    Abstract: Während mit quantitativen Methoden zwar einsichtsreicher Forschungsarbeiten zur Ungleichheit durchgeführt werden, vermitteln diese Ansätze ein unvollständiges Bild der zunehmenden sozioökonomische Trennung innerhalb der Gesellschaften im globalen Norden sowie auch im globalen Süden. Diese Dissertation untersucht, welchen Beitrag die Theorie der sozialen Reproduktion zum Verständnis der gesellschaftlichen Spaltung im Zusammenhand mit wirtschaftlicher Veränderung leisten kann. Ausgehend von den theoretischen und experimentellen Arbeiten von Jodhka, Souza und Rehbein geht diese Arbeit der Hypothese einer zunehmenden Trennung zwischen den aufstrebenden und den defensiven Untergruppen der Kämpferklasse als Folge der neoliberalen Reformen des späten XX Jahrhunderts nach. Deutschland und Kolumbien dienen dabei als Studienfälle. Diese Dissertation präsentiert die Gemeinsamkeiten der Folgen entsprechender Reformen in beiden Ländern wie auch ihre Verbindung mit der weltweiten Verbreitung des Neoliberalismus auf. Diese Recherche zeigt, dass die Reformen in den Gesellschaften beider Länder zu Veränderungen geführt haben und dass sie für jede Untergruppe der Kämpferklasse eine entgegengesetzte Wirkung hatten. Sie förderten die Eigenschaften und Kapitalien, die eher mit den Mitgliedern der aufstrebenden Kämpfer in Verbindung gebracht werden, während sie sich gleichzeitig negativ auf die Eigenschaften und Kapitalien auswirkten, die mit den defensiven Kämpfern in Verbindung gebracht werden. Diese Recherche zeigt auch den Zusammenhang zwischen der Internationalisierung der Produktionskette, der Prekarisierung der Arbeit, der zunehmenden Kommodifizierung des sozialen Lebens und der wachsenden Spaltung der Gesellschaften. Letztlich beweist die Dissertation, dass die Theorie der sozialen Reproduktion ein gültiges Instrument ist, um die Auswirkungen von Wirtschaftsreformen zu verstehen und die beobachtete zunehmende Ungleichheit und Segregation innerhalb der Gesellschaften zu erklären.
    Abstract: Although very valuable research on inequality is done with quantitative methods, these approaches provide an incomplete picture of the growing socioeconomic separation inside societies in the global north as well as in the global south. This dissertation evaluates the contributions that the theory of social reproduction can give to understanding of the divide inside societies in relationship with economic transformations. Departing from the theoretical and experimental work of Jodhka, Souza and Rehbein, this research tests the hypothesis of a growing separation between the subgroups of the fighter class, aspiring and defensive, as a result of the neoliberal reforms of the late XX Century. Germany and Colombia being used as cases of study. This dissertation presents the similarities between the impact of reforms in both countries and their relation to the spread of neoliberalism across the globe. This research shows that there have been transformations as a result of the reforms inside each society and that they had an opposite effect for each subgroup of the fighter class. On one side favoring the traits and capitals that more closely associate with the members of the aspiring fighters while simultaneously negatively affecting the traits and capitals that are associated with the defensive fighters. This research also shows the interconnection of the internationalization of the production chain, precarization of work, the rising commodification of social life and the growing divide inside societies. Ultimately, the dissertation proves that social reproduction theory is a valid tool for understanding the impact of economic reforms and explaining the observed increasing inequality and segregation inside societies.

It explores the use of new approaches and instruments that, despite some limitations and criticisms, could go beyond conventional liberal peace and provide useful lessons. Particular attention is paid to three axes: strengthening civil society, protection of human rights and a territorial peace perspective, as a contribution to the "local turn" in peace policies. The book first outlines the background of the conflict, the EU's two-decade defense of a negotiated peace, and the complexities of the peace process. Then, it analyses the development cooperation and political support provided in different areas: the collective reinsertion of ex-guerrillas, women and gender initiatives, the rights of ethnic communities, the sophisticated transitional justice system, as well as activities on reconciliation, victims and protection of human rights defenders.     Abstract: The OECD review of Gender Equality in Colombia: Towards a Better Sharing of Paid and Unpaid Work is the third in a collection of reports focusing on Latin American and the Caribbean countries, and part of the series Gender Equality at Work. The report compares gender gaps in labour and educational outcomes in Colombia with other countries. Particular attention is put on the uneven distribution of unpaid work, and the extra burden this places on women. It investigates how policies and programmes in Colombia can make this distribution more equitable. The first part of the report reviews the evidence on gender gaps and on what causes these, including the role played by attitudes. The second part develops a comprehensive framework to address these challenges, presenting a broad range of options to reduce the unpaid work burden falling on women, and to increase women's labour income. Earlier reviews in the same collection have looked at gender equality policies in Chile (2021) and Peru (2022).

    Abstract: In recent decades, Colombia has pursued a strategy to encourage gender equality as an important enabler of inclusive growth and national well-being and to promote gender mainstreaming through institutions, policies and tools. This report assesses four main pillars of Colombia’s governance for gender equality, analysing strengths and identifying areas for further improvement. It examines strategic planning for gender equality policy, a whole-of-government approach to promoting gender equality policy, using government tools to achieve gender equality objectives, and an inclusive and gender-sensitive emergency preparedness framework. The report also provides examples of different approaches in OECD Member and Partner countries to closing gender equality gaps. This literature review examines frameworks for digital competencies (DC) in education, with a focus on ECEC, as well as variation in DC requirements for ECEC staff with different responsibilities. It explores strategies for a successful integration of DC in ECEC workforce development programmes. The review shows there has been limited research and policy support regarding the development of DC in ECEC and discusses the importance for the ECEC workforce to understand how digital technologies may be incorporated to their work, encompassing both technical aspects and responsible use, as well as the social and collaborative dimensions of professional development in this area.     Abstract: Why are historically Catholic countries and regions generally more corrupt and less competitive than historically Protestant ones? How has institutionalization of religion influenced the prosperity of countries in Europe and the Americas? This open access book addresses these critical questions by elucidating the hegemonic and emancipatory religious factors leading to these dissimilarities between countries. The book features up-to-date mixed methods from interdisciplinary research contributing to existing studies in the sociology of religion field by demonstrating—for the first time—the effect of the mutually reinforcing configuration of multiple prosperity triggers (religion–politics–environment). It demonstrates the differences in the institutionalization of Roman Catholicism and Protestantism by applying quantitative and qualitative methods and by performing a qualitative comparative analysis (QCA) of 65 countries. The author also provides a comprehensive survey and results of empirical research on different theories of development, focusing on the influence of religion.

    Abstract: This edited collection addresses the topic of prison governance which is crucial to our understanding of contemporary prisons in Latin America. It presents social research from Nicaragua, the Dominican Republic, Venezuela, Colombia, Ecuador, Brazil, Peru, Uruguay and Argentina to examine the practices of governance by the prisoners themselves in each unique setting in detail. High levels of variation in the governance practices are found to exist, not only between countries but also within the same country, between prisons and within the same prison, and between different areas. The chapters make important contributions to the theoretical concepts and arguments that can be used to interpret the emergence, dynamics and effects of these practices in the institutions of confinement of the region. The book also addresses the complex task of explaining why these types of practices of governance happen in Latin American prisons as some of them appear to be a legacy of a remote past but others have arisen more recently. It makes a vital contribution to the fundamental debate for prison policies in Latin America about the alternatives that can be promoted. Máximo Sozzo is Professor of Sociology of Law and Criminology and Director of the Crime and Society Program at the National University of Litoral, Argentina. He has held a number of visiting appointments in Latin American and European universities, most recently at the University of Torino. He has been Straus Fellow at the Law School of New York University and Fellow at the Max Planck Institute for Legal History and Legal Theory. His research explores the contemporary transformations of punishment in Latin America, the history and present of travels of knowledge on the criminal question at a global scale, and the debates around southernizing and decolonizing criminology.

    Abstract: By challenging more common analyses that point to the existence of a "post-conflict scenario" in Colombia and those that resist the narrative of "success", both of which operate within the logic of presence/absence of violence, this book proposes instead that we think of "post-conflict" in terms of the transformation of the rules on the use of violence. The analysis unfolds in two parts: the first explores the conditions of possibility of the Colombian “success story” and the web of criteria legitimizing the “success”, as well as the silencing mechanisms allowing for Colombia to circulate internationally as a formula to be replicated in other parts of the world; the second, focuses on the historicization of the mechanisms through which new rules are transmitted among the professionals of the public force, specifically the transformations of military schools and training centers in Colombia from times of “war” to “peace”. The author argues that key to this transformation is a unique discursive articulation around the “military professional” which slides from “citizen-soldier” to “expert-soldier”.     Abstract: This Palgrave Pivot argues that if we are to understand civil conflict we need to grasp how everyday life is shaped by local conflict imaginaries. In order to examine this claim the book sets out to explore the contours of conflict imaginaries from two very different sites of conflict. Both Colombia and Indonesia have suffered from the collective trauma of political violence but in very different social, cultural and political contexts. Sketching out what they mean by a conflict imaginary, and explaining the relationship of this key concept to social imaginaries more broadly, the authors provide a historical overview of how political violence has been represented in both countries. They go on to outline the original qualitative research methods used to provide empirical evidence for the importance of conflict imaginaries, methods which allow them to explore the images and metaphors that underpin the spatial, chronological and emotional cartographies through which people make sense of political violence. With an emphasis on the construction of place-based knowledge, they consider the role of the local, the national and the global in the imagining of civil conflict, and show how film can be used to explore the imaginative worlds of social actors living alongside violence, revealing in the process the need to take seriously their hopes, fears, dreams and fantasies. This working paper compares the TOSSD data for the year 2019 with datasets collected by three countries: Bangladesh, Cameroon and Colombia. The study explores similarities and differences between the TOSSD data and the data collected at the local level, and provides recommendations on how to improve data completeness and accuracy. It also suggests how a data validation mechanism for TOSSD could work, allowing recipient countries to provide timely feedback.

This OECD review makes the case for an integrated, placed-based and inclusive urban development model and urban agenda that seize immediate opportunities that arise in fiscal, economic and sectorial policies, and protect hard-won gains from years of experience of urban policy implementation in the country. Designing a new national urban policy for Colombia – Ciudades 4.0 – demands a critical rethinking of whether urban areas are meeting the needs of all Colombians, and how different urban-related policies could help transform them for the better.

    Abstract: To realise Colombia’s clean energy ambitions and enable the necessary mobilisation of finance and investment, the government has set forth a number of important policy strategies, including the 2018 Green Growth Policy, the 2019 National Circular Economy Strategy and the forthcoming 2022 Energy Transition Policy. These high-level policies all note the role clean energy solutions like sustainable bioenergy and waste-to-energy can play in supporting decarbonisation objectives. These solutions can also achieve a number of other socioeconomic ambitions, including improved reliability of energy supply, improved access to affordable and reliable energy in areas that are not connected to the national electricity grid, and reduced amounts of waste going to capacity-limited landfills. This report aims to support Colombia’s renewable energy ambitions, focusing on current clean energy trends, opportunities for bioenergy and measures that can increase finance and investment in those solutions. Through five case studies from Brazil, Chile, Colombia, India and Turkey, the report also considers the enabling environment and lessons learnt from bioenergy developments in different countries.

    Abstract: Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 2 peer monitoring of the implementation of the Action 14 Minimum Standard by Colombia, which is accompanied by a document addressing the implementation of best practices.

Sie konzentriert sich auf das kolumbianische Llanos- und das paraguayische Pantanal-Gebiet und korreliert die räumliche Beziehung der von natürlichen Ressourcen abhängigen Gemeinden mit sozioökonomischen und ökologischen Veränderungen, Macht und hierarchischer Struktur auf allen Ebenen, politischer Dynamik und Programmen zur Einbindung von Stakeholdern. Die Hypothese hinter dieser Arbeit ist, dass die Verwendung einer geklärten, nicht-normativen Governance-Perspektive in der sozio-ökonomischen und politischen Forschung zu einem besseren Verständnis sozio-ökonomischer und politischer Prozesse beitragen kann, einschließlich formaler und informeller Prozesse, die in größere und kleinere soziale Systeme eingebettet sind, sowie sowohl vertikale als auch horizontale sozio-ökonomische und politische Arrangements. Über die Entwicklung eines spezifischen Rahmens für die CBG hinaus werden zwei praktische und methodische Instrumente generiert. Das Community-Based Governance Manual (CBGM), einschließlich einer Fallstudie über das kolumbianische Llanos, und die Guidelines to Strengthen CBGG in the Paraguayan Pantanal (CBGG) versuchen, die politische, wirtschaftliche und soziale Analyse von Gemeindeakteuren sowie Szenarien zur Bewältigung der sie betreffenden sozio-ökologischen und sozio-ökonomischen Probleme zu fördern. Der CBGM und der CBGG können als konkrete und greifbare Auswirkungen auf Feldebene sowie als gültige Prognosen für die erwartete zukünftige Entwicklung von lokalen und ökologischen Governance-Modellen angesehen werden.
    Abstract: The following work develops the Community-Based Governance (CBG), a bottom-up organizational model, ought to increase the participation of local groups in the planning, research, development, management, and formulation of policies and strategies for the wider community. It follows a comparative approach of two selected areas of South America in order to structure the complexity of governance processes: the Colombian Llanos and the Paraguayan Pantanal, correlating the spatial relation of natural resource-dependent communities with socio-economic and environmental changes, along with power and hierarchical structure at all scales, political dynamics, and stakeholder engagement schemes. The hypothesis behind this work is that using a clarified, non-normative governance perspective in socio-economic and policy research can contribute to an improved understanding of socio-economic and political processes, including formal and informal ones, those embedded in larger and smaller social systems, as well as both vertical and horizontal socio-economic and political arrangements. Beyond the development of a specific framework for CBG, two practical and methodological tools are generated. The Community-Based Governance Manual (CBGM), including a case study of the Colombian Llanos, and the Guidelines to Strengthen CBG in the Paraguayan Pantanal (CBGG) seek to promote the political, economic, and social analysis of community actors as well as scenarios addressing the socio-environmental and socio-economic problems that affect them. CBGM and CBGG may be regarded as concrete and tangible impacts on the field, as well as valid outlooks on expected future development of local and environmental governance models.

    Abstract: Auf Hochschulebene haben sich in Kolumien bislang nur wenige indigene Bildungsprogramme realisieren lassen. Eines dieser wenigen Programme ist die Licenciatura en Pedagogía de la Madre Tierra (LPMT). Die LPMT ist ein indigenes, interkulturelles Hochschulprogramm, das im Jahre 2005 durch eine Kooperation zwischen der Organización Indígena de Antioquia (OIA – dt. Indigene Organisation von Antioquia) und der staatlichen Universidad de Antioquia (U de A – dt. Universität von Antioquia) entstand. Das Hauptziel dieser Arbeit besteht darin, die theoretische Basis der LPMT und die Ziele dieses interkulturellen indigenen Bildungsmodells in Kolumbien zu beschreiben. Abadio Green Stocél als Mitbegründer des Studiengangs der LPMT bezeichnet diese Art der Pädagogik als „Strategie zur Verteidigung der Mutter Erde“ (Stócel 2010: 32). Diese Strategie soll über die Interessen der indigenen Bevölkerung hinausgehend auch die postmoderne westliche Gesellschaft beeinflussen.

El presente libro explora dicha visibilidad en la prensa y el cine de Colombia y Venezuela a través de una metodología interdisciplinar, interseccional y decolonial. En él, se exploran los estereotipos y estrategias discursivas que la prensa de ambos países utiliza para construir discursivamente la imagen de las mujeres trans. Además, se sostiene que las producciones audiovisuales proponen formas alternativas de representación, pues en ellas la subjetividad trans es representada de manera compleja donde convergen aspectos sociohistóricos, políticos y económicos

    Abstract: Este libro abarca una crítica del impacto ontológico de la modernidad capitalista desde el Bildungsroman, el ethos barroco y la cultura juvenil que buscó construir un mundo de la vida a partir del rock. Se analizan seis novelas de formación contemporáneas de América Latina que recurren en mayor o menor medida al universo del rock: dos de México (de José Agustín y Luis Humberto Crosthwaite), dos de Colombia (de Andrés Caicedo y Efraim Medina Reyes) y dos de Argentina (de Mariana Enríquez y Juan Terranova). En este estudio se repasa la historia del Bildungsroman, género literario en cuya semilla están presentes, entrecruzados y tensionados entre sí, elementos de la Ilustración, el Romanticismo y el realismo. Se propone una nueva forma de entender el género, destacando tanto la huella de la tradición literaria hispana como la del Werther de Goethe. También se abordan la aparición del rock en México, Colombia y Argentina y su influencia sobre la tendencia iniciada en México de escribir sobre la juventud desde la juventud (Agustín), que naturalmente recurriría a la estructura del Bildungsroman. Se utilizan las seis novelas, en que la formación de los protagonistas es moldeada directa o indirectamente por la impronta del rock y la contracultura, para, nuevamente, realizar una crítica de la modernidad capitalista. Esta crítica a la que se prestan los textos en cuestión incluye la identificación y el análisis de una forma alternativa de modernidad que se resiste a la predominante: la que persiste en el ethos barroco

    Abstract: This report assesses women’s access to justice and women’s political participation in parliament, local councils and civil society organisations in Colombia. It examines existing legal, political and institutional frameworks in order to better understand successes, challenges and implementation gaps in the government’s pursuit of access to justice and gender equality. The report also offers examples of different approaches in OECD member and partner countries to support Colombia in closing gender gaps. Based on this analysis, the report proposes actionable solutions to help Colombia design and deliver policies that effectively promote women’s political participation and access to justice, including for survivors of gender based violence.

    Abstract: Free college proposals have become increasingly popular in many countries. To evaluate their potential effects, this paper develops and estimates a dynamic model of college enrollment, performance, and graduation. A central piece of the model, student effort has a direct effect on class completion and an indirect effect in mitigating the risk of not completing a class or not remaining in college. The model is estimated with rich, student-level administrative data from Colombia, and the estimates are used to simulate free college programs that differ in eligibility requirements. Among these, universal free college expands enrollment the most, but it does not affect graduation rates and has the highest per-graduate cost. Performance-based free college, in contrast, delivers a slightly lower enrollment expansion yet a greater graduation rate at a lower per-graduate cost. Relative to universal free college, performance-based free college places greater risk on students, but precisely for this reason leads them to better outcomes. Nonetheless, even performance-based free college fails to deliver a large increase in the graduation rate, suggesting that additional, complementary policies might be required to elicit the large increase in effort that is needed to raise graduation rates
