    Abstract: In People's Diplomacy, Kazushi Minami shows how the American and Chinese people rebuilt US-China relations in the 1970s, a pivotal decade bookended by Richard Nixon's 1972 visit to China and 1979 normalization of diplomatic relations. Top policymakers in Washington and Beijing drew the blueprint for the new bilateral relationship, but the work of building it was left to a host of Americans and Chinese from all walks of life, who engaged in "people-to-people" exchanges. After two decades of estrangement and hostility caused by the Cold War, these people dramatically changed the nature of US-China relations.     Abstract: In Fractal Repair, Matthew Chin investigates queerness in Jamaica from early colonial occupation to the present, critically responding to the island’s global reputation for extreme homophobia and anti-queer violence. Chin advances a theory and method of queer fractals to bring together genealogies of queer and Caribbean formation. Fractals—a kind of geometry in which patterns repeat but never exactly in the same way—make visible shifting accounts of Caribbean queerness in terms of race, gender, and sexual alterity. Drawing on this fractal orientation, Chin assembles and analyzes multigenre archives, ranging from mid-twentieth-century social science studies of the Caribbean to Jamaica’s National Dance Theatre Company to HIV/AIDS organizations, to write reparative histories of queerness. Chin’s proposal of a fractal politics of repair invests in the horizon of difference that repetition materializes, and it extends reparations discourses intent on overcoming the past and calculating economic compensation for survivors of violence.

    Abstract: The concept of linguistic justice, as applied to minoritized languages, sheds light upon the way in which minoritized communities conduct their lives in less than optimal environments. Precisely for that reason, the theoretical framework for the study of minoritized languages has been constructed from different areas of knowledge, creating a situation in which "language" is just one of the elements. This collection of essays proposes to recover the centrality of bilingualism, biculturalism and bidialectalism in the understanding of the different social, cultural and political processes of historical and contemporary language justice.     Abstract: Finding sufficient funds to pay for more resilient health systems is challenging in the current economic context. COVID-19 has shown the need for additional targeted spending on public health interventions, the digital transformation of health systems, and bolstering the health workforce. Rising incomes, technological innovation and changing demographics put further upward pressure on health spending. This could result in health spending reaching 11.8% of GDP across OECD counties by 2040. This publication explores the policy options to finance more resilient health systems whilst maintaining fiscal sustainability. It finds that the scale of the additional health financing needs requires ambitious and transformative policy changes. Robust actions to encourage healthier populations and policies to reduce ineffective spending can put future health expenditure on a far gentler upward trajectory. These would enable spending to reach a more sustainable 10.6% of GDP in 2040. Better budgetary governance is critical. It improves how public funds for health are determined, executed and evaluated. Therefore, a focus of this report is on how good budgeting practices can increase the efficiency of current public spending, and also enable more ambitious policy changes in the medium to longer-term. Findings of this report are targeted at health and finance policy makers, with improved dialogue between health and finance ministries especially important when governments are operating in a constrained fiscal setting.

    Abstract: Return migration has emerged as a critical policy concern for both destination and origin countries. While policy attention in destination countries has been focused on assisted voluntary return and reintegration (AVRR) programs, particularly for migrants with expulsion orders, these efforts represent only a fraction of broader return movements. This report, based on a project carried out by the OECD with support from the German Corporation for International Co-operation (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH – GIZ), commissioned by the Federal Ministry for Economic Co-operation and Development, analyses the scope and characteristics of different categories of return migration. The report draws on three workshops, held in Tunis, Rabat and Brussels, that discussed return migration in different contexts. It examines the multiple factors that influence migrants' decisions to return to their countries of origin and their reintegration at home, including the role of family and community. The report emphasises the pre-existing structures and networks of returning migrants in origin countries and their role in supporting different types of return migrants. The report also looks at potential re-migration.

It analyses gay and lesbian transregional cultural communication networks from the 1970s to the 2000s, focusing on the importance of National Socialism, visual culture, and memory in the queer Atlantic. Policy approaches to support novice staff in ECEC can include ensuring that initial education prepares novice staff for their jobs by providing relevant knowledge specifically on working with children, supporting novice staff to engage in ongoing professional development, and clarifying how novice staff can progress professionally.

The region is also grappling with a shortage of affordable and quality housing, as well as several mobility challenges, including a high reliance on individual cars and traffic congestion, resulting in high commuting times and pollution levels, despite good accessibility to public transport. Although a comprehensive urban and land-use planning system exists, there is a lack of co-ordination with the surrounding regions and municipalities to drive more effective policies on housing, mobility, and other infrastructure investments. This review also examines the governance and institutional framework and suggests policy actions to strengthen co-ordination and co-operation mechanisms, and promote incremental collaboration at the metropolitan level. Finally, the review provides recommendations to enhance public finances in the region, focusing on better compensating for its additional charges, co-ordinating public investment among levels of government more efficiently, and establishing a metropolitan fund.

    Abstract: Parental emotional support, alongside material and temporal support, is an important determinant of children's subjective well-being and academic success. However, not all children benefit from the same level of parental support, and there are major differences depending on families' socio-economic status and child gender. Using the PISA 2018 surveys, this paper examines differences in parental support reported by 15-year-olds both within countries according to social status and between girls and boys, and between countries. We show that differences in parental emotional support by parents' education level and child gender are substantial. Some of these differences are (largely) explained by other characteristics such as family wealth, country of origin, and school urbanicity and private/public status. Greater parental emotional support is also found to be associated with higher PISA test scores and greater subjective wellbeing, with little variation by parental education. On the whole, our findings suggest that a significant enhancement in parental support and related child outcomes, especially in countries with lower average levels of parental emotional support, can be attained through a combined effort on several fronts: by addressing monetary and material poverty within families, by facilitating parents in balancing work and taking care of their children, by promoting greater parental involvement in their children's school life, and by offering appropriate services to assist families with special needs and facing greater challenges.

    Abstract: This paper provides evidence on the impact of international migrants on regional innovation. The study combines administrative individual-level data covering all Australian residents with data on intellectual property rights applications such as patents, trademarks, and design rights. The analysis uses a standard shift-share instrument based on past migrant settlements to identify the causal effects of migration on innovation. Its four main findings are the following: First, on average, a one percentage point increase in the regional employment share of higher-educated migrants relative to total employment leads to a 4.8% rise in regional patent applications in the medium run (five years). Second, while migrants of all skill and education levels have a positive impact on patenting, those in scientific occupations have the largest effect. Third, regions with lower levels of patenting benefit relatively more from increases in migration compared to those with higher patenting levels. Fourth, there is no effect of migration on trademarks or design rights applications.

Alongside a changing power sector, progress on energy efficiency is needed to achieve the country’s emission reduction goals, with energy savings estimated at approximately 2% annually for the residential and commercial sectors. To deliver a clean energy transition, the Philippines requires estimated cumulative investments of over USD 300 billion between now and 2040. This report outlines key actions needed to unlock finance and investment in offshore wind power and energy efficiency in public buildings. It also provides a comprehensive overview of the progress to date and the challenges to mobilise near-term finance in those sectors, assist the Philippines transition towards a low-carbon economy, and achieve broader development goals.

Inequality Knowledge provides the first detailed history of the numbers about the gap between rich and poor. It shows how they were produced, used, and suppressed at times, and how activists, scientists, and journalists eventually wrestled control over the figures from the state. The book traces the making and the politics of statistical knowledge about economic inequality in the United Kingdom from the post-war era to the 1990s. What kind of knowledge was available to contemporaries about socio-economic disparities in Britain and how they evolved over time? How was this knowledge produced and by whom? What did policy makers and civil servants know about the extent of poverty and inequality in British society and to what extent did they take the distributional impact of their social and fiscal policies into account? Far from just a technical matter, inequality knowledge had far-reaching implications for key debates and the wider political culture in contemporary Britain. Historicizing inequality knowledge speaks to a long tradition of historical research about social class divisions and cultural representations of economic disparities in twentieth-century Britain.

Often, however, local knowledge and communities are silent in the ethologies and histories that naturalists produce. This volume analyzes the ways that Indigenous and non-Indigenous naturalists have made island natures visible to a wider audience, their relationship with the communities where they work, as well as the unique natures that they explore and help make. In staking out an area of naturalist histories, each contributor addresses the relationship between naturalists and Oceanic communities, how these histories shaped past and present place and practices, the influence on conservations and development projects, and the relationship between scientific and indigenous knowledge. The essays span across colonial and postcolonial frames, tracing shifts in biological practice from the eighteenth- and nineteenth-century focus on taxonomy and discovery to the twentieth-century disciplinary restructurings and new collecting strategies, and contemporary concerns with biodiversity loss, conservation, and knowledge formation.The production of scientific knowledge is typically seen in ethnographic accounts as oppositional, contrasting Indigenous and western, local and global, objective and subjective. Such dichotomous views reinforce differences and further exaggerate inequities in the production of knowledge. More dangerously, value distinctions become embedded in discussions of Indigenous identity, rights, and sovereignty. Contributors acknowledge that these dichotomous narratives have dominated the approach of the scientific community while informing how social scientists have understood the contributions of Pacific communities.     Abstract: It is well known that Renaissance culture gave an empowering role to the individual and thereby to agency. But how does race factor into this culture of empowerment? Canonical French authors like Rabelais and Montaigne have been celebrated for their flexible worldviews and interest in the difference of non-French cultures both inside and outside of Europe. As a result, this period in French cultural history has come to be valued as an exceptional era of cultural opening toward others. Agents without Empire shows that such a celebration is, at the very least, problematic. Szabari argues that before the rise of the French colonial empire, medieval categories of race based on the redemption story were recast through accounts of the Ottoman Empire that were made accessible, in a sudden and unprecedented manner, to agents of the French crown. Spying performed by Frenchmen in the Ottoman Empire in the sixteenth century permeated French culture in large part because those who spied also worked as knowledge producers, propagandists, and artists. The practice changed what it meant to be cultured and elite by creating new avenues of race- and gender-specific consumption for French and European men that affected all areas of sophisticated culture including literature, politics, prints, dressing, personal hygiene, and leisure.Agents without Empire explores race making in this period of European history in the context of diplomatic reposts, travel accounts, natural history, propaganda, religious literature, poetry, theater, fiction, and cheap print.     Abstract: The problem of fraternal relations in the early Middle Ages has not been hitherto studied in detail, especially in comparison with the multitude of studies dealing with the models of marriage, gender-based social roles, or the relations between generations. Historians have been often prone to assume that relations between siblings in European culture were naturally constant, based on loyalty, solidarity, and readiness to act in the common interest, stemming from blood ties. However, this conviction equates the category of brotherhood/fraternitas used by medieval authors with concepts associated with sources from later periods. This study does not concern narrowly defined family history, but is an attempt to examine fraternal relations in the early Middle Ages as a multidimensional cultural phenomenon. As the author seeks to demonstrate, it is difficult to speak of kinship in the ninth century and later without being aware of the religious and ideological implications of the transformations taking place at the time, even if direct traces of the impact of moralizing and theological teachings on the conduct of individuals are hard to capture in the sources.

A more detailed exploration reveals that domestic life during this period was much more colorful, open, and dynamic - and also more prone to crisis - than one might expect given the vaunted view of the family that characterized the heyday of the bourgeoisie. This book rewrites the history of the modern family. Self-narratives - primarily diaries - written by members of eight families from Germany, Switzerland, and Austria serve as sources for this research. The focus extends far beyond the bourgeoisie. With a micro-historical eye, the author reconstructs family histories from the peasant milieu to the patrician elite, from the parsonage to the educated bourgeoisie; he considers the domestic life of a journeyman craftsman, a couple's descent from the ranks of the petite bourgeoisie, the effects of an itinerant childhood among the proletariat, and the strain of being caught between a bourgeois family and artistic individuality. Many of these aspects point beyond bourgeois modernity to the family in our time.

Performing Postracialism draws from focus groups and individual interviews conducted with university students, faculty, administrators, and Black student associations, along with online articles about blackface, to provide the basis for a nuanced examination of the ways that blackface is experienced by Black persons. The book investigates the work done by Black students, faculty, and staff at universities to challenge blackface and the broader campus climate of antiblackness that generates it.

    Abstract: Sociology has developed theories of social change in the fields of evolution, conflict and modernization, viewing modern society as essentially unstable and conflict driven. However, it has not seriously studied catastrophe. A Theory of Catastrophe develops a sociology of catastrophes, comparing natural, social and political causes and consequences, and the social theories that might offer explanations. A catastrophe is a general and systematic breakdown of social and political institutions resulting, among other things, in what we could call a catastrophe consciousness. The Greek 'cata-strophe' formed the conclusion to a dramatic sequence of strophes. The cata-strophe was the final act of a drama, namely its denouement. Catastrophic denouements are without hope: genocides, military occupations, plagues, famines and earthquakes. A Theory of Catastrophe analyzes Pompeii, the Black Death, colonial genocide in North America, WWI and the Spanish Flu, and Nazi Germany and finally this century: terrorism, new wars, climate change and pandemics. As a study of sociological theory, Bryan Turner discusses Spengler's Decline of the West, Marxism as a theory of catastrophic capitalism, messianic movements, Weber on modernity, and risk society. He concludes by comparing optimism and pessimism, and the idea of inter-generational justice.

    Abstract: Today, oil and gas operations account for around 15% of total energy-related emissions globally, the equivalent of 5.1 billion tonnes of greenhouse gas emissions. In the International Energy Agency’s Net Zero Emissions by 2050 Scenario, the emissions intensity of these activities falls by 50% by the end of the decade. Combined with the reductions in oil and gas consumption in this scenario, this results in a 60% reduction in emissions from oil and gas operations to 2030. Fortunately, oil and gas producers have a clear opportunity to address the problem of emissions from their activities through a series of ready-to-implement and cost-effective measures. These include tackling methane emissions, eliminating all non-emergency flaring, electrifying upstream facilities with low-emissions electricity, equipping oil and gas processes with carbon capture, utilisation and storage technologies, and expanding the use of hydrogen from low-emissions electrolysis in refineries. Upfront investments totalling USD 600 billion would be required to halve the emissions intensity of oil and gas operations globally by 2030. This is only a fraction of the record windfall income that oil and gas producers accrued in 2022 – a year of soaring energy prices amid a global energy crisis. This report aims to inform discussions on these issues in the run-up to the COP28 Climate Change Conference in Dubai in November and is part of a broader World Energy Outlook special report to be released later in 2023 focusing on the role of the oil and gas industry in net zero transitions.

The report provides recommendations to improve markets’ co-ordination across the country as well as within the provinces.

    Abstract: This report presents an in-depth cross-country analysis of how long-term care workers fare along the different dimensions of job quality. In the initial stages of the COVID-19 pandemic, the applause for care workers was a clear expression of the strong recognition of their hard work and exposure to risks in their job. However, as the applause faded after the peak of the crisis, questions have re-emerged about how to improve the working conditions of long-term care workers in a sustainable way. Over the coming decades, the demand for these workers will increase substantially. Several countries are already facing shortages as the large baby-boom generation joins the older population. To go Beyond Applause, a comprehensive policy strategy is needed to tackle poor working conditions and insufficient social recognition of long-term care work, attract workers in the sector and avoid labour shortages reaching unacceptable levels. Such a strategy should cover several dimensions, with different priorities across countries depending on their specific context, including: direct interventions to raise wages and increase staff requirements; increasing public financing and fostering the leading role by governments; supporting collective bargaining and social dialogue; strengthening training; increasing use of new technologies; and, strengthening health prevention policies.

    Abstract: Towards Hydrogen Definitions Based on their Emissions Intensity is a new report by the International Energy Agency, designed to inform policy makers, hydrogen producers, investors and the research community in advance of the G7 Climate, Energy and Environmental Ministerial meeting in April 2023. This report assesses the greenhouse gas emissions intensity of the different hydrogen production routes and reviews ways to use the emissions intensity of hydrogen production in the development of regulation and certification schemes. An internationally agreed emissions accounting framework is a way to move away from the use of terminologies based on colours or other terms that have proved impractical for the contracts that underpin investment. The adoption of such a framework can bring much-needed transparency, as well as facilitating interoperability and limiting market fragmentation, thus becoming a useful enabler of investments for the development of international hydrogen supply chains.
