    Abstract: Understanding Economic Transitions explains the genesis, operation, and transformation of the centrally-planned socialist economy, which figured prominently in the lives of billions of people in twentieth-century Europe and Asia. Just as importantly, the centrally-planned socialist economy’s demise coincided with the shift from nonindustrial to industrial economy (and de-industrialization in some cases) and the onset of ICT-driven globalization. Using theory, empirics, and selected country case studies, this book teases out the enduring lessons from the myriad and fraught pathways of transition from socialism to capitalism. Understanding Economic Transitions provides a self-contained, comprehensive, and authoritative treatment of modern economic systems. This textbook has four features of particular use to students: (i) Using the prism of comparative institutionalism, it melds theory and evidence to revisit the varieties of planned and market-driven systems today; (ii) It takes economic planning seriously in theory and practice (central, cooperative, or indicative) as the most prominent marker of the ever-changing boundaries between state and market; (iii) It focuses on the dynamics of systemic transition in formerly socialist countries by contextualizing them in terms of the whence (central planning), the how (modalities of transition), and the whither (illiberal or liberal capitalism) of politico-economic transformation; and (iv) It examines the profound impact on these structural processes of the post-1990 phase of economic globalization.     Abstract: Stigmatization, illegality, and a gradual removal from public health services in Poland since the late 1980s indicate that abortion is a seismograph for changes in politics, public debate on ethics and religion, and the country’s prevailing »traditional« nature. This article—drawing on theoretical approaches to visual culture and the politics of aesthetics, movement framing and protest mobilization, and emotions as cultural practice—examines the evolving role of political aesthetics, its associated turmoil, and its symbolic intensity in Polish pro-choice discourse. It investigates how protesters produce, circulate, and shape prochoice protest through visual signs and slogans, as well as the role and impact of protest images within the Polish »war on abortion.« Three »angry posters« involving, respectively, symbolic appropriation, (anti-)national subversion, and the citation of popular culture are presented: Barbara Kruger’s Your Body Is a Battleground (1991/2020), Jarek Kubicki’s FUCK OFF! / This Is War (2020), and Ola Szmida’s Fighting Polish Woman (2016). The article addresses the highly expressive takeover of imageries, symbols, and aesthetic codes by women’s rights and pro-choice activists as a political collective fighting against the religiously inflected »traditionalism« propagated by church and state. Finally, some implications of visual images for feminist practice are considered in aiming at a critical discussion of feminist imageries and their political power (or also lack thereof) regarding either withstanding or bringing about transformative social change in a time of rising populism, anti-genderism, and religious fundamentalism in Europe.
    Abstract: Seit den späten 1980er Jahren werden Abtreibungen in Polen zunehmend stigmatisiert, kriminalisiert und aus dem öffentlichen Gesundheitswesen entfernt. Dieser Umgang mit Abtreibungen in Polen kann als Seismograph für Veränderungen in der Politik, dem öffentlichen Diskurs über Ethik und Religion und über den vorherrschend "traditionellen" Charakter des Landes verstanden werden. In diesem Kapitel wird – unter Rückgriff auf theoretische Ansätze zur visuellen Kultur und Politik der Ästhetik, Protestrahmung und Massenmobilisierung sowie zur kulturellen Emotionsforschung – die sich wandelnde Rolle von politischer Ästhetik und der mit ihr verbundenen Spannungsfelder und symbolischen Bedeutungen im polnischen Pro-Choice-Diskurs untersucht. Der Beitrag betrachtet wie Demonstrant*innen Pro-Choice-Proteste durch visuelle Zeichen und Slogans formen und fragt nach der Rolle und Wirkung von Protestbildern im polnischen "Krieg um die Abtreibung". Es werden drei "wütende Poster" vorgestellt, die jeweils symbolische Aneignung, (anti-)nationalen Widerstand und die Bezugnahme auf Populärkultur illustrieren: Barbara Krugers Dein Körper ist ein Schlachtfeld (1991/2020), Jarek Kubickis FUCK OFF! / Das ist Krieg (2020) und Ola Szmidas Kämpfende Polin (2016). Das Kapitel befasst sich mit der expressiven Übernahme von Bildern, Symbolen und ästhetischen Codes durch Aktivist*innen der Frauen- und Pro-Choice-Bewegung als politisches Kollektiv, das gegen den von Kirche und Staat propagierten religiösen "Traditionalismus" ankämpft. Abschließend werden einige Implikationen visueller Protestkultur für die feministische Praxis erörtert, um eine kritische Diskussion über feministische Bilder und ihre politische Macht (oder auch Ohnmacht) zu führen. Es wird beleuchtet wie diese Bilder in einer Zeit des zunehmenden Populismus, Anti-Genderismus und religiösen Fundamentalismus in Europa den Anspruch erheben sozialen Wandel verhindern oder herbeiführen zu können.

    Abstract: This paper investigates the demand for language skills using data on online job vacancies in 27 European Union member countries and the United Kingdom in 2021. Evidence indicates that although Europe remains a linguistically diverse labour market, knowing English confers unique advantages in certain occupations. Across countries included in the analyses, a knowledge of English was explicitly required in 22% of all vacancies and English was the sixth most required skill overall. A knowledge of German, Spanish, French and Mandarin Chinese was explicitly demanded in between 1% and 2% of all vacancies. One in two positions advertised on line for managers or professionals required some knowledge of English, on average across European Union member countries and across OECD countries in the sample. This compares with only one in ten positions for skilled agricultural, forestry and fishery workers and among elementary occupations.

    Abstract: A competition-friendly business regulatory environment is essential for the well-functioning of markets. It ensures that important policy goals are addressed, and market failures tackled. However, regulation can also create barriers to the entry and expansion of firms that may limit and distort competition and hinder the efficient allocation of resources, negatively affecting productivity and growth. Some of these barriers are necessary, but others may go beyond what is needed to address the policy objectives and the market failure(s) regulation is intended to solve. This paper relies on the last vintage of the Product Market Regulation indicators to determine to what extent Poland's National Recovery and Resilience Plan aims to create a more competition-friendly business environment. The analysis suggests that only a limited number of the measures included in the Plan may address regulatory weaknesses identified by these indicators. Therefore, the paper suggests OECD best practices that the country could consider to remove unnecessary regulatory barriers and boost the benefits that the investments envisaged in the Plan could bring about.

    Abstract: The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. Reviews seek to improve the quality and effectiveness of members’ development co-operation, highlighting good practices and recommending improvements. A DAC member since 2013, Poland has aligned its 2021-2030 Multiannual Programme with the 2030 Agenda, under the leadership of the Ministry of Foreign Affairs (MFA). Building on recommendations made in Poland’s first peer review in 2017, this review identifies opportunities for the Polish development co-operation system to work better together, programme bilateral official development assistance (ODA) more efficiently, and enhance multilateral and civil society partnerships. Recommendations include moving from annual calls for proposals to a more sustainable partnerships model, strengthening the MFA’s capabilities to co-ordinate with other actors in partner countries and better aligning Poland’s international engagement with its commitments to sustainable development.

A central aspect of Poland’s energy policy is reducing the reliance on coal, especially for electricity generation and building heating. There is a strong policy focus on energy security and ensuring a just transition that maintains affordable access to energy and protects vulnerable consumers, while promoting economic growth.Poland has made notable progress on energy transition. It has one of the fastest growing markets for distributed solar PV in Europe, and it has developed a strong programme to drive offshore wind deployment. Poland has also taken important steps to improve energy security, like diversifying energy imports away from Russia. However, the country’s energy mix is still dominated by fossil fuels. All sectors have considerable work ahead to meet targets for increasing the share of renewables, lowering energy demand and reducing emissions.In this report, the IEA provides a range of energy policy recommendations to help Poland smoothly manage the transition to an efficient and flexible low-carbon energy system.

    Abstract: Around one-third of the European Union’s budget is dedicated to cohesion policy, which promotes and supports the overall harmonious development of its Member States and regions. The success of this investment relies on effective partnerships among governments, stakeholders, and citizens. Citizens have a key role to play in shaping decisions on public investment, as well as in making public authorities more transparent and accountable. From July 2020-December 2021, the European Commission and the OECD partnered to explore how five authorities across Europe could place citizens at the centre of their investment decisions. This report summarises lessons learned throughout this project and, particularly, the results of applying innovative citizen participation methods to cohesion policy more broadly.

    Abstract: Understanding adults’ attitudes towards the environment is necessary to gauge the opportunities and challenges of creating effective and politically-feasible climate policies. Using data from the Wellcome Global Monitor 2020, the European Social Survey (Round 8), World Values Survey and EM-DAT, this paper examines how adults’ environmental attitudes vary within and across countries and details how environmental attitudes are associated with adults’ engagement in pro-environmental behaviours and support for environmentally-friendly policies. The paper explores whether the extent to which individuals prioritise the environment over the state of the economy or vice versa depends on individuals’ exposure to natural disasters or negative labour market conditions. Results indicate that people’s economic vulnerability and the sectors they work in impact their attitudes towards their environment and support for public policy. Furthermore, the findings suggest that increases in unemployment and exposure to natural disasters influence the extent to which individuals prioritise the environment.

    Abstract: The OECD report Urban-Rural Linkages in Poland analyses the potential of urban and rural territories for development and improved well-being. Urban and rural areas have different yet often complementary assets, and their better integration is important for socio-economic and environmental performance. The report argues that local governments need to engage in partnerships where all parties are equal, as a higher form of urban-rural co-operation. Building urban-rural partnerships in Poland would help territories enhance the production of public goods; achieve economies of scale in public service provision; co-ordinate decisions where cross-boundary effects are important and increase the capacity of the partners. Yet a lack of trust and of policy integration hinder the effectiveness of partnerships. The report found that the main incentive for Polish local governments to enter into a partnership is access to EU funds. However, while Poland has developed solid experience in the management of EU funds, it would benefit from deepening the integration and complementarity among funding streams. Moreover, the report argues that strengthening metropolitan governance will underpin efforts to facilitate the formation and management of urban-rural partnerships.

    Abstract: Being able to swim empowers individuals to make choices, have agency, and be free to choose core aspects of their life, such as working safely on or near water. It is also associated with lifelong health benefits and reduces the risk of drowning. Using data from the Lloyd’s Register Foundation World Risk Poll 2019, this paper provides the first global estimates of adults’ ability to swim without assistance. Individuals in high-income countries are considerably more likely to report being able to swim without assistance than individuals in low-income countries. Disparities also exist within countries. In particular, women are less likely to be able to swim without assistance than men in virtually all countries, birth cohorts, and levels of education. Investing in reducing inequalities in life skills, such as swimming, can foster economic development and empowerment, especially in light of threats, such as climate change.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: Gross domestic product (GDP) is the standard measure of the value of final goods and services produced by a country during a period minus the value of imports. This subset of Aggregate National Accounts comprises comprehensive statistics on gross domestic product (GDP) by presenting the three different approaches of its measure of GDP: output based GDP, expenditure based GDP and income based GDP. These three different measures of gross domestic product (GDP) are further detailed by transactions whereby: the output approach includes gross value added at basic prices, taxes less subsidies, statistical discrepancy; the expenditure approach includes domestic demand, gross capital formation, external balance of goods and services; and the income approach includes variables such as compensation of employees, gross operating surplus, taxes and production and imports. Gross domestic product (GDP) data are measured in national currency and are available in current prices, constant prices and per capita starting from 1950 onwards.

    Abstract: Communism's Public Sphere explores the political role of cultural spaces in the Eastern Bloc. Under communist regimes that banned free speech, political discussions shifted to spaces of art: theaters, galleries, concert halls, and youth clubs. Kyrill Kunakhovich shows how these venues turned into sites of dialogue and contestation. While officials used them to spread the communist message, artists and audiences often flouted state policy and championed alternative visions. Cultural spaces therefore came to function as a public sphere, or a rare outlet for discussing public affairs. Focusing on Krakow in Poland and Leipzig in East Germany, Communism's Public Sphere sheds new light on state-society interactions in the Eastern Bloc.

    Abstract: This book analyses the current legal situation and protection of vulnerable groups in Lithuania, Latvia, Estonia and Poland. In recent decades, national legislation in many European states has especially focused on vulnerable groups with the aim of securing their enhanced protection and social inclusion. This trend is also noticeable in North-Eastern Europe, where the legal frameworks are constantly being revised to address the needs of vulnerable parts of society, including women, children, the elderly, people with disabilities, and minorities, as well as prisoners and victims of crime. But despite these positive changes, many challenges persist. In this book, the authors provide a comprehensive, comparative analysis of legal regulations and practices intended to protect vulnerable groups in Lithuania, Latvia, Estonia and Poland, and in the process, share insights into the current situation and trends in this often-overlooked region. Part I introduces readers to the topic by defining the concept of vulnerable groups and elaborating on its understanding in the European and national contexts. Part II analyses the legal protection of groups characterised by inherent and/or circumstantial vulnerability, while Part III addresses specific crime-related vulnerability issues in the target region. In closing, Part IV puts the spotlight on three specific vulnerable groups in the discussed countries.

New research methods employed include approaches to family structures drawn from sociology, such as life-cycle and life-course analysis, as well as anthropological methods to reconstruct kinship in communities. Spanning several centuries, and from the river Oder to the Black Sea, the Baltic, Lithuania, Belarus and the Ukrainian borderlands, this volume is a major contribution to the historiography on East Central Europe, a region still too often omitted from histories of Europe.     Abstract: The attitudes of societies towards age in an aging Europe have now become a social phenomenon. This study, which examines and deals with this phenomenon in various European countries, provides an opportunity to analyze the dimensions of ageism in different contexts. Based on these analyses, the exposure levels of older individuals to ageism in aging societies and the discriminatory attitudes of younger generations have been revealed. The book aims to make contributions to the field of ageism in European countries and contains a brief literature review on ageism and descriptive analyses in country context. As part of the project "WISELIFE: Raising Awareness About Ageism" funded by EU ERASMUS+, this book investigates the concept of ageism in Turkey, Hungary, Poland and Italy. It is an essential resource for institutions working with older people, non-governmental organizations, academic circles dealing with age discrimination, and organizations such as the continuing education centers and lifelong learning centers providing education for older people to understand age discrimination and the situation of this concept in Europe

    Abstract: Niniejszy raport zawiera ocenę zarządzania publicznego i rozwoju terytorialnego w polskich jednostkach samorządu terytorialnego (JST). Zawiera on kluczowe zalecenia dla władz na poziomie krajowym, regionalnym i lokalnym w Polsce, dotyczące sposobów wzmocnienia rozwoju i poprawy świadczenia usług oraz usprawnienia procesów zarządzania w jednostkach samorządu terytorialnego. Raport odnosi się do ośmiu kluczowych obszarów tematycznych: planowania strategicznego, koordynacji pomiędzy jednostkami administracji i politykami sektorowymi, wielopoziomowego zarządzania i potencjału inwestycyjnego, wykorzystywania wyników monitoringu i ewaluacji w procesie podejmowania decyzji, budżetowania, strategicznego zarządzania zasobami ludzkimi, otwartego rządzenia oraz polityki regulacyjnej mającej na celu zmniejszenie obciążeń administracyjnych i uproszczenie procedur zamówień publicznych. W raporcie zaproponowano klasyfikację JST w Polsce opartą na typologii OECD, w celu odzwierciedlenia funkcjonalności gospodarczej poszczególnych regionów/terytoriów, aby pomóc JST w opracowaniu bardziej efektywnej polityki rozwoju lokalnego. Narzędzie samooceny dla JST w Polsce uzupełnia raport i dostarcza kluczowych wskaźników, które pozwolą powiatom i gminom ocenić swoje mocne i słabe strony w zakresie zarządzania publicznego i praktyk rozwoju lokalnego, zaplanować, jak lepiej służyć obywatelom, wzmocnić zrównoważony rozwój lokalny i zaangażować interesariuszy w budowanie wspólnej wizji i planu działania.

This report sheds light on the drivers of economic inactivity across Polish regions and analyses them in light of both individual and structural factors associated with labour force participation. It highlights the need for more inclusive active labour market policies to help integrate the economically inactive into labour markets across Poland. A better integration of services provided by national and local institutions, as well as a strengthened role of the social economy, is needed to address the complex needs of economically inactive persons.

    Abstract: This report provides an assessment of public governance and territorial development in Polish local self-government units (LSGUs). It offers key recommendations to governments at the national, regional and local levels in Poland on how to enhance development, improve service delivery and strengthen management processes within LSGUs. It addresses eight key thematic areas, including strategic planning, co-ordination across administrative units and policy sectors, multi-level governance and investment capacity, the use of monitoring and evaluation evidence for decision-making, budgeting, strategic workforce management, open government, and regulatory policy to reduce administrative burden and simplify public procurement. The report proposes a classification of LSGUs in Poland based on OECD typology, in order to reflect the economic functionality of specific regions/territories as a means to help LSGUs design more effective local development policies. A self-assessment tool for LSGUs in Poland complements the report and provides key indicators that allow counties and municipalities to assess their main strengths and weaknesses on public governance and local development practices, plan how to better serve citizens, enhance local sustainable development and engage with stakeholders to build a collective vision and plan of action.

    Abstract: This dataset includes pension funds statistics with OECD classifications by type of pension plans and by type of pension funds. All types of plans are included (occupational and personal, mandatory and voluntary). The OECD classification considers both funded and book reserved pension plans that are workplace-based (occupational pension plans) or accessed directly in retail markets (personal pension plans). Both mandatory and voluntary arrangements are included. The data includes plans where benefits are paid by a private sector entity (classified as private pension plans by the OECD) as well as those paid by a funded public sector entity. Data are presented in various measures depending on the variable: millions of national currency, millions of USD, thousands or unit.

    Abstract: "This volume analyses the constructions and realities of childhood in Poland, c. 1050-1300 CE, by examining a range of texts and considering the ways in which children fit within textual frameworks and genres. These texts include two major chronicles, monastic sources, and hagiography related to five major saints. The textual sources are put into conversation with findings from archaeology.     Abstract: The COVID-19 crisis has had a profound impact on SME access to finance. In particular, the sudden drop in revenues created acute liquidity shortages, threatening the survival of many viable businesses. The report documents an increase in demand for bank lending in the first half of 2020, and a steady supply of credit thanks to government interventions. On the other hand, other sources of finance declined, in particular early-stage equity. This paper, a special edition of Financing SMEs and Entrepreneurs, focuses on the impacts of COVID-19 on SME access to finance, along with government policy responses. It reveals that the pre-crisis financing environment was broadly favourable for SMEs and entrepreneurs, who benefited from low interest rates, loose credit standards and an increasingly diverse offer of financing instruments. It documents the unprecedented scope and scale of the policy responses undertaken by governments world-wide, and details their key characteristics, and outlines the principal issues and policy challenges for the next phases of the pandemic, such as the over-indebtedness of SMEs and the need to continue to foster a diverse range of financing instruments for SMEs.

    Abstract: The rapid internationalisation of the Polish economy has helped develop competitive export-led manufacturing and services sectors fostering robust growth and productivity performance. However, the benefits of this development have been unequal. Many small and medium-sized enterprises (SMEs), some regions and social groups have lagged behind. Poland’s integration into world trade has largely focussed on downstream activities of value chains and relatively labour-intensive products that incorporate little domestic value added. The coronavirus (COVID-19) crisis has put additional pressures on SMEs. A broad range of well-coordinated policies is required to boost SMEs’ internationalisation and their productivity, while easing labour reallocation during the ongoing recovery. Providing stronger support for training programmes in smaller firms and within small firms’ networks would help them upgrade the skills of their workforce, notably for their managers, and ease new technology adoption and internationalisation. Streamlining regulations on start-ups and limiting regulatory and tax barriers to firm expansion would raise firm entry and growth. Strengthening post-insolvency second chance policies for honest entrepreneurs would ease resource reallocation and the adaptation of SMEs to an uncertain and rapidly changing international environment. Improving transport and digital infrastructure would lower trade costs and raise productivity. Ensuring that innovation policies adapt to smaller firms would boost their innovativeness and ease their integration in national and international value chains.

    Abstract: "The incorporation of German territories east of the Oder and Western Neisse rivers into Poland in 1945 was linked with the difficult process of an almost total exchange of population and involved the taking over of a region in which the WWII had effected an enormous level of destruction.     Abstract: In 1932, the budding twenty-three-year-old photographer Nachum Gidalewitsch (who would later become the celebrated Israeli photographer Tim Gidal) set out from his hometown of Munich, Germany, to visit relatives and photograph what were to him the exotic locals in Jewish Poland. The extraordinary photographic record of that visit is here presented for the first time in book form, in a poignant testimony and remembrance of a community that had no way to know it was in its last years. Gidal, who emigrated to British Mandate Palestine in 1936, was one of a select group of photographers who took advantage of new technology, specifically the lightweight and portable nature of the Leica camera, to found the pioneering field of photojournalism.     Abstract: In 1932, the budding twenty-three-year-old photographer Nachum Gidalewitsch (who would later become the celebrated Israeli photographer Tim Gidal) set out from his hometown of Munich, Germany, to visit relatives and photograph what were to him the exotic locals in Jewish Poland. The extraordinary photographic record of that visit is here presented for the first time in book form, in a poignant testimony and remembrance of a community that had no way to know it was in its last years. Gidal, who emigrated to British Mandate Palestine in 1936, was one of a select group of photographers who took advantage of new technology pecifically the lightweight and portable nature of the Leica camera to found the pioneering field of photojournalism.
