    Abstract: Containing sprawl is a major preoccupation of many urban planners, who view sprawl as responsible for driving up environmental costs and congestion. Nevertheless, many economists see benefits to sprawl, allowing households access to larger and cheaper properties.     Abstract: This Round Table examines the basic case for liberalisation of the taxi industry, and reviews experiences with taxi (de-)regulation in OECD and ECMT member countries. There are a number of aspects to regulation of the taxi industry including entry, price and service quality regulation. The discussions of these aspects concluded that little empirical evidence supported the argument that entry restrictions improved capacity utilisation. On the contrary, the case could be made that increased entry and associated economies of density, as well as shorter passenger waiting times, warranted subsidies for entry.

    Abstract: Competitive tendering provides a way to introduce competition to railways whilst preserving an integrated network of services. It has been used for freight railways in some countries but is particularly attractive for passenger networks when subsidised services make competition between trains serving the same routes difficult or impossible to organise. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both the successful and less successful cases examined. The work is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands. It also draws on examples of freight rail concessions in Latin America.

    Abstract: Much of the current policy debate has considered infrastructure charges as a form of “fiscal” instrument for managing transport demand. The Round Table analysed the opportunities for setting infrastructure service prices so that they also provide guidance for the supply of services. It discussed the possibilities of increasing the finances available for transport infrastructure investment and maintenance by introducing a quasi-market for transport infrastructure services. The general public impression is that charges are a just another tax increase in disguise. Infrastructure charging that uses a mix of “fees for service” and capacity expansion criteria is expected to correct this impression, and thus to improve the political acceptability of infrastructure pricing.

Whilst much progress has been made in all modes of transport to make travel easier and more pleasant for all passengers, it is the attitude and skill of the driver, captain, pilot, etc. that can make the difference between a pleasant and safe journey for a disabled or older person and one that is fraught with worry, frustration or confusion.

    Abstract: This Round Table revisits the extended literature on the valuation of passenger time and discusses the under-researched topic of the value of time in freight transport. It assesses the increased value of time in international freight transport, given the trend towards globalisation. In particular, urban planners are concerned that an overvaluation of passenger time could give rise to excessive urban infrastructure investment which would induce low-density development of cities and urban sprawl. Transport policy measures that increase the speed and reliability of freight transport not only reduce its direct costs but have strong effects on inventory policies, logistics and even the location of firms. As recent empirical studies show, variations in time requirements for international transport, and increasingly short product and fashion cycles, have an influence on the pattern of foreign direct investment and international trade flows. Rational transport policy decision making has to take account of these indirect effects.

    Abstract: The European Conference of Ministers of Transport (ECMT) has adopted a new approach to strengthening its work on road safety. It is now working to contribute more effectively to the debate on the improvement of road safety policies by conducting peer reviews of the measures and policies enacted by member countries. Lithuania is the first country to undertake this type of review in the safety field. This review, carried out by experts from Austria, the Netherlands, Sweden and the ECMT Secretariat, is an effective way for Lithuania to openly examine its policies and practices through detailed expert comment, discussion and insight on its activities. The peer review process is used extensively within the OECD and its affiliated organisations, always originating at the request of the country being reviewed. Apart from providing an open appraisal of national policies, the review process should help relevant Ministries obtain needed resources and implement effective policies and practice.

    Abstract: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

    Abstract: The linkage between transport and economic development is a highly contentious issue which has generated considerable debate and an abundant literature. There is a firmly-held belief among politicians that investment in transport infrastructure promotes economic development and, by extension, employment. However, this belief is not borne out by scientific analysis, which would seem to indicate that the impact of this type of investment on employment and economic development remains limited, at least in developed countries, and at the purely regional level can even prove negative. The Round Table set out to clarify this issue by analysing the arguments for and against the presumed linkage between "transport infrastructure" and "economic development". This provided a basis on which it could draw conclusions regarding the evaluation methods of investment commonly used. The debate ended with a review of the basic policy issue of whether or not a link existed between transport and economic growth.

    Abstract: Encouraging wage earners to use public transport has a vital role to play in meeting environmental objectives, particularly the challenge of reducing greenhouse gas emissions. Changing people's behaviour calls for action in the workplace and one option open to employers is to recruit mobility managers whose task is to help reduce employees' dependence on private car use. Governments can support such initiatives by running information campaigns, by publishing practical guides to incentive schemes and by harmonising regulatory and fiscal frameworks. Round Table 121 was devoted to this innovative topic and opened with a discussion of the provision of free parking facilities to company employees in the United States, a practice that has many knock-on effects and ramifications. One solution is for companies to replace free parking with cash-out schemes under which financial benefits are given to employees who choose not to make use of their free parking space. The Round Table then proceeded to consider several examples of employee mobility schemes in Europe, and ended by drawing conclusions of interest to local, regional and national authorities. This Round Table makes a key contribution to continuing efforts to chart a course of action directed towards achieving the goal of sustainable transport.

    Abstract: A clear dichotomy exists between an European economy centred on international trade and the environmental damage to which this focus gives rise. There is a need for a novel approach based on a shift away from the goal of ever-faster travel and ever-greater time savings, and the adoption of a different concept of accessibility. Will the 2000s see the emergence of a new way of thinking? These and other topical issues were the subject of the ECMT’s 15th International Symposium. Are we likely to see a decoupling of economic growth from transport growth? In designing future transport systems, will the pendulum swing away from the criterion of efficiency towards greater concern for equity and the environment ?     Abstract: Facing the collapse of their business and stiff competition from road transport, Eastern European railways are in a critical financial situation. Railway restructuring is a must, but where circumstances in each country are so different there can be no “one size fits all” solution. Nevertheless, some guidelines for restructuring are emerging. The strategies to be implemented will involve both governments and the railway companies themselves. Separating infrastructure from operations, for instance, could be a good model provided infrastructure usage is priced efficiently. Concessions should be granted for local and regional passenger services. Freight transport issues have to be addressed at a European level - and open access should be the fundamental rule along with encouraging new market entrants. Privatising the railways is probably not a prerequisite; their independence, however, is essential. Their management should be exactly the same as that of any other commercial company on the market and they should have appropriate management tools. Railways should focus their investment on new technologies and automation, difficult problems with reducing overstaffing can be resolved only with government co-operation. Based on a review of the strengths and weaknesses of the railways in the Countries of Central and Eastern Europe and in the Commonwealth of Independent States, this Round Table comes to a series of inescapable conclusions for anyone wishing to address these issues.

    Abstract: Strictly speaking, tolls are not a modern invention. Tolling is, in fact, an ancient tradition, with its origins rooted in history. Tolling has served numerous and wide-ranging purposes across the ages. While initially providing right of way, tolls were later used to finance the building and maintenance of infrastructure, before becoming a means of internalising external costs and managing demand. Nowadays, two main arguments are put forward for the introduction of tolls: to meet funding requirements and to respond to society’s desire for efficient use of infrastructure. However, as this Round Table shows, tolls are not a universal panacea and the introduction of road tolls is a politically delicate issue. The Round Table provides a broad view of both the theoretical aspects of tolling and the practical problems posed by its introduction. It takes a scientific look at what is a burning issue, at a time when a number of countries are envisaging the widespread adoption of electronic tolls.

    Abstract: There is widespread agreement that in order to bring about sustainable travel in urban areas, flexible, integrated policy packages are needed that send the right signals to urban land use and transport markets. The project on Implementing Sustainable Urban Travel Policies conducted by the ECMT has shown that actually implementing integrated policy packages for sustainable urban travel is easier said than done for a great number of cities in ECMT and OECD countries. While in most countries, urban land use and travel policies are defined and implemented at the local or regional levels, there is growing recognition that national governments can improve chances for implementation of integrated policy packages by providing for a flexible, sectorally integrated policy framework that sends the right messages to regions and cities via policy incentives and project financing. This report examines the ways in which national governments can act as catalysts for sustainable travel practices on a local level.

    Abstract: Transport specialists around the world have for many years looked to the urban transport experience of the Netherlands as exemplary. The Dutch have demonstrated strong and sustained commitment to integrating transport and land-use planning and policies to maximise use of public transport and cycling. Bolstered by a long-standing and highly respected planning culture, they have undertaken this in an institutional environment that favours consultation and consensus seeking among different sectors and stakeholders. Like many countries around the world, the Netherlands has experienced increasing pressure from transport on the environment, with rising congestion in and around the urban areas, noise disturbance and air pollution and issues related to international transit traffic. While strategic plans for transport, land use and the environment have set out a framework for dealing with these pressures, meeting the often ambitious goals and targets articulated in these plans has proven elusive in many cases. Undertaken during the preparation of the recently approved National Traffic and Transport Plan of the Netherlands (2000), this report is an evaluation of Dutch urban travel policy that is based on the findings of an ECMT team of peer experts during their study visit to the Netherlands in June 1999.

    Abstract: This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

    Abstract: In recent years, the substantial expansion in containerisation, the advent of megacarriers, the race for ever larger container-ships and higher-volume flows, have revolutionised intercontinental transport. These changes have entailed considerable reductions in maritime transport costs, which has made distant countries extremely accessible. The most costly component of the international traffic transport chain is now the inland leg, which explains why forwarders are so keen to gain control over inland transport operations. On land, road is the dominant mode, but with infrastructure congestion, rail and inland waterways also have a part to play. Under what conditions could these last two modes capture a larger share of inland transport? Rail cannot be really competitive without a dedicated freight network, and inland waterways will only get to play a significant role if transhipment costs are cut. Couldn’t greater competition within these two modes generate productivity gains and better quality services? The Round Table provided the opportunity to address the whole issue of competitiveness in inland transport modes and identified guidelines on land access to ports for policy-makers.

For the frail elderly, whose needs are similar to those of the disabled, suitable services have yet to be set up. How can the mobility needs of the frail elderly, whose population is destined to grow, be met in the future? The dispersal of residential areas and the concentration of businesses and shops in large malls on the outskirts of cities will also pose serious problems as the population starts to age. Road safety, too, could suffer the adverse effects of declining driving skills among the elderly. The mobility of ageing populations undoubtedly has many implications that can no longer be ignored. Round Table 112 reviews the experiences of various countries and makes a number of recommendations for policy-makers who wish to adopt a comprehensive approach to this issue.

    Abstract: Between 1997 and 1999 the ECMT issued three reports and three resolutions on safety in road traffic for vulnerable users, namely cyclists, pedestrians and users of two-wheeled motorised vehicles (mopeds and motorcycles). These studies form part of a wider area of review which, in addition to road safety itself, takes into account the demographic trend in ECMT countries - population ageing - and the highly topical issues of mobility, land use planning, the environment and public health. The measures recommended (whether general or specific to each user category) show that much remains to be done to ensure the safety of vulnerable users. The aim is not to promote a single model, but to develop strategies tailored to the specific features of each country. This publication should enable all concerned to take stock of the different approaches developed in ECMT countries and to find guidance in examples of "good practice".

It is a summary of a number of detailed reports which are currently being prepared for publication.

    Abstract: The main goal of this Seminar was to understand the relationship between transport economics research and policymaking. In Europe, there is an extremely wide range of research approaches (a single government agency or several organisations, a national research programme or one-off contracts, etc.). What do these approaches have in common and what is the ideal research structure? With regard to researchers and research sponsors, monopolies should be avoided. Links between researchers and policymakers need to be as direct as possible. And it is also important that research findings be presented by communication specialists and disseminated very early on, before the final stages of research. Drawing on the presentation and analysis of national experiences, the Seminar spawned numerous recommendations that can help to define a national research policy, and suggested ways in which researchers and policymakers can organise the relationship between economic research and policymaking in the transport sector.

    Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Abstract: The aim of every politician is to transform the city into an environmentally sustainable entity. However, while the planning and organisation of passenger services within cities is commonly perceived as a major issue, freight transport is not given the full attention it deserves. As a general rule, the role which freight transport plays in the economy of cities is simply not understood. What invariably attracts attention, on the other hand, is the added pollution and congestion caused by freight transport. Europe has recently produced a host of new urban development schemes which place more or less severe restrictions on freight movements in cities. While some cities have introduced measures in line with the town planning objectives of territorial development plans, others have adopted short-term solutions to traffic management problems. Since we know that cities are living entities whose vital processes can be disrupted, how can we be sure that all of these measures are a step in the right direction? Our lack of experience makes this a question we would be well advised to consider. The Round Table reviewed the various aspects of freight transport by examining experiences in different countries and by discussing some of the more innovatory approaches adopted.

    Abstract: Despite the fact that the freight transport market in Europe almost doubled in volume over the period 1970 to 1995, growth in the inland waterway sector has remained stagnant. Until now the waterways have primarily been used to transport goods produced by sectors that have been hard hit by industrial restructuring. However, the past does not necessarily hold the key to the future. Waterways can be readily incorporated into logistics chains in which regular supply streams and low transport costs are more important than speed. The transportation of hazardous materials and container transport also offer promising markets. The Round Table identified a number of policy measures which could help to promote development in the inland waterways sector (discontinuation of scrapping policies, support for the grouping of enterprises and the creation of co-operatives, incentives for private-sector investment). Reading the proceedings of this Round Table offers an opportunity to look at the inland waterways in a wholly new light which shows that there is a genuine future for this mode provided that operators are prepared to become entrepreneurs.

    Abstract: The problems caused by road congestion are frequently reported in the media and finding a solution to congestion ranks high on the agenda of politicians. Countless studies have been published detailing the number of working hours lost in traffic jams. The figures quoted in these studies are alarming and paint an apocalyptic picture of road congestion. However, besides the everyday congestion faced by motorists, differences of opinion are now starting to appear with regard to the scale of the problem and the ways in which it should be tackled. This Round Table attempted to define congestion and to determine the scale of the problem. It addressed the trends in congestion and the consequences of those trends. The Round Table then considered possible solutions to the congestion problem. Considering the extent of this problem in the European context, the Round Table report sheds light on one of the most visible malfunctions of transport systems.

    Abstract: After the fall of the Berlin Wall and the collapse of the previous economic system, the countries of central and eastern Europe went into a deep economic recession, resulting in a decline in Gross Domestic Product that was mirrored by a serious downturn in the transport sector. The transport sector, like the economy in general, changed from a supply-based system to one driven by demand. Decisions were no longer imposed by central planners, but by the market. Round Table 106 set out to assess the state of the transport sector in central and eastern European countries after a period of five to six years of reform. Are the policies currently in place adequate to meet restructuring needs? All of the countries concerned are planning to join the European Union and with that in mind tend to organise their transport sector along the lines of the Community's model of competition. But is this model consistent with the attitudes and realities of former socialist countries? These are some of the issues addressed by the Round Table 106.

    Abstract: Now that railway infrastructure and train operations have been separated in Europe -- at least for accounting purposes -- user charges for infrastructure are progressively being introduced to cover the costs of running trains. However, because of the lack of experience in this field, it is difficult to set the amount and choose the most appropriate form for these charges. There are in fact major differences between countries, and the objectives are many and sometimes conflicting. Given this situation, the Round Table sought to highlight, through its introductory reports and discussions, some essential economic principles that can help to shed light on what a rational system of user charges for railway infrastructure might be and thereby make it possible to address a crucial aspect of railway reform in Europe. Special attention is paid to the German, French, British and Swedish experience.

    Abstract: Do roads induce mobility? This might sound like a strange question, yet it only stands to reason that building new roads -- or other infrastructure -- may actually encourage people to use the new additional capacity to travel more. Induced mobility is a hotly debated issue, but the experts are no longer in any doubt that it is a very real phenomenon. However, measuring it is another matter, since we do not have sufficient data or experience in this area. This Round Table presents the data that is available to date on infrastructure-induced mobility. From the introductory reports and discussions, it is clear that much progress has been made in the last few years. As recently as ten years ago, many experts would have disputed the very existence of the induced mobility phenomenon. Today a consensus is emerging: Round Table 105 gives the full report.

    Abstract: This report on the current state of combined transport in Europe begins with an overview of combined transport in 30 European countries of the ECMT. It deals with both Central and Eastern European Countries that have recently become Members and the long-standing Member countries for which the most recent developments have been highlighted through the updating of a 1992 study on the improvements of main international piggyback links. The scope of the study, beyond road and rail, has been extended to include inland waterways and short-sea shipping, thus permitting a better evaluation of the current weaknesses of the sector and the possible improvements. On the basis of this report, the Council of Ministers of the ECMT has adopted a series of recommendations directed at all parties concerned in the public and private sectors, at both national and international level, regarding certain elements which are needed to achieve a significant improvement in combined transport and to ensure the sustainable development of the latter. These recommendations are also included in this publication.

    Abstract: Surveys in a number of European towns reveal that no less than 30 per cent of car journeys could be made by some ecological form of transport. Achieving this shift requires a sea change in our thinking. In some towns, for example, efforts to raise consciousness among car drivers have effectively and enduringly changed their behaviour at little cost. If car drivers simply eliminated two car trips every three months, car use levels would be reduced to those of fifteen years ago. Public transport should target a high quality service for which people are prepared to pay.     Abstract: Studies on mobility and the organisation of transport do not usually take sufficient account of short-distance travel: journeys made on foot, by bicycle or by "people movers". When designing urban areas, planners underestimate the number of trips made by foot and the scope for non-motorised transport, an error that is now widely criticised by both the general public and certain policymakers. What is essentially called for is not drastic action involving substantial investment but simply a change in outlook. "People movers" -- or short-distance mechanised transport systems -- serve exceptional travel needs which cannot be met by conventional modes and which are impracticable by car, bicycle, or on foot.

The ECMT decided to organise a Round Table which would consider the transport sector differently, by looking at the benefits of different modes of transport for the general community. Round Table 93 considered different modes of transport and their respective contributions to economic growth, regional development, social relations and needs for mobility. Given its new analyticalframework, this Round Table stands out from other overly conventional approaches.

    Abstract: One priority of European transport policy is to develop combined transport, a mode that is seen as providing a solution to the problem of road congestion while at the same time protecting the environment. Such transport is not developing as swiftly as might be hoped, however, and obstacles are arising in terms of, among others, productivity in multimodal terminals, terminal hauls, saturation of rail infrastructure, standardization of equipment, and the cost of transhipment facilities. Round Table 91 deals with these issues and also draws attention to the positive aspects of the growth ofcombined transport. The analysis is based on factual data and conducted from the broader perspective of thecontribution that combined transport can make to sustainable economic development.
