Über Unberührbare, die niedrigste Schicht, heißt es: "Vom sozialen und religiösen Leben des Hauptdorfes sind sie ausgeschlossen. Es gibt keine Möglichkeiten, die Kastenschranken zu überwinden". Aber wie ist die Stellung der Unberührbaren heute? Was hat sich verändert im Dorfgefüge? Während im Dorf mitgelebt wird, berichten die Protagonisten von damals und ihre jüngeren Angehörigen über die heutige Situation. Dabei vermitteln Unberührbare und Angehörige höherer Kasten überraschend unterschiedliche Bilder der Entwicklung des Kastensystems. Mit Ausschnitten des IWF-Films "Alltag tamilischer Reisbauern in Südindien" (D 1629).
    Abstract: The history of the film already begins 23 years before its release, in the year 1984. At that time, a film was made in the South Indian village Mulayiur, which dealt with the everyday life of rice farmers in the village, particularly with regard to the caste system. About untouchables, the lowest caste, is said: "They are separated from the religious and social life of the main village. There is no way of overcoming the caste barriers." But what`s about the situation of the untouchables today? What has changed in the social structure of the village? While living with the protagonists of the older film and their young relatives in the village, they report about the situation today. In doing so, untouchables and members of higher castes convey surprisingly diverse images of the development of the caste system. Including sequences from the IWF film "Daily Life of Tamil Rice Growers in South India" (D 1629).

    Abstract: During the period of decolonization in Asia and Africa, the United Kingdom faced more insurgent activity than any other Western power. British government officials and military forces proved proficient at defeating or controlling these rebellions. However, these uprisings were much less complex than the modern jihadist insurgency. Past insurgent movements were primarily monolithic or national in form, had very specific local goals, and derived most of their power from the local population. These limitations made past rebellions vulnerable to strong military responses. In contrast, the modern jihadist insurgency is characterized by its complex and global nature. Unlike past insurgent forms that aspired to shape national politics, the jihadist movement espouses larger thematic goals, like overthrowing the global order. The modern jihadist insurgency is also more global in terms of its popular support and operational territory. It makes far better use of communications technology and propaganda to reach the minds and hearts of global audiences. The contemporary international security environment has therefore become a frustrating place for Western powers. Despite great technological and military advances, British and U.S. counterinsurgency (COIN) operations have been slow to respond and adapt to the rise of the global jihadist insurgency. Operational failures in Iraq and Afghanistan have highlighted the need for the West to rethink and retool its current COIN strategy. After analyzing past British COIN experiences and comparing them to the evolving nature of the modern jihadist insurgency, the authors suggest a new framework for future COIN operations

    Abstract: Changes in technology and adversary behavior will invariably produce new threats that must be assessed by defense and homeland security planners. An example of such a novel threat is the use of cruise missiles or unmanned aerial vehicles (UAVs) by terrorist groups. Individual threats cannot be assessed in isolation, however, since adversaries always have many options for staging attacks. To examine this threat, RAND utilized a ?red analysis of alternatives? approach, wherein the benefits, costs, and risks of different options are considered from the point of view of a potential adversary. For several types of attacks, the suitability of these systems was compared against other options. This approach can help defense planners understand how the capabilities that different attack modes provide address key adversary operational problems. Given the insights this analysis produced about when these systems would likely be preferred by an attacker, RAND explored defensive options to address the threat. UAVs and cruise missiles represent a ?niche threat? within a larger threat context; therefore, defenses were sought that provide common protection against both this and other asymmetric threats. The monograph concludes with a discussion of cross-cutting lessons about this threat and the assessment of novel threats in general

    Abstract: Laboya is situated on the southern coast of West Sumba (Eastern Indonesia), an island never introduced to Hindu culture. Not until the beginning of the 20th century did Christianity and then Islam reach the Sumbanese. Even nowadays most people say they believe in Marapu, a term referring to their ancestors. It is the task of the living to nourish and pray to ancestral spirits in order to receive their blessings. Padu and Nyale are the two ceremonies marking the annual agricultural cycle (rice, maize and cassava). Padu means bitterness. October is a month of 'bitterness' and 'heat' (hala) causing people to fall ill, and preventing animals and plants from thriving. The Padu ceremony is to get rid of these ills, to let the life-giving water flow again and to renew social bonds. The Padu ritual also serves to prepare the rain rituals of Nyale which take place in February, when the rice planting season is re-opened. During the Nyale rituals the arrival of Nyale seaworms (announcing heavy rainfall) means the ancestral blessing has been given. (Research footage of low technical quality).     Abstract: The Kawah Ijen (green crater) is an active volcano situated on the extreme east side of the island of Java, where the biggest hydrochloric and sulfuric acid lake in the world is located. Since 1968 forced sulfur miners work by day and night, in untenable conditions in a hostile, toxic and harmful crater. Gathering the "yellow gold" these subhumans are paid more than the national average at the price of a life span reduced by the gases they breathe and the weight they carry.

    Abstract: Among the Wana people, semi-nomads from the Indonesian forest, Indo Pino is a shaman recognized by everybody. Her nephew, who is also a shaman's son, converted to Christianity some months ago and is now preaching apocalyptic visions. And for him, if these visions come from God, the visions of the shamans inevitably must come from Satan. Through the Christian concepts of sin and original fault, good and evil notions are revised.     Abstract: RAND Project AIR FORCE studied the post-9/11 shift in U.S. defense policy emphasis toward preemptive and preventive attack, asking under what conditions preemptive or preventive attack is worth considering as a response to perceived threats. It considered the role such first-strike strategies are likely to play in future U.S. national security policy. Finally, it identified implications these conclusions have for military planners and policymakers as they prepare to deal with national security threats in the next decade

    Abstract: This student film aims at re-presenting the presentation of minority nationality groups in the People's Republic of China. The source material is a series of historic ethnographic films dating from 1957-1966. The film reformulates the process of representation, manipulating the film images and sounds in order to produce a multifaceted understanding of ethnicity in China, the visualization of knowledge, and the imagining of a nation.

Die meisten Familien betreiben Handweberei und haben in den letzten zehn Jahren die Folgen der Globalisierung zu spüren bekommen. Der Film portraitiert zwei dieser Familien, die sich dem Wandel stellen müssen und versuchen, im Kampf einen Sinn zu finden in einer Welt, die sie laufend an den Rand der Existenz drängt.
    Abstract: Sunder Nagri (Beautiful City) is a small working class colony on the margins of India's capital city, Delhi. Most families residing here come from a community of weavers. The last ten years have seen a gradual disintegration of the handloom tradition of this community under the globalisation regime. The families have to cope with change as well as reinvent themselves to eke out a living.The City Beautiful is the story of two families struggling to make sense of a world, which keeps pushing them to the margins. Film with English subtitles.

    Abstract: Aslam verkauft Medizin zur Linderung sexueller Probleme auf den Straßen Neu Delhis. Khalifa Barkat führt ein "akhara" nebenan im Park und setzt dort eine Gruppe junger Männer der moralischen und körperlichen Tortur des Ringens aus. Hunderte von Männern laufen täglich durch den Park und über den Markt. Der Film untersucht die Unsicherheit des Lebens der Arbeiterklasse sowie deren Auswirkung auf die männliche Sexualität und die Beziehung der Geschlechter.
    Abstract: This is a film about performance, and the fear of not being able to perform successfully. In Meena Bazar in old Delhi, the tenuous aspirations of men and boys are reflected in their faces as they cluster around Aslam's street stall to listen to his spiel about how to enhance male sexual performance. Near Aslam’s stalls is a school for wrestlers (akhara), where discipline and abstinence from impure sex are encouraged by the guru. In an adjacent tea shop, men appreciate storytelling that invokes the humorous and the fantastic, offering an escape from the dreariness of their daily lives. All of these men have, in their different ways, found a way to perform life's tasks in an insecure world.

    Abstract: The Department of Homeland Security is responsible for protecting the United States from terrorism. It does so partly through the Urban Areas Security Initiative, though its distribution has been criticized for not reflecting risk. This monograph offers a practical definition of terrorism risk and a method for estimating it that addresses inherent uncertainties. It also demonstrates a framework for evaluating alternative risk estimates. Finally, it makes five recommendations for improving resource allocation
