    Abstract: On 20 September 2001, in an address to a Joint Session of Congress and the American people, President George W Bush declared a 'war on terror'. The concept of the 'war on terror' has proven to be both an attractive and a potent rhetorical device. It has been adopted and elaborated upon by political leaders around the world, particularly in the context of military action in Afghanistan and Iraq. But use of the rhetoric has not been confined to the military context. The 'war on terror' is a domestic one, also, and the phrase has been used to account for broad criminal legislation, sweeping agency powers and potential human rights abuses throughout much of the world. This collection seeks both to draw on and to engage critically with the metaphor of war in the context of terrorism. It brings together a group of experts from Australia, Canada, the United Kingdom, France and Germany who write about terrorism from a variety of disciplinary perspectives including international law and international relations, public and constitutional law, criminal law and criminology, legal theory, and psychology and law

    Abstract: China's Dilemma - Economic Growth, the Environment and Climate Change examines the challenges China will have to confront in order to maintain rapid growth while coping with the global financial turbulence, some rising socially destabilising tensions such as income inequality, an over-exploited environment and the long-term pressures of global warming. China's Dilemma discusses key questions that will have an impact on China's growth path and offers some in-depth analyses as to how China could confront these challenges. The authors address the effect of the global credit crunch and financial shocks on China's economic growth; China's contribution to greenhouse gas emissions and emissions reduction schemes; the environmental consequences of foreign direct investment in China; the relationship between air pollution and mortality; the effect of climate change on agricultural output; the coal industry's compliance with tougher regulations; and the constraints water shortages may impose on China's economy. It also emphasises the importance of managing the rising demand for energy to moderate oil price increases and placating domestic and international concerns about global warming. In the thirty years since China started on the path of reform, it has emerged as one of the largest and most dynamic economies in the world. This carries with it the responsibility to balance the requirements of key industries that are driving its development with the need to ensure that its growth is both equitable and sustainable. China's Dilemma highlights key lessons learned from the past thirty years of reform in order to pave the way for balanced and sustained growth in the future.

    Abstract: In the popular misconception fostered by blockbuster action movies and best-selling thrillers--not to mention conventional explanations by social scientists--violence is easy under certain conditions, like poverty, racial or ideological hatreds, or family pathologies. Randall Collins challenges this view in Violence, arguing that violent confrontation goes against human physiological hardwiring. It is the exception, not the rule--regardless of the underlying conditions or motivations. Collins gives a comprehensive explanation of violence and its dynamics, drawing upon video footage, cutting-edge forensics, and ethnography to examine violent situations up close as they actually happen--and his conclusions will surprise you. Violence comes neither easily nor automatically. Antagonists are by nature tense and fearful, and their confrontational anxieties put up a powerful emotional barrier against violence. Collins guides readers into the very real and disturbing worlds of human discord--from domestic abuse and schoolyard bullying to muggings, violent sports, and armed conflicts. He reveals how the fog of war pervades all violent encounters, limiting people mostly to bluster and bluff, and making violence, when it does occur, largely incompetent, often injuring someone other than its intended target.     Abstract: This statistical annual presents fundamental data in four sections: (1) Quality of Life, (2) Balance of Power, (3) Developed Market Economies since 1960, and (4) Economic History since 1500. It contains data that is generally not available elsewhere. Sections 1 and 2 give statistics for 230 countries. The World Bank and Encyclopedia Britannica provide statistical data for a maximum of about 160 countries. The actual number of countries in World Bank statistical tables is even smaller. The CIA World Factbook gives data for about 230 countries but that data is limited in scope and is imprecise. Other statistical publications are even less satisfactory. The author has managed to increase the number of countries tallied by writing proprietary software utilizing statistical regressions, selecting data which, first of all, is important and, second, which allows for high correlation coefficients for these regressions. Section 2 includes data about nuclear delivery systems and the number of nuclear warheads of all nuclear powers. This is based on information from reputable sources. Among others, it includes estimates of the Israeli nuclear arsenal which usually do not appear in the press. Official estimates of Russian military expenditures distributed by US and British intelligence communities are methodologically flawed. Such estimates claim to give a picture of military expenditures of the countries of the world at market exchange rates; at the same time, they apparently cite Russian military expense figures at purchasing power parities, thus inflating these numbers in comparison to those of other countries. Such deceptive practices of the Anglo-American intelligence services are counter-balanced by presenting two different tables, showing military expenditures estimates both at market exchange rates and by purchasing power parities. Section 3 gives data on the topic of health care. It seems that public health expenditures as a share of total health expenditures has a stronger correlation with the comparative level (and the rates of improvement) of the main health care indicators than the absolute level (measured as a percent of GDP) of total health expenditures. The data demonstrates that the US has the lowest public health expenditure of developed market economies and is increasingly lagging behind other countries by main health care indicators. The proposed introduction of national health insurance in the US would probably mean some sort of tax increase. The author therefore also seeks to shed light on modern ideological debates about the share of taxation in GDP and its influence on rates of growth. Surprisingly enough, the empirical data for the developed market economies do not seem to support the popular idea that low taxes are strongly correlated with higher rates of growth; depending on how the data are analyzed, the appropriate correlations are either low or even the reverse of what is commonly believed. Section 4 primarily uses data which has become available through the groundbreaking works of Angus Maddison. Using interpolation techniques explained in that section to slightly adjust Maddison's data, the author received numbers for population, GDP per capita, and total GDP for 48 countries for the period since year 1500, figures which seem to be credible and which are not readily available elsewhere.     Abstract: "ITAR, which controls defense trade, includes the U.S. Munitions List (USML) which specifies categories of defense articles and services covered by the regulations. In 1999, space satellites were added to the USML. In 2002 ITAR was amended to exclude U.S. universities from having to obtain ITAR licenses when performing fundamental research involving foreign countries and/or persons. Despite this provision, there remains considerable uncertainty among university researchers about whether the regulations apply to their research leading to a rather conservative interpretation of the regulations and the imposition of burdens that might not be necessary. To explore this concern, NASA asked the NRC to organize a workshop of all stakeholders on the implications of ITAR for space science. This book presents a summary of the workshop discussions including those on perspectives on recent developments and implementation of ITAR; overarching issues; problems arising from ITAR's implementation; and opportunities for near-term actions and improvements."--NAP web site

    Abstract: Since the linguistic turn in Frankfurt School critical theory during the 1970s, philosophical concerns have become increasingly important to its overall agenda, at the expense of concrete social-scientific inquiries. At the same time, each of the individual social sciences especially economics and psychology, but also political science and sociology have been moving further and further away from the challenge key representatives of the so-called first generation of Frankfurt School critical theorists (Adorno, Horkheimer, and Marcuse) identified as central to the promise and responsibility of social science: to illuminate those dimensions of modern societies that prevent the reconciliation of facts and norms. As professional disciplines, each individual social science, and even philosophy, is prone to ignoring both the actuality and the relevance for research of alienation and reification as the mediating processes that constitute the reference frames for critical theory. Consequently, mainstream social-scientific research tends to progress in the hypothetical: we study the social world as if alienation, reification, and more recent incarnations of those mediating processes had lost their shaping forcewhile, in the context of globalization, their manifestations are ever more apparent, and tangible. The chapters included in this volume of "Current Perspectives in Social Theory" highlight the problematic nature of mainstream perspectives, and the growing need to reaffirm how the specific kind of critique the early Frankfurt School theorists advocated is not less, but far more important today. Contributions examine the links between political geographies and globalization; Marxism and public sociology; anti-Semitic workers and Jewish stereotypes; governmental rationality and state power; restricted eros and contemporary politics; Marcuse and the psycho-politics of transformation; contemporary theory and consumer society; and the theory of C. Wright Mills. This book includes nine chapters from some of the most respected personalities in the field and a broad and diverse look at social science and critical theory

    Abstract: This book is relevant for phonologists, morphologists, Slavists and cognitive linguists, and addresses two questions: How can the morphology-phonology interface be accommodated in cognitive linguistics? Do morphophonological alternations have a meaning? These questions are explored via a comprehensive analysis of stem alternations in Russian verbs. The analysis is couched in R.W. Langacker's Cognitive Grammar framework, and the book offers comparisons to other varieties of cognitive linguistics, such as Construction Grammar and Conceptual Integration. The proposed analysis is furthermore compared to rule-based and constraint-based approaches to phonology in generative grammar. Without resorting to underlying representations or procedural rules, the Cognitive Linguistics framework facilitates an insightful approach to abstract phonology, offering the important advantage of restrictiveness. Cognitive Grammar provides an analysis of an entire morphophonological system in terms of a parsimonious set of theoretical constructs that all have cognitive motivation. No ad hoc machinery is invoked, and the analysis yields strong empirical predictions. Another advantage is that Cognitive Grammar can identify the meaning of morphophonological alternations. For example, it is argued that stem alternations in Russian verbs conspire to signal non-past meaning. This book is accessible to a broad readership and offers a welcome contribution to phonology and morphology, which have been understudied in cognitive linguistics

    Abstract: Since women account for almost 50 percent of the world's population, the sustainability of development of the global economy can be greatly impaired if the state authorities in individual countries pay less attention to the improvement in the socio-economic status of women relative to men. Improvement in socio-economic status which facilitates empowerment of individuals is greatly dependent on conducive informal institutions and state institutions. This book is the first of its kind to critically examine the role of these institutions in women's empowerment in five continents in the world. The analysis of the role of institutions in individual countries is underpinned by a robust theoretical background presented in the first three chapters. The chapters on individual countries also include a section dealing with recommendations for changes in state policies affecting women's empowerment

    Abstract: This publication discusses the dimensions, significance, and policy implications of international flows of human resources in science and technology. The international mobility of highly skilled workers is increasing in scale and complexity as more economies participate in R&D and innovation activity. Mobile talent diffuses knowledge both directly and indirectly across borders. This can boost global innovation performance, with benefits accruing to both sending and receiving countries. It is clear that mobility is leading to an increasing level of labour-market internationalisation and integration, and competition for talent is now influencing innovation policy initiatives across the globe. Most countries offer a range of policies focused on assisting and encouraging mobility, although few have a specific and coherent mobility strategy. Many nations aim to attract the same pool of highly skilled talent; thus, relying on international flows to fill existing or future gaps in supply may entail risks. Addressing shortcomings in national policies that may limit domestic supply of skilled workers, and ensuring that the wider environment for innovation and scientific endeavour is sound, are key policy challenges for countries.

    Abstract: Governments in many OECD countries, as well as in a number of countries outside the OECD area, actively promote the production and use of alternative transport fuels made from agricultural commodities. This report, jointly produced by the OECD and the IEA and drawing on information from a number of other organisations, analyses the implications of this support from various perspectives. The report shows that the high level of policy support contributes little to reduced greenhouse-gas emissions and other policy objectives, while it adds to a range of factors that raise international prices for food commodities. It concludes that there are alternatives to current support policies for biofuels that would more effectively allow governments to achieve their objectives.

    Abstract: Looking closely at relations between Muslims and their host countries, Abdulkader H. Sinno and an international group of scholars examine questions of political representation, identity politics, civil liberties, immigration, and security issues. While many have problematized Muslims in the West, this volume takes a unique stance by viewing Muslims as a normative, and even positive, influence in Western politics.     Abstract: `Identity' attracts some of social science's liveliest and most passionate debates. Theory abounds on matters as disparate as nationhood, ethnicity, gender politics and culture. However, there is considerably less investigation into how such identity issues appear in the fine grain of everyday life. This book gathers together, in a collection of chapters drawing on ethnomethodology and conversation analysis, arguments which show that identities are constructed `live' in the actual exchange of talk.
