Abstract: 'A brilliant critical and fresh look at the public choice school of thought.' - Paul Streeten This book challenges theories of public goods, public enterprise and public choice on three fronts. Government action reflects wider interests and commitments than just the material self-interest assumed as primary by the three theories. Government contributes to the productivity and quality of the modern mixed economy in ways not captured by theories stressing the inherent superiority of private markets. Lastly, old and new ideas within established traditions of political thought justify government action beyond the libertarian argument for limited government.

Abstract: The 'rule of law' is more than the mere existence and application of law within the sphere of state activity. Contemporary Chinese debate on the 'rule of law' underlines the limiting of arbitrary government, the materialisation of 'human rights', legal protection of 'rights and interests' and the principle of equality in the impartial legal mediation of conflicts within society's 'structure of interests'. Based upon China interviews and a comprehensive survey of the domestic press and Chinese-language legal journal materials, this book places pre- and post-Tiananmen Square legal reform in political context. The evolving contents of specific laws across the departments of constitutional, administrative, criminal, civil and economic law are assessed in light of the politics and intellectual dynamic of China's legal circles in their struggle to create a 'rule of law'

Abstract: This book deserves to be read carefully by scholars and laymen of foreign policy dealing with the former Soviet Union, Russia and South Asia, and particularly by the political leaders of India and Pakistan. The book is a multi-dimensional analysis of (a) Soviet-American rivalry; (b) Soviet determination to expand in the direction of South Asia and the Gulf; (c) the regional dynamics of the Middle East most especially Iran, Afghanistan and China, the major power in Asia

Abstract: 'At a time when peacekeepers are struggling to fulfil increasingly demanding mandates and UN peacekeeping is in danger of losing the distinct character that won it the 1988 Nobel Peace Prize, this important book argues for a clear theoretical redefinition within a conflict resolution framework and examines the practical implications for training. This is a valuable and original contribution to the peacekeeping literature.' - Dr. Oliver Ramsbotham, Department of Peace Studies, University of Bradford 'Both for the 'blue helmets' on the ground, and for the diplomats at UN headquarters, conflict resolution skills are essential for conducting peacekeeping operations. Betts Fetherstone's excellent study points the way forward to a synthesis between conflict management and peacekeeping?' - Hugh Miall, Research Fellow, European Programme, Royal Institute of International Affairs The prevailing over-taxed ad hoc system of peacekeeping does not meet the growing demands posed by the post-Cold War world. This volume argues that peacekeeping needs to be placed on firm conceptual footing directly congruent with its peaceful third party role. The implications of this conceptualisation of peacekeeping for practice are then discussed. Training is cited as a key means of translating conceptual understanding into practice. Without this foundation work, UN has little chance of changing its existing, and largely ineffective, system of conflict management. At a time when peacekeepers are struggling to fulfil increasingly demanding mandates and UN peacekeeping is in danger of losing the distinct character that won it the 1988 Nobel Peace Prize, this important book argues for a clear theoretical redefinition within a conflict resolution framework and examines the practical implications for training. This is a valuable and original contribution to the peacekeeping literature

Abstract: Both political economy and foreign policy have been transformed in the sixteen states of West Africa at the start of the 1990s because of interrelated external factors (end of the Cold War and start of a New International Division of Labour) and internal factors (national structural adjustment programmes). Sixteen leading analysts of new regional relations, of both cooperation and conflict, offer original revisionist insights into ECOWAS and ECOMOG, debt and democracy, reform and resistance. The mixture of case studies and comparative analyses constitutes a comprehensive overview of West African actors, issues, structures, perspectives and possibilities at the end of the century, with relevance for development discourses and directions in other peripheral regions. Together these offer timely redefinitions and reconceptualisations of central notions like civil society, diplomacy, foreign policy, peacekeeping, security, and self-reliance for political economies and cultures throughout the South.

Abstract: This book argues that a satisfactory theory of the international division of labour must come to grips with the problems of economism, functionalism and determinism that have sometimes characterised Marxian approaches to this theme. It assesses the implications of French regulation theories for this central concept of international political economy. It covers not only the Parisian variant, well represented in English through the work of Michel Aglietta and Alain Lipietz, but also the no less important Grenoble school

The main conflicts that have involved the UN through its first half century are analysed in the context of the Cold War and the New World Order. Abstract: The four years of the Bush presidency cover a momentous era in American and world history. In international affairs the events in Eastern Europe and the then Soviet Union in late 1989 gave the President a high profile. The advent of the 'New World Order' made the United States pre-eminent: the triumph of the West was assured, with the added bonus of the 'peace dividend' as arms control agreements and defense savings seemed imminent. The President's personal popularity flourished in this climate and reached a new peak with the triumph of the allied forces in the Gulf War. The Gulf conflict saw Bush at his most decisive: firm in his moral stance, skilled in his action to bring together allied support backed by the United Nations, and confident in his handling of public opinion

Abstract: Since the end of the Cold War and the 1990/91 Gulf war, the Middle East has been in the grip of dramatic changes. The region faces a host of problems urgently in need of solutions if a successful new world order is to be built on the ruins of the old. In this book, an international group of scholars addresses these issues and considers the options for the political and economic reconstruction of the Middle East. Themes covered include: democratization; the Arab state system in the new global environment; the end of Marxism in the Middle East; security structures; the Arab-Israeli conflict; the role of pan-Islamism and pan-Arabism; and the prospects for economic revival. Case-studies are drawn from the whole region, from North Africa to the Arabian Peninsula

Abstract: Updated to cover events between 1986 and 1992, including the destruction of the mosque at Ayodhya in December 1992, the book analyses the secessionist crisis in Punjab which led to Indira Gandhi's murder and examines larger themes of ethnic conflict and threats to Indian unity. The Punjab example sheds light on processes at work in the rest of India, as the introduction to the new edition of the book points out. It also considers the domestic implications for India of a world in which 'socialism' and 'non-alignment' have lost much of their meaning

Abstract: This book analyses the impact of the collapse of communism in Eastern Europe and the former Soviet Union on the Communist Parties of Western Europe. Seven case-studies, covering the Italian, French, Spanish, Portuguese, Belgian, British and German parties, provide a tightly-argued comparative perspective. The conclusion assesses the range of responses to the dramatic events of 1989-91 and likely future direction of the west European communist movement. It is argued that, whilst it is no longer possible to talk of a coherent 'family' of communist parties, various individual parties - some of them in revised form - may continue to prosper

Abstract: The UN Charter establishes six 'principal organs'. Five of these are expressly authorized or permitted to deal with human rights. The single exception is the Security Council, but the Council has increasingly concerned itself with human rights inside sovereign states. This book recounts how this trend has developed in the Security Council, reluctantly at first but since 1989 with some enthusiasm and responsibility. Some Third-World countries are uneasy at this development, fearing that the Security Council, dominated by a single superpower, will interfere in the internal affairs of states without the agreement of the government concerned

The analysis is set in the context of research in international political economy: Part I focuses on Russia and comprises chapters on foreign policy, relations with international financial institutions, technical agencies, and approaches to peace and security issues. Part II deals with China's foreign policy and economic modernization, and examines policies in the same set of institutions

Abstract: This study examines the sources, characteristics and implications of post-Khomeini Iran's foreign policy. It concentrates on two geographic 'zones of interest': one composed of the countries which surround Iran; the other comprised of Islamic governments and movements beyond Iran's borders. It argues that fears, not just ambitions, have yielded a policy increasingly co-operative (especially in the economic sphere) yet in some respects still confrontational

Abstract: In this authoritative study, one of the first to appear in English, Erik Levi explores the ambiguous relationship between music and politics during one of the darkest periods of recent cultural history. Utilising material drawn from contemporary documents, journals and newspapers, he traces the evolution of reactionary musical attitudes which were exploited by the Nazis in the final years of the Weimar Republic, chronicles the mechanisms that were established after 1933 to regiment musical life throughout Germany and the occupied territories, and examines the degree to which the climate of xenophobia, racism and anti-modernism affected the dissemination of music either in the opera house and concert hall, or on the radio and in the media

Abstract: `James Cable's book..has deservedly remained the classic work' - Geoffrey Till, International Relations `..a classic work in the modern literature on naval power..This third edition is to be welcomed, not only because it increases the book's availability but because Cable's revisions highlight the increased relevance of the topic.' - Michael Pugh, Journal of Strategic Studies When Gunboat Diplomacy was first published in 1971, it broke new ground with its study of how, in peacetime and in the twentieth century, governments used their naval forces in international disputes. Now fully revised and brought up to date after the collapse of the Soviet empire and the end of the cold war, this third edition of a book that was already a modern classic has a foreword by Admiral of the Fleet Sir Julian Oswald

Will trade blocs be trade diverting or create new opportunities for Japanese trade and investment? Will a new Asian-Pacific trade bloc emerge in response to this new challenge? How will the collapse of the Soviet empire and the emergence of China as an economic power affect Japan's approach to trade blocs in its two most lucrative markets?

Abstract: Using 150 years of women's history, this book details how women have organized into global movements which have shaped and challenged how international organizations consider gender. It argues that traditional ways of analysing international relations have ignored women's contributions because their tools are gender-exclusive. After developing a gender analysis, this book brings to light many contributions from women's movements especially related to the League of Nations and United Nations, and puts these in the context of changes in the global political economy

Abstract: Caribbean coast guard and naval hierarchies are developed in order to facilitate systematic comparisons about maritime issues and key actors. On this basis, the relationship of different groups of states to the longstanding Cold-War security agenda as well as the emerging post-Cold War one is assessed. Prominent emerging security issues include boat people, maritime drug trafficking and a variety of local maritime security issues. While Caribbean maritime security is distinctive and important, this book provides the only comprehensive treatment of the subject

Abstract: 'The most significant issue that Dockrill addresses is that of how Japan views the war in retrospect, a question which not only tells us a lot about how events were seen in Japan in 1941 but is also, a matter still of importance in contemporary East Asian politics.' Antony Best, London School of Economics This multi-authored work, edited by Saki Dockrill, is an original, unique, and controversial interpretation of the Second World War in Asia and the Pacific. Dr Dockrill, the author of Britain's Policy for West German Rearmament, has skilfully converted the proceedings of an international conference held in London into a stimulating and readable account of the Pacific War. This is a valuable contribution to our knowledge of the subject

Abstract: 'This book is exactly what the subtitle indicates. It is a highly knowledgeable, realistic - yet positive - review and assessment of the United Nations. Convenient for use in courses on international organization. The reviewer would particularly recommend it to individuals connected officially or otherwise professionally concerned with the United Nations'. American Journal of International Law In the first edition of this book the late Evan Luard questioned whether or not the UN had failed and suggested ways in which the institution could be improved. Into this context he placed analyses of the operation of the Security Council, the General Assembly, economic and social bodies, the World Court and the International Law Commission, the Secretariat and the budget. In preparing this new edition Derek Heater has up-dated the core material and written a new concluding chapter showing how, since the mid- 1980s, the UN has perhaps been acquiring a new lease of life

Abstract: This book presents a critical account of the political pluralism of Figgis, Laski and other English writers of the early twentieth century, indicating its whig roots in the previous century. Pluralists believed in liberty, preserved by power decentralised, and in group personality. Theories of sovereignty were rejected and a distinctive understanding of the state proposed. Pluralism is particularly relevant to a world where the omnicompetent state has increasingly been called into question and federal structures of authority are the order of the day

Abstract: Otto von Guericke has been called a neglected genius, overlooked by most modern scholars, scientists, and laymen. He wrote his Experimenta Nova in the seventeenth century in Latin, a dead language for the most part inaccessible to contemporary scientists. Thus isolated by the remoteness of his time and his means of communication, von Guericke has for many years been denied the recognition he deserves in the English speaking world. Indeed, the century in which he lived witnessed the invention of six important and valuable scientific instruments -- the microscope, the telescope, the pendulum clock, the barometer, the thermometer, and the air pump. Von Guericke was associated with the development of the last three of these; he also experimented with a rudimentary electric machine. Thus his Experimenta Nova was an important work, heralding the emerging empiricism of seventeenth century science, and merits this first English translation of von Guericke's magnus opus

Abstract: Focusing mainly upon language, communication, textuality, etc., as is overwhelmingly today's fashion, we miss the very raison d'être of literature and language itself. Moving a step further in our investigation of the anthropologico-ontopoietic sources of the life-significance of literature by unravelling the function of imaginatio creatrix in man's self interpretation-in-existence, this collection seeks to bring forth the royal role of allegory in the fostering of culture. A conjoint work of human elemental passions and of the human spirit, allegory mediates between lofty ideals of the highest human strivings and the pedestrian realm of facts. Interpretative or theoretical studies encompass allegory -- mediaeval, modern and post-modern -- in various literatures. Among the authors are: Tymieniecka, Kronegger, Jorge Garcia Gomez, V. Osadnik, H. Hellerstein, H. Rudnick, R. Kiefer, V. Fichera, K. Haney, Ch. Raffini, J. Williamson, B. Ross and Sitansu Ray

Abstract: Progress in biomedical science has called for an international discussion of the medical, ethical, and legal problems that confront physicians, medical researchers, infertile couples, pregnant women, and parents of premature or disabled infants. In addition, the unprecedented technological developments in obstetrical, perinatal, and neonatal medicine in recent years have indicated a need for an international forum for interdisciplinary dialogue regarding the definition of early human life, the neurological development of early human life, the value of early human life, the obligations for its protection and prolongation, and the limits to these obligations

Abstract: Case, Scope, and Binding investigates the relation between syntax and semantics within a framework which combines the syntactic Government-Binding theory with a novel cross-linguistic theory of case and semantics. It is argued that case assignment, agreement, syntactic binding relations, as well as the minimum scopes of operators, are all determined by the relations which hold at the level of s-structure. Cross-linguistic variation with respect to these phenomena is due to corresponding variations at the s-structure level. The minimum scope of an operator cannot exceed its c-command domain at s-structure, but may be reduced by certain semantic mechanisms. The availability of any wider scope option depends on the possibility of movement at LF. The proposed theory is tested in detail against the facts of Inuit (Eskimo-Aleut family), an ergative language with typologically unusual scope and binding relations. For linguists and philosophers interested in syntax, semantics, or the syntax-semantics interface

Abstract: This book discusses the development of new models, methods, and tools to support the design and production of (computer-based) learning material. The contributions describe a number of projects that represent the state of the art of European research on courseware authoring, with a special attention to simulation-based learning material. Researchers in instructional science and educational technology, trainers, teachers, and professionals involved or interested in the development of learning material will find valuable ideas, clues and references in this book. Some of the relevant topics that emerge from the papers are: the separation of the conceptual representation of the knowledge to be taught from the instructional strategies and from the actual pieces of multimedia learning material; the support of all the phases of the authoring process, including the most abstract at the design stage; collaborative approaches and reuse techniques

Abstract: Flavorwise and texturewise pecans are the "Queen of the Edible Nuts. " This has been verified by salters, bakers, confectioners and ice cream manufacturers in America and western Europe. Hickory nuts and macadamia nuts are close behind, but are available only in limited supply. Pecans are among the nuts highest in oil content. In general, the varieties of nuts with the highest oil content are also rich in flavor and tender in texture. Some varieties of pecans (i. e. , Schley and Curtis) have been shown to contain as much as 76% oil. The oil in pecans is highly unsaturated, which means it is desirable from a nutritional standpoint but that it is also highly susceptible to oxidation which can cause pecans to tum stale and rancid. Pecans used in confections, bakery goods, cereals, or in snacks are more subject to staleness and rancidity than most nuts because these products are often stored at ambient temperatures. For this reason, pecans are considered to be semi-perishable and are not used in some "fine" products due to their limited shelf-life. Research at the Georgia Experiment Station has shown that raw pecans or most pecan products may be held in good condition for more than 20 years if freezing is the mode of preservation. However, development of new products demands that pecans be stored at ambient temperatures for extended intervals. Pecan 'meat' is easily bruised during shelling and handling.

Abstract: The common theme that links the six contributions to this volume is the emphasis on students' inferred mathematical experiences as the starting point in the theory-building process. The focus in five of the chapters is primarily cognitive and addresses the processes by which students construct increasingly sophisticated mathematical ways of knowing. The conceptual constructions addressed include multiplicative notions, fractions, algebra, and the fundamental theorem of calculus. The primary goal in each of these chapters is to account for meaningful mathematical learning -- learning that involves the construction of experientially-real mathematical objects. The theoretical constructs that emerge from the authors' intensive analyses of students' mathematical activity can be used to anticipate problems that might arise in learning--teaching situations, and to plan solutions to them. The issues discussed include the crucial role of language and symbols, and the importance of dynamic imagery. The remaining chapter complements the other contributors' cognitive focus by bringing to the fore the social dimension of mathematical development. He focuses on the negotiation of mathematical meaning, thereby locating students in ongoing classroom interactions and the classroom microculture. Mathematical learning can then be seen to be both an individual and a collective process

Abstract: This book sets out the foundations, methodology, and practice of a formal framework for the description of language. The approach embraces the trends of lexicalism and compositional semantics in computational linguistics, and theoretical linguistics more broadly, by developing categorial grammar into a powerful and extendable logic of signs. Taking Montague Grammar as its point of departure, the book explains how integration of methods from philosophy (logical semantics), computer science (type theory), linguistics (categorial grammar) and meta-mathematics (mathematical logic ) provides a categorial foundation with coverage including intensionality, quantification, featural polymorphism, domains and constraints. For the first time, the book systematises categorial thinking into a unified program which is at once both logically secured, and a practical tool for pure lexical grammar development with type-theoretic semantics. It should be of interest to all those active in computational linguistics and formal grammar and is suitable for use at advanced undergraduate, postgraduate, and research levels

Abstract: The Regulated Chemicals Directory"lM is meant to be a convenient source of information for everyone who needs to keep up-to-date regarding the regulations and recommendations that pertain to chemical substances. The RCD™ is designed to be the first reference book to consult when beginning compliance efforts. Every regulatory or advisory list used in the RCD™ is keyed to its source, to help readers who need more detailed information on regulations, recommendations, or guidelines readily locate source documents. Some organizations now center their compliance efforts on computerized information stored in cross-referenced databases. A unique feature of the RCDTM is the availability of an electronic version suitable for use on IBM-compatible personal computers, download onto mainframes and CD-ROM players. Both the print and electronic versions are updated with the same timeliness. For more information on the electronic versions of the Regulated Chemicals DirectoryTM, contact Chapman & Hall directly (One Penn Plaza, New York, NY 10119, fax-212-564-1505). Many companies working on product development need information on what may be regulated in the future. The RCD™ provides selected information on pending regulations and in-progress testing lists, which can provide a starting place for tracking future regulatory considerations. Information for the RCD™ is continually gathered and updated. Suggestions from readers for information that should be added to the RCD™ or for other ways to improve the book are welcomed by Chapman & Hall. - Patricia L. Dsida, Pres. Abstract: Jabir ibn Hayyan, for a long time the reigning alchemical authority both in Islam and the Latin West, has exercised numerous generations of scholars. To be sure, it is not only the vexed question of the historical authorship and dating of the grand corpus Jabirianum which poses a serious scholarly challenge; equally challenging is the task of unraveling all those obscure and tantalizing discourses which it contains. This book, which marks the first full-scale study of Jabir ever to be published in the English language, takes up both challenges. The author begins by critically reexamining the historical foundations of the prevalent view that the Jabirian corpus is the work not of an 8th-century individual, but that of several generations of Shi'i authors belonging to the following century and later. Tentatively concluding that this view is problematic, the author, therefore, infers that its methodological implications are also problematic. Thus, developing its own methodological matrix, the book takes up the second challenge, namely that of a substantive analysis and explication of a Jabirian discourse, the Book of Stones. Here explicating Jabir's notions of substance and qualities, analyzing his ontological theory of language and unraveling the metaphysics of his Science of Balance, the author reconstructs the doctrinal context of the Stones and expounds its central theme. He then presents an authoritative critical edition of a substantial selection of the text of the Stones, based on all available manuscripts. This critical edition has been translated in its entirety and is provided with exhaustive commentaries and textual notes -- another pioneering feature of this book: for this is the first English translation of a Jabirian text to emerge in print after a whole century. An outstanding contribution is that it announces and presents an exciting textual discovery: the author has found in the Stones a hitherto unknown Arabic translation of part of Aristotle's Categories. Given that we have so far known of only one other, and possibly later, classical Arabic translation of the Greek text, Haq's discovery gives this book an historical importance

Abstract: This volume brings together a number of scholarly studies on the definition, assessment and measurement of human quality of life. The book contains fundamental analyses of basic concepts such as welfare, wellbeing, happiness and quality of life itself, but contains also discussions on the application of such concepts for measuring purposes mainly in a health care context. Although the approach to these problems in the book is predominantly philosophical, there are also some studies which take a different, mainly sociological and medical, point of view. Most of the authors have a Scandinavian origin and their essays mirror the current debate on quality of life in northern Europe. The book however also contains contributions by distinguished scholars from the U.K., France, Italy and the Netherlands

Abstract: Volume 1 in the new series, Philosophical Problems Today, contains articles on standard problems in European and American philosophy. Quine writes on truth and discusses various difficulties connected with the clear definition of the correspondence theory of truth. Strawson, in his articles on individuals, disputes the empiricist test for the status of entity of object. Sufficient identity-conditions are satisfied by a much wider range of objects. The concept of meaning is further extended and differentiated in the article by Habermas on speech acts and actions. The notion of communicative action is central to his argument. The study of formalism, by Agazzi, is in an important sense also a study of meaning. Although for the most part developed within mathematics, formal ways of thinking have been a basic tenet within philosophy and science ever since Aristotle. In his article, Ricoeur observes that the present philosophy of history no longer engages in the speculative system building as presented in the philosophy of Hegel, Marx and Toynbee. Our philosophy of history is rather a critical reflection of various issues connected with the transmission of historical meaning

Abstract: This collection of papers is dedicated to Don Walker, a kind, gentle soul, and a man of intelligence and vision whom we have been privileged to know and to work with. The technical content of these papers clearly reflects his guidance and direction; his understanding of the relevance of the theories from related disciplines such as linguistics, psychology, and philosophy; and his dream of the future availability of electronic documents and the potential of this as a resource for corpus-based analysis. This led to one of his most interdisciplinary roles as a primary mover in the push to standardize the acquisition and tagging of electronic text, an endeavour that brought together people from fields as distinct as publishing, the humanities and computer science. His widespread interests are mirrored in the rich and diverse collection of papers in this volume which portray many different approaches and many different styles. These papers co-exist in harmony here, united by the goal of paying tribute to Don as well as actualizing part of his dream

Abstract: '...very valuable for both policy-makers and researchers...' Professor Athar Hussain, Director, Development Economics Research Programme, STICERD, The London School of Economics and Political Science 'The really novel idea is to bring together the experience of three rather diverse countries and then to discuss Eastern Europe in the light of this experience. State holding companies are likely to play a major role in Eastern Europe over the next ten years or more but very little has been written on them and few of the people advising the East Europeans have any real knowledge about them.' Professor Robert Rowthorn, University of Cambridge '...rich and substantial...' Professor John Toye, Institute of Development Studies, University of Sussex '...most informative...The conclusions are appropriately restrained, well-balanced and wise...The emphasis on the differences between portfolio management and enterprise management is a distinction that East Europe will eventually have to learn.' Raymond Vernon, Emeritus Professor, John F.Kennedy School of Government, Harvard University Large and poorly performing state-owned enterprises pose a problem for countries attempting to move away from government controls towards more liberal economic environments. Privatization is an unproven solution which is proving difficult to implement on a major scale. Intermediate solutions may therefore prove to be the way forward. This book focuses on one of these: the state holding company. It first discusses the state holding company as a managerial form, which permits decentralised public enterprise management, and offers a framework for its analysis. Then, drawing upon the experience of both developed and developing countries, it examines the extent to which the indirect state ownership of public enterprises through holding companies can contribute to transition processes. It shows that the experience of countries like Italy, Egypt and Algeria has direct relevance for institutional structures evolving in the newly transforming countries of Eastern Europe, which are struggling to find a balance between public enterprise ownership and efficiency.

Abstract: Some goods and services are normally left to the market mechanism. Health care is often described as an exception to the rule. Society wants care to be allocated equitably; it wants the financial burden to be kept within bounds; it wants treatments to be both medically effective and economically efficient. These shared concerns lead to a demand for State intervention which this book seeks impartially to appraise and evaluate.

Abstract: Accompanying the oft-noted globalisation of international relations, there is an equally significant trend towards 'localisation' as a range of subnational constituencies and the authorities that represent them respond to externally-generated pressures on the one hand, and seek to exploit enhanced opportunities to operate in the international arena on the other. The book examines these developments in the context of the growing international involvement of the non-central governments within federal states. Employing a number of case studies, it argues that the significance of these developments can best be understood as one facet of an increasingly complex, multilayered, diplomacy as national policy makers are forced to negotiate simultaneously with domestic and foreign interests in the pursuit of policy objectives

Abstract: The book takes a hard look at internal developments and class formation in the region and explores the complex dynamics underlying the 'failure' of socialist transformation, demystifying the highly-simplified 'destabilisation' thesis and pointing to some of the problems that forces for change in South Africa itself may have to face in the 1990s. The chapters make significant reference to changing present and future relations with South Africa, and to the impact of internal changes on the development of neighbouring countries.

Abstract: The Dreyfus Affair, or simply L'Affaire, was the defining event in French life between the disasters of the Franco-Prussian War and the First World War. After decades of prosperity and growth following the Prussian invasion, the destruction of the Paris Commune and the seemingly successful creation of the Third Republic, the Affair cruelly exposed the bitter divisions within French society. The French army was torn apart, ministers were forced to resign, new political groupings were created, and ultimately, the Affair led to an attempted coup and contributed to the paranoia that almost resulted in a catastrophic Anglo-French war in 1898. This short work fills the need for a comprehensible, concise book which focuses on the scale and complexity of the Dreyfus Affair

Abstract: President Truman's Secretary of State (1949-53), Dean Acheson was a crucial figure in the shaping of the postwar world. In an astonishingly creative and demanding tenure Acheson was involved to a degree seldom realized today in a huge range of issues: from the creation of NATO to the Korean War. The result of a major commemorative conference, this volume brings together ten distinguished diplomatic historians, commissioned to write on various aspects of Acheson's career, based on primary archival research

Abstract: The publication of Salman Rushdie's novel The Satanic Verses has provoked fierce debate about the scope of toleration in a modern multicultural society. This volume explores the philosophical issues arising from this debate from a variety of points of view. It includes both general discussions of the relationship between liberalism, toleration and multiculturalism, and several essays devoted specifically to the implications of the Rushdie affair for liberal political theory and its practical commitment to toleration

Abstract: The purpose of this book is to examine the security-related aspects behind Japan's emerging internationalism. Japan has for some time been projecting a higher international profile, which the Diet's approval to allow Japanese armed forces to operate abroad is but one manifestation. The book's scope is not limited to military issues; it embraces a spectrum of security-related topics such as constitutional amendment, international re-alignment and cooperation, defence industrialisation, Japan-US relations and technology leakage, and Japan's role in the new international order

Abstract: The Politics of Global Debt is a detailed political analysis of the origins and consequences of the `global debt crisis' which emerged in the early 1980s. It assesses both `imperialist' and `New Right' interpretations of the crisis, and also presents a series of case studies of the effects of external debt upon Africa, Latin America, Eastern Europe and Asia. The book focusses upon the `sovereign debt' of states, and its management, and examines the ways in which global economic structures, inefficient policies, weak institutions, and corrupt political leaders contribute to a global debt crisis which has both international and domestic roots

Abstract: This volume is about the discourse and practice of intervention and non-intervention in international relations. The product of a dialogue between theorists of politics and international relations, it argues that intervention is endemic in world politics but that we need to move beyond traditional accounts of such practices. In moving towards a more encompassing approach, it explores traditional and post-modern perspectives on our understanding of sovereignty, the state and the state system; conceptions of power, identity and agency; and universal, particularist and contingent justifications for intervention and non-intervention

Abstract: Aspects of political culture, i.e. concerns with the 'subjective' dimension of politics including dominant political orientations, perceptions and interpretations, always have been particularly relevant with regard to the case of Germany and its great variety of political regimes during the last century. This is true both with regard to political science and practical politics. This volume provides a comprehensive overview concerning the major historical legacies, regional and sub-cultural variations, and current problems of democratic orientations, national identity and relationships to the outside world

Abstract: Parliamentary cabinets are supposed to be collective bodies, taking their decisions on the basis of agreements among all the members. Yet much has been made of the growth of the role of prime ministers, not just in Britain, but all over western Europe. Much has also been made of the trend towards letting cabinet decisions be taken by committees or even by individual ministers. It is indeed true that twenty men and women, meeting only a few hours a week, cannot take all the decisions of the State. These are the issues which this study examines, on the basis of the replies of over 400 cabinet ministers across western Europe. The result is the first truly empirical analysis in a subject on which what has been known so far has tended to be speculation
