    Abstract: Digital government is essential to transform government processes and services in ways that improve the responsiveness and reliability of the public sector. During the COVID-19 pandemic it also proved crucial to governments' ability to continue operating in times of crisis and provide timely services to citizens and businesses. Yet, for the digital transformation to be sustainable in the long term, it needs solid foundations, including adaptable governance arrangements, reliable and resilient digital public infrastructure, and a prospective approach to governing with emerging technologies such as artificial intelligence. This paper presents the main findings of the 2023 edition of the OECD Digital Government Index (DGI), which benchmarks the efforts made by governments to establish the foundations necessary for a coherent, human-centred digital transformation of the public sector. It comprises 155 data points from 33 member countries, 4 accession countries and 1 partner country collected in 2022, covering the period between 01 January 2020 and 31 October 2022.

This comprehensive analysis is part of a larger effort to understand the evolving landscape of cyber security policies and professional experiences worldwide.

    Abstract: Since 2019, digital transformation has been a clear policy priority in Uzbekistan. While the country has made significant progress in terms of Internet access, quality and affordability, digital uptake among firms remains low. This lack of digital skills seems to be a limiting factor affecting the digital transformation of business. Based on recent OECD work on digitalisation, this report examines what is holding back the digital upskilling of businesses in Uzbekistan. It suggests three sets of policy actions: (1) developing a supportive institutional framework for the digital uptake of firms; (2) raising firms’ awareness of the importance of acquiring digital and complementary skills; and (3) expanding existing support to digitalise while addressing the gender digital divide.

Despite this remarkable progress, disparities remain between SMEs and chaebols, manufacturing and services, ICT and non-ICT industries, and urban and rural areas. Korea also grapples with societal and economic vulnerabilities, including an aging population, a significant carbon footprint, limited renewable energy use, and pronounced gender inequality. To further seize opportunities for equitable and inclusive growth, Korea must foster a shared national vision to develop science, technology, and innovation to address societal issues, enhance R&D policy implementation, promote excellent research, further internationalise, and broaden technology diffusion.

    Abstract: In October 2021, twenty-one OECD countries and partner economies participated in an online product safety sweep to identify the degree to which products were available for sale online despite (i) being banned or recalled, (ii) having inadequate labelling or (iii) not meeting voluntary or mandatory product safety standards. Results reveal that large volumes of unsafe products are readily traded across borders and a 79% average rate of non-compliance (or potential non-compliance) with product safety standards and laws. More needs to be done by online marketplaces and other retailers to identify and remove unsafe product listings and by consumer authorities to deter non-compliance.

The digitalisation of the private sector requires further improvements in framework conditions, such as reliable access to broadband services, quality and affordability of networks, and digital security for businesses. Based on recent OECD work on digital framework conditions, this report examines the legal and operational environment that is holding back the digital transformation of private firms in Kazakhstan. The report suggests three sets of actions: (1) addressing the remaining Internet quality and connectivity gaps, notably by mobilising the regional public sector to improve the quality and density of networks, and by expanding the inclusion of the private sector in the policy-making process; (2) improving competition in, and the investment attractiveness of, the telecom sector by setting-up an independent national telecom regulator, and by developing a targeted investment attraction strategy to prepare for deployment of next-generation communication networks; and (3) adapting the regulatory and policy framework for firms adapting to new digital challenges and raising their awareness of digital security.

    Abstract: Stimulus packages adopted following the COVID-19 pandemic – such as the US Inflation Reduction Act and NextGenerationEU - have been presented as an opportunity to "build back better" and accelerate the transition to a low-carbon economy while re-igniting the economy. But this revival of industrial policy has also raised concerns about the potential for a global green subsidy war. OECD analysed funding measures worth USD 1.3 trillion announced around the world in 2020-21 to support development and diffusion of low-carbon technologies. These measures can trigger substantial greenhouse gas emissions reductions while boosting the growth of the clean tech sector in all regions and reducing dependence over fossil fuel imports. This policy brief summarises key findings from our analysis and offers additional recommendations to policymakers.

    Abstract: In 2019, the OECD Council adopted the Recommendation on Artificial Intelligence (the "OECD AI Principles"). These include five values-based principles and five recommendations for OECD countries and adhering partner economies to promote responsible and trustworthy AI policies. This report takes stock of initiatives launched by countries worldwide to implement the OECD AI Principles which were reported to the OECD.AI Policy Observatory as of May 2023. It provides an overview of national AI strategies, including their oversight and monitoring bodies, expert advisory groups, as well as their monitoring and evaluation frameworks. It also discusses the various regulatory approaches that countries are adopting to ensure AI trustworthiness, such as ethics frameworks, AI-specific regulations, and regulatory sandboxes. Additionally, the report offers policy examples for each of the ten OECD AI Principles to facilitate cross-learning among policymakers.

The country is currently preparing its Digital Transformation Strategy 2023-30, which will emphasise digital literacy, as well as digital business skills, with a view to improving private sector competitiveness. Digitalisation has already brought significant benefits to Moldova, where ICT has been one of the most dynamic sectors over the past years; yet Moldovan firms in non IT sectors remain at the beginning of their digitalisation journey. It finds that only 10 of the 50 services define CSEA with sufficient detail to understand what is prohibited on their services, and only 20 of the services issue a transparency report on CSEA. Even among those services, there are significant variations in what behaviour is captured in their definitions, and the metrics, methodology and frequency of transparency reports differ across platforms. While good practices exist, the report reveals a fragmented response to this complex and evolving problem, which limits comparability and makes it challenging to conduct a thorough assessment of the overall impact of platforms' efforts to combat CSEA.

To address these issues, the OECD and the Umbrian regional agency for active labour market policies (ARPAL) have collaborated to investigate the labour and skills demand of the region using big data techniques applied to online job postings. This report provides new insights into the alignment between labour and skills demand and the training options available in the training and education programmes contained in the Umbrian Regional Training Catalogue. This report builds new indicators to measure the alignment of course content with employer demands in Umbria, with results showing that alignment is relatively good for some occupations but that this can be strengthened to provide job seekers with up-to-date training options that match the demand of the labour market.

To allow these solutions to be scaled up without threats to biodiversity and the environment, it is necessary to develop the bioeconomy as a circular economy. With this carbon management approach, other sources of carbon complement biomass: industrial waste, including gases such as CO and CO2, as well as physically and chemically recycled carbon. In the future, direct air capture (DAC) may become competitive and form part of the solution. These approaches can be considered ‘circular’ because they close material loops and keep carbon recycling in the economy rather than emitting carbon to the atmosphere. This report reviews a number of hybrid technologies that can be deployed to ‘defossilise’ economic sectors and sets out policy options to bring these technologies to commercial scale.

    Abstract: The COVID-19 crisis has given renewed urgency to efforts to support the digitalisation of SMEs. However, many SMEs lag behind larger firms in the digital transition as a result of important barriers with respect to skills, innovation, infrastructure, regulation and finance. The SME digital gap slows productivity growth and increases inequalities among people, firms and places. In this context, the Government of Azerbaijan requested the OECD’s assistance in supporting the design and implementation of strategies and policies to foster the digital transformation of Azerbaijan’s SME sector.

    Abstract: The OECD Going Digital Measurement Roadmap is an important tool to align countries’ priority areas for measuring digital transformation using common methodologies and approaches. It was developed in partnership with all relevant OECD statistical bodies in 2019 and amended in 2022. The Roadmap identifies ten actions to enhance the capacity of countries to monitor digital transformation and its impacts. The Roadmap reflects a recognition that national statistical systems need to adapt and expand to adequately reflect the digitalisation of our economies and societies, including from a gender perspective. It also highlights the need for new, complementary data infrastructures capable of monitoring digital activities and data flows on a timely basis wherever they happen.

    Abstract: Online marketplaces matching third-party sellers with consumers are now key e-commerce channels globally. Despite their popularity and the benefits they bring to consumers, they do present a number of risks, for example when their third-party sellers engage in misleading marketing and fraud, or supply unsafe products. This report summarises results from a 2021 OECD survey of 28 countries and 15 platform businesses examining the role of online marketplaces in enhancing consumer protection. The report highlights a range of encouraging initiatives by many participating countries and online marketplaces to better protect consumers, often taken in co-operation with one another, but also identifies several key areas where more action is needed.

The report evaluates the distance that OECD countries need to travel to meet SDG targets for which data is currently available, but it goes one step further and deepens the analysis by identifying long-term trends, considering also how these trends may be impacted by the COVID-19 pandemic. By providing a high-level overview of countries’ strengths and weaknesses in performance across the SDGs, it aims to support Member countries in navigating the SDGs and in setting their own priorities for action within the broad 2030 Agenda.

    Abstract: Twenty-first-century health systems will be built around data and information. An integrated health information system enables the secure flow of data to where they can be used to create information and knowledge to advance policy and health system objectives. This report describes the requirements and the benefits of an integrated health information system; outlines the current situation in Korea in the context of progress across OECD countries; and recommends policy and operational changes to overcome barriers to the efficient exchange and sharing of health data and establish an integrated health information system that supports continuous learning, improvement and innovation.

Public and private actors worldwide are planning to launch tens of thousands of satellites into Earth’s orbit in the next five years. This will greatly expand and enrich the use of space resources, but it will also result in more crowded orbits and greater risk of damage from satellite collision and space debris. As satellite launches continue to multiply and concerns grow, the long-term sustainability of space-based infrastructure on orbit and beyond is set to emerge as an increasingly important space policy issue of the 21st century. This publication takes stock of the growing socio-economic dependence of our modern societies on space assets, and the general threats to space-based infrastructure from debris in particular. Notably, it provides fresh insights into the value of space-based infrastructure and the potential costs generated by space debris, drawing on new academic research developed especially for the OECD project on the economics of space sustainability.

This paper discusses three underlying digital enablers of the economy and the challenges they pose for policy makers: (1) Online platforms, which support global transactions and interactions but are also disrupting existing consumer and competition policy frameworks; (2) Cross-border data flows, which facilitate global trade and co-operation but also amplify policy concerns that have motivated countries to place conditions on these data flows; and (3) Digital security, which should be prioritised to embed trust into the digital economy, but has often remained an afterthought owing to knowledge asymmetries across the market. Given that these challenges are all international in nature, a global response is needed to address them.     Abstract: Before the pandemic hit, the city of Bilbao had the highest economic growth in Spain from 2000 to 2018, driven by a shift from heavy industry to a service-based economy. It also benefitted from a burgeoning tourism and culture sector, thanks to developments such as the Guggenheim Museum in 1998. Plagued with high unemployment in the late 90s, unemployment started to drop until 2008. However, such promising trends were unable to shield the city from the 2008 global financial and later COVID-19 crisis. This study assesses inequality in Bilbao and how the COVID-19 pandemic and the city’s response and recovery measures have affected its inclusive growth agenda. It also examines how Bilbao’s approach to deploying a smart city strategy and localising the SDGs contributes to the city’s overall resilience and inclusive growth objectives.

    Abstract: Problems in e-commerce can lead to significant consumer harm (detriment), for example, when consumers have to pay more for a product than they reasonably expected (e.g. due to hidden costs); suffer from unfair contract terms; or receive products that do not conform to their reasonable expectations regarding quality or performance. In 2021, the OECD’s Committee on Consumer Policy implemented an online consumer survey in 13 countries to assess the magnitude of financial consumer harm arising from consumers’ most serious e-commerce problems. This paper summarises the survey results, highlighting, for example, that 50% of online consumers faced at least one problem in e-commerce in the year preceding the survey rollout and that the resulting harm is significant, reaching (after redress) up to 3.1% of the total e-commerce market size in some countries. The paper aims to enhance the evidence base for consumer policy and to help policy makers prioritise enforcement activities.

    Abstract: This is the third benchmarking report tracking the evolution of online content-sharing services’ policies and procedures for terrorist and violent extremist content (TVEC). Fifteen of the top 50 most popular services now issue TVEC-specific transparency reports, increasing from five in 2020 and eleven in 2021. This edition also examines the 50 services that disseminate the most TVEC (“Intensive Services”). Only eleven services appear in both groups, reflecting that bad actors are shifting to smaller services as the larger ones strengthen TVEC moderation. Only eight Intensive Services currently issue TVEC-specific transparency reports, thirteen have no prohibition on TVEC and seventeen provide no information at all. The findings also suggest that services size and encryption are not insurmountable barriers to transparency reporting. It remains difficult to obtain an industry-wide perspective on the impact of companies’ measures against TVEC. Finally, regulatory fragmentation is worsening as more jurisdictions are implementing disparate transparency requirements. Based on an international mapping of 369 institutions and 1174 policy initiatives across OECD countries, the analysis shows that SME and entrepreneurship policy is not among the core mandates of many implementing institutions, calling for sound coordination across the board and further mainstreaming of SME growth considerations in both policy areas. Moreover, national policy mixes vary significantly across countries, reflecting different approaches to promoting SME growth and to SME targeting, but also revealing possible policy blind spots.

    Abstract: The Dominican Republic has made strides on many socioeconomic fronts over the years. The country has been one of the leading economies in Latin America and the Caribbean in terms of GDP growth, reaching upper middle-income status in 2011. However, progress on the different dimensions of well-being has been insufficient. In particular, socioeconomic and territorial disparities are still important, and public institutions remain insufficiently solid. For the Dominican Republic to embark on a more prosperous development path, three critical dimensions must be tackled. First, providing quality jobs for all, with particular emphasis on boosting formalisation and productive transformation. Second, mobilising more public and private finance for development, with more progressive and effective taxation systems, more efficient public expenditure and deeper capital markets. Third, accelerating digital transformation to boost productivity, enhance inclusion and support job creation.
