Kurzfassung: Bilateral economic diplomacy is an increasingly popular method of ensuring both commercial and broader economic interests. In this Handbook over 30 leading experts from developed and developing countries, industrial nations and emerging economies have come together to form a global view of economic diplomacy. Representing a move away from Euro-centric books on the topic, this Handbook uses a combination of qualitative and quantitative research to explore how state visits, embassies and economic sanctions are being increasingly used as forms of diplomacy. Editors Peter van Bergeijk and Selwyn Moons have ensured that the entire research process is covered, from data collection to evidence based policy advice. As such, the Handbook reveals how and under which conditions economic diplomacy can be most effective, proving an invaluable tool for future research. The Research Handbook on Economic Diplomacy is a key resource for academics and researchers at policy institutions who wish to understand the field in greater depth. Policy makers and other actors at domestic and international levels would also greatly benefit from this extensive international view of economy diplomacy

Kurzfassung: Global Value Chains (GVCs) have exploded in the past decade and refer to the international dispersion of design, production, assembly, marketing and distribution of services, activities, and products. Different stages in the production process are increasingly located across different economies, and intermediate inputs like parts and components are produced in one country and then exported to other countries for further production and/or assembly into final products. The functional and spatial fragmentation that has occurred within GVCs has significantly reshaped the global economic landscape, thereby raising some new major policy challenges for OECD countries and emerging countries alike: trade policy, competitiveness, upgrading and innovation and the management of global systemic risk.

Kurzfassung: On the Brink of Deglobalization addresses the breakdown of international trade and capital flows in 2008/09 and challenges the mainstream narrative for the world trade collapse. Detailed chapters on international finance, fragmentation of production, protectionism and earlier episodes of collapsing trade reveal data that contradicts conventional explanations and demonstrates that the trade collapse was driven by the shock of (perceived) trade uncertainty. Peter van Bergeijk discusses why trade barriers and import substitution are seen as solutions during depressions while presenting empirical evidence demonstrating the risks of such policies. This book provides a broad, historical and statistical analysis relevant to understanding the recent world trade collapse

Kurzfassung: What impact has globalisation had on transport? And what have been the consequences for the environment? This book aims to answer these questions and more. It looks in detail at how globalisation has affected activity levels in maritime shipping, aviation, and road and rail freight, and assesses the impact that changes in activity levels have had on the environment. The book also discusses policy instruments that can be used to address negative environmental impacts, both from an economic perspective and from the point of view of international law. Kurzfassung: OECD countries still dominate the world economy, but their share of world trade dropped from 73% in 1992 to 64% in 2005, and some of the world’s most important economies are not members of the OECD. Foremost among these are the so-called BRIICS: Brazil, Russia, India, Indonesia, China and South Africa. This book analyses key elements of the trade performance of the BRIICS in relation to the rest of the world, focusing on trade and other policies influencing that performance. Developments in global trade policy are reviewed, notably the impact of preferential trade agreements on the multilateral system and patterns of world trade are described using both indices that reveal networks of trading relations and more standard modeling results. As well as the global analysis, the book also presents a separate chapter for each of the BRIICS, examining the key development and trade issues in each of the six countries over the past few years.

Kurzfassung: About 190 million people around the world live outside their country of birth. These migrants bring energy, entrepreneurship and fresh ideas to our societies. But there are downsides: young migrants who fail in education, adults who don’t find work and, of course, unregulated migration. Such challenges can make migration a political lightning rod and a topic for angry debate. Drawing on the unique expertise of the OECD,this book moves beyond rhetoric to look at the realities of international migration today: Where do migrants come from and where do they go? How do governments manage migration? How well do migrants perform in education and in the workforce? And does migration help – or hinder – developing countries?

Kurzfassung: Globalisation is quickly reshaping the international economic landscape, resulting in an increasing global supply of science and technology (S&T) resources and capabilities. This book analyses trends in the offshoring of R&D, examines its drivers and motivations, and identifies implications for innovation policy. It examines the internationalisation of R&D through foreign direct investment (FDI) by multinational enterprises (MNEs), which account for the bulk of business R&D in the OECD area. It also discusses complementary aspects of the global innovation landscape, such as the internationalisation of science, the growing importance of international technology co-operation and the growing international mobility of researchers.

Kurzfassung: Global value chains are radically altering how goods and services are produced. Parts made in one country, for instance, are increasingly assembled in another and sold in a third. The globalisation of production has changed the industrial structure within OECD countries, and in some sectors blunted their competitiveness. Another major consequence has been fears of job losses. This volume is a compilation of the studies that underlie the synthesis report on global value chains, entitled Staying Competitive in the Global Economy: Moving Up the Value Chain. It includes papers on the measurement of globalisation, SMEs in global value chains, the changing nature of manufacturing, impact of international sourcing, foreign affiliates, offshoring and productivity, and the internationalisation of R&D.

Kurzfassung: Offshoring—the transfer of an industrial activity abroad—has become a fact of life for business. But it is also perceived as a threat by a large segment of the general public. And much of the public concern centers on employment, especially the potential loss of domestic jobs. This groundbreaking report provides new insights into the phenomenon of offshoring. First, the report defines offshoring in detail, allowing readers to see the many ways that industrial activity—both in manufacturing and in services—can be transferred abroad. The report then describes the wide-ranging effects that offshoring can have on domestic employment—the positive, as well as the negative. Finally, this ground-breaking report outlines the public policy implications of offshoring. It suggests ways to limit the downside of offshoring while helping to build trust between the various stakeholders working to address this issue.

Kurzfassung: Global value chains are radically altering how goods and services are produced--parts made in one country, for instance, are increasingly assembled in another and sold in a third. The globalisation of production has changed the industrial structure within OECD countries, and in some sectors blunted their competitiveness. Another major consequence has been fears of job losses, due to outsourcing and offshoring—not only in manufacturing but also in services. The rapid integration of China and India, with their large pool of educated people, further reinforces these concerns. How should OECD countries respond? This report brings together OECD data on the globalisation of value chains, including the rise of outsourcing/offshoring. It first examines how OECD countries are affected by the globalisation of production, on both the macroeconomic and sector-specific levels. The costs and benefits of globalisation are then discussed, with an emphasis on employment and productivity. Finally, this report analyses how globalisation impacts the competitiveness of OECD countries, highlighting the need for an effective innovation strategy. The report discusses not only the moving up the value chain that takes place in OECD countries but also in China, as R&D is increasingly going to emerging countries.

Kurzfassung: Despite concern about the negative impacts of globalisation on the economies of OECD regions, notably the loss of manufacturing jobs and enterprise relocation, this report presents evidence that region-specific advantages – embedded in specialised firms, skilled labour and innovation capacity – remain a significant source of productivity gain for firms, even for the largest multinational enterprises. A new geography of production is emerging, based around both old and new regional hubs in OECD and non-OECD countries. National and regional governments in OECD countries are looking for ways to ensure that regions maintain a competitive edge in industries that generate wealth and jobs. This report looks at how different regions are responding to these challenges and the strategies they have adopted to support existing competitive advantages and to transform their assets to develop new competitive strengths.

But how extensive is access to ICT in schools and informal settings and how is it used by students? Drawing on data from the OECD’s Programme for International Student Assessment (PISA), Are Students Ready for a Technology-Rich World? What PISA Studies Tell Us, examines whether access to computers for students is equitable across countries and student groups; how students use ICT and what their attitudes are towards ICT; the relationship between students’ access to and use of ICT and their performance in PISA 2003; and the implications for educational policy.

Kurzfassung: What does policy coherence for development mean? Increasing global integration through trade, capital and labour mobility brings increasing mutual responsibilities and mutual policy repercussions. These realities call for greater coherence between the various OECD country policies that shape and impact today’s rapidly evolving global economy. The essays in this volume address controversial policy issues affecting development today, ranging from increasing capital flows, financial regulation and socially responsible investment to achieving the Millennium Development Goals. This collection represents an important contribution to the knowledge of the effects of interdependence and policy coherence on the relationship between OECD countries and the developing world.

Kurzfassung: This book is based on an exceptional event in December 2000 which brought together civil society from the poor countries and OECD experts. It emerges that globalisation can have a positive impact in poor countries, but only if policies encouraging a more equitable distribution of human and physical resources are adopted. Furthermore, countries in which infrastructures and skills are underdeveloped will need to continue protecting vulnerable sectors and communities, but will have to accept that such protection can only be transitional.

Kurzfassung: This book sets out a vision of devolved economic development policies capable of responding to the challenges of globalisation. The key features in this vision are flexible and networked institutions and local strategies emphasising entrepreneurship, human capital and social cohesion. Based on the proceedings of the OECD-Scottish Enterprise Glasgow conference, this publication examines how city and region governments and development agencies need to use their devolved powers to respond to globalisation. Trends and challenges are discussed and examples drawn from across the OECD. They address how cities and regions can develop strategies to assure their competitiveness in the globalising economy and how they can help counteract the negative effects of globalisation on marginalised people and places. Devolution is more than just a transfer of power, it is also a new spirit of co-operation and networking between different levels of government and their civil society partners. Brought together at the level of cities and regions, they can apply some promising development tools, for example for strengthening enterprise clusters, promoting training for a knowledge economy and regenerating distressed areas.

Kurzfassung: New patterns of globalisation are accelerating the internationalisation of industry and reshaping industrial structure at the global level. Rapidly growing cross-border mergers and acquisitions (M&As) and strategic alliances are distinctive features of globalisation in the current era. They have become common paths to internationalising business operations, research and markets, together with traditional forms of trade and investment. An overwhelming share of foreign direct investment (FDI) is now in the form of M&As rather than greenfield investment, as firms shelve earlier diversification and expansion strategies and focus on core competencies. Strategic alliances are also a powerful mechanism for industrial restructuring on a global basis. This book presents the latest trends and drivers of globalisation in major OECD countries and their implications for industrial performance and government policies. It analyses regional as well as sectoral trends, including in telecommunications, automobiles, steel, pharmaceuticals, airlines and financial services. Growing alliances for business-to-business (B2B) and business-to-consumer (B2C) electronic commerce, and globalisation of small and medium-sized enterprises (SMEs) are assessed. A Statistical Annex presents data through 2000.

Kurzfassung: Will the extension of trade liberalisation and increases in foreign direct investment accompanying the process of regional integration and globalisation contribute over the long-term to a greater control over migration flows? To what extent can an acceleration in economic convergence and the implementation of measures facilitating the exchange of highly skilled labour be expected to promote sustainable development in the countries of high emigration potential? This publication seeks to give an answer to these questions. It highlights the contrasts which characterise the demographic and economic situations in Central and Eastern Europe, in the Mediterranean Basin, in North America and in Asia. It identifies the conditions which would favour greater regional integration and reduce over the long-term the incentives to emigrate: the implementation of public sector reforms; the development of the socio-economic infrastructure; the implementation of measures to improve the functioning of financial systems, to attract foreign direct investment and to promote technology transfer and innovation diffusion. Finally, it points to the geopolitical aspects of regional integration and the important role that the greater enhancement of human resources should play in future migration policies.

Kurzfassung: Developing and transition economies are seeking to accelerate their development by liberalising trade and investment, and taking advantage of the opportunities of the global market place. However, in the wake of recent financial crises, concerns have been expressed that some countries might turn away from open trade and investment. In fact, most crisis-affected countries are continuing to liberalise trade and investment, which they see as part of the solution to the crisis, not the cause. This report reviews evidence of the benefits and challenges of trade and investment for development, drawing on experiences from economies in various parts of the world. Experience shows that open trade and investment have been beneficial for development, when accompanied by a coherent set of growth-oriented macroeconomic and structural policies, capacity-building, social policy and good governance. Further, countries like Korea and Mexico that have responded to economic crisis with liberalisation and structural reform have experienced positive results. All countries -- developed, developing and transition -- have a vital stake in a new Round of multilateral trade negotiations to prepare for the global economy of 21st century.

Kurzfassung: Through its impact on corporate competitiveness and access to global capital markets, corporate governance plays an increasingly important role for entrepreneurship, economic growth and employment. In its report to the OECD, the Business Sector Advisory Group on Corporate Governance emphasizes that while corporate governance should remain primarily a private sector prerogative, governments have a distinct and important responsibility in providing a regulatory framework that allows investors and enterprises to adapt corporate governance practices to rapidly changing circumstances. There is no static or final structure in corporate governance that every country or corporation should emulate: experimentation and variety should be expected and encouraged within the limits of credible regulations emphasizing fairness, transparency, accountability and responsibility. Within this framework, the Advisory Group presents the perspectives that it believes should guide public policies related to corporate governance, suggests areas for private sector voluntary action and recommends further actions by the OECD to help articulate a set of common principles guiding national policy reviews and reforms.
