In Building Peace, Rebuilding Patriarchy, Melissa Johnston explains why gender interventions often fail to help those who most need them, using the case of Timor-Leste, a country subjected to high levels of peacebuilding and gender interventions between 1999 and 2017.     Abstract: This book reveals what happens to applications for post-conviction review when those in England, Wales, and Northern Ireland who believe they are wrongfully convicted apply to the Criminal Cases Review Commission, the only body that can refer a case back to the Court of Appeal once appellants opportunities for direct appeal are exhausted. While the Court is obliged to hear all such referrals, the Commission can only refer a case where it believes there is a real possibility that the Court will quash the conviction. The first empirical study of all stages of decision-making within the Commission, this book starts from the premise that the test applied by the Commission (the real possibility test) is not inflexible. Though created by statute and refined through case law, it must be determined on a case-by-case basis, drawing too on cultural and structural variables, alongside fresh evidence gathered by the Commission. Through in-depth analysis of case files and interviews, Hoyle and Sato scrutinize the Commissions operational practices, its working rules and assumptions, considering how these influence its understanding of the real possibility test. Situating their rich empirical data within a framework of the Commissions social, organizational, and legal contexts, this book demonstrates that in its open-ended investigations there is considerable scope for discretion; for thorough exploration of all possible avenues or for choosing a more superficial consideration of a case. It emerges that while structured internal guidance, drawing heavily on Court jurisprudence, shapes decision-making, creating consistency in approach, there remains some variability across cases, over time, that can be accounted for by the different professional backgrounds and personalities of Commission staff

Building on a model of contextual effects on individual-level voter behaviour, the chapters of this volume explore contextual effects in Germany in the early twenty-first century. The volume draws upon manifold combinations of individual and contextual information gathered in the German Longitudinal Election Study (GLES) framework and employ advanced methods. In substantive terms, it investigates the impact of campaign communication on political learning, effects of media coverage on the perceived importance of political problems, and the role of electoral competition on candidate strategies and perceptions. It also examines the role of social and economic contexts as well as parties' policy stances in affecting electoral turnout. The volume explores the impact of social cues on candidate voting, effects of electoral arenas on vote functions, the role of media coverage on ideological voting, and effects of campaign communication on the timing of electoral decision-making. Voters and Voting in Context demonstrates the key role of the processes of communication and politicization in bringing about contextual effects.     Abstract: On a rainy day in May 2007, the mayor of Paris inaugurated the Jardins d'Éole, a park whose completion was hailed internationally as an exemplar of sustainable urbanism. The park was the result of a hard-fought, decadelong protest movement in a low-income Maghrebi and African immigrant district starved for infrastructure, but the mayor's vision of urban sustainability was met with jeers. Drawing extensively from immersive, firsthand ethnographic research with northeast Paris residents, as well as an analysis of green architecture and urban design, Andrew Newman argues that environmental politics must be separated from the construct of urban sustainability, which has been appropriated by forces of redevelopment and gentrification in Paris and beyond.

    Abstract: German constitutionalism has gained a central place in the global comparative debate, but what underpins it remains imperfectly understood. Its distinctive understanding of the rule of law and the widespread support for its powerful Constitutional Court are typically explains in one of two ways: either as a story of change in a reaction to National Socialism or as the continuation of an older nineteenth-century line of constitutional thought that emphasizes the function of constitutional law as a constraint on state power. But while both narratives account for some important features, their explanatory value is ultimately overrated. This book adopts a broader comparative perspective to understand the rise of the German Constitutional Court. It interprets the particular features of German constitutional jurisprudence and the Court's strength as a reconciliation of two different legal paradigms: first, a hierarchical legal culture, as opposed to a more co-coordinated understanding of legal authority such as prevails in the United States; and, secondly, a more recent paradigm of transformative constitutionalism, which is most often associated with countries like South Africa and India. -- From book jacket

    Abstract: The Human Terrain System (HTS) was catapulted into existence in 2006 by the US military's urgent need for knowledge of the human dimension of the battlespace in Iraq and Afghanistan. Its centrepiece was embedded groups of mixed military and civilian personnel, known as Human Terrain Teams (HTTs), whose mission was to conduct social science research and analysis and to advise military commanders about the local population. Bringing social science - and actual social scientists - to the wars in Iraq and Afghanistan was bold and challenging. Despite the controversy over HTS among scholars, there is little good, reliable source material written by those with experience of HTS or about the actual work carried out by teams in theatre. This volume goes beyond the anecdotes, snippets and blogs to provide a comprehensive, objective and detailed view of HTS. The contributors put the program in historical context, discuss the obstacles it faced, analyse its successes, and detail the work of the teams downrange.     Abstract: At the end of the First World War, Germany appeared to have lost everything: the lives of millions of soldiers and civilians, control over borderland territories, and, above all, a sense of national self-worth in the international political arena. But it also lost almost three million square kilometres of land overseas in the form of colonies and concessions in Africa, China, and the Pacific. Allied powers declared Germany unfit to rule over overseas populations, and it was forcibly decolonized. It thus became the first ‘postcolonial’ European nation to participate in the ‘new imperialism’ of the modern era. The end of colonialism was the beginning of a memory culture that has been remarkably long-lived and dynamic. This book traces the evolution of the collective memory of German colonialism, stretching from the loss of the colonies across the eras of National Socialism, national division, and the Cold War to the present day. It shows to what extent this memory was intimately bound to objects of material culture in the former colonial metropole, from tropical fruit sold at colonial balls, to state gifts handed to the former colonies at independence, to ethnological items kept as family heirlooms. Drawing on a wide range of sources, the study marks an important shift in historical methodology, considering the significance of both material culture and private memories in constructing accounts of the past. Above all, it raises important questions about the public responsibilities of postcolonial nations and governments in Europe and their relationship to the private legacies of colonialism.     Abstract: The Politics of Security tells the story of how people experienced the cold war as a war. It is about the impact of the cold war on political cultures. This crucial issue is often forgotten in historical memory. In particular, the book follows British and West German anti-nuclear-weapons activists in their attempts to campaign for and create security after the destruction of the Second World War, and how their own version of security clashed with concepts advanced by their own governments. But the book also demonstrates how, as part of the protests against nuclear weapons, activists and their societies learned to live with the Bomb: it recounts how activists first discovered the dangers of nuclear weapons, but how a different generation of activists came to focus on other issues as the Vietnam War became their primary concern. And it makes comprehensible how activists in two societies who had fought each other fiercely in the battle of dictatorships and democracies of the Second World War could now come to see each other as part of a common campaign. Fundamentally, with its transnational approach, the book highlights how these two societies drew on very similar arguments when they came to understand the cold war through the prism of the previous world war. The book is the first to capture in a transnational fashion what activists did on the marches and what it meant to them and to others. The book thus reminds us that threats are not merely out there, but that they need to be created in a political process that involves struggles for power and contestation.

    Abstract: Us and Them? explores the distinction between migrant and citizen through using the concept of 'the community of value'. The community of value is comprised of Good Citizens and is defined from outside by the Non-Citizen and from the inside by the Failed Citizen, that is figures like the benefit scrounger, the criminal, the teenage mother etc. While Failed Citizens and Non-Citizens are often strongly differentiated, the book argues that it is analytically and politically productive to consider them together. Judgments about who counts as skilled, what is a good marriage, who is suitable for citizenship, and what sort of enforcement is acceptable against 'illegals', affect citizens as well as migrants. Rather than simple competitors for the privileges of membership, citizens and migrants define each other through sets of relations that shift and are not straightforward binaries. The first two chapters on vagrancy and on Empire historicise migration management by linking it to attempts to control the mobility of the poor. The following three chapters map and interrogate the concept of the 'national labour market' and UK immigration and citizenship policies examining how they work within public debate to produce 'us and them'. Chapters 6 and 7 go on to discuss the challenges posed by enforcement and deportation, and the attempt to make this compatible with liberalism through anti-trafficking policies. It ends with a case study of domestic labour as exemplifying the ways in which all the issues outlined above come together in the lives of migrants and their employers
