    Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

    Abstract: African agriculture is a sleeping giant. Agribusiness remains in its infancy in most sub-Saharan African countries. Many of them now pay higher prices for imported food products and struggle to keep inflationary pressures under control. Given the strong long-term prospect for world food prices, increasing the productivity of food crops becomes a top priority. It requires sizeable investments in irrigation, storage, transport infrastructure and logistics, as well as better access to markets for inputs (fertilizers, seeds, planting materials and credit). While successful contract-farming schemes exist for export crops, they remain rare for food crops. Greater involvement of the private sector in designing and implementing such food-crop commercialisation programmes could develop viable local food industries. Existing international financing facilities such as the Enhanced Private Sector Assistance (EPSA) for Africa should get full use. Whether Africa can unleash the potential of commercial agriculture in the coming decades also depends in no small part on the continuous and effective support of the international development community. The findings summarised in this volume can serve as building blocks for further international discussions on fostering agro-based private-sector development and lifting smallholders out of poverty.

    Abstract: The negative impacts of climate change will hit poor people and poor countries disproportionately, and further compromise the achievement of their development objectives. Integrating Climate Change Adaptation into Development Co-operation provides essential information and advice on how to facilitate the integration of adaptation into development processes. The objectives of this policy guidance are to: i) promote understanding of the implications of climate change on development practice and the associated need to mainstream climate adaptation in development co-operation agencies and partner countries; ii) identify appropriate approaches for integrating climate change adaptation into development policies at national, sectoral and project levels and in urban and rural contexts; and iii) identify practical ways for donors to support developing country partners in their efforts to reduce their vulnerability to climate variability and climate change. While efforts to integrate climate change adaptation will be led by developing country partners, international donors have a critical role to play in supporting such efforts.

    Abstract: Abstract: This paper presents the experiences and the lessons learned by 22 partner countries in Africa, Latin America and Asia related to the application of the Methodology for the Assessment of National Procurement Systems of the OECD/DAC Joint Venture on Procurement. The Methodology was developed and approved for field testing in 2006 as an input for implementing the Paris Declaration agenda and to assist in strengthening country procurement systems. It is the result of the joint efforts of multilateral and bilateral development partners and of partner countries from around the world. These experiences and lessons represent some early results achieved by a group of volunteer partner governments working in collaboration with national stakeholders from civil society, the private sector, the media, elected members of parliament and with their international development partners. The present document is limited to sharing experiences in using the Methodology. Country examples from the pilot exercises and from other applications are used as case studies. A mapping of various country experiences in using the Methodology is provided in Annex A. The present document seeks to provide useful background information drawn from various available sources.

    Abstract: Employment and social protection are two critical avenues towards achieving pro-poor growth and the Millennium Development Goals. In developing countries the majority of poor people work, but employment conditions are poor, productivity is low and incomes inadequate. Policies that improve conditions in the informal economy, increase the productivity and employability of poor people and improve the enabling environment for local entrepreneurship will lead to better employment outcomes. Social protection enables households to invest in productive activities and human capital, which raises their productivity and incomes. Social protection can be affordable, including for low-income countries, and efficiently tackles poverty through improved health, increased school attendance and less hunger and malnutrition. There is growing demand in developing countries for more public action on social protection and employment. To help donors respond, at its High Level Meeting on 27-28 May 2009 the DAC endorsed the following policy statement which encourages donors to provide adequate, long-term and predictable financial assistance to underpin developing countries’ efforts to build social protection systems and to make employment and decent work a key objective of development co-operation. In addition, through its Network on Poverty Reduction (POVNET), the DAC has developed policy guidance notes for donors on employment and social protection.

    Abstract: The OECD’s relations with Africa have been strengthened since the launching of NEPAD and the contacts organised in May 2002 between the Ministers of OECD Member countries and their colleagues on the African Union/NEPAD Steering Committee. As a result of this dialogue, the OECD was entrusted with a mandate that calls for it to co operate with AU/NEPAD. The OECD supports AU/NEPAD’s objectives in four domains: 1. The African Peer Review Mechanism; 2. Peer learning and policy dialogue in support of reform; 3. Aid policies and aid effectiveness; 4. The monitoring of development trends and progress. This brochure provides an overview of the OECD’s activities in each of these areas. In 2006, the OECD established a special unit to support, in close collaboration with AU/NEPAD, the work of the Africa Partnership Forum. It also collaborates with the African Development Bank and the United Nations Economic Commission for Africa in the production of a valuable monitoring tool, the African Economic Outlook.

    Abstract: This booklet synthesizes findings from analysis of agricultural policy and performance in three African countries: Cameroon, Ghana and Mali. Case studies of each of these countries were undertaken as part of the Support for African Agriculture Project (SAAP), a project largely financed by the French Ministries of Foreign Affairs and Agriculture and the International Fund for Agricultural Development (IFAD). The purpose was to identify constraints to agricultural growth and poverty reduction that might be eased through better policy, both domestically and internationally. Analysis of agricultural performance focused on trends in output, factor use, and productivity. Analysis of agricultural policy featured measurement of domestic and international price distortions as well as the evolution of aid-financed public expenditures on agriculture.

First, the report specifies which types of work can be considered conflict prevention and peacebuilding activities, distinguishing between conflict sensitivity and conflict prevention and peacebuilding work.     Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Luxembourg and New Zealand for the Peer Review meeting on 22 November 2006. Among the main issues covered were: the welcome move on the part of the Greek government to strengthen its aid policies and development co-operation system and its humanitarian assistance to victims of the 2004 Indian Ocean tsunami; the significant funding to provide education and health services to large numbers of migrants from the neighbouring region, though these costs are not ODA eligible under the DAC reporting rules; the need to address urgently the challenge of implementing Greece’s political commitment to reach the 0.51% ODA/GNI target by 2010; the need to announce a clear strategy for Greece’s aid as the framework for the medium term programme in terms of country and sector priorities and allocation among aid channels, and to strengthen policy coherence for development as a government objective; the importance of reinforcing public and political support for Greek development co-operation; the need to pursue the consolidation of the development co-operation system and to develop new ways of programming and delivering aid.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Sweden and Japan for the Peer Review meeting held on 12 September 2006. The review welcomed the Netherlands’ strong commitment to policy coherence for development and to maintaining high levels of development aid. The Committee noted that the Netherlands gives strong attention to issues of aid quality and uses innovative approaches to enable recipient countries to lead their own development agenda. It identified a number of recommendations (e.g. continuing efforts towards geographic and sector concentration, ensuring that spending targets do not jeopardise the principles of aid effectiveness, developing a more coherent strategy with respect to private sector development, and developing overall aid effectiveness and conditionality strategies) to assist the Netherlands in pursuing its efforts to improve the effectiveness of its development co-operation programmes.

    Abstract: Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from Belgium and Switzerland for the Peer Review Meeting on 10 October 2007. This peer review of Canada’s development co-operation programme highlights Canada’s renewed commitment to Africa; a promising approach toward fragile states, such as Haiti and Afghanistan; initiatives to make Canadian aid more effective, focusing on accountability and explaining results to the Canadian public and parliament; and strong commitment to good humanitarian donorship (GHD). Canada still faces some challenges, including: i) strengthening the mandate for development co-operation and for CIDA, while addressing some of the agency’s fundamental structural issues; ii) producing a policy for development co-operation which focuses on reducing poverty; iii) articulating an approach to policy coherence for development; iv) continuing to increase aid to meet Canada’s commitments made at Monterrey; v) focusing its aid on fewer partner countries in order to generate stronger impact and voice; and vi) galvanising the implementation of the Paris Declaration on Aid Effectiveness. These steps are needed if Canada’s performance is to match its ambition to become a leading player in the donor community.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from the United States and Italy for the Peer Review meeting held on 31 May 2006. The review welcomed the United Kingdom’s strong commitment to the Millennium Development Goals and to increase development aid to 0.7% of its Gross National Income by 2013. The Committee recognised the effectiveness of the United Kingdom’s distinctive development co-operation model, characterised by a strong legislative basis, clarity of mission and unified programme under a Cabinet Minister. It identified several opportunities (e.g. new tactics in working with donors, identifying policy coherence priorities, more strategic involvement of civil society, greater institutional clarity around humanitarian aid) to make improvements that would better place UK development co-operation to address the future challenges of scaling up aid volume, moving into more difficult operational environments in fragile states and clearly demonstrating development results.

    Abstract: As recognised in the DAC Principles for Good International Engagement in Fragile States and Situations, interconnected challenges of governance, economic performance, insecurity and poverty are acute in fragile states, requiring close collaboration among defense, diplomacy, development and beyond. Good international engagement in fragile states requires a complex and coherent range of approaches and instruments if lasting peace is to be secured. The study provides a synthesis of current whole-of-government approaches in seven donors’ administrations, identifying several challenges to a whole-of-government approach, including differences in mandates, approaches, resources and considerable transaction costs. Recommendations include the need for political commitment, the need to engage a wide range of actors, joint analysis, country-specific joint planning, and creating the right incentives structure and knowledge management systems for actors involved to adopt a comprehensive approach.

Among the main issues covered were: the significant funding for official development assistance (ODA) and the welcome decision on the part of the Danish Government to maintain its ODA at a minimum of 0.8% of gross national income; the solid legal grounding, resulting from the long-standing support for development assistance; the integrated, decentralised, development co-operation system, which facilitates effective aid delivery and provides flexibility for aligning and harmonising programmes; the positive emphasis on quality assurance; the need to pursue Denmark’s efforts in meeting the commitments of the Paris Declaration on Aid Effectiveness; the need to further develop and disseminate learning both within and outside Danida, especially in areas of high interest for the donor community, like mainstreaming crosscutting issues, capacity development and decentralisation; and the need to make further progress on aid untying.

It was prepared with examiners from the United States and Australia for the Peer Review meeting held on 26 June 2007. The review noted that the European Community as a donor disbursed over USD 10 billion in official development assistance in 2006, while the European Commission plays a potentially important “federating” role for the institutions of all 27 Member States of the European Union. The DAC commended both the role of the Commission in reshaping its development co-operation and the progress made since the 2002 Peer Review in delivering Community assistance. It welcomed a 2007 policy that seeks better division of labour among the Commission and the Member States and the 2005 European Consensus on Development which outlines a common policy framework for them. The DAC noted a number of challenges facing the European Community, including: ensuring that European Union policies take forward the development focus of the Consensus; implementing these policies effectively at the country level; and continuing to reform the institutions and to simplify the procedures.

Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

    Abstract: This publication continues efforts by the OECD’s Development Assistance Committee (DAC) to develop tools and instruments for conflict prevention and for improving security and stability in the long term. The guidance underlines the positive role that the integrated reform of a country’s security system can play in stabilising fragile, conflict-prone or conflict affected states. This includes not only the armed forces, police and gendarmerie, intelligence services and justice and penal systems, but also the civil authorities responsible for oversight and democratic control.Part I contains a policy statement and paper endorsed in 2004 by development ministers and agency heads of the DAC and by the OECD council. It sets out the key concepts of security system reform (SSR) and suggests ways to support it in developing countries, taking into account regional dynamics. In Part II, a lead consultant examines the origins of the SSR agenda and the challenges that donors face in promoting it in partner countries. The Annex to the publication contains work by an expert working in each of the four regions: Africa, Asia-Pacific, Latin America and the Caribbean, and South-east Europe, the Baltics and the CIS. It sets out their assessment of the changes that are taking place in the way that developing countries in these regions think about security and provides an account and analysis of individual reform activities currently being undertaken.

    Abstract: The member countries of OECD’s Development Assistance Committee (DAC) give almost USD 70 billion in foreign aid (development co-operation) annually. This study examines how to manage that aid for the best results. It is based on the organisational structures and practices of 22 of the world’s main donor countries, with a view to assisting countries who are becoming donors. The book covers issues such as legal frameworks; how donors organise their operations in partner developing countries; centralised versus decentralised management; relations with non-governmental organisations; and managing gender equality, environmental sustainability and humanitarian action.

    Abstract: This DAC Reference Paper outlines key issues faced when designing Environmental Fiscal Reform (EFR). EFR refers to a range of taxation and pricing measures which can raise fiscal revenues while furthering environmental goals. The objective is to provide insights and “good practice” on how development co-operation agencies can help developing countries take advantage of EFR approaches in both their development and poverty reduction strategies. Following a review of the instruments of EFR and related technical issues, Environmental Fiscal Reform for Poverty Reduction focuses on the political economy and governance aspects of EFR. This includes an examination of the precondition for successful design and implementation, the various steps involved through the EFR Policy Cycle, the challenges faced at each stage, and the main stakeholders involved. The role of donors in supporting EFR processes is also outlined. Subsequently, these issues are reviewed in relation to sectors of particular relevance for developing countries: forestry, fisheries, fossil fuel, electricity, drinking water and industrial pollution control.

    Abstract: This paper provides an assessment of the impact of a package of structural reforms in the European Union and the United States on long-run trade and output gains accruing to OECD countries. The package includes reforms that reduce competition-restraining regulations, cut tariff barriers and ease restrictions on foreign direct investment to “best practice” levels in the OECD area. The analysis, which is based on earlier OECD studies, indicates that such reforms could lead to gains in GDP per capita in both transatlantic areas of up to 3 to 3 ½ per cent. Moreover, due to trade linkages, the benefits of reforms in the United States and the European Union would spread to other OECD countries, with an estimated increase in GDP per capita of up to 1½ per cent. As the analysis is confined to a relatively narrow set of policies and abstracts from potential dynamic effects from reform-induced increase in innovation, the overall gains from broad reforms could be significantly higher than reported in the paper.
