    Abstract: In 2004, Dutch filmmaker Theo van Gogh was brutally murdered on a busy Amsterdam street. His killer was Mohammed Bouyeri, a twenty-six-year-old Dutch Moroccan offended by van Gogh's controversial film about Muslim suppression of women. The Dutch government had funded separate schools, housing projects, broadcast media, and community organizations for Muslim immigrants, all under the umbrella of multiculturalism. But the reality of terrorism and radicalization of Muslim immigrants has shattered that dream. In this arresting book, Paul Sniderman and Louk Hagendoorn demonstrate that there are deep conflicts of values in the Netherlands. In the eyes of the Dutch, for example, Muslims oppress women, treating them as inferior to men. In the eyes of Muslim immigrants, Western Europeans deny women the respect they deserve. Western Europe has become a cultural conflict zone. Two ways of life are colliding. Sniderman and Hagendoorn show how identity politics contributed to this crisis. The very policies meant to persuade majority and minority that they are part of the same society strengthened their view that they belong to different societies. At the deepest level, the authors' findings suggest, the issue that government and citizens need to be concerned about is not a conflict of values but a clash of fundamental loyalties.

    Abstract: This guide has been written to assist anyone interested in running small stationary diesel powered engines on coconut oil. It is intended to be a 'how-to' guide to provide with relevant information of every aspect of fuelling an engine with coconut oil. The guide is specifically written with small (less than about 50 kVA) diesel generators in mind. While the information and principles can be applied to all diesel engines, there are additional complicating factors to consider when applying to a vehicle, for example. It must be noted also, that this manual is intended for stationary applications that typically involve few stop-starts, longer running times and consistent loads. Diesel engines that stop-start regularly and unpredictably (eg. car engine or back up generator) are outside the scope of this guide. The technical considerations for running a diesel engine on coconut oil, or any vegetable oil for that matter, are not particularly complex. The concept of powering a diesel engine with vegetable oil is, after all, as old as the diesel engine itself. To do it successfully, however, and particularly with today's modern diesel engines, several key elements of the fuel delivery and combustion system must be suitable or made suitable. If these elements are not the engine will be damaged and it will ultimately lead to premature engine failure

    Abstract: Since independence in 1991, the Government of Tajikistan has embarked on a land reform program, which includes extensive farm restructuring. Given the demography of rural households in Tajikistan where the phenomenon of female-headed households is quite significant, women's access to land and credit assumes special importance. To date, however, no thorough gender analysis of access to land and finance in Tajikistan has been conducted. As a result, there is insufficient gender disaggregated data to inform policy. It is not clear how effective the reforms are in addressing factors inhibiting women - access to land and their ability to benefit from any changes. In addition, due to the lack of data, no comprehensive microeconomic study on access to finance has been done. Many Tajik women are sole heads of households and caretakers of their families as a direct consequence of war and migration. Migration in particular has a great impact on gender relations, gender division of labor, and gender roles with the possible empowerment or disempowerment of women left behind. Households headed by women in Tajikistan are 28.6 percent more likely to be poorer than those headed by men. Improving and securing access to land and ensuring the gender sensitivity of land reforms, therefore, has potential for improving the conditions of these vulnerable households. The reports propose several areas of action. While fostering women's access to agricultural production can be considered a policy for improving basic welfare, access to finance is an important ingredient for increased productivity and farm growth (i.e., professionalization and potentially commercialization). Financial access opens up opportunities to diversify income generation beyond farming activities. Complementary initiatives for women's empowerment support their access to productive assets and entrepreneurial standing in society, and may simultaneously lift women's self-constraints in demand for finance

    Abstract: To ensure the viability and competitiveness of agriculture and forestry and sustain rural livelihoods, it is critical to take stock of the impacts of climate change on rural sectors in Europe and Central Asia (ECA) countries and implement appropriate adaptive measures. The interactions between the weather-sensitive agriculture and forestry sectors, climate change, and the natural resource base are highly complex and deserve special attention. Globally, the increased frequency of heat stress, droughts and flooding events caused by climate change threaten to reduce crop yields and livestock productivity in many areas, while increased risks of fires and pest outbreaks will have negative consequences for forests. In this paper, the authors examine the exposure, sensitivity, and adaptive capacity of ECA agriculture to climate change, and provide recommendations for addressing the challenges of climate through adaptation. We have made use of the best available climate change projections to categorize countries in the region by likely agricultural sector impacts. We have also attempted to synthesize information from the literature on climate change adaptation in agriculture in order to identify the most relevant points for ECA countries, including options for technical, institutional and policy measures. Based on this initial assessment, there are plans to support World Bank clients in carrying out assessments and developing strategies at the country level in the near future

    Abstract: Local government finance has taken on increasing importance in Turkey, with the evolving fiscal decentralization and the growing role of local administrations in public investment. The focus of this policy note is on sub-national borrowing as an essential component of the framework for sustainable sub-national finance. Sound management of sub-national borrowing is important for ensuring debt sustainability. Past problems with fiscal deficits by local administrations in Turkey have led to two major debt restructurings. The Government has undertaken many laudable improvements in the system of fiscal management and control of local administrations in recent years, in particular by regulating the procedures for borrowing, raising the requirements for accounting and reporting, and tightening the terms for Treasury guarantees of foreign borrowing. The rest of the policy note is organized as follows. The next section summarizes the framework for sub-national borrowing in Turkey and reviews areas for further development, including in particular, an effective insolvency mechanism. Section three presents rationales for a sub-national insolvency mechanism and describes how the entry points for reform have contributed to varying modalities across countries. Section four discusses key design issues for a sub-national insolvency mechanism, driven by the fundamental difference between public and private insolvency. Final section five presents possible medium-term reform options for Turkey

    Abstract: Language is a tool used to express thoughts, to hide thoughts or to hide lack of thoughts. It is often a means of domination. The question is who has the power to define the world around us. This book demonstrates how language is being manipulated to form the minds of listeners or readers. Innocent words may be used to conceal a reality which people would have reacted to had the phenomena been described in a straightforward manner. The nice and innocent concept "cost sharing", which leads our thoughts to communal sharing and solidarity, may actually imply privatization. The false belief that the best way to learn a foreign language is to have it as a language of instruction actually becomes a strategy for stupidification of African pupils. In this book 33 independent experts from 16 countries in the North and the South show how language may be used to legitimize war-making, promote Northern interests in the field of development and retain colonial speech as languages of instruction, languages of the courts and in politics. The book has been edited by two Norwegians: Birgit Brock-Utne is a professor at the University of Oslo and a consultant in education and development. From 1987 until 1992 she was a professor at the University of Dar es Salaam. Gunnar Garbo, author and journalist and former member of the Norwegian Parliament, was the Norwegian Ambassador to Tanzania from 1987 to 1992.

    Abstract: The body is an emissary. We know little of our own feelings or the feelings of others, but that ignorance is mediated through our organ of touch, the skin. The term 'consensuality' stands for the co-presence of perceptions on the skin, which is the backcloth to sensation and thought. If the intelligence of the body is the basis of both sense and consent, consensuality also has to do with human relations based on the sense of touch, particularly the mother-child couple and the relation of desire, love and loss. This book touches on a range of cultural figures including Gide, Princess Diana, Kafka, Gautier and Rilke, and such films as Gattaca, The Talented Mr Ripley, Being John Malkovich, The Piano and The Truman Show , together with theories of the caress, phantom limbs and replacement children. Connecting all these is the work of psychoanalyst Didier Anzieu, who wrote on group psychology, psychodrama, psychic envelopes, creativity and thought; he also published a study of May '68 written from the heart of Nanterre. However, the phenomenon of "genocides by the oppressed," that is, retributive genocidal actions carried out by subaltern actors, has received almost no attention. Genocides by the Oppressed addresses this oversight, opening the subject of subaltern genocide for exploration by scholars of genocide, ethnic conflict, and human rights. Traveling Spirits seeks to understand these processes by investigating how religion goes global. How do religious agents create and maintain transborder connections? In what way are religious practices being transformed, reinforced or newly invented when transported to different places around the world? How are power relations negotiated within transnational religious networks? How are processes of coming and going linked to religious practices and discourses? Once a territory outside the geopolitical and cultural borders of the United States, the deserts of the West and Southwest have since emerged as canonical American landscapes. Drawing on the critical concepts of American studies and on questions and problems raised in recent debates on ecocriticism, The Poetics and Politics of the Desert investigates the spatial rhetoric of America as it developed in view of arid landscapes since the mid-nineteenth century. Gersdorf argues that the integration of the desert into America catered to the entire spectrum of ideological and political responses to the history and culture of the US, maintaining that the Americanization of this landscape was and continues to be staged within the idiomatic parameters and in reaction to the discursive authority of four spatial metaphors: garden, wilderness, Orient, and heterotopia.

    Abstract: This book provides a microanalysis of the interactions between four children and their parents starting when the children were aged 9 to 13 months and ending when they were 18 months old. It tracks development as an issue for and of interaction. In so doing, it uncovers the details of the organisation of the sequence structure of the interactions, and exposes the workings of language and social development as they unfold in everyday activities. The study begins with a description of pre-verbal children's sequences of action and then tracks those sequences as linguistic ability increases. The analysis reveals a developing richness and complexity of the sequence structure and exposes a gap in Child Language studies that focus on the children's and their carers' actions in isolation from their sequential environment. By focusing on the initiating actions of both child and parent, and the response to those actions, and by capturing the details of how both verbal and nonverbal actions are organised in the larger sequences of talk, a more complete picture emerges of how adept the young child is at co-creating meaning in highly organised ways well before words start to surface. The study also uncovers pursuit of a response, and orientation to insufficiency and adequacy of response, as defining characteristics of these early interactions.

    Abstract: Garifuna live in Central America, primarily Honduras, and the United States. Identified as Black by others and by themselves, they also claim indigenous status and rights in Latin America. Examining this set of paradoxes, Mark Anderson shows how, on the one hand, Garifuna embrace discourses of tradition, roots, and a paradigm of ethnic political struggle. On the other hand, Garifuna often affirm blackness through assertions of African roots and affiliations with Blacks elsewhere, drawing particularly on popular images of U.S. blackness embodied by hip-hop music and culture.Black and Indigenous explores the politics of race and culture among Garifuna in Honduras as a window into the active relations among multiculturalism, consumption, and neoliberalism in the Americas. Based on ethnographic work, Anderson questions perspectives that view indigeneity and blackness, nativist attachments and diasporic affiliations, as mutually exclusive paradigms of representation, being, and belonging. As Anderson reveals, within contemporary struggles of race, ethnicity, and culture, indigeneity serves as a normative model for collective rights, while blackness confers a status of subaltern cosmopolitanism. Indigeneity and blackness, he concludes, operate as unstable, often ambivalent, and sometimes overlapping modes through which people both represent themselves and negotiate oppression.

    Abstract: Various scholars consider destination image - a vital part in tourism marketing- as the key in attracting tourists. It is often regarded, as the most important element in a destination's management and may induce success or failure. Within this research project, destination image is being assessed in cross-cultural terms. It scrutinises the extent to which destination image is culture specific. In other words, does a destination's image vary across people from different cultural backgrounds? This question evolves and is vindicated in an era that is subjected to globalisation and increasingly refers to the global tourist. Many academics are convinced that the world tourism market may be treated as a homogenous one due to globalisation. However, the literature also provides some opposing bearings and discusses them. Hence, the author of this book intended to investigate this issue in more depth in order to find a probable answer to the contradicting sources by conducting an exploratory study of Arab-Islamic and Protestant European youth's pre-visitation image on Berlin. In response to the objectives of this study, primary research was carried out. It involved both quantitative and qualitative data collection methods. Field and online surveys enabled the researcher to collect 239 completed questionnaires. Besides semi-structured interviews and focus group discussions were carried out. Obtained data was entered into SPSS and frequencies and means were calculated and several ANOVA tests and cross-tabulations conducted in order to stress destination image's specificity in terms of cultural background. Why do children seem to desire so much, so often, so soon, and why do parents capitulate so readily? To determine what forces lie behind the onslaught of Nintendo Wiis and Bratz dolls, Allison J. Pugh spent three years observing and interviewing children and their families. In Longing and Belonging: Parents, Children, and Consumer Culture, Pugh teases out the complex factors that contribute to how we buy, from lunchroom conversations about Game Boys to the stark inequalities facing American children. Pugh finds that children's desires stem less from striving for status or falling victim to advertising than from their yearning to join the conversation at school or in the neighborhood. Most parents respond to children's need to belong by buying the particular goods and experiences that act as passports in children's social worlds, because they sympathize with their children's fear of being different from their peers. Even under financial constraints, families prioritize children "feeling normal". Pugh masterfully illuminates the surprising similarities in the fears and hopes of parents and children from vastly different social contexts, showing that while corporate marketing and materialism play a part in the commodification of childhood, at the heart of the matter is the desire to belong.

    Abstract: English colonial expansion in the Caribbean was more than a matter of migration and trade. It was also a source of social and cultural change within England. Finding evidence of cultural exchange between England and the Caribbean as early as the seventeenth century, Susan Dwyer Amussen uncovers the learned practice of slaveholding. As English colonists in the Caribbean quickly became large-scale slaveholders, they established new organizations of labor, new uses of authority, new laws, and new modes of violence, punishment, and repression in order to manage slaves. Concentrating on Barbados and Jamaica, England's two most important colonies, Amussen looks at cultural exports that affected the development of race, gender, labor, and class as categories of legal and social identity in England. Concepts of law and punishment in the Caribbean provided a model for expanded definitions of crime in England; the organization of sugar factories served as a model for early industrialization; and the construction of the "white woman" in the Caribbean contributed to changing notions of "ladyhood" in England. As Amussen demonstrates, the cultural changes necessary for settling the Caribbean became an important, though uncounted, colonial export.

    Abstract: This book investigates how speakers of English, Polish and Russian deal with offensive situations. It reveals culture-specific perceptions of what counts as an apology and what constitutes politeness. It offers a critical discussion of Brown and Levinson's theory and provides counterevidence to the correlation between indirectness and politeness underlying their theory. Their theory is applied to two languages that rely less heavily on indirectness in conveying politeness than does English, and to a speech act that does not become more polite through indirectness. An analysis of the face considerations involved in apologising shows that in contrast to disarming apologies, remedial apologies are mainly directed towards positive face needs, which are crucial for the restoration of social equilibrium and maintenance of relationships. The data show that while English apologies are characterised by a relatively strong focus on both interlocutors' negative face, Polish apologies display a particular concern for positive face. For Russian speakers, in contrast, apologies seem to involve a lower degree of face threat than they do in the other two languages.

    Abstract: Among the conflicts to break out during the Cultural Revolution in Tibet, the most famous took place in the summer of 1969 in Nyemo, a county to the south and west of Lhasa. In this incident, hundreds of villagers formed a mob led by a young nun who was said to be possessed by a deity associated with the famous warrior-king Gesar. In their rampage the mob attacked, mutilated, and killed county officials and local villagers as well as People's Liberation Army troops. This groundbreaking book, the first on the Cultural Revolution in Tibet, revisits the Nyemo Incident, which has long been romanticized as the epitome of Tibetan nationalist resistance against China. Melvyn C. Goldstein, Ben Jiao, and Tanzen Lhundrup demonstrate that far from being a spontaneous battle for independence, this violent event was actually part of a struggle between rival revolutionary groups and was not ethnically based. On the Cultural Revolution in Tibet proffers a sober assessment of human malleability and challenges the tendency to view every sign of unrest in Tibet in ethno-nationalist terms.
