Babb's 'Women's Place in the Andes' draws on long-term anthropological research to develop an analytical framework for reexamining the accumulated research of several decades-her own and that of others-on the complex and often ambiguous interworkings of gender, race, and indigeneity in Andean Peru. She deftly interweaves five new analytical chapters with six of her previously published works that exemplify changing currents in feminist and anthropological thought.     Abstract: The notion that social protection should be a key strategy for reducing poverty in developing countries has now been mainstreamed within international development policy and practice. Promoted as an integral dimension of the post-Washington Consensus that emerged around the turn of the new millennium, all major international development agencies and bilateral donors now include a strong focus on social protection in their advocacy and programmatic interventions, and a commitment to providing social protection was recently enshrined within the Sustainable Development Goals. The rhetoric around social protection, particularly when delivered in the form of cash transfers, has sometimes reached hyperbolic proportions, with advocates seeing it as a silver bullet that can tackle multi-dimensional problems of poverty, vulnerability, and inequality and a southern-led success story that challenges the unequal power relations inherent within international aid. This book examines how the operation of power and politics at multiple levels of governance shapes the extent to which political elites are committed to social protection, the form this commitment takes, and the implications this has not only for the future shape of welfare regimes but also for state–citizen relations on the continent. With a particular focus on cash transfers, the chapters set out how the politics of promoting social protection has played out in countries from all regions of sub-Saharan Africa. The power relations we examine include those that operate within and amongst global development agencies, between global actors and political and bureaucratic elites, and between and amongst political and bureaucratic elites within Africa

    Abstract: Authored by eminent scholars, the volume aims to generate interest and debate among policymakers, practitioners, and researchers on the complexity of learning and catch-up, particularly for twenty-first century late-late developers. The volume explores technological learning at the firm level, policy learning by the state, and the cumulative and multifaceted nature of the learning process, which encompasses learning by doing, by experiment, emulation, innovation, and leapfrogging. Why is catch-up rare? And why have some nations succeeded while others failed? What are the prospects for successful learning and catch-up in the twenty-first century? These are pertinent questions that require further research and in-depth analysis. The World Bank estimates that out of the 101 middle-income economies in 1960, only thirteen became high income by 2008. This volume examines how nations learn by reviewing key structural and contingent factors that contribute to dynamic learning and catch-up. Rejecting both the one-size-fits-all approach and the agnosticism that all nations are unique and different, the volume uses historical as well as firm-level, industry-level, and country-level evidence and experiences to identify the sources and drivers of successful learning and catch-up and the lessons for late-latecomer countries. Building on the latecomer-advantage perspective, the volume shows that what is critical for dynamic learning and catch-up is not learning per se but the intensity of learning, robust industrial policies, and the pace and direction of learning.     Abstract: Theories underlying the relationship between urbanization and transformation are being challenged by trends in Sub-Saharan African countries, since many have yet to observe their own “green” or industrial revolutions, despite moderate urbanization. Africa’s trajectory is very different than those of other developing regions, a main reason for which is the region’s significant “youth bulge” and the lack of a labor market outlet for this growing subpopulation. In many countries, the youth are driving the (albeit slow) movement out of agriculture, yet rather than migrating to urban areas, many are finding (usually informal) work in secondary cities, their peri-urban spaces, and the rural nonfarm economy. This book examines the overall trends in youth migration, policies, and political activism, then looks specifically at five African case studies to identify key trends and provide recommendations on encouraging youth to spur structural change. Conclusions reached in this book include that the rate of structural transformation varies among countries in Sub-Saharan Africa, but in most cases, it is the youth who are driving these changes. Education, access to financial services, and agricultural productivity contribute to this structural transformation and can act as pushes or pulls out of agriculture for the youth. However, when structural transformation policies are not pro-poor or inclusive, it can result in higher levels of youth under- and unemployment. Thus, the conclusions point to recommendations focusing on agricultural productivity, the rural nonfarm economy and informal sectors especially along agriculture value chains, access to finance and savings, infrastructure, and education

    Abstract: This book examines the politics of the learning crisis in the global South, where learning outcomes have stagnated or worsened, despite progress towards Universal Primary Education since the 1990s. Comparative analysis of education reform in Bangladesh, Cambodia, Ghana, Rwanda, South Africa, and Uganda highlights systemic failure on the frontline of education service delivery, driven by deeper crises of policymaking and implementation: few governments try to raise educational standards with any conviction, and education bureaucracies are unable to deliver even those learning reforms that get through the policy process. Introductory chapters develop a theoretical framework within which to examine the critical features of the politics of education. Case study chapters demonstrate that political settlements, or the balance of power between contending social groups, shape the extent to which elites commit to adopting and implementing reforms aimed at improving learning outcomes, and the nature this influence takes. Informal politics and power relations can generate incentives that undermine rather than support elite commitment to development, politicizing the provision of education. Tracing reform processes from their policy origins down to the frontline, it seems that successful schools emerged as localized solutions to specific solutions, often against the grain of dysfunctional sectoral arrangements and the national-level political settlement, but with local political backing. The book concludes with discussion of the need for more politically attuned approaches that focus on building coalitions for change and supporting ‘best-fit’ types of problem-solving fixes, rather than calling for systemic change

    Abstract: Resurgent Asia analyses the phenomenal transformation of Asia, which would have been difficult to imagine, let alone predict, fifty years ago, when Gunnar Myrdal published Asian Drama. In doing so, it provides an analytical narrative of this remarkable story of economic development, situated in its wider context of historical, political, and social factors, and an economic analysis of the underlying factors, with a focus on critical issues in the process of, and outcomes in, development. In 1970, Asia was the poorest continent in the world, marginal except for its large population. By 2016, it accounted for three-tenths of world income, two-fifths of world manufacturing, and one-third of world trade, while its income per capita converged towards the world average. However, this transformation was associated with unequal outcomes across countries and between people. The analysis disaggregates Asia into its four constituent sub-regions—East, Southeast, South, and West—and further into fourteen economies—China, India, South Korea, Indonesia, Turkey, Taiwan, Thailand, Philippines, Malaysia, Singapore, Pakistan, Bangladesh, Vietnam, and Sri Lanka—which account for more than four-fifths of its population and income.     Abstract: The Future of the World is devoted to the intriguing field of study which emerged after World War Two, futurism or futurology. Jenny Andersson explains how futurist scholars and researchers imagined the Cold War and post Cold War world and the tools and methods they would use to influence and change that world. Futurists were a motley crew of Cold War warriors, nuclear scientists, journalists, and peace activists. Some argued it should be a closed sphere of science defined by delimited probabilities. They were challenged by alternative notions of the future as a potentially open realm. Futurism also drew on an eclectic range of repertoires, some of which were deduced from positivist social science, mathematics, and nuclear physics, and some of which sprung from alternative forms of knowledge in science fiction, journalism, or religion. These different forms of prediction laid very different claims to how accurately futures could be known, and what kind of control could be exerted over what was yet to come. The Future of the World carefully examines these different engagements with the future, and inscribes them in the intellectual history of the post war period.     Abstract: This book gathers leading economic historians, geographers, and social scientists to focus on the developments in key international financial centres following the 2008 Global Financial Crisis and to consider the likely effects of Brexit on these centres. Eleven centres in eight countries are taken into consideration: New York, London, Frankfurt, Paris, Zurich/Geneva, Hong Kong/Shanghai/Beijing, Tokyo, and Singapore. The book addresses three main issues. The first is the hierarchy of international financial centres, in particular whether Asian financial centres have taken advantage of the crisis in the West. The second is the medium-term effects of the crisis, with respect to the volume of business activity (including employment), and the level of regulation, with concerns regarding the risks of regulatory overkill. And the third is the rise of new technology, known as fintech, possibly the most important change in the decade following the crisis, with questions as to whether it will render financial centres, as we know them, unnecessary for the functioning of the global economy, and which cities are likely to emerge as hubs of new financial technology. Finally, the book discusses the likely effects of Brexit on international financial centres, in particular London, Paris, and Frankfurt. The book takes a decidedly interdisciplinary approach, with a general introduction providing a global overview from a historical perspective, and a general conclusion providing a global overview from a geographical perspective. Its focus on the implications for global financial centres is unique among books about the aftermath of the Global Financial Crisis

    Abstract: As immigration from Mexico to the United States grew through the 1970s and 1980s, the Border Patrol, police, and other state agents exerted increasing violence against ethnic Mexicans in San Diego's volatile border region. In response, many San Diego activists rallied around the leadership of the small-scale print shop owner, Herman Baca, in the Chicano Movement quest to empower Mexican Americans through Chicano self-determination. The combination of increasing repression and Chicano activism gradually produced a new conception of ethnic and racial community that included both established Mexican Americans and new Mexican immigrants. Here, Patiño narrates the rise of this Chicano/Mexicano consciousness and the dawning awareness that Mexican-Americans and Mexicans would have to work together to fight border enforcement policies that subjected Latinos/as of all statuses to legal violence.

    Abstract: One method of American territory expansion in the U.S.-Mexico borderlands was the denial of property rights to Mexican landowners, which led to dispossession. Many historical accounts overlook this colonial impact on Indigenous and Mexican peoples, and existing studies that do tackle this subject tend to privilege the male experience. Here, Karen R. Roybal recentres the focus of dispossession on women, arguing that gender, sometimes more than race, dictated legal concepts of property ownership and individual autonomy.     Abstract: This book contributes to the understanding of smallholder agriculture in sub-Saharan Africa through addressing the dynamics of intensification and diversification within and outside agriculture, in contexts where women have much poorer access to agrarian resources than men. It uses a longitudinal cross-country comparative approach, relying on the Afrint dataset—unique household-level longitudinal data for six African countries collected over the period 2002–2013/15. The book first descriptively summarizes findings from the third wave of the dataset. The book nuances the current dominance of structural transformation narratives of agricultural change by adding insights from gender and village-level studies of agrarian change. It argues that placing agrarian change within broader livelihood dynamics outside agriculture, highlighting country- and region-specific contexts is an important analytical adaptation to the empirical realities of rural Africa. From the policy perspective, this book provides suggestions for more inclusive rural development policies, outlining the weaknesses of present policies illustrated by the currently gendered inequalities in access to agrarian resources. The book also provides country-specific insights from Ghana, Kenya, Malawi, Tanzania, and Zambia.

    Abstract: This book provides a survey of different ways in which economic sociocultural and political aspects of human progress have been studied since the time of Adam Smith. Inevitably, over such a long time span, it has been necessary to concentrate on highlighting the most significant contributions, rather than attempting an exhaustive treatment. The aim has been to bring into focus an outline of the main long-term changes in the way that socioeconomic development has been envisaged. The argument presented is that the idea of socioeconomic development emerged with the creation of grand evolutionary sequences of social progress that were the products of Enlightenment and mid-Victorian thinkers. By the middle of the twentieth century, when interest in the accelerating development gave the topic a new impetus, its scope narrowed to a set of economically based strategies. After 1960, however, faith in such strategies began to wane, in the face of indifferent results and general faltering of confidence in economists’ boasts of scientific expertise. In the twenty-first century, development research is being pursued using a research method that generates disconnected results. As a result, it seems unlikely that any grand narrative will be created in the future and that neo-liberalism will be the last of this particular kind of socioeconomic theory

Campney explodes the notion of the Midwest as a so-called land of freedom with an in-depth study of assaults both active and threatened faced by African Americans in post Civil War Kansas. Campney's capacious definition of white-on-black violence encompasses not only sensational demonstrations of white power like lynchings and race riots, but acts of threatened violence and the varied forms of pervasive routine violence - property damage, rape, forcible ejection from towns - used to intimidate African Americans. The rhetoric and iconography of mourning has been noteworthy in Black Lives Matter protests, but David W. McIvor believes that we have paid too little attention to the nature of social mourning - its relationship to private grief, its practices, and its pathologies and democratic possibilities. Do these statistics illuminate social reality and produce coherent social policy, or cloud that reality and confuse social policy? Does America still have a colour line? Who is on which side? Does it have a different 'race' line - the nativity line - separating the native born from the foreign born?     Abstract: For over a century French officials in Indochina systematically uprooted metis children - those born of Southeast Asian mothers and white, African, or Indian fathers - from their homes. In many cases, and for a wide range of reasons - death, divorce, the end of a romance, a return to France, or because the birth was the result of rape - the father had left the child in the mother's care. Although the program succeeded in rescuing homeless children from life on the streets, for those in their mothers' care it was disastrous. Citing an 1889 French law and claiming that raising children in the Southeast Asian cultural milieu was tantamount to abandonment, colonial officials sought permanent, 'protective' custody of the children. The Uprooted offers an in-depth investigation of the colony's child-removal program: the motivations behind it, reception of it, and resistance to it.
