    Abstract: Female Genital Mutilation/Cutting (FGM/C) is a development issue and a form of violence against women and girls that affects at least 200 million women in the world FGM/C is a harmful practice proven to impact the physical and mental health of affected women and girls from the moment of the cutting, with prolonged and irreversible consequences during their entire lives. Studies show that FGM/C has economic and social consequences and a high obstetric cost although a comprehensive study on the exact extent of these economic, health and social costs is still to be carried out. Beyond the data and the statistics, researcher have shown that FGM/C deprives women of sexual satisfaction, sexual health and psychophysical wellbeing. The Compendium of International and National Legal Frameworks on Female Genital Mutilation (the "Compendium") was prepared to contribute to this urgent and important development debate with the understanding that the knowledge of the law is an important empowerment tool to end FGM/C. It provides a survey of the key international and regional instruments as well as domestic legislation as they relate to the prohibition of FGM/C

    Abstract: South Africa's much anticipated economic rebound in 2018 did not occur. While substantial efforts by the authorities to strengthen governance of public resources and stabilize the fiscal situation helped the economy to not contract further, economic growth remained tepid with a technical recession (two successive quarters of negative economic growth) in the first half of 2018. GDP growth is expected at below 1 percent in 2018, down from an already low 1.3 percent in 2017. A number of exogenous factors contributed to this poor growth performance. Domestically, climate variations such as a prolonged drought in the Western Cape where harvests were delayed exerted a huge toll on agricultural production. Externally, mounting trade tensions between the United States and China, and tightening global financial conditions contributed to slowing the pace of foreign financial inflows to South Africa while lessening the demand for its exports. Rising world oil prices also exerted strong pressure on the balance of payments and domestic prices, depressing private consumption. These negative developments, however, do not conceal the fact that South Africa's growth challenge is deep-seated and largely structural. To grow faster and sustainably, the economy will need to be more inclusive, requiring the participation of a greater share of the population mainly through job creation. Furthermore, persistent inequality of income and of opportunity will continue to raise pressures for redistribution of limited resources that are drawn from a small tax base. Radical policy demands are more likely in a stagnant economy, fuel policy uncertainty and deter private investment. At the Presidential Jobs Summit and the South African Investment Conference held in October 2018 agreements were made on actions that are expected to enable job creation and to attract higher levels of investment, including interalia, education and skills interventions, and initiatives to reduce policy uncertainty on land reform, mining and black economic empowerment

    Abstract: In 2016, the Government of Bulgaria (GoB) decided to initiate spending reviews (RS) to improve the efficiency and effectiveness of its spending in the context of a moderate fiscal consolidation process. Although Bulgaria has one of the lowest overall spending in the European Union (EU), spending outcomes lag those of other EU member states. In the case of waste management, Bulgaria spends the most among comparable EU countries, but outcomes could be significantly improved. Still a large part (48 percent in 2016 ) of municipal solid waste generated is landfilled even though waste management infrastructure is under development. To help address these challenges the Ministry of Finance (MoF) requested analytical and advisory support from the World Bank. Such support was intended to identify spending pressures and potential efficiency and effectiveness gains in waste management. In contrast to most spending reviews, where saving targets are identified upfront and the primary objective is to find ways of reducing the budget, the primary objective of this review is to increase performance and use any savings derived from efficiency gains for additional priority spending on waste management. A secondary objective is for this SR to help increase the transparency of spending on waste management, as information on spending categories by activity and municipality has not been analyzed until now

    Abstract: In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities. During 1992-1997, state farms were decollectivized. During 1998-2002, farm fragmentation into small production units has started, which was completed during 2003-2008. Unsatisfied with the performance of fragmented farms, the government started farm consolidation between 2008/2009 and 2016, creating a dual system when dekhkan smallholders averaging 1 hectare (ha) and producing livestock and horticulture products coexisted with large individual farms, averaging 40-60 ha and producing cotton and wheat under the state order system. The 2019 restructuring seeks to double the size of cotton and wheat farms to the average of 100 ha

    Abstract: Results-based financing (RBF) has gained popularity in the international development community because of its potential to make education spending more effective and efficient. In the education sector, RBF has been primarily applied to four levels: teachers; students and families; schools; and governments. The results overall have been mixed, with some notable successes and some disappointing experiences. This report explores when and how RBF can help achieve better impacts in education. While there is no rigorous evidence available to suggest that RBF on its own is better at producing learning outcomes relative to other development financing modalities, there is a significant amount of research that shows RBF can have positive effects by incentivizing specific stakeholders in the education system. In addition, there is operational evidence available on how RBF can be designed and implemented with country partners more effectively. It is important for practitioners and policymakers to learn from this evidence as the RBF portfolio in education grows across development agencies

    Abstract: Blockchain is an emerging technology that offers the possibility of re-engineering economic models and enabling the creation of markets and products that were previously unavailable or unprofitable across emerging markets. This report is intended to introduce readers to current developments in distributed ledger technology, or blockchain, with the vantage point of possible benefits to emerging markets. The first six chapters were written a year ago, while the last three are more recent and bring the perspective of a year of development in the nascent technology. Chapter 1 provides an overview of blockchain technology, followed by a look at its unfolding applications in emerging markets in Chapter 2. Chapter 3 examines whether blockchain can be used to mitigate de-risking by financial institutions. Chapters 4 and 5 look more closely at the financial services sector, including an overview of how blockchain fits into the spectrum of financial technology (fintech) innovations and the resulting provision of financial services (Chapter 4), and an analysis of blockchain's contribution to reaching the unbanked and underbanked in various emerging markets, including in Latin America, Asia, and Sub-Saharan Africa (Chapter 5). Chapter 6 looks beyond fintech to explore how developments in applied blockchain technology can impact agribusiness, drug safety, and more generally provide enforcement tools to promote the reach of sustainable and inclusive business. Chapter 7 discusses the proper regulatory environment needed to stimulate competition and investment in blockchain technologies in emerging markets and beyond. Chapter 8 examines the potential of blockchain to accelerate the transition to low-carbon energy solutions in these countries.     Abstract: Iraq needs a strategy to make rapid progress in tackling its profound jobs challenges. Iraq is facing a jobs crisis of unprecedented proportions. It could foment a resurgence in violence unless the Government of Iraq makes credible and swift progress in job creation and reconstruction. To shape a longer-term vision, Iraq can look beyond its recent history of conflict, and to its past as a diversified economy and home of an educated workforce. However, in the short-term, neither private/ public sector hiring can create jobs at the desired scale without significant new policy action. The first-best solution for large-scale private sector job creation hinges on structural reforms that must begin now, but are achievable only in the medium to longer term. This paper provides a primer on options to deliver large-scale job creation in the short term, based on investments in construction, agriculture and agribusiness, small and medium enterprises, and vocational skills. Its aim is to outline workable steps for progress in a jobs crisis in a post-conflict situation. Because these steps focus on rapid impact at scale, rather than structural reform, they are less-than-ideal or second-best. A similar logic applies to financing options. Financing needs for jobs are large, and while business climate reforms are under way, first-best private investment in jobs will remain limited. Yet, the recent oil price hike offers the Government of Iraq a uniquely timely opportunity to make an investment in jobs

    Abstract: This Country Partnership Framework (CPF) for Morocco for the period FY2019-24 has the overarching goal of contributing to social cohesion by improving the conditions for growth and job creation and reducing social and territorial disparities. Prepared collaboratively by IBRD, IFC and MIGA, the CPF translates the recommendations of the SCD and the Country Private Sector Diagnostic (CPSD) into an integrated World Bank Group (WBG) engagement. The CPF is aligned with the objectives of the Government's Program and Medium-Term Strategy 2017-21. It is also consistent with the third phase (2019-23) of the Government's National Initiative for Human Development (INDH), which focuses on strengthening human capital through improved education, healthcare and social protection, and on enhancing youth economic inclusion. Opportunities for youth are at the center of the CPF.The CPF responds to Morocco's ambition to successfully navigate this crucial point in its history. To achieve its objective of contributing to social cohesion and reducing social and territorial disparities, this CPF pursues three strategic focus areas: (A) Promoting Job Creation by the Private Sector; (B) Strengthening Human Capital; and (C) Promoting Inclusive and Resilient Territorial Development. Governance and Citizen Engagement are the foundational principles of the CPF, and Gender and Digital Technology are cross-cutting themes.Strong country ownership and demand are important determinants of the specific activities included in the CPF program. The first three years of the program have been defined jointly with the Government. The program supports the shift to a new development model, based on a scenario of deep and sustained structural reforms to increase productivity gains with special attention to innovation, market contestability and unleashing private sector potential.Under this scenario, Morocco would be able to maintain a relatively high rate of economic growth and economic convergence with more developed countries while preserving macroeconomic stability. The other two possible scenarios: voluntary growth-oriented policies without productivity-enhancing reforms or the pursuit of current macroeconomic and structural policies would respectively lead to large macroeconomic imbalances or a disappointing growth performance

    Abstract: The purpose of this report is to present the findings from a study on the Economic Empowerment of Women through Resilient Agriculture Supply Chains: A Geospatial and temporal Analysis in Southwestern Bangladesh. Recognizing that a common weakness in transport corridors has been the lack of participation and limited benefits accruing to the communities through which a corridor passes, World Bank investments in transport infrastructure are increasingly complemented by activities that facilitate the competitiveness of micro and small enterprises and economic opportunities for women and other disadvantaged people and integrate gender-responsiveness into trade facilitation and logistics initiatives. This geospatial and temporal value chain analysis in southwestern Bangladesh adopts a five-step methodology which overlays economic and initial enterprise analysis along this transport corridor, analyzes human capital (with particular focus on women) and the labor force along transport corridors, considers risk management in the value chain analysis, evaluates the economic structure of a value chain, and restructures the opportunities and gaps in areas where agglomerated economic activities were identified. The report includes a total of four components: chapter one, Identification and characterization of agricultural products that are representative of women driven, small-to-medium enterprises (SMEs). Chapter two, a geographical diagnosis of the population's sociodemographic and infrastructure conditions, and identification of constraints and opportunities regarding women-driven SMEs.     Abstract: Cote d'Ivoire has a moderate risk of external debt distress, with limited space to absorb shocks. All liquidity and solvency external debt indicators lie below their thresholds under the baseline scenario. However, the ratios of external debt service to revenue and exports are projected to rise, diminishing room to maneuver, and an export shock would cause breaches of their relevant thresholds under the worst-case stress scenarios. This underscores the substantial downside risks originating from external shocks and the need to boost domestic revenue mobilization. The overall risk of public debt distress is also moderate, with public debt to GDP ratio expected to decrease gradually. A sustained compliance with the WAEMU fiscal deficit convergence criterion and a prudent external borrowing strategy balancing the costs and economic return of new loans will be crucial to preserve debt sustainability

    Abstract: Malawi currently faces an environmental cycle of decline and degradation. The challenges it faces are complex and interrelated, but there are two underlying drivers behind this decline. Population growth places huge demands on natural systems with more land being converted to agriculture and more forests being harvested for the wood fuel supply. Climate change magnifies these impacts by putting greater strain on land and forests due to increased incidents of natural disasters and extreme weather events. Proximate drivers of environmental degradation include weak land tenure security, unsustainable land management practices (driven in part by poorly designed and targeted agricultural subsidies), chronic shortages of public funding for environmental management, and weak institutions, particularly those at decentralized levels. The Malawi Country Environmental Analysis (CEA) compiles and reviews existing analyses on Malawi's environment and natural resources (ENR) and explores what this evidence means for poverty and economic development. The CEA also identifies 10 strategic recommendations to address the degradation of natural resources and the environment and to promote improved environmental management, investment, and expenditure practices

    Abstract: What is produced on farmland is critical to the agriculture sector outcomes. If other objectives, such as farm incomes, jobs, water security, were considered as important as producing more of wheat and cotton in Uzbekistan, the farmland use structure will have looked differently. This report offers an example of more balanced allocation of farmland, which can increase agricultural production by 51 percent, employ 16 percent more people in primary agriculture, and save 11 percent water by 2030. All this can be achieved without undermining food security (for example, wheat supply) and development of textile industry. Outlooks are subject to uncertainty and the identified gains may not be necessarily realized. Yet, the benefits of more balanced farmland use are too large to be ignored for the future of agriculture development in Uzbekistan

    Abstract: The Roma are the largest ethnic minority in Europe, as well as one of the most deprived and socially excluded groups. Because of the lack of high-quality data, research on Roma inclusion to inform evidence-based policies is scarce, and accurate data on programs implemented in the Western Balkans are needed. This report aims to fill this knowledge gap and inform policy making by relying on data from the 2011 and 2017 rounds of the Regional Roma Survey (RRS), the most comprehensive survey to date on living conditions and human development outcomes among marginalized Roma households in the Western Balkans, as well as non-Roma neighboring households. The results show that marginalized Roma in the Western Balkans do not have the endowments and assets they need nor the ability to use the assets they have efficiently and intensively to generate economic gains and climb the socioeconomic ladder. Gaps with respect to non-Roma neighbors are especially wide in education and labor markets, and, in general, there is generally little improvement between the two survey years in access to services and economic opportunities. The report provides policy directions, highlighting gender and discrimination as cross-cutting policy areas. It also suggests a pragmatic approach towards generating evidence-based policies through better monitoring and evaluation and collection of ethnically-disaggregated administrative data. Finally, a comprehensive and integrated lifecycle approach is also encouraged

    Abstract: Ethiopia has experienced remarkable economic success in recent years. In the past decade, its average annual growth rate far exceeded the regional average, at slightly over 10 percent relative to a regional 5 percent. Despite significant economic growth, however, women continue to face significant barriers in the workforce. The unmet potential of women in the workforce is intrinsically linked to a lack of opportunities for women in education, health, and human rights. This report presents evidence on the mechanisms underlying gender gaps in the Ethiopian workforce. Using data from the 2011-2016 Ethiopia socioeconomic surveys, this report provides a detailed understanding of the constraints faced by female farmers, entrepreneurs, and employees. To that end, the diagnostic makes four key contributions: first, this report provides an overview of the labor force in Ethiopia and identifies the factors that predict whether, how much, and in what sector an individual works. Second, this report uses Oaxaca-blinder decompositions to measure and account for gender gaps in economic outcomes in agriculture, self-employment, and wage labor. Third, this report identifies the links between labor market skills, social norms, and gender gaps in the Ethiopian workforce. Fourth it provides policy makers with a menu of innovative programming examples

    Abstract: There is a growing body of literature exploring the skill content ofjobs. This article contributes to this research by using data on thetask content of occupations from developing countries, instead of US data as most existing studies do. It finds that US-based indexes do not provide a fair approximation of the levels, changes and drivers of the routine cognitive and non-routine manual skill content of jobs in developing countries. The authors also uncover three new stylized facts. First, while developed countries tend to have jobsmore intensive in non-routine cognitive skills than developing ones, income (both in growth and levels) is not associated with the skill content of jobs once other factors are accounted for. Second,while ICT adoption is linked to job de-routinization, international trade is an off setting force. Last, ICT adoption is correlated with lower employment growth in countries with a high share of occupations intensive in routine tasks

    Abstract: The cost of desalination has been plummeting over the years. As a result, desalination has become a viable option for certain strategic uses. Today, over 20,000 desalination plants in more than 150 countries supply about 300 million people with freshwater every day. Initially a niche product for energy rich and water scarce cities, particularly in the Middle East, the continued decrease in cost and environmental viability of desalination has the potential to significantly expand its use - particularly for rapidly growing water scarce coastal cities. Desalination can be seen as one option in a portfolio water supply sources, including traditional surface water and groundwater sources as well as wastewater reuse, to meet growing water demand gap. Although still relatively expensive, desalination offers the potential to enhance system reliability. As renewable sources of energy such as wind and solar expand, and as advances in concentrate management techniques make discharges from desalination plants much cheaper and safer, the prospect of producing freshwater from the sea without increasing greenhouse gases and without significant damages to the local environment become more promising

    Abstract: This Public Expenditure Review (PER) was prepared by the World Bank at the request of the Ministry of Finance of Cabo Verde. With a debt-to-GDP ratio of 126 percent in 2017, Cabo Verde is the most indebted country in Sub-Saharan Africa. The country is also at a high of risk of external debt distress. As part of fiscal consolidation efforts to reduce debt, this PER identifies measures to boost fiscal revenues and improve the efficiency of public spending with emphasis on health and education. The report recommends tax policy measures to stem revenue loss from ineffective tax expenditures while strengthening revenue administration and tax compliance. There is space to reduce spending inefficiencies on goods and services, wages and salaries yielding potential fiscal savings. Investment in human capital is prioritized in Cabo Verde but there is scope to improve efficiency and outcomes. In education, reducing repetition rates and addressing human resources issues are key to avoiding waste and improving outcomes. In health, the report recommends measures to improve the allocation of resources to health units. If implemented, these measures could result in combined fiscal savings of at least 2.5 percent of GDP. Finally, continued rationalization of central government fiscal support to State-Owned Enterprises (SOEs) is required to support a gradual reduction of the debt-to-GDP ratio over the medium term. The report includes five chapters. Chapter one discusses the key drivers of fiscal balances and public debt in Cabo Verde and explores different options to put debt on a downward trajectory. Chapters two and three analyzes in detail the respective performances of fiscal revenues and spending over 2010 to 2017. Chapters four and five reviews public spending in the health and education sectors with emphasis on efficiency. Equity issues as also covered in chapters four and five

    Abstract: The economies of the GCC recovered in 2018 despite signs of weakness in the global economic outlook, reinforcing the perception that GCC economies' fortunes are still inextricably tied to oil. Global growth slowed in 2018, as trade tensions be-tween the U.S. and China escalated, and goods trade slowed markedly. However, the steady increase in oil prices until October 2018 lifted growth in the GCC economies, from an average of -0.2 percent in 2017 to 2.0 percent in 2018. Two of the region's largest economies Saudi Arabia and Kuwait, as well as Oman, emerged from recession in 2018. Growth outturns were driven by higher oil production in the second half of 2018, higher capital investment made possible due to the rise in oil revenues, and higher domestic demand. Fiscal and external balances improved, also tracking oil sector performance. GCC countries' fiscal balances improved in 2018, aided by the average increase in oil prices and progress with non-oil revenue mobilization in some countries. This allowed most countries to reduce fiscal deficits while actually increasing spending in some cases. Saudi Arabia, for example was able to halve its overall fiscal deficit in 2018 while simultaneously increasing total spending by 10.8 percent. Other countries also demonstrated procyclicality in fiscal policy, as spending increased across the GCC. Saudi Arabia and the UAE implemented a 5 percent VAT in early 2018, and Bahrain followed in early 2019. Oman introduced excise taxes on tobacco products, energy drinks and soft drinks in mid-2018 and increased corporate income tax

    Abstract: Preliminary estimates show real growth achieved a four-year high of 7.5 percent in 2018, compared to 7.0 percent in 2017. Driven primarily by rapid expansion of exports and robust internal demand, the economy performed better-than expected. Exports burgeoned as external demand, especially in the United States and European Union markets, strengthened. Garment and footwear exports which account for more than two-thirds of total merchandise exports, recorded a five-year high,rising by 17.6 percent in 2018, up from 8.3 percent in 2017. Upbeat consumer confidence led to a surge in imports. Motor vehicles and steel imports, which gauge domestic consumption and construction demands, rose by 50 percent and 48 percent, respectively. The current account deficit widened to 10.4 percent of GDP in 2018, from 9.7 percent of GDP in 2017, but remained fully financed by foreign direct investment (FDI). FDI is estimated to have reached a record high of more than 3.0 billion US dollars or 13.4 percent of GDP in 2018. Burgeoning exports and strong FDI inflows have contributed to further accumulation of gross international reserves, which in 2018 reached 10.1 billion US dollars or about six months of prospective imports

    Abstract: Ulaanbaatar's heating sector is struggling to meet accelerating demand growth. Over the past twodecades, population growth in Mongolia's capital city has increased exponentially, mainly due to rapid rural-to-urban migration, and it is expected to reach 1.9 million by 2035. With urbanization and economic growth, new buildings are being built at a rapid pace, requiring connections to the district heating (DH) network. Over the next decade, it is projected that urban heating demand will grow by an average annual rate of 5-6 percent. At the same time, the DH network-once Ulaanbaatar's principal heat supply-is deteriorating. About two-fifths of the population (some 120,000 households) are supplied from the DH network. However, the system is dilapidated, resulting from a lack of investments for needed rehabilitation and upgrading in past decades. Owing to high water losses, the quality of replenishment water has not been adequately maintained to prevent corrosion; thus, piping is typically quite old and corroded. The total length of transmission pipelines is about 130 km (dual pipe) with pipe diameters in a range of 200-1,200 mm. It is estimated that 50 percent of the transmission pipelines are in poor technical condition, urgently requiring replacement. The secondary (distribution) network, with a total trench length of about 226 km, has a variety of owners and operators and also requires major rehabilitation and replacement. Tariffs, which are set below cost-recovery levels, exacerbate the sector's financial distress and contribute to its decay. Despite recent adjustments, consumer tariffs remain lower than the cost-recovery level, requiring state subsidies for sector operators and cross-subsidies at various points along the entire heat supply chain. Tariff-related cost allocations between electricity and heat customers lead to indirect subsidies for residential DH customers. The average DH price of 0.8 US Dollars per GJ (2014 figure) is approximately 10-20 times lower than in such Eastern European cities as Vilnius or Warsaw, and even lower than in other European cities. The sector's 2013 Master Plan estimated that a 130 percent increase in the heat tariff would be needed to achieve full cost recovery. The situation has changed little in recent years

The analysis relies primarily on micro-level data from the annual Encuesta Permanente de Hogares for 2001 through 2016, the Encuesta Continua de Empleo for 2010-2014, the Censo Economico 2011, a census of firms, and the 2015-16 Encuesta de Empresas, a follow-up firm survey. Patterns in labor supply and its correlates will be examined using household-level data, and the analysis will consider how gender and other worker characteristics are related to labor market outcomes. In addition, this note explores the degree to which private sector labor demand and firm productivity differ by gender; this is done using firm-level data to examine the drivers of firm performance and employment growth. The remainder of this note is structured as follows. Section 2 examines recent socio-demographic trends that have affected the number of women entering the labor market in Paraguay. Section 3 looks at gender differentials in labor market outcomes relating to work status, sector of employment and earnings, inter alia.     Abstract: Latvia introduced a nonfinancial defined contribution (NDC) scheme in 1996 as it transitioned to a market economy. Despite a 20 percent decline in the working-age population from 1994-2016, the ratio of contributors to old-age pensioners rose from 1.6 to 2.1 given a steady increase in formal labor force participation and 5-6 percent real per capita wage growth. Projections show that long-term financial balance will be maintained through 2070, despite the threat of a projected 50 percent decline in the working-age population. Budgeted reserves will cushion the continued transition into a two-pillar public pension scheme. Latvia's most important long-term policy challenge is to create the domestic investments and economic growth to reward younger workers for remaining in the country

This paper offers a radical proposal for change: (i) a new multi-pillar notional and financial defined contribution (NDC and FDC) pension system for all generations first insured after 1993, with contribution rates for primary pensions reduced by 50 percent; and (ii) a transitional system for those first insured before 1993. The proposal's robustness is tested actuarially for the period up to 2060. Though financing the legacy cost would be challenging, the quantitative exercise indicates that a radical pension reform, especially if implemented as a part of an overall recovery package, could set the country on a more favorable growth trajectory

    Abstract: In 2008, Chile introduced a New Solidarity Pillar (NSP) designed to eliminate the incidence of poverty among elderly adults by setting a floor at around forty percent of the minimum monthly income for the poorest sixty percent of the population. This paper describes the NSP's main characteristics and the main results achieved during its first seven years of operations: coverage, fiscal cost, poverty reduction, and the system's role in reducing the significant gender gap in pensions. Its effects on incentives to contribute are discussed, as well as the literature that has attempted to measure these effects. Finally, the main challenges facing the NSP and the implications for other countries under defined contribution pension schemes are summarized

    Abstract: During the decades following the Khmer Rouge regime of the 1970's and Vietnamese occupation in the 80's, the Cambodian government focused on rebuilding what had been destroyed during that time. There was a renewed focus on the education sector: the 90's and 2000's saw large-scale reconstruction of schools and policies which increased access to schooling. Reports estimating schooling outcomes have found corresponding increases in schooling enrollment. To add to existing literature we analyze 11 years of nationally-representative cross-sectional data in a new way: using a cohort panel approach developed by Deaton in his 1985 paper (Deaton 1985). We construct a panel of 19 cohorts spanning birth years 1980 to 1998 and estimate their life cycle trajectories as these cohorts aged from youth into early adulthood. This approach allows us to control for contemporaneous time effects and trace out the smoothed cohort and age trends in schooling and work outcomes. We answer the question "For a given age, have schooling and work outcomes improved or declined with more recent versus older cohorts? Are there differences in improvement or decline when comparing males versus females, rural versus urban youth?" Using the variation in experiences across cohorts, we are additionally able provide evidence on how early youth experiences translate to outcomes later in life

    Abstract: Lima is the capital of and largest city in Peru, with an estimated population of about 10 million people. SEDAPAL, Lima's water utility, provides water to most of the metropolitan region. While SEDAPAL is generally able to meet the current needs of its customers and respond effectively to most drought conditions that have been experienced in the past, it faces a number of challenges doing so in the future. A rapidly growing population and expanding city will likely increase demand. Currently available surface and groundwater supplies that SEDAPAL relies on are also just adequate to meet current needs. Changes in these supplies would challenge SEDAPAL's ability to manage drought conditions. This study evaluates the performance of SEDAPAL's current drought management plan against future droughts and proposes augmentations. This study takes a deeper look into the operation of the system, the different triggers, other possible augmentations than those related to increasing supply. The audience of this report includes SEDAPAL and stakeholders from Lima as well as other water managers and researchers interested in drought management planning methodologies and case studies. This study is novel, as it uses methods for Decision Making Under Deep Uncertainty to explore uncertainty in near-term drought management conditions and identify drought management strategies robust to these uncertainties

Although in some instances there is subsequent improvement in the performance of some cooperative banks and credit unions, the authors believe such changes do not modify substantially the main conclusions and recommendations made. Most cooperative banks and credit unions are stable, but each sector has its own issues. The FSAP is broadly supportive of the policy direction for cooperatives, while it questions whether the credit union sector should remain standalone. Combined, cooperative banks and credit unions represent less than 8 percent of deposit takers, though more importantly they serve about 18 percent of the population

    Abstract: The 18th Amendment to the Constitution of Pakistan shifted the administrative paradigm from centralized to decentralized structures. The added obligations require major policy and institutional reforms in an otherwise weak social protection (SP) sector at provincial levels, generally characterized by limited planning, coordination, execution, and monitoring capacities. SP has become a salient feature of social policy, nationally as well as internationally. The basic components of a SP framework include safety nets or social assistance, social care for children and the elderly, social insurance and labor market interventions for productive employment generation. SP is conferred as an entitlement in the Pakistani Constitution, and the Government of Sindh (GoS) has demonstrated political commitments to this. This note outlines the key considerations of a policy on SP as part of the GoS commitment to reduce poverty, inequality, and vulnerability in the province. Section one gives introduction. Some of the key development challenges that a SP policy may need to consider prioritizing is described in section two.     Abstract: Benefiting from successful economic transformation after independence and the start of EU accession negotiations, economic activity in Montenegro has been solid, supporting the rise in incomes their convergence with the ones in the European Union. Inflation has been modest and kept in check. However, the import dependence of the growth model and the excessive reliance on the state to stimulate the economy have contributed to widening of external and internalimbalances as well as indebtedness. There have been recent efforts at fiscal tightening, but more needs to be done to address structural rigidities and boost the commitment to the objectives of economic policies. This is particularly the case with respect to the medium-term budget plans, public sector restructuring, pension and health reforms, improvements of market competition, and the labor market. Montenegro confronts today the need for further fiscal adjustment to turn the deficit into surplus and bring public debt below the Maastricht level. This would help creating the fiscal space for strengthening its convergence prospects with the EU and with the alignment with the rules in the eurozone, given the country's use of euro as the local currency. Fiscal and structural policies in an economy without monetary policy levers are of paramount importance to protect stability and competitiveness. This Public Finance Synthesis Report is a summary of policy discussions over the last few years carried out under the various World Bank activities, including the Policy-Based Guarantee, the analytical work under the topic of Jobs and Growth and on pharmaceutical reform issues).     Abstract: Fisheries and aquaculture make a significant contribution to Myanmar's economy. The fisheries sector contributes roughly 2 percent of Myanmar's gross domestic product (GDP), 50 percent of animal protein consumption, 6 percent of employment-rising to as high as 34 percent in some coastal areas-and up to 56 percent of state/regional government revenue. Marine fisheries, freshwater fisheries, and aquaculture contribute to production in roughly equal proportions, for a total annual production of 3 million tons. Fisheries' contributions to economic output and employment in Myanmar still lag behind other countries in the region. For instance, the aquaculture sector alone contributes more to the GDP of Bangladesh and Vietnam (at more than 3 percent and more than 5 percent, respectively) than the entire fisheries sector's contribution to GDP in Myanmar. There is a scarcity of scientific data on which to base the management of Myanmar's fisheries. Official catch estimates show an inexorable rise in marine fisheries' production, but these are contradicted by stock assessment data suggesting that between 1979 and 2013 pelagic stocks fell by as much as 90 percent and demersal stocks by around 50 percent

    Abstract: The power sector is both highly vulnerable to natural hazards and a priority for any country'srecovery and reconstruction. After Hurricane Maria in Puerto Rico in 2017, most of the power gridwas down. One year and tens of billions of dollars later some customers were yet to be reconnected to the main grid. This type of long and widespread power outage has major consequences on people's health and well-being, for instance through lacking access to refrigeration for food and medicine, and on the ability of firms to produce and provide people with goods, services, jobs, and income. In most countries, the power system is designed to cope with high-frequency but relatively low impact events. Low-frequency, high-impact events - such as many natural disasters - are rarely considered fully, and the implementation of planned management measures is often patchy. Furthermore, the power system is a special kind of infrastructure due to the heterogeneity of the generation assets and its wide spatial distribution. The latter means that power systems are often exposed to natural hazards and sometimes to more than one hazard, leading to high repair costs when disasters strike. This paper, prepared as a sectoral note for the Lifelines report on infrastructure resilience, investigates the vulnerability of the power system to natural hazards and climate change, and provides recommendations to increase its resilience. It first describes how power outages are often the consequence of natural disasters and outlines the main vulnerabilities of the power sector. It then proposes a range of approaches and solutions for building a more resilient power sector - from increased robustness to greater flexibility - showing that the additional cost of resilience is not high if resources are well spent. Finally, it describes how emergency preparedness and disaster recovery encompass not only technical aspects, like asset strengthening or criticality analysis, but also "softer" skills, like governance, regulatory or capacity building, and education

    Abstract: The economy of the United Republic of Tanzania is growing fast but remains vulnerable to disasters, which are likely to worsen with climate change. Its transportation system, which mainly consist of roads, often get disrupted by floods. How could the resilience of the transportation infrastructures be improved? We formulate a new type of model, called DisruptSCT, which brings together the strength of two different approaches: network criticality analyses and input-output models. Using a variety of data, we spatially disaggregate production, consumption, and input-output relationships. Plugged into a dynamic agent-based model, these downscaled data allow us to simulate the disruption of transportation infrastructures, their direct impacts on firms, and how these impacts propagate along supply chains and lead to losses to households. These indirect losses generally affect people that are not directly hit by disasters. Their intensity nonlinearly increases with the duration of the initial disruption. Supply chains generate interdependencies that amplify disruptions for nonprimary products, such as processed food and manufacturing products. We identify bottlenecks in the network. But their criticality depends on the supply chain we are looking at. For instance, some infrastructures are critical to some agents, say international buyers, but of little use to others. Investment priorities vary with policy objectives, e.g., support health services, improve food security, promote trade competitiveness. Resilience-enhancing strategies can act on the supply side of transportation, by improving the quality of targeted infrastructure, developing alternative corridors, building capacity to accelerate post-disaster recovery. On the other hand, policies could also support coping mechanisms within supply chains, such as sourcing and inventory strategies. Our results help articulate these different policies and adapt them to specific contexts

    Abstract: Myanmar's economy is slowly picking up speed and regaining stability after a volatile 2018. Despite a challenging global environment, Myanmar's economic growth is expected to rise to 6.5 percent in 2018/19 from 6.4 percent in the Transition Period1 supported by strong performance in the manufacturing and services sectors. Volatility that buffeted the economy in 2018 has started to ease. Inflation moderated, the kyat stabilized, and fuel prices fell in Q1 2018/19, though there have been some reversals in prices in Q2. The economic outlook looks positive, with growth expected to reach 6.7 percent in the medium-term. The recent decisions to ease trade restrictions; open the financial sector to greater foreign competition; and begin mega infrastructure projects signal a decisive and awaited uptick in reform momentum. Downside risks to the economic outlook are driven by external factors, including possible revocation of preferential trade access under the European Union Generalized System of Preferences. Slowing global and regional growth, especially in China, together with renewed escalation of global trade tensions, could also slow exports and the flow of inbound foreign investments. Insecurity in border areas, the Rakhine crisis, with violence and forced displacement of refugees, and the recent flare-up in violence involving the Arakan Army, could affect investors' sentiment. The 2020 general election is also a source of uncertainty

    Abstract: This country brief provides an overview of tobacco legislation, use, and taxation in Argentina. Argentina is the only country in Latin America which did not become a Party to the WHO Framework Convention on Tobacco Control (FCTC). Still, many of the FCTC provisions are included in the legislation. The prevalence of smoking was quite high in 1970-1990s ranging between 40-58 percent among men and 20- 25 percent among women. After tobacco control measures were implemented, the prevalence of smoking decreased. Tobacco consumption and smoking prevalence in Argentina decreased due to the implementation of comprehensive tobacco control policies and some economic factors, which reduced cigarette affordability in the country. In Argentina, cigarette affordability and tobacco consumption reduction were observed in: (1) 1999-2002; (2) 2014-2015; (3) 2016. In the first case (1999-2002), it was mainly caused by the reduction in population income during the economic recession. In 2014-2015, tax rates were not changed, and the main factor of the affordability reduction was the pricing policy of the tobacco industry. The largest decline in affordability was achieved by the government taxation policy implemented in May 2016: the effective excise tax rate was actually increased by about 100. Cigarette sales in 2016 declined by 5 billion sticks or by 12 percent. Tobacco taxation system should be simplified to one excise tax with a unified ad valorem rate for all tobacco products and specific minimum excise rates for each tobacco product. The specific tax rates should be set high enough to prevent the sales of very cheap tobacco products, and these specific rates should be annually increased above the inflation rate to ensure both the reduction of tobacco consumption and the increase of governmental revenue. Subsidies for tobacco growers through the Special Tobacco Fund are counterproductive from both public health and economic perspectives. Tobacco use surveillance and monitoring should be further developed in Argentina, including regular surveys with a collection of comprehensive information on tobacco products consumed in the country

This country brief provides an overview of tobacco control legislation, use, and taxation in the country. Nicaragua became a Party to the WHO Framework Convention on Tobacco Control in 2008 and was the first country in the world which ratified the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products. Data on smoking prevalence and tobacco consumption in Nicaragua are scarce, and it is difficult to estimate recent tobacco consumption trends among adults. However, the decline in the prevalence of current smoking among GYTS participating adolescents from 20.4 percent in 2003 to 13.8 percent in 2014 among boys and from 12.8 percent in 2003 to 10.3 percent in 2014 among girls may be considered an indicator of tobacco control policy success. In 2009, Nicaragua switched from ad valorem to specific excise system for cigarettes. The specific excise tax rates and cigarette prices increased in 2012-2016. Available data demonstrate some decline in cigarette sales in Nicaragua in 2013-2017, as cigarettes became less affordable after the price increase and the taxation policy was beneficial for public health. Specific excise rates in 2017 and 2018 were increased by only 5 percent annually, and it was insufficient both for the reduction of tobacco affordability and for the increase of the government revenue. In February 2019, Nicaragua adopted rather substantial cigarette excise hikes: by 210 percent in 2019 and further by 25 percent in 2020 and 38 percent in 2021. These tax hikes are able to reduce tobacco consumption in the country and bring additional resources to the government coffers. However, the tobacco industry will probably try to distort positive results of the taxation reform. The government should be ready to counteract these tactics using the experience of other countries and conducting careful and timely monitoring of indicators of cigarette prices, supply, and sales. Tobacco use surveillance and monitoring should be developed in Nicaragua, including a regular collection of information on smoking prevalence, tobacco consumption and various economic indicators

    Abstract: Health indicators in the Philippines currently lag well behind what will be expected given the country's level of economic development. Immunization rates are at their lowest point in 10 years, maternal mortality remains very high, one in three Filipino children suffer from malnutrition, and the noncommunicable disease (NCD) burden is growing. The resulting epidemiologic profile is complex, and an adequate response requires a robust primary health care system. With the introduction and subsequent expansion of the social health insurer, administered by the Philippine health insurance corporation (PhilHealth), the central government has sought to ensure access to a number of high-priority health services, including at the primary level. However, much of the responsibility for implementing the publicly funded health system is at the local level, where capacity and resources differ.     Abstract: Minerals play a vital role in society, both in everyday life and in technologies required for a greener economic future. While circular economic approaches are developing fast, continued rising demand and the limitations of recycling mean mining for new raw materials is set to remain an important part of mineral production for the foreseeable future. As an industry, mining plays an important role in more than 80 countries worldwide and, when managed well, contributes to many of the global development goals. However, when managed poorly, the sector can lead to various negative social, environmental, and economic impacts potentially occurring across the mining life cycle. Change in the mining sector tends to be slow, with activity largely driven by long-term commodity price cycles and projects being conducted at increasingly larger scales.     Abstract: The European Commission's Directorate General for Neighborhood and Enlargement Negotiations approached the World Bank to develop an evidence base and to deliver policy advice and technical assistance for supporting the effective reintegration of (Roma) returnees in the Western Balkans: Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Kosovo, and Serbia. This synthesis report presents the results of that research. This report documents the main socio-economic factors that drive migration from the Western Balkans to the EU. Returnees emphasize that they migrate to escape poverty, lack of housing, unemployment, the lack of or insufficient access to social security, and a consistent struggle and inability to provide a basic standard of living for themselves and their families. Poverty, discrimination, and historic marginalization reinforce one another and constitute strong push factors. Estimates suggest a substantial number of returnees belong to the Roma minority and that Roma are over-represented in migration and returnee flows. In addition, Roma and ethnic minorities have had to contend with systemic economic and social exclusion and institutional discrimination. Roma communities lack access to basic infrastructure and social services, are more likely to be underemployed, and have limited earning potential due to low incomes from unskilled jobs in the formal and informal sectors

    Abstract: About 80 percent of the poor households in Timor-Leste live in rural areas and are dependent on agriculture for their livelihood. It is therefore widely acknowledged that growth in the agriculture sector is an important channel through which poverty can be reduced in the country. That notwithstanding, the country's agricultural production system is one of the least developed in the world and all subsectors are dominated by subsistence systems and by farmers who are very risk averse. Agricultural productivity in the country is also well below that of other small island developing states and has fallen below the average for other low-income, food-deficit countries in recent years making the sector underperform in terms of its contribution to food security, sufficient livelihood, and overall economic growth. Using data from the 2007 and 2014 of the Timor-Leste Survey of Living Standards, the note provides insight into the extent to which increases in agricultural productivity can contribute to poverty reduction, including assessing the drivers of, and identifying the constraints to, increasing agricultural productivity in the country. The note finds that improvements in agricultural productivity reduce the probability of being poor among agricultural households. Yet, improving productivity goes beyond the confines of raising yield or decreasing cost to include enhancing food quality and promoting higher value products. to do so, the following factors ought to be considered: facilitation of mechanization, improvement in the use of chemical (fertilizer, pesticides, and herbicides) inputs, enhancement in access to credit and extension, encouragement to farmers to join farmer groups, expansion of the commercialization of farm produce, and reduction in the gender gap in agricultural productivity. Investment in the sector can be improved by allocating the limited public funds more strategically and better correspond with local poverty. The findings from this study contribute to existing evidence pertinent to guide how agricultural policy can effectively help reducing poverty in the country

    Abstract: Revenue mobilization is a key constraint to economic development in the Republic of Guinea. The government's five-year development plan (2016-2020) aims at fostering higher and more inclusive growth through public investments that require financing beyond current fiscal capacity. In this context, Guinea is seeking to efficiently raise additional domestic revenues and external investment financing. Development partners are supporting Guinea with technical assistance for revenue mobilization. The International Monetary Fund (IMF) and the European Union are supporting authorities with direct tax policy, non-tax revenue, and administration issues. The objective of this report is to shed light on indirect taxes, particularly value-added tax (VAT) and excise taxes. The report provides an overview of the main features of tax policy and administration in Guinea, followed by a more detailed analysis of VAT and excise taxes. The focus on indirect taxation is a result of both its significant revenue potential and coordination with other development partners. The analysis presented fills an important gap in the understanding of how Guinea can increase its tax revenues. On VAT, the study finds that addressing policy and administrative constraints can mobilize additional revenues while improving the business climate. On excise taxation, the study finds that existing excise rates are unevenly applied, with scope for raising rates in the future. to systematically address its revenue challenges across all tax types, Guinea should also consider development of a medium-term revenue strategy (MTRS). The report is structured as follows: in the first section, an overview of the evolution and composition of domestic revenues in Guinea is presented. In the second section, VAT is analyzed. The final section reviews excise tax policy and its implementation on international goods and domestic goods

The contribution of capital markets to financing the economy is limited. Until recently there was no IPO activity since 1940, symptomatic of Serbia's shallow public and private equity markets.     Abstract: The external environment has deteriorated during the first half of 2019, and downside riskspredominate in the near-term. Global GDP growth is projected to decline to 2.6 percent in 2019 from 3 percent in 2018, reflecting broad-based weakness in advanced economies and major Emerging Market and Developing Economies. Reflecting slower growth and heightened policy uncertainty associated with protected trade tensions, global trade growth is protracted to weaken further from 4.1 percent in 2018 to 2.6 percent in 2019. Downside risks include a further escalation of trade disputes between the world's two largest trading nations, while a more pronounced downturn in global activity and increased volatility in financial flows. Amidst rising global headwinds, Vietnam's economic growth momentum has been slowing since the beginning of the year. Vietnam's real GDP growth has decelerated to a still robust 6.8 percent in the first quarter of 2019 from a vibrant 7.5 percent pace in the same period of 2018. Slower growth reflects several factors. Agricultural output decelerated due to the outbreak of African swine fever and a decline in international prices. Weaker external demand moderated growth of the export-oriented manufacturing sector as well as overall export performance, even though Vietnam seems to have benefitted from some trade diversion due to the ongoing trade tensions between China and the US. Domestic investment appears to be slowed resulting from subdued credit growth and continued consolidation in public investment. Other macroeconomic indicators, such as more sluggish credit growth, subdued inflation and slower import growth are further signs of a cyclical moderation in economic activity. In contrast, service sector activity continues relatively strong, signaling sustained buoyancy in private consumption. Despite a recent uptick in headline inflation, price pressures have remained subdued as credit growth moderated. The headline CPI rose by 2.9 percent (y/y) in May 2019, up slightly from 2.6 percent in January 2019, driven by hikes in administered prices (for electricity and fuel) and moderate food price increases. The State Bank of Vietnam maintained a prudent monetary policy stance to support its twin goals of sustaining macroeconomic stability and supporting overall economic growth. Credit growth is estimated to have slowed to about 13 percent (y/y) in March 2019 reflecting tighter credit policies

    Abstract: Despite its small population and land area, Bhutan is among the most rapidly urbanizing countries in South Asia. While this urbanization parallels robust economic growth and the expansion of job and investment opportunities in cities, there remain challenges to fully leveraging the potential of urban areas. Bhutan has made impressive gains toward the convergence of access to basic services across the country, but there are gaps in the quality of coverage, particularly for water and sanitation. Local governments will have an increased role in basic service provision and capital investment, but it requires enhanced capacity and resources to improve efficiency and responsiveness to local needs. Urban growth has increased demand for quality housing, which has resulted in a scarcity of affordable units and has increased pressure for urban expansion. Finally, the concentration of people and property in growing cities also changes the hazard risk profile of these areas, which is not adequately understood due to a lack of adequate data systems and poor integration into planning mechanisms. An integrated approach to urbanization is essential; one that leverages the benefits of agglomeration while also managing the diseconomies and negative externalities of urban growth

    Abstract: This note examines the competitiveness of the export sector in Sao Tome and Principe. It relies on the framework developed by Reis and Farole (2012) and examines the export competitiveness along four complementary dimensions: export growth and market shares, diversification in terms of product and destinations, quality of exports, and the survival or persistence of export flows. It uses export product level data for the period 2000-2017, as available, from international trade databases that help in benchmarking the performance of Sao Tome and Principe with that of peer countries. Peer countries include, as data is available, Belize, Cabo Verde, Comoros, Dominica, Fiji, Mauritius, Maldives, Seychelles, St. Lucia and Vanuatu. While this note focuses on export outcomes, it also provides a brief picture on imports into Sao Tome and Principe. The main findings of this note are as follows: Trade remains important for Sao Tome and Principe, especially imports to satisfy local demand. Total exports have been increasing, both for goods and services. Goods exports, however, remain highly concentrated in cocoa exports to the EU market. Export trends for goods have tended to sustain this dependence, with very little expansion in the extensive margin, and thus with limited diversification of goods exports. This is despite relative comparative advantages in other agricultural products, such as coconuts, dried fruits, and seafood and preferential duty-free and quota-free access into the EU and other developed countries' markets. Meanwhile, exports of services have increased rapidly, led by travel services. Sao Tome and Principe exports more services than goods and it has become a net exporter of services. Creating strong (backward) linkages between the tourist industry and the rest of the economy could sustain growth in other industries that, in turn, can support export diversification

    Abstract: Is it sustainable for Sao Tome and Principe to have a large current account deficit and a fixed exchange rate peg? Sao Tome and Principe (STP) pegs its currency, the dobra, to the euro and has both persistent current account deficits and a persistent inflation differential with the Euro Area. In other countries, these characteristics have proved to be unsustainable over time, as rising debt and a worsening trade imbalance leads to the abandonment of the peg. This note examines whether this might be the case in STP, and finds that, despite some vulnerabilities, there does not appear to be an immediate threat to the peg, as the country's current account deficits seem to be determined not by its trade balance but by its capital balance, which is largely sustained by inflows of aid and remittances. This background note has four sections: the first examines the general theoretical conditions for the sustainability of exchange rate pegs, the second assesses whether these conditions exist or are relevant for STP, a small, open economy with a small financial sector, and the third provides analysis of the drivers of the country's current account deficit. Policymakers could mitigate risks to the peg by broadening the country's revenue base, developing a domestic debt market, and diversifying exports

    Abstract: This report seeks to support the larger jobs study by examining how investment in South Sudan's food sector can not only address food security needs, it can generate income and lay the foundation for livelihood and job creation in the country. It argues that applying a value chain lens to investments in the sector can contribute to creating direct, indirect, and induced labor in the food system. The goal is to move the country from a dependency on humanitarian aid to building recovery and resilience in the short term in a way that can produce stable jobs over the medium to long term. More specifically, it looks at the potential technology and organizational arrangements that investment programs can start supporting now to stimulate value chain development for increased economic activity and job creation. The assumption is that significant donor support will still be necessary for the short to medium term to support investments in reconstruction and food security. As security spreads, public sector capacity to support development can grow, private actors can establish or expand their operations, and the donor community can begin to disengage, addressing only the neediest communities while development organizations continue to work with the public and private sector actors to support development and economic transformation

    Abstract: Confronted with pervasive macroeconomic imbalances and microeconomic distortions, the Government of Egypt (GOE) started in 2016 to move forward with important reforms to stabilize the economy and restore confidence. At that time, Egypt was facing daunting economic and structural challenges, unsustainable fiscal and external imbalance and a deterring business environment. The severe foreign currency crunch that peaked in late 2016 motivated the GOE to introduce transformative economic reforms to alleviate the longstanding structural constraints to inclusive growth and macroeconomic stability. The flagship reforms of the economic program were (i) the liberalization of the exchange rate to eliminate the large currency overvaluation and foreign exchange shortages; (ii) a fiscal consolidation program that introduced a ale-added tax (VAT) and a gradual reduction in energy subsidies and the wage bill, and (iii) major energy sector terms to address power outages by public and private investment in generation and establish Egypt's potential as an oil and gas producer by reducing pricing distortions and arrears. These reforms were complemented by efforts to improve the business climate and attract private investment, starting with legislative reforms and the introduction of new laws on industrial licensing, investment, and insolvency. Macroeconomic indicators have reacted positively to the stabilization reforms. Most notable, economic growth has accelerated, the parallel market for foreign currency exchange has been contained, external deficits have narrowed, and international reserves have replenished. Public finances are progressing on a more sustainable path, with a frim containment of spending on price subsidies and a narrowing fiscal deficit. The improvement in macroeconomic conditions have also reflected positively on investors; perceptions, with credit rating agencies upgrading their ratings and outlook for Egypt

    Abstract: Over the last two decades, Moldova has achieved major development results: with average annual growth of 4.6 percent since 2000, poverty has decreased dramatically, and the growth has also benefitted more citizens: Inequality, as measured by the Gini Index, has declined from 36.4 in 2000 to 26.3 in 2016. Macroeconomic stability has been maintained despite the 2014 banking crisis, and monetary and the exchange rate policies have led to a declining inflation protecting the living standard of Moldova's citizens. The country has benefitted from its unique assets, such as a strategic European location and growing global integration. The authorities' focus on investment policy put the country on investors' map: commitment demonstrated in investment promotion and the level of service and attention that was given to investors led to attracting manufacturing FDI. They on the other hand helped reorient exports towards more technology-intensive products and allowed for a stronger contribution of exports to growth and employment generation. Moldova has also significantly reformed its business environment, ranking today 47th of the 190 countries measured on ease of doing business. There was also effort to improve the quality of human capital. The education system reform led to improvement of student learning outcomes in Moldova, as measured by the Program for International Students Assessment (PISA), although there are still major gaps in learning outcomes that need to be addressed. The preprimary enrollment rates increased substantially, and labor force participation rate increased to historical highs, albeit at 43 percent still comparatively low

    Abstract: This report summarizes the results of an Early Grade Reading Assessment (EGRA) conducted in Tuvalu from September 21 and October 27, 2016. With funding from the Global Partnership for Education, the World Bank and Education Technology for Development (Et4d) carried out the assessment in collaboration with the Tuvaluan Ministry of Education, Youth and Sports (MEYS). The overall purpose of the EGRA was to inform education policymakers of students' basic reading skills in years 1-3 of primary school and to identify factors that contribute to language development in Tuvalu. The findings are expected to assist policymakers with designing effective early grade reading interventions to improve school performance and literacy outcomes in Tuvalu. This activity is part of the Pacific Early Age and Readiness Program (PEARL), which was established to improve the school readiness and literacy outcomes of children throughout the Pacific region. The report is divided into six chapters beginning with this introductory section in chapter. Chapter two will discuss the TuEGRA survey design and implementation. Chapter three presents overall results of the reading assessment per sub-test, gender and year as well as a summary of the overall strengths and weaknesses responding to questions 1, 4 and 5. The correlation between oral reading fluency and comprehension (question 2) is discussed in chapter four. As there are no established standards for reading fluency, the report used 80 percent reading comprehension benchmark as the basis for determining fluency scores. Chapter five provides an analysis of student and teacher factors associated with improved reading outcomes, which corresponds with question 6 (6a, 6b, and 6c). Finally, the conclusions and policy recommendations to improve literacy outcomes are presented in chapter six

    Abstract: The Kenyan government remains committed to a planned fiscal consolidation pathway, which should help contain public debt stock at a sustainable level. Nonetheless, there are significant challenges stemming from a slowdown in revenue collection, a growing demand for transfers to county governments, and the need to fund the big four agenda. These issues raise the probability for fiscal slippages, requiring adequate mitigation to safeguard macroeconomic stability. This report provides an overview of the challenges in revenue mobilization, the size and composition of the national government expenditures, and the efficiency of this spending over the last five years. The analysis identifies options for supporting ongoing fiscal consolidation and creating fiscal space for the big four and broad public services delivery. There are three key messages: first, Kenya's tax revenue as a share of gross domestic product (GDP) has decreased and decoupled from the growth in the economy, suggesting some important constraints to enhancing revenue collection. Second, government spending is allocated well (to infrastructure and human capital) but there is scope to improve outcomes from the use of these resources. Third, ensuring efficiency and effectiveness of public spending is critical given tight fiscal space and the expenditure needs under the big four

    Abstract: Indonesia is a diverse archipelago nation of more than 300 ethnic groups and has the largest economy in Southeast Asia as well as notable economic growth since overcoming the Asian financial crisis of the late 1990s. The World Bank led Wealth Accounting and the Valuation of Ecosystem Services Partnership (WAVES) worked with the Government from 2015 to 2019 to strengthen SISNERLING, focusing on land and ecosystem accounting.26 The results and lessons learned of this long-term engagement are reported in this document, and the full body of work produced by WAVES will be made available online and provide input for future analysis. The report has five sections, including this introductory section. Section two provides information on the environmental and economic development in Indonesia, in context of wealth and natural capital, and how NCA has been embraced by the Government of Indonesia. Section three focuses on results from the developed natural capital accounts, while section four reveals the impact of NCA in policy and planning and section five describes the way forward. The references and annexes follow on from these sections

    Abstract: Between 2010 and 2018, Bhutan's economic performance in the real growth of gross domestic product (GDP) was respectable, averaging more than 5 percent a year. This was driven by hydropower, services, and agriculture. However, there is growing pressure to diversify production. Hydropower development will peak by 2023 and is associated with widening current account deficits and the accumulation of public debt. There is a greater need to foster a dynamic private sector and create employment. In this context, Bhutan has recently embarked on a strategy to develop a business infrastructure policy. This is mainly focused on establishing four industrial parks to jump-start investment and developing the management arrangements. These industrial parks would include access to land, infrastructure, and energy sources and be in the south, near the border with India. Drawing on the experiences of other countries, the industrial park policy in Bhutan is based on an overall umbrella of rules on purpose, coverage, policy considerations, existing infrastructure, regulatory and legal framework, and enactment and implementation of legislation. The industries in the parks are envisaged to include wood-based, agriculture-based, and metal-based industries

    Abstract: This report presents findings from an assessment of quality of care in the health sector in Colombia, using a novel methodology developed by the World Bank Group to assess government oversight, promotion and stewardship of quality of care in the health sector. This assessment of quality of care in the health sector in Colombia examines how well governments strategize, plan and measure quality; set standards of care; build capacity for quality improvement in the sector; ensure adequate resources are available and well distributed to support quality results; hold organizations accountable for quality results; apply quality policies consistently; and achieve superior quality of care results. This methodology evaluates these eight domains using 49 criteria based on 171 standards. The assessment is based on quantitative analytics, key informant interviews, over 30 visits of public and private healthcare facilities, a review of key policy documents and a survey of a sample of health insurance companies. The assessment is a joint initiative from the World Bank and the International Finance Corporation (IFC) and was undertaken for the first time in Colombia. It took place from January to June 2019

    Abstract: Economic growth in Lao PDR is projected to rebound to 6.5 percent in 2019, up from 6.3 percent in 2018. This pick up is expected to be driven by growth of the construction sector supported by investments in large infrastructure projects, and a resilient services sector, led by wholesale and retail trade growth. The Government has remained committed to fiscal consolidation to contain public debt in the medium term by tightening public expenditure and improving revenue administration. The medium-term outlook remains broadly favorable, but subject to downside risks from heightened uncertainty in the global and domestic environments. Prolonged trade partners, and spillover to the domestic economy through lower trade and investment, and reduced prices for key export commodities. The authorities may face difficulty in responding to such economic shocks given the low level of foreign currency reserves and significant external public debt. A priority is therefore to create fiscal space through improving tax policy and administration as well as build up reserve buffers to respond to shocks. Additionally, improving the business environment and reversing the decline in the global ranking of the ease of doing business, particularly for small and medium-sized enterprises, could also contribute to greater macroeconomic stability, job creation and poverty reduction

    Abstract: While Vietnam has now reached lower middle-income country status, the gaps between the ethnic minority population and the majority group are evident and widening over time. In addition, ethnic minority groups are different in terms of where they are in these gaps. This study attempts to examine why and how certain ethnic groups have managed to rise to the 'top' as 'best performers' while the other groups seem to stand on the 'bottom' as 'least performers. The key study questions are: (1) What are drivers of the socio-economic development of the different ethnic groups? (2) Why have some ethnic minority groups successfully managed to escape poverty while others have lagged far behind? (3) How have such factors have been addressed in the respective policies and designated programs or projects initiated by the Government of Vietnam, development partners, and other stakeholders? (3) What are the changes needed for future design and implementation of initiatives to support sustainable socio-economic development among ethnic minorities? This study adopts a mixed methodological approach, combining both quantitative and qualitative methods. In order to identify the top- and bottom-performing ethnic minorities, the 2015 Ethnic Minorities Socio-Economic Survey of 53 groups (53EMS) dataset was used to calculate the Human Development Index (HDI) and Multidimensional Poverty Index (MPI) as two indicators of socio-economic development of the ethnic minorities

    Abstract: This Country Partnership Framework (CPF) provides the main elements of the cooperation between the Republic of Tajikistan and the World Bank Group during the five years spanning FY19-23. The CPF builds on the Country Partnership Strategy (CPS) of FY15-18, and incorporates the Implementation Note (IN) for the IDA18 Risk Mitigation Regime (RMR). The overarching goal of the CPF is to support Tajikistan in adopting policies geared towards reducing poverty and promoting shared prosperity in a sustainable manner. to this end, the CPF is aligned with the National Development Strategy (NDS) and the Medium-Term Development Program (2016-20) of the Government of the Republic of Tajikistan. CPF priorities have been informed by consultations with key stakeholders.This CPF has been developed at a critical time for Tajikistan, with several external changes having opened a window of opportunity; taking advantage of these would substantially enhance the country's growth trajectory and increase resilience. Changes include the recent opening of borders with China and Uzbekistan during 2016-17 and increased trade with Afghanistan, reversing more than a century of adverse historic developments. These developments have reopened nearby export markets and reduced the costs of trading with new markets. to succeed in this potentially transformative move towards an economy integrated with neighbors and wider markets, Tajikistan will need to address principal structural, macroeconomic, and environmental legacy issues. Going forward, fiscal constraints, persisting inequalities, and a deceleration in poverty reduction call for an urgent upgrade of policies. Adopting policies that ensure opportunity for all, allow for more openness and accountability, protect the poor, and address inequalities will reduce fragility, increase resilience, and improve citizens' standard of living
