The authors' term to represent such strategic balancing is guarded openness. They go on to describe noopolitik (nu-oh-poh-li-teek)--an emerging form of statecraft that emphasizes the importance of sharing ideas and values globally, principally through the exercise of persuasive soft power rather than traditional military hard power. This study discusses the opportunities that may be raised by the emergence of noopolitik--ranging from construction of a noosphere (a globe-spanning realm of the mind) to recommendations that, for example, the U.S. military should begin to develop its own noosphere (among and between the services, as well as with U.S. allies). In the area of international cooperation, the authors offer strategic approaches for improving the capacity of state and nonstate actors to work together to address transnational problems. In addition, the authors recommend specific doctrinal developments, implied by the emergence of information strategy--including the pressing need to deal with such ethical concerns as the first use of information weapons, concepts of proportional response, and the need to maintain the immunity of noncombatants. Ultimately, the authors call for an innovative turn of mind as policymakers and strategists rethink how best to adapt to the epochal transformations being wrought by the information revolution

    Abstract: Is the end of the nation-state approaching, now that the international economy takes less and less notice of borders between countries and the European Union has already acquired so much political power? What does national autonomy mean when governments delegate any number of powers to international organizations? Internationalization leads to political change, and the position of the nation-state appears to be undergoing a radical process of erosion. The surprising conclusion of this book is that the political significance of the state will not be lost. The analyses show that both expansion and fragmentation of political power are characteristics of fundamental political change. While it is true that the state is delegating authority and that internationalization is limiting autonomy, the state is also finding new forms of cooperation and coordination, both nationally and internationally, to preserve and even to strengthen its power and autonomy.     Abstract: On the morning of August 14, 1909, a small, diverse group including Professor Byron Cummings of the University of Utah, Government Land Office surveyor William Douglass, pioneer archaeologist and trader John Weatherill, and Paiute guide Nasja Begay gazed at the largest structure of its kind in the world-Rainbow Bridge. Their presence marked the official discovery of the magnificent natural bridge, which spans 275 feet and towers 291 feet above the stream bed below it. Of the discovery party, only Nasja Begay had seen the stone arch before; he was one of a probably small number of Paiutes and Navajos, the true modern discoverers, who had visited it. In 1910, an executive order issued under the still fresh Antiquities Act created Rainbow Bridge National Monument, one of the first. This was only the beginning of the Rainbow Bridge historical record. Its fame was soon widespread, but for many years its visitors would be few, their numbers restricted by the long arduous trail around Navajo Mountain to the site. Those few and the tour guides and businesses that emerged to serve them, especially at Rainbow Lodge, were an interesting mix though. The bridge's story included such western figures as trader Louisa Weatherill, wife of John and a Navajo speaker who was the first Anglo to hear of the bridge; Barry Goldwater, who for a time owned and operated Rainbow Lodge; Zane Grey, who wrote about the bridge; and David Brower, the Sierra Club leader who got wrapped up in the intersection of the Rainbow Bridge story with that of Glen Canyon Dam. Its construction and the filling of Lake Powell behind it made Rainbow Bridge a battleground, key territory in the larger war over water and conservation in the West. The remote, hard to reach national monument was supposed to define a limit to Colorado River reclamation but instead was inundated by Lake Powell and the tide of visitors who then could reach the foot of the bridge by boat. Though Rainbow is now easily and frequently visited and National Park Service amenities are in place, access to Rainbow Bridge is still an evolving and controversial issue

    Abstract: Coercion--the use of threatened force to induce an adversary to change its behavior--is a critical function of the U.S. military. U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater

Beim empirischen Vergleich der Einkommenssituation der älteren Bevölkerung ergibt sich jedoch, daß das deutsche System sowohl das Ziel der Armutsvermeidung als auch das Ziel der Lebensstandardsicherung im Alter besser erfüllt. Richard Hauser analysiert Konzeptionen der Mindestsicherung für Alte in zwölf EU-Mitgliedsländern. Auf Basis einer Systematisierung der in den Ländern vorhandenen Regelungen werden institutionell begründete Hypothesen über ihre Wirksamkeit formuliert. Die empirische Analyse anhand von Daten des Luxembourg Income Study Projekts zeigt allerdings, daß in allen Ländern trotz der verschiedenartigen Mindestregelungen Armut im Alter auftritt

    Abstract: In the rational modern world, belief in the supernatural seemingly has been consigned to the worlds of entertainment and fantasy. Yet belief in other worldly phenomena, from poltergeists to telepathy, remains strong, as Gillian Bennett's research shows. Especially common is belief in continuing contact with, or the continuing presence of, dead family members. Bennett interviewed women in Manchester, England, asking them questions about ghosts and other aspects of the supernatural. (Her discussion of how her research methods and interview techniques evolved is in itself valuable.) She first published the results of the study in the well-received Traditions of Belief: Women and the Supernatural, which has been widely used in folklore and women's studies courses. "Alas, Poor Ghost!" extensively revises and expands that work. In addition to a fuller presentation and analysis of the original field research and other added material, the author, assisted by Kate Bennett, a gerontological psychologist, presents and discusses new research with a group of women in Leicester, England. Bennett is interested in more than measuring the extent of belief in other worldly manifestations. Her work explores the relationship between narrative and belief. She anticipated that her questions would elicit from her interviewees not just yes or no replies but stories about their experiences that confirmed or denied notions of the supernatural. The more controversial the subject matter, the more likely individuals were to tell stories, especially if their answers to questions of belief were positive. These were most commonly individualized narratives of personal experience, but they contained many of the traditional motifs and other content, including belief in the supernatural, of legends. Bennett calls them memorates and discusses the cultural processes, including ideas of what is a "proper" experience of the supernatural and a "proper" telling of the story, that make them communal as well as individual. These memorates provide direct and vivid examples of what the storytellers actually believe and disbelieve. In a final section, Bennett places her work in historical context through a discussion of case studies in the history of supernatural belief

Gemäß den geschätzten Resultaten reagierten die Industrieproduktion und das Preisniveau in Österreich erwartungsgemäß verzögert auf Veränderungen der deutschen geldpolitischen Variablen, während sie in der Schweiz von der an der inländischen Geldmenge orientierten Geldpolitik der Schweizerischen Nationalbank beeinflußt werden. Der Aufsatz von P. Bofinger, J. Reischle und A. Schächter analysiert den Geldangebotsprozeß und befaßt sich dabei mit dem sogenannten Kreditansatz. Während die Zentralbank in bisherigen Modellen das Bankensystem vor allem über die Reservepolitik beeinflussen kann, betont der im Artikel vorgestellte preistheoretische Ansatz die Kontrolle der Zentralbank über einen kurzfristigen Zinssatz, wie es auch der gängigen Praxis der Notenbanken entspricht. Davon ausgehend, daß für die geldpolitische Strategie der Europäischen Zentralbank entweder eine Geldmengensteuerung oder eine direkte Inflationssteuerung in Frage kommen, werden im Beitrag von V. Clausen die Eigenschaften diskutiert, die eine Geldnachfrage in einem Regime der Geldmengensteuerung aufweisen sollte. Im empirischen Teil der Arbeit werden die Geldnachfragen sowohl für die einzelnen Mitgliedsländer als auch für die gesamte Europäische Währungsunion geschätzt und auf ihre Stabilitätseigenschaften überprüft. Die Frage, ob die Phillipskurve linear oder konvex ist, steht im Zentrum der Studie von B. Lüscher. Die für die Schweiz präsentierte Evidenz stützt die These einer nichtlinearen Phillipskurve, was der Geldpolitik die Möglichkeit eröffnet, realwirtschaftliche Einflüsse auszuüben. Eine vorausschauende und glaubwürdige Politik, welche die Varianz des Outputs um seinen Trend reduziert, erhöht somit das Durchschnittsniveau des Outputs. D. Domanski und M. Kremer schließlich gehen in ihrem Beitrag auf die Rolle der Aktienpreise für die Geldpolitik ein. Dabei wird der Preisbildungsprozeß am deutschen Aktienmarkt anhand eines Dividend Discount Modells analysiert.     Abstract: En général l'agriculture stagna dans la médiocrité jusque vers 1850. Dans le Nord au contraire le Moyen Age vit naître l'agriculture flamande. Ce fut une polyculture aux assolements complexes faisant une place de plus en plus grande à l'avoine (dès l'an Mil), aux fourrages (vers 1150), et à des plantes jusque-là confinées dans les courtils, textiles, tinctoriales et oléagineuses (vers 1400). Ce fut aussi une agriculture intensive avec des chevaux de plus en plus puissants et bien harnachés, avec la suppression progressive des jachères, de nombreux labours, le bêchage parfois, beaucoup de fumiers et des rendements somptueux, tant à la surface qu'à la semence. Ce fut enfin une culture spéculative, ouverte sur le commerce, toujours à l'affût du progrès, dans un climat capitaliste et dans la plus totale liberté. Les initiateurs en furent les petits paysans, car l'agriculture flamande ne fut que l'extension aux pleins champs de la culture des courtils

Girault, « l'historien doit raisonner sur les faits et se garder de porter des jugements de valeur sur l'attitude des .épargnants de la Belle Époque. L'histoire des emprunts russes appartient à l'histoire globale des relations internationales avec tout ce que celle-ci comporte d'implications politiques économiques et sociales pour les pays concernés.     Abstract: Originalmente, el término villancico se aplicaba a breves cancioncillas de carácter popular y tradicionalmente enfocadas al tema amoroso. Hacia la segunda mitad del siglo XVI los temas devotos y religiosos crecieron en importancia, y la forma y el nombre del villancico llegaron a incluirse en la liturgia en los días de fiesta. A Nueva España llegó el villancico como una forma literaria y musical bien definida y estructurada, y especializada en cuestiones religiosas. Pocas veces menciona Sor Juana sus villancicos en, un ejemplo de estos es la carta al padre Núñez, donde describe a su confesor que estaba enojado porque la monja se dedicaba a escribir versos; ella se defiende diciendo que todo el mundo se los encargaba y que por más que se rehusaba algunas veces había tenido que ceder. Los -escritos religiosos- sorjuaninos son de varios tipos: los autos, la carta antenagórica, las letras sacras, los poemas sueltos de tema religioso, y los villancicos. Para Sor Juana, como para sus contemporáneos, los autos y las cartas atenagóricas, eran obras de gran envergadura; las letras sacras eran parte de la lírica -mayor- , y los villancicos sólo versos festivos, producción en serie de poca monta, es decir, una práctica común

Two, it assesses contemporary and classic interpretations of American political thought in light of the study's findings.Fowler interprets the writings of public intellectuals like Robert Bellah, Jean Bethke Elshtain, Michael Walzer, William Bennett, Seymour Martin Lipset, William Galston, and others, as well as survey data of American political attitudes, to spotlight this oftignored divide between citizens and highprofile commentators, whose contentious debates are mistakenly assumed to reflect countrywide rifts.Fowler's argument is straightforward, but the interpretation is controversial. He recounts how the consensus liberal view in postWorld War II American political thought collapsed among public intellectuals during the tumult of the 1960s and remains so to this day. His book examines the resultant diversity among contemporary public intellectuals, focusing on three predominant themes: concern for community, worry about the environment, and interest in civil society. In marked contrast to these disputatious commentators, Fowler finds the realm of popular opinion to be characterized by much greater consensus.
