    Abstract: Early childhood education and care (ECEC) staff are central to promoting young children’s development, learning and well-being. Novice staff, defined as staff with up to three years of experience, account for 27% of staff in TALIS Starting Strong 2018. Novice staff are generally less educated than experienced staff in terms of the level of educational attainment and education or training with a focus specifically on working with children. More novice staff than experienced staff report a strong need for additional professional development in several areas, including “classroom/playgroup/group management” and “working with parents or families”. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

    Abstract: Return migration has emerged as a critical policy concern for both destination and origin countries. While policy attention in destination countries has been focused on assisted voluntary return and reintegration (AVRR) programs, particularly for migrants with expulsion orders, these efforts represent only a fraction of broader return movements. This report, based on a project carried out by the OECD with support from the German Corporation for International Co-operation (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH – GIZ), commissioned by the Federal Ministry for Economic Co-operation and Development, analyses the scope and characteristics of different categories of return migration. The report draws on three workshops, held in Tunis, Rabat and Brussels, that discussed return migration in different contexts. It examines the multiple factors that influence migrants' decisions to return to their countries of origin and their reintegration at home, including the role of family and community. The report emphasises the pre-existing structures and networks of returning migrants in origin countries and their role in supporting different types of return migrants. The report also looks at potential re-migration.

    Abstract: This publication presents guidance for the compilation of distributional results on household income, consumption and saving consistent with national accounts totals. These results are a key input for evidence-based policies targeting inequality and fostering inclusive growth, providing insights into key dimensions of material well-being across household groups. The results complement existing inequality measures by including elements that are often lacking from micro statistics and by providing inequality measures consistent with macroeconomic aggregates, broadening the scope for analyses, while also capturing households and transactions that are typically underrepresented in micro data. Moreover, while the estimates do require a number of statistical choices and assumptions, they have a high degree of international comparability because of the common methodology and their alignment to national accounts results. The handbook provides an overview of the conceptual framework underlying the distributional results and discusses various aspects in relation to the compilation and presentation of the distributional results. It aims to assist compilers in deriving high-quality distributional results and to provide users with more insights into the main benefits of these results as well as into the way that the results have been derived.

    Abstract: Finding sufficient funds to pay for more resilient health systems is challenging in the current economic context. COVID-19 has shown the need for additional targeted spending on public health interventions, the digital transformation of health systems, and bolstering the health workforce. Rising incomes, technological innovation and changing demographics put further upward pressure on health spending. This could result in health spending reaching 11.8% of GDP across OECD counties by 2040. This publication explores the policy options to finance more resilient health systems whilst maintaining fiscal sustainability. It finds that the scale of the additional health financing needs requires ambitious and transformative policy changes. Robust actions to encourage healthier populations and policies to reduce ineffective spending can put future health expenditure on a far gentler upward trajectory. These would enable spending to reach a more sustainable 10.6% of GDP in 2040. Better budgetary governance is critical. It improves how public funds for health are determined, executed and evaluated. Therefore, a focus of this report is on how good budgeting practices can increase the efficiency of current public spending, and also enable more ambitious policy changes in the medium to longer-term. Findings of this report are targeted at health and finance policy makers, with improved dialogue between health and finance ministries especially important when governments are operating in a constrained fiscal setting.

This report features the first publicly available international data on gender balance in the nuclear sector. The data was collected from over 8 000 women in the nuclear workforce in 32 countries, as well as human resources data from 96 nuclear organisations in 17 countries. Based on the findings, a comprehensive, evidence-driven policy framework is proposed with practical recommendations.

    Abstract: About one in ten young people in Australia are neither in employment, education or training (NEET), a factor that may lower their long-term economic prospects and threaten their well-being. Individuals who did not graduate from upper secondary education, who have health limitations, or who are Indigenous are over-represented in this group. Preventative policies and interventions targeted at adolescents in their early- to mid-teens can reduce the share of young people out of employment, education and training. This report explores what is known about the potential preventative impact of educational and pre-employment interventions on later NEET status and presents a range of policies and initiatives from across the OECD that can reduce the NEET probability among key at-risk populations. The report covers interventions to prevent early school leaving and to promote student engagement and motivation; to strengthen career education, career guidance and employer engagement; and to improve the perception of the vocational education and training (VET) system and the learning of VET students. The report also provides recommendations on improving the monitoring and evaluation of youth policies in general and policies to keep young people in employment, education and training in particular.

    Abstract: Good mental health is a vital part of people's well-being. This report uses the OECD Well-being Framework to systematically review how people's economic, social, relational, civic and environmental experiences shape and are, in turn, shaped by their mental health. Based on this evidence, examples of co-benefits, or policy interventions that can jointly improve both mental health and other well-being outcomes, are identified for a range of government departments. Implementing and sustaining such co-benefits requires resources, incentives and working arrangements that enable all relevant stakeholders to contribute to tackling the upstream determinants of mental health. Selected mental health initiatives across OECD countries are reviewed to illustrate how policy makers have been realigning action across government agencies; redesigning policy formulation to address the joint factors influencing mental health; refocusing efforts towards the promotion of positive mental health; and reconnecting with societal stakeholders beyond government, including those with lived experience, youth, civil society and research institutions. How to Make Societies Thrive? Coordinating Approaches to Promote Well-being and Mental Health is the second of two reports as part of a broader OECD project on mental health and well-being.

This report looks at one critical policy lever: the role of paid sick leave and sickness benefits in protecting workers’ health, jobs and incomes. Korea is among the very few OECD countries without statutory social protection for sick workers and is currently considering closing this gap in its welfare system. This report provides an overview of key features of sickness insurance systems in OECD countries and draws policy lessons for Korea to introduce equitable and adequate social protection for sick workers with a robust return-to-work component and financially sustainable payments that encourage employer involvement.

Over half of OECD countries require private sector firms to report their gender pay gap statistics regularly to stakeholders like employees, employee representatives, the government, and/or the public. Gender pay gap reporting, equal pay audits and other pay transparency policies help advance gender equality at the workplace, as these measures present up-to-date information on a firm’s gender pay gap, encourage employers to offer equal pay for work of equal value, and give individual workers and their representatives valuable insights to fight for pay equity.     Abstract: This report presents an in-depth cross-country analysis of how long-term care workers fare along the different dimensions of job quality. In the initial stages of the COVID-19 pandemic, the applause for care workers was a clear expression of the strong recognition of their hard work and exposure to risks in their job. However, as the applause faded after the peak of the crisis, questions have re-emerged about how to improve the working conditions of long-term care workers in a sustainable way. Over the coming decades, the demand for these workers will increase substantially. Several countries are already facing shortages as the large baby-boom generation joins the older population. To go Beyond Applause, a comprehensive policy strategy is needed to tackle poor working conditions and insufficient social recognition of long-term care work, attract workers in the sector and avoid labour shortages reaching unacceptable levels. Such a strategy should cover several dimensions, with different priorities across countries depending on their specific context, including: direct interventions to raise wages and increase staff requirements; increasing public financing and fostering the leading role by governments; supporting collective bargaining and social dialogue; strengthening training; increasing use of new technologies; and, strengthening health prevention policies.

This is despite the efforts made by OECD and EU/EEA countries to curtail it. Unless additional effective interventions are scaled up quickly, AMR rates are forecasted to increase in the next three decades across OECD and EU/EEA countries, with costs exceeding the healthcare expenditure on the COVID-19 pandemic. Using microsimulation and machine-learning techniques, this report analyses critical policy levers to inform the next generation of AMR initiatives. It shows that tackling the detrimental health and economic impact of AMR requires embracing a One Health framework – a collaborative, trans-disciplinary and multi-sectoral approach that promotes close co-operation and collaboration across human health, animal health, agrifood systems and the environment. This report identifies 11 One Health "best buys" that, if implemented systematically, would improve population health, reduce health expenditure and generate positive returns for the economy.

The share of women among adult refugees is around 70% in most host countries and many have arrived with children, with the share of minors around 30%. Most OECD countries are supporting the socio-economic integration of Ukrainian refugee women through their pre-existing mainstream integration systems. Refugee integration policies have been, however, often created with different gender and educational profiles in mind, which may weaken outcomes in the longer term. There are some promising targeted measures available in OECD countries to support the socio-economic integration of Ukrainian refugee women. These include counselling, networking opportunities, training, and work placements, but also general community-building activities aimed at women.

    Abstract: The report Measuring Progress towards Inclusive and Sustainable Growth in Japan is the outcome of a collaboration with the Japanese Ministry of Economy, Trade and Industry which aims to monitor progress in key areas crucial to realising the Japanese government’s vision for a “New Form of Capitalism”. Building on the OECD Framework for Policy Action on Inclusive Growth, the report includes a set of key indicators to support measures for the government to deliver on its vision as well as inform on best practices in other major advanced economies. A central message is that creating the equality of opportunity in Japan requires a balanced approach of taking both efficiency and equity concerns into account. The report presents the main dynamics for policy consideration to strengthen sustainability of the Japanese growth model, with due attention paid to specific issues that matter for different groups of Japanese population. Underpinned by rigorous statistical analysis at a sufficiently disaggregated level, the report helps to better understand some of the main drivers of well-being and economic success in Japan.

This report presents the main features of the Lithuanian housing market, highlights housing challenges that have been amplified by the current economic and geopolitical crises, and assesses current policies to address housing affordability and quality gaps. It proposes a series of recommendations to strengthen the supply of and access to affordable housing, and to support Lithuania’s commitment to make housing policy a priority.

Being physically active is one of the most important things people can do to improve their physical and mental health. It helps prevent a range of non-communicable diseases such as cardiovascular disease and cancer, and improves mental health and cognitive functioning, among other benefits. Nevertheless, too many Europeans are physically inactive. One in three European adults do not meet the WHO physical activity guidelines, and almost half never exercise or play sport. The report describes patterns and trends of insufficient physical activity in Europe. It reviews the detrimental impact that current physical inactivity levels have on population health and health expenditure. The report provides policy makers with options to address insufficient physical activity, drawing on case studies from across Europe.

    Abstract: Despite strong economic performance and significant governance reforms over the past few decades, Lithuania has a higher share of its population at-risk-of poverty than other EU countries (21.4% in 2020 compared to an EU average of 16.3%), with some people more at risk than others, particularly people with multiple and complex needs in vulnerable situations who tend to rely more on public services. The provision of personalised services is fundamental to addressing the needs of people in vulnerable situations and to improving their well-being. This report is part of a joint project between the OECD and the European Commission to develop a more integrated approach to personalised services for people with disabilities, young people leaving care, and people leaving prison in Lithuania and to increase the involvement of non-governmental organisations in the design and delivery of those services. The report provides an analysis and assessment of the governance arrangements and NGO involvement in Lithuanian public service provision, the associated operating models and information technology (IT) infrastructure of employment and social services; and service design and delivery methods for the three groups. Finally, the report proposes recommendations to deliver effective, well-integrated public services to people in vulnerable situations in Lithuania.

To address this question, this Spotlight reports previously unpublished findings from the OECD’s Survey on Social and Emotional Skills (SSES) and discusses their implications for education policy and practice. Both an active promotion in schools and extensive learning opportunities for teachers on relevant topics provide a fertile ground for an effective social and emotional education. They boost teachers’ self-efficacy and use of active learning pedagogies, as well as quality relationships at school. The Spotlight also points to important differences for teachers of 10- vs. 15-year-old students that can explain higher skills at a younger age. Younger students benefit more often from key elements of an effective social and emotional education in school, i.e. the evaluation of their social and emotional skills and teachers teaming up with parents to reinforce skill promotion. Teachers of 10-year-olds are also more intensively trained and requested to promote social and emotional learning in their work.

    Abstract: OECD countries continue to face persistent gender inequalities in social and economic life. Young women often reach higher levels of education than young men, but remain under-represented in fields with the most lucrative careers. Women spend more time on unpaid work, face a strong motherhood penalty, encounter barriers to entrepreneurship and fare worse in labour markets overall. They are also under-represented in politics and leadership positions in public employment. These elements permeate many policy areas and economic sectors - from international trade and development assistance to energy and the environment - in which policy often lacks a strong gender focus. Violence against women, the most abhorrent manifestation of gender inequality, remains a global crisis. This publication analyses developments and policies for gender equality, such as gender mainstreaming and budgeting, reforms to increase fathers' involvement in parental leave and childcare, pay transparency initiatives to tackle gender pay gaps, and systems to address gender-based violence. It extends the perspective on gender equality to include foreign direct investment, nuclear energy and transport.     Abstract: The Brussels-Capital Region has witnessed significant improvements in its labour market over the past decade. Local job creation has been driven by ample opportunities for highly-skilled workers whom the Brussels-Capital Region attracts from its surrounding regions, the European Union, and beyond. However, not all of the region's population has seen their labour market prospects improve equally. Many workers with lower levels of education continue to compete for a small number of vacancies, despite the increasingly tightening labour market. A future vision for the Brussels-Capital Region, therefore, needs to be built on recognising and addressing the multiple and often distinct challenges faced by its young and diverse population. In a labour market that offers high rewards for skills formation, tailoring continuous education and training offerings to different groups while removing barriers to participation in such programmes will need to take priority. Simplifying processes for accessing employment services, streamlining labour market policies, supporting the geographic mobility of less-educated jobseekers, and removing barriers to employment for its migrant population could serve as building blocks to increase labour force participation and improve the employment quality of all local talent.

The Pilbara's mining sector is a top supplier of iron ore in the world, which has fuelled the economic growth of both the state and the country. While Pilbara's industrialisation is relatively recent, dating back to the 1960s, First Nations peoples have inhabited the region for approximately 50 000 years. Despite the wealth generated by mining and extractive industries, the Pilbara faces important challenges to improve its attractiveness and well-being standards, especially for First Nations and non-mining workers. Well-being challenges also stifle growth opportunities and responsible mining investments in the region. The green transition presents the Pilbara with an opportunity to diversify its economy and improve well-being conditions of its communities, while becoming a strategic player in the global shift towards more sustainable mining. This study offers guidance on how the Pilbara can shape a more inclusive and sustainable development model that supports economic diversification and prioritises improving the living conditions of its communities, particularly First Nations.

    Abstract: One in seven working age adults identifies as having a disability in OECD countries. Many of them are excluded from meaningful work and have low levels of income and social engagement. Governments can help create an environment that supports social and labour market integration for people with disability. This report reviews the effectiveness of the social protection system for people with disability in Italy and summarises the results of a pilot carried out in four regions testing an alternative disability assessment. The current assessment process can sometimes deny services to people in need of support while being generous to people with significant health problems but who are not experiencing severe disability. A disability assessment that takes medical and functional aspects into account helps to direct services and resources to those most in need and to harmonise access to disability support across the country. Implementing disability reform has proved to be difficult in Italy in the past decade. This report provides evidence that reform can improve outcomes for people with disability.

    Abstract: The demand for help with daily activities – so-called long-term care – is set to increase in Croatia. The population is ageing at a faster rate than the EU average, and by 2050, about one-third of the population is projected to be aged 65 years and over. In addition, with one of the highest poverty rates among older people in EU countries, at 30%, most older people cannot afford long-term care without public support. However, the long-term care system is both fragmented, with multiple benefits and services across different providers, and underfunded with public expenditure among the lowest across EU countries. As a result, long-term care remains unaffordable for most people even after receiving public support, leading to gaps in access, inequities, and a strong reliance on relatives to provide the bulk of long-term care. This report suggests avenues to improve access and equity of long-term care and proposes policy recommendations to enhance the support for family carers.

    Abstract: The OECD review of Gender Equality in Colombia: Towards a Better Sharing of Paid and Unpaid Work is the third in a collection of reports focusing on Latin American and the Caribbean countries, and part of the series Gender Equality at Work. The report compares gender gaps in labour and educational outcomes in Colombia with other countries. Particular attention is put on the uneven distribution of unpaid work, and the extra burden this places on women. It investigates how policies and programmes in Colombia can make this distribution more equitable. The first part of the report reviews the evidence on gender gaps and on what causes these, including the role played by attitudes. The second part develops a comprehensive framework to address these challenges, presenting a broad range of options to reduce the unpaid work burden falling on women, and to increase women's labour income. Earlier reviews in the same collection have looked at gender equality policies in Chile (2021) and Peru (2022).

Building on the fifth edition of the Social Institutions and Gender Index (SIGI), the SIGI 2023 Global Report provides a global outlook of discriminatory social institutions, the fundamental causes of gender inequality. It reveals how formal and informal laws, social norms and practices limit women's and girls' rights and opportunities in all aspects of their lives. Globally, 40% of them continue to live in countries where gender-based discrimination is assessed as high or very high. The report stresses how discriminatory social institutions curtail women's and adolescents' fundamental access to sexual and reproductive health and rights. It also sheds light on the gendered impacts of climate change and underlines how women can play a pivotal role in climate change mitigation and adaptation. To accelerate efforts aimed at achieving SDG 5 and eliminating the underlying and structural factors that hamper women's empowerment, the report offers concrete policy actions. It calls for a gender-transformative approach to leverage crises and challenges into windows of opportunity to establish women and men as agents of change.
