    Abstract: The European Community (EC) is the world's second largest multilateral channel for development assistance (after the World Bank). Its combined programmes are the fifth-largest among the 22 Members of the OECD Development Assistance Committee (DAC), and EC programmes have grown an average 3.3 per cent annually over the past five years, while the combined effort of DAC countries declined by 4.7 per cent annually. The Community's allocation of resources to lower income countries has not kept pace, however, with the overall growth of the ODA budget over recent years. EC programmes operate within a complex organisation and management structure, and Brussels faces serious challenges of implementation in adapting its operations to achieve agreed development objectives. There have been important steps in the evolution of the European Commission structures: a Common Service has been created to implement co-operation activities for the four Directorates General. But there is still a need to strengthen the capacity of delegations in the field to work fully with partners in advancing local ownership and co-ordination. The EC has a strong role to play in improving the coherence of policies affecting developing countries. The report analyses this question in fields such as agriculture, trade, fisheries agreements and Community fishing fleet subsidies. Co-ordination with other donors also seems to be improving, which bodes well for better overall partnerships between donors and partner countries. In 1998, the development co-operation policy of the following DAC Member countries will be reviewed: Canada, Finland, Germany, Luxembourg, Spain, and the United States.

    Abstract: The OECD Development Assistance Committee's 1999 review of Luxembourg's development aid programmes and policies. It finds that Luxembourg's aid programme has made considerable headway since the first review by the OECD Development Assistance Committee (DAC) in 1993. The government has implemented most of the DAC's recommendations following that review. Measures taken by the government include: a new law defining the aims of co-operation; selection of target countries; an increase in the number of staff assigned to the aid programme; an agreement governing relations between the Ministry of Foreign Affairs, Foreign Trade and Co-operation (MFA) and Lux-Development, the executive agency. Over the last five years the volume of Luxembourg's official development assistance (ODA) has risen by an average of 15 per cent a year in real terms. Luxembourg's development aid reached 0.55 per cent of its gross national product (GNP) in 1997. This advance has been made possible by the unanimous support of political parties and public opinion. The non-governmental organisations occupy a special place in the aid programme since a quarter of bilateral aid is channelled through them. Luxembourg delivers its aid entirely in grant form, and largely untied. The sharp rise in the volume of aid makes it important to control and improve the quality of projects and programmes by means of more stringent selection procedures, closer monitoring of projects and systematic [ex-ante] and [ex-post] evaluations. To that end it is crucial to reduce the number of recipient countries, to strengthen further human resources for the aid programme and to extend training for co-operation staff.

    Abstract: Severe environmental problems were a key issue in the protests that marked the end of communist regimes in Central and Eastern Europe and the former Soviet Union. This groundbreaking book provides new insights into the interaction between economic policy reforms, environmental protection efforts and environmental conditions in the region's subsequent transition to market-based economies and democratic societies over the past eight to ten years. The unique contribution of the book is its synthesis of a vast amount of information and cumulative experience together with detailed examples and case studies to provide a coherent analysis of the challenges and achievements in institutional strengthening and policy reform, environmental policy instruments, environmental financing, and environmental management in enterprises. It also reviews the development of domestic public participation and international co-operation for the safeguarding of the region's environment and discusses trends in industrial pollution and biodiversity protection. The book shows that economic reforms provided a crucial stimulus for environmental improvement, leading to reductions in high pollution levels. Moreover, several countries have strengthened their domestic environmental policies, institutions, and financing, resulting in further improvements. Nonetheless, many serious problems remain, and others have grown worse over the transition period: in many countries of the former Soviet Union in particular, economic crises and political stagnation have impeded environmental protection efforts. Continued partnerships between governments of the region, OECD donor countries, international financial institutions and organisations, environmental NGOs, businesses and trade unions, as well as public support for these, will be essential to reinforce the environmental improvements achieved thus far.

Parents, students, the public and those who run education systems need to know whether children are acquiring the necessary skills and knowledge to become tomorrow's citizens and to continue learning throughout life. International indicators can describe the levels of achievement in various countries, to which others might aspire. They can provide direction for schools' instructional efforts and for students' learning as well as insights into curriculum strengths and weaknesses. The 29 Member countries of the OECD, together with other countries, have launched the OECD Programme for International Student Assessment (PISA) to develop such indicators on a regular basis. PISA aims at assessing how far students approaching the end of compulsory education have acquired some of the knowledge and skills that are essential for full participation in society. A New Framework for Assessment, the first volume in the PISA series, provides the conceptual framework on which the PISA 2000 assessment is based. It defines the domains of reading literacy, mathematics literacy and scientific literacy forming the core of PISA in terms of the content that students need to acquire, the processes that need to be performed, and the contexts in which knowledge and skills are applied. It also describes the methods developed to ensure that the assessment tasks are valid across countries, are strong at measuring relevant skills and are based on authentic life situations.

    Abstract: In many countries of the OECD business incubators have become an increasingly popular policy instrument for local economic and employment development. Business incubators aim to assist entrepreneurs with enterprise start-ups. Incubators are also being widely used to pursue related objectives such as the commercialisation of university research, providing infrastructure, upgrading the technological capabilities of local firms, and even affording a safe haven for legitimate entrepreneurship where crime is a constraint on business. As this publication makes clear, there is no unique business incubation model. Rather, there is considerable diversity in the types of business incubator, their modes of operation and the objectives they pursue.Interest in business incubation comes from a variety of sources. Local and regional governments, universities, chambers of commerce, science parks, private real-estate developers and non-profit organisations have all participated in establishing and running incubation programmes. However, this is still a young industry in many countries, and evaluation material is scarce. This publication reviews current experience in business incubation in Australia, Germany, Italy, the United Kingdom and the United States. The paradox of innovation is that it uses co-operation to enhance competition and to link many different actors in innovative clusters. In a knowledge-based economy, these clusters of innovative firms form around sources of knowledge. They are based on a sophisticated infrastructure in which knowledge is developed, shared and exchanged, and are characterised by highly concentrated and effective links between entrepreneurs, investors and researchers. Clusters can take a variety of forms, depending on their main technological and commercial areas of specialisation. In most cases they operate within localised geographical areas and interact within larger innovation systems at the regional, national and international level. With globalisation, dynamic clusters are becoming key factors in a country’s capacity to attract the international investment that generates new technological expertise, to interest investors in innovation (venture capital, etc.) and to benefit from the international mobility of skilled personnel. This book reviews the latest economic research on these issues, shows how technology policy makers in OECD countries are making practical use of the concept of clusters and suggests how government policies to foster innovation might best be refocused.

    Abstract: The concept of removing long-lived radioactive wastes from the human environment by disposal in deep geological repositories was developed several decades ago. In the intervening years, research efforts world-wide have increased our knowledge and understanding of how underground disposal systems will function over very long periods of time. Significant progress has also been made towards implementation of such facilities. There have, however, been delays in the disposal programmes of several countries. This report is a review of developments in the past decade. These are some of the challenges that must be faced in the years to come, and this study discusses them in the light of the most penetrating and informative analysis today’s economists can provide.     Abstract: In this paper, a structural VAR model is estimated for 11 EU countries in order to assess the effect on the government deficit ratio of four independent economic disturbances: supply, fiscal, real private demand and monetary shocks. Based on the estimated distribution of these shocks, stochastic simulations are performed to derive estimates of cyclically-adjusted budget balances that would have to be maintained to avoid breaching the Stability and Growth Pact’s 3 per cent of GDP deficit limit over different time horizons and with varying degrees of confidence. In order to capture the movement in the deficit stemming from automatic stabilisation, fiscal policy shocks are turned off during the simulations.     Abstract: This paper examines the various constraints which OECD Member countries must now deal with, faced with the prospects of rapid growth in the number of frail elderly persons. It pays particular attention to recent trends in disability. Most of the available cross-country evidence shows trends towards better functional health in older populations, although the magnitude of the gains and their significance need further assessment. In this context, this paper advocates an “active ageing” approach to long-term care policies. It provides some rough estimates of the macroeconomic costs of long-term care. It also presents some indicators of public/private financing and institutionalisation rates. The public costs of providing long-term care are estimated to be relatively modest as a proportion of GDP (of the order of 1 or 2 per cent or less). However, much care for the frail elderly is provided through informal care-giving arrangements which are not reflected in official figures.

The new Bulgarian Constitution was adopted by the Grand National Assembly in July 1991. It marked the return to multi-party democracy. The next parliamentary elections are scheduled for spring 2001. Presidential elections were held in January 1992 and November 1996. The next elections for the presidency will be held in autumn 2001. Overall, experts conclude that, to deal with the crisis and alleviate social distress, structural reforms of government, business and the financial sector must be undertaken rapidly. The necessity to provide greater co-ordination among these services, to improve their efficiency and effectiveness and to provide a seamless support to meet the holistic needs of students and their families is now becoming more accepted. Such an approach, inter alia, is community-based, emphasises prevention rather than being crisis-oriented, is customer-driven rather than being focused on an agency, and is accountable through outcomes rather than inputs. For many, better co-ordination of services is seen as the only solution available which is commensurate with our present democratic societies. All of the papers in this book were presented at a conference held in Toronto, Canada. They are original and have been written by policy-makers from different ministries, researchers from different disciplines and clients who come variously from Canada, Finland, France, Germany, the Netherlands, Spain, the UK, and the USA.

    Abstract: The future of rural areas is high on the domestic and international policy agenda. Restructuring of the agricultural sector, and accompanying reform of agricultural policies, and the challenge of meeting sustainable development objectives are key preoccupations in OECD countries. In the search for forward-looking and durable policy strategies, building on natural and cultural amenities is emerging as an important area of policy action, one which complements traditional, agriculture-oriented rural policies and places rural policy in the broader territorial development arena. In most rural areas, the potential of many natural and cultural resources remains untapped. Harnessing such amenities, however, involves striking a balance between use and conservation. In many cases, maintenance of rural amenities depends on a degree of local economic activity -- without it there is a danger of degradation. At the same time, over-exploitation risks spoiling, often irreversibly, the essential value of the amenity. Because many natural and cultural features are public goods, with limited markets and hazy property rights, public policies are needed to strike the delicate balance between supply and demand.

What do historical emissions and policy trends tell us about the way forward? Which policies will be needed to combat climate change? This book provides an overview of recent developments in OECD countries and a framework for policy making in the context of Kyoto targets. There is no single formula for domestic policies to mitigate greenhouse gas emissions. Every country will need to assess opportunities and constraints to develop a strategy adapted to their own situation. Yet, it is possible to outline some main lines for action in OECD countries at the national level. National strategies should prioritise market, subsidy and fiscal reform policies to establish conditions for competitive markets and remove distortions that harm the environment. And governments should implement a comprehensive mix of mutually reinforcing and integrated policies, using a wide range of economic instruments (green taxes, green tax reform and domestic emission trading) as well as other measures such as product policies, voluntary approaches and public awareness programmes. Unless OECD countries establish more effective frameworks for action now, achieving the Kyoto targets is likely to be costly and difficult.

    Abstract: Preventing hardship among those with few or no resources is no easy task. Today, institutions whose goal is to help those at the margins seek to integrate and encourage them in order to avoid social exclusion. How can social assistance best balance the adequacy of benefits with financial incentives to work? What policy measures are essential to promote independence and reduce (intergenerational) welfare dependence? What can be done to promote individual responsibility in societies where taxpayers and voters are explicitly regarded as major stakeholders in social policy? These are some of the most pressing social issues this book addresses by comparing social assistance policies in four Canadian provinces -- Alberta, New Brunswick, Ontario and Saskatchewan -- and four Swiss cantons -- Graubünden, Ticino, Vaud and Zürich. In Switzerland, few people were forced to rely on social assistance until unemployment rose sharply at the beginning of the 1990s. The authorities are now struggling with how to promote social inclusion by keeping benefit levels high whilst at the same time improving measures designed to get benefit recipients back into work. In Canada, all provinces have stressed the role of work as the best way of avoiding benefit dependency, and some provinces have also cut benefit levels and restricted access to benefits. The success of Canada in reducing social assistance benefit dependency stands out in an area of social protection where across the developed world there are remarkably few such successes. This and other related issues were highlighted at a conference on the Role of Investment in Development, Corporate Responsibilities and OECD Guidelines for Multinational Enterprises. This event provided a unique forum for dialogue between participants from OECD member states and developing countries, academic, business and labour circles and civil society on the development impact of FDI, the effectiveness of national policies and the responsibilities of multinational enterprises. These issues are expected to be taken up again at the forthcoming WTO Ministerial in Seattle.

One area of particular importance is the treatment of foreign investors. Foreign direct investment has played a leading role in many of the economies of the region, particularly in export sectors, and has been a vital source of foreign capital during the crisis. The four countries reviewed in this study - Indonesia, Malaysia, the Philippines and Thailand - have all tended to welcome inward investment for its contribution to exports but have often been less willing to open up the domestic market to such investors. This study discusses the role assigned to foreign firms in the development strategies of the four countries in the past and looks at how a more balanced approach to the treatment of foreign investors could contribute to a more sustainable development path in the future.

A multi-year period of policy stability supportive of market-led growth could produce enduring and broad-based benefits for Mexican consumers and businesses.     Abstract: The OECD Development Assistance Committee's 1999 review of Ireland's development aid programmes. It finds that in 1999, Ireland marks the 25th anniversary of Irish Aid, its official aid programme. Over the last five years, the volume of Ireland’s official development assistance (ODA) has risen by an average of 20 per cent a year in real terms, the most rapid growth by a Member of the OECD’s Development Assistance Committee (DAC). Preliminary data indicate that Ireland’s development co-operation reached 0.30 per cent of GNP in 1998, nearly double its 1992 level, and is projected to reach 0.35 per cent in 1999. After six years of impressive growth in volume and improvement in quality, most of the increase in aid in 1999 is being used for debt relief measures, European Union contributions, emergency humanitarian assistance and support for refugees in Ireland, rather than for allocations for the long-term development programmes administered by the Department of Foreign Affairs. Political commitments on aid allocations undertaken by the Minister of Finance mean that increases in the Department of Foreign Affairs’ part of the programme are now expected in 2000 and 2001. Two main issues confront the Irish Aid programme: how best to grow and how best to manage that growth. These are clearly issues which Ireland needs to consider and resolve itself, but the Development Assistance Committee can draw on its collective experience to contribute to Ireland’s reflections on these issues. A starting point, from experience elsewhere, is that Irish Aid should maintain and enhance the focused nature of the programme which is now one of its major strengths.

Far-reaching economic deregulation combined with efforts to improve the quality of social regulation have supported the construction of one of the most innovative, flexible and open economies in the OECD, while maintaining health, safety and environmental standards at relatively high levels. However, significant regulatory problems still exist. Improving the performance and cost-effectiveness of expensive social regulations and government formalities is a key challenge for regulatory quality. In a word, the challenge of regulatory reform in the United States is not how much regulation, but how good. The United States is one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This report -- the result of intensive assessment by the OECD and review by its Member countries -- is unique in that it presents an integrated assessment of regulatory reform in framework areas such as the macroeconomic context, the quality of the public sector, competition policy and enforcement, and integration of market openness principles in regulatory processes, and in sectors such as electricity and telecommunications. The policy recommendations present a balanced plan of action for both short and longer-term based on best international regulatory practices.

    Abstract: Political Background Until 25 June 1991, Slovenia was a constituent republic of the former Socialist Federal Republic of Yugoslavia. The first multiparty elections in Slovenia took place in the spring of 1990. On 23 December 1991, a new constitution was adopted. It created a modern democratic constitutional order and established the basis for a parliamentary system of government. The first parliamentary elections following independence took place in December 1992. The most recent presidential elections took place in November 1997. Milan Kucan was re-elected as president in the first round with more than 55 per cent of the vote. The next presidential elections are scheduled for November 2001. The most recent parliamentary elections took place in November 1996. Approximately thirty political parties fielded candidates in the elections. Following the elections, the Liberal Democrats entered into a coalition with the Slovenian People’s Party and the DeSUS Party. The leader of the Liberal Democrats, Janez Drnovšek, was re-elected as prime minister.

    Abstract: On 11 March 1990, the Supreme Council adopted the Provisional Basic Law of the Republic of Lithuania, which was viewed as the constitution, thereby suspending the former constitution of 12 May 1938. However, the Provisional Basic Law was only a constitutional Act of a transitional character; it did not change the structure of state power, and not all of the institutions characteristic of a democratic state were re-established. The Provisional Basic Law remained in force until the autumn of 1992. On 25 October 1992 citizens voted in a referendum to approve the constitution of the Republic of Lithuania, which re-established all the traditional state institutions, i.e. the Seimas, the presidency, the government, and the judiciary. In addition, the constitution introduced some new institutions to support the democratic functioning of the state, including the constitutional court, the ombudsman, and the state control department. The constitutional court’s status and procedures for executing its powers are established by the Law on the Constitutional Court of Lithuania, which the parliament adopted on 3 February 1993. The constitution also introduced the principle of independence for local governments.

    Abstract: This Technical Paper reports on a body of research conducted for the OECD Development Centre by Donald J. Robbins. It examines the patterns and determinants of rapidly rising educational attainment in six Latin American countries — Argentina, Chile, Colombia, Costa Rica, Mexico and Uruguay — all of which illustrate the sweeping transformations in growth, demographics and education now occurring in much of the world. It finds that rising per capita output, through a mechanism which induces women to join the labour force and interacts with falling family size, acts as the key factor leading to mounting educational achievement. This in fact highlights the role of women in basic household microeconomic decisions with powerful economic and social effects — decisions about female labour-force participation and family shifts from notions of “quantity” (large families) to those of “quality” (fewer children, with more investment in health and education).
