    Abstract: This book examines how the COVID-19 pandemic has engendered a new and challenging environment in which borders drawn around people, places, and social structures have hardened and new ones have emerged. Over the course of the COVID-19 pandemic, borders closed or became unwelcoming at the international, national, sub-national, and local levels. Debate persists as to whether those countries and territories that tightly managed their borders, like New Zealand, Australia, or Hong Kong, got it ‘right’ compared to those that did not. Without doubt, a majority of those who suffered and died throughout the pandemic have been those from vulnerable populations. Yet on the other hand, efforts taken to manage the spread of the disease, such as through border management, have also disproportionately affected those who are most vulnerable. How then is the right balance to be struck, acknowledging, too, the economic and other imperatives that may dissuade governments from taking public health steps? This book considers how international organizations, countries, and institutions within those countries should conceive of, and manage, borders as the world continues to struggle with COVID-19 and prepares for the next pandemic. Engaging a range of international, and sub-national, examples, the book thematizes the main issues at stake in the control and management of borders in the interests of public health.     Abstract: Capital Redefined presents a unique perspective on the nature of “capital,” departing from the prevailing reductionist accounts. Hosseini and Gills offer an expanded perspective on Marxian value theory by addressing its main limitations and building their own integrative value theory. They argue that the current understanding of “value” must be re-examined and liberated from its subservient ties to capital while acknowledging the ways in which capital appropriates value. This is achieved by differentiating between “fetish value” created by capital and “true value” generated through various commons-based forms of coexistence. The authors propose a defetishization of value by rejecting the commonly accepted idea of its objectivity. They introduce their “commonist value theory,” which redefines capital as both the product and process of perverting the fundamental commoning causes of true value into sources of fetish value. Capital is theorized through a “modular” framework, where multiple intersecting processes constitute a comprehensive power structure, a “value regime,” representing an unprecedented degree of the domination of capital over life. Their theory reconciles two apparently incompatible views on the notion of value. One view encompasses all inputs involved in capitalist value production and conflates intrinsic and commodity values. The other warns against this conflation as it treats capital as an entity tightly associated only with commodity production and wage labor. The authors believe that establishing alternative forms of value creation based on normative principles of living in commons is crucial as an analytical base for criticizing existing power structures and economic systems. The book offers a theoretical foundation for transforming our life worlds toward “post-capitalist” futures.     Abstract: This chapter examines representations of mental conditions in the dystopian backdrop for transhumanism in Netflix’s series Maniac. In the quest for human perfectionism, vulnerabilities are exposed and intensified by technological disruption. The transhumanist promise of human enhancement is presented in the series as hindering basic affect, self-awareness, and emotional response that in turn makes for human relational interdependence. Accordingly, it focuses on how the invulnerable transhuman figure is posed as a threat to subjectivity and autonomy. Vulnerability studies, ethics of care, neuroscientific theories on emotional sensations (interoception and exteroception awareness), and posthumanism give support to the chapter’s main thesis that this series posits characters’ fundamentally relational essence for wellbeing as based on rather different ethical grounds from those seen in the transhumanist paradigm, which is based on individualism, independence, autonomy and/or self-sufficiency via technology. For this study, theories on transhumanism, vulnerability, emotional, and ethical studies are introduced to give way to the analysis of the series.     Abstract: This chapter uses a discourse-theoretical analysis to study two episodes of the documentary series Along the Borders of Turkey (2012), produced and broadcast by the Dutch public broadcaster VPRO. In 2017, the VPRO web team uploaded these episodes on YouTube, which allowed viewers to comment on these episodes. Supported by a theoretical reflection on the Europeanity discourse and its contingencies, and on the hegemonic or semi-hegemonic articulations of this discourse (with a central role allocated to European benevolence), this chapter shows the discursive consequences of the material dislocations caused by different migration flows in Cyprus and in Greece. The chapter analyses how the episodes represent the contradictions between European benevolence on the one hand, and popular intolerance and the workings of the border apparatus on the other. The analysis of these episodes thus shows how Europe is discursively constructed through the ceaseless interactions and unresolved tensions between the centre and the margins, articulating a Europe of both benevolence and intolerance

In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies.     Abstract: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking

    Abstract: Luxembourg is a prototypical small state and the only remaining example of over a two dozen of grand duchies in history. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking. Based on this longue durée approach, the contribution expands on ‘extantism’ to reintroduce this concept to Small-State Studies

    Abstract: Climate change is perhaps the greatest threat to humanity today and plays out as a cruel engine of myriad forms of injustice, violence and destruction. The effects of climate change from human-made emissions of greenhouse gases are devastating and accelerating; yet are uncertain and uneven both in terms of geography and socio-economic impacts. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies.     Abstract: After the emergence and development of Performance and Theatre Studies in literary theory, the invisibility of gendered vulnerability denounced through fictional characters has recently raised an interesting debate turning spectators into active participants in the process of negotiating ethical agency. The intersection of vulnerability and precarity in contemporary theatre might offer a challenging approach to be explored due to the ontological connections between the two concepts. Under the light of Alyson Cole’s (2016) “All of Us Are Vulnerable, But Some Are More Vulnerable than Others: The Political Ambiguity of Vulnerability Studies, an Ambivalent Critique”, Isabell Lorey’s (2015) State of Insecurity: Government of the Precarious, and Judith Butler’s (2012) “Precarious Life, Vulnerability, and the Ethics of Cohabitation,” among other sources, the objective of this chapter is to explore the nexus between gendered forms of vulnerability and other factors inherent to social and economic precarity present in the plays of the Welsh playwright Gary Owen Iphigenia in Splott (2015) and In the Pipeline (2010). The analysis will demonstrate the necessity to (re)structure social bonds according to the condition of mutual cohabitation and shared responsibility by illuminating the complexity of the precarity/vulnerability ambivalence exposed in the plays

    Abstract: This book explores the ethics of national security intelligence institutions operating in contemporary liberal democracies. Intelligence collection by agencies such as the CIA, MI6, and Mossad involves practices that are apparently inconsistent with the principles of ordinary morality – practices such as lying, spying, manipulation, and covert action. However, in the defence of national security, such practices may not only be morally permissible, but may also under some circumstances be morally obligatory. One approach to the ethics of national security intelligence activity has been to draw from the just war tradition (so-called ‘just intelligence theory’). This book identifies significant limitations of this approach and offers a new, institutionally based, teleological normative framework. In doing so, it revises some familiar principles designed for application to kinetic wars, such as necessity and proportionality, and invokes some additional ones, such as reciprocity and trust. It goes on to explore the applications of this framework and a revised set of principles for national security intelligence institutions and practices in contemporary and emerging political and technological settings. This book highlights reportages by some of the 20th century’s most celebrated Swedish reporters and examines the ways in which their texts convey a commitment to the reader. The narratologically based analyses are performed against a background of changing ideas about a reporter’s role in society. It turns out that the commitment is often time-related and can be counteracted by generalizing values about the depicted people. Here, the difference between empathy and compassion becomes crucial. This book is a rare, in-depth study of India’s bovine economy under Narendra Modi’s authoritarian populism. This is an economy that throws up a central paradox: On the one hand, an entrenched and aggressive Hindu nationalist politics is engaged in violently protecting the cow, disciplining those who do not sufficiently respect and revere it; on the other hand, India houses and continuously promotes one of the world’s largest corporate-controlled beef export economies that depends on the slaughter of millions of bovines every year. The book offers an original analysis of this scenario to show how Modi’s authoritarian populist regime has worked to reconcile the two by simultaneously promoting a virulent Hindu nationalism that seeks to turn India into a Hindu state, while also pushing neoliberal economic policies favouring corporate capital and elite class interests within and beyond the bovine economy. The book brings out the adverse impacts of these political-economic processes on the lives and livelihoods of millions of poor Indians in countryside and city. This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. The EU is often seen as a cosmopolitan project. Europe is supposed to be a community of states that aspires to be guided by cosmopolitan norms.     Abstract: This Open access book provides a survey of the economic, health, and somatic progress of Baltic countries during the period 1918–2018, framed by the outline of the historical-sociological theory of modern social restorations, as originally conceived by the Austrian-American comparative historian Robert A. Kann. The author reworks Kann's theory to analyse post-communist transformations in the Baltic region. The book argues that the purpose of modern social restorations is to make restoration societies safe against a recurrence of revolution. There were two waves of modern social restorations: post-Napoleonic and post-communist. Most post-Napoleonic restorations were brief, because they failed to economically and socially outperform the pre-revolutionary and post-revolutionary systems. It considers Baltic restorations as laboratory cases of second-wave modern social restorations, because they encompass a triple restoration of the nation-state, capitalism, and democracy. The book assesses the performance success of Baltic restorations by comparing economic and social progress of Baltic countries during the periods of original independence (1918–1940), foreign-imposed state socialism (1940–1990), and restored independence (since 1990). It then elaborates the criteria to assess the ultimate performance success of these restorations by 2040, when restored Baltic states may endure longer than their ancestors in 1918–1940 and the complete foreign occupations era (1940–1990). The author, an expert in historical sociology, uses extensive historical-statistical data in cross-time comparisons to develop his analysis and create future projections.     Abstract: This open access book provides insights into the everyday lives of long-term prisoners in Switzerland who are labelled as 'dangerous' and are preventatively held in indefinite, probably lifelong, incarceration. It explores prisoners' manifold ways of inhabiting the prison which can be used to challenge well established notions about the experience of imprisonment, such as 'adaptation', 'coping', and 'resistance'. Drawing on ethnographic data generated in two high-security prisons housing male offenders, this book explores how the various spaces of the prison affect prisoners' sense of self and experience of time, and how, in particular, the indeterminate nature of their imprisonment affects their perceptions of place and space. It sheds light on prisoners' subjective, emplaced and embodied perceptions of the prisons' various everyday time-spaces in the cell, at work, and during leisure time, and the forms of agency they express. It provides insight into prisoners' everyday habits, practices, routines, and rhythms as well as the profoundly existential issues that are engendered, (re)arranged, and anchored in these everyday contexts. Auf Grundlage einer demokratietheoretischen Lektüre der Ästhetik Hegels, der die Komödie als höchste Form des Dramas ausweist, erschließt das Buch von Leonie Hunter das Verhältnis poetischer Ordnungsbildung zur demokratischen Moderne auf überraschende Weise neu. Hegels Differenzierung zwischen Tragödie und Komödie bedeutet, dass auch auf demokratietheoretischer Ebene zwischen zwei Modellen unterschieden werden muss: der tragischen Handlungsordnung der politischen Gegenwart und der komischen Zukunft einer selbstreflexiven Demokratie.     Abstract: The US commitment to stability—both domestically and abroad—has been a consistent feature in the way Washington, DC carries out international relations. This commitment is complimented by the increased overlap between the economic and political spheres in international affairs. Consequently, this US approach to foreign interaction is informed by an assumption that foreign policy tools can influence global stability for the better. In order to investigate this assumption, this book details the foundations of what Amir Magdy Kamel refers to as the US Stability Policy—how it evolved over time and how it was implemented in Egypt. He finds that domestic and global forces were left unaccounted for by the Stability Policy, ultimately leading to a failure to achieve the self-stated stability goals. Kamel’s analysis is informed through a unique mixed-method approach that sheds light on how and why this policy fared so poorly under Mubarak’s Egypt. He develops and tests a unique and particular way of examining the Stability Policy and presents a framework for future work to replicate and build on in the quest to understand other state-on-state relationships and the effectiveness of other foreign economic policies in achieving stability goals. This volume opens new vitas by focusing on carefully selected instances of multipronged crises in which existing concepts of commonality are questioned, reformulated, or even speculatively designed with a (better) future in view. And afterwards, during the pandemic experience, exploring liminality, as category of reality applied to Indian culture and especially to art and literature, appeared to be a means to cope with an emergency the likes of which had never been seen before. Obviously, this work does not aspire to be exhaustive, nonetheless, the heterogeneity of the contributions offers a multifaceted perspective: in actual fact, since liminality implies potentially myriads of interpretations, it appears to provide us with one of the main keys to addressing the entanglement of reality, especially the complexity of the Indian civilization, past and present. The focus is particularly on the literary and artistic aspects of such an extraordinary cultural heritage, from the Vedic period up to modernity; literature and arts are the lens through which variegated anthropological issues, crossing different historical phases, are investigated: firstly, the ritual question, in compliance with van Gennep and Turner’s approach, but also religious experiences, sovereignty and violence, dialectics of identity, social dynamics, gender identity, etc. Literature and arts, but still by means of their own aesthetic devices, mirror critical points characterising such issues, as if poetry and artwork, zooming in on specific transition elements, were themselves on the threshold of manifold layers of reality, able to pass through their interstitial discontinuities.     Abstract: Nationalism in a nation-state reflects its emergent structural, cultural, and personal properties at a given time. In the politico-historical context of South Korea and the globe, the fruits of the 1968 Revolution in France could not reach Korean society under its military regime and exploitative economic structure. This continued to frustrate the grassroots and especially social actors in South Korea, which eventually brought about the June Struggle in 1987 and the 2016–2017 Candlelight Revolution. Calculated Nationalism in Contemporary South Korea sketches Korean grassroots’ perception of their nation-state, national identities, and what they desire regarding the future direction of their nation-state. The grassroots have openly spoken out about their frustrations through political rallies and media.     Abstract: The State You See uncovers a racial gap in the way the American government appears in people’s lives. It makes it clear that public policy changes over the last fifty years have driven all Americans to distrust the government that they see in their lives, even though Americans of different races are not seeing the same kind of government. For white people, these policy changes have involved a rising number of generous benefits submerged within America’s tax code, which taken together cost the government more than Social Security and Medicare combined. Political attention focused on this has helped make welfare and taxes more visible representations of government for white Americans. As a result, white people are left with the misperception that government does nothing for them, apart from take their tax money to spend on welfare. Distrust of government is the result. For people of color, distrust is also rampant but for different reasons. Over the last fifty years, America has witnessed increasingly overbearing policing and swelling incarceration numbers. These changes have disproportionately impacted communities of color, helping to make the criminal legal system a unique visible manifestation of government in these communities. While distrust of government emerges in both cases, these different roots lead to different consequences. White people are mobilized into politics by their distrust, feeling that they must speak up in order to reclaim their misspent tax dollars. In contrast, people of color are pushed away from government due to a belief that engaging in American elections will yield the same kind of unresponsiveness and violence that comes from interactions with the police. The result is a perpetuation of the same kind of racial inequality that has always been present in American democracy. The State You See is essential reading for anyone interested in understanding how the American government engages in subtle forms of discrimination and how it continues to uphold racial inequality in the present day

    Abstract: Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an ""etcetera clause."" It states that there are other rights beyond those specifically listed: ""The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."" Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or ""Baby Ninth Amendments,"" worded similarly to the Ninth Amendment. This book is the story of how the ""Baby Ninths"" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an ""etcetera, etcetera"" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights ""retained by the people"" that these ""etcetera clauses"" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly

    Abstract: This book argues that a leading cause of the political instability in the Horn of Africa is a crisis of governance, caused by extreme centralization of power, weak institutions, and the failure to institutionalise the responsible use of authority. In recent years, many attempts have been made to resolve the ongoing conflicts in Somalia and South Sudan, but problems remain, and in 2019 the instability spread to Ethiopia. This book critically examines how many of the governance problems in the region can be addressed through institutional design. The central argument is that an inclusive system of governance through federalism, devolution, and inclusive political institutions as well as ensuring the institutionalization of power through strengthening the rule of law has the potential to make governments more accountable, inclusive, and be able to deliver critical services.     Abstract: This is an Open Access book. Amid the growing debate about models of judicial governance and their relationship to democratic quality, this book offers a systematic and empirical study of this relationship. The book thereby contributes to filling in this gap for the European continent. Taking an interdisciplinary politics and law perspective, and combining empirical and theoretical considerations, the book addresses the important link between democracy and judicial governance. In particular, it provides for three interconnected contributions. First, the book provides for a comprehensive classification of European countries into different models of judicial governance. Second, the book analyses empirically the relationship between the design of judicial governance and the quality of democracy. Third, building on those findings, the book presents policy reflections for the reform and improvement of mechanisms for judicial governance in European countries. The book seeks to refine our knowledge about the relationship between judicial governance and democracy, making an important academic and social contribution. In an era in which many democracies backslide and deconsolidate, it assesses to what extent existing mechanisms for judicial governance have contributed to the stability and quality of democratic systems in which they are implemented. Furthermore, the book puts forward reflections to improve the role of organs for judicial governance in fostering the quality of democracy. Since the book introduces in an accessible form key concepts of Judicial Governance, it will be of interest for the general public as well as academics and students in the fields of Law and Political Science.
