Однако по мере того, как начинают проявляться среднесрочные последствия санкций против России, глобального кризиса стоимости жизни и замедления экономического роста Китая, Центральная Азия сталкивается с затянувшейся неопределенностью. Ces dernières années, la violence dans les espaces frontaliers est plus intense en termes de nombre de victimes et plus diffuse géographiquement. Ce rapport combine des données quantitatives sur la localisation des événements violents et des victimes, leur cartographie dans le temps et l'espace et une analyse des acteurs en conflit pour répondre à trois questions : i) Les zones frontalières sont-elles plus violentes que les autres espaces? ii) L'intensité de la violence dans les régions frontalières a-t-elle augmenté dans le temps ? iii) Certaines zones frontalières sont-elles plus violentes que d'autres ? La proéminence et la complexité croissantes des conflits et des groupes violents transnationaux en Afrique du Nord et de l'Ouest appellent à une analyse plus territorialisée pour des options politiques plus adaptées et flexibles.

Based on the Global indicator framework for the Sustainable Development Goals and leveraging UN and OECD data, this report provides a high-level assessment of OECD Member countries’ performance across the Goals and Targets of the 2030 Agenda. The report evaluates the distance that OECD countries need to travel to meet SDG targets for which data is currently available, but it goes one step further and deepens the analysis by identifying long-term trends, considering also how these trends may be impacted by the COVID-19 pandemic. By providing a high-level overview of countries’ strengths and weaknesses in performance across the SDGs, it aims to support Member countries in navigating the SDGs and in setting their own priorities for action within the broad 2030 Agenda.

It builds on the newly collected data – both quantitative and qualitative – on social norms and practices through a rigorous methodology and participatory approach involving a wide range of national and international stakeholders. The report analyses how discriminatory social norms and practices continue to constrain women’s empowerment and restrict their access to opportunities and rights, notably across three key dimensions: their economic situation, their place within the household and their physical integrity and agency over their own body. In the framework of Tanzania’s commitment towards realising Sustainable Development Goal 5 on the promotion of gender equality, the report provides policy recommendations that aim to address gender-based discriminations, transform social norms, promote women’s empowerment and build a truly inclusive society.

Since the previous update in September 2021, the budget allocated to environmentally positive measures increased from USD 677 billion to USD 1 090 billion, while recovery spending with ‘mixed’ impacts increased from USD 163 to 290 billion. The Brief also explores how well-designed green recovery plans can generate the double dividend of enhanced energy security and better environmental outcomes, in the face of energy security concerns triggered by the war in Ukraine.

The report provides suggestions and recommendations for three strategic priorities that can help create opportunities and boost the quality of life. First, better education and more competencies are the basis for raising productivity, creating jobs, encouraging civic participation and making the region an attractive destination. Second, social cohesion is the bedrock of resilient societies and requires stronger labour market policies and effective social protection that can cushion people’s hardship and provide them with new opportunities. Third, cleaner air and more sustainable energy are indispensable for boosting the region’s quality of life and economic opportunities.

    Abstract: The Global Compendium of Land Value Capture, a joint project by the OECD and the Lincoln Institute of Land Policy, is an ambitious undertaking to understand the full landscape of land value capture (LVC) instruments, how they are configured and deployed across the globe in OECD countries and non-OECD economies, and what it would take to unleash their full potential as a sustainable revenue source. Moreover, little systematic information is available about the LVC instruments that countries use and enabling frameworks at national and regional levels to guide local governments toward greater use. The report features an overview of the political contexts, legal frameworks, and LVC approaches used in 60 countries. Special attention is given to the differences and similarities between countries that have a mature LVC practice, versus countries that have nascent policies and allowances. This will help countries developing the capacity and competences for LVC to understand the opportunities, trade-offs, and pitfalls to avoid when configuring legal, governance, and planning frameworks and institutions to support the implementation of LVC policies.

    Abstract: Young people have demonstrated resilience to shocks and led positive change in their communities across the Middle East and North Africa (MENA) region. Young people (aged under 30) constitute more than half (55%) of the population across MENA, compared with 36% of the population across OECD countries. While challenges vary significantly across the region, youth unemployment rates are among the highest in the world, young people tend to express low trust in public institutions, and nearly four in ten live in fragile and conflicted-affected areas. The COVID-19 crisis has underscored the need to place the needs of young people at the centre of an inclusive and resilient recovery. To support this process, this report analyses current governance arrangements and practices across 10 MENA governments in three areas: 1) uniting all government stakeholders to implement a shared, integrated youth policy and deliver services to young people; 2) building administrative and institutional capacities to mainstream the perspectives of young people in policy making; and 3) encouraging the participation and representation of young people and youth stakeholders in public and political life.

    Abstract: Small island developing states (SIDS) have been acutely affected by the economic impacts of the COVID-19 pandemic. This paper takes a broader perspective to explore how the revenue effects of this crisis in SIDS are connected to their unique financing and development challenges. It also suggests how SIDS governments and development co-operation providers can better partner together to strengthen mobilisation of domestic revenues – in particular tax revenues – in the recovery post-COVID-19.

    Abstract: Eastern Caribbean countries enjoy rich natural endowments and have achieved significant economic development. Throughout the last decades, they have also been confronted with a number of rising economic, social and environmental challenges. To help them tackle these, and accelerate their development, the Organisation of Eastern Caribbean States (OECS) and the OECD have jointly designed a regional strategy scorecard, which is at the heart of the Development Strategy Assessment of the Eastern Caribbean. The scorecard will help policy makers set priorities for the implementation of the OECS Development Strategy. Stronger resilience and capacity are the major guideposts towards both economic growth and social progress. The region can make much more of its green potential, with power generation topping the list. Improving regulation and reducing red tape can foster new, homegrown economic dynamism. Tourism, digital services and the sustainable ocean economy also offer untapped potential. Closing the skills gap, enhancing the quality of education and improving social protection are essential. Finally, as a red thread throughout, deeper regional integration would make it easier for OECS countries to pool resources in a range of areas, radically increasing the region’s potential for efficient governance, and accelerating the development of its human resources.

    Abstract: Successive crises including COVID-19, Russia’s war of aggression against Ukraine and the climate emergency are exacerbating inequalities between and within countries and stifling progress to achieve the Sustainable Development Goals (SDGs) and the Paris Agreement. While developed countries deployed historic stimulus packages to build back better, developing countries lacked fiscal and monetary buffers to respond. Countries with the fewest resources face challenging trade-offs between short-term rescue and long-term financing for a sustainable recovery. The SDG financing gap in developing countries grew due to a drop in available resources called upon in the Addis Ababa Action Agenda coupled with rising financing needs. Official Development Assistance (ODA), or aid, played an important role to help narrow the gap, but could not do so on its own. Global crises open a window of opportunity for SDG alignment of broader resources to narrow the gap. Growing trillions in developed countries aim to reduce risks, including environmental, social, and governance (ESG) criteria. However, resources are not reaching the countries most in need. Urgent action is needed to remove bottlenecks for a more equitable and needs-based allocation of sustainable finance.

Fort des relations bilatérales étroites qu’il a établies de longue date avec les pays partenaires, le Portugal concentre ses financements sur les pays où les besoins sont les plus grands. Par son action de plaidoyer efficace sur la scène internationale, le Portugal est un ardent défenseur de la coopération triangulaire et, en tant que président du Conseil de l’Union européenne, il a favorisé le consensus entre les membres de l’Union sur des questions comme le renforcement des initiatives Team Europe en faveur du développement humain. Cependant, le Portugal pourrait tirer davantage parti de la large participation des acteurs étatiques et non étatiques à ses activités de coopération pour le développement. En lien avec les engagements de la Côte d’Ivoire en vue d’atteindre l’Objectif de développement durable n°5 portant sur l’égalité entre les sexes, le rapport propose des recommandations de politiques publiques pour combattre les discriminations faites aux femmes et aux filles, transformer les normes sociales et promouvoir l’autonomisation des femmes. Ces objectifs sont des conditions sine qua non pour construire une société véritablement inclusive et bénéficier d’une croissance économique forte et durable.

    Abstract: In February 2019, the OECD Development Assistance Committee (DAC) adopted its Recommendation on the Humanitarian-Development-Peace Nexus, in order to foster greater coherence among actors working to strengthen resilience in fragile contexts and address the root causes of humanitarian challenges. In advance of the monitoring report due in 2024, this interim progress review analyses adherents’ efforts to align their work with the principles of the Recommendation. It documents the progress of DAC and United Nations adherents in taking forward the triple nexus approach, while pointing to remaining gaps between the Recommendation’s aspirations and these adherents’ practice across co-ordination, programming, and financing. The report identifies nine areas where to accelerate the move from policy to action.

    Abstract: Russia’s aggression against Ukraine has been since February 2022 undermining the latter’s capacity to harvest and export crops. A reduction in export capacity from Ukraine and Russia, and rising energy and fertiliser prices are pushing up international food prices, thereby threatening global food security. Findings presented in this brief suggest that the full loss of Ukraine’s capacity to export together with a 50% reduction in Russian wheat export could lead to a 34% increase in international wheat prices in the marketing year 2022/23.

Of particular concern are the likely collapse of the West Antarctic and Greenland ice sheets and the abrupt melting of permafrost grounds in the Arctic, which would result in additional sea-level rise and greenhouse gas releases, leading to more warming. Based on the most recent science and consultations with renowned experts, Climate Tipping Points: Insights for Effective Policy Action argues that it is no longer appropriate to consider the risk of crossing tipping points as low-probability. Overshooting 1.5°C may likely lead to irreversible and severe impacts, which must be avoided, heightening the urgency to drastically reduce emissions within this decade. The report calls for a shift in how tipping points are treated in climate policy today and provides recommendations on how climate risk management strategies can better reflect the risks of tipping points in the areas of mitigation, adaptation and technological innovation.

Using the innovative OECD Spatial Conflict Dynamics indicator (SCDi), the report looks at the growing relationship between political violence and borderlands at the regional level, by analysing more than 170 000 violent events between January 1997 and June 2021 and through the exploration of case studies in the Central and Eastern Sahel. Violence in border regions is both more intense in terms of the number of victims and more diffuse geographically than ever before. This report combines quantitative data on the location of violent events and victims, their mapping over time and space, and an analysis of the actors in conflict to answer three crucial questions i) Are borderlands more violent than other spaces? ii) Has the intensity of violence in border regions increased over time? iii) Are some borderlands more violent than others? The growing importance and complexity of transnational conflicts and transnational violent groups in North and West Africa calls for a more place-based analysis in order to create better tailored and more flexible policy options.

While not a member of the European Union, Norway has aligned its action with many EU regulations and goals, sometimes more stringently than members. Despite progress in many areas, the country still faces multiple challenges, including sustainable consumption patterns and biodiversity protection. The review provides 30 recommendations to help Norway further improve its environmental performance, with a special focus on sustainable land use and biodiversity management. This is the fourth Environmental Performance Review of Norway. It provides an independent, evidence-based evaluation of the country’s environmental performance over the past decade.

    Abstract: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. Portugal mobilises its whole of government expertise with a strong focus on partner country ownership. Building on long-standing and close bilateral relations, it concentrates its funding on countries most in need. Through effective international advocacy, the country champions triangular co-operation and has fostered agreement amongst European Union (EU) members on issues such as strengthening Team Europe’s commitment to human development when it held the Presidency of the EU Council. However, Portugal can make more out of the wide participation of state and non-state actors in its development co-operation. This peer review provides a set of recommendations to improve co-ordination across government, pull bilateral efforts together, focus more on outcomes and take action to increase official development assistance (ODA).

The analyses and policy recommendations cover issues such as the design of economic policy instruments, water allocation regimes, increasing demand for reclaimed water, or benchmarking the performance of water utilities, and blended finance for water supply and sanitation services. They are informed by the expertise of Thai stakeholders, the OECD and the Asia Water Council. They can be a source of inspiration in other contexts in South East Asia and globally.

Dans la plupart des dimensions socio-économiques, les villes obtiennent des résultats nettement supérieurs aux pays au sein desquels elles sont situées. En Afrique, l’urbanisation est responsable d’environ 30% de la croissance du produit intérieur brut (PIB) par habitant au cours des 20 dernières années. Les bénéfices de l'urbanisation sur les performances économiques et la qualité de vie s'étendent au-delà des limites de la ville et profitent également aux zones rurales. Les pôles urbains transnationaux émergent le long des côtes ainsi qu'à l'intérieur du continent, offrant de nouvelles opportunités de développement économique. Sur la base de ces résultats, le rapport définit des priorités politiques, aux niveaux national et local, essentielles pour réaliser le potentiel de l'urbanisation. Parmi celles-ci, le rôle économique des villes devrait être pleinement intégré dans la planification du développement national. Par ailleurs, les gouvernements locaux ont besoin d’une plus grande capacité fiscale et administrative pour devenir des acteurs clés du développement économique.

    Abstract: The consequences of climate change in developing countries are worsening fast: many ecosystems will shortly reach points of irreversible damage, and socio-economic costs will continue to rise. To alleviate the future impacts on populations and economies, policy makers are looking for the spaces where they can make the greatest difference. This report argues that intermediary cities in developing countries are such spaces. Indeed, in the context of fast population growth and urbanisation, these small and medium-sized cities silently play an essential role in the rapid transformation of human settlements, not least by supporting the massive flows of population, goods and services between rural and metropolitan areas. Most of those intermediary cities are still growing: now is therefore the time to influence their dynamics, and thereby the entire design of urbanisation in those regions, in ways that limit the exposure of urban dwellers to climate shocks and avoid carbon lock-in. To that end, based on fresh evidence and policy analysis on the challenges faced by these agglomerations in the context of climate change, the report makes the case for new development approaches to avoid the unsustainable paths followed by too many cities in the recent past.

The report provides an overview of macroeconomic, tax and fiscal developments in South Africa since the global financial crisis. It discusses the concepts of IFFs, how they relate to the South African context and provides an overview of South Africa’s participation in multilateral initiatives to combat tax evasion. It also provides a quantitative analysis of tax compliance and IFFs over time amid a variety of tax transparency initiatives implemented in South Africa. Finally, the report examines the effectiveness of tax transparency initiatives such as voluntary disclosure programmes, and looks into income and wealth characteristics of applicants to these programmes.

    Abstract: This report provides a new perspective on Africa’s urban economies that is unique in its breadth and level of detail. Based on data from more than 4 million individuals and firms in 2 600 cities across 34 countries, it presents compelling evidence that urbanisation contributes to better economic outcomes and higher living standards. It shows that across most socio-economic dimensions, cities significantly outperform the countries in which they are located. In Africa, urbanisation accounts for approximately 30% of the growth in per capita gross domestic product (GDP) over the past 20 years. Importantly, the gains from urbanisation on economic performance and quality of life extend beyond city boundaries, also benefiting rural areas. The report also shows that transnational clusters of cities are emerging along coasts as well as inland, offering new opportunities for economic development. Based on these findings, the report sets forth policy priorities at national and local levels that are essential to realise the potential of urbanisation. Among these, it argues that the role of cities should be fully anchored in national development planning. Moreover, local governments need greater fiscal and administrative capacity to become key actors in economic development.

The situation has been further exacerbated by the COVID-19 pandemic: SMEs found themselves fighting for survival amidst reduced demand, lockdowns and travel restrictions, and supply chain disruptions. This report provides an overview of the implementation of the Small Business Act for Europe during the period 2019-22. It is designed to help policy makers design, implement and monitor policies to support the recovery of SMEs from the pandemic, boost their competitiveness based on OECD and EU good practices, and further enhance the region’s economic growth and resilience.

    Abstract: This dataset provides the latest and most comprehensive data across OECD countries on agricultural nutrient balances. The gross nutrient balances (N and P) are calculated as the difference between the total quantity of nutrient inputs entering an agricultural system (mainly fertilisers, livestock manure), and the quantity of nutrient outputs leaving the system (mainly uptake of nutrients by crops and grassland). Gross nutrient balances are expressed in tonnes of nutrient surplus (when positive) or deficit (when negative). This calculation can be used as a proxy to reveal the status of environmental pressures, such as declining soil fertility in the case of a nutrient deficit, or for a nutrient surplus the risk of polluting soil, water and air. The nutrient balance indicator is also expressed in terms of kilogrammes of nutrient surplus per hectare of agricultural land to facilitate the comparison of the relative intensity of nutrients in agricultural systems between countries.

    Abstract: This dataset contains bilateral commitment data on aid in support of environment sustainability and aid to biodiversity, climate change mitigation, climate change adaptation and desertification from the Development Assistance Committee (DAC) Creditor Reporting System (CRS) database. In addition to bilateral flows, since 2013 the DAC also collects data on climate components from the main Multilateral Development Banks and Rio-marked data for the Global Environment Facility (GEF) and the Adaptation Fund. Bilateral flows In their reporting to the DAC CRS, donors are requested to indicate for each activity whether or not it targets environment and the Rio Conventions (biodiversity, climate change mitigation, climate change adaptation and desertification). A scoring system of three values is used, in which aid activities are "marked" as targeting environment as the "principal objective" or a "significant objective", or as not targeting the objective. The environment marker identifies activities that are "intended to produce an improvement in the physical and/or biological environment of the recipient country, area or target group concerned" or "include specific action to integrate environmental concerns with a range of development objectives through institution building and/or capacity development". A large majority of activities targeting the objectives of the Rio Conventions fall under the DAC definition of "aid to environment". The Rio markers permit their specific identification. Watch out for double-counting! The same activity can be marked for several objectives, e.g. climate change mitigation and biodiversity. These overlaps reflect that the three Rio Conventions are interlinked and mutually reinforcing. However, care needs to be taken not to double-count the amounts when compiling the total for aid in support of more than one Convention: biodiversity-, climate change- and desertification-related aid should not be added up as this can result in double or triple-counting.

These disbursements are analyzed by looking at the recipients, donors, aid type (ODA loans, grants, debt relief, capital subscriptions) with amount types in both current and constant prices. Data are presented from 1960 onwards. This dataset replaces the dataset Aggregate Aid Statistics: ODA by recipient by country, which is no longer available.
