    Abstract: Plutonium and minor actinide burning or recycling in thermal and fast reactors is being studied in many countries with the aim of maintaining and developing fuel cycle options which can be adjusted to changing demands and constraints. The challenge is to move towards an economically and socially sustainable nuclear energy system based on advanced reactors - advanced water-cooled reactors, fast reactors and perhaps accelerator-based, hybrid reactors - and new types of fuel cycles which help to minimise the waste arising. An additional issue concerns the availability of resources for the long-term future. This workshop introduced new ideas on R&D activities and identified areas and research tasks relevant for the deployment of new systems and in which international co-operation can be strengthened. The roles played by existing experimental facilities as well as possible needs for new ones are discussed. The conclusions of the technical sessions are synthesised and the results of a round table discussion on international co-operation are presented.

    Abstract: Despite the fact that the freight transport market in Europe almost doubled in volume over the period 1970 to 1995, growth in the inland waterway sector has remained stagnant. Until now the waterways have primarily been used to transport goods produced by sectors that have been hard hit by industrial restructuring. However, the past does not necessarily hold the key to the future. Waterways can be readily incorporated into logistics chains in which regular supply streams and low transport costs are more important than speed. The transportation of hazardous materials and container transport also offer promising markets. The Round Table identified a number of policy measures which could help to promote development in the inland waterways sector (discontinuation of scrapping policies, support for the grouping of enterprises and the creation of co-operatives, incentives for private-sector investment). Reading the proceedings of this Round Table offers an opportunity to look at the inland waterways in a wholly new light which shows that there is a genuine future for this mode provided that operators are prepared to become entrepreneurs.

Countless studies have been published detailing the number of working hours lost in traffic jams. The figures quoted in these studies are alarming and paint an apocalyptic picture of road congestion. However, besides the everyday congestion faced by motorists, differences of opinion are now starting to appear with regard to the scale of the problem and the ways in which it should be tackled. This Round Table attempted to define congestion and to determine the scale of the problem. It addressed the trends in congestion and the consequences of those trends. The Round Table then considered possible solutions to the congestion problem. Considering the extent of this problem in the European context, the Round Table report sheds light on one of the most visible malfunctions of transport systems.

    Abstract: Latvia is a parliamentary republic first established on 18 November 1918, whose constitution (Satversme) was adopted on 15 February 1922. Its de facto sovereignty and independence ended with the USSR’s occupation as from 1940 and were restored by the Declaration of the Renewal of the Independence of the Republic of Latvia dated 4 May 1990 and the 21 August 1991 declaration re-establishing de facto independence, both of which proclaimed the authority of the Satversme. The Satversme was fully reinstated on 6 July 1993 when the parliament (Saeima) convened after the first democratic elections since the 1930s. On 17 June 1999, the 100-member Saeima cast 53 votes for Vaira Vike-Freiberga, who became the first woman to be elected president in the former Soviet Union.

    Abstract: In this study, we analyse extended periods of growth in Africa based on panel estimations from 27 African countries during the 1960-1996 period. Only a dozen of such rapid growth episodes are observable in Africa since 1960, and several of them eventually came to an end. We use all existing information on macroeconomic performance in Africa in a comparative manner, in order to assess the sustainability of current growth episodes. Our main conclusion is that sustainable growth needs to be based on a balanced mix of capital accumulation, macroeconomic adjustment and structural change. Employment-conditional schemes are policy instruments designed to increase the employment prospects of the low-skilled as well as to support their living standard. In this paper a simple CGE model is developed to simulate the impact of the introduction of an employmentconditional scheme in four OECD countries. The simulated policy package is graduated on gross earnings with both “phase-in” and “phase-out” regions. The advantage of the CGE approach is to allow assessing the direct and indirect effects of the financing of the policy scheme on both labour demand and supply.     Abstract: This study examines the dynamics of poverty for four OECD countries (Canada, Germany, the United Kingdom and the United States). It provides information on patterns of poverty, which groups stay in poverty the longest, and household/individual characteristics and life-course events which appear to be most closely associated with transitions into and out of poverty and the length of time individuals stay in poverty. The analysis finds that the number of people touched by poverty over a six year period is significantly larger that the poverty rate might suggest, but the share of those staying poor for a long time is much smaller.     Abstract: This study presents the main developments in the manufacturing industry in Cameroon, based on firm-level data covering the 1980-95 period. The emphasis is on structural factors of competitiveness. A production function and an export function are estimated in order to study the determinants of total factor productivity (TFP) and export performance. The results provide evidence indicating that openness to trade, development of skilled labour and adequate management of the real exchange rate are crucial factors for the enhancement of productivity and exports. Moreover, a mutually reinforcing relationship between productivity and export performance is demonstrated.     Abstract: As it takes time and effort to learn how to fully utilise new technology and realise its maximum potential productivity gain, adoption of new technology tends to reduce productivity temporarily, even though the potential productivity gain in the long run outweighs this short run loss. This paper points to such “learning cost” in technology upgrading as a potential explanation of the following two “productivity puzzles” reported in the Information Technology (IT) literature and in the studies of East Asian economic growth. First, in the 1980s, US companies made enormous IT investments, but little productivity gain was observed. Second, Total Factor Productivity (TFP) growth of “Newly Industrialising Countries” (NICs) in East Asia was mediocre in spite of the impressive investment drive in those countries. A simple model of optimal intervals for technology upgrading with learning cost is developed. This model predicts that a company with higher frequency in technology upgrading will tend to have higher market value even with lower current profitability. An empirical study using unbalanced panel data of 1,031 US companies from 1986 to 1995 supports this prediction. Extending the scope from firm-level to industry-level, the paper estimates the magnitude of industry-wide learning-by-doing effects using annual data on 15 sub-industries in the Japanese machinery manufacturing sector from 1955 to 1990. The results show that industry-wide learning-by-doing was strong in low-tech industries where technological change was relatively slow, while it was insignificant in high-tech industries which experienced rapid technological evolution. It is also observed in the US and Japanese manufacturing industries that TFP growth tends to decrease with faster capital accumulation. This negative correlation is reproduced in simulations based on the extended model of learning cost.

    Abstract: On 11 March 1990, the Supreme Council adopted the Provisional Basic Law of the Republic of Lithuania, which was viewed as the constitution, thereby suspending the former constitution of 12 May 1938. However, the Provisional Basic Law was only a constitutional Act of a transitional character; it did not change the structure of state power, and not all of the institutions characteristic of a democratic state were re-established. The Provisional Basic Law remained in force until the autumn of 1992. On 25 October 1992 citizens voted in a referendum to approve the constitution of the Republic of Lithuania, which re-established all the traditional state institutions, i.e. the Seimas, the presidency, the government, and the judiciary. In addition, the constitution introduced some new institutions to support the democratic functioning of the state, including the constitutional court, the ombudsman, and the state control department. The constitutional court’s status and procedures for executing its powers are established by the Law on the Constitutional Court of Lithuania, which the parliament adopted on 3 February 1993. The constitution also introduced the principle of independence for local governments.

    Abstract: This paper examines the main determinants of the decision to retire from the labour market in OECD countries, and in particular the role of social security systems in driving down the labour-force participation rate of older people in recent decades. It demonstrates that old-age pension systems in virtually all OECD countries in the mid-1990s made it financially unattractive to work after the age of 55, and the implicit tax on continued work has risen strongly since the 1960s in most countries. In practice the federal fiscal set-up has evolved towards consensus and co-operation, where equalisation of living standards takes precedence over public choice and economic incentives. Most of the available cross-country evidence shows trends towards better functional health in older populations, although the magnitude of the gains and their significance need further assessment. In this context, this paper advocates an “active ageing” approach to long-term care policies. It provides some rough estimates of the macroeconomic costs of long-term care. It also presents some indicators of public/private financing and institutionalisation rates. The public costs of providing long-term care are estimated to be relatively modest as a proportion of GDP (of the order of 1 or 2 per cent or less). However, much care for the frail elderly is provided through informal care-giving arrangements which are not reflected in official figures.

In this book, the OECD explodes the myth of conspiracy and evil design, showing that well-intentioned and previously successful economic policies put the Asian economies at risk. Generous support for heavy and high-tech industries created "turnkey" companies with an excessive reliance on imported technology and inputs. In many cases, the success of these industries came at the expense of small and medium-sized enterprises, and more generally of the ability to foresee and respond to the need for adjustment. There were also detrimental effects as traditionally strong parts of these economies lost their competitive edge due to limitations in technological linkages coupled with upward pressures on wage costs and appreciating exchange rates. The book shows that the Asian breakdown had far-reaching structural global implications extending beyond the financial sphere. In examining the policy implications, the OECD argues that far-reaching industrial reforms are needed to accompany the measures being taken to address the financial aspects of the crisis. Learning the lessons from these reforms will reduce the risk of similar crashes in the future.

    Abstract: Following recent disarmament agreements, the Russian Federation and the USA have declared part of their stockpiles of weapons-grade plutonium as a surplus to their national defense needs. This material needs to be disposed of, and one of the suggested means of doing so is burning it in existing reactors and transforming the material into spent fuel. The experience in these two countries with mixed oxide fuel (MOX) is either dated or scarce. Several European countries and Japan, however, have acquired much experience in using MOX fuel in reactors which was shared at this important workshop. This publication presents the workshop results which reviewed existing technical information from the civil nuclear power programmes that are beneficial to weapons-grade plutonium disposition. It also proposes concrete actions that could help expedite this process in the near future.

    Abstract: Fears of the prospect of growing social exclusion have become important concerns in recent years for many countries. Improving the quality of education and the standards attained by students to improve employability is one of the tools being used to prevent exclusion. However, changing social realities are leaving young children and students more exposed than ever to failure at school and unemployment. It is becoming increasingly clear that communities, education systems, schools and teachers are not equipped to deal with the many problems which arise and when social or health services become involved conflicts of interest can arise leading to actions which are not always in the clients' best interests. The necessity to provide greater co-ordination among these services, to improve their efficiency and effectiveness and to provide a seamless support to meet the holistic needs of students and their families is now becoming more accepted. Such an approach, inter alia, is community-based, emphasises prevention rather than being crisis-oriented, is customer-driven rather than being focused on an agency, and is accountable through outcomes rather than inputs. For many, better co-ordination of services is seen as the only solution available which is commensurate with our present democratic societies. All of the papers in this book were presented at a conference held in Toronto, Canada. They are original and have been written by policy-makers from different ministries, researchers from different disciplines and clients who come variously from Canada, Finland, France, Germany, the Netherlands, Spain, the UK, and the USA.

    Abstract: The Development Assistance Committee's 1998 review of Spain's development aid programmes and policies. It finds that The Spanish Government is making significant efforts to consolidate the political framework for development co-operation and improve the quality and transparency of its aid. A draft law on development co-operation was submitted to Parliament in the autumn of 1997 and new planning and evaluation systems for aid management are being introduced, including a multi-year indicative plan and country programmes. Despite severe budgetary constraints, an increase in the aid budget is also envisaged. These initiatives were well received by the OECD's Development Assistance Committee (DAC) during the review of Spain's aid policies and programmes. The Committee also took note of the major improvement in the balance of the Spanish aid effort with a significant increase in the grant aid programme, accompanied by a decline in the tied Development Aid Fund (FAD) loan component, and expressed the hope that this trend would continue. The DAC encouraged the Spanish authorities to pursue their efforts to ensure greater consistency of the FAD loans with the overall development objectives and policy directions for Spanish aid. In relation to general good practice among donors, the Committee indicated its support for the measures to enhance the effectiveness of the Spanish aid programme and its capacity to implement and suggested that the Spanish authorities consider a number of further initiatives

    Abstract: The financial crisis in Asia has brought to the fore the question of the appropriate policies for recovery and for future sustainable development. One area of particular importance is the treatment of foreign investors. Foreign direct investment has played a leading role in many of the economies of the region, particularly in export sectors, and has been a vital source of foreign capital during the crisis. The four countries reviewed in this study - Indonesia, Malaysia, the Philippines and Thailand - have all tended to welcome inward investment for its contribution to exports but have often been less willing to open up the domestic market to such investors. This study discusses the role assigned to foreign firms in the development strategies of the four countries in the past and looks at how a more balanced approach to the treatment of foreign investors could contribute to a more sustainable development path in the future.

A New Framework for Assessment, the first volume in the PISA series, provides the conceptual framework on which the PISA 2000 assessment is based. This sector has been growing at around 10% per year, and overall turnover for 1999 is likely to be close to USD 1.5 trillion. These services create jobs in OECD countries, directly employing at least 11 million persons. Business organisation services were the major employer, with 3.6 million people in personnel recruitment services and 1.5 million in management consultancy in the mid-1990s. This sector’s strong performance is driven by the general shift towards services, the rise of the knowledge-based economy, the need for greater flexibility within firms, specialisation and increased division of labour in many areas, outsourcing by established firms, and the trend towards smaller production units and firms.Governments influence the demand for business services by promoting private sector investment in intangibles such as R&D, training and education and business organisation, and by supporting the supply of these services through a range of intermediary agencies.     Abstract: The development process can advance more rapidly than ever before in the new global economy. While opening their economies to trade and investment is a necessary condition for developing countries to achieve sustained high growth and reduce poverty, it is by no means a sufficient condition. Initiating a sustainable dynamic growth requires sound, market-oriented economic policies; appropriate social policy frameworks, including strong investment in human capital and adequate social safety-nets; and good governance. But, as shown by the Asian financial crisis, weaknesses in any of these basic foundations make even successful developing economies vulnerable to crisis. OECD countries have a pivotal role to play in facilitating developing countries' efforts to fully exploit the benefits of open trade and investment. The key objective of this report is to identify how OECD countries can promote policy coherence by improving the framework for international investment and capital flows; addressing environmental concerns; facilitating participation of developing countries in the global information society; and enhancing the coherence of development co-operation policies. To be successful, policy coherence implies the broader agenda of consciously taking account of the needs and interests of developing countries in order for them to be effective rather than vulnerable and marginal players in the global economy.

    Abstract: Both firms, keen to improve their competitiveness, and governments, keen to exploit new sources of economic and social progress, need to understand how innovation works in order to better stimulate it. The paradox of innovation is that it uses co-operation to enhance competition and to link many different actors in innovative clusters. In a knowledge-based economy, these clusters of innovative firms form around sources of knowledge. They are based on a sophisticated infrastructure in which knowledge is developed, shared and exchanged, and are characterised by highly concentrated and effective links between entrepreneurs, investors and researchers. Clusters can take a variety of forms, depending on their main technological and commercial areas of specialisation. In most cases they operate within localised geographical areas and interact within larger innovation systems at the regional, national and international level. With globalisation, dynamic clusters are becoming key factors in a country’s capacity to attract the international investment that generates new technological expertise, to interest investors in innovation (venture capital, etc.) and to benefit from the international mobility of skilled personnel. This book reviews the latest economic research on these issues, shows how technology policy makers in OECD countries are making practical use of the concept of clusters and suggests how government policies to foster innovation might best be refocused.

    Abstract: Environmental taxes are receiving growing interest world-wide. From an environmental perspective, a key driver has been the search for more efficient and cost-effective approaches for implementing domestic environmental policies. From a fiscal policy perspective, growing pressures have been exerted to reduce income tax rates and to offset this by broadening the tax base. These reforms provide opportunities to introduce new environmental taxes in a revenue-neutral manner and simultaneously to achieve environmental and fiscal policy objectives. This volume presents recent developments in designing and implementing environmental taxes in China and OECD countries. Key challenges and opportunities are highlighted, including the role of removing or reforming existing distortionary subsidies that are damaging to the environment; restructuring existing taxes; and introducing new environmental taxes. The papers, which were presented at an OECD Workshop held in October 1998, provide the reader with a unique comparative analysis.

    Abstract: In many countries of the OECD business incubators have become an increasingly popular policy instrument for local economic and employment development. Business incubators aim to assist entrepreneurs with enterprise start-ups. Incubators are also being widely used to pursue related objectives such as the commercialisation of university research, providing infrastructure, upgrading the technological capabilities of local firms, and even affording a safe haven for legitimate entrepreneurship where crime is a constraint on business. As this publication makes clear, there is no unique business incubation model. Rather, there is considerable diversity in the types of business incubator, their modes of operation and the objectives they pursue.Interest in business incubation comes from a variety of sources. Local and regional governments, universities, chambers of commerce, science parks, private real-estate developers and non-profit organisations have all participated in establishing and running incubation programmes. However, this is still a young industry in many countries, and evaluation material is scarce. This publication reviews current experience in business incubation in Australia, Germany, Italy, the United Kingdom and the United States. Indeed, this volume is one of the first to treat the international experience of business incubation.

    Abstract: Climate change is an increasing concern across the world. In 1997, a number of countries, including most OECD countries, agreed the Kyoto Protocol, which sets targets for future emissions of greenhouse gases that drive climate change. But the Kyoto Protocol left many decisions to be made, and while these are being discussed the clock ticks and the date for meeting the targets draws closer. Uncertainties are even larger as to policy requirements over the longer term. The Kyoto targets in themselves will do little to avert climate change but are best seen as a first step towards ambitious worldwide action. This puts the focus on how to achieve worldwide consensus for taking action and the economic impacts such action may have. Whatever action is taken, and on the basis of available scientific evidence, some climate change may take place in any case, raising questions about its impacts and how best to adjust. What are the main outstanding issues concerning the Kyoto Protocol? What will it cost to implement the Protocol? How can it be done so as to minimise costs? How could economic burdens be shared among countries so as to achieve broad consensus for global action? What will be the impact of such climate change as may happen and how should policy be set so as to smooth adjustment? This publication presents analysis which bears on the above questions as well as others in the climate change debate. It does not purport to have the final answers, but is aimed to inform a major debate.

    Abstract: The past decade has witnessed a significant increase in cross-border capital flows and a pronounced shift in their composition towards portfolio investment, with much of the capital under management by mutual funds or "collective investment institutions" resident in OECD countries, as well as in offshore tax-free environments. These developments motivate countries to review and monitor the operation of their tax rules in this area, notably the interaction of domestic tax rules with tax systems and practices in other countries, to ensure that policy goals are being addressed. This book analyses the taxation of cross-border portfolio investments by means of collective investment institutions. Possible tax distortions specific to the area of collective investment institutions are identified for a representative group of OECD countries. The analysis and calculations contained in the book, while illustrative and not capturing the full richness of the possible permutations under tax regimes, draw out key tax distortions, neutrality conditions and policy options.

    Abstract: This publication sheds light on the issue of decentralisation in Mexico. It shows that decentralisation can make decision-making more efficient and increase local participation in development issues. Decentralisation can provide a better framework to improve local infrastructure and to channel the necessary finance from public and private sources. The modernisation of infrastructure systems in Mexico's cities and regions would improve the quality of life and stimulate economic development, thus fostering entrepreneurship and employment.     Abstract: With the emergence of a knowledge-based society, innovation has become an increasingly important factor in the competitiveness of firms, the prosperity of nations and dynamic world growth. Innovation uses scientific progress to meet the changing needs of society and is thus one of the keys to sustainable development. Promoting innovation is now a high priority in most OECD countries. However, the pursuit of this objective is often hampered by an inadequate understanding of the extent to which the mechanisms of innovation are being transformed by globalisation, the development of information and communications technologies and the expanding scientific knowledge base. Drawing on new empirical data, this book analyses the fundamental changes in the linkages between industry and the science system as well as in the nature of the competencies required for firms to innovate. The changes which are transforming the respective roles of competition and co-operation in stimulating innovation and which are enabling enterprise creation and SMIs to play an increasingly active role in innovation are also examined. This book shows that innovation performance depends on the way in which the different components of the "innovation system" -- businesses, universities and other research bodies - interact with one another at the local, national and international levels, and concludes that the public authorities must change their approach to the promotion of innovation. This study defines the aims and tools of this new innovation policy and identifies examples of good policy practice recently implemented in OECD countries.

    Abstract: Developing and transition economies are seeking to accelerate their development by liberalising trade and investment, and taking advantage of the opportunities of the global market place. However, in the wake of recent financial crises, concerns have been expressed that some countries might turn away from open trade and investment. In fact, most crisis-affected countries are continuing to liberalise trade and investment, which they see as part of the solution to the crisis, not the cause. This report reviews evidence of the benefits and challenges of trade and investment for development, drawing on experiences from economies in various parts of the world. Experience shows that open trade and investment have been beneficial for development, when accompanied by a coherent set of growth-oriented macroeconomic and structural policies, capacity-building, social policy and good governance. Further, countries like Korea and Mexico that have responded to economic crisis with liberalisation and structural reform have experienced positive results. All countries -- developed, developing and transition -- have a vital stake in a new Round of multilateral trade negotiations to prepare for the global economy of 21st century.

    Abstract: OECD countries believe that foreign direct investment (FDI) will play a critical role in the rise of standards of living among nations well into the 21st century. A crucial aspect will be whether FDI’s contribution to economic development will respond in a balanced and sustainable way to the aspirations and expectations of host and home countries alike. This and other related issues were highlighted at a conference on the Role of Investment in Development, Corporate Responsibilities and OECD Guidelines for Multinational Enterprises. This event provided a unique forum for dialogue between participants from OECD member states and developing countries, academic, business and labour circles and civil society on the development impact of FDI, the effectiveness of national policies and the responsibilities of multinational enterprises. These issues are expected to be taken up again at the forthcoming WTO Ministerial in Seattle.
