    Kurzfassung: This publication presents guidance for the compilation of distributional results on household income, consumption and saving consistent with national accounts totals. These results are a key input for evidence-based policies targeting inequality and fostering inclusive growth, providing insights into key dimensions of material well-being across household groups. The results complement existing inequality measures by including elements that are often lacking from micro statistics and by providing inequality measures consistent with macroeconomic aggregates, broadening the scope for analyses, while also capturing households and transactions that are typically underrepresented in micro data. Moreover, while the estimates do require a number of statistical choices and assumptions, they have a high degree of international comparability because of the common methodology and their alignment to national accounts results. The handbook provides an overview of the conceptual framework underlying the distributional results and discusses various aspects in relation to the compilation and presentation of the distributional results. It aims to assist compilers in deriving high-quality distributional results and to provide users with more insights into the main benefits of these results as well as into the way that the results have been derived.

It shows that informal employment is highly persistent, and that the vulnerability of informal workers is passed on to their children in the absence of adequate education, skills and social protection policy. Second, the report underscores the double burden of informality and low-paying work that a large share of workers in developing and emerging economies carry, and as such calls for policy solutions that go beyond the formalisation agenda and embrace the goal of social justice.

Ce cadre stratégique global - développé dans le cadre de la seconde phase du programme pays Maroc de l’OCDE - vise à soutenir la mise en œuvre du troisième Plan Gouvernemental pour l’Égalité (PGE III). Il préconise une approche multi-cibles et multi-sectorielle, mettant l'accent sur des politiques de soin transformatrices pour créer des emplois décents, alléger les tâches domestiques et de soin, et remettre en cause les stéréotypes de genre, soulignant l'importance de l'évolution des normes socio-culturelles pour favoriser l'intégration des femmes sur le marché du travail.

Si prevede che la crescita globale rimarrà contenuta nel 2024 e nel 2025, con l'inflazione che tornerà all'obiettivo nella maggior parte dei Paesi entro il 2025. I principali rischi a breve termine sono rappresentati dalle tensioni geopolitiche, soprattutto se il conflitto in Medio Oriente dovesse portare a interruzioni nei mercati dell'energia, e dalle incertezze sull'entità dell'impatto a lungo termine dell'aumento dei tassi di interesse. Secondo il presente Rapporto intermedio la politica monetaria dovrebbe rimanere prudente per garantire che l'inflazione ritorni in modo sostenibile all'obiettivo, sebbene i tassi di riferimento possano essere abbassati man mano che l'inflazione cala. I governi devono adoperarsi per garantire la sostenibilità di bilancio, anche adottando misure per ridurre le future pressioni sulla spesa. Occorrono riforme strutturali per rafforzare le basi di una crescita sostenibile, concentrandosi in via prioritaria sull'accelerazione della decarbonizzazione, sul rilancio del commercio globale e sul potenziamento dei risultati scolastici. Il Rapporto intermedio fornisce un aggiornamento delle valutazioni riportate nelle Prospettive economiche dell'OCSE, Volume 2023, Numero 2 (n. 114).

Dans cette analyse, les difficultés liées au calcul des indicateurs de l’intensité carbone au niveau des secteurs seront prises en compte, en particulier eu égard au fait que ces indicateurs peuvent servir eux-mêmes à la construction des indicateurs au niveau des produits.

It investigates the role and conditions to mobilise political will for more comprehensive and inclusive policies that can lead to long-term local development in contexts of forced displacement in low- and middle-income countries (LICs and MICs). Case studies from Bangladesh, Cameroon, Ecuador, Iraq and Lebanon illustrate the ways in which political will, or its absence, can shape the approach to supporting the forcibly displaced and hosting communities. The paper also proposes a conceptual model for mobilising political will to facilitate sustainable development support in contexts of forced displacement.

    Kurzfassung: Policy coherence relies on the development of strategic plans, the availability and use of relevant evidence and data, the right set of skills across the public administration, political commitment, and leadership. Effective policy coherence cannot be achieved without good co-ordination, which relies on sound co-ordination mechanisms, such as interministerial committees or councils, as well as information-sharing tools. The legitimacy and coherence of public policy is also grounded in the support that a government has from stakeholders and citizens. This policy paper offers a tailored policy framework for Romania that builds further on the other outputs of the TSI project “Enhancing Policy Coherence, Transparency, and Co-ordination at the Centre of Government in Romania”. It includes tailored and actionable tools for improving policy coherence across government by strengthening policy development, co-ordination, and stakeholder participation.

    Kurzfassung: Over 100 million workers in Southeast Asia have jobs that are directly or closely linked to the environment, making them vulnerable to climate change impacts. These same workers likely earn at least 20% lower than the national average and are largely in informal employment. The region’s necessary transition towards greener growth could affect them in several ways: some sectors will create jobs and others will lose jobs or disappear altogether. Understanding the effects of both climate change and green growth policies on jobs and people is thus essential for making the transition in Southeast Asia an inclusive one. The study explores these issues, with emphasis on the potential effects on labour of an energy transition in Indonesia, and of a transition in the region’s agricultural sector, illustrated by a simulated conversion from conventional to organic rice farming.

    Kurzfassung: Since joining the EU in 2013, Croatia’s macroeconomic performance has improved significantly. At the same time, large demographic and socio-economic disparities across Croatian regions persist. These trends provide the backdrop against which Croatia has reformed its legislative and strategic planning framework for regional development. Such reforms culminated in the adoption of the National Development Strategy 2030, which includes balanced regional development among its main long-term objectives. They have also led to the creation of regional development agencies, and the design of development plans at the county and local levels. This report assesses the extent to which Croatia’s multi-level governance system is supporting its regional development objectives. In particular, it provides an overview of the country’s regional development performance on several demographic, economic and well-being indicators. From there, it considers how the regional development reforms adopted since 2014 affect the ability of national and subnational governments to design, implement, fund, monitor and evaluate place-based regional development plans. Finally, this report provides practical recommendations to help national and subnational policy makers develop and implement strategic frameworks to meet their territorial development objectives and deliver tangible results to communities across the country.

    Kurzfassung: What are the structural barriers to women's empowerment and inclusive development in Southeast Asia? Building on data from the fifth edition of the SIGI, the SIGI 2024 Regional Report for Southeast Asia: Time to Care provides new evidence-based analysis on the progress and setbacks in eliminating the root causes of gender inequality in 11 countries of the region. It underscores how multiple personal status laws perpetuate gender-based legal discrimination. The analysis also shows that social norms governing gender roles and responsibilities worsened between 2014 and 2022, particularly affecting women’s educational and economic rights. The report explores a critical policy area for the region, the care economy. Stressing the gendered, informal, and unpaid dimensions of care, it draws on social, demographic, educational and economic evidence to forecast a growing demand for care services in Southeast Asian countries. The report advocates for the strategic development of formal care systems as a unique opportunity to accelerate women's economic empowerment, build inclusive societies and strengthen the region's resilience to external shocks – including those induced by climate change. To dismantle the barriers that prevent the emergence and expansion of such a formal care economy, it provides concrete recommendations to policy makers and other stakeholders.

    Kurzfassung: As climate change increases exposure to natural disasters, countries need new solutions to mitigate risks of natural hazards. For many in Asia and the Pacific, mobilising existing resources is not enough: they need to consider a grand design of disaster risk financing strategies. Catastrophe bonds (CAT bonds) can be an effective, market-based financing tool for the region. While the global CAT bond market has grown steadily since the 1990s, it remains weakly developed in Asia and the Pacific. Its successful development there requires robust purpose-built legal frameworks; developed general bond markets, especially in local currency; appropriate capacity building; and data-driven pricing models. This report explores each of these conditions along with policy suggestions for fostering them, and discusses the development of multi-country CAT bonds in Asia and the Pacific.

Derived from a comprehensive diagnostic of North Macedonia’s circular economy landscape, the roadmap strategically integrates existing policy initiatives, fostering synergies across sectors, measures and involved actors. It emphasises five key areas – circular business models for SMEs, construction, biomass and food, textile industry and mining and metallurgy – revealing over 40 policy recommendations. These recommendations, supported by a monitoring framework, are poised to be a cornerstone for propelling North Macedonia towards a more sustainable and circular future.

    Kurzfassung: Half a century after independence, Bangladesh has achieved impressive progress. The country has transformed from one of the poorest nations into a global textile manufacturing hub capable of meeting its medical needs almost entirely through domestic pharmaceutical production. The country will graduate from the least developed country (LDC) category in 2026 and aspires to be a high-income nation through industrialisation by 2041. Meeting this challenge requires accelerating economic transformation through diversification and innovation. This Production Transformation Policy Review (PTPR), implemented with the support and collaboration of the European Union (EU), and in partnership with the UN Conference on Trade and Development (UNCTAD), identifies concrete options for supporting Bangladesh's development. It calls for leveraging digitalisation to address persistent fragilities and it advocates for a new pact based on shared responsibilities between the national government, the private sector and international partners to shift to a new development phase and ensure sustainable, smooth and irreversible graduation.

    Kurzfassung: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. A DAC member since only 2016, Hungary has achieved impressive growth in its official development assistance (ODA). Bilateral co-operation has increased, in particular, and relies on close consultation with partners. Hungary champions sustainable water management, combining diplomacy, domestic expertise and development co-operation. In fragile contexts, it focuses its support to local civil society organisations, and in particular faith-based actors. As it continues to make progress towards established DAC standards and ways of working, an institutional reorganisation provides Hungary with significant opportunities for further reform. This peer review provides a set of recommendations to increase the impact of Hungary’s engagement in partner countries, deepen collaboration across institutions and with stakeholders, strengthen internal systems, and balance tensions between domestic and global objectives.

Sa coopération bilatérale, en particulier, a progressé ; elle s’appuie sur d’étroites consultations avec ses partenaires. La Hongrie se fait le défenseur de la gestion durable de l’eau, combinant à cet effet diplomatie, expertise nationale et coopération pour le développement. Dans les contextes fragiles, elle concentre son soutien sur les organisations de la société civile locales, et surtout sur les organismes confessionnels. Tandis qu’elle continue de progresser vers les normes et méthodes de travail établies du CAD, une réorganisation institutionnelle offre à la Hongrie des occasions non négligeables d’approfondir la réforme. Cet examen par les pairs délivre une série de recommandations visant à accroître les retombées de l’engagement de la Hongrie auprès des pays partenaires, à approfondir la collaboration entre les institutions et avec les parties prenantes, à renforcer les systèmes internes et à établir un bon équilibre entre ses objectifs nationaux et ses objectifs de développement international.

Le SIGI 2023 est construit à partir de 26 variables mesurant le niveau de discrimination au sein des institutions sociales et qui peuvent étre consultées dans le Base de données Égalité femmes-hommes, institutions et développement (GID-DB) 2023. Ces variables sous-jacentes du SIGI sont regroupées en quatre dimensions: discriminations au sein de la famille, atteintes à l'intégrité physique, accès restreint aux ressources productives et financières, et atteintes aux libertés civiles. Les valeurs du SIGI et de ses dimensions sont comprises entre 0 et 100, 0 correspondant à l'absence de discrimination et 100 à une discrimination absolue à l'égard des femmes. Couvrant 181 pays et territoires, le SIGI 2023 cherche à offrir un examen approfondi de la façon dont les lois, les attitudes et les pratiques créent des écarts entre les femmes et les hommes en termes d'opportunités et d'autonomisation.

While cities and urban areas have always been sites of conflict, given their political and economic importance, many insurgencies, rebellions and separatist movements are associated with rural areas. Has increased urbanisation led to increased conflict in cities or do conflicts stay predominantly rural? Combining a regional and local perspective, this report examines and maps the rural-urban geography of conflict in North and West Africa since the late 1990s. A qualitative analysis of ten cities helps to illuminate the local sources of conflict. At a time of increasing violence in West Africa, the report lays out a solid foundation for policy makers, experts and researchers to develop more security and development place-based policies.

El desempeño sostenido y resiliente de las exportaciones continúa favoreciendo el crecimiento, mientras que el consumo se ve obstaculizado por la alta inflación y el desempleo. La situación fiscal mejoró, pero continúa siendo desafiante, por lo que es necesario continuar haciendo esfuerzos para contener el gasto y aumentar la eficiencia del sector público durante varios años. Mantener y reforzar la apuesta por la inversión extranjera directa y el comercio, que ha sido clave para diversificar la canasta de las exportaciones, y mejorar las condiciones para que las empresas nacionales prosperen son desafíos importantes para mejorar los niveles de vida y la generación de empleo formal. Esto requeriría reducir la carga regulatoria, mejorar la combinación de impuestos, fomentar una mayor competencia en mercados clave y continuar los esfuerzos para lograr la descarbonización y protección del medio ambiente. Promover una mayor participación laboral femenina y mejorar la protección social ayudarán a una mejor adaptación a los cambios demográficos continuos y a mejorar la igualdad de oportunidades. La educación y la formación son una prioridad importante para Costa Rica, que les dedica una de las proporciones de gasto más altas entre los países de la OCDE. Sin embargo, los resultados educativos no son satisfactorios y las empresas tienen dificultades para llenar las vacantes, en especial en puestos técnicos y científicos. Dân số đang già hóa nhanh, nên tăng năng suất là một ưu tiên cấp thiết. Điều này sẽ đòi hỏi cải cách nhiều hơn để giảm sự can thiệp của nhà nước, đặc biệt trong những lĩnh vực mạng lưới như viễn thông, và bảo đảm một sân chơi bình đẳng giữa tất cả các doanh nghiệp. Hội nhập thương mại sâu sắc hơn cũng hết sức quan trọng để tăng cường các chuỗi cung ứng trong bối cảnh kinh tế toàn cầu đang thay đổi. Dù đã tăng cường áp dụng kỹ thuật số, Việt Nam cần nâng cao kỹ năng của người lao động thông qua đào tạo nghề và giáo dục cho người trưởng thành. Cam kết đạt mức phát thải ròng bằng không vào năm 2050 đòi hỏi những thay đổi mạnh mẽ trong hệ thống kinh tế. Để giảm phụ thuộc vào nhiên liệu hóa thạch, cần phải chấm dứt đầu tư mới cho các nhà máy nhiệt điện than và đẩy nhanh việc thiết lập thị trường các-bon.     Kurzfassung: El Salvador has made significant development progress in the past 30 years. The end of the civil war in 1992 marked the establishment of a liberal democracy and an open export-led development model, which led to a reduction in poverty and inequality. However, with economic growth averaging a modest 2.4% in the years before the COVID-19 pandemic, and productivity growth of 0.1% over the past decade, the post-war model has not generated the economic momentum or the jobs that the country needs. Decisive action is necessary to kickstart more robust, inclusive and sustainable development. Based on a multi-dimensional analysis of development in El Salvador, this report makes four priority recommendations: 1) build the conditions for a productive transformation and modernisation of the economy; 2) increase the quantity, quality and relevance of education; 3) manage water resources better to deliver water and sanitation for all in a sustainable manner; and 4) modernise the State so it can effectively deliver key public goods, from security to education to health, and successfully steer the next stage in the country’s development.

Despite the notable progress in decoupling environmental pressures from economic activities over the past 20 years, several challenges remain. The transition to a circular economy has significant potential to address these challenges. To fully realise the circular potential of its economy, Hungary will need to adopt a comprehensive circular economy policy framework. This report outlines a set of key elements for the development of the Hungarian national circular economy strategy and action plan. It identifies priority areas that are deemed critical to the Hungarian circular economy transition, including: biomass and food, construction and plastics, as well as cross-cutting horizontal tools to facilitate an economy-wide circular transition. It also provides 45 policy recommendations and suggests specific implementation actions across the priority areas for the short, medium and long term.

Basándose en un análisis multidimensional del desarrollo en El Salvador este informe plantea cuatro recomendaciones prioritarias: 1) sentar las condiciones para la transformación productiva y la modernización de la economía; 2) aumentar la cantidad, calidad y pertinencia de la educación; 3) gestionar mejor los recursos hídricos para llevar agua y saneamiento a todos de manera sostenible; y 4) modernizar el Estado para que pueda generar bienes públicos clave – desde la seguridad ciudadana a la educación o la salud – de manera eficaz, y conducir el país hacia la próxima etapa de su desarrollo.

Cet examen par les pairs formule plusieurs recommandations pour aider l’Islande à concentrer sa politique de développement 2024-28 et sa stratégie environnementale et climatique à venir sur un nombre limité de domaines ; tirer parti des hausses récentes de ses volumes d’APD pour élaborer une feuille de route concrète en vue d’atteindre un ratio APD/RNB de 0.7 % ; et adopter une planification stratégique des effectifs pour remédier aux problèmes de ressources humaines. However, a range of barriers makes it hard for consumers to change their energy consumption. Changing behaviour is the result not only of responses to prices but also of expectations, habits, and biases. Policy makers should factor in these behavioural aspects when designing energy saving measures. The choice of message that policymakers send to consumers, how and when the information is provided to households and through which channels can make a difference in changing consumption behaviours. Moreover, it is crucial that the right incentives and policies are in place to ensure that behavioural changes can effectively take place. The effectiveness of energy saving measures should also be monitored to gauge evolutions in behaviours and identify solutions to behavioural barriers.

This brief puts the focus on academic interventions Ukraine could introduce to support learning recovery. It first examines strategies for assessing students’ skill levels and identifying potential learning losses in the current context. It then focuses on academic strategies the Ministry of Education can implement in the short and medium-term to help students recover lost learning opportunities, including adapting instructional strategies and pedagogies to individual needs, adapting the time of instruction, providing curricular flexibility and enabling fluid learning pathways within the school system. The brief concludes by putting forward a range of policy responses that can enhance the long-term effectiveness of learning recovery strategies in Ukraine.

    Kurzfassung: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. Iceland adopts a partner-led, poverty-focused and long-term approach with its three partner countries and relies on multilateral partners to complement its bilateral portfolio. Iceland successfully advances gender equality and new framework agreements with civil society have strengthened partnerships. This peer review provides a set of recommendations for Iceland to remain focused in its 2024-28 development co-operation policy and forthcoming environment and climate strategy, build on recent official development assistance (ODA) volume increases to develop a concrete roadmap towards 0.7% GNI as ODA, and adopt a strategic workforce plan to address human resource constraints. It recommends that GRÓ training programmes prioritise strengthening partner institutions’ capacity and that the Ministry of Foreign Affairs works to ensure additionality and sustainability when engaging with the private sector.

    Kurzfassung: Digitalisation has triggered a profound transformation of the retail sector, primarily composed of SMEs. While retail businesses are embracing more hybrid practices of managing online and brick-and-mortar channels, getting more traditional SME retailers fit for the hybrid era could open up new opportunities, with far reaching implications on the local economy. Through a novel survey conducted in six OECD countries (France, Germany, Italy, Japan, Korea, and Spain) in co-operation with e-commerce platforms, this report provides new insights to better understand retail SMEs’ perceived advantages and challenges of operating online sales through these platforms, with a particular spotlight on hybrid SME retailers.

The report analyses African involvement in discussions on corporate tax and how African participation in policy-setting and technical discussions could be further improved. In particular, it shows how African voices have shaped the design of the Two-Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy, and discusses its benefits for African countries and challenges for implementation. In addition, the report provides an overview of OECD's initiatives to support capacity building on tax in Africa, many of which are undertaken in partnership with other international and regional organisations. Finally, the report reflects on the broader tax policy agenda including VAT, tax transparency, tax and crime, digitalisation of tax administrations, and tax and informality. This report was prepared by the OECD to inform the discussions at the October 2023 Africa Roundtable in Marrakech hosted by G7 Finance Ministers and Central Bank Governors.

    Kurzfassung: Stimulus packages adopted following the COVID-19 pandemic – such as the US Inflation Reduction Act and NextGenerationEU - have been presented as an opportunity to "build back better" and accelerate the transition to a low-carbon economy while re-igniting the economy. But this revival of industrial policy has also raised concerns about the potential for a global green subsidy war. OECD analysed funding measures worth USD 1.3 trillion announced around the world in 2020-21 to support development and diffusion of low-carbon technologies. These measures can trigger substantial greenhouse gas emissions reductions while boosting the growth of the clean tech sector in all regions and reducing dependence over fossil fuel imports. This policy brief summarises key findings from our analysis and offers additional recommendations to policymakers.

Le rapport propose des données officielles sur le financement des PME dans près de 50 pays, et notamment des indicateurs relatifs aux conditions de financement et au financement par l'endettement, par apport de capitaux propres ou par nantissement d'actifs. Les données au titre de l'année 2021 sont complétées par les informations disponibles pour 2022, ainsi que par des informations sur la demande et par les récentes initiatives publiques et privées en faveur du financement des PME. Il en ressort que la plupart des économies montrent des signes d'une reprise dynamique suite à la pandémie de COVID-19 de 2021. Les données pour l'année 2022 révèlent toutefois une dégradation de certains indicateurs du financement des PME, en raison d'un fort niveau d'inflation et de la hausse des taux d'intérêt, aggravés par la guerre menée par la Russie contre l'Ukraine. Ces facteurs pèsent sur l'accessibilité et le coût du financement des PME par l'emprunt, laissant présager un ralentissement des financements. De la même manière, le financement par apport de capitaux propres a enregistré un net recul en 2022. Dans ce contexte, les pouvoirs publics devraient continuer de promouvoir la diversification des instruments et des sources de financement des PME et leur permettre ainsi de renforcer leur résilience et d'engager des investissements essentiels, notamment dans les transitions numérique et verte.

    Kurzfassung: Le Comité d'aide au développement (CAD) de l'OCDE mène tous les cinq à six ans un examen par les pairs qui passe en revue les efforts de coopération pour le développement de chacun de ses membres. Ces examens visent à améliorer la qualité et l'efficacité de leur coopération, en mettant en évidence les bonnes pratiques et en recommandant des améliorations. L'aide publique au développement de la République tchèque (Tchéquie), stable à 0,14 % du revenu national brut en moyenne depuis 2016, a bondi à 0,36 % en 2022, principalement en raison des coûts liés à l'accueil des réfugiés ukrainiens. La Tchéquie est reconnue pour son soutien aux droits de l'homme. Sa stratégie de long terme 2018-2030 garantit à la fois prévisibilité et flexibilité. Le rapport souligne son engagement auprès de l'Union européenne et de ses membres et identifie les moyens de renforcer l'apprentissage institutionnel. Alors que la coopération tchèque progresse vers les normes du CAD, cet examen fournit des recommandations pour renforcer sa structure institutionnelle, pour accélérer les progrès vers une action plus cohérente qui lutte explicitement contre pauvreté et/ou les inégalités, et pour construire de meilleurs partenariats.

Plus particulièrement, il montre comment les voix africaines ont façonné la conception de la solution reposant sur deux piliers pour résoudre les défis fiscaux soulevés par la numérisation de l'économie et aborde les bénéfices que les pays africains peuvent en retirer ainsi que les défis liés à sa mise en œuvre. De plus, le rapport présente un aperçu des initiatives de l'OCDE visant à soutenir le renforcement des capacités en matière fiscale en Afrique, dont beaucoup ont été menées en partenariat avec d'autres organisations internationales et régionales. Enfin, ce rapport aborde l'agenda de politique fiscale d'une manière plus générale, y compris la TVA, la transparence fiscale, la délinquance fiscale, la numérisation des administrations fiscales, ainsi que la fiscalité et l'informalité. Ce rapport a été préparé par l'OCDE pour alimenter les débats ayant lieu lors de la Table ronde pour l'Afrique en octobre 2023 à Marrakech, organisée par les ministres des Finances et les gouverneurs de banque centrale du G7.

L'élimination des déchets repose encore sur les décharges et une grande partie des eaux usées n'est pas traitée. Le vaste réseau de zones protégées du Costa Rica et son programme pionnier de paiement pour les services écosystémiques ont contribué à réduire la perte de biodiversité et à accroître la capacité de séquestration du carbone par les forêts. Toutefois, davantage doit être fait pour lutter contre les pressions exercées sur la biodiversité par le développement des infrastructures et des établissements humains, le tourisme, l'agriculture et la pêche. L'ampleur des investissements nécessaires pour atteindre les Objectifs de développement durable exige d'améliorer l'efficacité des dépenses publiques, de mobiliser les financements privés, d'appliquer strictement les réglementations et de fournir des incitations adéquates. Il s'agit du premier Examen des performances environnementales du Costa Rica par l'OCDE. Il évalue les progrès réalisés par le pays en matière de développement durable, avec un chapitre spécial consacré à la biodiversité, et fournit 52 recommandations. La présente version abrégée contient le résumé, de même que l'évaluation et les recommandations officielles du rapport.

Per il periodo 2023-24, si prevede che la crescita globale rallenti, mantenendosi al di sotto della tendenza, e che l'inflazione sia più contenuta, pur rimanendo al di sopra dell'obiettivo. Tra i principali rischi al ribasso figurano la possibilità di un rallentamento più marcato del previsto in Cina e di un continuo rincaro dei prezzi del petrolio. Il rapporto intermedio afferma che la politica monetaria dovrebbe continuare a concentrarsi sul riallineamento dell'inflazione all'obiettivo e sottolinea la necessità di maggiori sforzi da parte dei governi per ripristinare i margini di bilancio e rispondere alle sfide future, compresa la transizione climatica. Occorre rilanciare gli sforzi di politica strutturale per rafforzare le prospettive, attribuendo priorità al rinvigorimento del commercio globale. Il Rapporto intermedio fornisce un aggiornamento delle valutazioni riportate nell'edizione di giugno 2023 delle Prospettive economiche dell'OCSE (numero 113).

Sin embargo, los avances en las diferentes dimensiones del bienestar han sido insuficientes. En particular, las disparidades socioeconómicas y territoriales siguen siendo importantes, y las instituciones públicas aún enfrentan desafíos relevantes. Para que la República Dominicana avance en una senda de desarrollo más inclusivo y sostenible, es necesario abordar tres dimensiones críticas. En primer lugar, proporcionar empleos de calidad para todos, con especial énfasis en impulsar la formalización y la transformación productiva. En segundo lugar, movilizar más financiamiento público y privado para el desarrollo, con sistemas fiscales más progresivos y eficaces, un gasto público más eficiente, y mercados de capitales más profundos. En tercer lugar, acelerar la transformación digital para impulsar la productividad, mejorar la inclusión y apoyar la creación de empleo.

Despite this remarkable progress, disparities remain between SMEs and chaebols, manufacturing and services, ICT and non-ICT industries, and urban and rural areas. Korea also grapples with societal and economic vulnerabilities, including an aging population, a significant carbon footprint, limited renewable energy use, and pronounced gender inequality. To further seize opportunities for equitable and inclusive growth, Korea must foster a shared national vision to develop science, technology, and innovation to address societal issues, enhance R&D policy implementation, promote excellent research, further internationalise, and broaden technology diffusion.

Building on the fifth edition of the Social Institutions and Gender Index (SIGI), the SIGI 2023 Global Report provides a global outlook of discriminatory social institutions, the fundamental causes of gender inequality. It reveals how formal and informal laws, social norms and practices limit women's and girls' rights and opportunities in all aspects of their lives. Globally, 40% of them continue to live in countries where gender-based discrimination is assessed as high or very high. The report stresses how discriminatory social institutions curtail women's and adolescents' fundamental access to sexual and reproductive health and rights. It also sheds light on the gendered impacts of climate change and underlines how women can play a pivotal role in climate change mitigation and adaptation. To accelerate efforts aimed at achieving SDG 5 and eliminating the underlying and structural factors that hamper women's empowerment, the report offers concrete policy actions. It calls for a gender-transformative approach to leverage crises and challenges into windows of opportunity to establish women and men as agents of change.

    Kurzfassung: This paper evaluates the link between educational policies and i) student performance and ii) macroeconomic measures of productivity. The analysis has two stages. First, using the 2015 and 2018 PISA databases, it quantifies the relationship between student test scores and the characteristics of students taking the tests, their school environment and national educational systems. Second, assuming that these relationships reflect the effect of different characteristics/policies on student test performance, the second stage converts the latter into an estimated effect on macroeconomic measures of productivity using a new measure of human capital as an intermediary variable. This new measure of human capital, devised in previous OECD work, combines student test scores and mean years of schooling with estimated elasticities that suggest the former is more important. The analysis shows a positive association between spending on education and student test scores, but only for levels of student expenditure below the OECD median, suggesting scope for currently low-spending countries to raise student performance with potential gains to long-run productivity. Boosting participation in early childhood education as well as improving teacher quality is found to generate large aggregate productivity gains. There are significant, but smaller, macroeconomic gains for many countries from limiting grade repetition and ability grouping across all subjects as well as increasing the accountability of schools. Finally, the results provide evidence for income inequality having a major influence on productivity through a human capital channel.

Au vu de ces besoins apparemment contradictoires, adopter une approche de l’intégration visant un double objectif permettrait de prévoir à la fois la possibilité d’un séjour d’une durée indéterminée dans le pays d’accueil et celle d’un retour des réfugiés en Ukraine, tout en s'attachant à minimiser les éventuels obstacles au retour.

It directly disrupted maritime activities in the Black and Azov seas, causing the suspension of Ukrainian port operations and agricultural exports. Although an export corridor temporarily resumed activities, the termination of the agreement in July 2023 continues to affect Ukrainian shipping. International sanctions against Russia and Belarus have notably targeted shipowners and shipbuilders, restricting Russian ships' access to OECD ports. These sanctions have also halted orders for Russian ship owners in OECD countries, reducing new orders and vessel completions in Russian shipyards. While global seaborne trade and ship demand remain relatively unaffected, the war has prompted longer-term impacts such as altered trading routes, changes in energy demand and costs, potential implications for maritime decarbonisation, and an increase in "dark fleet" vessels.

    Kurzfassung: This paper describes an algorithm, “DoomBot”, which selects parsimonious models to predict downturns over different quarterly horizons covering the ensuing two years for 20 OECD countries. The models are country- and horizon-specific and are automatically updated as the estimation sample period is extended, so facilitating out-of-sample evaluation of the algorithm. A limited combination of explanatory variables is chosen from a much larger pool of potential variables that include those that have been most useful in predicting downturns in previous OECD work. The most frequently selected variables are financial variables, especially those relating to credit and house prices, but also include equity prices and various measures of interest rates (such as the slope of the yield curve). Business cycle variables -- survey measure of capacity utilisation, industrial production, GDP and unemployment -- are also selected, but more frequently at very short horizons. The variables selected do not just relate to the domestic economy of the country being considered, but also international aggregates, consistent with findings from previous OECD work. The in-sample fit of the models is very good on standard performance metrics, although the out-of-sample performance is less impressive. The models do, however, provide a clear out-of-sample early warning of the Global Financial Crisis (GFC), especially when considered collectively, although they do generate ‘false alarms’ just ahead of the crisis. The models are less good at predicting the euro area crisis out-of-sample, but it is clear from the evolution of the choice of variables that the algorithm learns from this episode, for example through the more frequent selection of a variable measuring euro area sovereign bond spreads. The latest out-of-sample predictions made in mid-2023, suggest the probability of a downturn is at its greatest and most widespread since the GFC, with the largest contributions to such risks coming from house prices, interest rate developments (as measured by the slope of the yield curve and the rapidity of the change in short rates) and oil prices. On the other hand, warning signals from business cycle variables and equity prices, which are often good downturn predictors at short horizons, are conspicuously absent.

    Kurzfassung: Subnational governments in Asia and the Pacific are key providers of the public services and infrastructure required to achieve the Sustainable Development Goals. Given this role, it is essential that policymakers and development partners understand and support the effective functioning of multi-level governance structures and subnational government finances across the region. This joint OECD-ADB report provides a comprehensive overview of subnational governments across Asia and the Pacific. It covers over 467,000 subnational governments from 26 countries, which represent 53% of the world’s population and 40% of global GDP. On average in 2020, subnational governments in the region accounted for 29% of total public expenditure (8.8% of GDP), 35% of total public revenue (8.5% of GDP) and 38% of public investment (2% of GDP). Harnessing unique data from the 3rd edition of the OECD-UCLG World Observatory on Subnational Government Finance and Investment, the analysis highlights how decentralisation and territorial reforms have reconfigured the structures and finances of subnational governments in the region. It covers a range of topics including fiscal rules, financial management capacity, priority-based budgeting, asset management and the use of public-private partnerships.

    Kurzfassung: The digital economy is growing, with producers increasingly using digital technology to revolutionise their production processes, and with new business models being created based on the digital transformation. To improve the visibility of digitalisation in macroeconomic statistics, the Digital Supply and Use Tables (SUTs) framework has been developed under the auspices of the OECD’s Informal Advisory Group (IAG) on Measuring GDP in a Digitalised Economy. In the Digital SUTs framework, three dimensions are introduced for measuring the digital economy: the nature of the transaction (the “how”), the goods and services produced (the “what”), and the new digital industries (the “who”). The OECD Handbook on Compiling Digital SUTs explains these three dimensions and includes examples. It also presents the high priority indicators that have been agreed by the IAG and includes recommended templates for producing the outputs.

To address them, the report provides several cross-cutting and sector-specific policy recommendations to accelerate Samoa’s transition to a sustainable ocean economy.
