    Abstract: This note presents the results of a survey undertaken in Fiji from May to June 2019 with the intention to identify the specific challenges men and women cross-border traders are facing related to trade facilitation at the firm level. Generally, efforts to improve trade conditions, especially relating to women cross-border traders, have been progressing over the years. Yet, there is limited work focusing on trade facilitation initiatives and trade competitiveness interventions aimed at women firms who face trading barriers that are not strictly linked to tariffs or policies. There is a global data gap on the nature of barriers that women traders face related to trade facilitation at the firm level. In fact, the problem is even deeper rooted; there is a global vacuum of knowledge about the exact proportion of cross-border traders that are women. No country, not even the gender equality champions in Northern Europe, can easily confirm the number of women that undertake cross-border trade in their respective countries. A survey designed to collect data on these challenges is being rolled out in the Pacific. Countries in the Pacific Islands region face unique development challenges: they are physically detached from major markets, have small populations spread across many islands and time zones, confront the worst impacts of climate change, and are some of the most vulnerable countries to natural disasters in the world

    Abstract: Female Genital Mutilation/Cutting (FGM/C) is a development issue and a form of violence against women and girls that affects at least 200 million women in the world FGM/C is a harmful practice proven to impact the physical and mental health of affected women and girls from the moment of the cutting, with prolonged and irreversible consequences during their entire lives. Studies show that FGM/C has economic and social consequences and a high obstetric cost although a comprehensive study on the exact extent of these economic, health and social costs is still to be carried out. Beyond the data and the statistics, researcher have shown that FGM/C deprives women of sexual satisfaction, sexual health and psychophysical wellbeing. The Compendium of International and National Legal Frameworks on Female Genital Mutilation (the "Compendium") was prepared to contribute to this urgent and important development debate with the understanding that the knowledge of the law is an important empowerment tool to end FGM/C.     Abstract: Real GDP growth slowed to 3.1 percent in January-November 2018 from 3.7 percent in the same period of 2017. This deceleration was the result of slower growth in both gold production and non-gold industry. Export performance remains weak, largely on account of a sharp slowdown in gold exports, and in spite of trade opportunities within the Eurasian Economic Union. Attracting private investment remains a challenge. Recent developments point to limited progress in addressing structural issues over the past few years. While the Kyrgyz Republic was able to avoid an external shock driven recession in 2014-15, the economy remains vulnerable to external economic shocks given its high dependence on an undiversified export base, workers' remittances, and foreign aid.The fiscal position has improved with a strong tax revenue performance and cuts to capital outlays. This has helped keeping public debt under control following a sharp increase in 2014-15. With inflation pressures low, the monetary policy stance remains relaxed. The National Bank reduced its policy rate by 25 basis points to 4.75 percent in May 2018 to support economic growth and has maintained a managed float of the exchange rate.Going forward, real GDP growth is forecast to accelerate slowly to 3.9 percent by 2020 supported by all the major sectors - industry, agriculture, construction and services. On the demand side, growth is projected to be driven by private consumption, investment and exports. The economy will continue to benefit from large remittance inflows and firming external demand. Strong remittances will support average consumption growth of around 3 percent in 2018-20. However, the current account deficit is projected to remain elevated at about 9 percent of GDP, reflecting structural constraints, the significant import content of public investment, and an indirect feed-through effect of remittances via imports. To rebuild fiscal buffers, the authorities are committed to reducing the deficit to 3 percent of GDP by 2020

    Abstract: Economic performance in 2018 has been mixed. The data that are available suggest some areas of softening in the economy.1 Foreign direct investment declined to 2 percent of GDP in 2017, down from about 5 percent in 2014. The current account deficit has increased to 3.8 percent of GDP in the year ending September 2018, from 2.2 in the preceding 12 months. Recent Bank of Tanzania data confirm lower cashew exports and 2017 decline in non-traditional exports has continued into 2018, which raises concerns on prospects for longer term growth. The Tanzania Revenue Authority is reporting that many large tax payers are unable to meet their tax obligations on time. Nonperforming loans have declined recently to 9.7 percent in September 2018 from 12.5 percent in September 2017, but remain almost double the 5 percent statutory threshold. Banks have limited lending to businesses and interest rates are high (18 percent for one-year loans in August 2018), though some banks have lowered benchmark lending rates. On a positive note, credit to the private sector has been edging up, reaching 4.9 percent in the 12 months ending September 2018. The fiscal deficit is still low, not counting payment arrears and delayed refunds of value-added tax. The 2017/18 budget deficit after grants of 1.3 percent of GDP suggests effective spending management but does not factor in payment arrears, with an estimated stock of over 3 percent of GDP. Government is paying down roughly TZS 1 trillion of verified arrears per fiscal year. The low deficit is the result of controlled recurrent expenditures and under execution of the development budget by more than 40 percent. Contributing factors include shortfalls in domestic revenue and external financing for large projects. Public debt is currently sustainable, but there is need for the Government to consider cost-effective financing options and manage associated risks to support public investments. The 2018/19 budget targets public investment to consume 45 percent of total spending, equivalent to 9.1 percent of GDP compared to 5.5 a year prior

    Abstract: The outlook for the global economy has darkened amid elevated trade tensions. International trade and investment are moderating, trade tensions remain elevated, and financing conditions are tightening. Global growth is projected to moderate from a downwardly revised 3 percent in 2018 to 2.9 percent in 2019 and 2.8 percent in 2020-21, as economic slack dissipates, monetary policy tightens in advanced economies, and global trade gradually slows (World Bank Global Economic Prospects, January 2019). Despite external shocks to trade and tourism, growth of the Thai economy is estimated to have accelerated to 4.1 percent in 2018. The economy proved to be resilient in the face of strong global headwinds due to strengthening domestic demand stemming from an upswing in private consumption and private investment. Domestic consumption expanded by 5 percent in 2018Q3, posting the highest growth rate in 22 quarters in a low-inflation environment and record-low unemployment. In addition, private investment grew by 3.9 percent in the third quarter supported by increased spending on construction, machinery and equipment. Strong domestic demand offset partially adverse global factors-the China-US trade dispute-as well as domestic and idiosyncratic factors-such as the Phuket boat tragedy and the high-base effect of gold exports. The Thai economy also owed its resiliency to strong and stable macroeconomic fundamentals

    Abstract: In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities. During 1992-1997, state farms were decollectivized. During 1998-2002, farm fragmentation into small production units has started, which was completed during 2003-2008. Unsatisfied with the performance of fragmented farms, the government started farm consolidation between 2008/2009 and 2016, creating a dual system when dekhkan smallholders averaging 1 hectare (ha) and producing livestock and horticulture products coexisted with large individual farms, averaging 40-60 ha and producing cotton and wheat under the state order system. The 2019 restructuring seeks to double the size of cotton and wheat farms to the average of 100 ha

    Abstract: Cote d'Ivoire has a moderate risk of external debt distress, with limited space to absorb shocks. All liquidity and solvency external debt indicators lie below their thresholds under the baseline scenario. However, the ratios of external debt service to revenue and exports are projected to rise, diminishing room to maneuver, and an export shock would cause breaches of their relevant thresholds under the worst-case stress scenarios. This underscores the substantial downside risks originating from external shocks and the need to boost domestic revenue mobilization. The overall risk of public debt distress is also moderate, with public debt to GDP ratio expected to decrease gradually. A sustained compliance with the WAEMU fiscal deficit convergence criterion and a prudent external borrowing strategy balancing the costs and economic return of new loans will be crucial to preserve debt sustainability

    Abstract: Malawi currently faces an environmental cycle of decline and degradation. The challenges it faces are complex and interrelated, but there are two underlying drivers behind this decline. Population growth places huge demands on natural systems with more land being converted to agriculture and more forests being harvested for the wood fuel supply. Climate change magnifies these impacts by putting greater strain on land and forests due to increased incidents of natural disasters and extreme weather events. Proximate drivers of environmental degradation include weak land tenure security, unsustainable land management practices (driven in part by poorly designed and targeted agricultural subsidies), chronic shortages of public funding for environmental management, and weak institutions, particularly those at decentralized levels. The Malawi Country Environmental Analysis (CEA) compiles and reviews existing analyses on Malawi's environment and natural resources (ENR) and explores what this evidence means for poverty and economic development. The CEA also identifies 10 strategic recommendations to address the degradation of natural resources and the environment and to promote improved environmental management, investment, and expenditure practices

    Abstract: After experiencing exceptional economic growth in the 2000s, Kazakhstan's economy has slowed sharply since the global financial crisis, putting development achievements at risk. The economic slowdown has been caused by sharply lower commodity prices, and structural degradation of the economy. Kazakhstan's productivity growth has steadily fallen over the past two decades. Falling within-sector productivity improvements are the driving force behind Kazakhstan's productivity slowdown. The private sector is significantly constrained and does not exhibit many important features of healthy private sectors worldwide. Empirical evidence suggests that business entry rates are relatively low in Kazakhstan, even controlling for the structure of economy. The evidence shows that new (and small) firms are more productive than older (and larger) firms. The corrosive patterns must be corrected to revive productivity, which is essential for higher economic growth - since higher investment cannot substitute for productivity growth in the long run. The first policy imperative is to level the playing field for all firms - well-connected or otherwise. The second policy is to strengthen the rule of law and to deal more aggressively and comprehensively with corruption. Third, the governments will need to introduce structural changes in the economy to boost private investment and reduce a disproportionately large role of the state in the economy

    Abstract: The research is based on the PEFA framework and methodology for assessing public financial management performance and the data set that is generated from the PEFA assessments. The research quantified PEFA scores and aggregated them into overall scores which required developing assumptions on weighting scores, measures, and assessments. The research acknowledges methodological limitations of using the PEFA data set, including the assumptions. In general, the research follows the approach taken by previous researchers who have used PEFA data for quantitative analysis, but this does not eliminate the challenges that persist in transforming grades to numerical values and aggregating them. The time inconsistency issues and the limited number of observations also influenced the regression analysis using the PEFA data set. The team acknowledges that the PEFA data set was not designed for statistical analysis and that using it in quantitative regressions presents a series of econometric issues that cannot be fully resolved in this book, or in other papers which apply a similar approach. The research report builds on general recognition that PFM is important for development and recognizes that there is limited evidence based on the nontechnical determinants of PFM performance, as well as the outcomes of a good PFM system. The report therefore aims to bridge some of this gap between theory and practice using data on PFM performance from PEFA assessments. The report undertakes a closer examination of the key debates on what constitutes a good PFM system by providing an overview of the PEFA framework, and the data set that is generated through PEFA assessments, including its strengths and weaknesses. This was done to enable the research team to undertake quantitative analysis of the relationship between PFM performance and other governance indicators and outcomes

    Abstract: This Public Expenditure Review (PER) was prepared by the World Bank at the request of the Ministry of Finance of Cabo Verde. With a debt-to-GDP ratio of 126 percent in 2017, Cabo Verde is the most indebted country in Sub-Saharan Africa. The country is also at a high of risk of external debt distress. As part of fiscal consolidation efforts to reduce debt, this PER identifies measures to boost fiscal revenues and improve the efficiency of public spending with emphasis on health and education. The report recommends tax policy measures to stem revenue loss from ineffective tax expenditures while strengthening revenue administration and tax compliance. There is space to reduce spending inefficiencies on goods and services, wages and salaries yielding potential fiscal savings. Investment in human capital is prioritized in Cabo Verde but there is scope to improve efficiency and outcomes. In education, reducing repetition rates and addressing human resources issues are key to avoiding waste and improving outcomes. In health, the report recommends measures to improve the allocation of resources to health units. If implemented, these measures could result in combined fiscal savings of at least 2.5 percent of GDP. Finally, continued rationalization of central government fiscal support to State-Owned Enterprises (SOEs) is required to support a gradual reduction of the debt-to-GDP ratio over the medium term. The report includes five chapters. Chapter one discusses the key drivers of fiscal balances and public debt in Cabo Verde and explores different options to put debt on a downward trajectory. Chapters two and three analyzes in detail the respective performances of fiscal revenues and spending over 2010 to 2017.     Abstract: Gender-based violence, or GBV, is one of the most oppressive forms of gender inequality, posing a fundamental barrier to the equal participation of women and men in social, economic, and political spheres. GBV includes intimate partner violence, non-partner sexual assault, female genital mutilation, sexual exploitation and abuse, child abuse, female infanticide, and child marriage. Such violence impedes gender equality and the achievement of a range of development outcomes. In Nigeria, like in other jurisdictions, GBV remains a challenge that significantly constrains women's autonomy and opportunities. Conflict in Nigeria's North East geopolitical zone has further contributed to a steep rise in violence targeted against women and children by Boko Haram. This report uses the social ecological model as the basis to analyze prevalent GBV risks in Nigeria. It first describes the legislative and policy level frameworks associated with violence against women and girls as well as their implementation at the national and subnational levels. It then provides a detailed analysis of specific social norms that have created acceptance for or at least a lack of condemnation of GBV at the community level. Finally, based on field research, it delves deeper into some of the interpersonal and individual drivers of various forms of GBV in the selected communities

    Abstract: Bangladesh made a number of laudable development achievements in the early millennium but can and should do more to improve human capital and the wellbeing of its population. Coupled with impressive achievements in poverty reduction and economic growth are meeting many of the Millennium Development Goals (MDGs)-such as reaching nearly universal access to primary education, gender parity in primary and secondary education, ensuring food security, lowering infant, child, and maternal mortality rates, improving immunization coverage, and increasing access to improved water sources. Nurturing a child's early years can help nations boost human capital to become more diverse, competitive economies. Improving early childhood development requires multi-sectoral action. Advancements in early childhood development will not be possible without improvements in water, sanitation, and hygiene (WASH). This report will discuss several analyses that demonstrate the importance of WASH in nurturing the early years. The report begins with an examination of progress in achieving human development outcomes, many of which are specifically used to measure early childhood development and human capital. The next section will present a poverty risk model used to measure differences in WASH-related disease burden among wealth groups and populations with and without access to basic water and sanitation services. The third section discusses WASH deprivations in community health centers that reduce quality of care, and the fourth section measures the unique environmental exposures from inadequate WASH faced by slum dwellers, an often neglected yet high-risk population for poor health and undernutrition. The proceeding four sections then present original econometric analyses linking various components of WASH to childhood stunting, early childhood skills, infant mortality, and school enrollment. The final section concludes and provides recommendations on how Bangladesh's WASH sector can prioritize the early years in future investments

    Abstract: The people of the South Caucasus aspire for their countries to become strong middle-class societies, and they are on track to make that aspiration a reality. Two decades of social and economic progress have changed the societies of Armenia, Azerbaijan, and Georgia. The notable improvements that people in the region have experienced are reflected in better living standards that allowed poverty to be reduced by half in the 12 years between 2005 and 2017. Yet, to consolidate middle-class societies, the governments of the South Caucasus need to do more to achieve the stability and resilience enjoyed by their more advanced peers in Europe and Central Asia. Sustainable economic growth, poverty reduction, and shared prosperity require that the full potential of all geographical and administrative areas, population groups, and economic sectors be realized. This boo analyzes spatial, social, and economic mobility in the South Caucasus. The book argues that Armenia, Azerbaijan, and Georgia have not yet integrated important geographical areas and population segments in full economic participation and social development. Economic gains have not been uniformly and equitably translated into greater welfare and opportunity among all households and individuals. The main conclusion is that sustainable growth, poverty reduction, and the consolidation of the middle class require that the institutional and physical foundations of greater and more equitable economic and social mobility be secured in the South Caucasus.     Abstract: Preliminary estimates show real growth achieved a four-year high of 7.5 percent in 2018, compared to 7.0 percent in 2017. Driven primarily by rapid expansion of exports and robust internal demand, the economy performed better-than expected. Exports burgeoned as external demand, especially in the United States and European Union markets, strengthened. Garment and footwear exports which account for more than two-thirds of total merchandise exports, recorded a five-year high,rising by 17.6 percent in 2018, up from 8.3 percent in 2017. Upbeat consumer confidence led to a surge in imports. Motor vehicles and steel imports, which gauge domestic consumption and construction demands, rose by 50 percent and 48 percent, respectively. The current account deficit widened to 10.4 percent of GDP in 2018, from 9.7 percent of GDP in 2017, but remained fully financed by foreign direct investment (FDI). FDI is estimated to have reached a record high of more than 3.0 billion US dollars or 13.4 percent of GDP in 2018. Burgeoning exports and strong FDI inflows have contributed to further accumulation of gross international reserves, which in 2018 reached 10.1 billion US dollars or about six months of prospective imports

The CPF builds on the results and lessons of the previous World Bank Group Country Partnership Strategy (CPS) that originally covered the period from July 2014 to June 2018 and was subsequently extended by six months to December 2018. The new CPF seeks to address the priorities identified by the recently completed Systematic Country Diagnostic (SCD) for North Macedonia. The strategic objective of the CPF is to support North Macedonia's ability to achieve faster, inclusive, and sustainable growth and provide its citizens with greater opportunities for a better life. The CPF aims to support the Government's program and medium-term strategy, which present a vision of accelerated economic growth with better employment opportunities, social cohesion and inclusion, and a plan to tackle the persistent bottlenecks. The Government strategy is consistent with the SCD's vision of a better-connected, vibrant domestic economy engaged in the region and beyond as it secures its footing in areas of strong comparative advantage

    Abstract: Croatia is a small, open economy and the latest entrant to the European Union. After being severely affected by the global financial crisis, Croatia's economy is recovering, with growth averaging around three percent over the last four years. The over-arching objective of the WBG Country Partnership Framework (CPF) is to play a catalytic role in supporting institutional improvements needed for a sustainable trajectory towards EU convergence and eventual IBRD graduation. This CPF would support interventions to address Croatia's climate vulnerabilities and protect its natural environment. This would be achieved primarily through ongoing and prospective advisory services, but also through potential WBG investments, including from IFC, and potentially from MIGA guarantees. The CPF will cover a five-year period (FY19-24) with one Progress and Learning Review (PLR). This approach includes a relatively narrow results framework that builds primarily on the ongoing portfolio and the nature of RAS-financed engagements. The PLR would provide an update on key areas of institutional weakness, including to measure progress against EU peers where benchmarks are available. While the WBG may contribute only modestly to these outcomes, it expects to play a catalytic role, and monitoring outcome indicators which are comparable across the EU will be particularly important to track progress in the areas on the critical path to accelerate convergence

    Abstract: Mongolia has a comparative advantage in agribusiness, especially downstream industries using livestock products. Yet its share in worldwide exports of agribusiness commodities is insignificant. Enhancing the efficiency of the central economic corridor (CEC) is vital to Mongolia's effort to improve trade competitiveness and diversify exports. The role of Mongolia's economic corridors is best understood when seen as an integral part of the country's supply chain. The report analyzes the performance gap of the CEC through an examination of three sectors: (a) cashmere and wool sector, (b) meat, and (c) leather. These sectors highlight the major challenges that Mongolian producers face in a world where agribusiness depends on a demanding retail sector characterized by tight delivery schedules and high-quality standards, which are more important than tariffs. The report diagnoses the challenges that these industries face, identifies opportunities for the growth of these sectors, leveraging the potential of the CEC, and shares policy recommendations on how to seize these opportunities. It focuses on: (i) thesituation of the two sectors that are both in states of transition; (ii) the regulatory and supervisory arrangements; and (iii) the safety net and resolution regime within the context of the crisis management framework. In addition, key perspectives are provided as to the sustainability ofinstitutional models and the sectors within a modernizing and competitive banking sector. This note was prepared using information from the authorities and market participants that was received in the first semester of 2018 at the time of the visit of the authors. Although in some instances there is subsequent improvement in the performance of some cooperative banks and credit unions, the authors believe such changes do not modify substantially the main conclusions and recommendations made. Most cooperative banks and credit unions are stable, but each sector has its own issues. The FSAP is broadly supportive of the policy direction for cooperatives, while it questions whether the credit union sector should remain standalone. Combined, cooperative banks and credit unions represent less than 8 percent of deposit takers, though more importantly they serve about 18 percent of the population

    Abstract: The 18th Amendment to the Constitution of Pakistan shifted the administrative paradigm from centralized to decentralized structures. The added obligations require major policy and institutional reforms in an otherwise weak social protection (SP) sector at provincial levels, generally characterized by limited planning, coordination, execution, and monitoring capacities. SP has become a salient feature of social policy, nationally as well as internationally. The basic components of a SP framework include safety nets or social assistance, social care for children and the elderly, social insurance and labor market interventions for productive employment generation. SP is conferred as an entitlement in the Pakistani Constitution, and the Government of Sindh (GoS) has demonstrated political commitments to this. This note outlines the key considerations of a policy on SP as part of the GoS commitment to reduce poverty, inequality, and vulnerability in the province. Section one gives introduction. Some of the key development challenges that a SP policy may need to consider prioritizing is described in section two. Sections three and four describes critical design principles of SP policies and programs, respectively.     Abstract: The analysis presented in this study points to persistent and high numbers in Georgia and Armenia of youth who are jobless and/or economically inactive and with limited access to learning and/or training opportunities, and these figures are among the highest in the ECA region. As many as 31 percent youth aged 15-29 in Georgia and 33 percent in Armenia are not in employment, education, or training (NEET). In Georgia, the phenomenon is mostly urban, whereas in Armenia it's both rural and urban. NEET rates are consistently higher among female than male youth, pointing to the fact that being female is a risk factor itself for labor market exclusion, and gender disparities. In addition to gender gaps, there are important gender differences in the condition of those who are NEET: economic inactivity - in the form of homemaking and/or caregiving work - is the most prevalent condition among NEET women, whereas unemployment is the most common status among NEET men. With regards to education, Georgia and Armenia stand out as cases where higher educational attainment does not necessarily prevent young people from becoming NEETs, and the NEET rate among higher education graduates is even bigger (particularly among women) than for those with lower education. This is a strong sign of mismatch between the demand and supply side of labor market. The economies of these countries are not able to create an adequate supply of skilled jobs for graduates, and there is persistent subsistence low-productivity employment the agriculture sector

    Abstract: The country brief provides and overview of Tobacco Use, Tobacco Control Legislation, and Taxation in Ecuador. Ecuador has a strong tobacco control policy. A comprehensive tobacco control law was adopted and implemented. In 2017, Ecuador was awarded the World No Tobacco Day Prize of the World Health Organization (WHO) for its tobacco control efforts and implementation of the WHO Framework Convention on Tobacco Control (FCTC). Such policy was very beneficial to public health: according to the National Institute of Statistics and Censuses (INEC), the prevalence of daily smoking among people aged 15 years and older was 9.5 percent in 1998, and in 2014 it reached 2.8 percent. Estimated annual cigarette consumption in Ecuador declined from about three billion cigarettes in 2007-2010 to about one billion cigarettes in 2017. The pricing policy of the tobacco industry also contributed to the reduction in cigarette affordability and cigarette sales in Ecuador. However, due to such pricing policy, the tobacco industry apparently increased its profits despite the sharp decline in cigarette sales in the country. These recommendations could bring both public health and fiscal benefits to Ecuador : specific excise rate for cigarettes should be annually increased by at least 20 percent to ensure the reduction in tobacco affordability and the increase in the excise revenues, tobacco use surveillance and monitoring should be further developed in Ecuador, including a regular collection of information on smoking prevalence, tobacco consumption, licit and illicit cigarette sales, prices, and other economic indicators, and effective policies to counteract tobacco smuggling and other kinds of illicit tobacco sales should be implemented in line with the provisions of the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products

    Abstract: Serbia has rather high prevalence of smoking. According to the National Health Surveys, the prevalence of daily smoking among men in 2013 was 33 percent which was lower than in 2000 (41 percent), while among women it was almost as high as in 2000 (26 percent). Cigarette smoking among adolescents aged 13-15 years old decreased in 2013-2017; however, the use of electronic cigarettes and waterpipe is growing among young people. to overcome the tobacco epidemic, Serbia became a Party to the WHO Framework Convention on Tobacco Control on May 9, 2006, and implemented some tobacco control policies. Tobacco taxation policy in Serbia in 2009-2013 was very successful from a public health perspective as it reduced tobacco consumption, in line with the FCTC obligations. Estimated tobacco consumption in the country declined by 33 percent in four years. The outflow of cigarettes taxed in Serbia to other countries also declined, while the volume of cigarettes, which were smoked but not taxed in Serbia, did not change much after the tax increases. This taxation policy also increased the tobacco excise revenue from 39 billion RSD in 2008 to 84 billion RSD in 2013 (by 44 percent in real terms). However, the tobacco industry managed to modify the impact of the tobacco taxes. In 2012-early 2014, it vastly increased its (net-of-tax) part of cigarette price, and this reinforced the taxation impact on tobacco sales as the final retail price increased more than expected. As the growth of the industry profit margins was disproportionately soaring, the industry increased its profits despite the decline of tobacco sales. The main factor behind the cigarette sales reduction in 2012-2014 was the industry pricing tactics, while the excise rate increases were rather moderate. The combined effect of government taxes and industry prices substantially reduced cigarette affordability, and the resulting sales decline exceeded the excise burden growth; so, the government excise revenue decreased. In late 2014, the tobacco industry decreased prices for some brands, and it also contributed to the excise revenue decline in 2014, as ad valorem part of cigarette excise was rather high in Serbia

    Abstract: The European Commission's Directorate General for Neighborhood and Enlargement Negotiations approached the World Bank to develop an evidence base and to deliver policy advice and technical assistance for supporting the effective reintegration of (Roma) returnees in the Western Balkans: Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Kosovo, and Serbia. This synthesis report presents the results of that research. This report documents the main socio-economic factors that drive migration from the Western Balkans to the EU. Returnees emphasize that they migrate to escape poverty, lack of housing, unemployment, the lack of or insufficient access to social security, and a consistent struggle and inability to provide a basic standard of living for themselves and their families. Poverty, discrimination, and historic marginalization reinforce one another and constitute strong push factors. Estimates suggest a substantial number of returnees belong to the Roma minority and that Roma are over-represented in migration and returnee flows. In addition, Roma and ethnic minorities have had to contend with systemic economic and social exclusion and institutional discrimination. Roma communities lack access to basic infrastructure and social services, are more likely to be underemployed, and have limited earning potential due to low incomes from unskilled jobs in the formal and informal sectors

    Abstract: Revenue mobilization is a key constraint to economic development in the Republic of Guinea. The government's five-year development plan (2016-2020) aims at fostering higher and more inclusive growth through public investments that require financing beyond current fiscal capacity. In this context, Guinea is seeking to efficiently raise additional domestic revenues and external investment financing. Development partners are supporting Guinea with technical assistance for revenue mobilization. The International Monetary Fund (IMF) and the European Union are supporting authorities with direct tax policy, non-tax revenue, and administration issues. The objective of this report is to shed light on indirect taxes, particularly value-added tax (VAT) and excise taxes. The report provides an overview of the main features of tax policy and administration in Guinea, followed by a more detailed analysis of VAT and excise taxes. The focus on indirect taxation is a result of both its significant revenue potential and coordination with other development partners. The analysis presented fills an important gap in the understanding of how Guinea can increase its tax revenues. On VAT, the study finds that addressing policy and administrative constraints can mobilize additional revenues while improving the business climate. On excise taxation, the study finds that existing excise rates are unevenly applied, with scope for raising rates in the future. to systematically address its revenue challenges across all tax types, Guinea should also consider development of a medium-term revenue strategy (MTRS). The report is structured as follows: in the first section, an overview of the evolution and composition of domestic revenues in Guinea is presented. In the second section, VAT is analyzed. The final section reviews excise tax policy and its implementation on international goods and domestic goods

The practical guide aims to provide regulators and policymakers in small economies with an overview of the capital market development agenda and existing challenges. The guide aims to support policymakers and regulators of small economies identify general preconditions, key constraints, and areas of potential for development of local capital markets. A framework for analysis of preconditions and capital markets development has been developed to guide reforms in small economies. A pilot of the methodology in Serbia helped further advance the framework and adapt it to the realities that small economies face. The framework for analysis of the preconditions and capital markets is outlined in Annex two. The practical guide focuses on both necessary preconditions and on relevant specific issues in capital markets development. It includes an assessment of the macro-fundamental preconditions that need to be in place to make capital markets development possible, including macro-political stability, level of savings, the structure of corporate sector, the broader legal and regulatory framework (including insolvency law and tax law), the level of real interest rates, and the soundness of the banking sector

    Abstract: Despite its small population and land area, Bhutan is among the most rapidly urbanizing countries in South Asia. While this urbanization parallels robust economic growth and the expansion of job and investment opportunities in cities, there remain challenges to fully leveraging the potential of urban areas. Bhutan has made impressive gains toward the convergence of access to basic services across the country, but there are gaps in the quality of coverage, particularly for water and sanitation. Local governments will have an increased role in basic service provision and capital investment, but it requires enhanced capacity and resources to improve efficiency and responsiveness to local needs. Urban growth has increased demand for quality housing, which has resulted in a scarcity of affordable units and has increased pressure for urban expansion. Finally, the concentration of people and property in growing cities also changes the hazard risk profile of these areas, which is not adequately understood due to a lack of adequate data systems and poor integration into planning mechanisms. An integrated approach to urbanization is essential; one that leverages the benefits of agglomeration while also managing the diseconomies and negative externalities of urban growth

Chapter one provides an estimate of the relative efficiency position of the Kyrgyz Republic based on its health outcomes and health expenditure. Chapter two derives the base fiscal space scenario: what the health sector can hope for given macroeconomic projections, expectations of external funding, and options to reprioritize health in the budget. These options do not require any specific action short of some active lobbying to drag more resources toward health over arguments that the country overall would gain by getting more. Chapter three examines potential new sources of funds through feasibly and sustainably raising new domestic revenues for health or sources of budgetary savings that will come from limiting financing responsibilities of the health sector.     Abstract: The Kyrgyz Republic has made significant steps in reforming the health system through successive National Health Programs implemented over the last 20 years. One of the major achievements of such reforms were the establishment of a single-payer national health insurance and a basic benefit package. The State Guaranteed Benefit Package (SGBP) provides free basic health services at the primary care level for the whole population, and inpatient care with nominal co-payments or no fee for certain groups. Even though the principles of the SGBP contain elements of international good practice, the SGBP has hardly changed since it was stablished. At the same time, many changes have taken place within and outside the health system, exerting mounting pressure for the SGBP to adapt to the new disease burden and meet population's expectations within the context of budget constraints. The current paper provides a critical assessment of the Kyrgyz Republic's basic health benefit package. It reveals several issues in the actual benefits delivered to the population as opposed to the generous promise of the statutory package. Some important limitations include lack of clarity, persistent funding gap, large number of fee exemption categories given the resource constraints and at the same time lack of an effective mechanism to protect the poor. Most importantly, there is no systematic arrangement in place to ensure a regular evidence-based process of the benefit package revision. The paper proposes several measures that could guide the process of SGBP revision, considering the Kyrgyz context and building on international experiences. It is expected that information from the paper will be useful not only for the Kyrgyz stakeholders but also other countries in making the benefit package an effective instrument for achieving universal health coverage

    Abstract: Greening Pakistan's industry has become an imperative to minimize its adverse impacts on the environment and society, but also to sustain the sector's growth. Despite substantial growth in recent decades, the industrial sector is yet to make its full contribution to Pakistan's development. Limited consideration of the growing resource use, waste, and pollution that have accompanied industrialization has imposed mounting economic, environmental, and social costs. This is particularly true in large urban centers around which industries agglomerate, such as Lahore and Karachi. At the same time, poor environmental management has become a liability for Pakistan's industries, which notably undermines the competitiveness of export-oriented manufacturing sectors. The challenges posed by industries' lack of environmental sustainability jeopardize Pakistan's development and are expected to worsen under a business-as-usual scenario. The Government of Punjab (GoPunjab) should put sustainable industrialization at the center of its growth strategy and should modernize its policy toolkit for this purpose. Punjab's Growth Strategy 2018 envisioned that growth must be private sector-led, investment-driven, export-oriented, environmentally sound, and employment-intensive. Developing an ambitious and integrated policy to green industries would be a strategic way to jointly achieve these objectives, and in so doing, Punjab could become a lighthouse for the rest of Pakistan. This would require both strengthening environmental policy (stick) and developing elements of a green industrial policy looking at investment, innovation, and trade (carrot). Importantly, policy objectives should go beyond the current focus on pollution control and compliance, to include preventive and circular approaches at the firm and industry levels that could yield environmental and productivity/competitiveness gains. The time has come to integrate these approaches in strategies and regulations, and to institutionalize and mainstream them across relevant government agencies

    Abstract: Over the last two decades, Moldova has achieved major development results: with average annual growth of 4.6 percent since 2000, poverty has decreased dramatically, and the growth has also benefitted more citizens: Inequality, as measured by the Gini Index, has declined from 36.4 in 2000 to 26.3 in 2016. Macroeconomic stability has been maintained despite the 2014 banking crisis, and monetary and the exchange rate policies have led to a declining inflation protecting the living standard of Moldova's citizens. The country has benefitted from its unique assets, such as a strategic European location and growing global integration. The authorities' focus on investment policy put the country on investors' map: commitment demonstrated in investment promotion and the level of service and attention that was given to investors led to attracting manufacturing FDI. They on the other hand helped reorient exports towards more technology-intensive products and allowed for a stronger contribution of exports to growth and employment generation. Moldova has also significantly reformed its business environment, ranking today 47th of the 190 countries measured on ease of doing business. There was also effort to improve the quality of human capital. The education system reform led to improvement of student learning outcomes in Moldova, as measured by the Program for International Students Assessment (PISA), although there are still major gaps in learning outcomes that need to be addressed. The preprimary enrollment rates increased substantially, and labor force participation rate increased to historical highs, albeit at 43 percent still comparatively low

    Abstract: According to a report by the World Bank published in April 2018, air pollution in Tehran incurs annual loss of billions of dollars and over 4,000 premature deaths from exposure to fine particles ambient concentrations. Particulate matter (PM), one of the primary pollutants from diesel exhaust, is associated with many different types of respiratory and cardiovascular effects, and premature mortality. The main objective of this study is to evaluate the cost effectiveness of retrofitting existing city diesel bus fleet in Tehran with best available Diesel particulate filters (DPFs) available in the market. The report provides an updated assessment on the diesel retrofit solutions for an ageing diesel city bus fleet in Tehran based on publicly available information. The economic benefits of DPF installed in buses are evaluated with standard techniques of environmental economics, and technological assumptions about how much PM emissions can be avoided and control costs. The report highlights a number of national, regional and local examples of effective emission control program that exhibit best practices from around the world. Also, it presents important features and global experiences of successful retrofit program on heavy-duty diesel vehicles (HDDVs), including benefit-cost analysis from several case studies to help Tehran city leadership in taking informed economic and policy decisions. Finally, it recommends a set of critical actions to the government both at the national and local level for implementation of an effective emission control programs

    Abstract: Between 2010 and 2018, Bhutan's economic performance in the real growth of gross domestic product (GDP) was respectable, averaging more than 5 percent a year. This was driven by hydropower, services, and agriculture. However, there is growing pressure to diversify production. Hydropower development will peak by 2023 and is associated with widening current account deficits and the accumulation of public debt. There is a greater need to foster a dynamic private sector and create employment. In this context, Bhutan has recently embarked on a strategy to develop a business infrastructure policy. This is mainly focused on establishing four industrial parks to jump-start investment and developing the management arrangements. These industrial parks would include access to land, infrastructure, and energy sources and be in the south, near the border with India. Drawing on the experiences of other countries, the industrial park policy in Bhutan is based on an overall umbrella of rules on purpose, coverage, policy considerations, existing infrastructure, regulatory and legal framework, and enactment and implementation of legislation.     Abstract: This report presents findings from an assessment of quality of care in the health sector in Colombia, using a novel methodology developed by the World Bank Group to assess government oversight, promotion and stewardship of quality of care in the health sector. This assessment of quality of care in the health sector in Colombia examines how well governments strategize, plan and measure quality; set standards of care; build capacity for quality improvement in the sector; ensure adequate resources are available and well distributed to support quality results; hold organizations accountable for quality results; apply quality policies consistently; and achieve superior quality of care results. This methodology evaluates these eight domains using 49 criteria based on 171 standards. The assessment is based on quantitative analytics, key informant interviews, over 30 visits of public and private healthcare facilities, a review of key policy documents and a survey of a sample of health insurance companies. The assessment is a joint initiative from the World Bank and the International Finance Corporation (IFC) and was undertaken for the first time in Colombia. It took place from January to June 2019

    Abstract: Pakistan is facing yet another balance of payment crisis. Authorities have taken some corrective measures and negotiated a 39-month stabilization program with the International Monetary Fund (IMF). Nonetheless, inflationary pressures increased during FY19. Current account deficit narrowed as imports declined, however, exports performance remained weak. Despite the adjustment measures fiscal pressure persist due to high debt servicing and defense expenditures. Debt level is in breach of Fiscal Responsibility and Debt Limitation Act (FRDLA). The growth is projected to decelerate further in FY20, as the government tightens fiscal and monetary policy. This report highlights the importance of tackling the structural challenges which are hampering growth and investments. The report emphasizes that the failure to address these structural challenges, in parallel to addressing the macroeconomic imbalances, just means that the next crisis is another 4 to 5 years away

    Abstract: Cocoa is essential to Cote d'Ivoire. This sector mobilizes close to one million producers who provide income to five million persons (one-fifth of the country's population) in order to meet 40 percent of global supply. Cocoa is also the country's leading foreign exchange earner and is among the sectors making the biggest contribution to government revenue. In short, cocoa plays a central role in Ivorian society and in the lives of many families. However, despite its importance to the Ivorian economy and society, the cocoa sector is not fully playing its role as the engine of economic development. Some even go so far as to cite the curse of 'brown gold,' for at least three reasons. First, more than half of producers live below the poverty line-on less than CFAF 757 (roughly 1.2 US Dollar) a day. Second, the price paid for the expansion of cultivated areas in recent decades has been the destruction of virtually all the country's forests. Third, Cote d'Ivoire has not yet managed to increase its share (between 5 and 7 percent) of the profit made along the cocoa-chocolate global chain. Given this situation, it is not surprising that cocoa is at the center of a host of economic policy discussions in Cote d'Ivoire and that the Government has sped up its deliberations aimed at improving the performance of the sector, in particular through the Abidjan Declaration signed jointly in 2018 by the Presidents of Cote d'Ivoire and Ghana, which seeks to harmonize their policies and thus maximize their profit (these two countries account for approximately 65 percent of global production). After analyzing the most recent trends in the Ivorian economy, this ninth economic update for Cote d'Ivoire therefore focuses on how the cocoa sector could support the structural transformation of the country and, in so doing, promote greater economic and social inclusion

Digital platforms - a combination of technical innovation, new business models, and value proposition - in the private and in some cases the public sector, offer a range of products and services via digital channels. The use of digital technology is transforming - indeed, disrupting - all sectors, notably services such as logistics and finance, but also industrial production and agriculture. These are all visible manifestations of a growing digital economy. Southeast Asia is primed to embrace this digital revolution. There is a high level of interest from governments, businesses, and individuals in the region to support the growth of the digital economy and maximize its benefits.     Abstract: Prudent economic policies, combined with the enabling conditions created by a high endowment of water, have transformed Vietnam from a low income to a middle-income country within two decades. Though growth has produced vast benefits, it has also placed unrelenting pressures on water resources, which in turn lead to economic stresses. This report assesses how secure Vietnam's water resources are and its economic implications and focuses on reducing the threats of 'too little, too much, and too dirty.' Specifically, the report focuses on increasing water productivity in irrigated agriculture, water security and services for settlements, and on how Vietnam manages water quality and pollution issues, as well as climate change adaptation, disaster risks, and risks from infrastructure gaps and vulnerabilities. Recognizing that water governance is fundamental in addressing Vietnam's water challenges, this report analyzes the current governance of the water sector to inform the development of strategies, provide an integrated view of challenges, and identify the most fundamental shifts needed to achieve national water security. Going forward, greater emphasis will have to be given to policy enforcement and to the incentives needed to assure greater compliance.     Abstract: Governments face growing contingent liabilities from disasters as they tend to shoulder a significant share of disaster response and recovery costs. Disaster shocks increase government expenditure and hamper economic activities. An increasing number of countries are developing financial protection strategies - a suite of policies and financial instruments - as part of their macro-fiscal policy to secure access to pre-arranged financing and protect the fiscal balance and budget when disasters strike. Investments in physical and social resilience complement and reinforce financial resilience. Pre-arranged risk financing can help governments reduce the fiscal cost of disasters. Sovereign catastrophe risk pools, established to help especially low-capacity countries better access financial markets, are evolving toward multifunctional platforms to strengthen financial resilience in their region. Governments are moving toward adopting more sophisticated risk financing strategies that better match financial instruments to their liabilities, especially for public assets (including infrastructure), national-subnational cost sharing, and social safety nets. New technology and innovations such as Earth Observation Data, Fintech, and big data have the potential to significantly enhance and boost systems for financial resilience against disaster shocks. Development partners continue to play a critical role in helping developing countries improve their financial protection strategies. Recent experiences of G20 countries and others have led to three new frontiers on innovative crisis and disaster risk finance. Although significant progress has been achieved in disaster risk finance, some limitations and challenges remain. All successful reforms start with concrete first steps and an ongoing focus on enhancing fundamental systems and institutions. Financial resilience requires the leadership of ministries of finance in coordination with other public agencies and the private sector. At the request of G20 Finance Track members, this discussion note was prepared to: (i) take stock of the developments in fiscal management of disaster risks within the broader macro-fiscal framework; (ii) highlight recent progress by individual countries and the international community; and (iii) present new frontiers in disaster risk finance

    Abstract: Hypertension is a major driver of pre-mature death and disability in Tajikistan, a low-income country in Central Asia. The high burden of disease also results in significant health care expenditure and lost labour productivity. Therefore, there is an urgent need to strengthen service delivery systems through early detection of high blood pressure, prompt diagnosis, sustained treatment maintenance, and the attainment of blood pressure control. The Ministry of Health and Social Protection and the World Bank undertook implementation research to identify effective and context-appropriate solutions for improving hypertension services. The assessment used the cascade framework to describe drop-offs along the continuum of care, collected patient and health care provider perspectives on the causes of discontinuities, used routine data from participating facilities in a Bank-supported operation, and drew on the international literature on chronic care interventions.     Abstract: Despite several severe shocks in the past, conflict, unstable governments, earthquakes, and trade disruptions, Nepal has made strong progress in reducing poverty and boosting shared prosperity. With the decade-long peace and constitutional process concluded, the Government of Nepal is keen to accelerate economic growth and become a middle-income country by 2030. Between 1996 and 2011, the proportion of households living in extreme poverty fell from 46 to 15 percent. Nepal's macroeconomic fundamentals have remained sound. This report takes place as Nepal transitions to a federal structure. This poses a unique and unprecedented opportunity to establish clarity of functions, expenditures, and revenue assignments, as well as changing jurisdictions across various levels of governments and agencies, including as they interface with the private sector. The new government is in place and emphasizing the need for stronger cooperation between the public and private sectors. Against this background, this report assesses the energy (electricity generation, transmission, and distribution), transport (roads, airports, and urban transport), and urban (water supply, sanitation, and solid waste management) infrastructure sectors. The report recommends interventions that combine short-term and longer-term structural and policy changes with tailored project implementation approaches. Completing projects will help stress test the framework and system and identify potential bottlenecks that can be corrected. Such a learning-by-doing approach will further help prioritize the implementation of the initiatives proposed in this report and target capacity development initiatives in the areas of greatest need

    Abstract: Irrigated farming is central to meeting the world's food and fodder needs and will be even more important in delivering on food security and water sustainability development priorities in the future. High population growth, climate change, increasing socio-economic growth, and water stress are key drivers of change. Although irrigation covers only 6.5 percent of the total land used for agriculture, it supports production of forty percent of the world's food and fodder output, with a gross value of fifty-five percent of global agricultural produce. Improving irrigation performance is a priority strategy in addressing rural poverty and in mitigating climate -change impacts, especially for the most vulnerable. Investment in irrigation has seen renewed interest in the past decade, and irrigation and drainage (I and D) governance emerging as a key focus for improved performance. Institutional failures and poor irrigation performance have been blamed on low capacity, perverse incentives, misdirected policies, and weak implementation but these are only contributing factors. Investments in institutions of the past have aimed to fix the institutions, with a focus on form and on organizational structure. The central message of this resource book is that functions, processes, and related capabilities must be the priority focus of all irrigation institutional interventions

    Abstract: The Democratic Republic of Congo (DRC) is a fragile, post-conflict country with high demographic growth and poor governance, all of which have devastated institutions, the economy and the social fabric. The DRC was devastated by war in the 1990s and early 2000s, which claimed millions of lives and all but destroyed much of the physical and social infrastructure of the country. In particular, DRC remains marked by high vulnerability of various populations as a consequence of past and current local and regional instability, especially in the East. A growing number of studies show that exposure to violence especially negatively affects the well-being of children and hampers their development. This report is organized as follows. Section 1 presents the DRC's social and political context, as well as the rationale for exploring innovative approaches to build resilience and social cohesion. Section 2 summarizes some of the evidence on pathways linking sports and culture to development.     Abstract: Transport connectivity is an essential part of the enabling environment for inclusive and sustained growth. In many developing countries, particularly in Africa, most people are still not connected to local, regional, or global markets. Such rural accessibility is crucial to reduce poverty and promote inclusive economic growth. The Sustainable Development Goals (SDGs) aim to build resilient infrastructure, promote inclusive and sustainable industrialization, and foster innovation (Goal 9), for which Target 9.1 is to 'develop quality, reliable, sustainable and resilient infrastructure, to support economic development and human well-being, with a focus on affordable and equitable access for all.' The Rural Access Index (RAI) was proposed and accepted as an indicator to measure this target. The RAI is one of the most important global indicators in the transport sector. It measures the proportion of people who have access to an all-season road within an approximate walking distance of 2 kilometers (km). There is a common understanding that the 2 km threshold is a reasonable extent for people's normal economic and social purposes. The definition is also simple enough to understand and use not only in the transport sector, but also in the broader development context, such as poverty alleviation. The initial RAI study in 2006 was based on household surveys and other simplified methods, estimating the global index at 68.3 percent, leaving a rural population of about one billion disconnected around the world

    Abstract: Benin remains at moderate risk of external debt distress. The rating is unchanged from the previous November 2018 DSA. All the projected external debt burden indicators remain below their thresholds under the baseline, but the ratio of the present value (PV) of external debt to exports exceeds its threshold in the case of an extreme shock to exports.1 With regard to total public and publicly guaranteed (PPG) debt (external plus domestic), the overall risk of debt distress remains also moderate. The public debt-to-GDP ratio is below its prudent benchmark in the baseline scenario; however, the PV of public debt-to-GDP rises very slightly above its benchmark from 2024 until the end of the projection period under the real GDP shock scenario. Other factors motivating the overall rating include: the past evolution of domestic debt, the relatively high debt service burden, as well as the existence of contingent liabilities. Medium-term fiscal consolidation, sound public investment management, and enhanced debt management capacity are needed to reduce debt vulnerabilities

    Abstract: Togo's risk of external debt distress continues to be moderate, while the overall risk of debt distress is high-unchanged from the previous Debt Sustainability Analysis (DSA) published in December 2018. While the mechanical results point to a low risk of external debt distress, judgment was applied given vulnerabilities arising from high domestic debt, which could, for example, likely lead to a reprofiling operation that would lead to an increase in external debt. Togo's public debt is on a downward trajectory despite an increase in 2018 compared with 2017. Togo's high public debt is the result of, among other factors, high deficits, contingent liabilities, and accumulated arrears. There is very little space to absorb shocks on total public debt. Baseline projections show that Togo's PV of total PPG debt (external plus domestic)-to-GDP ratio will decline below the new debt distress benchmark of 55 percent starting in 2023, down from 72 percent in 2018-with the bulk constituting domestic debt obligations. This analysis highlights the need for sustained fiscal consolidation, improved debt management, and strong macroeconomic policies to reduce the public debt to prudent levels over the medium term

    Abstract: Guinea is at moderate risk of external debt distress with some space to absorb shocks. All external debt burden indicators under the baseline scenario lie below their policy-dependent thresholds. Stress tests suggest that debt vulnerabilities will increase if adverse shocks materialize. Under the most extreme stress tests, all solvency and liquidity indicators breach their thresholds for prolonged periods. The overall risk of public debt distress is also assessed to be moderate, with the application of judgement regarding a brief and marginal breach for the PV of total public debt to GDP ratio over 2019-20, reflecting the one-off impact of the recapitalization of the central bank. Guinea's external and public debt position at end-2018 improved compared to the December 2018 DSA, owing to upward revisions of growth estimates in 2016-17, lower-than-anticipated external loan disbursements in 2018, and a stable exchange rate in 2018. A prudent external borrowing strategy aimed at maximizing the concessionally of new debt, limiting non-concessional loans to programmed amounts and strengthening debt management will be key to preserving medium-term debt sustainability

    Abstract: Lao P.D.R.'s risks of external and overall debt distress continue to be assessed as high. Under the revised low-income country debt sustainability framework (LIC DSF), its debt carrying capacity has deteriorated and most external and total public debt indicators breach their respective indicative thresholds and benchmarks under the baseline scenarios. External debt indicators are most vulnerable to shocks to exports and depreciation of the currency. Public and external debt indicators are most sensitive to the contingent liabilities shock, while recent natural disasters underscore the need for strengthening buffers. The low level of reserves adds to these vulnerabilities. Factors, such as the large share of electricity export earnings under long-term intergovernmental power purchase agreements, and a strong and growing electricity exports market help mitigate risks, keeping the debt outlook sustainable. Market access is being maintained, around 65 percent of external debt is concessional, and the stock of expenditure arrears is declining. Rebuilding fiscal space, adopting clear guidelines for sovereign debt issuance and guarantees, assessing risks from contingent liabilities, and improving debt management are immediate priorities. Assessing and targeting infrastructure projects with high growth and social returns and financing these with concessional financing would benefit debt sustainability. Strengthening the business environment and governance, would improve the investment outlook, help diversify and make growth more inclusive. Increasing the export base, continuing to maximize the proportion of concessional loans and improving primary deficits would help to keep the debt burden contained

Solvency indicators (the present values of the external public and publicly guaranteed debt-to-GDP and debt-to-exports ratios) remain below their relevant thresholds in the baseline scenario. However, liquidity indicators (debt service-to-exports and debt service-to-revenue ratios) breach their thresholds in the baseline scenario. Further considerations support the high-risk assessment: the debt indicators are sensitive to standard stress tests; macroeconomic projections are highly uncertain in a volatile security environment; and sizeable contingent liabilities, notably related to the large stock of unaudited potential domestic arrears and the limited financial information available on state-owned enterprises, could materialize. C.A.R.'s debt sustainability is also sensitive to a deterioration of the financing mix. A tailored scenario in which grant financing (of 2 percent of GDP) is replaced by concessional external debt-financing from 2021 onwards would worsen debt sustainability considerably. This shows that the government's investment program requires grant financing, with concessional debt financing to be considered in exceptional cases

    Abstract: While Thailand's pension system is typically described as a multipillar pension scheme, its design is highly fragmented and offers adequate coverage only to a small segment of the population, including civil servants and high-income individuals. In its 2018 Article IV report, the IMF highlighted the need for a broader pension reform, including parametric changes and ender inclusivepolicies to improve female labor force participation and attenuate the impact of aging on productivity growth. While these reforms are needed, private pensions can also play a role inimproving retirement income for individuals. As agreed with the Thai authorities, this technical note provides an assessment of the private, funded components of the pension system. A key component assessed is the voluntary provident fund scheme (PVD). The PVD scheme is voluntary and operates as a tax-incentivized scheme, which allows both employers and employees to take advantage of generous tax benefits for savings for retirement. This note also addresses the challenges of the private, funded system and proposes policy recommendations for increasing coverage, improving efficiency, and delivering sustainable retirement income in the payout phase. This note is organized as follows. The next section provides a brief description of the current overall pension system, public and private; Section III provides a diagnostic of the main challenges in the private, funded system; and Section IV provides recommendations for optimizing the design of the private, funded pension system. Nepal's rich water, forest and biodiversity resources would thus fuel economic growth and prosperity and help achieve the goal becoming a middle-income country by 2030.The objective of this Environment Sector Diagnostic (ESD) is to inform policies, investments and institutional capacity building measures in key areas of natural resources use and environmental management to support sustainable growth and prosperity in Nepal in the context of federalism. Thus, the ESD aims to inform investment projects and government policies and facilitate the implementation of the World Bank's new Environmental and Social Framework in the context of the projects it supports.The key themes of natural resource use addressed in the ESD are forest management, nature-based tourism, hydropower development, agricultural intensification, and river quarrying. For each theme, the ESD highlights the economic gains of more productive use of the associated natural resources, where possible through quantitative modelling, and points to investments and policy and institutional measures to ensure sustainability. In terms of adverse environmental impacts, the ESD focuses on pollution, including air pollution, solid waste including hazardous substances, as well as, road construction. It estimates the cost of pollution to the economy and provides recommendations to lower this cost. These themes were selected based on their current and potential role in the economy and their current and potential impact on the environment

    Abstract: The Ethiopia Urban Land Supply and Affordable Housing Study (EULSAH) responds to the request fromthe Government of Ethiopia (GoE), Ministry of Urban Development and Construction to carry outfollow-on technical assistance to the Ethiopia Urbanization Review (EUR) jointly published by theWorld Bank and the GoE in 2015. The EUR calls for a robust institutional framework to support efficient and sustainable land management and housing delivery, urban governance, and municipal finance, taking into account Ethiopia's constitutionally entrenched system of land tenure.EULSAH aims to inform policy decisions on how to address the growing demand for urban land andaffordable housing in the context of rapid urbanization in Ethiopia. It supports two interrelatedcomponents, Urban Land and Housing. The Urban Land component has two subcomponents. The first subcomponent "Urban Land Cadaster" was successfully delivered to the GoE in May 2017. The second subcomponent "Urban Land Supply" along with the "Housing" component are featured in the EULSAH.The Ethiopia Urban Land Supply and Affordable Housing Study is a product of close collaborationbetween the World Bank and the GoE. The Terms of Reference were developed based on technicaldiscussions and numerous consultation activities with national and local government officials,including discussions with the Prime Minister and senior Cabinet members, state enterprise leaders,private sector actors and development partners. These were undertaken during the finalization of the EUR and a subsequent scoping mission in October 2015. The inception report was presented to the GoE Task Force in June 2017; this was followed by two video conferences with the task force to discuss preliminary findings from urban land supply and affordable housing respectively. A technical consultation workshop on the key findings and preliminary recommendations on policy changes and institutional reforms was held with national and urban local governments, the private sector, academics, and development partners in November 2018. A high-level national consultation workshop was held in Addis Ababa with key stakeholders for the final draft reports on May 10, 2019 to seek further feedback on the revised reports with a focus on how to move the policy recommendation forward

    Abstract: In a rapidly urbanising world, Malawi remains one of the least urbanised countries in Africa. Approximately 16.7 percent of Malawi's population live in urban areas. Nevertheless, the country is urbanising at a moderate rate of approximately 3.7-3.9 percent per year. If growth continues at this rate, by 2030, approximately 20 percent of the population will be city dwellers, reaching 30 percent in 2050. This urban growth has the potential to improve economic opportunities and living conditions across Malawi. This is particularly significant given that approximately 69 percent of the population are living under the international poverty line of 1.9 US Dollars/day in purchasing power parity terms. However, challenges are also associated with this shift and concentration of population. With urbanisation comes a substantial amount of new construction. In Malawi, much of this new construction has occurred in cities and towns with limited capacity to ensure the structures in which people live, work and gather are safely sited and built to withstand chronic stresses (i.e. fire and spontaneous collapse) and disaster shocks (i.e. earthquakes and floods). In Lilongwe, for example, estimates indicate that 76 percent of residents live in informal settlements. These settlements are generally characterised by a lack of access to publicservices, tenure insecurity and inadequate housing. Malawi is impacted by a wide range of hazards, particularly droughts, floods, landslides, wildfires and earthquakes. Malawi is also vulnerable to recurrent and chronic risks. Large building fires in recent years include the LL and Mchinji Markets and the Mulanje Bus Depot in 2016 and the Area 13 and Zomba Market in 2018. In many ways, Malawi is at a crossroads: the regulatory decisions made now will significantly impact the longterm safety, productivity and resilience of the built environment in rural and urban areas. With its low base and moderate rate of urbanisation, Malawi is wellpositioned to formulate plans to maximise the benefits and to manage the challenges of urban agglomeration

    Abstract: The Paris Agreement introduced a bottom-up approach for addressing climate change by enabling countries to pledge individual commitments through nationally determined contributions (NDCs). Furthermore, Article 6 of the Paris Agreement recognizes that Parties may engage in bilateral cooperative approaches, including through the use of internationally transferred mitigation outcomes (ITMOs), to achieve their NDCs. Heterogeneous climate markets may have different governance systems and technological approaches. Information about mitigation outcomes (MOs) or emission reductions is currently collected in a variety of repositories, including spreadsheets and registries, with different levels of information. The differences in these processes may constrain market integration and add to the complexity of tracking and recording transactions. Against this backdrop, there is a need to create a new architecture to support transparency and enhance the tradability of climate assets across jurisdictions while ensuring the integrity of trades. The Kyoto Protocol utilized an International Transaction Log (ITL), operated by the United Nations Framework Convention on Climate Change (UNFCCC), to facilitate communication between registries and maintain a transaction log to ensure accurate accounting and verification of transactions proposed by connected registries. However, under the Paris Agreement, which may rely on a decentralized approach to markets under Article 6.2, climate negotiators are still determining whether a centralized infrastructure should continue, the functions it could perform, and to which market mechanisms or transactions it would apply. Consistent with the bottom-up ethos of the Paris Agreement, there is value in demonstrating an approach to link registry systems in a peer-to-peer arrangement

This Sri Lanka human capital report has several objectives. First, the report serves as a vehicle to explain the Human Capital Project (HCP) and Human Capital Index (HCI) to an audience of national and provincial policy makers and technocrats, and academics and researchers. Second, the report analyzes the main achievements and challenges in human capital development in the context of the World Bank's HCP, with a special focus on the variables covered in the HCI. Third, the report applies the HCI to an analysis of regional variations in human capital in Sri Lanka. Fourth, the report presents policy and program options for Sri Lanka to combat the main challenges identified in the analysis of the HCI variables.     Abstract: Economic growth in Nepal remained robust, reaching 7.1 percent in FY2019. This is in contrast with past growth that averaged 4.1 percent a year between FY2007 and FY2016. The service sector accounted for 57 percent of the growth, and the agriculture sector contributed an additional 24 percent. Higher remittance inflows and a surge in tourist arrivals translated into higher growth in retail trade, real estate, transport, and hotel and restaurant services. Good monsoons and increased commercialization coupled with improved availability of fertilizers, seeds, and irrigation facilities contributed to higher paddy, maize, and wheat production. Higher remittances also supported increased private consumption, while private investment expanded because of regular electricity supply and greater political and policy stability. However, public investment contracted as post-earthquake housing reconstruction slowed and national pride projects like Melamchi water supply and Upper Tamakoshi hydroelectric were further delayed. Net exports continued to underperform

    Abstract: Many cities in Kosovo suffer from poor air quality, with ambient concentrations of particulate matter with a diameter of 2.5 micrometers or less (PM2.5) significantly exceeding the national and European Union (EU) standards and global air quality guidelines for PM2.5 established by the World Health Organization (WHO). The air pollution in the capital city of Prishtina rivals that of big cities like Beijing, Mumbai, and New Delhi. Especially in winter, urban areas face severe smog episodes, caused by the increased demand for heat from the residential and commercial sector, which is mainly provided by burning solid fuels. Such levels of air pollution are unsafe for Kosovo's population of 1.9 million and cause significant deleterious health impacts. This report is one in a series of three reports on air quality management (AQM) in Kosovo, Bosnia and Herzegovina, and North Macedonia. It examines the nature and magnitude of ambient air pollution (AAP) in Kosovo. It provides estimates of the health burden and the economic cost associated with the health impacts of AAP, that is, PM2.5, in Kosovo. It also analyzes of the roles of various sources of PM2.5 emissions on ambient air quality in Kosovo at a national level. The institutional and policy framework for AQM in the country is examined, including contributions of other development institutions in supporting Kosovo in addressing air pollution. Furthermore, the report presents experiences of selected countries that have applied different policy, investment, and technical interventions for air pollution, prevention, reduction, and abatement. Finally, it provides recommendations for reducing air pollution in Kosovo
