due to the political development in Germany. The first two years are mainly marked by the invention of the Trautonium, the Neo-Bechstein-piano, the Elektrochord and the Hellertion. This was the time when Berlin turned out as a centre for "electrical music", especially by activities of the "Rundfunkversuchsstelle" (radio research institute) at the University of Music and the Heinrich-Hertz-Institute. The first major public presentations at the Berlin Radio Shows took place in this time as well. After the year 1933 not only the political situation changed but the cultural preconditions for the usage of electrical instruments as well. The political convergence with the NS regime and the goodwill of the "ministry of public enlightenment and propaganda" played an important role. It turned out by the following development that the Trautonium, the electric organs by Vierling and the Hellertion by Bruno Helberger were used for official occasions. Vierling's "Grosstonorgel" was used during the Olympic games, on the other hand the development of Edwin Welte's light-tone organ was stopped for he was married with a Jewish woman.     Abstract: James Casey offers an innovative study of prestige, power and the role of the family in a Mediterranean city during the early modern period. He focuses on the structure and values of the ruling class of Granada, where a new elite consolidated its authority. The study suggests that their power was linked to the pursuit of honour, which demanded participation in the politics of the commonwealth and depended greatly on the network of personal relations which they were able to build with kinsmen, clients and patrons. It explores the way in which this system contributed to the relative tranquillity of the community during a turbulent time of religious and political change, that of the rise of absolutism and of the Counter Reformation. The book sheds fresh light on the nature of the early modern family and will be essential reading for historians of early modern Spain and Europe

    Abstract: Maiden Voyages is a fascinating, unusual study of the centrality, impact and place of sea travel on the lives of women in Eastern Indonesia. It shows how women there travel constantly by sea, to move between islands, to urban centres and even overseas. In doing so, they negotiate and cross and re-make their social boundaries. In contrast to the dominant economic approach to migration, this book uses Eastern Indonesian women's own travel accounts to show how sea voyages recreate their identities. The book is based on research of contemporary rural and semi-rural women in the East Nusa Tenggara province of Indonesia. This book is an original and valuable contribution to the debates on gender, subjectivity, and the local specificity. It aims to contribute to an understanding of women's mobility and spatial relations in Eastern Indonesia.     Abstract: Kabyle women from Algeria were believed to have been relegated to a role, subjugated by dominant males, in which they were confined to reproduction, nature, and their sensibilities. The weaknesses created by this inequality were thought to be compensated for by their living inconspicuous lives practicing magic, especially in love. Makilam rejects these preconceived ideas and demonstrates that women’s magic was expressed in every domain of their daily lives: pottery making, food provision/preparation, and weaving. In fact, the traditional Kabyle society was incapable of functioning without women, who ensured its material and spiritual unity.

    Abstract: "Water, in its many guises, has always played a powerful role in shaping Southeast Asian histories, cultures, societies and economies. This volume, the rewritten results of an international workshop, with participants from eight countries, contains thirteen essays, representing a broad range of approaches to the study of Southeast Asia with water as the central theme. As it was exposed to the sea, the region was more accessible to outside political, economic and cultural influences than many landlocked areas. Easy access through sea routes also stimulated trade from an early age. However, the same easy access made Southeast Asia vulnerable to political control by strong outsiders. The sea is, moreover, a source of food, but also of many hazards. At the same time, Southeast Asian societies and cultures are confronted with and permeated by 'water from heaven' in the form of rain, flash floods, irrigation water, water in rivers, brooks and swaps, water-driven power plants, and pumped or piped water, in addition to water as a carrier of sewage and pollution.     Abstract: "Almost 90 years on from his death, this is the first book-length collection of the writings of Robert Hamilton Mathews. It has been a long wait for the Australian-born surveyor who began his career as an anthropologist at the age of 52 with the 1893 publication of a brief paper on New South Wales rock art. Apart from a few short booklets, Mathews book of 1905, Ethnological Notes on the Aboriginal Tribes of New South Wales and Victoria, was his only work of anthropology to be published as a freestanding volume. A reprint of a long article published the previous year, it was a modest tome in that age of doorstopper monographs - 'little more than a pamphlet' according to Mathews' friend, the British folklorist E.S. Hartland. There was certainly an expectation that a writer so prolific as Mathews would disseminate his work in a substantial book. As Arnold van Gennep, the Parisian anthropologist, pointed out to him, 'your publications are for the most part overlooked because they are scattered amongst a mass of periodicals and it is a very difficult matter to have them all at one time in hand ... '. Van Gennep recommended that Mathews immediately arrange for their 'publication in 2 or 3 volumes' - advice endorsed by Hartland who was enlisted to work with Mathews ornithologist son Gregory, then living in England, to place a manuscript with a London publisher (see Correspondence, this volume). But these efforts were unsuccessful and R.H. Mathews died in 1918 without ever publishing his magnum opus."--Provided by publisher.

    Abstract: This collection of revised and previously unpublished articles explores aspects of the history of monarchy, family, suicide, and sodomy in early modern, especially eighteenth-century France. The durable but flexible traditions of the Ancien Régime not only sanctified but also limited the prerogatives of sovereigns over subjects and husbands/fathers/masters over wives, children, and servants. Private and public weakness and excess in those who ruled the kingdom and the household undermined their masculinity and legitimacy. Merrick analyzes expositions of and contestations about the origins, extent, and use and abuse of gendered royal and domestic authority in a wide variety of sources, including descriptions of beehives, pamphlets published during the Fronde, statues of Louis XV, police reports about disturbed subjects, parlementary remonstrances, Jansenist polemics, essays submitted to the Academy of Berlin, the memoirs of the marquis de Bombelles, and complaints of wives against husbands and marital separation cases in Paris. In principle, kings and husbands/fathers/masters preserved order in the kingdom and the household by controlling themselves as well as their subordinates. In practice, they sometimes provoked disorder and failed in many ways to prevent and punish disorder. Merrick's articles on suicide and sodomy not only revisit some celebrated incidents (the deaths of the dragoons Bourdeaux and Humain, who shot themselves on 25 December 1773) and notorious characters (the pederast marquis de Villette and tribade mademoiselle de Raucourt) but also document patterns in the lives and deaths of ordinary men and women. Based, like the articles on marital disputes, on extensive archival research, they investigate changes in jurisprudence and mentalities during the eighteenth century. As a whole, this volume challenges simplistic assumptions about absolutism, Enlightenment, and Revolution
