Abstract: This paper reviews the different definitions and measures of skills use and shows why it matters for local development policies. Based on findings from the Annual Population Survey and the UK Employer Skills Survey, it provides unique local analysis on how the Leeds City Region compares on skills use relative to other Local Enterprise Partnerships. It then outlines opportunities for new actions that could be implemented in the Leeds City Region to work closer with firms to promote skills use in the workplace.

Abstract: Recent digital innovations provide opportunities to deliver better policies for the agriculture sector by helping to overcome information gaps and asymmetries, lower policy-related transaction costs, and enable people with different preferences and incentives to work better together. Drawing on ten illustrative case studies and unique new data gathered via an OECD questionnaire on agri-environmental policy organisations' experiences with digital tools, this report explores opportunities to improve current agricultural and agri-environmental policies, and to deliver new, digitally enabled and information-rich policy approaches. It also considers challenges that organisations may face to make greater use of digital tools for policy, as well as new risks which increased use of digital tools may bring. The report provides practical advice on how policy makers can address challenges and mitigate risks to ensure digital opportunities for policy are realised in practice. Finally, the report briefly considers the broader regulatory and policy environment underpinning digitalisation of the agriculture sector, with the view to ensuring that use of digital tools for agricultural and agri-environmental policy remains coherent with the digitalisation of agriculture more generally.

Abstract: Almost one in four people in OECD countries is currently obese. This epidemic has far-reaching consequences for individuals, society and the economy. Using microsimulation modelling, this book analyses the burden of obesity and overweight in 52 countries (including OECD, European Union and G20 countries), showing how overweight reduces life expectancy, increases healthcare costs, decreases workers' productivity and lowers GDP. The report makes the urgent economic case to scale up investments in policies to promote healthy lifestyles and tackle this growing global public health problem. The book evaluates a number of policies which could significantly improve health outcomes while being an excellent investment for countries.

Abstract: Agriculture, with its growing contribution to global greenhouse gas emissions and opportunities to mitigate emissions, can help close the gap between existing global mitigation efforts and those that are needed to keep global warming to between 1.5 °C and 2 °C by the end of the century. Global scale and farm scale analyses are used to evaluate both the effectiveness of different policy options to reduce agricultural emissions, and the impact on competitiveness, farm income, food security, and government finances. In order to contribute to global mitigation efforts, countries will need to design agricultural policy measures that can navigate these trade-offs within the context of their national policy priorities and objectives. As most countries have not yet implemented policies to reduce emissions from agriculture, the analyses provided here come at an opportune time to inform this policy development.

Abstract: Embracing a policy and culture of diversity and inclusion (D&I) is increasingly considered the norm for public services across the OECD. A growing number of countries acknowledge how diversity has the potential to improve service delivery to citizens and boost performance through greater innovation and employee engagement. But, while some improvements have been made over time, progress has remained slow. In most public services, pay gaps for the same positions persist; the representation - particularly at senior levels of women, visible minorities and people with disabilities - remains markedly lower than in the general population; and in employee surveys, levels of perceived harassment and bullying remain higher than average for certain demographic groups. In many OECD member countries, a new generation of D&I policies is being developed to cultivate a culture of inclusion. The present Working Paper examines how public administrations are addressing this challenge, highlighting good practices in areas such as inclusive leadership models, the use of HR analytics and behavioural approaches to design and implement D&I policies. It also identifies governance mechanisms and tools for managers and organisations to help ensure coherence and accountability for D&I goals. The drive for diversity and inclusion will always be a moving target; public services will need to continually assess, adapt, and strive for public services that reflect the changing societies that they serve.

Abstract: The current economic situation has obliged the international donor community to reexamine its stance on the conditionality of development assistance. This study evaluates which controversies persist with respect to aid conditionality, how successful donors have been in stemming the rising tide of aid conditionality of the 1980s and 1990s, and whether the donor community practices what it preaches regarding the allocation of aid based on governance and development criteria. Above all, the report considers how the financial crisis has rendered it increasingly difficult to maintain traditional conditionality frameworks. Strategies for reducing the number of aid conditionalities and for enhancing recipient ownership of aid policies are proposed in light of the unsustainability of existing frameworks.--Publisher's description.

Abstract: Regulating the long-term safety of geological disposal of radioactive waste is a key part of making progress on the radioactive waste management issue. A survey of member countries has shown that differences exist both in the protection criteria being applied and in the methods for demonstrating compliance, reflecting historical and cultural differences between countries which in turn result in a diversity of decision-making approaches and frameworks. This conference proceedings presents discussions focused on diversity in regulatory processes; the basis and tools for assuring long-term protection; ethical responsibilities of one generation to later generations and how these can be discharged; and adapting regulatory processes to the long time frames involved in implementing geological disposal. These proceedings include a summary of the viewpoints expressed as well as the 22 papers presented at the workshop.

Abstract: Aid alone cannot finance development; bringing in fresh sources of finance is essential. The emergence of a multiplicity of new financing options is good news for developing countries, but it also raises challenges. The authors in this stimulating book assess the changing landscape of international development finance from a global and a developing-country perspective. The result is a vast range of policy implications for donor and recipient alike. In an easily digestible format, the book provides recommendations on innovative policy mechanisms, on the use of both grants and loans in developme

Abstract: With a declining number of nuclear data evaluators in the world and an increasing demand for high-quality data, there is a risk that evaluators will concentrate on producing new nuclear data to the detriment of developing new models and methods for evaluating existing data. In this context, it is essential to identify the basic physics issues that are going to be important for future nuclear data evaluation processes. At the same time, demand for new types of data, which will be needed in emerging nuclear applications, could warrant new evaluation techniques that are presently only used in the

Abstract: This book demonstrates how the growing economic power of China and India is already influencing the growth patterns of African countries, particularly oil- and commodities-exporting ones. As world prices for commodities rise, producer countries in Africa and throughout the world will gain, but there is more to the story than that. Some African countries are redirecting part of their trade and other relationships from their traditional OECD partners to China and India. The book explores the consequences of this, and comes to some surprising conclusions.

Abstract: The World Economy brings together two reference works by Angus Maddison: The World Economy: A Millennial Perspective, first published in 2001 and The World Economy: Historical Statistics, published in 2003. This new edition contains Statlinks, a service providing access to the underlying data in Excel® format. These two volumes bring together estimates of world GDP for the past 2000 years and provide a unique perspective on the rise and fall of economies historically. "One controversial clash of theories fueled by Maddison's data concerns the relative status of (growth in) the West versus the rest. The figures (in this book) are enriching economists' understanding of what make economies grow, and may even make it possible to reject some of the most prominent historical explanations." Abstract: Tables of national competitiveness give an easily comparable ranking of the winners and losers of global economic competition. But they don't explain why the “poor” countries are four times less productive than the “rich” ones or why some rich countries are twice as productive as others. Using empirical data from over 50 countries, this book shows how even small differences in a number of factors combine to boost or block productivity. Governments need such information to set priorities. Investors need it too, and two new rankings are proposed as alternatives to a simple comparison of industrial productivity. The first, called the “investor ranking”, is based on infrastructure, human capital and total factor productivity. The second, “exporter ranking”, is for investors whose prime concern is for a production platform well-integrated into world trade. Combining the new rankings with a more traditional one produces three groups of countries, termed balanced, high potential, and vulnerable. Group membership reserves some surprises: you may be rich, but that doesn’t mean you’re not vulnerable.

Abstract: This book looks at the impact of OECD-country policies on East Asia in a variety of areas: trade, investment, agriculture, finance and aid, as well as macroeconomic policies and regional co-operation. Further, and most importantly, the book examines the interaction of these OECD-country policies and their coherence with each other. This book is part of an attempt by the OECD to establish guidelines for defining and adopting coherent policies conducive to development outside the OECD area, thus contributing to the world-wide search for answers to questions of poverty reduction and gro

Keywords: Capital costs ; Capital costs ; Südafrika ; Kapitalkosten ; Wirtschaftsentwicklung
Abstract: The private sector and public authorities both need access to capital for investment, job creation and growth. For a number of reasons, explained in this book, Southern Africa suffers from disproportionately expensive capital and this is denying the region its full growth potential. This is a serious situation within the region, where public expectations of economic growth are being frustrated in South Africa, and in sub-Saharan Africa generally which relies on Southern Africa as both a source and a destination for investment. This book reflects the ideas and proposals of a group of experts and practitioners from the state and business environments, brought together by the Development Centre with public and private sector partners on reducing the cost of capital in the region. It provides insight into the nature of the problem of the cost of capital in Southern Africa and the effects it has on business activity and infrastructure development. In addition, the authors set out to define strategies for reducing capital cost, outlining measures suitable for government and private actors.--Publisher summary

Abstract: Drawing notably on the experience of France, this book examines whether good corporate governance generates national growth. It finds that it is a society's entire governance culture -- corporate and public governance together rather than either of them alone -- is what matters. The book shows that we must change the way we judge the quality of a country's institutions of governance, and proposes a striking new way to do so. "A highly informative and insightful essay which has much to teach policy reformers in the developing world." - Dani Rodrik, John F. Kennedy School of Government, Harvard University. "A brilliant exercise in comparative economic history. The lessons of French reconstruction after World War II are of a critical importance to the policy makers of the emerging world today." - Daniel Cohen, Professor, École Normale Supérieure and Columnist, Le Monde.

Abstract: Following his The World Economy: a Millennial Perspective, Angus Maddison here offers a rare insight into the history and political influence of national accounts and national accounting. He demonstrates that such statistical data can shed light on the analysis of economic phenomena such as growth, market formation and income distribution. This approach is particularly interesting for developing countries often lacking the expertise or data to produce good national accounts. It also serves as a reminder for OECD countries that effective policy making depends on verifiable economic data. This book includes tables showing Maddison’s estimates for the world and its major regions from as early as the year 1000. It is intended as a research guide for future comparisons of economic performance in space and time. It is for scholars and students of economics and economic history as well as for statisticians.

Abstract: This book demonstrates that in the case of very poor countries, policies aimed at universal provision of education and health services benefit the poor significantly more than more expensive targeted schemes. The book draws attention to the absolute need for coherence and co-ordination so that schools are not built without teachers and dispensaries without drugs. Moreover, national macroeconomic policies have to be realistic if the health and education sectors are not to be deprived of resources. Finally, the quality of governance is shown to have a direct effect on the efficiency of social spending.

This study analyses the factors underlying the renewed dynamism of certain African economies in the 1990s. Several countries are, indeed, trying to meet the challenge of building the three pillars of sustainable growth -- capital accumulation, productivity gains and institutional reforms -- in order to combat long-term poverty. The authors identify the countries that are on the way to sustained growth and, on the basis of case studies, the policies the

Abstract: Achieving the economic development of poor countries remains, even in the third millennium, a formidable challenge which increasingly preoccupies OECD countries. The Organisation's Development Centre was founded in 1962 as one means to study and to try to confront the problems of comparative development and to relate them to experiences in the more advanced economies. This book provides a compendium of that experience and looks forward to future policies and strategies which might provide some solutions to the problems facing developing countries. Moreover, the resulting increased robustness of these enterprises contributes to the strength and stability of the economy as a whole. Abstract: When setting spending priorities in education and health, countries all too often target expensive schemes which can be shown only to benefit specific sections of the population, often the non-poor. The building of certain urban hospitals and universities may fall into this category. Wherever expenditure is directed to universal schemes, such as establishing rural and urban clinics, kindergartens and primary schools, however, the poor can be shown to benefit more. This book pleads for a series of policy orientations leading towards pro-poor health and education spending

Abstract: The trade analysis and firm surveys conducted in several African countries in this study highlight an apparent mismatch between government policies and exporters' needs in the provision and use of trade support services. While acknowledging the weaknesses of firms in these countries, the study does present evidence confirming the existence of a wide array of policy options for increasing business competitiveness and reducing dependence on primary commodities. Successful upgrading and diversification, however, require not only a right set of macroeconomic and structural policies, but also a sub

Abstract: Performance assessment of repository concepts for the geological disposal of long-lived radioactive waste relies on the availability of thermodynamic data for many radionuclides and other elements under a wide range of physico-chemical conditions. For the past ten years, the OECD Nuclear Energy Agency (NEA) has been co-ordinating a multinational effort to produce a database of selected thermochemical values that would satisfy the requirements of the various national programmes in Member countries. This project is known as the NEA Thermochemical Database (TDB) Project. This publication contains the full papers and summary discussion records of a workshop attended by scientists active in the field of chemical thermodynamics and experts in repository performance assessment who use the thermochemical databases for their evaluations. During the workshop, participants discussed current experimental and theoretical standpoints, new data requirements and the peculiarities of their application in performance assessment.

Abstract: Poverty reduction remains a major development challenge in much of Asia and the Pacific. Historically, technology has played a central role in raising living standards across the region, including those of the poor. The Green Revolution and various innovations of modern medicine and public health have been instrumental in improving nutrition, health, and livelihoods of millions of poor people. Yet, the pace of improvement from these sources appears to have slowed, and new technological impetus - as well as improved policies and institutions - are needed to address the persistent pove

Abstract: Angus Maddison provides a comprehensive view of the growth and levels of world population since the year 1000 when rich countries of today were poorer than Asia and Africa. The gap between the world leader, the US and the poorest region, Africa, is now 20:1. The book has several objectives. The first is a pioneering effort to quantify the economic performance of nations over the very long term. The second is to identify forces which explain the success of the rich countries, and explore the obstacles which hindered advance in regions which lagged behind. The third is to scrutinise the interaction between the rich and the rest to assess the degree to which this relationship was exploitative. The book is a monumental work of reference and a sequel to the author's Monitoring the World Economy: 1820-1992, published in 1995 and his 1998 Chinese Economic Performance in the Long Run. It is a "must" for all scholars and students of economics and economic history, as well as a mine of fascinating facts for everyone else. More information at: www.TheWorldEconomy.org . Abstract: Nuclear reactor safety is primarily concerned with the prevention of radiation-related damage to the public from the operation of commercial nuclear reactors; safety limits are introduced to avoid fuel failures during normal operation, or to mitigate the consequences of reactor accidents in which substantial damage is done to the reactor core. In this report, brief descriptions of 20 fuel-related safety criteria are presented along with both the rationale for having such criteria and possible new design and operational issues which could have an effect on them. No attempt was made to categorise the criteria according to event type or risk significance.

Abstract: The central question tackled here is that of the desirability of foreign direct investment over other flows, such as bank lending. There has been an undoubted rise in FDI flows as a proportion of all flows to the Latin American region, but how much of the cause is supply- or demand-driven remains unclear. Analyses presented in this volume appear to demonstrate that FDI is no better and no worse than other flows for growth and for crisis resistance and, in some cases, may even be a signal of an economy's ill health. Contrary views, however, are also presented. Where governments compete for FDI

Abstract: Primary commodities dominate African exports, yet these products are extremely vulnerable to variations in weather conditions, world demand and prices. If the continent is to obtain optimum benefit from the integration and opening of the world economy, this heavy reliance on primary products must be reduced. There is, thus, a new and important role for African countries' manufacturing industries. The papers in this volume address three important issues: the role of exchange-rate policy in enhancing the competitiveness of African manufactured exports; the steps that can be taken to improve prod

Multilateral trade initiatives which run parallel to "open" regional integration with the European Union and among Arab states can generate higher economic growth by promoting free trade in goods, services and assets between developed and developing countries. However these agreements have profound implications for Arab states in the region raising old and new issues in the political economy of regional co-operation and development

Abstract: Colombia is somewhat unique in this series, in that it was never a centralised, communist state. Nonetheless, it does share some of the characteristics of the centralised socialist economies since the reins of power remained in a small clique which denied access to other parts of the society. Reforms have taken place, but they have been undertaken in a climate of resistance by vested interests and militancy on the part of those who stand most to benefit from reform. This book explains how these forces related to each other and how the conflicts were resolved - or not, as the case may be. The lessons for other countries in the region and for emerging economies in general are far-reaching.

Abstract: Irrespective of current views on the future of nuclear power programmes, concerns are arising with respect to the long-term ability to preserve safety competence because student enrolments in nuclear engineering are decreasing rapidly and experienced staff are reaching retirement age. "Assuring Nuclear Safety Competence into the 21st Century" was discussed in depth by workshop participants. The need for a long-term strategic view was emphasised, and policy recommendations were made. These proceedings will be of particular interest to those playing a policy role in the nuclear industry, regulatory bodies and the education sector.

Many analysts suggest that nuclear's share of global energy supply could decrease in coming decades. Thus, growth dynamics cannot simply be measured in economic terms. Indicators must also include governance, efficiency and democracy of institutions, and an appropriate climate for business. All these issues are linked to policies, and the outstanding conclusion of this book, in the face of embedded "Afro-pessimism", is that policies do matter for growth; that there is no "African mystery", simply poor policies and bad governance. Abstract: The opening of energy markets is leading to increased competition, and the nuclear power industry must adapt if it is to meet this challenge. Internationally discussions are taking place among government authorities and electric utilities and vendors on how to deal with the rapid technical development and optimisation of nuclear fuel and its utilisation under new, more aggressive fuel management strategies. Improving reactor core monitoring systems is an important part of this process. Participants in a recent NEA workshop discussed how instrumentation, methods and models used in core monitoring can be validated or, if needed, improved and further developed to provide more reliable and detailed information on local power in the core and on other parameters indirectly affecting fuel duty. This book shows how the core monitoring system can be used to support reactor operation in normal and anticipated transient modes and to supply data used to derive initial key core parameters for transient and accident analysis.

Abstract: This book is about conflict. In that, it is certainly not alone, but it approaches the problem in five Southern African countries from the standpoint of economic analysis. While the authors have not ignored social, ethnic and historical factors which led to conflict, they have identified economic realities which exacerbate underlying friction. These realities include disparities in rural-urban income levels and in health, education and employment, and a system of clientilism which benefits a small group of civil servants to the detriment of the rest of the population. Having identified aggravating economic factors in conflict, the authors proceed to an appreciation of its economic cost, then propose economic policy changes which would tend towards reducing the potential for conflict. One of a series of three volumes, this book concentrates on Botswana, Malawi, Mozambique, Zambia and Zimbabwe.

Abstract: The competitiveness of firms in a global economic environment is an essential element in development strategy, but simply creating an open economy will not suffice to stimulate competitiveness if innovation is lacking. This is the major finding of this cross-country and multi-industry study based on the experience of Brazil, Chinese Taipei, India and Korea. In developing countries and emerging economies, which can be considered technological latecomers, traditional industrial practices can be linked to policy changes which foster innovation, but can equally result in stagnation if the policy/practice mix is wrong. The case studies demonstrate that where industrial habits tend to reduce competitiveness, policies can make a difference, especially where they are directed to managing the timing, sequencing and type of market-opening steps. The book therefore opens a fresh debate on the industrial policies which developing countries need to adopt in order to compete and grow in a globalised economic environment.

Abstract: Environmental activities in uranium mining and milling are becoming increasingly important owing to: - the stricter requirements for new facilities being imposed by many countries in the form of environmental clearance approvals; - the large number of uranium production facilities which have been taken out of operation recently; - and, the restoration and reclamation measures that are being considered for many old sites which have been closed permanently. This book provides an overview of environmental activities related to uranium production based on survey responses from 29 countries. It discusses environmental and safety activities related to the closure and remediation of formerly utilised sites; the operation, monitoring and control of producing sites; and the planning, licensing and authorisation of new facilities. It includes an overview of the reported interests of specialists working in the field, including sensitivity of ecosystems, environmental impact assessment, emissions to air and water, work environment, radiation safety, waste handling and disposal, mine and mill decommissioning and site restoration, and the regulation of these activities.

Abstract: This collection of experiences of fiscal decentralisation across a wide range of OECD-Member and non-member economies reveals lessons which are equally of relevance to both groups of countries. A major finding is that fiscal decentralisation is often confused in the latter group of countries with the removal of central-government control over subnational finances. This is a mistake; it may lead to fiscal irresponsibility on the part of local authorities, deteriorating fiscal positions at both levels, and high costs due to duplication of fiscal institutions. The book also finds that insufficient attention has been given to local revenue generation, as opposed to intergovernmental transfers. The issue of fiscal decentralisation in emerging economies is particularly important, because it arises, in part, from a desire to enhance democracy and local accountability. However, the devolution of responsibilities must take place in an atmosphere of transparency, where the local expertise exists to manage budgeting. Serious consideration must be given to revenue sourcing and effective expenditure control. Finally, local spending must match available revenues without becoming an additional strain on central government resources.

Abstract: This is a book about conflict. In that, it is certainly not alone, but it approaches the problem in three East African countries from the standpoint of economic analysis. The authors have not ignored social, ethnic and historical factors which led to conflict, but have identified economic realities which exacerbate the frictions created by the other factors. One of a series of three volumes, this book concentrates on Kenya, Tanzania and Uganda.

Abstract: Low-level radioactive waste (LLW) arises in the normal operation of nuclear power plants and fuel cycle facilities, as well as from the use of radioactive isotopes in medicine, industry and agriculture. This report sets out the costs of operating disposal sites for LLW in OECD countries, as well as the factors that may affect the costs of sites being developed. This publication will be of special interest to experts in the field of radioactive waste management and economics of the nuclear fuel cycle.

Abstract: This book challenges the assumption that the major benefits of investment in rural education accrue to traditional agricultural activities, such as staples production. Indeed, rural economies are much more complex than such an assumption would allow and the benefits from education are, therefore, rather dispersed, and vary significantly according to the level of educational attainment achieved. The authors have carried out a survey of rural households in Mexico, taking into account educational levels, not only of the head of household, but also of the other members of the family. Their overriding purpose is to present an approach for analysing education-migration-productivity interactions, to test this approach using real-world data, and to draw relevant conclusions for educational and development policy. The result is an analytical tool of great practical interest for policy makers, as well as for specialists who might wish to extend the technique to other societies and situations.

Abstract: Rapid globalisation has brought substantial benefits to developing Asia, but it has also heightened the risks associated with policy mistakes, weak financial institutions, and problems in corporate and public governance. The 1997 Asian crisis has demonstrated the urgent need to rethink the sequencing and comprehensiveness of financial liberalisation. Would further opening of Asia's financial systems be helpful or counterproductive in fostering financial stability? What structural reforms do emerging economies need to undertake to ensure that capital inflows are transformed into productive investment? Which regulatory and other requirements would have to be attached to further financial liberalisation? And what role should international organisations and the private sector play in crisis resolution? This volume seeks to provide answers to these questions by discussing the roots of the Asian financial crisis and suggesting some constructive approaches to crisis resolution. It was produced jointly by the Asian Development Bank and OECD Development Centre based on their fourth joint annual Forum on Asian Perspectives.

Abstract: The integration of the newly emerging economies (NEEs) into the global economy not only raises major challenges for OECD Member countries, which must adapt to new sources of competition, it also forces emerging economies to equip themselves with the policies and structures necessary to operate successfully in the global marketplace. That these challenges have still not been adequately taken up has been amply demonstrated by the financial crisis which struck Asian NEEs in mid 1997. Hence the need for more dialogue, on both the domestic and international levels, to reform policies and to avoid policy failures and crises in emerging economies, with ensuing impact on the industrialised countries. This book moves in that direction by dealing with issues as varied and complementary as: the perspectives for an integrating world economy; the financing of economic reform; employment generation and poverty alleviation; or the role of institutions in economic development. These themes are tackled in the light of the experience of Asian newly industrialised countries, namely Korea, China and India. This publication offers a stimulating, well-informed tour of the issues which policy makers will have to resolve if the integration of the NEEs into the world economy is to be facilitated. [This book brings together the presentations made during a conference organised jointly in Seoul by the OECD Development Centre, the Korean Development Institute and the International Center for Economic Growth.]

Abstract: More than a decade after Chile moved from a public pay-as-you-go to a private funded pension system, seven more countries in Latin America have reformed their pension systems. This study provides a detailed description of all second-generation pension reforms in Latin America to date, evaluates the first years of operations of the new systems and outlines the problems and challenges which the systems are still facing. The basic common feature of the "second generation" pension reforms in Latin America is a greater role for funded, privately managed pensions. A move towards more funding is currently also discussed in many OECD countries as one possibility to confront the effects of ageing populations on pay-as-you-go pension systems. Thus, the Latin American reform experience is interesting not only for other developing countries about to embark on pension reform but also for policymakers and pension experts in OECD countries and transition economies.

Abstract: Based on scenarios produced by the Asian Development Bank (ADB) and the OECD Development Centre, the authors consider ways in which long-term Asian growth can be consolidated to the benefit of the global economy as a whole. Looking beyond current economic difficulties, Asian countries have strong growth prospects, assuming they pay due attention to domestic institutional strengthening, investment in human capital and the conservation of environmental capital. This volume was produced as a product of the third "International Forum on Asian Perspectives", organised annually by the ADB and the OECD Development Centre. The purpose of the Forum is to encourage interchange of ideas between Asian and European specialists on questions of economic importance to the two regions.

Abstract: Countries receiving large-scale capital inflows are at risk if these flows do not find their way into productive and long-term investment, as the Asian crisis of the late 1990s has proven. This book, the result of a joint project between the OECD Development Centre and the UN Economic Commission for Latin America and the Caribbean (ECLAC), examines the policies of a group of major Latin American countries faced with large inflows. The authors conclude that domestic policies impact on the effects of capital inflows. They demonstrate that certain countries, particularly Chile and Colombia, have been able to use policy to direct capital inflows into investment and thereby reduce the risk of instability in the financial sector. Such policies lead to effective management of foreign capital inflows and the creation of a stable, growth-oriented environment conducive to more sound external investment. The lessons of this book are as applicable in other regions of the world as they are in Latin America.

Abstract: What is the impact of political decentralisation in Latin America? This book considers the problems raised by political decentralisation in the region and identifies the challenges ahead. Political decentralisation tends to devolve a certain amount of financial responsibility to the sub-national levels of government, hence potentially destabilising centrally established fiscal and budgetary targets. The question is, thus, a particularly timely one which seeks to reconcile enhanced democratisation with the fiscal rigour demanded by the international marketplace. This book brings together papers presented at the eighth annual meeting of the "International Forum on Latin American Perspectives", sponsored jointly by the OECD Development Centre and the Inter-American Development Bank. The analyses of economic experts are confronted with the real-life experiences of practitioners from a number of Latin American countries, providing the reader with a stimulating exposé of the risks and benefits to economic development of the new decentralising trend. Of particular interest are the so-called "ten commandments" suggested by Ricardo Hausmann as a set of rules which should govern fiscal management in decentralised democracies. Discussion of these and other propositions makes for a lively, yet soundly based contribution to this very important debate.

Abstract: This collection of studies of public attitudes to development co-operation in OECD Development Assistance Committee (DAC) Member countries demonstrates that the concept of "aid fatigue" is misplaced. A serious lack of adequate knowledge about development co-operation, however, is also revealed. The opinions of policy makers are, therefore, overwhelmingly important and development education efforts should be specifically addressed to them. The book also demonstrates that the role of NGOs is important in general development education. Not only do these organisations mobilise their members in the development field, but their activities create a fund of information within their societies. Remarkable progress by both governments and NGOs has been made during the 1990s in improving co-operation domestically and in operational development activities in the field. Most DAC Member countries have significantly increased the involvement of NGOs in their development efforts, and most NGOs have become increasingly effective in their work. The editors conclude that NGOs and governments both need to work towards more and better public and political-level understanding of development efforts. This will require a wide range of complementary activities, some of which are best undertaken by NGOs, and others by government agencies.
