    Abstract: Globalisation has had positive effects on the development of tax systems and has encouraged countries to engage in base broadening and rate reducing tax reforms. However, it has also created an environment in which tax havens thrive and in which governments may be induced to adopt harmful preferential tax regimes to attract mobile activities. Tax competition in the form of harmful tax practices can distort trade and investment patterns, erode national tax bases and shift part of the tax burden onto less mobile tax bases, such as labor and consumption, thus adversely affecting employment and undermining the fairness of tax structures. The Report emphasises that governments must intensify their cooperative actions to curb harmful tax practices. To achieve this, OECD Member governments have developed "Guidelines on Harmful Preferential Tax Regimes". These Guidelines will discourage the spread of harmful preferential tax regimes and encourage countries with such regimes to eliminate them. To counteract both tax havens and harmful preferential tax regimes, Member governments have also agreed to pursue vigorously the implementation of the other Recommendations in the Report, including entering into a dialogue with non-member countries.

    Abstract: This book brings together two studies both related to the very important issue of land: it examines the way in which agricultural and other policies affect how it changes hands, its value and use patterns. The first study looks at policies affecting farmland mobility and calls for an easing of regulations to allow the agricultural sector to be more responsive to market forces. The second study shows that agricultural support is often capitalised into land and other asset values. As a result there is strong resistance to policy reform, entry into the agricultural sector is difficult and the recipients of benefits are not always those intended when the policies were put in place.

    Abstract: The OECD countries have widely differing traditions regarding basic vocational training. This publication, prepared as part of the VOTEC project on "The Changing Role of Vocational and Technical Education and Training", is designed to help towards a better understanding of the internal logic and workings of these different systems. Education and training systems propose differentiated and interconnected pathways, each of which can be broken down into a series of programmes. But what are the factors that explain participation of young people in VOTEC and the way it has developed over time? A number of answers have been formulated and are examined here in the light of ten national reports.

Cette publication, issue d'un projet conjoint du Centre de Développement de l'OCDE et de la Commission économique des Nations unies pour l'Amérique latine et les Caraïbes (CEPALC), passe en revue les politiques d'un groupe d'importants pays latino-américains confrontés à des entrées massives de capitaux. Les auteurs soulignent que les politiques nationales ont une incidence sur les effets des entrées de capitaux. Ils montrent que certains pays, en particulier le Chili et la Colombie, sont ainsi parvenus à diriger les apports de capitaux vers l'investissement et à réduire de la sorte le risque d'instabilité dans le secteur financier. Ces mesures conduisent à une gestion efficace des entrées de capitaux étrangers. Elles favorisent la création d'un environnement stable orienté vers la croissance et propice à de nouveaux investissements externes judicieux. Les enseignements de cette étude concernent aussi bien l'Amérique latine que d'autres régions du monde.

    Abstract: OECD's 1998 review of Italy's education system. It finds that a major reform of the entire Italian education and training system is in progress, aiming at the improvement and integration of learning in schools, universities and regional training institutions in order to respond to changing social and economic demands for knowledge, skills and qualifications. Fundamental changes will include the decentralisation of administrative responsibilities and increased school autonomy, enabling the grassroot actors in education and training to respond more flexibly to the diversity of individual, local and enterprise needs and to utilise more effectively available funds and technologies. Central elements in the reform will also provide evaluation and increased accountability across the system. The OECD examiners support these objectives and suggest a number of strategies to strengthen the implementation of the reform goals. They underline the need for broad societal agreement on these goals and the mobilisation of all the parties involved in order to achieve the wide-ranging changes which are envisaged.

    Abstract: Cette étude analyse les interactions entre l'Investissement direct étranger (IDE) et le développement dans six Economies dynamiques non membres : Argentine, Brésil, Chili, Indonésie, Malaisie et Philippines, qui après avoir suivi des politiques différentes à l'égard de l'IDE, convergent aujourd'hui vers une approche plus ouverte. Cette ouverture et les réformes économiques d'ensemble, dont la libéralisation de l'IDE n'est qu'un élément, créent un environnement qui permettra de tirer pleinement parti de l'IDE. L'IDE peut en effet jouer un rôle clé en améliorant la capacité du pays d'accueil à exploiter les possibilités offertes par l'intégration économique mondiale, un objectif fondamental pour toute stratégie de développement. Dans cet environnement plus concurrentiel, fruit d'une décennie de réformes économiques, la plupart des restrictions à l'investissement étranger subsistant dans les pays d'acceuil sont désormais, dans le meilleur des cas, inefficaces et, au pire, contre-productives.

    Abstract: Le développement socio-économique des zones rurales occupe désormais une place significative dans l'élaboration des politiques agricoles des pays de l'OCDE. Pourtant, il n'existe toujours pas d'analyse approfondie des relations réciproques existant entre le secteur agricole et l'économie rurale. Quelles conséquences les changements structurels à l'oeuvre dans l'agriculture ont-ils pour le monde rural ? Quel rôle doivent jouer les politiques agricoles ? Autant de questions fondamentales auxquelles entend répondre cette étude composée d'un rapport principal et d'études de cas consacrées au Canada, à la France, à la Grèce, au Japon, à la Norvège, à la Nouvelle-Zélande et à la Suisse. Les politiques classiques de soutien à l'agriculture sont de moins en moins performantes pour faire face aux objectifs de développement rural, c'est l'une des conclusions essentielles de ce rapport. La réforme des politiques agricoles peut cependant améliorer la contribution du secteur agro-alimentaire au développement viable des économies rurales, même si les effets positifs ne sont pas immédiats. La compétitivité des zones rurales aurait tout à gagner d'une approche cohérente, bien coordonnée et bien ciblée visant à diversifier les activités, promouvoir des produits régionaux de qualité, donner des informations aux producteurs, accorder des paiements directs et assurer la fourniture de biens d'intérêt collectif. Un défi majeur pour les décideurs sera de trouver un équilibre entre les préoccupations sociales et environnementales dans les zones rurales et la nécessité de renforcer l'efficience économique de ces dernières.

    Abstract: The OECD Development Assistance Committee's 1998 review of Germany's development aid policies and programmes. It finds that the German aid programme is one of the largest in the world, and it is managed with great expertise and skill. It is strongly oriented towards the partnership principle. The three basic objectives of German aid are poverty reduction, protection of the environment and natural resources and education and training. Poverty reduction, gender and the protection of the environment are cross-cutting tasks permeating all German aid activities. Since the last review of its development co-operation programme by the OECD's Development Assistance Committee in 1995, Germany has taken several measures to improve the quality and effectiveness of its aid. These measures include:- the reformulation of the concept for development policy; - the establishment of guidelines for the integration of poverty reduction and gender into all project and programme design; - the conception and implementation of development-oriented emergency assistance programmes, including conflict resolution activities; - a new approach to evaluation; - decentralisation of the German technical assistance agency (GTZ); and the establishment of field offices by the financial co-operation agency (KfW); - more systematic relations with non-governmental organisations. At the same time, there are still significant challenges in adapting a complex multi-institutional management structure to evolving needs for policy-based, co-ordinated programmes, and also in overcoming persistent pressures on the budget. The volume of German aid for developing countries has been falling significantly in recent years. As a share of GNP, ODA net disbursements fell from 0.42 per cent in 1990 to 0.28 per cent in 1997. Assistance for the reform process in Central and Eastern Europe and the former Soviet Union also declined sharply in 1996 and 1997.

D'ici dix ans, le nombre des retraités commencera de croître beaucoup plus vite que celui des personnes d'âge actif dans les pays de l'OCDE. Si des changements fondamentaux n'interviennent pas dans les systèmes de retraite et dans la répartition du temps entre formation, travail et temps libre, des tensions budgétaires et sociales risquent de se faire jour. Certains groupes pourraient être injustement soumis à une lourde fiscalité alors que d'autres constateraient une dégradation inattendue de leur niveau de vie. Pour qu'elle soit pertinente, la réponse des pouvoirs publics doit être diversifiée, et faire intervenir les politiques budgétaires et sociales, mais aussi les politiques du marché du travail, de la santé et de l'éducation. Encourager les gens à travailler plus longtemps, en rendant financièrement plus intéressante la poursuite d'une activité, est au coeur de la stratégie à mettre en oeuvre pour préserver la prospérité dans une société vieillissante. Sans doute faudra-t-il aussi réformer les systèmes publics de retraite traditionnels et les autres politiques sociales et encourager le développement de formules destinées à remplacer les systèmes de retraite publics et donnant aux individus plus de souplesse pour planifier leur départ en retraite. L'infrastructure des marchés financiers devra par conséquent être renforcée pour absorber la forte augmentation des avoirs détenus par les fonds de pension privés. A travers cette étude pluridisciplinaire, l'OCDE souligne la nécessité d'agir dès à présent en mettant en place un train de politiques cohérent et complet.

    Abstract: OECD's 1998 review of Brazils foreign direct investment policy. It finds that Brazil is on the verge of becoming one of the leading recipients of foreign direct investment (FDI) in Latin America and the world. Major economic reforms and large scale privatisations have enhanced Brazil's attractiveness as the largest Latin American market and as a key player in Mercosur. This trend should pick up speed in the coming years with further liberalisation, the restructuring of the Brazilian economy and the pursuance of economic integration. There is every reason to commend the policies adopted by the Government of Brazil to eliminate discriminatory treatment towards foreign investors and their investments, protect their tangible and intangible assets and provide for the resolution of investment disputes. The study highlights, however, some lingering areas of concern, notably with respect to access to the banking system, goverment discretionary action and existing market distortions. The adherence to OECD liberalisation principles should nevertheless consolidate and confort the reform process in Brazil while providing a favorable framework for the expansion of FDI relations between Brazil and OECD countries.

    Abstract: The OECD Development Assistance Committee's 1998 review of the UK's development aid programs and policies. It finds that the United Kingdom is changing its approach to international development policy. The new British Government, elected in May 1997, has created a Department for International Development (DFID), headed by a Secretary of State within the Cabinet. This body has a much wider range of responsibilities than its predecessors, notably in ensuring the coherence of all British policies affecting development. For the first time in two decades, the government issued a White Paper on International Development. This document commits the government to the goal of halving the proportion of people living in extreme poverty by 2015, along with other key international development goals. In its triennial review of British aid policies and programmes, the OECD Development Assistance Committee (DAC) welcomed the United Kingdom's new policies. It viewed the creation of DFID, with its broader responsibilities covering the whole range of bilateral and multilateral aid, the emphasis on strengthened international co-ordination, and the new role in securing consistency across all British policies affecting development as promising steps. The DAC also noted that in focusing its efforts on the eradication of extreme poverty, DFID, like its DAC partners, will need to emphasize the shaping of its programmes and the testing of their outputs with respect to their impact on the poor.

    Abstract: The OECD Development Assistance Committee's 1998 review of Canada's development aid programmes and policies. It finds that in its foreign policy statement Canada in the World, the Canadian government reaffirmed its commitment to playing an active role in international efforts towards global peace and prosperity and set out a range of ambitious goals for the development co-operation programme. Canada is deploying great efforts to develop coherent responses to global challenges and the Development Assistance Committee (DAC) commended the comprehensive renewal process being undertaken by the Canadian International Development Agency (CIDA) to equip itself with the means to tackle its challenging mission. CIDA is among the pioneers in the DAC in redirecting its programmes from a traditional-sector focus to a theme-based approach, concentrating on actual results rather than inputs. These promising efforts deserve careful monitoring and should yield valuable lessons for other donors. The reach and depth of Canada's international involvement -- clearly rooted in the country's values, interests and capabilities -- have, however, been constrained by public sector expenditure cuts, implemented in response to Canada's public debt burden. The Committee expressed concern that successive reductions in Canada's aid budget could affect Canada's ability to meet expectations, both at home and internationally.

    Abstract: La politique britannique en matière de développement international est en pleine mutation. Le nouveau gouvernement élu en mai 1997 a créé un ministère du développement international (le DFID - Department for International Development), avec, à sa tête, un secrétaire d'Etat qui fait partie du Cabinet. Ce ministère a un mandat beaucoup plus large que ses prédécesseurs ; il est notamment chargé d'assurer la cohérence de toutes les politiques du Royaume-Uni touchant au développement. Pour la première fois en vingt ans, le gouvernement a publié un Livre blanc sur le développement international. Ce document met l'accent sur certains objectifs clés du développement international et affirme la volonté du gouvernement de respecter l'objectif visant à réduire de moitié d'ici l'an 2015 la proportion de la population des pays en développement vivant dans l'extrême pauvreté. Lors de son examen triennal des politiques et programmes d'aide britanniques, le Comité d'aide au développement de l'OCDE (CAD) s'est félicité de la nouvelle politique du Royaume-Uni. La création du DFID, doté d'un mandat élargi qui couvre la totalité de l'aide bilatérale et multilatérale, l'accent mis sur le renforcement de la coordination internationale, et le rôle confié à ce ministère d'assurer la cohérence de toutes les politiques touchant au développement, lui ont paru de bon augure. Le CAD a par ailleurs souligné qu'en focalisant ses efforts sur l'éradication de l'extrême pauvreté, le DFID, comme ses partenaires du CAD, devra s'attacher à concevoir ses programmes et à en mesurer les résultats en fonction de leurs retombées pour les pauvres. Les prochains examens des politiques de coopération pour le développement prévus en 1998 porteront sur : le Canada, l'Espagne, les Etats-Unis, l'Allemagne, la Communauté européenne, la Finlande et le Luxembourg.

Pour que le progrès technologique apporte non seulement des gains de productivité mais aussi davantage de croissance économique et des emplois nouveaux, il doit se produire dans des conditions permettant à la fois une restructuration du secteur industriel, la création et l'essor des petites entreprises, la croissance de nouveaux secteurs, le lancement de nouveaux produits et la mise en place de mécanismes assurant une amélioration effective des qualifications des travailleurs.Ce rapport met en évidence le recul du soutien public à la recherche-développement (R-D), qui touche surtout la recherche fondamentale à long terme, et analyse le plafonnement de la R-D dans le secteur privé, dû au recul de la recherche fondamentale de caractère exploratoire et au recentrage des efforts privés sur des activités d'innovation davantage axées sur le marché et sur le court terme. Il cherche à déterminer comment les caractéristiques particulières des systèmes nationaux d'innovation influent sur les mécanismes d'innovation et de diffusion de la technologie et analyse les raisons d'être des politiques suivies dans ce domaine. L'un des défis majeurs posés aux responsables politiques est de coordonner les mesures prises de manière à donner des incitations cohérentes et crédibles aux entreprises et aux individus. En distinguant les politiques qui donnent de bons résultats de celles qui sont inefficaces, ce rapport identifie les « politiques exemplaires » adoptées dans un certain nombre de domaines : la gestion de la base scientifique ; le soutien financier aux efforts de R-D dans l'industrie ; les politiques visant les entreprises fondées sur des technologies nouvelles ; les politiques favorisant l'expansion d'une nouvelle demande ; les politiques concernant les entreprises à hautes performances et l'investissement immatériel.En dépit de nombreuses initiatives, les pays de l'OCDE n'ont pas encore pleinement réussi à s'adapter aux caractéristiques et aux défis des économies fondées sur le savoir. Les politiques technologiques restent trop fragmentaires et prêtent trop peu d'attention aux liens existant au sein des systèmes nationaux d'innovation et aux réformes structurelles de portée plus large. Elles se focalisent trop sur l'étroit segment de haute technologie de l'économie et pas assez sur la nécessité de favoriser l'innovation et la diffusion de la technologie dans l'ensemble de l'économie. Il est possible d'accroître l'efficacité des politiques, notamment en ayant davantage recours à des instruments fondés sur le jeu du marché et en améliorant la qualité des évaluations. Ce rapport formule des recommandations sur les mesures que devraient prendre les différents pays de l'OCDE.

This report presents the discussions and conclusions of the OECD workshop on sustainable water consumption, which was held in Sydney, Australia (10-12 February 1997). Drawing on examples from OECD Member countries and selected countries from the Asia-Pacific, it examines progress made on a range of key water policy issues and examines some of the more innovative attempts to put into practice a wider vision of integration.

    Abstract: Le programme portugais de coopération pour le développement se caractérise par la place privilégiée qu'il accorde, dans ses activités bilatérales, aux pays lusophones d'Afrique. Cela reflète l'étroitesse de liens historiques, linguistiques et culturels, unissant le Portugal à ces pays, qui comptent actuellement parmi les pays les moins avancés. Depuis peu, le Portugal privilégie deux nouveaux axes de coopération pour le développement. Le développement du secteur privé, d'une part, s'appuie sur les réformes économiques opérées avec le soutien des institutions internationales et sur les instruments susceptibles de favoriser la participation du secteur privé portugais. Le renforcement des systèmes de gestion publique des pays lusophones d'Afrique, d'autre part, tout en mettant plus particulièrement l'accent sur les systèmes juridiques et judiciaires, s'étend également aux institutions parlementaires, aux systèmes électoraux, aux administrations locales et à la fourniture de conseils sur des questions d'ordre constitutionnel. Cet examen du programme portugais par le Comité d'aide au développement de l'OCDE (CAD) souligne que le Portugal pourrait jouer un rôle plus important encore, notamment en Angola et au Mozambique, où la fin des conflits appelle de toute urgence une action dans le domaine du développement. Il prend note de la création récente d'une Communauté des pays de langue portugaise (la CPLP), intégrant le Brésil, destinée à renforcer le dialogue et les efforts mutuels de développement. Au cours de l'année 1997, des examens de politique en matière de coopération pour le développement sont prévus pour la France, la Belgique, les Pays-Bas et le Royaume-Uni.

    Abstract: Traditionally, pay analysis in the public sector has been based on cross section data, such as average or median wages. This study differs in that micro longitudinal data are used to explain and compare pay determination in the French and Italian civil services. Based on examples, the report presents different readings obtained from aggregate data and individual longitudinal data. It focuses on the weight of various components of human capital -- gender, age, year of birth, seniority, educational level -- on trends in civil servants' pay throughout working life. This type of analysis sheds new light in the area of human resource management in the civil service and, in particular, may be seen as a key tool for analysing gender pay discrimination.

The process of integration may thus vary considerably at different times and for different immigrant groups. This publication analyses in detail the nature and content of policies being implemented to promote the integration of immigrants in urban areas. It examines how the changing socio-economic context in cities may affect immigrants and the advantages and disadvantages of urban concentrations of immigrants, drawing on examples from cities in Australia, France, Germany, Italy, the Netherlands, Norway, the United Kingdom and the United States. It also highlights the importance of associating not only immigrants and key local actors, but the concerned wider population as well, in defining and implementing urban development and integration policies.

    Abstract: Trade liberalisation is necessary but not sufficient to provide the conditions under which migration flows are significantly reduced. Co-ordinated measures must therefore be undertaken to promote technological catch-up, the development of physical infrastructure and investment in human capital. Against a background of sustained development accompanied by significant employment creation, the incentive to emigrate could decline. This publication explores the links between trade liberalisation and migration movements in North America and discusses the issue of whether the free circulation of persons accompany the successive stages of regional economic integration or whether it is an important objective to be achieved only once economic convergence has reached a sufficiently high level. The authors conclude that restrictions on movement are likely to continue into the future and that the lack of free movement does not constitute an obstacle to regional economic integration. Within this context, the need for balanced migration policies which take account of concerns about the economic consequences and social welfare of both sending and receiving countries will remain on the agenda for the foreseeable future.

    Abstract: Confronté depuis quelques années à de sérieux problèmes, le système belge de coopération pour le développement est aujourd'hui à un tournant critique. Un plan d'action a été élaboré par le Secrétaire d'Etat à la Coopération et des réformes fondamentales ont été entreprises. Ce plan d'action, intitulé "Annoncer la couleur -- Plan d'avenir pour la coopération belge au développement", a été favorablement accueilli par le Comité d'aide au développement (CAD) de l'OCDE. Lors de son examen triennal de la politique et du programme d'aide de la Belgique le Comité a également pris note de la volonté du Secrétaire d'Etat de concevoir un programme de coopération qui dépasse le cadre des considérations économiques et sociales, et tienne pleinement compte des valeurs fondamentales de la société. Compte tenu des pratiques optimales en usage parmi les donneurs, le Comité s'est déclaré favorable à différentes mesures susceptibles d'augmenter l'efficience et l'efficacité du programme belge de coopération pour le développement : accroître l'efficacité par une plus grande décentralisation des tâches d'exécution et contrôler l'efficience grâce à une politique active de suivi, d'évaluation et de rétroaction des résultats ; améliorer la qualification du personnel en renforcant les formations sur les thèmes-clés du développement et en instaurant un système de rotation entre le siège et les représentations locales ; élaborer des stratégies par pays basées sur une approche de partenariat ; concentrer les efforts de coopération technique sur le renforcement des capacités locales. Au cours de l'année 1998 des examens de politique en matière de coopération pour le développement sont prévus pour les Membres du CAD suivants : Canada, Espagne, Etats-Unis, Allemagne, Communauté européenne, Finlande et Luxembourg.

    Abstract: This method provides information on health hazard likely to arise from exposure to test substance via oral administration. The determination of sub-chronic oral toxicity using repeated doses may be carried out after initial information on toxicity has been obtained from acute or repeated dose 28-day toxicity tests. The method is based on the repeated oral administration of the substance of interest over a prolonged period (one dose level daily during 90 days). This Test Guideline is intended primarily for use with rodents (rat preferably). At least 20 animals (10 female and 10 male) should be used for each test group. Three concentrations, at least, should be used. The test compound is administered by gavage or via the diet or drinking water. A limit test may be performed if no effects would be expected at a dose of 1000 mg/kg bw/d. The results of this study include: measurements (weighing at least once a week, food and water consumption) and daily and detailed observations (ophtalmological examination, haematology, clinical biochemistry and urinalysis), each day preferably at the same time; as well as gross necropsy and histopathology. A number of endocrine-related measurements, particularly relevant to thyoid function have been added in 2018. A properly conducted 90-day subchronic test should provide a satisfactory estimation of a no-effect level.

    Abstract: Since 1991, the Kyrgyz Republic has made significant progress in offering an attractive environment to foreign investors. It has a stable political environment, low inflation, recent and projected growth rates of at least 6 per cent per annum, and has made significant improvements in the legal regime regulating foreign investment. The Republic had initially no foreign investments in 1991 but by the end of 1997 these approached $250 million. Substantial further investment is expected in mining, energy production, agri-business, light industry and tourism in the future. The Investment Guide for the Kyrgyz Republic has been prepared with three objectives: firstly, to identify the opportunities which are likely to interest foreign investors; secondly, to provide the investor with relevant information on the historical, political, economic, financial and legal framework, and thirdly to draw attention to areas of policy and legislation where additional measures will further increase its comparative advantages as an investment location.

Cette refonte porte aussi bien sur le processus budgétaire que sur la structure des postes au ministère des Affaires étrangères et dans les ambassades auprès des pays bénéficiaires. Le CAD a également apprécié l'intention des Pays-Bas de concentrer leur action sur l'éradication de la pauvreté par le développement économique et social. L'effort d'APD des Pays-Bas, qui avait fléchi entre 1986 et 1994 en pourcentage du PNB, s'est renforcé entre 1994 et 1996. En 1996, les Pays-Bas se sont classés au quatrième rang des Membres du CAD par leur rapport APD/PNB et au cinquième par le volume absolu de leur aide. Le Comité a félicité les Pays-Bas pour ces résultats et exprimé l'espoir de voir se poursuivre le travail de sensibilisation et d'information du public, grâce auquel l'aide recueille déjà un large soutien dans l'opinion publique néerlandaise. Les examens en matière de coopération pour le développement programmés pour 1998 porteront sur les Membres du CAD suivants : Canada, Espagne, Etats-Unis, Allemagne, Communauté européenne, Finlande et Luxembourg.

Mais l'adhésion aux principes de libéralisation de l'OCDE sont de nature à consolider et conforter le gouvernment brésilien dans la voie des réformes, tout en offrant un cadre favorable à l'expansion des relations entre le Brésil et les pays de l'OCDE dans le domaine de l'IDE.

    Abstract: Substantial amounts of money continue to be spent in OECD Member countries on measures to support agricultural, energy, transportation and industrial activities. Many of these support measures encourage the emission of environmentally-harmful pollutants, the generation of waste, and the excessive use of natural resources, and constitute a large drain on government budgets. In addition, much of the money spent on support may not reach the intended recipients as it can leak away to other sectors of the economy instead. As such, it is likely that the reform or removal of these subsidies could lead to "win-win" benefits through increased economic efficiency, reduced government spending and improved environmental quality. Building on the vast literature on the subject as well as on the available statistical data on subsidies, this publication summarises the results of an OECD study on how economic support measures actually affect the economy and, as a result, the environment. Although the effects of a given support measure on the environment will be determined by a number of different factors, this study finds that releasing market forces through support removal and increasing the effectiveness and efficiency of regulations can lead to significant environmental benefits. The report develops an analytical framework which enables policy makers to identify those support measures whose removal is most likely to lead to "win-win" benefits. It also offers recommendations to implementing reductions in environmentally-harmful subsidies -- especially those that run counter to environmental objectives that are shared by OECD Member countries -- and to overcome the often exaggerated fear of a loss in competitiveness.

    Abstract: La mondialisation a eu des effets positifs sur le développement des systèmes fiscaux et a encouragé les pays à engager des réformes fiscales destinées à élargir leurs bases d'imposition et réduire leurs taux d'imposition. Cependant, elle a aussi créé un environnement dans lequel les paradis fiscaux se multiplient et des gouvernements peuvent être incités à adopter des régimes fiscaux préférentiels dommageables afin d'attirer les activités mobiles. Lorsqu'elle prend cette forme, la concurrence fiscale risque d'entraîner des distorsions dans les échanges et les investissements, de saper les bases d'imposition nationales et de déplacer une partie de la charge fiscale vers des bases d'imposition moins mobiles telles que le travail ou la consommation, au détriment de l'emploi et de l'équité des structures fiscales. Le rapport met en évidence que les gouvernements doivent intensifier leur coopération pour réduire les pratiques fiscales dommageables. A cette fin, les gouvernements des pays de l'OCDE ont mis au point des "Principes directeurs sur les régimes fiscaux préférentiels dommageables". Ces Principes directeurs décourageront la prolifération des régimes fiscaux préférentiels dommageables et encourageront les pays dotés de tels régimes à les éliminer. Pour lutter à la fois contre les paradis fiscaux et les régimes fiscaux préférentiels dommageables, les gouvernements membres conviennent également de poursuivre activement la mise en oeuvre des autres Recommandations formulées dans le Rapport, notamment en nouant un dialogue avec les pays non membres.

    Abstract: After the fall of the Berlin Wall and the collapse of the previous economic system, the countries of central and eastern Europe went into a deep economic recession, resulting in a decline in Gross Domestic Product that was mirrored by a serious downturn in the transport sector. The transport sector, like the economy in general, changed from a supply-based system to one driven by demand. Decisions were no longer imposed by central planners, but by the market. Round Table 106 set out to assess the state of the transport sector in central and eastern European countries after a period of five to six years of reform. Are the policies currently in place adequate to meet restructuring needs? All of the countries concerned are planning to join the European Union and with that in mind tend to organise their transport sector along the lines of the Community's model of competition. But is this model consistent with the attitudes and realities of former socialist countries? These are some of the issues addressed by the Round Table 106.

    Abstract: Failure at school: an old problem in a new context? In most OECD countries, there is some reluctance to acknowledge the problem of failure at school. And when the problem is acknowledged, it is not always easy to find effective means for combating it or, even, to agree on indicators of failure that would demonstrate its scale. What are the different manifestations of educational failure today? And what are the policies needed to address them? This book aims to develop a deeper understanding of the nature of failure at school in OECD countries. It restates the problem as it confronts policy-makers today and presents new findings.     Abstract: What is the impact of political decentralisation in Latin America? This book considers the problems raised by political decentralisation in the region and identifies the challenges ahead. Political decentralisation tends to devolve a certain amount of financial responsibility to the sub-national levels of government, hence potentially destabilising centrally established fiscal and budgetary targets. The question is, thus, a particularly timely one which seeks to reconcile enhanced democratisation with the fiscal rigour demanded by the international marketplace. This book brings together papers presented at the eighth annual meeting of the "International Forum on Latin American Perspectives", sponsored jointly by the OECD Development Centre and the Inter-American Development Bank. The analyses of economic experts are confronted with the real-life experiences of practitioners from a number of Latin American countries, providing the reader with a stimulating exposé of the risks and benefits to economic development of the new decentralising trend. Of particular interest are the so-called "ten commandments" suggested by Ricardo Hausmann as a set of rules which should govern fiscal management in decentralised democracies. Discussion of these and other propositions makes for a lively, yet soundly based contribution to this very important debate.

    Abstract: To combat persistent unemployment and growing disparities, employment and training policies need re-organising to become more effective. Local management of employment and training makes for more flexibility and hence better use of all available resources.     Abstract: Distressed urban areas threaten social cohesion in urban regions, the very centre of our economies. This problem can be traced to no single cause; rather it represents a combination of environmental, economic, social and cultural circumstances that take spatial form in different parts of inner cities and suburbs. Traditional policies have not succeeded in halting the downward spiral that effects these areas because they were unable to address the complex and area-based nature of the problem at the local level. The aim of this study is to describe this phenomenon and analyse policies implemented in OECD countries, so as to come up with multisectoral policies that are better suited to the problems they have to address.Policy objectives include attracting investment, creating jobs, rebuilding sound economic and social foundations and, more generally, combatting the isolation from which distressed urban areas suffer. Different levels of government, civic society and the private sector all have roles to play. There is an urgent need for integrative policies based on reinforcement of the local dimension and on partnerships that bring all the actors together.

Mais, pour être efficace, la prévention des conflits requiert une connaissance approfondie de leurs origines et de leur dynamique. Cet ouvrage est le fruit d'une réunion organisée par le Centre de Développement et le Comité d'Aide au Développement de l'OCDE. Il passe en revue les possibilités offertes aux donneurs dans le cadre des efforts menés pour prévenir les conflits et renforcer les perspectives de développement social, économique et politique pacifique. Malgré la complexité du sujet, les auteurs ont pu dégagé des conclusions prudentes de nature à intéresser les décideurs. Au plan national, des programmes d'action doivent promouvoir la justice sociale, politique et économique ; faire participer la société civile aux affaires publiques à travers un transfert des compétences, connaissances et ressources ; définir des modes de gestion des conflits efficaces ; et prendre en compte les différents groupes et intérêts dans la société. Dans le cadre d'efforts de développement accrus, la communauté internationale devrait, quant à elle, être plus sensible à la problématique des conflits. Son rôle est d'offrir aux groupes concernés les moyens de négocier leur propre solution aux conflits et non de leur imposer des solutions de l'extérieur.
