The road map consists of 11 chapters. Chapters 1-3 highlight the climate and hydrological hazards affecting Georgia, their consequent risks, and the socioeconomic impacts on the Georgian people. Chapter 4 provides an assessment of users' needs for hydromet information. Chapter 5 gives an overview of the institutional and organizational structure of GHMD, while chapter 6 provides an in-depth analysis of GHMD's current status. Chapter 7 discusses modernization of hydromet and EWS. Chapters 8 and 9 present the road map in detail, along with three proposed successive development scenarios designed to transform GHMD into a technically modern and sound hydrometeorological service by narrowing the gap between GHMD's current status and the level of services needed for fully discharging its public service mandate.     Abstract: The objective of the report is to inform the preparation of a Government Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity in case of electricity tariff increases. The report analyzes patterns of electricity consumption, affordability, poverty and distributional impacts of hypothetical scenarios of tariff increases. It also reviews the current protection mechanism with an electricity subsidy, models the impact of short- and medium-term reform options, and recommends concrete mitigation measures. In accordance with Law No. 05/L-085 on Electricity of 2016, the Government of Kosovo should develop a detailed Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity. Electricity accounts for almost 90 percent of the total energy expenditures of households in Kosovo, and over 97 percent of the energy expenditures of poor households.1 According to the Law on Electricity2, the Ministry of Labor and Social Welfare (MLSW) in cooperation with the Ministry of Energy, Ministry of Finance and in consultation with the Energy Regulatory Office (ERO) and other stakeholders of the electricity sector should develop a social protection program (Program), providing social benefits to ensure the necessary electricity supply to customers in need, or providing for support for energy efficiency improvements, to address energy poverty. Such measures shall not impede the effective opening of the electricity market and its functioning. Customers in need are household consumers, who, due to social status, enjoy some special rights regarding the supply with electricity, to be provided in exceptional cases. Commitment to the development of this Program is taken also with Kosovo's Energy Strategy, and with the requirements of the Treaty of Energy Community as defined by the Third Energy Package3. The Program should propose an approach to identifying the electricity poor who are vulnerable and outline short- and medium-term measures for their protection

    Abstract: Paraguay is a middle-income, landlocked country with a population of about seven million. The nation is highly dependent on its transport and logistics infrastructure to connect to regional markets and international seaports. In road quality and connectivity, on the other hand, Paraguay trails its neighbors and other middle-income countries. According to the Global Competitiveness Indices, Paraguay is in the bottom third of indexed countries for road connectivity and quality. The government has attempted to address perceptions on quality and connectivity through higher budget allocations for the road sector. The higher road sector budget has been directed to expansion and preservation of the paved roads since 2012 and has, on the whole, allocated sufficient funds for their maintenance as estimated by this Public Expenditure Review (PER). Despite this there has been a slight decline in the overall quality of the network due to over and under funding of roads geographically and by functional classification. This PER is structured as follows: Chapter 2 provides some background on the Paraguayan economy, the country's road network (primary, secondary, and tertiary) features and analysis, and an overview of the government institutions responsible for the network; Chapter 3 describes how Paraguay budgets and manages its road sector, what the funding sources are, and how efficiently the expenditures are being spent; Chapter 4 assesses Paraguay's goals for its road sector, the effectiveness of its budget execution and sustainability of its funding, and its sector monitoring practices; and Chapter 5 concludes with the main findings and recommendations

    Abstract: Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains. Finally, although policy makers will want to support agricultural growth, they will not want that growth to compromise the future for generations of Bolivians by squandering and degrading irreplaceable natural resources

    Abstract: In March 2018, the World Bank finalized an agreement with Central Agency for Public Mobilization and Statistics (CAPMAS) to conduct a demand survey for housing across Egypt. The survey consisted of a sample of 10,300 households across eight governorates. The inclusive housing finance program supports several aspects of the government's social housing program, including financial aid to low-income households to help them access housing. This aid comes in the form of a subsidy that either complements the down payment and the repayments in the first years of a mortgage loan or contributes to the payment of the rent in the public or the private sector. The Government of Egypt asked the World Bank to advise on conducting a housing demand assessment to understand the differential demand for rental and ownership housing by different income and employment groups and for different types of houses, locations, and regions. The main objective of the study is to provide detailed information on the demand for affordable ownership housing with a mortgage loan, a down payment, and a subsidy and for formal rental accommodation

    Abstract: Uganda's progress in reducing poverty during the late 1990s and early 2000s was remarkable. This note documents the trends in poverty and inequality in Uganda with a focus on the period 2012 to 2016. It first explores how various indicators of monetary poverty have evolved over time and if these trends vary by urban and rural areas and by region. This is complemented with a description of the movements in several non-monetary poverty indicators. Secondly, the note analyzes who has benefitted from the lackluster economic growth, and how this has translated into different measures of inequality.     Abstract: This report aims to map poverty and inequality in Sudan and would be representative of the 18 states and 131 localities of Sudan. The poverty mapping technique is based on a small area estimation (SAE) technique developed by the World Bank to derive estimates of geographic poverty and inequality. It combines data from the 2014-15 National Household Budget and Poverty Survey (NHBPS) and the 2008 Population and Housing Census data to build spatially disaggregated poverty maps. Although household surveys usually include measures of income and wealth, they are not representative beyond the state level. Yet, allowing lower levels of disaggregation is important for policy interventions, particularly for countries like Sudan that have state governments, which manage the activities of the state while reporting to the federal government. This study uses a model of household expenditure from a survey data set to estimate household welfare at the lower levels and apply it to the census data set which does not provide information on household income or expenditure. These maps illustrate the information gains provided by SAE, show there is a substantial spatial heterogeneity within the localities, and highlight the small areas most likely to exhibit the highest risk of poverty

    Abstract: This brief provides an overview of tobacco control legislation, use, and taxation in the country. Costa Rica ratified the WHO Framework Convention on Tobacco Control in 2008. General Law for the Control of Tobacco and its Harmful Effects on Health was adopted in March 2012, and it regulates smoke-free places; tobacco advertising, promotion, and sponsorship, as well as tobacco packaging and labeling in line with FCTC guidelines. This law also sets several norms on tobacco taxation, and it substantially increased the tax burden for cigarettes. In 2012, cigarette prices in Costa Rica increased by 49 percent, and in 2013, the tobacco excise revenue increased by 96 percent. Tobacco taxation and other tobacco control policies in Costa Rica were very successful in terms of public health. The prevalence of smoking both among adults and adolescents declined, and after 2012, the rates of decline increased. In 2015, only 5.8 percent of the adult population smoked daily. In 2018, cigarette production in the country was closed. The tobacco industry claimed that the closure had been caused by increased cigarette smuggling. However, there are no independent estimates of illicit cigarette share on the market, while the tobacco industry used to exaggerate the volumes of smuggled cigarettes. The difference in cigarette prices between Costa Rica and neighboring countries is rather small and is unable to encourage large smuggling. Thus, the observed illicit cigarette sales are likely caused by the factors, which are not related directly to tobacco taxation

    Abstract: Bhutan has a strong track record of reducing poverty and boosting shared prosperity, primarilysupported by the state, which has played a large role in the country's development accomplishments.Growth has been driven mainly by the public sector through hydropower development. Statedominance is also reflected in the existence of a large number of state-owned enterprises (SOEs).However, the dependence on hydropower has resulted in a weak private sector and also createdmacroeconomic vulnerabilities. The high import content of hydropower construction widened theexternal imbalance and increased indebtedness. In addition, tax collection at 14 percent of grossdomestic product (GDP) in 2017/18 is low by international standards. The government has taken important steps to develop the nascent private sector through investments in infrastructure and improvements in the investment climate. It has also invested heavily in education and health. Despite these laudable investments, available jobs remain vacant, while educated youthremain unemployed. While hydropower will remain dominant in the foreseeable future, Bhutan'sdemographic transition requires more concerted efforts to develop the private sector

    Abstract: Although decelerating from 6.9 percent the previous year, economic growth in 2018 is estimated to remain robust at 6.5 percent. The slowdown in growth in 2018 has been partly due to a combination of the following domestic factors : (i) the severe floods that hit the country during July - September 2018, which adversely affected agricultural production and damaged infrastructure in several provinces; (ii) the weak performance of the mining sector despite higher commodity prices; and (iii) continued fiscal consolidation, which contributed to slower credit growth. These downside factors offset the gains from the industry sector driven by the expansion of construction activities and electricity exports, coupled with robust growth in wholesale and retail trade. There is evidence of increasing job creation between 2010 and 2017. According to the 2017 Labor Force Survey, wage jobs are estimated to have gradually increased since 2010. This has resulted in 28 percent of households situated mostly in urban areas reporting an increase in income. As a result, ownership of consumption goods among the more affluent households increased faster than in poorer, mainly rural, households. Therefore, while poverty is still expected to decline modestly, inequality is likely to have increased. The government intends to remain on the path of fiscal consolidation, with the deficit estimated to decrease to 4.7 percent of GDP in 2018 from 5.3 percent in 2017, owing to some improvement in revenue collection and expenditure restraint. Improved revenue performance has been primarily driven by higher excise revenues due to increasing oil imports coupled with a higher price of oil. Other drivers include an increase in income taxes, dividend earnings, and other non-tax revenues. Strengthened revenue administration, such as the use of electronic tax payment platforms, has also supported revenue mobilization for certain tax types. Public outlays have been rationalized through tighter control of the public wage bill and downward adjustment of non-wage current spending. These measures offset higher interest payments and the increase in capital spending financed by external loans. Fiscal consolidation is estimated to have slowed the accumulation of public debt in 2018, though not enough to reverse the rising debt-GDP ratio, which is estimated to increase from 60.1 to 60.6 percent of GDP between 2017 and 2018

    Abstract: Female Genital Mutilation/Cutting (FGM/C) is a development issue and a form of violence against women and girls that affects at least 200 million women in the world FGM/C is a harmful practice proven to impact the physical and mental health of affected women and girls from the moment of the cutting, with prolonged and irreversible consequences during their entire lives. Studies show that FGM/C has economic and social consequences and a high obstetric cost although a comprehensive study on the exact extent of these economic, health and social costs is still to be carried out. Beyond the data and the statistics, researcher have shown that FGM/C deprives women of sexual satisfaction, sexual health and psychophysical wellbeing. The Compendium of International and National Legal Frameworks on Female Genital Mutilation (the "Compendium") was prepared to contribute to this urgent and important development debate with the understanding that the knowledge of the law is an important empowerment tool to end FGM/C.     Abstract: The outlook for the global economy has darkened amid elevated trade tensions. International trade and investment are moderating, trade tensions remain elevated, and financing conditions are tightening. Global growth is projected to moderate from a downwardly revised 3 percent in 2018 to 2.9 percent in 2019 and 2.8 percent in 2020-21, as economic slack dissipates, monetary policy tightens in advanced economies, and global trade gradually slows (World Bank Global Economic Prospects, January 2019). Despite external shocks to trade and tourism, growth of the Thai economy is estimated to have accelerated to 4.1 percent in 2018. The economy proved to be resilient in the face of strong global headwinds due to strengthening domestic demand stemming from an upswing in private consumption and private investment. Domestic consumption expanded by 5 percent in 2018Q3, posting the highest growth rate in 22 quarters in a low-inflation environment and record-low unemployment. In addition, private investment grew by 3.9 percent in the third quarter supported by increased spending on construction, machinery and equipment. Strong domestic demand offset partially adverse global factors-the China-US trade dispute-as well as domestic and idiosyncratic factors-such as the Phuket boat tragedy and the high-base effect of gold exports. The Thai economy also owed its resiliency to strong and stable macroeconomic fundamentals

    Abstract: Maximizing the benefits from public sector investments requires a clear, predictable, and transparent process informed by robust analyses that can facilitate multicriteria considerations of different options and alternatives. However, the tools available to governments to assess the costs and benefits of different investment strategies are often too general or specific to determine the optimal investment strategy. This paper aims to improve the tools available to facilitate the assessment of the macroeconomic implications of large infrastructure projects and enhance the capacity for management of public investment decisions. The macroeconomic assessment of public investment options (MAPIO) model was applied to the Batoka Gorge hydroelectric scheme to provide an analysis of impacts on key macroeconomic variables. The MAPIO model shows the project provides a robust financial and economic investment option with a net positive impact on the national economies in both Zambia and Zimbabwe. The estimates are considered conservative and the returns remain robust when subjecting the model to extreme assumptions to test the sensitivity of the results. However, it is important to acknowledge the model limitations, which does not include noneconomic benefits, costs, or impacts on other sectors. Any investment decision should involve a multicriteria assessment that considers the full range of options and alternatives that may be available to achieving the development objectives

    Abstract: With the Paris Agreement and most of its detailed rulebook now finalized, countries and subnational actors face the challenge of translating climate targets and strategies into action and determining how to finance these actions. Through the Pilot Auction Facility for Methane and Climate Change Mitigation (PAF), the World Bank developed an innovative financial mechanism - climate auctions - which stimulates private investment in projects that reduce greenhouse gas emissions. Climate auctions offer price guarantees to companies that can deliver eligible climate results in the future. These price guarantees are allocated through a transparent, efficient auctioning process, which maximizes the climate impact of scarce public funds. In the near-term, countries can utilize climate auctions to spur significant investments in low-carbon activities and mobilize finance at the scale and pace necessary to achieve their national climate targets, laying the groundwork for longer-term carbon pricing and greater climate ambition. This policy brief is intended to inform policymakers and public funders about why climate auctions are an effective tool for achieving climate outcomes, focusing on how policymakers can utilize auctions to accelerate NDC implementation and raise climate ambition. The guide supports the implementation of the Multi-Annual Action Plan for a Regional Economic Area in the Western Balkans Six by helping inform policy discussions around capital markets development, including to what extent capital markets have potential and should be given priority in the region and small economies more broadly. The practical guide aims to provide regulators and policymakers in small economies with an overview of the capital market development agenda and existing challenges. The guide aims to support policymakers and regulators of small economies identify general preconditions, key constraints, and areas of potential for development of local capital markets. A framework for analysis of preconditions and capital markets development has been developed to guide reforms in small economies. A pilot of the methodology in Serbia helped further advance the framework and adapt it to the realities that small economies face. The framework for analysis of the preconditions and capital markets is outlined in Annex two. The practical guide focuses on both necessary preconditions and on relevant specific issues in capital markets development. It includes an assessment of the macro-fundamental preconditions that need to be in place to make capital markets development possible, including macro-political stability, level of savings, the structure of corporate sector, the broader legal and regulatory framework (including insolvency law and tax law), the level of real interest rates, and the soundness of the banking sector

    Abstract: The research is based on the PEFA framework and methodology for assessing public financial management performance and the data set that is generated from the PEFA assessments. The research quantified PEFA scores and aggregated them into overall scores which required developing assumptions on weighting scores, measures, and assessments. The research acknowledges methodological limitations of using the PEFA data set, including the assumptions. In general, the research follows the approach taken by previous researchers who have used PEFA data for quantitative analysis, but this does not eliminate the challenges that persist in transforming grades to numerical values and aggregating them. The time inconsistency issues and the limited number of observations also influenced the regression analysis using the PEFA data set. The team acknowledges that the PEFA data set was not designed for statistical analysis and that using it in quantitative regressions presents a series of econometric issues that cannot be fully resolved in this book, or in other papers which apply a similar approach. The research report builds on general recognition that PFM is important for development and recognizes that there is limited evidence based on the nontechnical determinants of PFM performance, as well as the outcomes of a good PFM system. The report therefore aims to bridge some of this gap between theory and practice using data on PFM performance from PEFA assessments. The report undertakes a closer examination of the key debates on what constitutes a good PFM system by providing an overview of the PEFA framework, and the data set that is generated through PEFA assessments, including its strengths and weaknesses.     Abstract: This Public Expenditure Review (PER) is the first for Namibia's health sector. Namibia is an upper-middle income country that has made major progress in improving the standard of living for its population and reducing poverty. Still, with one of the highest Gini coefficients in the world, the society is highly unequal. In addition, the size of Namibia, combined with a low population density, makes it challenging for the health sector to provide universal access to quality health services across the country. The recent economic downturn has put fiscal pressure on the government and heightened the need for spending efficiency. Although government spending on health has been consistently close to the Abuja target of 15 percent, health outcomes are poor. The country faces a double burden of both communicable and non-communicable disease (NCDs), with high HIV/AIDS, stunting and maternal mortality rates that predominately affect the poor, and an increasing prevalence in non-communicable diseases that will contribute to costly treatments and growing health expenditures in the future. The Namibian government is committed to improve health outcomes. Namibia's 5th National Development Plan (NDP5) for 2017-2022 aims to provide access to quality health care for its population, to increase Health Adjusted Life Expectancy (HALE) from currently 59 to 67.5 years, and to reduce mortality for mothers and children. to achieve this goal, the Ministry of Health and Social Services (MoHSS) has identified three strategic pillars for the health sector: (i) people's wellbeing; (ii) operational excellence; and (iii) talent management.     Abstract: Confronted with pervasive macroeconomic imbalances and microeconomic distortions, the Government of Egypt (GOE) started in 2016 to move forward with important reforms to stabilize the economy and restore confidence. At that time, Egypt was facing daunting economic and structural challenges, unsustainable fiscal and external imbalance and a deterring business environment. The severe foreign currency crunch that peaked in late 2016 motivated the GOE to introduce transformative economic reforms to alleviate the longstanding structural constraints to inclusive growth and macroeconomic stability. The flagship reforms of the economic program were (i) the liberalization of the exchange rate to eliminate the large currency overvaluation and foreign exchange shortages; (ii) a fiscal consolidation program that introduced a ale-added tax (VAT) and a gradual reduction in energy subsidies and the wage bill, and (iii) major energy sector terms to address power outages by public and private investment in generation and establish Egypt's potential as an oil and gas producer by reducing pricing distortions and arrears. These reforms were complemented by efforts to improve the business climate and attract private investment, starting with legislative reforms and the introduction of new laws on industrial licensing, investment, and insolvency. Macroeconomic indicators have reacted positively to the stabilization reforms. Most notable, economic growth has accelerated, the parallel market for foreign currency exchange has been contained, external deficits have narrowed, and international reserves have replenished. Public finances are progressing on a more sustainable path, with a frim containment of spending on price subsidies and a narrowing fiscal deficit. The improvement in macroeconomic conditions have also reflected positively on investors; perceptions, with credit rating agencies upgrading their ratings and outlook for Egypt

China's 13th Five-Year Plan (2016-2020) has upgraded the building of the ecological civilization to the level of national strategy - a policy target of top priority.According to the Ministry of Ecology and Environment (MEE), industrial parks (IPs) are the key source of industrial production and all new industrial projects are required to be operated within industrial parks (Zhang 2018). The growing concentration of industrial activities within IPs suggests that an increasing proportion of industrial pollution will be produced in IPs. Thus, promoting green development of IPs will be vital for the achievement of China's and the world's sustainable development goals.Effective management of IPs toward green development requires a well-functioning regulatory framework to provide standards, requirements, guidelines, and robust monitoring and evaluation (MandE) frameworks. Although China does not have a specific IP management law, a comprehensive regulatory framework is in place, covering different legislative levels including (from top to bottom in terms of their importance) laws, regulations, national policies, and standards and indicators. This regulatory framework covers multiple aspects of IP management, including requirements concerning the economic and environmental performances of IPs.This report conducts a comparative analysis between the Chinese green standards and the EIP Framework across all four dimensions-park management and economic, social, and environmental performance- to identify differences and share policy recommendations for further improvements of the Chinese standards

    Abstract: Croatia is a small, open economy and the latest entrant to the European Union. After being severely affected by the global financial crisis, Croatia's economy is recovering, with growth averaging around three percent over the last four years. The over-arching objective of the WBG Country Partnership Framework (CPF) is to play a catalytic role in supporting institutional improvements needed for a sustainable trajectory towards EU convergence and eventual IBRD graduation. This CPF would support interventions to address Croatia's climate vulnerabilities and protect its natural environment. This would be achieved primarily through ongoing and prospective advisory services, but also through potential WBG investments, including from IFC, and potentially from MIGA guarantees. The CPF will cover a five-year period (FY19-24) with one Progress and Learning Review (PLR). This approach includes a relatively narrow results framework that builds primarily on the ongoing portfolio and the nature of RAS-financed engagements. The PLR would provide an update on key areas of institutional weakness, including to measure progress against EU peers where benchmarks are available. While the WBG may contribute only modestly to these outcomes, it expects to play a catalytic role, and monitoring outcome indicators which are comparable across the EU will be particularly important to track progress in the areas on the critical path to accelerate convergence

    Abstract: Preliminary estimates show real growth achieved a four-year high of 7.5 percent in 2018, compared to 7.0 percent in 2017. Driven primarily by rapid expansion of exports and robust internal demand, the economy performed better-than expected. Exports burgeoned as external demand, especially in the United States and European Union markets, strengthened. Garment and footwear exports which account for more than two-thirds of total merchandise exports, recorded a five-year high,rising by 17.6 percent in 2018, up from 8.3 percent in 2017. Upbeat consumer confidence led to a surge in imports. Motor vehicles and steel imports, which gauge domestic consumption and construction demands, rose by 50 percent and 48 percent, respectively. The current account deficit widened to 10.4 percent of GDP in 2018, from 9.7 percent of GDP in 2017, but remained fully financed by foreign direct investment (FDI). FDI is estimated to have reached a record high of more than 3.0 billion US dollars or 13.4 percent of GDP in 2018. Burgeoning exports and strong FDI inflows have contributed to further accumulation of gross international reserves, which in 2018 reached 10.1 billion US dollars or about six months of prospective imports

    Abstract: The people of the South Caucasus aspire for their countries to become strong middle-class societies, and they are on track to make that aspiration a reality. Two decades of social and economic progress have changed the societies of Armenia, Azerbaijan, and Georgia. The notable improvements that people in the region have experienced are reflected in better living standards that allowed poverty to be reduced by half in the 12 years between 2005 and 2017. Yet, to consolidate middle-class societies, the governments of the South Caucasus need to do more to achieve the stability and resilience enjoyed by their more advanced peers in Europe and Central Asia. Sustainable economic growth, poverty reduction, and shared prosperity require that the full potential of all geographical and administrative areas, population groups, and economic sectors be realized. This boo analyzes spatial, social, and economic mobility in the South Caucasus. The book argues that Armenia, Azerbaijan, and Georgia have not yet integrated important geographical areas and population segments in full economic participation and social development. Economic gains have not been uniformly and equitably translated into greater welfare and opportunity among all households and individuals. The main conclusion is that sustainable growth, poverty reduction, and the consolidation of the middle class require that the institutional and physical foundations of greater and more equitable economic and social mobility be secured in the South Caucasus.     Abstract: The Social Assistance Scheme (SAS) is the main social assistance program in Kosovo and the sole program targeted at poverty reduction in Kosovo and, importantly, the only program in which household income and assets are used to identify beneficiaries. In the absence of SAS, the overall poverty gap would have been 1.8 percentage points higher in 2016, and the poverty rate would have been 1.5 percentage points higher. Yet, the importance of SAS in Kosovo's social protection system has declined; decreases in spending on targeted social assistance in Kosovo goes against a worldwide trend. The Government of Kosovo seeks to reform the SAS to eliminate discrimination in program design, promote inclusion and reduce poverty. If adequate investments are not made in basic infrastructure and services, urban planning, and in ensuring a governance and financing structure that can deliver for residents, cities instead can end up with major problems of congestion, pollution, sprawl, and inequality which can create or worsen social divisions, and potentially contribute to crime and violence. The report, Myanmar's Urbanization: Creating Opportunities for All aims to understand urbanization in Myanmar drawing on the growing literature on the topic in Myanmar, especially for Yangon. It uses an inclusive urbanization lens and proposes a set of priority policy areas for urgent attention that will help to ensure the benefits of urbanization are widely realized given the projected growth of cities. An inclusion lens is particularly important in Myanmar as the country transitions from a complex history that has been characterized by decades of economic and political isolation, conflict, and underdevelopment. Inclusive urbanization is reliant on three keydimensions; economic, social and spatial.     Abstract: This report describes the key policies for Chad to successfully leverage export diversification to foster economic growth. After several unsuccessful attempts at diversifying in the 1990s, Chad has deepened its dependence on commodities, mainly relying on oil; which came to replace cotton. However, the experience of other countries, in Africa and other parts of the world, shows that while large scale production of oil resources offers great opportunities, it comes with major shortcomings. Chad's Vision 2030 is to become an emerging economy, driven by diversified and sustainable sources of growth. The goal is to triple the average GDP per capita at current prices, by increasing it from USD 730 in 2014 to USD 2300 in 2030, while drastically reducing the poverty rate from 46.7 percent in 2011 to 8 percent during the same period. Chad's economy is overly dependent on crude petroleum, which makes it vulnerable to external shocks. Therefore, to achieve this development goal, only an export diversification strategy can foster a larger menu of goods and services than can become growth-accelerating and job-creating activities. Its implementation challenges are formidable, but the country has little choice, as the social unrest following recurrent oil price slumps, its burgeoning youth population and regional security threats may foment more violence in an already fragile and volatile economy and keep investors away. Hence, this report outlines a strategy to achieve this vision centered on the diversification of its non-oil economy (mainly agricultural-based exports) away from natural resource-based commodities

    Abstract: Ghana's real gross domestic product (GDP) expanded in 2018, albeit at a slower rate than in 2017; the expansion was spurred by the mineral component of the industry sector. The government sustained its fiscal consolidation efforts in 2018 despite challenges. The current account deficit narrowed further in 2018 but portfolio capital outflows put pressure on reserves. The financial sector in Ghana has grown rapidly since 2010, and with it the share of Ghanaians with access to formal financial services, which is a measure of financial inclusion. Despite all the challenges in building a more financially inclusive economy, there has been a significant growth in the number of financial access points over the past five years. The government has facilitated interoperability across payment instruments by establishing a mobile money switching solution. But more can be done to leverage innovative digital technology, as is recognized in the government's national financial inclusion and development strategy (NFIDS). In support of the government's efforts, the financial sector analysis in this economic update concludes with five specific recommendations for enhancing financial inclusion in Ghana: digitize government and utility payments; link informal channels with formal financial services; promote agent banking; improve financial capability; and leverage data to improve access to finance

At the same time addressing the challenges of places left behind will be increasingly important for shared prosperity and sustainable growth. European Union (EU) accession, technological changes, and globalization are most likely to create growth opportunities that will favor cities and their agglomeration economies. These trends, if left unchecked, are also more likely to increase spatial welfare disparities. This report advocates for a stronger focus on cities, especially capital cities and their metro regions, as engines of growth and job creation. It also argues for policymakers to focus on lagging regions to address spatial welfare disparities likely to increase with the concentration of people and economic activity in fewer places

    Abstract: Following general elections in Liberia in 2017, a new government was formed with a mandate to achieve ambitious development objectives. Following a nationwide consultative process, the new medium-term national development plan, Pro-Poor Agenda for Prosperity and Development (PAPD)-2019-2023 was developed focusing on: strengthening public institutions; accelerating infrastructure investments for productive capacity; improving productivity in the real sector through enhanced economic diversification; increasing investment in human capital (youth employment, health, and education); and improving competitiveness, while safeguarding macroeconomic and debt sustainability. The focus of fiscal policy should be twofold, raising revenues while sustaining deficit at financeable level. In such a tight fiscal situation, the imperative is to secure equal or improved quality of public services by prioritizing and improving the composition of expenditure, enhancing efficiency, and expanding the resource envelope by stepping up the revenue mobilization efforts. Sustaining pro-poor development agenda, will likely require a political resolve to reduce the share of government resources devoted to high paid public servants and discretionary expenditures, as well as improve the efficiency and transparency of government spending. Otherwise, the financing gap created by an announced decline in grants and other forms of external assistance may be difficult to close

    Abstract: This Country Partnership Framework (CPF) provides the main elements of the cooperation between the Republic of Tajikistan and the World Bank Group during the five years spanning FY19-23. The CPF builds on the Country Partnership Strategy (CPS) of FY15-18, and incorporates the Implementation Note (IN) for the IDA18 Risk Mitigation Regime (RMR). The overarching goal of the CPF is to support Tajikistan in adopting policies geared towards reducing poverty and promoting shared prosperity in a sustainable manner. to this end, the CPF is aligned with the National Development Strategy (NDS) and the Medium-Term Development Program (2016-20) of the Government of the Republic of Tajikistan. CPF priorities have been informed by consultations with key stakeholders.This CPF has been developed at a critical time for Tajikistan, with several external changes having opened a window of opportunity; taking advantage of these would substantially enhance the country's growth trajectory and increase resilience. Changes include the recent opening of borders with China and Uzbekistan during 2016-17 and increased trade with Afghanistan, reversing more than a century of adverse historic developments. These developments have reopened nearby export markets and reduced the costs of trading with new markets. to succeed in this potentially transformative move towards an economy integrated with neighbors and wider markets, Tajikistan will need to address principal structural, macroeconomic, and environmental legacy issues. Going forward, fiscal constraints, persisting inequalities, and a deceleration in poverty reduction call for an urgent upgrade of policies. Adopting policies that ensure opportunity for all, allow for more openness and accountability, protect the poor, and address inequalities will reduce fragility, increase resilience, and improve citizens' standard of living

    Abstract: Papua New Guinea (PNG) is a richly diverse society undergoing intense economic and social transformation. With more than eight hundred different languages spoken among a population of over eight million people, divided into more than one thousand ethnic clans, PNG is the most heterogenous country in the world. The World Bank Group's (WBG's) country partnership framework (CPF) for the Independent State of Papua New Guinea for FY19-FY23 is anchored in the government's Vision 2050, the PNG development strategic plan 2010-2030, and the third medium-term development plan for 2018-2022 (MTDPIII). to support the government in achieving the twin goals, the CPF envisages supporting the government of PNG in pursuing sustainable and inclusive growth and building resilience to shocks across three strategic focus areas: (i) improving macro and fiscal resilience; (ii) ensuring more effective and inclusive service delivery, particularly in underserved areas; and (iii) enabling private sector development and inclusive growth in non-resource sectors. Addressing governance and institutional challenges will be a cross-cutting theme to the program. Close collaboration between the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA) will be emphasized, with a particular focus on strengthening the business environment and job creation in PNG

    Abstract: Mexico's economy has grown moderately over the last quarter century, with annual per capita GDP growth averaging just 1.2 percent between 1990 and 2017. The country's weak economic performance reflected a decline in productivity, which fell by 8 percent during that period. Mexico's productivity challenges are associated with large and widening regional disparities and the misallocation of resources between sectors and firms. Large productive firms integrated with Global Value Chains have not developed backward linkages to the rest of the economy and lagging regions. Meanwhile, widespread labor and firm informality contributes to the misallocation of productive resources. Reversing the decline in productivity will require an integrated strategy encompassing multiple policy areas and sectors. This broad strategy should include strategies discussed in other policy notes: (i) alleviating rigidities and distortions in labor markets and improving access to credit; (ii) alleviating existing rigidities and obstacles to competition across sectors and sub-sectors while following through with the structural reforms enacted; (iii) designing and implementing effective interventions at the subnational levels to enhance both product and factor markets; (iv) dealing with the financing of social insurance schemes; and (iv) strengthening rule of law institutions at the federal and local levels. This note focuses on critical aspects of the diagnostic around the productivity dynamics in Mexico. It also links the aspects of the strategy above-highlighted to specific policy recommendations on other Policy Notes of this set given the cross-cutting nature of productivity growth. It also focuses on providing policy directions on: (i) strengthening institutions and programs working directly on the productivity agenda; (ii) selected sub-national interventions to ease the regulatory burden; and (iii) proposing a broad and integrated strategy for fostering formalization

    Abstract: The Philippines has made remarkable progress in the last decades in improving its health outcomes. However, performance is still poor compared regionally and with similar economies. This report was developed with the aim of informing health policy during the political transition from the Autonomous Region in Muslim Mindanao (ARMM) to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This transition began with the ratification of the Bangsamoro Organic Law (BOL) in January 2019. This report provides an overview of the current capacities and challenges facing the public primary health care system as the BARMM government enters into its new role. By providing a detailed look at the availability of inputs needed to deliver priority services, it highlights current strengths, and also indicates areas that need to be strengthened if the national and subnational health goals are to be realized. Historically, health outcomes have been far worse in BARMM than elsewhere in the country. While health outcomes are complex and multi-dimensional, weaknesses in health governance have exacerbated the geographic and socio-cultural challenges associated with health care delivery. While the authors recognize that the transition is likely to introduce some challenges, it is hoped that the findings documented in this report can guide health policy, including investments towards high-impact priorities and in this way, help lay the foundation for better health care, and better health for the people of BARMM

    Abstract: On average, Vietnam has achieved remarkable improvements in nutritional status in recent decades, but improvements in national aggregates mask wide disparities and a persistent 'very high' burden among disadvantaged ethnic minority groups. Between 2000 and 2010, national stunting rates dropped from 36.5 percent to 24.2 percent. The decrease from 2010 to 2015 was not as great, but when the 2015 data are disaggregated according to ethnic group, the Kinh majority has a prevalence of 17.7 percent, whereas the prevalence in other ethnic groups is 32.0 percent. This pattern repeats itself for the prevalence of underweight (a significant drop nationally from 33.8 percent in 2000 to 14.1 percent in 2015 but a 9.7 percent prevalence in the Kinh ethnic group in 2015 versus 21.9 percent in other ethnic groups) and wasting (a decrease from 8.6 percent to 5.6 percent in national prevalence from 2000 to 2015 but a 9.1 percent prevalence for Kinh versus 5.5 percent for other ethnic groups (WB Assessment 2012). The gap between the ethnic majority and minority has persisted despite the multiple government programs aimed at reducing it. As the economy has evolved from predominantly agriculture to a mix of agriculture and technology, the requirements of the workforce have changed as well. Manual labor is still necessary but no longer enough. The need is for intelligent, highly educated and skilled workers. All of these attributes are the product of a healthy, well-nourished population. Deficiencies in nutrition and health, lower levels of education, lack of language skills in the national language, and inability to migrate to jobs in urban centers of ethnic minorities have further hindered their ability to narrow the gap in nutrition and economic well-being

    Abstract: In the wake of the 2014 Ebola Virus Disease (Ebola) crisis, the international development community, including the World Bank Group (WBG), have taken various institutional and operational steps to improve the advice, investments, and financing instruments to support both the efficiency and effectiveness of emergency responses to infectious disease outbreaks. Several World Bank instruments have been developed or adapted to more promptly deliver financial resources. The objective of the study is to inform the design and implementation of financing for rapid response to outbreaks through an analysis of lessons learned from recent outbreaks in West and Central Africa. This report will explain the methodology used to collect and analyze study data. It will then review the background, findings, and observations on mobilizing domestic and external funds for response in light of the evolution of epidemics in West Africa, Nigeria, and Democratic Republic of the Congo. The report summarizes the recent changes and key remaining challenges globally and in select countries summarized by the four selected themes (governance, effective financing, efficient use of resources, and preparedness). This report then offers conclusions and recommendations from this qualitative study

    Abstract: Benefiting from successful economic transformation after independence and the start of EU accession negotiations, economic activity in Montenegro has been solid, supporting the rise in incomes their convergence with the ones in the European Union. Inflation has been modest and kept in check. However, the import dependence of the growth model and the excessive reliance on the state to stimulate the economy have contributed to widening of external and internalimbalances as well as indebtedness. There have been recent efforts at fiscal tightening, but more needs to be done to address structural rigidities and boost the commitment to the objectives of economic policies. This is particularly the case with respect to the medium-term budget plans, public sector restructuring, pension and health reforms, improvements of market competition, and the labor market. Montenegro confronts today the need for further fiscal adjustment to turn the deficit into surplus and bring public debt below the Maastricht level. This would help creating the fiscal space for strengthening its convergence prospects with the EU and with the alignment with the rules in the eurozone, given the country's use of euro as the local currency. Fiscal and structural policies in an economy without monetary policy levers are of paramount importance to protect stability and competitiveness. This Public Finance Synthesis Report is a summary of policy discussions over the last few years carried out under the various World Bank activities, including the Policy-Based Guarantee, the analytical work under the topic of Jobs and Growth and on pharmaceutical reform issues). While the Government has already taken major efforts to address some of the critical bottlenecks in the economy, this synthesis report summarizes and outlines pathways to further strengthen the sustainability, efficiency, and effectiveness of public finances in Montenegro

    Abstract: Investment in young children in Liberia is a critical aspect to Liberia's development agenda. While progress is being made, greater momentum is needed to ensure that young children develop and thrive along physical, cognitive, language and socio-emotional dimensions. The quality and quantity of early experiences in the first thousand days lay the foundation for children's brain development, which includes good nutrition, early stimulation, and safe and secure environments. Healthy brains in turn influence health and education outcomes in subsequent years which translates into economic growth. Investments in early experiences yield better health, better school readiness, and higher academic performance which in turn leads to higher economic productivity. The pathway to early childhood development (ECD) starts in utero, therefore, investments in pre-natal services and healthy pregnancies are the starting points to healthy childhoods and productive adulthood. Investment in the early years is a proven gateway to a country's economic growth and development. to reap full benefits of ECD investments, it is critical to start early and integrate programs across health, nutrition, education, and social or child protection sectors. Over the past three decades, Liberia made some improvements in the well-being of the youngest in the country. Despite progress, coverage of services remains low across the ECD continuum from conception through birth to child health and pre-school packages. to conclude, existing guidelines for center or facility-based delivery of ECD services should be reviewed and revised to ensure integration of services

    Abstract: The Kyrgyz Republic has made significant steps in reforming the health system through successive National Health Programs implemented over the last 20 years. One of the major achievements of such reforms were the establishment of a single-payer national health insurance and a basic benefit package. The State Guaranteed Benefit Package (SGBP) provides free basic health services at the primary care level for the whole population, and inpatient care with nominal co-payments or no fee for certain groups. Even though the principles of the SGBP contain elements of international good practice, the SGBP has hardly changed since it was stablished. At the same time, many changes have taken place within and outside the health system, exerting mounting pressure for the SGBP to adapt to the new disease burden and meet population's expectations within the context of budget constraints. The current paper provides a critical assessment of the Kyrgyz Republic's basic health benefit package. It reveals several issues in the actual benefits delivered to the population as opposed to the generous promise of the statutory package. Some important limitations include lack of clarity, persistent funding gap, large number of fee exemption categories given the resource constraints and at the same time lack of an effective mechanism to protect the poor. Most importantly, there is no systematic arrangement in place to ensure a regular evidence-based process of the benefit package revision. The paper proposes several measures that could guide the process of SGBP revision, considering the Kyrgyz context and building on international experiences. It is expected that information from the paper will be useful not only for the Kyrgyz stakeholders but also other countries in making the benefit package an effective instrument for achieving universal health coverage

    Abstract: The main purpose of the 2018 public expenditure and financial accountability (PEFA) assessment is to provide the Government of Uzbekistan and its development partners with an objective up-to-date diagnostic of the national-level public financial management performance based on the latest internationally recognized PEFA methodology. The 2018 PEFA assessment is intended to provide an update of progress in Public Finance Management (PFM) since the last PEFA in 2012, but also establish a new baseline using the 2016 PEFA methodology. This methodology identifies the seven pillars of performance that are essential for an open and orderly PFM system. These include budget reliability, transparency of public finances, management of assets and liabilities, policy-based fiscal strategy and budgeting, predictability and control in budget execution, accounting and reporting, and external scrutiny and audit. The assessment process seeks to build a shared understanding of PFM performance and those dimensions that require improvement. The results of the assessment will assist the government in monitoring the implementation of Uzbekistan's Public Financial Management Reform Strategy to achieve long-term sustainability

    Abstract: The survey aims to comprehensively and comparatively analyze how regulators from both developing and developed economies are regulating and supervising online alternative finance activities. The current gap is between the demand for finance by small and medium size enterprises (SMEs) and existing matching supply is estimated to be approximately USD 5 trillion worldwide. Fortunately, access to formal financial services has expanded tremendously over the past few years, fueled by Fintech solutions. Not only have they increased financial inclusion, they have also increased competition, driving prices lower and improving the quality of services offered. This momentum -driving access to transaction accounts and electronic payments- is crucial for financial inclusion, but firms and individuals also need access to credit, insurance, long-term savings and pension products and investment capital. The BIS-IOSCO principles that are specifically on oversight function are set out in section one. Section two discusses the background and the present payment landscape, legal status, and critically review the present oversight arrangement by MMA, its mandate and suggest areas of improvement for an improved and effective oversight function. Section three outlines the present and future challenges for payment and settlement oversight unit (PSSOU) and provides guidelines to overcome some of the challenges. Section four sets out recommendations to be adopted by PSSOU and section five articulates the most urgent tasks that should be undertaken by PSSOU and MMA to ensure an effective oversight on the national payments system (NPS) in the Maldives

    Abstract: In this note authors explore the many ways that adults in the Maldives are using digital payment services through mobile phones, the internet, and bank accounts. The authors also explore savings habits and outline opportunities to use digital technology to bring financial services to adults who still have no accounts. The Findex Notes series summarizes data compiled by the Global Findex from nationally representative surveys of more than 150,000 adults in over 140 economies in 2017, including more than 1,000 adults in the Maldives. Research is showing that when people embrace digital financial services, a range of development benefits follow. When women in India received personal accounts linked to a jobs guarantee program, they increased their labor force participation and earnings compared to women who received such payments into a join account controlled by their husbands. The improvements in employment and earnings improvements disproportionately benefitted women with previously low labor force participation and those whose husbands were most opposed to their getting a job. Women-headed households in Nepal spent 15 percent more on nutritious foods (meat and fish) and 20 percent more on education after receiving free savings accounts. Another study found that the adoption of mobile money accounts in Kenya helped lift 194,000 people out of poverty, and that the accounts proved especially beneficial for women. Mobile money has also been cited as a fast and efficient method of sending and receiving funds from a network of acquaintances during an emergency, potentially reducing the likelihood that those impacted by a financial crisis will descend into poverty

    Abstract: This is an assessment of the Securities and Exchange Commission of Thailand (SEC) and, secondarily, of certain self-regulatory organizations (SRO) that participate in the regulation of the capital markets of Thailand. This assessment was conducted in February, 2019 as part of the Financial Sector Assessment Program (FSAP) conducted jointly by the International Monetary Fund (IMF) and the World Bank. The financial sector of Thailand shows strong growth and is dominated by banks, which are a major force in other components of the financial sector through separately licensed subsidiaries. The financial system's assets are equal to 259 percent of GDP (February 2018), with Thailand's 30 commercial banks (including 15 foreign branches or subsidiaries) holding 46 percent of financial sector assets and eight specialized (state-owned) financial institutions (SFIs) holding 15 percent. The three largest commercial banks account for 46 percent of banking sector assets, lower than that of its peer comparators. Banking sector growth, however, has been stagnant, growing to 156 percent of GDP (2018) from 153 percent (2012). Other segments of the financial sector have experienced higher growth in recent years. The market capitalization of the SET has grown to 104 percent of GDP (up from 67 percent of GDP in 2005, and from 37 percent of GDP in 2008). Insurance sector assets have grown from 10 percent of GDP in 2006 to over 22 percent of GDP in 2016

The assessment was undertaken in the context of the International Monetary Fund and World Bank Financial Sector Assessment Program (FSAP) of Thailand in November 2018. The assessors would like to thank the Thai counterparts for their excellent cooperation and generous hospitality. The objective of the assessment was to identify potential risks related to the FMIs that may affect financial stability. While safe and efficient FMIs contribute to maintaining and promoting financial stability and economic growth, they may also concentrate risk. If not properly managed, FMIs can be sources of financial shocks, such as liquidity dislocations and credit losses, or a major channel through which these shocks are transmitted across domestic and international financial markets. The scope of the assessment includes two main FMIs as well as the authorities in Thailand responsible for regulation, supervision, and oversight of FMIs. BAHTNET and TSD are assessed against all relevant principles of the PFMI. The authorities, the BOT and the SEC, are assessed using the responsibilities for authorities of FMIs

    Abstract: The Thai insurance sector is a relatively small but growing part of the country's financial services industry. Insurance sector assets have grown from 10 percent of gross domestic product (GDP) in 2006 to over 22 percent of GDP in 2016, constituting 9 percent of total financial industry assets. Similarly, between 2008 and 2017, gross premiums written have grown at an average annual rate of approximately 16.9 percent, substantially above nominal GDP growth of 9.9 percent during the same period. As a result, the insurance penetration ratio (the ratio of premiums written to GDP) has gradually increased from 3.63 percent in 2008 to 5.39 percent in 2017. This paper provides an assessment of significant regulatory and supervisory practices in the insurance sector of Thailand. The assessment was conducted by Charles Michael Grist, Financial Sector Consultant, the World Bank Group, and A. Thomas Finnell, Financial Sector Consultant to the International Monetary Fund, from February 6 until February 22, 2019. The last review of the Thai insurance sector was conducted as part of an April 2008 Financial Sector Assessment Program Review (FSAP), but this review did not include a detailed assessment against the ICPs issued by the International Association of Insurance Supervisors (IAIS)

    Abstract: This report assesses the key constraints on the supply of (quantity and quality) and demand for early childhood development (ECD) services for pregnant women and children under the age of five in Armenia and puts forth recommendations on how to improve access to ECD services for poor and socially vulnerable families. The government of the Republic of Armenia, with support from the World Bank and other development partners, is currently expanding the existing social work system in Armenia to more actively link vulnerable families to ECD services. A specific objective of the report is to inform the design of this expansion. The World Bank team carried out a survey of ECD services providers in the four marzes of Ararat, Gegharkunik, Lori and Yerevan. The report draws heavily on the findings of this facility survey, the Integrated Living Conditions Survey (ILCS) 2017,3 the Social Snapshot and Poverty in Armenia, the Armenia Demographic and Health Survey (DHS) 2015-16 (NSS 2017), and on other ECD-related studies conducted in Armenia. The report's assessment and recommendations are also grounded in global evidence on ECD. This evidence highlights the importance to human development of receiving nurturing care in the early years. There is robust evidence that early experiences shape the brain's structure and functioning, and that deprivations during the prenatal period and early childhood can have substantial negative impacts on later cognitive ability and educational achievement. Early childhood development services that promote nurturing care during this period are cost effective, and programs for disadvantaged children during early childhood have a higher rate of return than programs introduced later in life. Services with proven benefits to ECD include antenatal care, promotion of child nutrition and micronutrient supplementation, parenting education, and preschool education. Global evidence points to specific interventions in each area that have proven impact

    Abstract: The successful conclusion of the Presidential election in January 2019 represents a historic window of opportunity for Madagascar to break cycles of political instability that abruptly interrupted its development in the past and to leapfrog its economic and social revitalization. Following a prolonged period of economic stagnation, growth accelerated over the last five years to reach 5.1 percent in 2018, its fastest pace in over a decade. The return to constitutional order in 2014 was instrumental to this economic revival, as it contributed to restore investor confidence, re-open access to key export markets, reinstate flows of concessional financing, and encourage structural reforms. Growth continued apace in 2019, although moderating slightly to an estimated 4.7 percent, amid weakening external demand and a slow execution of public spending following the presidential and parliamentary elections. A post-election rebound in public and private investments is expected to result in growth averaging 5.4 percent in 2020-21. This Economic Update suggests however that the country remains vulnerable to shocks. International risks include the possible intensification of the trade war between main trading partners, or the rise in international oil prices in a context of geopolitical tensions. The risk of natural disasters or of a sharp drop in the price of vanilla also need due consideration. The government must take advantage of the successful political transition to accelerate growth-enhancing reforms and develop the necessary fiscal buffers to support priority investments and be ready to face unexpected circumstances

Thus, the ESD aims to inform investment projects and government policies and facilitate the implementation of the World Bank's new Environmental and Social Framework in the context of the projects it supports.The key themes of natural resource use addressed in the ESD are forest management, nature-based tourism, hydropower development, agricultural intensification, and river quarrying. For each theme, the ESD highlights the economic gains of more productive use of the associated natural resources, where possible through quantitative modelling, and points to investments and policy and institutional measures to ensure sustainability. In terms of adverse environmental impacts, the ESD focuses on pollution, including air pollution, solid waste including hazardous substances, as well as, road construction. It estimates the cost of pollution to the economy and provides recommendations to lower this cost.     Abstract: In 2018, after decades of conflicts, peace negotiations finally concluded with the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), recently approved through the 2019 Bangsamoro autonomy plebiscite, which is envisioned to have greater autonomy, more resources, and larger territory than its predecessor. BARMM has faced serious challenges in both access and quality of basic education even while the Philippines as a whole has made remarkable progress in the basic education reform over past decades. In BARMM, only 1 out of every 10 students who began primary education completes junior high school (JHS) on time. Out-of-school youth and adults (OSYA) have thus accumulated over the generations. The share of OSYA in BARMM is double the national average. The figures point to a crisis in the delivery of basic education in the BARMM area - a crisis which needs to be addressed as a first priority to keep children in school and to provide better quality education to them. Complementary to the efforts in provide quality education for Filipino children, the Alternative Learning System (ALS) has been operated by the Department of Education (DepEd) offering second-chance learning programs for the past few decades throughout the country for OSYA who have limited skills and bleak employment prospects. The World Bank has undertaken a series of evaluations of ALS with the DepEd since 2013. The findings show significant and positive impacts on labor market outcomes among ALS learners who could pass the accreditation and equivalency (AandE) exam. The previous evaluations of ALS have not to date covered the BARMM area. This study fills that gap and aims to provide the new BARMM government essential evidence based on new data for designing and undertaking reform interventions to improve the program delivery for its beneficiaries

This plan is not intended to be comprehensive but can further include additional projects when more funds will be available. The plan presents a situation analysis of Mali's national policies, plans and programs in relation to key climate risks, which form the context for key prioritized interventions. Designed project concepts are developed for each of these key investments, including the main project objectives, components and implementation arrangements. These provide a tangible set of project concepts for potential investors and donors to consider for funding. Finally, a general framing for developing a monitoring and evaluation (MandE) framework for the CSA investment plan (CSAIP) is provided, showing how CSA outcomes relate to other MandE frameworks and other monitoring activities for national-level development priorities.The CSAIP provides the context and evidence for the importance of these projects, and details how they can be economically beneficial and provide food security to the people of Mali. This can help spur investment and funding for CSA to help Mali deliver on its NDC and other national targets

    Abstract: The Paris Agreement introduced a bottom-up approach for addressing climate change by enabling countries to pledge individual commitments through nationally determined contributions (NDCs). Furthermore, Article 6 of the Paris Agreement recognizes that Parties may engage in bilateral cooperative approaches, including through the use of internationally transferred mitigation outcomes (ITMOs), to achieve their NDCs. Heterogeneous climate markets may have different governance systems and technological approaches. Information about mitigation outcomes (MOs) or emission reductions is currently collected in a variety of repositories, including spreadsheets and registries, with different levels of information. The differences in these processes may constrain market integration and add to the complexity of tracking and recording transactions. Against this backdrop, there is a need to create a new architecture to support transparency and enhance the tradability of climate assets across jurisdictions while ensuring the integrity of trades. The Kyoto Protocol utilized an International Transaction Log (ITL), operated by the United Nations Framework Convention on Climate Change (UNFCCC), to facilitate communication between registries and maintain a transaction log to ensure accurate accounting and verification of transactions proposed by connected registries. However, under the Paris Agreement, which may rely on a decentralized approach to markets under Article 6.2, climate negotiators are still determining whether a centralized infrastructure should continue, the functions it could perform, and to which market mechanisms or transactions it would apply. Consistent with the bottom-up ethos of the Paris Agreement, there is value in demonstrating an approach to link registry systems in a peer-to-peer arrangement

    Abstract: This report aims to help the government of Armenia and its stakeholders develop a strategy for the tertiary education sector. It uses the methodology of SABER - Tertiary Education (SABER-TE), which is a diagnostic tool to assess how education systems perform and to identify priorities for reforms at the national level. The methodology and this report are part of the World Bank's systems approach for better education results (SABER), which benchmarks education systems at the country level. SABER uses an extensive questionnaire to collect data on the policy environment for tertiary education. The questionnaire is populated through an analysis of the most recent versions of relevant legislation, policy documents, and reports on the sector. The SABER team also carried out fieldwork in Armenia between July 2018 and March 2019 with visits to several universities, government agencies, and other stakeholders. After data collection for Armenia was complete, the policy dimensions were scored on a rubric. This report proceeds as follows. First, the authors describe the context of the tertiary education system in Armenia. In the seven sections that follow the authors proceed with scoring each of the seven policy dimensions in turn, and in the conclusion they offer a few general observations and recommendations about tertiary education in Armenia

    Abstract: Economic growth in Nepal remained robust, reaching 7.1 percent in FY2019. This is in contrast with past growth that averaged 4.1 percent a year between FY2007 and FY2016. The service sector accounted for 57 percent of the growth, and the agriculture sector contributed an additional 24 percent. Higher remittance inflows and a surge in tourist arrivals translated into higher growth in retail trade, real estate, transport, and hotel and restaurant services. Good monsoons and increased commercialization coupled with improved availability of fertilizers, seeds, and irrigation facilities contributed to higher paddy, maize, and wheat production. Higher remittances also supported increased private consumption, while private investment expanded because of regular electricity supply and greater political and policy stability. However, public investment contracted as post-earthquake housing reconstruction slowed and national pride projects like Melamchi water supply and Upper Tamakoshi hydroelectric were further delayed.     Abstract: Many cities in Kosovo suffer from poor air quality, with ambient concentrations of particulate matter with a diameter of 2.5 micrometers or less (PM2.5) significantly exceeding the national and European Union (EU) standards and global air quality guidelines for PM2.5 established by the World Health Organization (WHO). The air pollution in the capital city of Prishtina rivals that of big cities like Beijing, Mumbai, and New Delhi. People in North Macedonia and living in the Balkans and Eastern Europe are typically breathing more toxic particulate air pollution than their neighbors in Western Europe. This is due to fewer air pollution reduction policies and more solid fuel heating and cooking (meaning many more residential wood and coal stoves) in Eastern European and Balkan countries compared to the rest of Europe. Western Europe has mostly moved away from coal-fired power plants (or at least has pledged to reduce coal consumption to meet climate goals), but in the Balkans and in Eastern Europe they are still widely in use. In fact, the Balkan region is home to many coal and lignite-fired units and to 7 of the 10 most polluting coal-fired power stations in Europe

    Abstract: Regional integration and international connectivity via economic corridors play an essential role in reducing the isolation of West Africa's landlocked countries such as Burkina Faso. Burkina Faso's main international corridors are the Ouagadougou-Lome road corridor connecting it to Togo, the Ouagadougou-Tema (Ghana) road corridor, and the Ouagadougou-Niamey (Niger) road corridor, as well as the Ouagadougou-Abidjan (Cote d'Ivoire) road and rail corridors. Each of the corridors plays a unique role in regional integration, national trade, and sub-national rural and urban development, by providing connectivity to consumption centers, economic production zones, and/or economically lagging areas. The national perspective suggests that the Ouagadougou-Lome corridor is very important for Burkina Faso's imports, serving as the artery for about 40 percent of all cargo entering the country, while the Ouagadougou-Abidjan road and rail corridors play an equally crucial role in allowing Burkina Faso's exports to reach global markets. The region's trunk road infrastructure is in fair-to-good condition on most sections, although large gaps remain on corridors such as the eastern link between Lome and Niamey. This study develops several scenarios of corridor interventions that address the inefficiencies to quantify the expected impacts in terms of real income growth and domestic market accessibility

    Abstract: This report examines progress and challenges in reducing poverty in Lesotho. Lesotho's poverty rate is lower today than it was 15 years ago. However, with a poverty rate of 49.7 percent in 2017, poverty remains widespread. Economic vulnerability is high, with more than 75 percent of the population either poor or vulnerable to poverty. This suggests that most of the population lack economic opportunities and are deprived on multiple fronts. Urban areas experienced greater poverty reduction due to improvements in education and increases in incomes from well-paying jobs, largely in the services sector. In rural areas, poverty stagnated due to slow growth in agricultural incomes, a fall in remittances and vulnerability of the rural population to weather shocks. Despite the growing urban-rural poverty divide, inequality fell as a result of expansion of social protection and an increase in wage incomes among the poor. In spite of this, Lesotho remains one of the 20 percent most unequal countries in the world. A combination of policies that improve human capital, promote job creation and address high unemployment, increase agricultural productivity, together with those that build resilience against economic and environmental shocks, would boost shared prosperity and accelerate poverty reduction in Lesotho

    Abstract: The objective of this report is to present a snapshot of the welfare landscape in Djibouti that will help stakeholders understand poverty's determinants. Exploiting data from the 2017 household expenditure survey, as well as administrative and geospatial data, it provides a detailed analysis of poverty in the country, its strong link to labor market outcomes, and the differential access to opportunities between urban and rural areas. Djibouti has recently experienced a period of unprecedented economic development, allowing it to grow its economy by an average of 7 percent per year between 2013 and 2016. This report shows that over a fifth of the Djiboutian population continues to live in extreme poverty and that the country has high levels of inequality, ranking 71 out of 95 countries with information on Gini available circa 2015. The report also focuses on the nexus of (monetary) poverty and the labor market. With a dual labor market, divided between the public sector and informality, a large share of the population-especially those who are vulnerable-continue to face high risks, as they have neither the skills nor opportunities to lift themselves out of poverty. Djibouti needs to double its efforts in pursuing an inclusive growth strategy. This strategy will need to be sustained by a strong labor market that allows individuals to capitalize on recent investments in education and closes the gaps in human capital across all groups of the population

    Abstract: After nearly a decade of strong growth fueled by the boom in commodity prices, Ghana's economy remains undiversified and vulnerable to external shocks.This report strives to analyze the main challenges for economic diversification from a productivity angle.In looking at a set of high-growth economies of the past, the Growth Report 2008 identified common characteristics of successfully applied growth models-the "ingredients of growth"-to inform policy formulation around the world.However, since independence in 1957, Ghana's long-term growth dynamics have been mixed and can be divided into three distinct periods.Drivers of the economic expansion of Ghana changed significantly over the years; currently, the service and natural resources sectors provide the main sources of growth.As a consequence of the change in input factors for growth, the contribution of total factor productivity to growth is on a declining path.The structural shift of the Ghanaian economy into services and natural resource sectors comes with two key economic management challenges.     Abstract: Research shows that vehicle speed affects the severity of all road crashes. Higher speed crashes involve more kinetic energy: the more energy that is dispersed in a crash, the more severe that crash will be. Speed also affects the likelihood of a crash occurring in the first place. The likelihood of a serious or fatal crash increases significantly even with small increases in vehicle speed. Field studies demonstrate that a one percent increase in mean average speeds results in a roughly two percent increase in the frequency of crashes involving injury, a three percent increase in severe crashes, and a four percent increase in deaths. The safety of infrastructure is heavily influenced by traffic speed, to the extent that without a detailed understanding of speed limits and vehicle operating speeds, it is difficult to assess the safety performance of infrastructure at a given location. This report seeks to highlight the central role of speed management in the Safe System approach and how a simple speed variation can improve safety for all types of road user. At the core of this report lies the experience derived from iRAP assessments undertaken under the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS) on 867 km of national roads in Thailand and 258 km of streets in Bangkok, between 2015 and 2019. This also involved capacity building activities with local partner, Chulalongkorn University, which led to almost 700 specialists being trained on road safety engineering during this period. The importance of speed in influencing road user risk is highlighted in two case studies on different road types in Thailand - the Outer Ring Road and Hathai Rat Road in Bangkok - to demonstrate the effects of different speeds on the iRAP Star Ratings. These ratings objectively quantify the likelihood of a crash, and its severity, whereby a person's risk of injury is highest on a 1-star road, and lowest on a 5-star road. Among a series of simulations and results, this report shows that enforcing a 10 kph speed limit reduction could prevent one in three fatal and serious injuries (FSIs) on both those roads

    Abstract: China's economy is slowing, reflecting cyclical factors and longer-term structural trends. Notwithstanding the recent conclusion of the phase one agreement between China and the United States, short-term risks remain tilted to the downside amid a fragile global outlook and the lingering impact of trade tensions, especially on confidence. Adverse demographics, tepid productivity growth, and the legacies of excessive borrowing and environmental pollution will continue to weigh on growth over the medium term. If downside risks lead to a sharp reduction in growth, the authorities have policy space to act, but this needs to be done in a way that is consistent with reducing financial and corporate sector risks and achieving the desired rebalancing of the economy toward consumption and private investment. The key medium-term priorities are to deepen structural reforms to strengthen productivity growth and private investment, while accelerating rebalancing toward consumption, services, and green growth. This would require addressing market distortions and mainstreaming environmental sustainability into China's medium-term development strategy. Implementation of these priorities would boost China's long-term growth prospects; it would also help move toward a more comprehensive and lasting resolution of remaining deep-seated disagreements on global trade and investment, and public goods agenda

    Abstract: The report introduces how the Safe System Approach works, with a focus on road infrastructure and road safety engineering best practices from one of the best performing countries in Southeast Asia and the Pacific, Singapore. Singapore roads are not only considered the safest in the region, they rank among the safest globally. Road safety management rules and regulations implemented in the country have resulted in significant strides in managing the effects of collision factors related to roadway design, human behavior, and vehicle attributes. As a result, road safety statistics have shown that fatalities on the Singapore road network have been steadily declining over the past decade. This is leading to a desire on the part of neighboring countries to follow Singapore's example and learn from its experience. In order to mitigate collisions attributed to vehicle inadequacies or defects, one of the measures taken in Singapore was to enforce a strict vehicle import policy. Vehicle imports are permissible from countries that have adopted and comply with recognized high vehicle safety standards. Vehicle safety compliance is particularly focused on 52 items specified by the Land Transport Authority (LTA). In addition to strict vehicle import standards, Singapore enforces a strict vehicle quota system, which regulates the number of vehicles on the road network. Additionally, vehicles are required to undergo frequent inspections. Cars between 3 and 10 years old are required to have a biennial inspection, and cars older than 10 years are required to undergo annual inspections. Furthermore, taxis are required to undergo inspections every six months. Road safety education and driver education are core tenants of Singapore's roads safety strategy. Road safety education is predominately undertaken by the Singapore Traffic Police, but nongovernmental organizations such as the National Security Coordination Secretariat contribute significantly to road safety education in Singapore

    Abstract: The Vietnamese economy has done well in 2019. In the context of increasing global uncertainty,Vietnam will most certainly be among the fastest growing economies in the world, with a GDP growth rate of approximately 6.8 percent. This rate is almost three times faster than the world average (2.6 percent) and 1.2 percentage points higher than the average in East Asia and Pacific, according to the latest estimates from the World Bank's Global Economic Prospects. This robust growth performance was attained thanks to the contribution of two key factors: export growth and domestic demand from households and firms. The first factor reflects the performance of the exports sector, growing by about 8.4 percent between January and September 2019, which is lower than in the recent past (15.8 percent in the same period in 2018), but three times higher than the global average. However, this expansion can be short-lived as it captures to some extent the diversion of Chinese exports toward Vietnam due to the trade tensions between China and the UnitedStates. As a matter of fact, the value of exports toward non-U.S. markets increased by only 3.8percent in 2019. The second contributing factor reflects the rapid expansion of the middle class, as the number of people living on more than US 15 Dollars per day increases by about 1 million every year. The demand of the burgeoning middle class has been met to a great extent by purchases of foreign products, as the imports of consumption goods have been rising by about 15 percent per year since 2015. The contribution of exports and private demand to GDP growth has allowed the government to maintain its prudent fiscal and monetary policies. On the fiscal front, the authorities have managed to reduce their fiscal deficit (down by 0.1 percent of GDP) due to higher-than-expected revenues and a very low execution of capital investment expenditures; the latter has been persistently low since 2015. As a result, the debt-to-GDP ratio (the Ministry of Finance's definition) is estimated to have declined from 58.4 to 56.1 percent from 2018 and 2019. The authorities have thus been able to rebuild additional fiscal space by reducing public borrowing by almost 8 percentage points of GDP since 2016, though lower capital spending has also depressed potential growth

    Abstract: In Mauritania - a country dominated by the Sahara Desert and defined by tradition - players from across society are coming together to encourage innovation and set a new path for the country's development. From the public sector to local and international businesses, as well as the donor community, entrepreneurship is beginning to emerge as a crucial element in any strategy to address Mauritania's greatest challenges: socio-economic inclusion, poverty reduction, youth employment, economic diversification and climate change. Since independence, the country has pursued a traditional state-driven model that has failed to catalyze the necessary investments and private sector-driven solutions to these problems. Due to structural limitations of competition in the economy, the country's private sector is a concentration of large business groups that dominate the trade, banking and procurement markets. New entrants are crowded out, with formal micro, small and medium enterprises (MSMEs) in Mauritania numbering a mere 3,000. Informal self-employment and micro-businesses in agriculture, livestock and commerce currently make up the vast majority of jobs among the poorest households in Mauritania. Smaller independent firms continue to encounter obstacles, discouraging the emergence of local suppliers and directly impacting international investors who face higher operating costs. Poor quality in education and professional training reinforce these challenges, limiting job opportunities even in expanding sectors in the economy. A lack of expertise and practical skills are compounded by complex labor regulations, making it even harder for businesses to recruit and retain young job-seeking Mauritanians

    Abstract: Kazakhstan's economy in 2019 is expected to grow at a modest rate. But growth is expected to ease in 2020, with greater risks from the external environment and vulnerability to shocks. Recently, the economy expanded amid the slacking external environment. Policy stimulus has helped domestic demand, but structural weakness is constraining the economy from expanding further. Continuing with structural reforms is critical to sustain higher and more inclusive economic growth. The special topic of this report is Kazakhstan's export diversification. Trade plays an important role in Kazakhstan's development, and the country is positioned to benefit from the growing markets of China, Europe, and Central Asia. Trade offers opportunities for Kazakhstan's economic growth and for diversifying away from oil. The special topic section of this report highlights the fact that, although Kazakhstan has made progress in diversifying its export destinations, product quality outside commodities is still relatively low and has less than a fifty percent survival rate beyond the first year if a product was exported beyond the Eurasian Economic Union (EAEU) or Commonwealth of Independent States (CIS) markets. OECD data on trade in value added indicate that Kazakhstan's exporters used fewer imported inputs compared to a decade earlier, which suggests a declining participation in global value chains

    Abstract: This report presents a climate smart investment plan (CSAIP) for Zimbabwe's agricultural sector. The agricultural sector plays a critical role in the Zimbabwean economy, serving as a source of livelihood for approximately 70 percent of the population and contributing 15 to 20 percent to gross domestic product (GDP). In response, the Government of Zimbabwe, with the assistance of the World Bank, is supporting the development of this CSAIP. This CSAIP identifies and prioritizes packages of CSA investments and policy actions that will support improvement across three key CSA pillars, namely the achievement of a more productive, resilient, and low-emissions agricultural sector. It provides guidance on implementation mechanisms for these CSA interventions, discussing details such as investment costs and supporting institutional arrangements. It seeks to align goals and objectives across Zimbabwe's existing agricultural policies and climate change strategies, which will contribute to the achievement of the country's vision 2030, and the nationally determined contributions (NDCs), among others. Additionally, this CSAIP is intended to serve as an input to developing a new, climate resilient Zimbabwe AIP for the future. This report is structured as follows: chapter one gives introduction; chapter two presents relevant background information on climate change and Zimbabwe's agricultural sector; chapter three describes the methodology of how the general CSAIP approach was applied to the specific case of Zimbabwe's agricultural sector; chapter four presents some analytic results highlighting the challenges that will be faced by Zimbabwe's agricultural sector under an uncertain future and provides evidence in support of the role of CSA in addressing these vulnerabilities; chapter five presents results of the process of producing prioritized packages of CSA investments and takes a detailed look at each of these recommended packages; and chapter six concludes with a summary, a set of recommendations and next steps

    Abstract: This report provides an assessment of the policies devoted to supporting small and medium enterprises (SMEs) in the Czech Republic. It presents an original analysis of all national-level SME-related policy instruments, totaling 93 instruments operational from 2013 to 2017 and disbursing 108.5 billion CZK (4.71 billion USD), using an analytical framework that compares the SME policy mix to the country needs (see Annex 1 for framework and methodology). The analysis integrates three interrelated segments: 1) A country needs assessment to determine the national needs for SME policies. The needs assessment included a macro-level analysis of the Czech Republic's performance in productivity and trade; an analysis of national- and firm-level innovation performance; a firm-level analysis of productivity across firm sizes, sectors, and regions (leveraging original data from the Czech statistics office); and an analysis of market and institutional conditions that influence resource allocation and firm productivity. 2) A policy mix analysis to determine if the Czech Republic's SME policy mix matches the needs identified in the country needs assessment. The policy mix analysis included a review of relevant SME policy stakeholders, institutions, and governance; a review of national-level strategies; identification of the characteristics of SME policies instruments (administering agency, mechanism of support, beneficiaries, etc).; and a cluster analysis to evaluate the internal consistency of the policy mix and identify overlaps. 3) Recommended areas for policy action were developed using the needs assessment and policy mix analysis to improve the effectiveness of the policy mix and the business environment

    Abstract: Competitiveness in an increasingly globalized world requires a highly skilled and educated workforce. The Government of Indonesia recognizes that a highly educated and skilled workforce is critical to reducing inequality and poverty. To ensure schools are given adequate attention, the 2003 Law 20 on National Education System mandates that 20 percent of national and district government budgets is for education. This target was achieved in 2009 and has continued thereafter. Indonesia has made considerable progress in achieving universal enrollment at the primary and secondary school levels. The Government's attention to education through its policies as well as the two decades favorable economic growth has enabled gross enrollment at the primary school levels at about 100 percent, with gross enrollment at the secondary school levels increasing from 55 to more than 86 percent. Paradoxically, despite success in education enrollment, Indonesian students have low learning outcomes, particularly in rural and remote areas of the country. Findings show that years of education and enrollment figures do not correlate with the quality of education provided. In other words, "schooling ain't learning" (Pritchett 2013; World Bank 2018a). In all international assessments (such as the PISA, TIMSS, and PIRLS), Indonesian students rank bottom among all countries assessed (Hanushek and Woessmann 2007; OECD 2017; World Bank 2017). Over the past 20 years, Indonesian student learning outcomes have tended to remain flat (OECD 2017; Beatty and others 2018). In addition, studies show that primary and secondary schools located in rural and remote areas have substantially lower learning outcomes compared with their urban counterparts (Stern and Nordstrum 2014; BPS 2017; Beatty and others2018)
