    Abstract: This report explores the main reasons behind the unreliable supply of Technetium-99m (Tc-99m) in health-care systems and policy options to address the issue. Tc-99m is used in 85% of nuclear medicine diagnostic scans performed worldwide – around 30 million patient examinations every year. These scans allow diagnoses of diseases in many parts of the human body, including the skeleton, heart and circulatory system, and the brain. Medical isotopes are subject to radioactive decay and have to be delivered just-in-time through a complex supply chain. However, ageing production facilities and a lack of investment have made the supply of Tc-99m unreliable. This report analyses the use and substitutability of Tc-99m in health care, health-care provider payment mechanisms for scans, and the structure of the supply chain. It concludes that the main reasons for unreliable supply are that production is not economically viable and that the structure of the supply chain prevents producers from charging prices that reflect the full costs of production and supply.

    Abstract: Radioactive waste repositories are designed to be intrinsically safe in that they are not dependent on the presence or intervention of humans. In response to this challenge, the Nuclear Energy Agency initiated the Preservation of Records, Knowledge and Memory (RK&M) Across Generations Initiative, calling on the international community to help create specific means to preserve RK&M. The concept of a key information file (KIF) emerged in response to the challenge presented by the large volumes of RK&M material generated by national disposal programmes. This concept has been developed into an important component of a RK&M preservation strategy. The KIF is designed to be a single, short document, produced in a standard format, with the aim of allowing society to understand the nature and intent of a repository, and thus to reduce the likelihood of unnecessary human intrusion. It should be made openly available and ultimately be widely distributed. This report describes the KIF concept in detail, in a manner that should enable those concerned with any particular repository to create their own versions. Three draft key information files, currently under development to support RK&M preservation in France, Sweden and the United States, are provided as examples.

Studying the microbiology of granite, basalt, tuff, and clay formations in both Europe and the United States has been an important part of this investigation, and much has been learnt about the potential influence of microorganisms on repository performance, as well as about deep subsurface microbiology in general. Some uncertainty remains, however, around the effects of microorganisms on salt-based repository performance. Using available information on the microbial ecology of hypersaline environments, the bioenergetics of survival under high ionic strength conditions and studies related to repository microbiology, this report summarises the potential role of microorganisms in salt-based radioactive waste repositories.

    Abstract: One of the many important lessons learnt about nuclear safety over the years has been that human aspects of nuclear safety are as important as any technical issue that may arise in the course of nuclear operations. The international nuclear community can work together to identify and address issues associated with components and systems and compare operational experiences, but identifying how human behaviour affects safety and the best approaches to examine this behaviour from country to country remains less common. Practical experience has nevertheless shown that there are important differences in how people work together and communicate across borders. People’s behaviours, attitudes and values do not stop at the gate of a nuclear installation, and awareness of the systemic nature of culture and its deeper aspects, such as the dynamics of how values and assumptions influence behaviours, continues to evolve. The NEA safety culture forum was created to gain a better understanding of how the national context affects safety culture in a given country and how operators and regulators perceive these effects in their day-to-day activities. The ultimate goal is to ensure safe nuclear operations. The first NEA safety culture forum – a collaborative effort between the Nuclear Energy Agency (NEA), the World Association of Nuclear Operators (WANO) and the Swedish Radiation Safety Authority (SSM) – was held in Sweden in early 2018. This report outlines the process used to conduct the forum, reveals findings from the discussions and invites the nuclear community to further reflect and take action.

This report provides a comprehensive overview of progress on separation chemistry processes, and in particular on the technologies associated with the separation and recovery of minor actinides for recycling so as to help move towards the implementation of advanced fuel cycles. The report examines both aqueous and pyro processes, as well as the status of current and proposed technologies described according to the hierarchy of separations targeting different fuel components. The process criteria that will affect technology downselection are also reviewed, as are non-proliferation requirements. The maturity of different reprocessing techniques are assessed using a scale based on the technology readiness level, and perspectives for future R&D are reviewed.

A central approach to this has been the preparation and conduct of the International Nuclear Emergency Exercise (INEX) series. The Fifth International Nuclear Emergency Exercise (INEX-5) was developed specifically in response to member countries’ desire to test and demonstrate the value of changes put in place following the Fukushima Daiichi nuclear power plant accident. Exercise objectives focused on notification, communication and interfaces related to catastrophic events involving ionising radiation and/or radioactive material. The exercise was held during 2015 and 2016, with 22 countries participating in the exercise. This report summarises the major evaluation outcomes of the national and regional exercises, policy level outcomes, recommendations and follow-up activities emerging from INEX-5 and the discussions at the INEX-5 International Workshop. A set of key needs were identified in areas such as real-time communication and information sharing among countries and international partners, improving crossborder and international co-ordination of protective measures and considering the mental health impacts on populations when implementing protective measures.

    Abstract: The nuclear energy sector employs a considerable workforce around the world, and with nuclear power projected to grow in countries with increasing electricity demand, corresponding jobs in the nuclear power sector will also grow. Using the most available macroeconomic model to determine total employment – the “input/output” model – the Nuclear Energy Agency and International Atomic Energy Agency collaborated to measure direct, indirect and induced employment from the nuclear power sector in a national economy. The results indicate that direct employment during site preparation and construction of a single unit 1 000 megawatt-electric advanced light water reactor at any point in time for 10 years is approximately 1 200 professional and construction staff, or about 12 000 labour years. For 50 years of operation, approximately 600 administrative, operation and maintenance, and permanently contracted staff are employed annually, or about 30 000 labour years. For up to 10 years of decommissioning, about 500 people are employed annually, or around 5 000 labour years. Finally, over an approximate period of 40 years, close to 80 employees are managing nuclear waste, totalling around 3 000 labour years. A total of about 50 000 direct labour-years per gigawatt. Direct expenditures on these employees and equipment generate approximately the same number of indirect employment, or about 50 000 labour years; and direct and indirect expenditures generate about the same number of induced employment, or 100 000 labour years. Total employment in the nuclear power sector of a given national economy is therefore roughly 200 000 labour years over the life cycle of a gigawatt of nuclear generating capacity.

    Abstract: Following the 2011 accident at the Fukushima Daiichi nuclear power plant, several high-priority actions were initiated by the NEA to address certain technical issues at nuclear power plants. One of these actions was to prepare a status report on spent fuel pools (SFPs) under loss-of-cooling and loss-of-coolant accident conditions, which was issued in 2015, providing an overview of both SFP accidents and mitigation strategies. The present report is a follow up to this status report, documenting the results of a Phenomena Identification and Ranking Table (PIRT) exercise conducted by the NEA. This PIRT exercise identified SFP accident phenomena that are of high importance and yet are highly uncertain, thus highlighting their primary interest for further studies. The report recommends further support for existing experimental programmes and the establishment of a number of new programmes to focus, for example, on large-scale thermal-hydraulic experiments on the coolability of partly or completely uncovered spent-fuel assemblies and the investigation of spray cooling for uncovered spent-fuel assemblies in typical storage racks.

    Abstract: Electricity provision touches upon every facet of life in OECD and non-OECD countries alike, and choosing how this electricity is generated – whether from fossil fuels, nuclear energy or renewables – affects not only economic outcomes but individual and social well-being in the broader sense. Research on the overall costs of electricity is an ongoing effort, as only certain costs of electricity provision are perceived directly by producers and consumers. Other costs, such as the health impacts of air pollution, damage from climate change or the effects on the electricity system of small-scale variable production are not reflected in market prices and thus diminish well-being in unaccounted for ways. Accounting for these social costs in order to establish the full costs of electricity provision is difficult, yet such costs are too important to be disregarded in the context of the energy transitions currently under way in OECD and NEA countries. This report draws on evidence from a large number of studies concerning the social costs of electricity and identifies proven instruments for internalising them so as to improve overall welfare. The results outlined in the report should lead to new and more comprehensive research on the full costs of electricity, which in turn would allow policy makers and the public to make better informed decisions along the path towards fully sustainable electricity systems.

Building upon the success of previous conferences held in Denver (1999), Stockholm (2003), Berne (2007) and Toronto (2012), the ICGR 2016 brought together high-level decision makers from regulatory and local government bodies, waste management organisations and public stakeholder communities to review current perspectives of geological repository development. This publication provides a synthesis of the 2016 conference on continued engagement and safe implementation of repositories, which was designed to promote information and experience sharing, particularly in the development of polices and regulatory frameworks. Repository safety, and the planning and implementation of repository programmes with societal involvement, as well as ongoing work within different international organisations, were also addressed at the conference.

    Abstract: Activities carried out over the last three decades in relation to core-concrete interactions and melt coolability, as well as related containment failure modes, have significantly increased the level of understanding in this area. In a severe accident with little or no cooling of the reactor core, the residual decay heat in the fuel can cause the core materials to melt. One of the challenges in such cases is to determine the consequences of molten core materials causing a failure of the reactor pressure vessel. Molten corium will interact, for example, with structural concrete below the vessel. The reaction between corium and concrete, commonly referred to as MCCI (molten core concrete interaction), can be extensive and can release combustible gases. The cooling behaviour of ex-vessel melts through sprays or flooding is also complex. This report summarises the current state of the art on MCCI and melt coolability, and thus should be useful to specialists seeking to predict the consequences of severe accidents, to model developers for severe-accident computer codes and to designers of mitigation measures.

In 2007, a first edition of the handbook was published to provide deeper insight into the properties and experimental results in relation to lead and lead-bismuth eutectic technology and to establish a common database. This handbook remains a reference in the field and is a valuable tool for designers and researchers with an interest in heavy liquid metals. The 2015 edition includes updated data resulting from various national and international R&D programmes and contains new experimental data to help understand some important phenomena such as liquid metal embrittlement and turbulent heat transfer in a fuel bundle.     Abstract: The International Nuclear Emergency Exercise (INEX) series, organised under the OECD Nuclear Energy Agency (NEA) Working Party on Nuclear Emergency Matters (WPNEM), has proven successful in testing, investigating and improving national and international response arrangements for nuclear accidents and radiological emergencies. Early INEX exercises focused on the national and international aspects of early phase management of nuclear power plant emergencies. Starting with INEX-3 (2005-2006), the international community began looking at issues concerning longer-term consequence management. In 2008, the WPNEM started preparing the INEX-4 series, which was conducted in 2010-2011 and addressed consequence management and transition to recovery in response to malicious acts involving the release of radioactive materials in an urban setting. The goal of INEX-4 was to provide a basis for enhancing emergency management through the exchange of exercise experiences from participating countries and the identification of good practices and common issues. This summary report provides general outcomes based on country responses to the INEX-4 evaluation questionnaire and suggests areas of focus for future consideration.

    Abstract: Le programme d’examens environnementaux de l'OCDE propose des évaluations indépendantes des progrès accomplis par les pays eu égard à leurs engagements nationaux et internationaux en matière d’environnement, ainsi que des recommandations orientées vers l’action des pouvoirs publics. Ces examens ont pour objectif de promouvoir l’apprentissage entre pairs, d’encourager les pays à rendre compte de leur action aux autres pays et à leur opinion publique, ainsi que d’améliorer les performances environnementales des gouvernements, individuellement et collectivement. Les analyses s’appuient sur un large éventail de données économiques et environnementales. Cet ouvrage est le deuxième examen effectué par l'OCDE des performances environnementales de la République slovaque. Le précédent examen a été publié en 2002.

    Abstract: Le programme de réformes appelé la « Révision générale des politiques publiques » (RGPP), commencé au niveau de l’État en France en 2007, est une démarche inédite au sein des pays de l’OCDE par son mode de gouvernance impliquant directement et continuellement les plus hauts responsables de l’État en France. Dans cette publication, les résultats du programme de réformes de la RGPP sont analysés au regard des objectifs de départ, mais aussi dans le nouveau contexte économique et budgétaire dans lequel se trouve actuellement la France. Les leçons qui en sont tirées en termes d’économies budgétaires, de mise en place d’une culture de l’innovation, et d’améliorations de services rendus aux citoyens sont importantes pour tous les pays de l’OCDE dans leurs démarches d’amélioration de leur gouvernance et des résultats des administrations publiques. Elles sont tout aussi essentielles pour les collectivités locales, qui, elles aussi, sont contraintes d’innover dans leurs pratiques afin de fournir de meilleurs services à un moindre coût.

    Abstract: A central safety function of radioactive waste disposal repositories is the prevention or sufficient retardation of radionuclide migration to the biosphere. Performance assessment exercises in various countries, and for a range of disposal scenarios, have demonstrated that one of the most important processes providing this safety function is the sorption of radionuclides along potential migration paths beyond the engineered barriers. Thermodynamic sorption models (TSMs) are key for improving confidence in assumptions made about such radionuclide sorption when preparing a repository's safety case. This report presents guidelines for TSM development as well as their application in repository performance assessments. They will be of particular interest to the sorption modelling community and radionuclide migration modellers in developing safety cases for radioactive waste disposal.

    Abstract: This report addresses the increasingly important interactions of variable renewables and dispatchable energy technologies, such as nuclear power, in terms of their effects on electricity systems. These effects add costs to the production of electricity, which are not usually transparent. The report recommends that decision-makers should take into account such system costs and internalise them according to a “generator pays” principle, which is currently not the case. Analysing data from six OECD/NEA countries, the study finds that including the system costs of variable renewables at the level of the electricity grid increases the total costs of electricity supply by up to one-third, depending on technology, country and penetration levels. In addition, it concludes that, unless the current market subsidies for renewables are altered, dispatchable technologies will increasingly not be replaced as they reach their end of life and consequently security of supply will suffer. This implies that significant changes in management and cost allocation will be needed to generate the flexibility required for an economically viable coexistence of nuclear energy and renewables in increasingly decarbonised electricity systems.

    Abstract: The OECD Nuclear Energy Agency (NEA) first published in 2000 Nuclear Education and Training: Cause for Concern?, which highlighted significant issues in the availability of human resources for the nuclear industry. Ten years on, Nuclear Education and Training: From Concern to Capability considers what has changed in that time and finds that, while some countries have taken positive actions, in a number of others human resources could soon be facing serious challenges in coping with existing and potential new nuclear facilities. This is exacerbated by the increasing rate of retirement as the workforce ages. This report provides a qualitative characterisation of human resource needs and appraises instruments and programmes in nuclear education and training initiated by various stakeholders in different countries. In this context, it also examines the current and future uses of nuclear research facilities for education and training purposes. Regarding the nuclear training component of workforce competence, it outlines a job taxonomy which could be a basis for addressing the needs of workers across this sector. It presents the taxonomy as a way of enhancing mutual recognition and increasing consistency of education and training for both developed and developing countries.

La présente étude passe en revue un certain nombre d’impacts environnementaux des ports, et elle examine les impacts environnementaux et économiques de divers instruments d’action qui sont ou peuvent être utilisés pour remédier à ces impacts. Elle s’appuie essentiellement sur les résultats d’études de cas consacrées à cinq des plus grands ports de la zone OCDE, – à savoir ceux de Los Angeles et Long Beach aux États-Unis, Rotterdam aux Pays-Bas, Vancouver au Canada et Busan en Corée. On trouvera dans cette étude des exemples de problèmes environnementaux liés aux activités portuaires (tels que pollution atmosphérique et émissions de gaz à effet de serre, pollution des eaux, bruit, prolifération d’espèces envahissantes, etc.) et la présentation d’un certain nombre d’instruments d’action différents pouvant être utilisés pour limiter les impacts négatifs. L’Examen des politiques de l’investissement de l’Inde réalisé par l’OCDE décrit les progrès accomplis par l’Inde en termes d’instauration d’un cadre d’action destiné à promouvoir l’investissement et à le mobiliser au service du développement, en particulier depuis l’accélération des réformes qui s’est amorcée à partir de 1991. Il porte principalement sur les politiques conduites dans les domaines de l’investissement, des échanges commerciaux, de la concurrence et dans d’autres domaines de l’environnement des affaires. Enfin, il décrit certaines des difficultés auxquelles se heurte la mise en œuvre, au niveau des États indiens fédérés, de réformes adoptées à l’échelon fédéral.

Ils font l’objet d’une attention particulière dans le contexte de l’action des gouvernements face à la crise financière et économique. Comment les gouvernements peuvent-ils tirer parti de l’expertise des anciens employés du secteur privé, tout en sauvegardant l’intégrité de leurs décisions d’action publique et en offrant des conditions d’emploi qui permettent d’attirer des candidats expérimentés vers la fonction publique ? Comment les gouvernements peuvent-ils laisser des fonctionnaires se tourner vers le secteur privé sans risquer que des informations privilégiées ne soient mal utilisées ? Comment assurer des conditions uniformes aux entreprises et éviter que des concurrents ne bénéficient d’avantages injustes ? L’enquête effectuée par l’OCDE dans ses 30 pays membres montre que la grande majorité d’entre eux s’est dotée de règles élémentaires pour empêcher les conflits d’intérêts dans l’emploi d’après‑mandat. En revanche, seuls quelques-uns ont adapté leurs règles en fonction des domaines et des fonctions à risque, comme celles des responsables de la réglementation ou des marchés publics. L’application de ces règles et de sanctions adéquates reste un défi pour de nombreux pays. La recherche de principes et de cadres de bonnes pratiques montre que l’efficacité des politiques et pratiques face au phénomène d’aller-retour dépend des éléments suivants : premièrement, la connaissance et la réévaluation permanente des risques ; deuxièmement, une communication efficace entre toutes les parties, y compris les secteurs privé et à but non lucratif ; troisièmement, des procédures transparentes d’approbation et d’appel ; et quatrièmement, la mise en place de sanctions opportunes, cohérentes et équitables pour assurer le respect des règles. Ces principes servent de référence aux responsables politiques et aux gestionnaires pour examiner et moderniser les politiques d’emploi d’après-mandat. Ils font partie des efforts d’orientation qu’accomplit l’OCDE pour promouvoir l’intégrité du secteur public dans des économies plus saines, plus justes et plus fortes.

La croissance et l'inhibition de croissance sont quantifiées à partir des mesures de la biomasse des algues en fonction du temps. L'essai limite correspond à un niveau de dose de 100 mg/l. Cette étude inclut la détermination, au moins quotidienne, de la biomasse des algues, la mesure du pH (au début et à la fin) et une observation microscopique. Cette Ligne directrice décrit deux variables : le taux de croissance spécifique moyen, et le rendement.
