    Abstract: This book is dedicated to the role of soft law in the enforcement of EU law vis-à-vis the Member States. Apart from the Treaty infringement procedure, there is an increasing number of procedures, mostly laid down in secondary law, by which the EU – often availing itself of soft law – aims at ensuring Member States’ compliance with EU law. These procedures are compared with each other, also with respect to their use of soft law, and their conformity with primary law is examined

    Abstract: The history of Europe in the 20th century is closely tied to the history of urban planning. Social and economic progress but also the brute treatment of people and nature throughout Europe were possible due to the use of urban planning and the other levels of spatial planning. Thereby, planning has constituted itself in Europe as an international subject. Os treze textos revelam aspectos pouco conhecidos sobre arquivos e materiais e trazem à luz um conjunto de fundos documentais, boa parte deles inéditos. Em estreita articulação com os núcleos de documentação publicados na plataforma digital Res Sinicae, surgem abordadas obras e percursos colectivos e individuais de alguns agentes dessa interculturalidade, nomeadamente, alguns jesuítas portugueses da vice-província da China e da província do Japão: Álvaro Semedo (1585–1658), Francisco Furtado (1587–1653), António de Gouveia (1592/1594–1677), Francisco Cardim (1596–1659), Tomás Pereira (1646–1708) e Marcelo Leitão (1679–1755). O livro dá ainda a conhecer algumas das vias e meios da transmissão cultural e científica operada nos dois sentidos, entre a China e a Europa, no período 1600–1800. São tratados temas como a recepção de Martino Martini em Portugal, em 1657; o papel de jesuítas estrangeiros no ensino da matemática nos colégios jesuítas de Évora e de Lisboa, no século XVIII; a disseminação da astrologia europeia na Ásia; ou, ainda, de que forma a sinologia ocidental, já no século XIX, deixou de ser um campo de conhecimento dominado por missionários católicos. O livro «Res Sinicae». Pessoas, papéis e intercâmbios culturais entre a Europa e a China (1600–1800) reúne um conjunto de estudos inicialmente apresentados nas Jornadas «Res Sinicae 2021. Arquivos e Materiais», realizadas a 15 e 16 de Abril desse ano. Posteriormente, outros textos foram incorporados ao livro de modo a completar a temática em estudo. Os textos aqui publicados foram, numa primeira fase, objecto de avaliação do Conselho Editorial do projecto Res Sinicae e, numa segunda fase, alvo de peer review. A publicação desta obra, no quadro do projecto da Fundação para a Ciência e a Tecnologia (FCT) intitulado «Res Sinicae. Base digital de fontes documentais em latim e em português sobre a China (séculos XVI a XVIII). Levantamento, edição, tradução e estudos» (PTDC/LLT-OUT/31941/2017), albergado no Centro de Estudos Clássicos da Faculdade de Letras da Universidade de Lisboa, responde a uma das suas principais prioridades, a de produção e divulgação dos resultados científicos da investigação desenvolvida pela equipa e colaboradores. Os treze estudos reunidos neste volume revelam um conjunto de fundos documentais, boa parte deles inéditos, e apontam para novas vias de investigação no quadro das relações interculturais estabelecidas entre a Europa, com enfoque especial para Portugal, e a China, entre 1600 e 1800. While other books have analyzed the barriers to higher office that women face, this book reveals how women in positions of power are still forced to balance feminine stereotypes with the perception of power as masculine in order to prove their legitimacy. By examining intraparty dynamics, this book offers a unique comparison between a majoritarian presidential and Westminster parliamentary system.     Abstract: "Drawing on poststructuralist approaches, Craig Martin outlines a theory of discourse, ideology, and domination that can be used by scholars and students to understand these central elements in the study of culture, whether religion, gender, race, or other critical categories for analysis. The book shows how discourses are used to construct social institutions often classist, sexist, or racist and that those social institutions always entail a distribution of resources and capital in ways that capacitate some subject positions over others. Such asymmetrical power relations are often obscured by ideologies that offer demonstrably false accounts of why those asymmetries exist or persist. The author provides a method of reading in order to bring matters into relief, and the last chapter provides a case study that applies his theory and method to racist ideologies in the United States, which systematically function to discourage white Americans from sympathizing with poor African Americans, thereby contributing to reinforcing the latter s place at the bottom of a racial hierarchy that has always existed in the US."--

    Abstract: "This volume tackles the role of smell, under-explored in relation to the other senses, in the modern rejection, reappraisal and idealisation of antiquity. Among the senses olfaction in particular has often been overlooked in classical reception studies due to its evanescent nature, which makes this sense difficult to apprehend in its past instantiations. And yet, the smells associated with a given figure or social group convey a rich imagery which in turn connotes specific values: perfumes, scents and foul odours both reflect and mould the ways in which a society thinks or acts. Smells also help to distinguish between male and female, citizens and strangers, and play an important role during rituals. The Smells and Senses of Antiquity in the Modern Imagination focuses on the representation of ancient smells "both enticing and repugnant" in the visual and performative arts from the late 18th century up to the 21st century. The individual contributions explore painting, sculpture, literature and film, but also museum exhibitions, advertising, television series and graphic novels, which have all played a part in reshaping modern audiences' perceptions and experiences of the antique."--

Through in-depth ethnographic research into the Turkish fashion market and the work of a category of new comers, namely headscarf-wearing fashion professionals, Islam, Faith, and Fashion examines entrepreneurship in this market and the aesthetic desirability, religious suitability, and ethical credibility of fashionable Islamic dress. What makes a fashionable outfit Islamically appropriate? What makes an Islamically appropriate outfit fashionable?     Abstract: A large number of enciphered documents survived from early modern Hungary. This area was a particularly fertile territory where cryptographic methods proliferated, because a large portion of the population was living in the frontier zone, and participated (or was forced to participate) in the network of the information flow. A quantitative analysis of sixteenth-century to seventeenth-century Hungarian ciphers (300 cipher keys and 1,600 partly or entirely enciphered letters) reveals that besides the dominance of diplomatic use of cryptography, there were many examples of?private? applications too. This book reconstructs the main reasons and goals why historical actors chose to use ciphers in a diplomatic letter, a military order, a diary or a private letter, what they decided to encrypt, and how they perceived the dangers threatening their messages

    Abstract: This book examines social and medical responses to the disfigured face in early medieval Europe, arguing that the study of head and facial injuries can offer a new contribution to the history of early medieval medicine and culture, as well as exploring the language of violence and social interactions. Despite the prevalence of warfare and conflict in early medieval society, and a veritable industry of medieval historians studying it, there has in fact been very little attention paid to the subject of head wounds and facial damage in the course of war and/or punitive justice.     Abstract: IBM® zEnterprise® Data Compression (zEDC) capability and the Peripheral Component Interconnect Express (PCIe or PCI Express) hardware adapter called zEDC Express were announced in July 2013 as enhancements to the IBM z/OS® V2.1 operating system (OS) and the IBM zEnterprise EC12 (zEC12) and the IBM zEnterprise BC12 (zBC12). zEDC is optimized for use with large sequential files, and uses an industry-standard compression library. zEDC can help to improve disk usage and optimize cross-platform exchange of data with minimal effect on processor usage. The first candidate for such compression was the System Management Facility (SMF), and support for basic sequential access method (BSAM) and queued sequential access method (QSAM) followed in first quarter 2014. IBM software development kit (SDK) 7 for z/OS Java, IBM Encryption Facility for z/OS, IBM Sterling Connect:Direct® for z/OS and an IBM z/VM® guest can also use zEDC Express. zEDC can also be used for Data Facility Storage Management Subsystem data set services (DFSMSdss) dumps and restores, and for DFSMS hierarchical storage manager (DFSMShsm) when using DFSMSdss for data moves. Für die einen Ausdruck einer Vision des bereichernden Zusammenlebens verschiedener Kulturen, ist sie für die anderen Symbol einer Gesellschaft ohne nationale Identität. Ein konfliktfreies multikulturelles Miteinander voller Harmonie scheint illusorisch. Realistisch ist jedoch der Anspruch, Chancen und Güter nicht nach ethnischen Kriterien zu verteilen. Eine gerechte Welt kann nur über Solidarität unter Gleichwertigen gestaltet werden - ohne Anschauung der ethnischen Zugehörigkeit.     Abstract: Since the 1990s, internationally-supported peacebuilding interventions have become increasingly prominent. Activities focusing on rule of law and security institutions are a key component of this agenda. Despite increasing calls for more rigorous analysis of the impact of peacebuilding interventions, conceptual advances have been limited. There is little clarity on what is working, what is not, and why. This SSR Paper seeks to address this gap by mapping relevant approaches and methodologies to measuring impact. It examines how international actors have approached these questions in relation to support to rule of law and security institutions in complex peacebuilding environments. Most significantly, the paper demonstrates that measuring impact is not only feasible but necessary in order to maximise the effectiveness of major international investments in this field

As urban drug gangs and police wage war in the streets, favela residents who are especially vulnerable live in fear of being caught in the crossfire. Politicians, human rights activists, and security authorities have been working to minimize the social and economic problems at the root of this "war." Living in the Crossfire presents impassioned testimony from officials, residents, and others in response to the ongoing crisis. Maria Helena Moreira Alves and Philip Evanson provide vivid accounts from grieving mothers and members of the police working to stop the war and, among officials, from Brazil's President Luis Inácio Lula da Silva, who discusses his efforts to improve public security.

    Abstract: Although subject to little discussion, the UN has increasingly paid private military and security companies (PMSCs) for a range of services in the areas of humanitarian affairs, peacebuilding and development. However, this practice has rarely translated into coherent policies or guidelines that could guide the UN in setting standards or ensuring responsible contracting procedures. This paper explores UN demand for PMSCs and identifies the need for a more proactive, sensitive and deliberate political approach in order to avoid potential pitfalls associated with involving PMSCs in the delivery of UN tasks

So entsteht ein Bild eines ungewöhnlichen Mannes, zugleich aber auch das einer Region mit seinen Menschen, gesehen mit den Augen eines Postkarten-Wander-Malers.
    Abstract: A homeless man who lives in the Mosel valley wandering along the river talks to the author about his life experiences and life-style. He meets many people in the villages and comes across very different attitudes towards him. He appears as a man content with the life he leads, and he gives us his view of the people and scenery in the Mosel valley, seen through the eyes of an itinerant post-card artist.

    Abstract: Everyone knows the thrill of being transported by a film, but what is it that makes movie watching such a compelling emotional experience? In Moving Viewers, Carl Plantinga explores this question and the implications of its answer for aesthetics, the psychology of spectatorship, and the place of movies in culture. Through an in-depth discussion of mainstream Hollywood films, Plantinga investigates what he terms "the paradox of negative emotion" and the function of mainstream narratives as ritualistic fantasies. He describes the sensual nature of the movies and shows how film emotions are often elicited for rhetorical purposes. He uses cognitive science and philosophical aesthetics to demonstrate why cinema may deliver a similar emotional charge for diverse audiences.
