    Abstract: This book sheds light on the theory of political leadership, which is still an under-researched field of political science. It is related to the philosophical argument about determinism versus activism and helps to understand the basic conflict of the 21st century between liberal democracy and new authoritarianism. The book looks at Max Weber’s typology of political rule and his concept of the ethics of responsibility, which are key to the theory of leadership. The author shows that the unfinished contest between democracy and new authoritarianism in the 21st century confirms the importance of leadership in old and new democracies as well as in the neo-authoritarian regimes and calls for a new type of political leaders. Political scientists and political sociologists tend to concentrate on the analysis of social forces, often to the extent of ignoring the active role of leading individuals. Two main trends in 19th century philosophy (Hegelian determinism vs. Carlyle’s romanticism) can be reconciled by adopting which interpretation of history based on the concept of „alternative roads“, the choice between which makes political leadership crucial for understanding politics. Leaders play particularly important roles in times of crises. In the 20th century such crises were created by two world wars (with the crucial role of such leaders as Woodrow Wilson, Winston Churcill, Charles de Gaulle, but also Adolph Hitler und Joseph Stalin) and revolutions (with Wladimir Lenin and Mao Zedong as revolutionary leaders of totalitarian states). During the cold war emerged a new type of democratic leadership devoted to the solidarity of democratic states and to the European integration (Konrad Adenauer, Willy Brandt, Robert Schuman). The transition to democracy in the last quarter of the 20th century depended to a large degree on the quality of leaders as demonstrated both by successes and failures of post-dictatorial regimes (Mikhail Gorbachev and Boris Yeltsin in Russia, Lech Walesa and Wojciech Jaruzelski in Poland, Adolfo Suarez in Spain, Nelson Mandela in South Africa etc.).

    Abstract: Die explorative Studie nutzt qualitative Interviews mit einfachen Bürgern um das Problem der allgegenwärtigen und anhaltenden Alltagskorruption in post-sowjetischen Staaten zu analysieren. Es wird zum einen nach den zugrunde liegenden Einstellungen, Werten und Erwartungen der Klienten gefragt, die diese korrupt handeln lassen, zum anderen wird der Einfluss dieser alltäglichen informellen Praktiken auf Entwicklung und Qualität von demokratischen Institutionen in post-sowjetischen Staaten untersucht. Die Ergebnisse des ersten Teils legen nahe, dass sich der größte Einfluss auf die Bereitschaft zu korruptem Handeln aus der Kombination der Effekte aus sowjetischem Erbe und rationalem Verhalten, das die Situation als ein Problem kollektiven Handelns interpretiert, ergibt. Bezüglich der Frage nach der Wirkung von informellen Praktiken und mit ihnen einhergehenden sowjetischen Einstellungen auf die Entwicklung von funktionierenden demokratischen Institutionen zeigt die Studie eine Reihe von problematischen Aspekten auf: Zuvorderst den Vorzug von individuellen vor kollektiven Lösungen sowie den anhaltenden Effekt von informellen Netzwerken, kombiniert mit einer tiefen Abneigung gegenüber dem Staat und einem schwachen Gefühl der eigenen Wirksamkeit. Zusammengenommen bilden diese ein schwerwiegendes Hindernis für politische Partizipation und die Entwicklung eines gesellschaftlichen Gemeinschaftsgefühls. Entgegen der gängigen Forschungs-meinung hat diese Studie also gezeigt, dass bestimmte Formen von Korruption, genauer der besondere Typ der post-sowjetischen informellen Transaktionen, einen negativen Einfluss auf die Entwicklung demokratischer Institutionen haben und die Wirkungsrichtung zwischen Demokratie und Korruption nicht allein von schwachen demokratischen Institutionen zu mehr Korruption zeigt.
    Abstract: The explorative study uses qualitative interviews with ordinary citizens to examine the problem of pervasiveness and persistence of administrative corruption in the Soviet successor states. It analyses the problem on two levels, taking an interest in the underlying attitudes, values and expectations of why clients engage in corrupt transactions, and asking about the influence of these low-level informal practices on the development and quality of democratic institutions in post-soviet states. Regarding the former, the analysis established the combined effect of Soviet legacy and rational behaviour interpreting the situation as a problem of collective action. These two are the main drivers influencing the readiness for corrupt transactions. They mutually reinforce each other and the highest propensity to act corruptly is found when these two aspects coincide. The answer to the question whether the lasting impact of informal practices and Soviet attitudinal patterns going along with them conflicts with the development of well-functioning, democratic institutions was clearly affirmative. The study showed that it is particularly a preference of individual over collective solutions and the continued effect of persisting informal networks combined with a deep disregard of the state and a low feeling of agency that pose serious obstacles to the quality of political participation and to the sense of community on the societal level. Contrary to the common argument the study has therefore established that the causality in the nexus between democracy and corruption is not a one-way road leading from weak democratic institutions to higher levels of corruption, but that certain forms of corruption, more precisely the specific type of post-soviet informality, have a negative impact on the development of democratic institutions making causality follow a bidirectional path and constituting a vicious circle of informality.

    Abstract: Conventional wisdom holds that the rising middle classes are a force for democracy. Yet in post-Soviet countries like Russia, where the middle class has grown rapidly, authoritarianism is deepening. Challenging a basic tenet of democratization theory, Bryn Rosenfeld shows how the middle classes can actually be a source of support for autocracy and authoritarian resilience, and reveals why development and economic growth do not necessarily lead to greater democracy. In pursuit of development, authoritarian states often employ large swaths of the middle class in state administration, the government budget sector, and state enterprises. Drawing on attitudinal surveys, unique data on protest behavior, and extensive fieldwork in the post-Soviet region, Rosenfeld documents how the failure of the middle class to gain economic autonomy from the state stymies support for political change, and how state economic engagement reduces middle-class demands for democracy and weakens prodemocratic coalitions.

    Abstract: The tensions between democracy and justice have long preoccupied political theorists. Institutions that are procedurally democratic do not necessarily make substantively just decisions. Democratizing Global Justice shows that democracy and justice can be mutually reinforcing in global governance - a domain where both are conspicuously lacking - and indeed that global justice requires global democratization. This novel reconceptualization of the problematic relationship between global democracy and global justice emphasises the role of inclusive deliberative processes. These processes can empower the agents necessary to determine what justice should mean and how it should be implemented in any given context. Key agents include citizens and the global poor; and not just the states but also international organizations and advocacy groups active in global governance. The argument is informed by and applied to the decision process leading to adoption of the Sustainable Development Goals, and climate governance inasmuch as it takes on questions of climate justice

    Abstract: In this book, Michael Murphy argues that if cosmopolitanism is to remain critical and relevant, what is required is a process of critique and cooperation. At the level of intercultural exchange, this requires understanding the encounter with the Other as a mutual phase of development and holds out the potential to rejuvenate world philosophies. Through this process the cosmopolitan imagination emerges from a dialogue between global traditions of relational sociologies on matters of common concern. The second stage of the book applies this methodology to provide a radical account of being and acting in the world. This will be achieved through engaging in conversation with the works of the critical theorist, Gerard Delanty; the decolonial theorist, Walter Mignolo; and the Buddhist, Confucian, and phenomenological-inspired work of Watsuji Tetsurō. In providing a move away from abstractions and ideals to instead focus on injustices and everyday life, Murphy uncovers an independent source for political legitimacy not defined by the rationality of the state or dependent on the ideals of Western philosophy. Part of this investigation also reveals a post-individual account of agency as an enactive being. Emphasising agency as becoming has the potential to allow us to reimagine the relationship between the self and the institutions of democracy. We praise individuals such as Martin Luther King Jr. and Steve Jobs who chart their own course in life and do something new. Yet surprisingly, recent research in social psychology has shown that in practice, Americans are averse to non-conformity. This disjunction between our public rhetoric and practice raises questions: Why is non-conformity valuable? Is it always valuable--or does it pose dangers as well as promise benefits for democratic societies? What is the relationship between non-conformity as an individual ideal and democracy as a form of collective self-rule? Contesting Conformity brings a fresh interpretive lens to the writings of Alexis de Tocqueville, John Stuart Mill, and Friedrich Nietzsche to investigate non-conformity and its relationship to modern democracy. Drawing new insight from their work, Ikuta argues that non-conformity is an intractable issue for democracy. While non-conformity is often important for cultivating a most just polity, non-conformity can also undermine democracy. Insofar as democracy depends on the ability of each citizen to critically reflect and dissent from an unjust public opinion when necessary, Tocqueville and Mill enable us to appreciate non-conformity as an ethical and political ideal for democratic citizens.     Abstract: "Is violent conflict inevitable? What is it in our social nature that makes us conduct wars, genocides and persecutions? The answer lies in how we are programmed to bond and form communities that demand loyalty in order to let us belong. The analysis in this book cuts through the social sciences in order to show the fundamentals of violent conflict. The book investigates conflict at the level of sociality. It reorganises existing theories of conflict under that perspective and brings them to bear upon the link between violence and togetherness. It introduces the key concept of closure to describe the conditions under which human groups start to perceive their position as similar and their reality as polarised. This is how normality starts breaking down and fault lines appear. Violent conflict is then analysed as a reaction that seeks change more rapidly than conditions seem to allow. Global comparative data from numerous studies - including M. Mousseau's works - are used to disentangle the factors that contribute to "democratic peace", that is, the fact that democratic societies do not go to war with each other. This inquiry reveals the new dimension of sociodiversity, which allows societies where individuality is strong to constantly produce alternatives and avoid closure. The book concludes with a coda on peace and sociodiversity which explains how contemporary societies can ensure durable peace and adequate social justice at the same time. This book challenges both supporters and opponents of the 'compatibility' thesis and calls for a rethink of politics in the age of environmental crises. It is divided into three parts. Part One critically questions the dominant narratives and assumptions held by many of the broad Left about the origins, causes and alternatives to our present condition. Part Two focuses on how prominent neo-Keynesians and Marxists have explained the crises of the past decade and why they are still operating with essentially pre-environmentalist conceptions of the conflict between 'capitalism and democracy'.

    Abstract: "Cosmopolitanism is said by many critics to be arrogant. In emphasizing universal principles and granting no fundamental moral significance to national or other group belonging, it wrongly treats those making non-universalist claims as not authorized to speak, while treating those in non-Western societies as not qualified. This book works to address such objections. It does so in part by engaging the work of B.R. Ambedkar, architect of India's 1950 Constitution and revered champion of the country's Dalits (formerly "untouchables"). Ambedkar cited universal principles of equality and rights in confronting domestic exclusions and the "arrogance" of caste. He sought to advance forms of political humility, or the affirmation of equal standing within political institutions and openness to input and challenge within them. This book examines how an "institutional global citizenship" approach to cosmopolitanism could similarly advance political humility, in supporting the development of input and challenge mechanisms beyond the state. It employs a grounded normative theory method, taking insights for the model from field research among Dalit activists pressing for domestic reforms through the UN human rights regime, and from their critics in the Hindu nationalist Bharatiya Janata Party. Insights also are taken from Turkish protesters challenging a rising domestic authoritarianism, and from UK Independence Party members demanding "Brexit" from the European Union-in part because of possibilities that predominantly Muslim Turkey will join. Overall, it is shown, an appropriately configured institutional cosmopolitanism should orient fundamentally to political humility rather than arrogance, while holding significant potential for advancing global rights protections and more equitable rights specifications"--

    Abstract: Tribalization is a global megatrend in today’s world. The election of Donald Trump, the Brexit vote, populist movements like Catalan separatism - together with democratic backsliding in Central and Eastern Europe - are all examples of tribalization. Fuelled by anti-globalism and identity politics, tribalization is drawing up the drawbridge to the world. It is putting cultural differences before dialogue, collaboration and universal liberal values. But tribalism is a dangerous road to go down. With it, argues Marlene Wind, we have put democracy itself in danger. Tribalism is not just about being pro-nation, anti-EU and anti-global. It is in many instances a bigger and more fundamental movement that casts aside the liberal democratic principles we once held in common. At a time when former defenders of liberal values are increasingly silent or have even joined the growing chorus of tribalists, this book is a wakeup call. In emphasizing universal principles and granting no fundamental moral significance to national or other group belonging, it wrongly treats those making non-universalist claims as not authorized to speak, while treating those in non-Western societies as not qualified. This book works to address such objections. It does so in part by engaging the work of B.R. Ambedkar, architect of India's 1950 Constitution and revered champion of the country's Dalits (formerly "untouchables"). Ambedkar cited universal principles of equality and rights in confronting domestic exclusions and the "arrogance" of caste. He sought to advance forms of political humility, or the affirmation of equal standing within political institutions and openness to input and challenge within them. This book examines how an "institutional global citizenship" approach to cosmopolitanism could similarly advance political humility, in supporting the development of input and challenge mechanisms beyond the state. It employs a grounded normative theory method, taking insights for the model from field research among Dalit activists pressing for domestic reforms through the UN human rights regime, and from their critics in the Hindu nationalist Bharatiya Janata Party. Insights also are taken from Turkish protesters challenging a rising domestic authoritarianism, and from UK Independence Party members demanding "Brexit" from the European Union-in part because of possibilities that predominantly Muslim Turkey will join. Overall, it is shown, an appropriately configured institutional cosmopolitanism should orient fundamentally to political humility rather than arrogance, while holding significant potential for advancing global rights protections and more equitable rights specifications"--

    Abstract: "The forms of liberal government that emerged after World War II are in the midst of a profound crisis. In I Am the People, Partha Chatterjee reconsiders the concept of popular sovereignty in order to explain today's dramatic outburst of movements claiming to speak for "the people." To uncover the roots of populism, Chatterjee traces the twentieth-century trajectory of the welfare state and neoliberal reforms. Mobilizing ideals of popular sovereignty and the emotional appeal of nationalism, anticolonial movements ushered in a world of nation-states while liberal democracies in Europe guaranteed social rights to their citizens. But as neoliberal techniques shrank the scope of government, politics gave way to technical administration by experts. Once the state could no longer claim an emotional bond with the people, the ruling bloc lost the consent of the governed. To fill the void, a proliferation of populist leaders have mobilized disaffected groups into a battle that they define as the authentic people against entrenched oligarchy. Once politics enters a spiral of competitive populism, Chatterjee cautions, there is no easy return to pristine liberalism. Only a counter-hegemonic social force that challenges global capital and facilitates the equal participation of all peoples in democratic governance can achieve significant transformation.     Abstract: Do elections turn people into democratic citizens? Elections have long been seen as a way to foster democracy, development and security in Africa, with many hoping that the secret ballot would transform states. Adopting a new approach that focusses on the moral economy of elections, Nic Cheeseman, Gabrielle Lynch and Justin Willis show how elections are shaped by competing visions of what it means to be a good leader, bureaucrat or citizen. Using a mixed-methods study of elections in Ghana, Kenya and Uganda, they explore moral claims made by officials, politicians, civil society, international observers and voters themselves. This radical new lens reveals that elections are the site of intense moral contestation, which helps to explain why there is such vigourous participation in processes that often seem flawed. Demonstrating the impact of these debates on six decades of electoral practice, they explain why the behaviour of those involved so frequently transgresses national law and international norms, as well as the ways in which such transgressions are evaluated and critiqued – so that despite the purported significance of 'vote-buying', the candidates that spend the most do not always win.

    Abstract: "The concept of civil society is deeply rooted in European modernity and civil society. However, in recent years the idea of civil society has become a key route for democracy promotion and solving development 'problems' in poor countries. Many scholars along with well-meaning international agencies and donor organisations fail to account for non-Western values and historical experiences when they portray civil society in non-Western countries. Civil Society from the Global South seeks to redress this balance by offering diverse accounts of civil society from the Global South, authored by scholars and researchers who are reflecting on their observations of civil society in their own countries. The countries studied in the volume range from Africa to Latin America, Asia and the Middle East to give a rich account of how countries from the global south conceptualise and construct civil society. The book demonstrates how local conditions are often unsuited to the ideal type of civil society as delineated in western values, for instance in cases where numerous political, racial and ethnic sub-groups are 'fighting' for autonomy.     Abstract: "Existing work suggests that legislators in countries like India should spend little time engaging with individual citizens and, if they do, should focus their attention on co-partisans. Yet, there is anecdotal evidence that these politicians actually spend substantial time assisting individual citizens with access to basic state services. In this book, I show that helping individual voters is a key part of these representatives' activities and that, in contrast with existing expectations, they do not generally discriminate against their non-copartisans in providing assistance. Yet, this constituency service differs from that observed in Western democracies, as it arises from the partisan nature of distribution at the local level. Thus, Indian politicians are more accountable to citizens than we previously expected, but this accountability is linked to, and constrained by, the character of patronage-based politics"--

    Abstract: Authors Christensen and Laitin argue that an interplay of geographic, historical, and demographic factors undergird sub-Saharan states’ post-independence struggles to eradicate poverty, establish democratic accountability, and quell civil unrest. They set out the founding fathers’ challenges in transforming their postcolonial states, many of which are ethnically diverse, geographically diffuse, sparsely populated, and lacking in administrative capacity. With the legacies of the slave trade, partition, Christian missionaries, and extractive colonial institutions complicating their efforts, many African states faced stagnation, authoritarianism, and civil strife. Recent years have seen promising attempts to restore democracy to states under authoritarian rule and to liberalize their economies, suggesting that the region is moving toward a new era.
