    Abstract: This chapter uses a discourse-theoretical analysis to study two episodes of the documentary series Along the Borders of Turkey (2012), produced and broadcast by the Dutch public broadcaster VPRO. In 2017, the VPRO web team uploaded these episodes on YouTube, which allowed viewers to comment on these episodes. Supported by a theoretical reflection on the Europeanity discourse and its contingencies, and on the hegemonic or semi-hegemonic articulations of this discourse (with a central role allocated to European benevolence), this chapter shows the discursive consequences of the material dislocations caused by different migration flows in Cyprus and in Greece. The chapter analyses how the episodes represent the contradictions between European benevolence on the one hand, and popular intolerance and the workings of the border apparatus on the other. The analysis of these episodes thus shows how Europe is discursively constructed through the ceaseless interactions and unresolved tensions between the centre and the margins, articulating a Europe of both benevolence and intolerance

    Abstract: African legislatures remain understudied, yet democratisation, development and peacebuilding all depend on these key political institutions. This book provides an in-depth analysis of Ethiopia’s parliament, a country of key political and strategic importance to the whole region. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict.     Abstract: This volume offers a systematic philosophical analysis of the normative challenges facing European refugee policy, focusing on whether the response to it can be based on European values. By considering the refugee policy through the lens of European values, cosmopolitan norms and universal human rights, the contributions expose the weaknesses and limitations of existing regulations and make proposals on how to improve them. The EU is often seen as a cosmopolitan project. Europe is supposed to be a community of states that aspires to be guided by cosmopolitan norms. However, the idea of a cosmopolitan Europe has never been unanimously shared, and in recent years, it has come under increasing scrutiny, particularly with regard to the EU’s refugee policy. The guiding idea of this book is that a deeper philosophical understanding of the normative issues at stake can foster greater conceptual clarity and enrich political debates on the future of European refugee policy. The first part of the book revolves around the question of whether the rise in refugee numbers over the past decade has led to a crisis in the EU and, if so, how this crisis relates to or impacts European values. The second part traces the history of the discourse on “European values” and examines from a philosophical perspective how we can plausibly understand these values in terms of their moral grammar, their normative content and their implications for the behaviour of the EU and its member states. Finally, the third part puts forth recommendations for a feasible and normatively more compelling European refugee policy based on human rights, human dignity, justice and democratic self-determination as the decisive normative requirements.     Abstract: Luxembourg is a prototypical small state and the only remaining example of over a two dozen of grand duchies in history. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking.     Abstract: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking

    Abstract: Capital Redefined presents a unique perspective on the nature of “capital,” departing from the prevailing reductionist accounts. Hosseini and Gills offer an expanded perspective on Marxian value theory by addressing its main limitations and building their own integrative value theory. They argue that the current understanding of “value” must be re-examined and liberated from its subservient ties to capital while acknowledging the ways in which capital appropriates value. This is achieved by differentiating between “fetish value” created by capital and “true value” generated through various commons-based forms of coexistence. The authors propose a defetishization of value by rejecting the commonly accepted idea of its objectivity. They introduce their “commonist value theory,” which redefines capital as both the product and process of perverting the fundamental commoning causes of true value into sources of fetish value. Capital is theorized through a “modular” framework, where multiple intersecting processes constitute a comprehensive power structure, a “value regime,” representing an unprecedented degree of the domination of capital over life. Their theory reconciles two apparently incompatible views on the notion of value. One view encompasses all inputs involved in capitalist value production and conflates intrinsic and commodity values. The other warns against this conflation as it treats capital as an entity tightly associated only with commodity production and wage labor. The authors believe that establishing alternative forms of value creation based on normative principles of living in commons is crucial as an analytical base for criticizing existing power structures and economic systems. The book offers a theoretical foundation for transforming our life worlds toward “post-capitalist” futures.     Abstract: Agency, Security and Governance of Small States examines what seems to be a defining paradox of Small-State Studies: the simultaneous coexistence (and possible co-dependence) of vulnerability and opportunity related to small-state size. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. Democratic politics is often analysed from the point of view of its institutions, citizens and voters, while little is said about the territory through which it is expressed – at most it provides a broader perimeter or context of political and institutional action.     Abstract: The chapter reads Maria Stepanova’s 2017 Памяти памяти (In Memory of Memory, 2021) in view of the boom of testimonies of involvement in twentieth-century mass violence in Central and Eastern European literatures. Why this interest now? Hypothesis is that the texts address convergences between past complicities and current forms of participation in the wrongdoings of neoliberalism. These issues are related, since justifications of past involvement established the terminology, narratives, and heuristics in which mass violence has been subsequently discussed, thus forming the frame for the negotiation of current problematic involvement. Stepanova’s text stands out from the large corpus of contemporary family history narratives. First, it inverts the common order of critical discourse, as the literary text discusses theoretical concepts of memory studies, most notably Hirsch’s “postmemory.” Secondly, this discussion challenges a Western bias of memory studies, where political violence is portrayed as a traumatizing element of a past era handed down through transgenerational transmission. Stepanova outlines that in Eastern Europe, the experience of totalitarian terror and mass violence spread over several eras and multiple generations, creating a “traumatic enfilade” that comprises even the narrator’s present.     Abstract: The authors of our book focus on Soviet scholars and cultural theoreticians during the Stalin era from a methodological perspective that distinguishes between Stalinism and culture, an outlook that forms one of the common threads of the book. This introductory chapter focuses on the theoretical grounding of this approach. We argue that the received picture of Soviet culture in general and of Stalin era culture in particular has yet to be fully disentangled from the political and historical narratives of the Cold War epoch, especially with respect to the persistent traits of totalitarianism theory in defining Stalinism. The point of departure from the still dominant ’revisionist’ model of Soviet historiography involves the proposition that Stalin’s brand of totalitarianism was a collective cultural product. Our book in turn revises this thesis by claiming that Stalin rarely sought to control culture in a totalitarian manner. He was aware of the limits of control over culture. Meanwhile, society in general and notable cultural actors in particular need to be contextualised and theorised as political subjects from various points of view. Stalinism was a phenomenon that was organically embedded in the culture of the era – thus the metaphor of a ‘parasite’ seems to describe this relationship in a more adequate manner Stalin era intellectuals can be viewed as cultural actors who adopted different ‘patriotic’ strategies from the political arena to gain some level of autonomy that enabled to them to function in their fields.     Abstract: This Chapter examines the regulatory and voluntary anti-trafficking governance architecture in the private sector, as well as the power dynamics in MNEs’ GVCs as vectors of norm transmission. It argues that, whereas the public authorities in the EU and ASEAN’s Member States have an increasingly robust legal and policy framework to fight child trafficking, public authorities and multinational enterprises (MNEs) are jointly contributing to upholding the exploitative practices towards children, by leaving untouched the economic structures that fuel trafficking. The model is starting to be overhauled in some sectors of the economy, through strategies to gain back control over GVCs, whether through the shortening of supply chains, or other strategies such as the establishment of direct relations with small producers, who are given a fairer deal compared to situations when they are end producers in long GVCs. It will require more efforts to scale up these initiatives and create sufficient momentum to efficiently combat anti-trafficking, otherwise “blue” initiatives of social sustainability risk leading to further sustainability-driven supplier-squeezes, reinforcing the divide between small businesses and large corporations, and increasing the structural vulnerability of children to trafficking

    Abstract: Male-dominated law and legal knowledge essentially characterized the whole of pre-modern history in that the patriarchy represented the axis of social relations in both the private and public spheres. Indeed, modern and even contemporary law still have embedded elements of patriarchal heritage, even in the secular modern legal systems of Western developed countries, either within the content of legislation or in terms of its implementation and interpretation. This is true to a greater or lesser extent across legal systems, although the secular modern legal systems of the Western developed countries have made great advances in terms of gender equality. The traditional understanding of law has always been self-evidently dominated by men, but modern law and its understanding have also been more or less “malestreamed.” Therefore, it has become necessary to overcome the given “maskulinity” of legal thought. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an ""etcetera clause."" It states that there are other rights beyond those specifically listed: ""The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."" Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or ""Baby Ninth Amendments,"" worded similarly to the Ninth Amendment. This book is the story of how the ""Baby Ninths"" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an ""etcetera, etcetera"" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights ""retained by the people"" that these ""etcetera clauses"" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular.     Abstract: The State You See uncovers a racial gap in the way the American government appears in people’s lives. It makes it clear that public policy changes over the last fifty years have driven all Americans to distrust the government that they see in their lives, even though Americans of different races are not seeing the same kind of government. For white people, these policy changes have involved a rising number of generous benefits submerged within America’s tax code, which taken together cost the government more than Social Security and Medicare combined. Political attention focused on this has helped make welfare and taxes more visible representations of government for white Americans. As a result, white people are left with the misperception that government does nothing for them, apart from take their tax money to spend on welfare. Distrust of government is the result. For people of color, distrust is also rampant but for different reasons. Over the last fifty years, America has witnessed increasingly overbearing policing and swelling incarceration numbers. These changes have disproportionately impacted communities of color, helping to make the criminal legal system a unique visible manifestation of government in these communities. While distrust of government emerges in both cases, these different roots lead to different consequences. White people are mobilized into politics by their distrust, feeling that they must speak up in order to reclaim their misspent tax dollars. In contrast, people of color are pushed away from government due to a belief that engaging in American elections will yield the same kind of unresponsiveness and violence that comes from interactions with the police. The result is a perpetuation of the same kind of racial inequality that has always been present in American democracy. The State You See is essential reading for anyone interested in understanding how the American government engages in subtle forms of discrimination and how it continues to uphold racial inequality in the present day

From subsea cables to server halls, these infrastructures underpin new forms of governance, shaping subjects and their everyday lives. Technical Territories moves from masked protestors in Hong Kong to asylum-seekers in Christmas Island and sand miners in Singapore, exploring how these territories are both political and visceral, altering the experience of their inhabitants. Infrastructures have now become geopolitical, strategic investments that advance national visions, extend influence, and trigger trade wars. Yet at the same time, these technologies also challenge sovereignty as a bounded container, enacting a more distributed and decoupled form of governance. Such “technical territories” construct new zones where subjects are assembled, rights are undermined, labor is coordinated, and capital is extracted. The stable line of the border is replaced by more fluid configurations of power.     Abstract: Stalin’s political takeover of the cultural theoretical pattern of Bolshevik novyy byt ‘new public life’ created a powerful myth of the total repression of ‘bourgeois’ philosophy in the early 1930s. However, since the 1920s novyy byt had also produced directives governing the formation of new theories of ideologically correct ‘spiritual kul’turnost’ (culturality, being civilized) on the basis of ‘the best achievements of bourgeois traditions.’ Classical music represented one of these achievements. The chapter sheds light on the idealist philosophical sides of the Soviet conception of kul’turnost. Looking at the musicologist Boris Asafiev (1884-1949) as an intellectual whose theoretical strategies shaped Soviet culture during the Stalin era, the author shows that the Soviet conception of classical music as a symbol of kul’turnost developed from the late ‘Silver Age’ philosophy of ‘internal’ spiritual life. Shaped by the NEP-era Bolshevik discourse of novyy byt and Pan-European cultural and musical theories, the conception emerged during the Stalinist kul’turnost campaigns. Asafiev renewed his theoretical setting (theory of Intonation) of the 1920s to suit Stalinist ideological outlines of what a ‘socialist approach’ to the arts ought to be. However, his theory was one of the evolving ideas that managed to accomplish this in a way that produced interesting scholarly results. His apology of classical music constitute an interesting intellectual history of Russian appreciation of classical music as a proper type of Russian kul’turnost and explains the Soviet understanding of popular music

    Abstract: In the 1968 local elections the Liverpool Conservatives won 62 percent of the vote and 78 percent of the seats on Liverpool City Council. By 1972 the party had held a majority on Liverpool’s municipal government for 85 of the previous 100 years. But in 1983 they lost their last two MPs, and in 1998 they lost their final councillor. The Conservatives have not won an electoral contest in the city since. Whatever happened to Tory Liverpool? Success, decline and irrelevance since 1945 explores the history of Conservative electoral performance in Liverpool from the end of the Second World War to the present day, and challenges a number of myths regarding the city’s political history: Conservative post-war success was not due to sectarian tensions or false consciousness, and neither was Conservative decline due to Margaret Thatcher. The book takes a multi-method approach to the study of Conservative Party history in Liverpool. It proposes a tripartite framework, which separates the periods of success (1945–1972), decline (1973–1986), and irrelevance (1987 onwards), and argues that each period should be explained by recourse to different phenomena.     Abstract: Warping Time shows how narratives of the past influence what people believe about the present and future state of the world. In Benjamin Ginsberg and Jennifer Bachner’s simple experiments, in which the authors measured the impact of different stories their subjects heard about the past, these “history lessons” moved contemporary policy preferences by an average of 16 percentage points; forecasts of the future moved contemporary policy preferences by an average of 12 percentage points; the two together moved preferences an average of 21 percentage points. And, in an Orwellian twist, the authors estimate that the “history lessons” had an average “erasure effect” of 8.5 percentage points—the difference between those with long-held preferences and those who did not recall that they previously held other opinions before participating in the experiment. The fact that the past, present, and future are subject to human manipulation suggests that history is not simply the product of impersonal forces, material conditions, or past choices. Humans are the architects of history, not its captives. Political reality is tenuous. Changes in our understanding of the past or future can substantially alter perceptions of and action in the present. Finally, the manipulation of time, especially the relationship between past and future, is a powerful political tool

    Abstract: The article discusses Gustav Shpet’s phenomenology and aesthetic theory as part of early Soviet culture. The author suggests that the ‘official’ acceptance of Shpet’s philosophy, particularly through GAKhN, is emblematic of the internal complexity of the cultural regime in the 1920s. Shpet’s pre-revolutionary phenomenology was praised for its modernizing potential, while his later anti-avant-garde art theory was criticized as old-fashioned and unscientific. Yet both were welcomed by Marxist thinkers and the Bolshevik regime. Shpet’s involvement in Soviet culture from 1917 to 1929 can thus be seen as a reflection of its gradually changing needs. His aesthetics of ‘new realism’ and the ‘inner form of the word’ were deemed useful until the end of the 1920s, when he was finally charged with ‘idealism’ and ‘anti-communism’. Nonetheless, Shpet’s neo-classical cultural conception can be considered part of a broad conservative turn that eventually led to the introduction of socialist realism

Drawing on these results, the book argues that inadequate attention paid to the core characteristics of rural social systems obscures the benefits of customary tenure while overlooking the scope for reforms to reduce the gaps in social status among members of customary communities.     Abstract: This open access book focuses on the importance that EU politicization has gained in European democracies and the consequences for voting behaviour in six countries of the EU: Belgium, Germany, Greece, Ireland, Portugal and Spain. Most of the studies which research the way the EU is being legitimised focus on the European Parliament elections. In this book we argue that to understand how EU accountability works, it is necessary to focus instead on national elections and the national political environment. Through a detailed, multimethod analysis this book establishes rigorously the paths of European accountability at the national level, its propitious contexts in the media and parliamentary debates, and whether the paths are similar from Greece to Germany. The findings have implications for both national and European Union democracy, underlining the importance that national institutions have in enabling citizens to hold the EU accountable
