    Abstract: Based on a production-theoretic framework, we measure the effects of real output prices, primary inputs, multi-factor productivity growth, and depreciation on Korea’s real net income growth over the past 30 years. The empirical analysis is based on a new dataset for Korea with detailed information on labour and capital inputs, including series on land and inventories assets. We find that while over the entire period, capital and labour inputs explain the bulk of Korean real income growth, productivity growth has come to play an increasingly important role since the mid-1990s, providing some evidence of a transition from ‘input-led’ to ‘productivity-led’ growth. Terms of trade and other price effects were modest over the longer period, but had significant real income effects over sub-periods. Overall, real depreciation had only limited effects except during periods of crises where it bore negatively on real net income growth.

    Abstract: Since the Seoul Declaration, access to broadband networks and the Internet have constantly increased. In terms of fixed broadband, penetration levels are close to maturity. In addition, further deployments of fibre networks have taken place; however, overall deployment of fibre is still at an early stage. On the mobile broadband side, 3G coverage is high and data traffic is expected to grow significantly. In terms of policies, national broadband plans have contributed to increasing access to the Internet. Some countries have furthermore invested public funds in the deployment of fibre networks.

    Abstract: This report examines the convergence of fixed and mobile (wireless) networks and services. It considers these developments against a long standing question of whether they are complementary or competitive. The report concludes that they are both. Mobile providers have garnered a very large share of traditional services, such as telephony, over the past decade. Nevertheless, mobile networks are dependent on fixed networks and could not efficiently meet the rapidly expanding demand of users without the contributions made by fixed broadband networks. Managing the differences between networks, and their respective strengths and limitations, is one reason there is still tremendous differences in the pricing of some communication services on these networks.

    Abstract: The global crisis of 2008-09 went in hand with sharp fluctuations in capital flows. To some extent, these fluctuations may have been attributable to uncertainty-averse investors indiscriminately selling assets about which they had poor information, including those in geographically distant locations. Using a gravity equation setup, this paper shows that the impact of distance increases with investors’ uncertainty aversion. Consistent with a sudden increase in uncertainty, the negative impact of distance on foreign holdings increased during the global financial crisis of 2008-09. Host-country structural policies enhancing the quality of information available to foreign investors, such as strict disclosure requirements and prudential bank regulation, tended to mitigate withdrawals.

    Abstract: The greening of the labour market will create new opportunities for workers, but also new risks that could undermine political support for green growth policies. Accordingly, labour market and skills policy should also seek to maximise the benefits of green growth for workers while assuring that unavoidable adjustment costs are shared fairly. This report aims to provide guidance for how best labour market and skill development policy can contribute to a fast, efficient and fair transition to a low carbon and resource efficient economy, particularly in developed countries. This paper represents the final OECD report for the European Commission project on “The jobs potential of a shift towards a low-carbon economy” (VS/2010/0618 – S12.576453).

    Abstract: This dataset is a complement to the "Agricultural Policy Monitoring and Evaluation 2012" publication. It shows estimates of agricultural support for OECD countries as well as some non-member economies. These summary tables, designed specifically to monitor and evaluate the level and composition of agricultural policy support, focus on: - Producer Support Estimate (PSE), representing transfers granted to producers individually; - General Service Support Estimate (GSSE), representing transfers granted to producers collectively, i.e. services that benefit agriculture but whose initial incidence is not at the level of individual farmers; - Consumer Support Estimate (CSE), representing transfers granted to consumers. The CSE is almost always negative because transfers from consumers due to market price support policies outweigh any consumption subsidies from taxpayers that might be granted to consumers. - Total Support Estimate (TSE), representing the sum of the three above-mentioned components, adjusted for double-counting given that some market price transfers are accounted for in both the PSE and CSE. The value of those transfers are further analyzed by looking at their relative share in agricultural support, in agricultural economy and in the economy as a whole, together with other indicators such as Nominal Assistance Coefficient (NAC) and Nominal Protection Coefficient (NPC).

In the second part the report evaluates the current system and process of ex post evaluation of laws in Chile. It discusses the efforts made by the recently established Law Evaluation Department in the Chamber of Representatives, in the framework of the law making process of the country. It revises the current practices in both branches of government, executive and legislative, to conduct ex post evaluation of laws and regulations, as well as the formal and informal mechanisms to prepare laws and regulations and their possible ex post review. The paper revises as well the current programme for law evaluation launched by the Chamber of Representatives and it analyses its main components, in particular methodological approaches and inclusion of citizens‘ perceptions as a tool to increase transparency. The report concludes with an assessment of the main challenges that the law evaluation work is facing in Chile and makes some recommendations related to institutional, methodological and governance issues.

    Abstract: Most of the current nuclear fuel safety criteria were established during the 1960s and early 1970s. Although these criteria were validated against experiments with fuel designs available at that time, a number of tests were based on unirradiated fuels. Additional verification was performed as these designs evolved, but mostly with the aim of showing that the new designs adequately complied with existing criteria, and not to establish new limits. In 1996, the OECD Nuclear Energy Agency (NEA) reviewed existing fuel safety criteria, focusing on new fuel and core designs, new cladding materials and industry manufacturing processes. The results were published in the Nuclear Fuel Safety Criteria Technical Review of 2001. The NEA has since re-examined the criteria. A brief description of each criterion and its rationale are presented in this second edition, which will be of interest to both regulators and industry (fuel vendors, utilities).

    Abstract: Sweden is at the forefront among countries developing plans for a deep geological repository of highly radioactive waste. There is no such repository in operation yet worldwide, but Sweden, Finland and France are approaching the licensing stage. At the request of the Swedish government, the NEA organised an international peer review of the post-closure radiological safety case produced by the Swedish Nuclear Fuel and Waste Management Company (SKB) in support of the application for a general licence to construct and operate a spent nuclear fuel geological repository in the municipality of Östhammar. The purpose of the review was to help the Swedish government, the public and relevant organisations by providing an international reference regarding the maturity of SKB’s spent fuel disposal programme vis-à-vis best practices in longterm disposal safety and radiological protection. The International Review Team (IRT) consisted of ten international specialists, who were free of conflict of interest with the SKB and brought complementary expertise to the review. This report provides the background and findings of the international peer review. The review’s findings are presented at several levels of detail in order to be accessible to both specialist and nonspecialist readers.

    Abstract: Located at the border with the US, Chihuahua has benefited from FDI and NAFTA. Chihuahua has been one of the richest regions in Mexico and one of the most dynamic in the OECD. However, the region’s FDI-trade link with the USA has also led to some vulnerability to external shocks. The two crises affecting the USA in the past decade affected Chihuahua more than any other state. Despite recent progress in the quality of education, other structural challenges such as lower productivity growth, high inactivity rates and dwindling employment rates have been factors in Chihuahua’s sluggish growth. Chihuahua not only displays large intra-regional and gender inequalities, but also the largest inter-ethnic inequality levels in the country. Chihuahua can gain from a territorial approach to policymaking that integrates sectoral policies, fostering value-added in rural activities, better linking SME-development and FDI-attraction policies, as well as between innovation capacities and applications. The region could also strengthen their recent inclusive governance arrangement with civil society and the private sector. Growth and development can only be possible if the current challenges in insecurity, water shortage and public finance are addressed.

Results show that beside the specificities of the Korean experience it conveys several lessons for developing countries: i) Planning actions on a multi-annual basis is essential to achieve policy goals in fields such as industrial and regional development where policy outcomes depend on structural changes that will require long term horizons to be materialised and where coordination across several ministries (such as education, infrastructure and access to finance) is needed. ii) It is important to establish mechanisms that ensure a high level political support to regional development as well as to target resources to regions. iii) Supporting industrial development in regions requires designing specific programs beyond administrative boundaries. iv) The space for bottom up initiatives and regional empowerment has to be matched by a gradual approach to build the necessary capabilities at the regional level.

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. It presents the taxonomy as a way of enhancing mutual recognition and increasing consistency of education and training for both developed and developing countries.

    Abstract: Aid plays an important role in reducing poverty and inequality, stimulating growth, building capacity, promoting human development and accelerating the achievement of the Millennium Development Goals. Effective aid is critical both to maximise the impact of aid and to achieve long-term, sustainable development. Aid to the health sector has increased substantially over the last 20 years from USD 5 billion in 1990 to USD 21.8 billion in 2007. Consisting of a growing and diverse range of actors, aid to the health sector faces complex governance and management challenges: for example, donors inadvertedly invest in duplicate and fragmented efforts, while partners are unable to take full responsibility and leadership. By reviewing these challenges against the aid effectiveness principles outlined in the landmark 2005 Paris Declaration and 2008 Accra Agenda for Action, this report provides insight and expounds lessons from the health sector to the broader challenges of aid effectiveness. Health, then, is used as a “tracer” sector to help assess the risks and benefits of the diverse range of actors, and promote co-ordination and coherence among development programmes. This work is the result of a collaboration between the Working Party on Aid Effectiveness – an inclusive, international forum with the aim of improving aid delivery – through its Task Team on Health as a Tracer Sector and the World Trade Organization.

This Test Guideline is intended preferably for use with albino rabbit. The test substance is applied in a single dose in the conjunctival sac of one eye of each animal. The duration of the observation period should be sufficient to evaluate fully the magnitude and reversibility of the effects observed. The ocular irritation scores should be evaluated in conjunction with the nature and severity of lesions, and their reversibility or lack of reversibility. Use of topical anesthetics and systemic analgesics to avoid or minimize pain and distress in ocular safety testing procedures is described.

    Abstract: Korea, the world’s thirteenth-largest economy and the seventh-largest exporter, is an energy-intensive nation. In 2008, the country adopted a long-term “green growth” strategy to foster economic development by means of low-carbon technologies and clean energy; since then, the government has implemented many policies to support these goals. In 2012, Korea announced an emissions-trading scheme -- the first of its kind in Asia -- which will be implemented in 2015. This represents a major step towards achieving its target of a 30% reduction in greenhouse gas emissions by 2020. Strong energy efficiency policies have been developed to complement the emissions-reduction target. Korea has made efforts to enhance energy security by taking measures to diversify energy sources, reduce the use of fossil fuels and foster the development of renewable energy alongside the expansion of its nuclear energy programme. Government expenditure on energy-related RD&D is among the highest in the OECD. Progress in some sectors has been slower, and the lack of a clear, long-term vision for its electricity and natural gas markets is one of the greatest energy-policy challenges facing the Korean government. Energy markets are dominated by incumbents and have been slow to open up to competition. This review analyses the energy-policy challenges facing Korea and provides sector-based assessments and recommendations for further policy improvements. It is intended to help guide the country towards a more secure and sustainable energy future.

This book presents a strategy that will help countries reach the goal of having and making the best use of a high-quality pool of skills. The OECD Skills Strategy shifts the focus from traditional measures of skills, such as years of initial education and training or qualifications attained, to a much broader perspective that includes the skills people can acquire, use and maintain–and also lose–over a whole lifetime. Without sufficient investment in skills, people languish on the margins of society, technological progress does not translate into economic growth, and countries can no longer compete in an increasingly knowledge-based global society.     Abstract: The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 100 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some such initiatives have as their goal the monetisation and trading of knowledge in the form of intellectual assets. Others seek to create networks for pooling and exchange of knowledge. Together, these initiatives can be referred to as “knowledge networks and markets” (KNMs). This report considers the development of such KNMs and examines the impact of current initiatives and the possible options for governments, working with the private sector, to improve innovation efficiency and effectiveness. Improving the interoperability of knowledge resources is fundamental to the creation of a necessary shared infrastructure for efficient KNM to emerge, as is related sustainable funding and policy clarity. Governments can play a vital catalytic role in improving the productivity of KNMs through such infrastructure development and encouragement of associated social networking. the report makes suggestions for some priority actions based on existing case studies.

    Abstract: The solar heating and cooling (SHC) roadmap outlines a pathway for solar energy to supply almost one sixth (18 EJ) of the world’s total energy use for both heating and cooling by 2050. This would save some 800 megatonnes of carbon dioxide (CO2) emissions per year; more than the total CO2 emissions in Germany in 2009. While solar heating and cooling today makes a modest contribution to world energy demand, the roadmap envisages that if concerted action is taken by governments and industry, solar energy could annually produce more than 16% of total final energy use for low temperature heat and nearly 17% for cooling. Given that global energy demand for heat represents almost half of the world’s final energy use – more than the combined global demand for electricity and transport – solar heat can make a significant contribution in both tackling climate change and strengthening energy security.

    Abstract: This Test Guideline describes methods to measure the viscosity of liquids. Most of the methods listed are appropriate for the investigation of Newtonian liquids. The measurement of non-Newtonian liquids is possible with the rotational viscometer. Viscosity measurements are carried out according to five methods: the capillary viscometer, the flow cup, the rotational viscometer, the rolling ball viscometer and the drawing ball viscometer. Each determination of viscosity should be made at a temperature of 20°C and at 40°C. At least two determinations should be made at each temperature. The viscosity measurement is to be carried out according to the standards in the case of capillary and forced ball viscometers. In the case of rotational viscometers, the specification of a viscosity is appropriate only for Newtonian fluids. For non- Newtonian fluids, the results obtained are preferred in table or graph form, preferably in the order of increasing shear rate.

    Abstract: This report addresses the increasingly important interactions of variable renewables and dispatchable energy technologies, such as nuclear power, in terms of their effects on electricity systems. These effects add costs to the production of electricity, which are not usually transparent. The report recommends that decision-makers should take into account such system costs and internalise them according to a “generator pays” principle, which is currently not the case. Analysing data from six OECD/NEA countries, the study finds that including the system costs of variable renewables at the level of the electricity grid increases the total costs of electricity supply by up to one-third, depending on technology, country and penetration levels. In addition, it concludes that, unless the current market subsidies for renewables are altered, dispatchable technologies will increasingly not be replaced as they reach their end of life and consequently security of supply will suffer. This implies that significant changes in management and cost allocation will be needed to generate the flexibility required for an economically viable coexistence of nuclear energy and renewables in increasingly decarbonised electricity systems.

    Abstract: Refurbishment and long-term operation (LTO) of existing nuclear power plants (NPPs) today are crucial to the competitiveness of the nuclear industry in OECD countries as existing nuclear power plants produce baseload power at a reliable cost. A number of nuclear power plants, most notably 73 units in the United States (up to 2012), have been granted lifetime extensions of up to 60 years, a development that is being keenly watched in other OECD countries. In many of these (e.g. France, Switzerland), there is no legal end to the operating licence, but continued operation is based on the outcomes of periodic safety reviews. This study analyses technical and economic data on the upgrade and lifetime extension experience in OECD countries. A multi-criteria assessment methodology is used considering various factors and parameters reflecting current and future financial conditions of operation, political and regulatory risks, the state of the plants’ equipment and the general role of nuclear power in the country’s energy policy. The report shows that long-term operation of nuclear power plants has significant economic advantages for most utilities envisaging LTO programmes. In most cases, the continued operation of NPPs for at least ten more years is profitable even taking into account the additional costs of post-Fukushima modifications, and remains cost-effective compared to alternative replacement sources.

    Abstract: The principles of sustainable development play an integral role in making development assistance work at the level of policies, plans and programmes. In response to the Paris Declaration call to “… develop and apply common approaches for ‘Strategic Environmental Assessment’ at sector and national levels” among donors and partners, the Guidance on Applying Strategic Environmental Assessment was endorsed in 2006 by members of the OECD Development Assistance Committee, representatives of developing countries receiving aid, the United Nations Development Programme, the United Nations Environment Programme, the World Bank and many other agencies. This is creating unique opportunities for better policy making and planning by incorporating environmental considerations into high-level decision-making and opening new mechanisms to build consensus on development priorities within governments themselves and between governments and societies. Many development co-operation agencies and their partners are already making good progress in applying SEA. This publication presents the nine most interesting case studies of SEA in progress, selected from a total 100. These nine cases highlight that SEA can:• Safeguard environmental assets for sustainable poverty reduction and development;• Build public engagement in decision making;• Prevent costly mistakes by alerting decision-makers to potentially unsustainable development options at an early stage in the decision-making process;• Speed up implementation of projects and programmes;• Facilitate co-operation around shared environmental resources and contribute to conflict prevention.

    Abstract: This report analyses the results of simulations using an agent based model of financial markets to show how excessive levels of leverage in financial markets can lead to a systemic crash. Investors overload on risky assets betting more than they have to gamble creating a tremendous level of vulnerability in the system as a whole. Plummeting asset prices render banks unable or unwilling to provide credit as they fear they might be unable to cover their own liabilities due to potential loan defaults. Whether an overleveraged borrower is a sovereign nation or major financial institution, recent history illustrates how defaults carry the risk of contagion in a globally interconnected economy. The resulting slowdown of investment in the real economy impacts actors at all levels, from small businesses to homebuyers. Bankruptcies lead to job losses and a drop in aggregate demand, leading to more businesses and individuals being unable to repay their loans, reinforcing a downward spiral that can trigger a recession, depression or bring about stagflation in the real economy. This can have a devastating impact not only on economic prosperity across the board, but also consumer sentiment and trust in the ability of the system to generate long-term wealth and growth.

    Abstract: One of the major achievements of the OECD Nuclear Energy Agency (NEA) is the knowledge it has helped to generate through the organisation of joint international research projects. Such projects, primarily in the areas of nuclear safety and radioactive waste management, enable interested countries, on a costsharing basis, to pursue research or the sharing of data with respect to particular areas or issues. Over the years, more than 30 joint projects have been conducted with wide participation of member countries. This report describes the achievements of the OECD/NEA joint projects on nuclear safety research that have been carried out over the past three decades, with a particular focus on thermal-hydraulics, fuel behaviour and severe accidents. It shows that the resolution of specific safety issues in these areas has greatly benefited from the joint projects’ activities and results. It also highlights the added value of international co-operation for maintaining unique experimental infrastructure, preserving skills and generating new knowledge.

    Abstract: The OECD territorial review of Småland-Blekinge presents an overview of recent trends, regional policies and governance arrangements of this region that is made up of four counties in South-East Sweden: Jönköping, Kronoberg, Kalmar and Blekinge. The challenges include the need to facilitate a shift from the region’s historic specialisation in medium-low and low technology manufacturing towards more knowledge-intensive activities. This will require addressing the supply of human capital, improving connectivity and enhancing the attractiveness of the region. A regionalisation reform is now under discussion in Sweden with potential implications for Småland-Blekinge. Whatever the future administrative structure of Småland-Blekinge, the effectiveness of regional development policies and public service delivery will be directly related to strengthened interaction and co-ordination arrangements among the numerous actors and administrative units involved.
