    Kurzfassung: The COVID-19 pandemic resulted in significant disruption in schooling worldwide. This paper uses global test score data to estimate learning losses. It models the effect of school closures on achievement by predicting the deviation of the most recent results from a linear trend using data from all rounds of the Programme for International Student Assessment. Scores declined by an average of 14 percent of a standard deviation, roughly equal to seven months of learning. Losses were greater for students in schools that faced relatively longer closures, boys, immigrants, and disadvantaged students. Educational losses may translate into significant national income losses over time

    Kurzfassung: To what extent has the learning progress of school-aged children slowed during the COVID-19 pandemic? A pre-registered analysis of the first international assessment to be published since the pandemic is conducted to estimate the impact of COVID-19 on student reading. The effect of closures on achievement is modeled by predicting the deviation of the most recent results from a linear trend in reading achievement using data from all rounds using data from 28 countries in Europe and Central Asia. Reading scores declined by an average of 20 percent of a standard deviation, equivalent to just less than a year of schooling. Losses are significantly larger for students in schools that faced relatively longer closures. While there are no significant differences by sex, it is shown that lower-achieving students experienced much larger losses

    Kurzfassung: This paper uses machine learning methods to identify key predictors of teacher effectiveness, proxied by student learning gains linked to a teacher over an academic year. Conditional inference forests and the least absolute shrinkage and selection operator are applied to matched student-teacher data for math and Kiswahili from grades 2 and 3 in 392 schools across Tanzania. These two machine learning methods produce consistent results and outperform standard ordinary least squares in out-of-sample prediction by 14-24 percent. As in previous research, commonly used teacher covariates like teacher gender, Education, experience, and so forth are not good predictors of teacher effectiveness. Instead, teacher practice (what teachers do, measured through classroom observations and student surveys) and teacher beliefs (measured through teacher surveys) emerge as much more important. Overall, teacher covariates are stronger predictors of teacher effectiveness in math than in Kiswahili. Teacher beliefs that they can help disadvantaged and struggling students learn (for math) and they have good relationships within schools (for Kiswahili), teacher practice of providing written feedback and reviewing key concepts at the end of class (for math), and spending extra time with struggling students (for Kiswahili) are highly predictive of teacher effectiveness. As is teacher preparation on how to teach foundational topics (for both Math and Kiswahili). These results demonstrate the need to pay more systematic attention to teacher preparation, practice, and beliefs in teacher research and policy

Cela leur a egalement fourni des donnees probantes pour confirmer ou refuter les affirmations d'amelioration ou de degradation des normes de performance des eleves dans le temps. En depit de l'accroissement de l'activite d'evaluation, la valeur potentielle des donnees fournies par les evaluations est encore mal reconnue, et les competences requises pour mener une evaluation techniquement solide continuent a manquer.     Kurzfassung: This paper identifies endogenous social effects in mathematics test performance for eighth graders in rural Bangladesh using information on arsenic contamination of water wells at home as an instrument. In other words, the identification relies on variation in test scores among peers owing to exogenous exposure to arsenic contaminated water wells at home. The results suggest that the peer effect is significant, and school selection plays little role in biasing peer effects estimates

    Kurzfassung: Vegas explores how schools change in response to increased competition generated by voucher programs in Chile. A unique data set provides information on teacher demographics and labor market characteristics, as well as teachers' perceptions of school management. When teacher data are marched with school-level data on student achievement using a national assessment data set (SIMCE), some teacher and school characteristics affect student performance, but a great deal of unexplained variance among sectors remains important in predicting student outcomes. Teacher education, decentralization of decisionmaking authority, whether the school schedule is strictly enforced, and the extent to which teachers have autonomy in designing teaching plans and implementing projects all appear to affect student outcomes. Interestingly, teacher autonomy has positive effects on student outcomes only when decisionmaking authority is decentralized.
