    Abstract: The question of whether migration can be an equilibrating force in the labour market is an important criterion for an optimal currency area. It is of particular interest currently in the context of high and rising levels of labour market disparities, in particular within the Eurozone where there is no exchange-rate mechanism available to play this role. We shed some new light on this question by comparing pre- and post-crisis migration movements at the regional level in both Europe and the United States, and their association with asymmetric labour market shocks. We find that recent migration flows have reacted quite significantly to the EU enlargements in 2004 and 2007 and to changes in labour market conditions, particularly in Europe. Indeed, in contrast to the pre-crisis situation and the findings of previous empirical studies, there is tentative evidence that the migration response to the crisis has been considerable in Europe, in contrast to the United States where the crisis and subsequent sluggish recovery were not accompanied by greater interregional labour mobility in reaction to labour market shocks. Our estimates suggest that, if all measured population changes in Europe were due to migration for employment purposes – i.e. an upper-bound estimate – up to about a quarter of the asymmetric labour market shock would be absorbed by migration within a year. However, in the Eurozone the reaction mainly stems from migration of third-country nationals. Even within the group of Eurozone nationals, a significant part of the free mobility stems from immigrants from third countries who have taken on the nationality of their Eurozone host country.

    Abstract: This study aims to assess the degree of institutional fragmentation of transport and land use planning in Chicago and to assess the main challenges related to this institutional fragmentation. It provides an overview of local governments in metropolitan Chicago and mechanisms for metropolitan coordination, including organisations at the metropolitan scale, dealing with planning, land use and transport. Five main challenges related to institutional fragmentation in transport and land use planning are identified: a lack of (1) interconnectivity, (2) coherence across transit modes, (3) regional freight planning, (4) accountability and (5) implementation power of regional planning and transport objectives. These challenges are analysed. The concluding section suggests some avenues for reform that could be explored in order to overcome the challenges of metropolitan fragmentation in transport and land use in Chicago.

    Abstract: Life is quite good in the United States compared to other OECD countries, thanks to strong economic growth and technological progress having lifted average income to high levels. Nonetheless, there is evidence that the benefits from growth have not been sufficiently broad based. Self-reported happiness increases with income, an issue particularly resonant in a country with among the highest levels of income inequality in the OECD and a pattern of inequality that appears to be moving toward even more concentration at the very top at the expense of the middle class and the poor. Working hours that remain among the longest in the OECD are also creating challenges for work-life balances, child education, personal care and leisure. These pressures are contributing to higher job strain and work-related stress with unhealthy consequences, including for mental health, and a detrimental impact on employability and medical costs. While these trends cannot be easily reversed, a number of policy options are being usefully rolled out and other initiatives are being considered: federal-level policies improving access to health care and early-childhood education, state-level initiatives favouring workplace flexibility, firm-level investments in job quality and greater attention to the health consequences of job-stress. If successfully adopted, they would go a long way toward improving the well-being of American working families.     Abstract: Despite relative affluence, workplace stress is a prominent feature of the US labour market. To the extent that job stress causes poor health outcomes – either directly through increased blood pressure, fatigue, muscle pain, etc. or indirectly through increased rates of cigarette smoking – policy to lessen job stress may be appropriate. Focusing predominantly on the United States, this report reviews the literature on a variety of economic concerns related to job stress and health. Areas in which economists may provide valuable insights regarding job stress include empirical selection concerns in identifying the effect of stress on health; measurement error with respect to stress; the existence and magnitude of compensating differentials for stress; and the unique “job lock” effect in the United States created by a system of employer-provided health insurance. This report concludes with a brief discussion of US policies related to job stress.     Abstract: This paper uses data from the American Life Panel to understand the determinants of well-being in the United States during the Great Recession. It investigates how various dimensions of subjective wellbeing reflected in the OECD Better Life Framework impact subjective well-being. The results show that income is an important determinant of subjective well-being. The unemployed and the disabled are significantly less satisfied with their lives than the working population, while the retired and the homemakers are more satisfied. The paper expands the existing evidence by showing that homeowners, registered voters and those with access to health insurance have higher levels of subjective well-being. Time spent walking or exercising is positively correlated with happiness, while working more than 50 hours per week or spending time on health-related activities is negatively correlated with subjective well-being, and higher levels of anxiety.     Abstract: Since around 2007, the country has been enjoying an “energy renaissance” thanks to its abundant stocks of shale oil and gas. The resurgence in oil and gas production is beginning to create discernible economic impacts and has changed the landscape for natural gas prices in the United States, boosting competitiveness. In order to reap the benefits fully, significant investment is needed. Federal and state governments capture some of the resource rents, but there are potential opportunities to increase taxation and use the revenues to support future well-being. Taxing natural resource rents with profit taxes can be less distortionary than other forms of taxation, though only one state uses this form of tax. Production of shale resources, like other forms of resource extraction, poses a number of challenges for the environment. Respecting demands on water resources requires adequate water rights are in place while state and federal regulators need to monitor the environmental impact of hydraulic fracturing closely and strengthen regulations as needed. Natural gas is a potential “bridge fuel” towards a lower carbon economy, helping to reduce emissions by leading to a substitution away from coal. Flanking measures are desirable to counter natural gas hindering renewables and low prices stymieing innovation.     Abstract: Following Chairman Ben Bernanke’s comments before Congress that the FOMC may ‘take a step down in the pace of asset purchases if economic improvement appears to be sustained’, US 10-year interest rates picked up sharply and gross capital flows to emerging market economies (EMEs) reversed. These events raised concerns that further increases in US interest rates could trigger sharp changes of capital flows that would be followed by financial crises in EMEs. To assess this possibility, this paper studies the association between US long term interest rates and cycles of capital flows to EMEs. It finds that, indeed, cycles in capital flows to EMEs are linked to global conditions, including global risk aversion and long term interest rates in the United States. In particular, higher US long term interest rates are associated with lower levels of gross capital flows to EMEs, and to a higher probability of observing sharp reversals in those flows. Episodes of net capital inflows, on the other hand, are mostly associated with domestic macroeconomic conditions. In particular, economies with relatively low levels of gross outflows, with a high ratio of short-term debt to international reserves or with weak domestic fundamentals are more vulnerable to the risk of a classic sudden stop à la Calvo.     Abstract: "A day after N. first crossed the U.S. border from Mexico, he was caught and then released onto the streets of Tijuana. Undeterred, N. crawled back through a tunnel to San Diego, where he entered the United States forever. Illegal: Reflections of an Undocumented Immigrant is his timely and compelling memoir of building a new life in America. Authorial anonymity is required to protect this life. Arriving in the 1990s with a 9th grade education, N. traveled to Chicago where he found access to ESL classes and GED classes. He eventually attended college and graduate school and became a professional translator. Despite having a well-paying job, N. was isolated by a lack of official legal documentation. Travel concerns made big promotions out of reach. Vacation time was spent hiding at home, pretending that he was on a long-planned trip. The simple act of purchasing his girlfriend a beer at a Cubs baseball game caused embarrassment and shame when N. couldn't produce a valid ID. A frustrating contradiction, N. lived in a luxury high-rise condo but couldn't fully live the American dream. He did, however, find solace in the one gift America gave him--his education. Ultimately, N.'s is the story of the triumph of education over adversity.     Abstract: This case documents a participatory arts-based research project that took place over the 2012-2013 school year at a US Midwestern, urban middle school. In this account, we, the adult research partners, describe the participatory research process from our partnership formation to project evaluation. The primary methodology employed was Videovoice, a participatory data generation tool through which collaborators create videos to address social problems. The project explored three research questions: (1) What social problems do middle-school girls identify as important, challenging, and in need of change? (2) What actions do the girls describe as necessary to improving these social problems? (3) What are the perceived impacts of participatory, collaborative research with the girls?

    Abstract: The goal of this book is to examine the ethnic experience of the Mexican American community in the United States, from colonialism to twenty-first century globalization. The authors unearth evidence that reveals how historically white ideology, combined with science, law, and the American imagination, has been strategically used as a mechanism to intimidate, manipulate, oppress, control, dominate, and silence Mexican Americans, ethnic racial minorities, and poor whites. A theoretical and philosophical overview is presented, focusing on the repressive practice against Mexicans that resulted in violence, brutality, vigilantism, executions, and mass expulsions. The Mexican experience under "hooded" America is explored, including religion, the Ku Klux Klan, and the Mexican American Civil Rights Movement. Local, state, and federal laws are documented, often in conflict with one another, including the Homeland Security program that continues to result in detentions and deportations. The authors examine the continuing argument of citizenship that has been used to legally exclude Mexican children from the educational system and thereby being characterized as not fit for the classroom nor entitled to an equitable education. Segregation and integration in the classroom is discussed, featuring examples of court cases. As documented throughout the book, American law is a constant reminder of the pervasive ideology of the historical racial supremacy, socially defined and enforced ethnic inferiority, and the rejection of positive social change, equality, and justice that continues to persist in the United States. The book is extensively referenced and is intended for professionals in the fields of sociology, history, ethnic studies, Mexican American (Chicano) studies, law and political science and also those concerned with sociolegal issues

    Abstract: "There was a time when the phrase "American family" conjured up a single, specific image: a breadwinner dad, a homemaker mom, and their 2.5 kids living comfortable lives in a middle-class suburb. Today, that image has been shattered, due in part to skyrocketing divorce rates, single parenthood, and increased out-of-wedlock births. But whether it is conservatives bewailing the wages of moral decline and women's liberation, or progressives celebrating the result of women's greater freedom and changing sexual mores, most Americans fail to identify the root factor driving the changes: economic inequality that is remaking the American family along class lines. In Marriage Markets, June Carbone and Naomi Cahn, co-authors of the acclaimed Red Families v. Blue Families, examine how macroeconomic forces are transforming our most intimate and important spheres, and how working class and lower income families have paid the highest price. Just like health, education, and seemingly every other advantage in life, a stable two-parent home has become a luxury that only the well-off can afford. The best educated and most prosperous have the most stable families, while working class families have seen the greatest increase in relationship instability. Why is this so? This book offers a new answer: it is due to the economics of marriage markets, and of how men and women match up when they search for a life partner. For instance, when eligible (i.e., desirable and marriageable) men outnumber eligible women, the marriage and marital stability rates are significantly higher than when the reverse situation occurs - the exact situation we have in America today.     Abstract: "With vocal public figures such as Malcolm X, Elijah Muhammad, and Louis Farrakhan, the Nation of Islam often appears to be a male-centric religious movement, and over 60 years of scholarship have perpetuated that notion. Yet, women have been pivotal in the NOI's development, playing a major role in creating the public image that made it appealing and captivating. Women of the Nation draws on oral histories and interviews with approximately 100 women across several cities to provide an overview of women's historical contributions and their varied experiences of the NOI, including both its continuing community under Farrakhan and its offshoot into Sunni Islam under Imam W.D. Mohammed. The authors examine how women have interpreted and navigated the NOI's gender ideologies and practices, illuminating the experiences of African-American, Latina, and Native American women within the NOI and their changing roles within this patriarchal movement. The book argues that the Nation of Islam experience for women has been characterized by an expression of Islam sensitive to American cultural messages about race and gender, but also by gender and race ideals in the Islamic tradition. It offers the first exhaustive study of women's experiences in both the NOI and the W.D. Mohammed community"--

    Abstract: "In 1921 and 1924, the United States passed laws to sharply reduce the influx of immigrants into the country. By allocating only small quotas to the nations of southern and eastern Europe, and banning almost all immigration from Asia, the new laws were supposed to stem the tide of foreigners considered especially inferior and dangerous. However, immigrants continued to come, sailing into the port of New York with fake passports, or from Cuba to Florida, hidden in the holds of boats loaded with contraband liquor. Jews, one of the main targets of the quota laws, figured prominently in the new international underworld of illegal immigration. They ultimately managed to escape permanent association with the identity of the "illegal alien" in a way that other groups, such as Mexicans, thus far, have not. In After They Closed the Gates, Libby Garland tells the untold stories of the Jewish migrants and smugglers involved in that underworld, showing how such stories contributed to growing national anxieties about illegal immigration. Garland also helps us understand how Jews were linked to, and then unlinked from, the specter of illegal immigration. But new events quickly muted the exuberant declarations of a postracial era in America: from claims that Obama was born in Kenya and that he is not a true American, to depictions of Obama as a "Lyin African" and conservative cartoons that showed the new president surrounded by racist stereotypes like watermelons and fried chicken. Despite the utopian proclamations that we are now live in a color-blind, postracial country, the grim reality is that implicit racial biases are more entrenched than ever. In Wrongs of the Right, Matthew W. Hughey and Gregory S. Parks set postracial claims into relief against a background of pre- and post-election racial animus directed at Obama, his administration, and African Americans. They provide an analysis of the political Right and their opposition to Obama from the vantage point of their rhetoric, a history of the evolution of the two-party system in relation to race, social scientific research on race and political ideology, and how racial fears, coded language, and implicit racism are drawn upon and manipulated by the political Right. Racial meanings are reservoirs rich in political currency, and the Right's replaying of the race card remains a potent resource for othering the first black president in a context rife with Nativism, xenophobia, white racial fatigue, and serious racial inequality.     Abstract: "Since the Stonewall Riots in 1969, the politics of sexual identity in America have drastically transformed. It's almost old news that recent generations of Americans have grown up in a culture more accepting of out lesbians and gay men, seen the proliferation of LGBTQ media representation, and witnessed the attainment of a range of legal rights for same-sex couples. But the changes wrought by a so-called "post-closeted culture" have not just affected the queer community--heterosexuals are also in the midst of a sea change in how their sexuality plays out in everyday life. In Straights, James Joseph Dean argues that heterosexuals can neither assume the invisibility of gays and lesbians, nor count on the assumption that their own heterosexuality will go unchallenged. The presumption that we are all heterosexual, or that there is such a thing as 'compulsory heterosexuality, ' he claims, has vanished. Based on 60 in-depth interviews with a diverse group of straight men and women, Straights explores how straight Americans make sense of their sexual and gendered selves in this new landscape, particularly with an understanding of how race does and does not play a role in these conceptions. Dean provides a historical understanding of heterosexuality and how it was first established, then moves on to examine the changing nature of masculinity and femininity and, most importantly, the emergence of a new kind of heterosexuality--notably, for men, the metrosexual, and for women, the emergence of a more fluid sexuality. The book also documents the way heterosexuals interact and form relationships with their LGBTQ family members, friends, acquaintances, and coworkers. Although homophobia persists among straight individuals, Dean shows that being gay-friendly or against homophobic expressions is also increasingly common among straight Americans. In The Occupiers, Michael Gould-Wartofsky offers a front-seat view of the action in the streets of New York City and beyond. Painting a vivid picture of everyday life in the square through the use of material gathered in the course of two years of on-the-ground investigation, Gould-Wartofsky traces the occupation of Zuccotti Park--and some of its counterparts across the United States and around the world--from inception to eviction.     Abstract: "In the decades leading to the Civil War, popular conceptions of African American men shifted dramatically. The savage slave featured in 1830s' novels and stories gave way by the 1850s to the less-threatening humble Black martyr. This radical reshaping of Black masculinity in American culture occurred at the same time that the reading and writing of popular narratives were emerging as largely feminine enterprises. In a society where women wielded little official power, white female authors exalted white femininity, using narrative forms such as autobiographies, novels, short stories, visual images, and plays, by stressing differences that made white women appear superior to male slaves. This book argues that white women, as creators and consumers of popular culture media, played a pivotal role in the demasculinization of Black men during the antebellum period, and consequently had a vital impact on the political landscape of antebellum and Civil War-era America through their powerful influence on popular culture"--

    Abstract: "The sectional conflict over slavery in the United States was not only a clash between labor systems and political ideologies but also a viscerally felt part of the lives of antebellum Americans. This book contributes to the growing field of emotions history by exploring how specific emotions shaped Americans' perceptions of, and responses to, the sectional conflict in order to explain why it culminated in disunion and war. Emotions from indignation to jealousy were inextricably embedded in antebellum understandings of morality, citizenship, and political affiliation. Their arousal in the context of political debates encouraged Northerners and Southerners alike to identify with antagonistic sectional communities and to view the conflicts between them as worth fighting over. Michael E. Woods synthesizes two schools of thought on Civil War causation: the fundamentalist, which foregrounds deep-rooted economic, cultural, and political conflict, and the revisionist, which stresses contingency, individual agency, and collective passion"--

"The Violence of Organized Forgetting" makes visible the untruth of these narratives and the historical, political, economic, and cultural conditions that produce them. Giroux analyzes how various institutions in American society are distracting and miseducating the public. Political and cultural responses to current event--such as the ongoing economic crisis, income inequality, health care reform, Hurricane Sandy, the war on terror, the Boston Marathon bombing, and the Chicago teacher protests--represent flashpoints that reveal a growing disregard for people's democratic rights, public accountability, and civic values. From the inflated rhetoric of the political right to market-driven media peddling spectacles of violence, the influence of these forces in everyday life is undermining our collective security by justifying cutbacks to social supports and restricting opportunities for democratic resistance. Giroux argues that widespread acceptance of the militarized lockdown of Boston crystalizes the degree to which society has come to accept martial law and mass surveillance as inevitable necessities of contemporary American life. Over-the-top repression of social movements like Occupy reveals an increasing intolerance and suspicion of those who challenge state and corporate power, while the violence marketed to youth as entertainment promotes further disconnection from a sense of cohesive community.     Abstract: "Focusing on émigrés from Baden, Wurttemberg and Hungary in four host societies (Switzerland, the Ottoman Empire, England and the United States), Heléna Tóth considers exile in the aftermath of the revolutions of 1848-1849 as a European phenomenon with global dimensions. While exile is often presented as an individual challenge, Tóth studies its collective aspects in the realms of the family and of professional and social networks. Exploring the interconnectedness of these areas, she argues that although we often like to sharply distinguish between labor migration and exile, these categories were anything but stable after the revolutions of 1848-1849; migration belonged to the personal narrative of the revolution for a broad section of the population. Moreover, discussions about exile and amnesty played a central role in formulating the legacy of the revolutions not only for the émigrés but also for their social environment and, ultimately, the governments of the restoration. As a composite, the stories of émigrés shaped the post-revolutionary era and reflected its contradictions"--

    Abstract: "Shortly after winning its independence in 1804, Haiti's leaders realized that if their nation was to survive, it needed to build strong diplomatic bonds with other nations. Haiti's first leaders looked especially hard at the United States, which had a sizeable free Black population that included vocal champions of Black emigration and colonization. In the 1820s, President Jean-Pierre Boyer helped facilitate a migration of thousands of Black Americans to Haiti with promises of ample land, rich commercial prospects, and most importantly, a Black state. His ideas struck a chord with both Blacks and whites in America. Journalists and Black community leaders advertised emigration to Haiti as a way for African Americans to resist discrimination and show the world that the Black race could be an equal on the world stage, while antislavery whites sought to support a nation founded by liberated slaves. Black and white businessmen were excited by trade potential, and racist whites viewed Haiti has a way to export the race problem that plagued America. By the end of the decade, Black Americans migration to Haiti began to ebb as emigrants realized that the Caribbean republic wasn't the Black Eden they'd anticipated. Caribbean Crossing documents the rise and fall of the campaign for Black emigration to Haiti, drawing on a variety of archival sources to share the rich voices of the emigrants themselves. Using letters, diary accounts, travelers' reports, newspaper articles, and American, British, and French consulate records, Sara Fanning profiles the emigrants and analyzes the diverse motivations that fueled this unique early moment in both American and Haitian history"--

    Abstract: "What happened to black youth in the post-civil rights generation? What kind of causes did they rally around and were they even rallying in the first place? After the Rebellion takes a close look at a variety of key civil rights groups across the country over the last 40 years to provide a broad view of black youth and social movement activism. Based on both research from a diverse collection of archives and interviews with youth activists, advocates, and grassroots organizers, this book examines popular mobilization among the generation of activists - principally black students, youth, and young adults - who came of age after the passage of the 1964 Civil Rights Act and the Voting Rights Act of 1965. Franklin argues that the political environment in the post-Civil Rights era, along with constraints on social activism, made it particularly difficult for young black activists to start and sustain popular mobilization campaigns. Building on case studies from around the country--including New York, the Carolinas, California, Louisiana, and Baltimore--After the Rebellion explores the inner workings and end results of activist groups such as the Southern Negro Youth Congress, Student Nonviolent Coordinating Committee, the Student Organization for Black Unity, the Free South Africa Campaign, the New Haven Youth Movement, the Black Student Leadership Network, the Juvenile Justice Reform Movement, and the AFL-CIO's Union Summer campaign. Franklin demonstrates how youth-based movements and intergenerational campaigns have attempted to circumvent modern constraints, providing insight into how the very inner workings of these organizations have and have not been effective in creating change and involving youth.
