Abstract: As the war on terrorism wages on, our nation's policymakers will continue to face the challenge of assessing threats that various terrorist groups pose to the U.S. homeland and our interests abroad. As part of the RAND Corporation's yearlong "Thinking Strategically About Combating Terrorism" project, the authors of this report develop a way to assess and analyze the danger posed by various terrorist organizations around the world. The very nature of terrorism creates a difficulty in predicting new and emerging threats; however, by establishing these types of parameters, the report creates a fresh foundation of threat analysis on which future counterterrorism strategy may build

Abstract: Momentous events since September 11, 2001-Operation Enduring Freedom, the global war on terrorism, and the war in Iraq-have dramatically altered the political environment of the Muslim world. Many of the forces influencing this environment, however, are the products of trends that have been at work for many decades. This book examines the major dynamics that drive changes in the religio-political landscape of the Muslim world-a vast and diverse region that stretches from Western Africa through the Middle East to the Southern Philippines and includes Muslim communities and diasporas throughout the world-and draws the implications of these trends for global security and U.S. and Western interests. It presents a typology of ideological tendencies in the different regions of the Muslim world and identifies the factors that produce religious extremism and violence. It assesses key cleavages along sectarian, ethnic, regional, and national lines and examines how those cleavages generate challenges and opportunities for the United States. Finally, the authors identify possible strategies and political and military options for the United States to pursue in response to changing conditions in this critical and volatile part of the world

Abstract: Over the past decade, the United States has endeavored to increase its ability to detect, prevent, and respond to terrorist threats and incidents. The agriculture sector and the food industry in general, however, have received comparatively little attention with respect to protection against terrorist incidents. This study aims to expand the current debate on domestic homeland security by assessing the vulnerabilities of the agricultural sector and the food chain to a deliberate act of biological terrorism and exploring the likely outcomes of a successful attack

Abstract: When the end of the Castro era arrives, the successor government and the Cuban people will need to answer certain questions: How is Castro's more than four-decade rule likely to affect a post-Castro Cuba? What will be the political, social, and economic challenges Cuba will confront? What are the impediments to Cuba's economic development and democratic transition? The authors examine Castro's political legacies, Cuba's generational and racial divisions, its demographic predicament, the legacy of a centralized economy, and the need for industrial restructuring

Abstract: Focusing on the embedded press system deployed during Operation Iraqi Freedom, this book attempts to answer the following questions: How effective was the embedded press system in meeting the needs of the three main constituencies-the press, the military, and the citizens of the United States? What policy history led to the innovation of an embedded press system? Where are press-military relations likely to go in the future?

Abstract: Military operations in urban areas are among the most complex challenges confronting the U.S. Army. Compared to a number of other nations, the Army has relatively less experience operating in this environment. To that end, this monograph analyzes sustained campaigns of urban terrorism in Sri Lanka, India, and Pakistan, identifying key innovations of the militant organizations. It also details the three states' responses to the threats, noting successful as well as unsuccessful efforts

Abstract: Colombia has experienced significant political instability and violence over the past century due to a number of factors, including the proliferation of small-arms trafficking. The authors identify the sources and routes used by arms traffickers to acquire, buy, sell, receive, transfer, and ship weapons. They also examine the various groups and individuals who purchase and use these munitions. The authors examine Colombia's political conflict through the lens of small-arms trafficking and conclude with policy implications for the United States

Abstract: The post-World War II occupations of Germany and Japan set standards for postconflict nation-building that have not since been matched. Only in recent years has the United States has felt the need to participate in similar transformations, but it is now facing one of the most challenging prospects since the 1940s: Iraq. The authors review seven case studies--Germany, Japan, Somalia, Haiti, Bosnia, Kosovo, and Afghanistan--and seek lessons about what worked well and what did not. Then, they examine the Iraq situation in light of these lessons. Success in Iraq will require an extensive commitment of financial, military, and political resources for a long time. The United States cannot afford to contemplate early exit strategies and cannot afford to leave the job half completed

Abstract: The long-term success of the counterterror campaign will depend on concerted cooperation from European states, but a key question is the extent to which that cooperation should be pursued through European multilateral institutions. This study argues that the United States should pursue military and intelligence cooperation on a bilateral basis, and it should increasingly pursue financial and law enforcement cooperation on a multilateral basis. The United States should adopt a nuanced strategy in its counterterror relations with Europe

Abstract: Change--in international relations, in technology, and in society as a whole--has become the idiom of our age. One example of these changes has been an increasing recognition of the value of air and space assets for handling nearly every contingency from disaster relief to war and, onsequently, increasing demand for such assets. These developments have created both challenges and opportunities for the U.S. Air Force. This, the fourth volume in the Strategic Appraisal series, draws on the expertise of researchers from across RAND to explore both the challenges and opportunities that the U.S. Air Force faces as it strives to support the nation's interests in a challenging technological and security environment.Contributors examine the changing roles of air and space forces in U.S.national security strategy, the implications of new systems and technologiesfor military operations, and the role of nuclear weapons in U.S. securitystrategy. Contributors also discuss the status of major modernizationefforts within the Air Force, and the bill of health of the Air Force, asmeasured by its readiness to undertake its missions both today and in thefuture

Abstract: This monograph reviews events since the terrorist attacks of September 11, 2001, and discusses the current state of al Qaeda and the kinds of actions that can be expected of it in the future. Al Qaeda constitutes the most serious immediate threat to the security of the United States, so the campaign against terrorism must remain focused. The monograph describes the central elements that must be emphasized in the next, more-complex phase of that campaign

Abstract: This collection of essays examines the case for and against globalization, the effects of U.S. economic and foreign policy, and numerous issues related to Asian economics and politics. Published in prominent journals and news media between 1996 and 2001, these cross-cutting essays are as relevant today as when they were first written. The author provides remarkable insight into the economic and military directions in which particular countries or regions are moving, and what these movements portend for the future

Abstract: The military is one of the few institutions that cut across the divides of Indonesian society. As it continues to play a critical part in determining Indonesia's future, the military itself is undergoing profound change. The authors of this book examine the role of the military in politics and society since the fall of President Suharto in 1998. They present several strategic scenarios for Indonesia, which have important implications for U.S.-Indonesian relations, and propose goals for Indonesian military reform and elements of a U.S. engagement policy

Abstract: The emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This book provides an essential background for understanding how security issues as between NATO and the European Union are being posed for the early part of the 21st century, including the new circumstances following the terrorist attacks in New York and Washington on September 11, 2001. This study should be of interest to those interested in the evolution of U.S.-European relations, especially in, but not limited to, the security field; the development of institutional relationships; and key choices that lie ahead in regard to these critical arrangements

Abstract: What challenges does today's Russia pose for the United States and the U.S. Air Force? If certain economic, military, social, and political negative trends in Russia continue, they may create a new set of dangers that might prove more real, and therefore more frightening, than the far-off specter of Russian attack ever was. In a number of scenarios, the U.S. Air Force is certain to be called upon for transportation and perhaps for various military missions in a very demanding environment

Abstract: Deception is a powerful yet understudied instrument of war. Using the extensive literature on deception in the animal kingdom, where ruses of near-infinite variety are applied to offense, defense, and intelligence gathering, the authors delve into the theory of deception to reveal new avenues of experimentation. These pathways may lead to new technologies or training techniques and provoke a new look at deception doctrine applicable at every level of war. ISBN: 0-8330-3159-7 Price: $24.00 Page count: 98

Abstract: It may not be possible to deter fanatical terrorists, but members of terrorist systems may be amenable to influence. The U.S. counterterrorism strategy should therefore include political warfare, placing at risk things the terrorists hold dear, a credible threat of force against states or groups that support acquisition of weapons of mass destruction, and maintaining cooperation with other nations engaged in the war on terror, while also preserving core American values

Abstract: Operations targeted against senior enemy leaders have long been viewed as a potential means of shaping the policy and behavior of enemy states. As a result, the United States has launched a variety of overt and covert operations in efforts to attack enemy leaders directly, facilitate their overthrow by coup or rebellion, or secure their ouster through external invasion. This book examines a number of leadership attacks from World War II to the present to offer insights into the comparative efficacy of various forms of leadership attacks, their potential coercive and deterrent value, and the possible unintended consequences of their ill-considered use. The book concludes that direct attacks, coups, and rebellions have met with only limited success and, even when successful, have sometimes yielded counterproductive results. Moreover, neither direct attacks nor coups have been of significant coercive or deterrent value, although rebellions have at times provided useful negotiating leverage. By contrast, external invasions have proved to be more efficacious both in shaping the targeted countries' policy and behavior and in exerting coercive effects. The book concludes by outlining the likely conditions under which future leadership attacks are likely to be sanctioned and by delineating the prerequisites of effective use of air power in such contexts

Abstract: This report examines the reasons Slobodan Milosevic, the then president of the Federal Republic of Yugoslavia, decided on June 3, 1999, to accept NATO's conditions for terminating the conflict over Kosovo. Drawing in part upon the testimony of Milosevic and other senior Serb and foreign officials who directly interacted with Milosevic, the report analyzes (1) the assumptions and other calculations that underlay Milosevic's initial decision to defy NATO's demands with regard to Kosovo, and (2) the political, economic, and military developments and pressures, and the resulting expectations and concerns that most importantly influenced his subsequent decision to come to terms. While several interrelated factors, including Moscow's eventual endorsement of NATO's terms, helped shape Milosevic's decision to yield, it was the cumulative effect of NATO air power that proved most decisive. The allied bombing of Serbia's infrastructure targets, as it intensified, stimulated a growing interest among both the Servian public and Belgrade officials to end the conflict. Milosevic's belief that the bombing that would follow a rejection of NATO's June 2 peace terms would be massively destructive and threatening to his continued rule made a settlement seem imperative. Also examined are some implications for future U.S. and allied military capabilities and operations

Abstract: This report examines the views of India and Pakistan on the significance ofPakistan_s foray into the Kargil-Dras sector in a limited war that has cometo be known as the Kargil conflict. The goal of the analysis is to assessboth combatants_ perceptions of the crisis, with a view to evaluating thepossibilities of future Kargil-like events and the implications of thelessons each country learned for stability in South Asia. The analysis isbased almost exclusively on Indian and Pakistani source materials. The Kargil crisis demonstrated that even the presence of nuclear weaponsmight not appreciably dampen security competition between the region_slargest states. However, the question remains of whether or not the Kargilwar represents a foretaste of future episodes of attempted nuclear coercionif India and Pakistan believe that their nuclear capabilities provide themthe immunity required to prosecute a range of military operations short ofall-out war

Abstract: Religion, nationalism, ethnicity, economics, and geopolitics all are important in explaining Iran's goals and tactics in its relationship with the outside world, as are the agendas of key security institutions and the ambitions of their leaders. This report assesses Iran's security policy in light of these factors. It examines broad drivers of Iran's security policy, describes important security institutions, explores decisionmaking, and reviews Iran's relations with key countries. The authors conclude that Iraq is widely recognized as the leading threat to Iran's Islamic regime and Afghanistan is seen as an emerging threat. In contrast, Iran has solid, if not necessarily warm, relations with Syria and established working ties to Pakistan and Russia. Iran's policies toward its neighbors are increasingly prudent: It is trying to calm regional tension and end its isolation, although its policies toward Israel and the United States are often an exception to this policy. Iran's security forces, particularly the regular military, are often voices of restraint, preferring shows of force to overactive confrontations. Finally, Iran's security forces generally respect and follow the wishes of Iran's civilian leadership; conducting rogue operations is rare to nonexistent

Abstract: Indonesia, the world's fourth most populous country, is undergoing a profound transformation that could lead to a variety of outcomes, from the consolidation of democracy to return to authoritarianism or military rule, to radical Islamic rule, or to violent disintegration. The stakes are high, for Indonesia is the key to Southeast Asian security. The authors examine the trends and dynamics that are driving Indonesia's transformation, outline possible strategic futures and their implications for regional stability, and identify options the United States might pursue in the critical challenge of influencing Indonesia's future course. Steps the United States might take now include support for Indonesia's stability and territorial integrity, reestablishment of Indonesian-U.S. military cooperation and interaction, aid in rebuilding a constructive Indonesian role in regional security, and support for development of a regional crisis reaction force. A continued strong U.S. presence in the Asia-Pacific region will reinforce the U.S. role as regional balancer

Abstract: Greece has been profoundly affected by recent changes in the internationalenvironment, on its borders, and within the country itself. Manylong-standing assumptions about Greek interests and Greece_s role havefallen away and have been supplanted by new approaches. The country hasbecome progressively more modern and more European, and its internationalpolicy has become more sophisticated. At the same time, the geopoliticalscene has evolved in ways that present new challenges and new opportunitiesfor Athens in its relations with Europe, the United States, and neighboringcountries. Many of these challenges cross traditional regional boundariesand underscore Greece_s potential to play a transregional role, lookingoutward from Europe to the Mediterranean, Eurasia, and the Middle East. Thisreport explores the new geopolitical environment Greece faces, payingspecial attention to the implications for southeastern Europe andtransatlantic relations; explores options for Greek strategy; and offerssome new directions for policy in Greece and on both sides of the Atlantic

Abstract: The most useful forms of outside support for an insurgent movement include safe havens, financial support, political backing, and direct military assistance. Because states are able to provide all of these types of assistance, their support has had a profound impact on the effectiveness of many rebel movements since the end of the Cold War. However, state support is no longer the only, or indeed necessarily the most important, game in town. Diasporas have played a particularly important role in sustaining several strong insurgencies. More rarely, refugees, guerrilla groups, or other types of non-state supporters play a significant role in creating or sustaining an insurgency, offering fighters, training, or other forms of assistance. This report assesses post-Cold War trends in external support for insurgent movements. It describes the frequency that states, diasporas, refugees, and other non-state actors back guerrilla movements. It also assesses the motivations of these actors and which types of support matter most. This book concludes by assessing the implications for analysts of insurgent movements

Abstract: China's continuing rapid economic growth and expanding involvement in global affairs pose major implications for the power structure of the international system. To more accurately and fully assess the significance of China's emergence for the United States and the global community, it is necessary to gain a more complete understanding of Chinese security thought and behavior. This study addresses such questions as: What are China's most fundamental national security objectives? How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China
