    Abstract: The five-yearly mass animal sacrifice offered at the festival of the goddess Gaḍhī Māī (Gaḍhī Māī Melā) temple in Bariyarpur, Bara District, in southern Nepal, drew local and international attention in 2009, when news and vivid pictures of the slaughter of thousands of animals circulated globally, giving rise to vehement protests from individuals and animal rights associations. In November 2014, three Public Interest Litigation (PIL) petitions against the sacrifices at the Gaḍhī Māī Melā were filed at the Supreme Court of Nepal. In a 52-page judgment published in August 2016 that dealt with these petitions together, the Supreme Court discussed and criticised the practice of animal sacrifice and ordered the Government of Nepal to implement policies that would lead to its eventual discontinuation. This paper is based on the analysis of legal documents and on interviews with the parties. We present the trajectory of this court case from 2014 to 2019, and we focus on the court’s decision, its call for social progress in the name of modernity, its reasoning on whether animal sacrifice is a valid expression of Hinduism, its consideration for this practice deeply rooted in Nepali society, and its call to the government to define and ensure the rights and welfare of animals, meeting the aspiration of the activists. The Court’s decision lays down principles that are applicable to sacrifices in other temples and ends up being a discussion of the place of animal sacrifice in Hinduism and in modern Nepal

    Abstract: The introduction focuses on the issues raised by the debate on animal sacrifice over the centuries, both in the West and in South Asia. Not only did the current Indian judicial system evolve from the British colonial legacy, but internationally, many current arguments on the protection of animals call upon Indian religious and philosophical concepts as well as Western notions and values. The recent judicialisation of these debates has led to the emergence of new questions, worldwide, concerning the legal status of animals and focusing particularly on animal sacrifice and ritual slaughter. In South Asia, animal sacrifice was criticized over the centuries by sectarian and devotional movements, but these criticisms gained new impetus from the actions of Christian missionaries who projected onto India the opposition between religio and superstitio used by the first Christian writers in rejecting animal sacrifices in ancient Rome. This had a profound impact on nineteenth-century Hindu reformist leaders who also took a stand against animal sacrifice. This aspect of the debate has been taken up by Indian judges, some of whom take a spiritualistic approach to religion and are pushing for Hindu religious reforms

    Abstract: Animal sacrifices are commonly practised in Himachal Pradesh on various occasions, including public festivals at the district level. Over recent years criticism of the practice has increased and some cases have been brought before the court. This chapter focuses on three court cases that were jointly decided in 2014 by the Himachal Pradesh High Court, where the judge ruled a total ban on animal sacrifice in the state of Himachal Pradesh. The case is still pending at the Supreme Court which means that it may potentially have an impact at national level. I first consider the context of this controversy, and the official and unofficial discourses of those involved in the case. Based on the court file, newspapers and ethnographic data, I then analyse the judicial handling of the case, which refers to legal, ritual, or reformist arguments or to animal welfare. The last section draws a comparison with a case concerning animal sacrifice in the Santeria religion, decided by the U.S. Supreme Court, in order to bring out differences in the legal approaches in the two cases despite being both grounded in common law. It shows how, contrary to the legal handling of this issue in the Santeria case where the main concern is to protect religious freedom, in the Himachal Pradesh case the judge explicitly and repeatedly appealed to the role of the court in defining religion (as opposed to superstition), and to the court’s responsibility in favouring ‘moral progress’ and promoting religious reforms

When the Khmer Rouge abolished currency and markets in 1975, starving Cambodians created underground exchanges in labor camps throughout the country, bartering luxury items for food and other necessities, while simultaneously undermining the regime’s ideological goals of eliminating any traces of capitalism in Democratic Kampuchea. Pribble asserts three key points about the barter economy in the Khmer Rouge labor camps. First, the underground exchanges in Democratic Kampuchea provided food and medicine for desperate people subsisting under a totalitarian regime, saving the lives of countless Cambodians. Second, bartering was the riskiest way to obtain food because it was dependent upon the discretion of two or more individuals from different social classes under the threat of violent punishment, thereby altering the social dynamics of the camps. Finally, despite the regime’s extreme efforts to eliminate foreign influence from the country and impose communist ideology on millions of citizens, basic forms of market capitalism and a demand for superfluous luxury goods persisted in labor camps throughout the country.     Abstract: This book provides an overall picture of East Asian international politics during the early interwar period and examines the various foreign policy trends of the major powers involved, including Japan, China, Britain, the United States, and the Soviet Union. Based on extensive original research, it posits that East Asia experienced four waves of international change during the interwar period: the transition to the post-World War I international order; the appearance of Nationalist China and the Soviet Union as actors in East Asian international politics; the Japanese invasion of Manchuria; and Japanese implementation of the North China Buffer State Strategy. It considers the new challenges brought about by each of these waves, how the powers – particularly Japan, Britain, and the United States – were able to meet these challenges by working together, and how this became more difficult as time went on. It argues that the Washington System – the international order established at the 1921–1922 Washington Naval Conference – was not a break with the past, as is frequently argued, on account of new forms of foreign policy, including the ideological approaches of the United States and the Soviet Union, but that rather spheres of influence diplomacy continued as before. In addition, in discussing Japanese foreign policy, the book provides a comprehensive picture of the diversity of views towards China among Japanese actors and the ways these shifted over time.     Abstract: Elaborating on Goffman’s ideas of self and face, the chapter examines the ways in which patients with personality disorders manage the stigma of impulsive behaviours (such as verbal or physical violence) in psychiatric assessment interviews. Patients display three different types of stance when they describe their impulsive behaviours. They can (1) show self-reproach through evaluations, verbal marking of the exceptionality of their behaviour, or through bodily displays. They can also (2) lessen the reproach by conveying that there are also moments or aspects of their behaviour when they do not deviate from the norm. Sometimes, however, the patients (3) defy the reproach by showing joy or satisfaction with their impulsive behaviours. In these three empires, the cities served as hubs of imperial rule: their institutions and infrastructures enabled the diffusion of power within the empires while they also served as the stages where the empire was displayed in monumental architecture and public rituals. To this day, many cities possess a distinctively imperial legacy in the form of material remnants, groups of inhabitants, or memories that shape the perceptions of in- and outsiders. The contributions to this volume address in detail the imperial entanglements of a dozen cities from a long-term perspective reaching back to the eighteenth century. They analyze the imperial capitals as well as smaller cities in the periphery. All of them are ""imperial cities"" in the sense that they possess traces of imperial rule.     Abstract: This chapter addresses the interpretations of the emerging social question in the field of post-revolutionary French liberalism. It focuses on the cholera outbreak of 1832 to describe how it fostered unprecedented and dramatic representations of urban pauperism chiefly marked by feelings of panic and distress with respect to the new “dangerous classes” brought into being by the Industrial Revolution. By analysing the pandemic crisis, the chapter shows that these subjects were initially perceived not merely as a different social class, but also – and especially – as a different “race,” according to a conception exemplified by the metaphor of “new barbarians” invading the manufacturing cities. Hence, the chapter retraces a transformation whereby these initial representations of the subaltern classes based on fear and exclusion gradually gave way to the rise of social research on the subaltern classes aimed at elaborating new welfare policies as risk reduction strategies. These initiatives of social investigation are described as marking the origins of the methods and epistemology of modern social sciences, which are the focus of the following chapter

    Abstract: This chapter extends some of the observations that Goffman made on a class of vocalisations he called ‘response cries’ (1978) to the domain of the multi-modal by examining an embodied practice in English interaction: a particular facial expression that 1) has particular compositional features and 2) occurs in a particular sequential position. Compositionally, this expression consists of raised eyebrows and pursed lips; sequentially, it is produced in response to a claim made by a co-participant. Instances from both institutional and mundane interaction are examined here. These show participants may or may not be gazing at their co-participant; the expression is not necessarily designed to get uptake. In this respect, this facial expression resembles Goffman’s ‘response cries’ in being produced in the presence of others, but not necessarily designed to get responses from those others. Response relevance is seen to be shaped as much by sequential position as features of composition. This facial expression is shown, when analysed in its sequential environment, to constitute an embodied display of scepticism

    Abstract: Multilingual handwritten texts offer fruitful ground for the study into the visual aspects of the co-occurrence of languages, i.e. the pragmatics on the page (Carroll et al. 2013). This paper draws on the Electronic Repository of Greater Poland Oaths, 1386-1446 (eROThA) based on the oldest collection of secular texts from medieval Greater Poland, attesting the vernacular beyond glosses. Although this early court documentation was written predominantly in Latin, it includes Old Polish in witness oaths which may be metatextually and/or visually delimited. The repository gives access to the lesser known, specialised administrative texts from East-Central Europe, enriched with information drawn from the facsimiles of original manuscripts. In terms of language devices, the vernacular witness oath tends to be marked metatextually by means of items characterised by code ambiguity. Visually, boundary marking differs in salience, i.e. ranging from text blocking, which is visible on the level of mise-en-page, to features of punctuation and/or script with subtle separation effects. This study focuses on the former type of code and discourse boundary, viewed as interfaces of its bilingual nature with the visual modality of page organisation. A quantification of its patterns allows an exploration of the temporal and regional variation as reflected in six localisations of the eROThA collection over a period of sixty years

    Abstract: The United Arab Emirates puts tremendous effort into protecting the Arabic language and reinforcing its position as the language of the country’s constitution and national identity. The country’s higher education system is built on English-medium instruction, which, alongside the worldwide adherence to native-like norms that accompanies English as a global language, appears to reduce the opportunities for Arab students to take ownership of English. This chapter focuses on the negotiable space between Arabic and English in a United Arab Emirates English-medium instruction higher education context. Data were triangulated from self-reflections by thirty Emirati students (20 females and 10 males) and interviews with four faculty members of maths and information technology who taught through English. The findings show that while English-medium instruction is considered a form of multilingual education, Arabic was believed to have a positive impact on the students’ control over their university courses. The chapter provides implications for how multiple competencies can help Arab students exercise ownership of English, reduce their linguistic and cultural insecurities, and retain their identity while learning in an English-medium instruction context

    Abstract: This chapter begins by providing an overview of the many educational reforms which have taken place in the United Arab Emirates within its short history as a nation. Pushed forward by neoliberalism and globalisation, such reforms have largely focused on increasing amounts of English-medium instruction at all levels of education. In the United Arab Emirates, not only does English dominate teaching and learning, but its ‘de facto lingua franca’ status in public domains has led to heated debates centred around the effects of ‘Englishisation’ on the Arabic language, as well as its impact on local cultural identities. The chapter discusses the concept of agency with reference to student and teacher roles in English-medium instruction settings. Specifically, the sociolinguistic implications of English-medium instruction for Arabic-speaking university students are explored. It is argued that often structural constraints such as ‘English only’ classroom policies reinforce monolingual ideologies, with English also acting as a gatekeeper to academic success, so that naturally occurring translingual practice is deprecated. Referencing previous research, the chapter will conclude by advocating the need for increased choice and agency surrounding English-medium instruction in order for educational experiences to be empowering rather than subtractive

This study investigates the conceptual contributions made by Spanish MPs in the course of the constitutional debate of 1931 by assuming, as a research approach, an interdisciplinary stance combining conceptual history, political theory, and parliamentary constitutional history. By doing so, it selects five determining issues: the pervasive discussion about two competing meanings of a democratic state; the rhetorical uses of reform and revolution; conceptual controversies about religious freedom; the disputed idea of property rights; and the functions of parliament and the president of the republic in a semi-presidential regime. The digital media archive Atekst (Retriever) was used to build a corpus composed of articles published between 2015 and 2021 in Norwegian print media. The analysis presented here indicates that “Kebabnorsk” (Kebab Norwegian) – a term commonly used to describe the speech styles of urban youths in Norway – is oftentimes mobilized in media debates to construct an axis of differentiation (i.e. us x them) regimented by ideological work where “us” is constructed as a category that encompasses “ethnic Norwegians” who uphold Western values and speak standard Norwegian, whilst “them” describes those who have ethnic minoritized backgrounds, uphold non-Western values, and speak “Kebabnorsk.” Moreover, the notions of coloniality and abyssal line help us to account for the political and historical development of the hierarchization of categorizations such as class, race, and gender from colonial times to the present. Aligned with ongoing efforts into southernizing sociolinguistics, this study expands the scope of existing research by bringing together traditions of critical discourse studies with theories of decoloniality and epistemologies of the South

    Abstract: The Routledge International Handbook on Decolonizing Justice focuses on the growing worldwide movement aimed at decolonizing state policies and practices, and various disciplinary knowledges including criminology, social work and law. The collection of original chapters brings together cutting-edge, politically engaged work from a diverse group of writers who take as a starting point an analysis founded in a decolonizing, decolonial and/or Indigenous standpoint. Centering the perspectives of Black, First Nations and other racialized and minoritized peoples, the book makes an internationally significant contribution to the literature. Through the systematic analyses of an originally constructed GIS database of electoral boundaries, this chapter reveals that the optimal gerrymandering strategy under authoritarian party dominance deviates from the conventional wisdom of crack and pack. Specifically, the BN had cracked its supporting base and diffused opposition votes without packing. "Reform" today implies rational, incremental change to public institutions and procedures.     Abstract: The election on 9 May 2018 ended six decades of rule by the ruling coalition in Malaysia (Barisan Nasional or BN, formerly the Alliance). Despite this result, the BN’s longevity and resilience to competition is remarkable. This book explores the mechanisms behind the emergence, endurance, fight for survival and decline of the party’s dominance. Using a systematic analysis of key resources (budgets, posts, and seats), Washida challenges the conventional argument that a punitive threat to exclude opposition supporters from distributive benefits sustained the loyalty of the masses as well as the elites. He also calls into question whether the mere existence of party organization in and of itself enables leaders to credibly commit to power-sharing. Instead he posits a theory of mobilization agency, in which a party leader needs to design an effective incentive mechanism. In addition, he explains how the BN had anufactured legislative dominance by tactical gerrymandering and malapportionment. The insights drawn from the Malaysian case can help deepen our understanding of the rise and fall of authoritarian parties and distributive politics in general

    Abstract: The Fukushima disaster invites us to look back and probe how nuclear technology has shaped the world we live in, and how we have come to live with it. Since the first nuclear detonation (Trinity test) and the bombings of Hiroshima and Nagasaki, all in 1945, nuclear technology has profoundly affected world history and geopolitics, as well as our daily life and natural world. It has always been an instrument for national security, a marker of national sovereignty, a site of technological innovation and a promise of energy abundance. It has also introduced permanent pollution and the age of the Anthropocene. This volume presents a new perspective on nuclear history and politics by focusing on four interconnected themes–violence and survival; control and containment; normalizing through denial and presumptions; memories and futures–and exploring their relationships and consequences. It proposes an original reflection on nuclear technology from a long-term, comparative and transnational perspective.
