    Abstract: "Between 2009 and 2014, an anti homosexuality law circulating in the Ugandan parliament attracted global attention for the draconian nature of its provisions and for the involvement of US antigay evangelical Christians who were reported to have lobbied for its passage. This book makes three contributions to our understanding of these developments. First, it offers an account of the international relations that anticipated and followed the Anti Homosexuality Act. Journeying through encounters between the kingdom of Buganda and British colonialism, between the Ugandan state and its international donors, and between LGBTI activists in the global South and North, the book illuminates the frictional collaborations across geopolitical divides that produce and contest contemporary queerphobias. Second, it explores the dialectic produced by two opposed statements that mark queer postcolonial disagreements-'homosexuality is Western' and 'homophobia is Western'. Arguing that both statements are true but trivial, the book demonstrates how their opposition produces distinctive forms of temporal politics in the queer postcolony. In this register, the book explores the afterlives of colonialism and the queer futures enabled by it in Uganda, India, and Britain. Third, in shifting the scenes of encounter that it investigates from one chapter to the next, the book reveals how queerness mutates in different configurations of power to become a metonym for other categories such as nationality, religiosity, race, class, and caste. It argues that these mutations reveal the grammars forged in the originary violence of the state and social institutions in which queer difference struggles to find place"--

    Abstract: This book offers a major new theory of global governance, explaining both its rise and what many see as its current crisis. The author suggests that world politics is now embedded in a normative and institutional structure dominated by hierarchies and power inequalities and therefore inherently creates contestation, resistance, and distributional struggles. Within an ambitious and systematic new conceptual framework, the theory makes four key contributions. Firstly, it reconstructs global governance as a political system which builds on normative principles and reflexive authorities. Second, it identifies the central legitimation problems of the global governance system with a constitutionalist setting in mind.     Abstract: Modern Russian identity and historical experience has been largely shaped by Russia's imperial past: an empire that was founded in the early modern era and endures in large part today. The Russian Empire 1450-1801 surveys how the areas that made up the empire were conquered and how they were governed. It considers the Russian empire a 'Eurasian empire', characterized by a 'politics of difference': the rulers and their elites at the center defined the state's needs minimally - with control over defense, criminal law, taxation, and mobilization of resources - and otherwise tolerated local religions, languages, cultures, elites, and institutions. The center related to communities and religions vertically, according each a modicum of rights and autonomies, but didn't allow horizontal connections across nobilities, townsmen, or other groups potentially with common interests to coalesce. Thus, the Russian empire was multi-ethnic and multi-religious; Nancy Kollmann gives detailed attention to the major ethnic and religious groups, and surveys the government's strategies of governance - centralized bureaucracy, military reform, and a changed judicial system

Or should past political theories be deconstructed so as to uncover not what their authors maintain, but what the texts reveal? In this book, theories of interpreting past political thinkers are examined and the interpretive methods of a range of theories are reviewed, including those of Hegel, Marx, Oakeshott, Collingwood, the Cambridge School, Foucault, Derrida and Gadamer. The application of these theories of interpretation to notable modern political theorists, Machiavelli, Hobbes, Locke, Rousseau, Kant, Hegel, Marx, Bentham, Mill, Nietzsche and Beauvoir is then used as a way of understanding modern political thought and of assessing interpretive theories of past political thought.     Abstract: Since the European Research Area was launched at the beginning of the century, significant efforts have been made to realise the vision of a coherent space for science and research in Europe. But how does one define such a space and measure its development? This timely book analyses the dynamics of change in the policy and governance of science and research within Europe over the past decade.     Abstract: Developing growth strategies that promote greener lifestyles requires a good understanding of what factors affect people’s behaviour towards the environment. Recent OECD work based on periodic surveys of more than 10 000 households across a number of countries and areas represents a breakthrough by providing a common framework to collect unique empirical evidence for better policy design. This publication presents responses from the most recent round of the OECD survey implemented in 2011 in 5 areas (energy, food, transport, waste and water) and 11 countries: Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland. Analysis comparing the data across countries, policy conditions and households’ characteristics reveals which measures most effectively change behaviour. Each round of the survey also allows to track changes over time and to explore new emerging issues. The new survey confirms the importance of providing the right economic incentives for influencing our decisions. The findings indicate that “soft” measures such as labelling and public information campaigns also have a significant complementary role to play. Spurring desirable behaviour change requires a mix of these instruments. This book is a milestone for all those interested by the challenging question of ways to promote greener behaviour, from policy makers to individual citizens.

    Abstract: This review is the first to analyse e-government at the country level using a revised framework designed to capture the new challenges faced by countries today.     Abstract: The main challenges the European Single Market is facing in the 21st century result from the enlargement to Central and Eastern Europe, the EMU, and the globalization of trade and investment that has aided the rise of competitive emerging markets.     Abstract: The purpose of this book is to reconsider economic liberalism from the viewpoint of political liberalism. The author argues that advocates of economic liberalism largely overlook empirical political preferences which, in many societies, go far beyond a limited role of the state. Recent difficulties of reforming the welfare state provide evidence that political preferences are at odds with liberal economic policy in numerous cases. This fact challenges a political conception which demands a limited state role but also claims that citizens' preferences 'as they are' should determine the content of policies. Using an evolutionary perspective on economic liberalism, the book develops new arguments about how economic liberalism can be brought into line with political liberalism

    Abstract: The OECD DAC Handbook on Security System Reform: Supporting Security and Justice provides guidance to operationalise the 2005 DAC Guidelines, Security System Reform and Governance, and closes the gap between policy and practice. It largely follows the external assistance programme cycle and contains valuable tools to help encourage a dialogue on security and justice issues and to support a security system reform (SSR) process through the assessment, design and implementation phases. It also provides new guidance on monitoring, review and evaluation of SSR programmes, and highlights how to ensure greater coherence across the different actors and departments engaged in SSR.

    Abstract: Reducing the time for registering a company from weeks and months to under one hour is a concrete result of a unique and ambitious initiative in Portugal to make the public sector more efficient and effective. The Simplex initiative aims at making life easier for citizens and businesses. It focuses on how e-government can be used as a lever for broader administrative simplification, making service delivery more coherent and efficient. This is the first integrated study undertaken by the OECD to analyse administrative simplification and e-government in a national context. By bringing those two areas together in the context of public management reform, this review helps countries identify how these reform activities can best support overall government performance and economic growth.

    Abstract: E-Government in Hungary has been driven by the overarching national goal to integrate Hungary in the European Union. Strong political leadership has lead to results in a short space of time, including the online availability of 20 core e-government services benchmarked by the EU, as well as other transactional services. The review draws several important lessons from the Hungarian experience: Hungary has moved forward by adopting international good practices, rather than re-inventing the wheel. In order to continue progress, however, Hungary needs to focus on the bigger picture which means using e-government to improve the efficiency and effectiveness of the public sector, i.e. better government, not more government. This review also identifies the challenges that Hungary will face in order to meet these new objectives.

    Abstract: Cutting red tape and improving business conditions have become a priority in OECD countries. This study of the Netherlands, one of the front runners in the field, is the first OECD review of a national programme for administrative simplification. The report describes the key features of the Dutch programme including the measurement of burdens, the use of incentives and targets, and whole-of-government co-ordination. The OECD assessment of the success of the Dutch programme is based on comparisons with other countries, and on evidence of the economic impact of reforms. The report explores options for future work on administrative simplification relevant to OECD countries, highlighting the need to communicate better with stakeholders, cover compliance costs for business more broadly, and look at burdens on citizens and administrations.

    Abstract: The seemingly endless problems encountered by the IMF, WTO and World Bank provide major reasons for seeking reform. However, an additional impetus is the changing balance of economic power in the world. The volume begins with an overview of the Bretton Woods and international trading systems. Following this are discrete, in-depth discussions of the three institutions from American and European points of view. The authors emphasise the need for making the IMF and World Bank more regional in structure and, like the European Bank, more frugal in the lifestyles of their officials. Similarly, they call for a narrower focus in the mission of the World Bank and the IMF. In the case of the WTO, they call for a democratic reform of the organisation comprising participation by experts and, above all, better representation and support for Third World countries

    Abstract: The integration of immigrants at the local level is a topic of significant interest for OECD countries. The growing importance of the knowledge economy means that the battle for talent is becoming as important as the battle for inward investment, and skilled migrants can offer a significant comparative advantage to local labor markets, as long as their potential is harnessed. Unskilled migrants are also in demand, particularly where rising living costs make lower paid jobs unattractive to the native population, and where demographic change and population movement combine to reduce the self-sufficiency of local labor markets. For the potential advantages of migration to be maximized, however, it is crucial that immigration is accompanied by integration, that is, effective mechanisms for ensuring immigrants are effectively incorporated into local labor markets. Paradoxically, at the same time that migration is increasing in global importance, there is worrying evidence that integration results do not seem to be as favorable in a number of countries as they were in the past.--Publisher summary

    Abstract: This publication continues efforts by the OECD’s Development Assistance Committee (DAC) to develop tools and instruments for conflict prevention and for improving security and stability in the long term. The guidance underlines the positive role that the integrated reform of a country’s security system can play in stabilising fragile, conflict-prone or conflict affected states. This includes not only the armed forces, police and gendarmerie, intelligence services and justice and penal systems, but also the civil authorities responsible for oversight and democratic control.Part I contains a policy statement and paper endorsed in 2004 by development ministers and agency heads of the DAC and by the OECD council. It sets out the key concepts of security system reform (SSR) and suggests ways to support it in developing countries, taking into account regional dynamics. In Part II, a lead consultant examines the origins of the SSR agenda and the challenges that donors face in promoting it in partner countries. The Annex to the publication contains work by an expert working in each of the four regions: Africa, Asia-Pacific, Latin America and the Caribbean, and South-east Europe, the Baltics and the CIS. It sets out their assessment of the changes that are taking place in the way that developing countries in these regions think about security and provides an account and analysis of individual reform activities currently being undertaken.

    Abstract: Emphasising a positive approach to dealing with terrorism (the carrot), this book provides a critique of deterrence policy (the stick) which can be ineffective and even counterproductive, and proposes three alternative and effective anti-terrorist policies: Decentralisation reduces vulnerability to terrorist attacks. A system with many different centres is more stable due to its diversity, enabling one part to substitute for another; Positive incentives can be offered to actual and prospective terrorists not to engage in violent acts. Incentives include: reintegrating terrorists into society, welcoming repentents and offering them valued opportunities; and Diverting attention by naming several terrorist groups potentially responsible for a particular terrorist act. The government thus supplies more information than the terrorist responsible would wish

    Abstract: From Industrial Districts to Local Development introduces a set of papers representing the main contribution of the 'Florence school' to the recent literature on industrial districts. The authors illustrate that the revitalisation of the concept of industrial districts, returning to Alfred Marshall's nineteenth-century writings, is rooted in an unconventional interpretation of the economic development of Tuscany after the Second World War. Models of industrial organisation and empirical investigation of industrial tendencies are featured, and Alfred Marshall's concepts of the advantages of the geographical agglomeration of specialised small firms in industrial districts are reintroduced. The authors extend the analysis of purely economic effects of agglomeration, including social, cultural and institutional foundations of local development, and current case studies are presented. This book will appeal to scholars, lecturers and researchers focusing on industrial economics, development economics and economic geography. Its references to Italian political experiences will also be of interest to policymakers in both developed and developing countries

    Abstract: The authors offer a sustained argument that the single currency as currently implemented does not promise to deliver prolonged growth. They contend that the economic impact of the euro, and its accompanying institutions, is likely to be destabilising and deflationary; that the political impact is profoundly undemocratic and that the social consequences are likely to be deleterious. They do not reject the concept of a single currency but are highly critical of policy arrangements such as the Stability and Growth Pact which govern the euro. Throughout this time, there have been concerns that this process may foster the geographical concentration of industries, a view substantiated by contributions to the new economic geography. In this book, Barbara Dluhosch opposes this position and presents an entirely different view of the consequences of globalization. Barbara Dluhosch carefully identifies and analyses the main pillars of the new economic geography. She then presents an essentially new approach focusing on the decline of communication costs, and introduces cost competition and technological choice, which have largely been neglected.     Abstract: Will the manufacturing industry in east-central Europe survive when the host countries join the European Union? This controversial book challenges the assumption, made by the European Commission, that industries in transitional economies should have little difficulty establishing and maintaining a competitive position after entry into the European Union. The analysis focuses on Hungary, Poland, the Czech Republic, Slovakia and the former east Germany. Issues discussed include: * changes in economic structures, the transformation of enterprises and financial restructuring * levels of competitiveness in the countries, the region and internationally * industrial policy in the region * levels and nature of investment * limits and sources of growth * integration into western Europe * dangers of over-hasty harmonization of macroeconomic conditions with the European Union The authors conclude that although the basic structures of a market economy are firmly established, the transition has not encouraged the development of more advanced industrial activities. They strongly suggest that there should be an active policy framework, based on international experience, specifically geared towards improving the international competitiveness of industry in east-central Europe

    Abstract: The book analyzes the evolution of the concept of comparative advantage from the eighteenth century to the present day. It examines the origins of the concept of comparative advantage, its current status within economic thought and its validity in today's global economy. This comprehensive book outlines the theories of trade and the interpretations of comparative advantage associated with, among others, the Mercantilists, Smith, Ricardo, Torrens, Longfield, Mill, Marshall, Pareto, Haberler, Heckscher, Ohlin and Samuelson, as well as present day trade theorists. A chapter is devoted to Hamilton, Rae and List, who interpreted comparative advantage dynamically by advocating its creation. The book breaks new ground by reinterpreting the theories of trade associated with prominent economists such as Ricardo, and drawing attention to valuable but lesser known contributions. It considers the new trade theory from the past two decades as a legitimate successor to the dynamic views of comparative advantage of the classical economists. This book will be required reading for students and academics with an interest in the history of economic thought and the economics (or theory) of international trade
