    Abstract: The one-third cut in active-duty manpower at the end of the Cold War, from 2.1 million to 1.4 million in uniform, combined with a shift in the national security environment, has today resulted in the need for longer and repeated deployments, especially for the Army and the Marine Corps, and these deployments have posed challenges for active-duty service members and for their families. The authors undertook the preparation of this monograph with the objective of offering insights into the challenges faced by active-duty service members deployed to Iraq and Afghanistan, the resiliency they and their families have shown in coping with these challenges, and the adequacy of defense manpower policy in assisting members and families. The monograph draws on the perspectives of economics, sociology, and psychology; provides a formal model of deployment and retention; reviews published work; reports on the results of focus groups conducted in each of the services; and presents findings from an analysis of survey data. The focus groups and survey data relate to the period from 2003 to early 2004. Family separation, long work hours both during and preceding deployments, and uncertainty surrounding deployments were some of the more significant stresses associated with deployments that were reported in focus groups. Furthermore, according to focus-group and survey data, even personnel who did not deploy experienced work stress as a result of long hours supporting deployments. The authors use these findings to suggest ways to improve quality of life for deployed and nondeployed personnel and their families, including improved communication home, more effectively structured deployment pays, and, when possible, greater certainty in the timing and length of the deployment cycle. The findings also underscore the importance of individual and unit preparation prior to deployment and the role of unit cohesion during deployment. The monograph may be of interest to the military services, the Office of the Secretary of Defense, individual service members and their families, members of Congress and their staff, and the media. It may also interest foreign militaries that have converted to a volunteer system and that want to be informed about the personnel strains caused by a high operating tempo

    Abstract: "The largest escalation of mining activity in Australian history is currently underway in the Pilbara region of Western Australia. Pilbara-based transnational resource companies recognise that major social and economic impacts on Indigenous communities in the region are to be expected and that sound relations with these communities and the pursuit of sustainable regional economies involving greater Indigenous participation provide the necessary foundations for a social licence to operate. This study examines the dynamics of demand for Indigenous labour in the region, and the capacity of local supply to respond. A special feature of this study is the inclusion of qualitative data reporting the views of local Indigenous people on the social and economic predicaments that face them. The basic message conveyed is that little has been achieved over the past four decades in terms of enhancing Indigenous socioeconomic status in the Pilbara. On the basis of planned economic development and corporate interest in pursuing Indigenous engagement, progress is now possible but major efforts are required from all interested stakeholders (Indigenous organisations, miners and governments) in order to ensure that this occurs."--Publisher's description.

    Abstract: "The Pacific Islands are feeling the effects of globalisation. Free trade in sugar and garments is threatening two of Fiji's key industries. At the same time other opportunities are emerging. Labour migration is growing in importance, and Pacific governments are calling for more access to Australia's labour market. Fiji has joined Samoa, Tonga, Tuvalu and Kiribati as a remittance economy, with thousands of its citizens working overseas. Meantime, Papua New Guinea and Solomon Islands grapple with an older kind of globalisation in which overseas companies exploit mineral and forest resources. The Pacific Islands confront unique problems of governance in this era of globalisation. The modern, democratic state often fits awkwardly with traditional ways of doing politics in that part of the world. Just as often, politicians in the Pacific exploit tradition or invent it to serve modern political purposes. The contributors to this volume examine Pacific globalisation and governance from a wide range of perspectives.     Abstract: In 2020, areas of particular importance for technology trends will include biotechnology, nanotechnology, materials technology, and information technology. The authors of this report assessed a sample of 29 countries across the spectrum of scientific advancement (low to high) with respect to their ability to acquire and implement 16 key technology applications (e.g., cheap solar energy, rural wireless communications, genetically modified crops). The study's major conclusions are that scientifically advanced countries such as the United States, Germany, and Japan will be able to implement all key technology applications evaluated; countries that are not so scientifically advanced will have to develop significant capacity and motivation before barriers to technology implementation can be overcome; and public policy issues in certain areas will engender public debate and strongly influence technology implementation

    Abstract: The Patient Safety Improvement Corps (PSIC), part of the Agency for Healthcare Research and Quality's (AHRQ's) patient safety initiative, is a program of three one-week sessions (didactic lessons, homework, and a team project) operated collaboratively by the AHRQ and the Veterans' Affairs (VA) National Center for Patient Safety (NCPS). Its purpose is to improve patient safety in the nation by increasing the number and capacity of health care professionals with patient safety knowledge and skills, achieved through training teams from all 50 U.S. states over three years. This report presents findings from RAND's evaluation of the first two years of the PSIC. Data were collected through in-person, group interviews with trainees at the final training session in May 2004 and May 2005, and through individual telephone interviews with the first-year trainees one year later. Overall, reported experiences were positive. Participants valued the broad perspective gained, and the tools and skills they learned and continue to use. They appreciated and continued to draw upon the technical aspects, the hands-on exercises, the knowledge gained through team projects, and the reference materials. Additionally, they value the networking opportunities, and they have made efforts to spread their knowledge. Significantly, there are strong indications that the program has contributed to actions in the field to improve patient safety. Key barriers challenging trainees' program participation and ability to make changes at their home organizations included lack of resources and cultural obstacles (such as blaming individuals for system problems). A need for continued training and programs to train larger, more-diverse teams was also noted. The findings suggest that the PSIC is making important contributions toward building a national infrastructure to support implementation of effective patient safety practices

The authors first look at violent Islamist terrorist and insurgent groups without formal links to al-Qaeda, such as Hamas and Hezbollah in the Middle East and Islamist groups in Africa. They then examine a number of non-Islamist terrorist groups-for example, the Tamil Tigers in Sri Lanka, the FARC and ELN in Colombia, Maoist insurgencies, and the violent antiglobalist movement-and explain how these groups might fit into the al-Qaeda agenda and how they use criminal organizations and connections to finance their activities.     Abstract: Improving the ability to respond to bioterrorism and other emergencies is an important challenge facing the U.S. public health system. Despite having a knowledgeable workforce, practice and experience, capacity, and partnerships with other responders in the community, the system₂s ability to respond may depend largely on its structure. This study examines a key question: Are state and local public health agencies related to one another in a way that facilitates emergency response? Specific objectives of this study are to explain the factors influencing the particular ways in which state and local public health systems are organized, how the various types of relationships that exist between state and local public health departments have been arrived at, and, most important, the consequences of such structures and relationships for emergency preparedness. We also examine alternative structures from several different types of service industries (public education, banking, the welfare system, and port authorities). Finally, we recommend concrete strategies to improve public health preparedness. This report will be of interest to policymakers and to public health professionals at the state and local levels who are involved in bioterrorism response and emergency preparedness, as well as to other agencies involved in emergency response

    Abstract: A number of important steps have been taken in recent years to improve the planning and management of Army International Activities (AIA). Still, a need remains, and is widely recognized, for a high-level assessment mechanism to allocate AIA resources more efficiently, execute AIA programs more effectively, and highlight the contributions of AIA to the National Military Strategy, the DoD Security Cooperation Guidance, and The Army Plan. This report presents a framework for assessing the value of the Army's non-combat interactions with other militaries. It provides an overview of AIA programs and establishes their connection to the U.S. government's current strategy for security cooperation. It also provides a matrix of eight AIA "ends," derived from top-level national and Army guidance, and eight AIA "ways," which summarize the various capabilities inherent in AIA programs. Next, the report presents a method for linking AIA "ends" and "ways" that involves a theoretical rationale for security cooperation, selection criteria for AIA "output" and "outcome" indicators, and related measures of performance and effectiveness. The report also describes the new online AIA Knowledge Sharing System (AIAKSS) that is being used to solicit programmatic and assessment data from AIA officials in the Army's Major Commands. In addition, the report includes the results of three test cases-involving the Army Medical Department, the National Guard Bureau, and U.S. Army South-that helped to identify potential problems in evaluating AIA and to suggest improvements in the proposed AIA assessment mechanism. Finally, the report contains an extensive list of "output" and "outcome" indicators that have been reviewed by AIA officials throughout the Army

    Abstract: The study of parents from their own perspective, not just as socializing agents of their children, has been long neglected. This book summarizes and presents the new and surging literature on parenting representations, namely parents' views, emotions, and internal world regarding their parenting.     Abstract: Since the days of the Spanish Conquest, the indigenous populations of Andean Bolivia have struggled to preserve their textile-based writings. This struggle continues today, both in schools and within the larger culture. The Metamorphosis of Headsexplores the history and cultural significance of Andean textile writings--weavings and kipus (knotted cords), and their extreme contrasts in form and production from European alphabet-based texts. Denise Arnold examines the subjugation of native texts in favor of European ones through the imposition of homogenized curricula by the Educational Reform Law. As Arnold reveals, this struggle over language and education directly correlates to long-standing conflicts for land ownership and power in the region, since the majority of the more affluent urban population is Spanish speaking, while indigenous languages are spoken primarily among the rural poor. The Metamorphosis of Heads acknowledges the vital importance of contemporary efforts to maintain Andean history and cultural heritage in schools, and shows how indigenous Andean populations have incorporated elements of Western textual practices into their own textual activities. Based on extensive fieldwork over two decades, and historical, anthropological, and ethnographic research, Denise Arnold assembles an original and richly diverse interdisciplinary study. The textual theory she proposes has wider ramifications for studies of Latin America in general, while recognizing the specifically regional practices of indigenous struggles in the face of nation building and economic globalization

    Abstract: German History from the Margins offers new ways of thinking about ethnic and religious minorities and other outsiders in modern German history. Many established paradigms of German history are challenged by the contributors' new and often provocative findings, including evidence of the striking cosmopolitanism of Germany's 19th-century eastern border communities; German Jewry's sophisticated appropriation of the discourse of tribe and race; the unexpected absence of antisemitism in Weimar's campaign against smut; the Nazi embrace of purportedly "Jewish" sexual behavior; and post-war West Germany's struggles with ethnic and racial minorities despite its avowed liberalism. Germany's minorities have always been active partners in defining what it is to be German, and even after 1945, despite the legacy of the Nazis' murderous destructiveness, German society continues to be characterized by ethnic and cultural diversity.
