    Abstract: Government and organized criminal groups co-exist in uneasy equilibrium. Criminal groups adjust their behavior as a function of their own goals and resources in relation to inter-group cooperation and conflict, dynamic markets, and public policies; governments adjust their behavior according to shifting perceptions of the benefits offered, threats posed, and strategies adopted by criminal groups. When governments attempt to control or repress their activities, criminal groups employ various tools and instruments that might be grouped into three categories: evasion, corruption, and confrontation. The paper draws on recent cases from Brazil and Mexico with respect to tactical and strategic choices by governments and criminal groups, seeking to address three broad questions.     Abstract: In many Latin American countries the executive branch manipulatesthe composition of the Supreme Court, and judicial independence hasremained elusive. Because high courts can exercise judicial review and influencelower courts, incoming presidents often force the resignation of adversarialjustices or "pack" the courts with friends. One indicator of this problemhas been the high turnover among members of the high courts. In thispaper we offer systematic evidence to compare this problem across countriesand to place this issue in historical perspective. Our analysis covers 11Latin American countries (Argentina, Brazil, Chile, Colombia, Costa Rica, ElSalvador, Guatemala, Honduras, Mexico, Panama, and Uruguay) between1904 and 2006. We model the entrance of new justices to the SupremeCourt as a function of "natural" (legal and biological) factors, political conditionsempowering the president to reshuffle the Court, and institutionalincentives promoting executive encroachment on the judicia

    Abstract: In The Networked Wilderness, Matt Cohen examines communications systems in early New England and finds that, surprisingly, struggles over information technology were as important as theology, guns, germs, or steel in shaping the early colonization of North America. Colonists in New England have generally been viewed as immersed in a Protestant culture of piety and alphabetic literacy. At the same time, many scholars have insisted that the culture of the indigenous peoples of the region was a predominantly oral culture. But what if, Cohen posits, we thought about media and technology beyond the terms of orality and literacy?Reconceptualizing aural and inscribed communication as a spectrum, The Networked Wilderness bridges the gap between the history of the book and Native American systems of communication. Cohen reveals that books, paths, recipes, totems, and animals and their sounds all took on new interactive powers as the English negotiated the well-developed informational trails of the Algonquian East Coast and reported their experiences back to Europe. Native and English encounters forced all parties to think of each other as audiences for any event that might become a kind of "publication."     Abstract: The category of belief has been severely criticised in the last decades but ideas of having principles based on interior refl ections and conscience are as strong as ever across the world. This indicates that the modern idea of conviction - religious or secular - should be understood as a way of relating to the world that has a genealogy of its won that is not identical to religious belief. Modern convictions are based on two forms of ethics: firstly an individualized ethics of sincerity that emerged from the 17th century onwards as an ideal of honest and consistent public conduct. Secondly, an ethics of consequence that emerges with radical, Jacobin and collective politics and a new belief in radical socio-political utopias in the 19th century. In the 20th century, these ethical formations have spread across the world and form today the basis of a global grammar of interiority that lies at the heart of near-universal fi gures such as the 'activist' and the committed selfl ess social worker.

    Abstract: Poverty rates on Native American Indian reservations are triple the US average. Small business incubation programs, available elsewhere in the US, are sparse on the reservations. Small businesses are potent drivers of US economic growth. Some 25.5 million entrepreneurs generate more than 50% of the GDP, are 26% of the exporters, and create 80% of the total net new job formation. The Small Business Administration (SBA), an independent agency of the federal government created in 1953, maintains and strengthens the nation's economy by aiding, counseling, assisting, and protecting the interests of small businesses and by assisting families and businesses to recover from national disasters. SBA services hardly exist on the Native American Indian Reservations (NAIRs), however. Studies have linked micro entrepreneurial activities to economic growth and poverty reduction. Our study tests the effects of the Lakota Fund (LF), a small business development initiative, on the NAIRs to determine whether SBA-like programs (loans, training, and consulting) can improve economic conditions on the NAIRs. The LF, a private micro loan and business training initiative on the Pine Ridge Reservation in South Dakota, is tested for its effectiveness in generating income. The 1980-2006 annual county-level data (Shannon Co. is 'treatment', Todd Co. is 'control') are a natural experiment; the counties are similar otherwise. Using the real per capita income (RPCI) dependent variable, and controlling for other factors, our regression results indicate that the LF initiative and its duration (intensity) raised RPCI significantly - suggesting the success of a privately funded small business incubation initiative targeted at isolated impoverished groups within the highly developed US economy.     Abstract: Not Invited to the Party demonstrates how the dominant political parties--the Democrats and Republicans--have co-opted the system to their advantage. James Bennett examines the history and array of laws, regulations, subsidies and programs that benefit the two major parties and discourage even the possibility of a serious challenge to the Democrat-Republican duopoly. The American Founders, as it has been generally forgotten, distrusted political parties. Nowhere in the U.S. Constitution are parties mentioned, much less given legal protection or privilege. This provocative book traces how by the end of the Civil War the Republicans and Democrats had guaranteed their dominance and subsequently influenced a range of policies developed to protect the duopoly. For example, Bennett examines how the Federal Election Campaign Act of 1971 (as amended in 1974 and 1976), which was sold to the public as a nonpartisan act of good government reformism actually reinforced the dominance of the two parties. While focused primarily on the American experience, the book also considers the prevalence of two-party systems around the world (especially in emerging democracies) and the widespread contempt with which they are often viewed. Featuring incisive commentary on the 2008 election, and a foreword by third-party iconoclast, Ralph Nader, the book considers the potential of truly radical reform toward opening the field to vigorous, lively, contentious independent candidacies that might finally offer alienated voters a choice, not an echo.

    Abstract: In recent years, major social forces such as: aging populations, social trends, migration patterns, and the globalization of economies, have reshaped social welfare policies and practices across the globe. Multinational corporations, NGOs, and other international organizations have begun to influence social policy at a national and local level. Among the many ramifications of these changes is that globalizing influences may hinder the ability of individual nation-states to effect policies that are beneficial to them on a local level. With contributions from different countries worldwide, this collected work represents the first major comparative analysis on the effect of globalization on the international welfare state. The Welfare State in Post-Industrial Society is divided into two major sections: the first draws from a number of leading social welfare researchers from diverse countries who point to the nation-state as case studies, highlighting how it goes about establishing and revising social welfare provisions. The second portion of the volume then moves to a more global perspective in its analysis and questioning of the impact of globalisation on citizenship and marketization. A unique aspect of the volume is that all authors participated in an iterative process to identify a series of consensus themes that each author was then asked to integrate into their chapters as they were relevant.

    Abstract: Maurice Duverger is arguably the most distinguished French political scientist of the last century, but his major impact has, strangely enough, been largely in the English-speaking world. His book, Political Parties, first translated into English in 1954, has been very influential in both the party politics literature (which continues to make use of his typology of party organization) and in the electoral systems literature. His chief contributions there deal with what have come to be called in his honor Duvergers Law and Duvergers Hypothesis. The first argues that countries with plurality-based electoral methods will tend to become two-party systems, the second argues that countries using proportional representation (PR) methods will tend to become multi-party systems. Duverger also identifies specific mechanisms that will produce these effects, conventionally referred to as mechanical effects, and psychological effects. However, while Duvergers Hypothesis concerning the link between PR and multipartism is now widely accepted, the empirical evidence that plurality voting results in two-party systems is remarkably weakwith the U.S. the most notable exception. The chapters in this volume consider national-level evidence for the operation of Duvergers law in the worlds largest, longest-lived and most successful democracies of Britain, Canada, India and the United States. One set of papers involves looking at the overall evidence for Duvergers Law in these countries, the other set deals with evidence for the mechanical and incentive effects predicted by Duverger. The result is an incisive analysis of electoral and party dynamics.

    Abstract: This book fills a major gap in the risk literature, as it brings together two research strands: risks, to which IIASA's research programs have contributed significantly over the years, culminating in the Risk and Vulnerability Program, and international negotiations, on which there is an abundance of published work, much of it resulting from the work of IIASA's Processes of International Negotiations Program. Throughout the book, it is pointed out that there are actor-driven risks, namely those posed by international negotiations themselves, and issue-driven risks which are caused by large-scale human activities. In fact, negotiated risks deal with some of the most serious risks facing humanity: climate change, nuclear activities, and weapons of mass destruction. The book contains both scientific analyses on the nature of internationally negotiated risks and analyses of concrete risks, both of which are of immense practical relevance in the larger context of international negotiations.

    Abstract: The transformation of Eastern Europe has challenged the characteristics of patron-client relations both in their context and meaning. The former patrimonial frameworks and patterns have worn out while global power and increasing disparities overwhelm traditional systems of patronage. Plamen K. Georgiev discusses the controversial issues of endemic corruption, state capture, institutional fraud, and networks of organized crime in South East Europe and in a wider global context. He traces back types of patronage and patron-client relations through the ages up to modernity. The author critically comments on shifts of loyalties, friendship, nepotism as well as on deficits of constitutional and public procurement in the context of quasi-democracies on the Balkans. His analysis is based on empirical findings and sociological observations made during the past seven years. Finally, the author presents valuable methodological suggestions for innovative interdisciplinary research in this field.

    Abstract: Stifling Political Competition examines the history and array of laws, regulations, subsidies and programs that benefit the two major parties and discourage even the possibility of a serious challenge to the Democrat-Republican duopoly. The analysis synthesizes political science, economics and American history to demonstrate how the two-party system is the artificial creation of a network of laws, restrictions and subsidies that favor the Democrats and Republicans and cripple potential challenges. The American Founders, as it has been generally forgotten, distrusted political parties. Nowhere in the U.S. Constitution are parties mentioned, much less given legal protection or privilege. This provocative book traces how by the end of the Civil War the Republicans and Democrats had guaranteed their dominance and subsequently influenced a range of policies developed to protect the duopoly. For example, Bennett examines how the Federal Election Campaign Act of 1971 (as amended in 1974 and 1976), which was sold to the public as a nonpartisan act of good government reformism actually reinforced the dominance of the two parties. While focused primarily on the American experience, the book does consider the prevalence of two-party systems around the world (especially in emerging democracies) and the widespread contempt with which they are often viewed. The concluding chapter considers the potential of truly radical reform toward opening the field to vigorous, lively, contentious third-party candidacies that might finally offer alienated voters a choice, not an echo.

    Abstract: What changed in the United States with Hurricane Katrina was a feeling that we have entered a period of consequences. - Al Gore On February 05, 2007, the Intergovernmental Panel on Climate Change (IPCC) published the executive summary of its fourth assessment report (to be published April 06, 2007). In the summary, it not only acknowledged that climate change is happening at an accelerated rate, but also that its consequences would be dreary: changes in precipitation and in wind patterns, a rise of the sea levels, and desert- cation will globally impact the frequency of disasters and impair living standards. Whether or not we believe climate change is happening, over the past two years, we have witnessed a rise of the topic from oblivion to ubiquity and have experienced a growing emphasis on ?nding measures to prevent climate change. There is an unprecedented agreement among environmentalists, politicians, the public, and industry that we have to take effective action. Politicians are putting their creative plans to action unusually fast: Australia bans the light bulb, B- gium switches off lamps along lighted highways, and the US introduces daylight savings time two weeks earlier than in previous years. Industry, the most unlikely candidate for support, is rallying together in action groups like US-Cap or 2 Grad, and more and more consumers are offsetting their emissions through websites like myclimate.     Abstract: Former World Bank education specialist Bjorn Nordtveit argues in this groundbreaking study that a development project or policy should not be understood and analyzed as a linear system. Instead, he believes we should view it as a complex and dialectical organism. Basing his theories on post-development and complexity theories as well as New Institutional Economics, Nordtveit lays out a novel method of analyzing development both on the ground and in the think-tank. Informed by detailed quotations from interviews with local people involved in a World Bank literacy project in Senegal, the author demonstrates how a project is entangled in the global economy, and how it constructs development through a discourse of gender equity, growth of the civil society, and promotion of the use of private provision of social services. Nordtveits new analytical methodology claims it is necessary for all development initiatives to first investigate whether the donors vision of development coincides with national and local notions of development. Only then can the holistic and complex interrelations between the project and all other development desires and services in the community be studied. Finally, the projects cost effectiveness must be considered. The author also examines the strengths and weaknesses of public-private partnerships, which are being used ever more frequently by donor agencies to implement social services. Constructing Development is a tour de force. Going back and forth between the global and the local, it examines a World Bank women's literacy project in Senegal through a critical and integrated discussion of education and development, globalization, gender, civil society, and privatization. Nordtveit offers an insightful and innovative critique of development theory and practice, drawing on new authors and fields, such as Complexity Theory.

    Abstract: Substate nationalism, especially in the past fifteen years, has noticeably affected the political and territorial stability of many countries, both democratic and democratizing. Norms exist to limit the behavior of collective agents in relation to individuals, the set of universally accepted human rights provides a basic framework. There is a lacuna in international law, however, in the regulation of the behavior of groups toward other groups, with the exception of relations among states. The book offers a normative approach to moderate minority nationalism that treats minorities and majorities in multinational states justly and argues for the differentiation of group rights based on how group agents are constituted. It argues that group agency requires a shared set of beliefs concerning membership and the social ontology it offers ensures that group rights can be aligned with individual rights. It formulates a set of principles that, if adopted, would aid conflict resolution in multinational states. The book pays special attention to national self-determination in transitional societies. The book is intended for everyone in political philosophy and political science interested in global justice and international law and legal practitioners interested in normative issues and group rights
